The physical and chemical structure of the oxide films formed on metals and alloys is of interest in our understanding of their protective properties. According to Pilling and Bedworth,¹ if the specific volume of the oxide is equal to or greater than that of the metal, a compact or continuous structure results; if the volume of the oxide is less, a cellular or porous structure forms. With the cellular type of coating the surface layer of oxide offers no impedance to oxidation; at a given temperature the rate of oxidation is quite constant. On the other hand, the compact type of coating acts as an effective barrier to oxygen and the rate of oxidation will follow a parabolic law. The recent work of Gulbransen2 and of Leontis and Rhines3 on the oxidation of magnesium indicates that it is not necessary for the volume of the oxide to be greater than that of the metal in order that the oxidation may follow a parabolic rate law. One exception to the rule of Pilling and Bedworth¹ is noted by Scheil;4 namely, tungsten. At 500° and 700°C long-time oxidations indicate a linear rate law with time. However, Dunn's6 0xidation measurements from 700°to 1000°C indicate that a parabolic rate law is followed. The oxide is mainly yellow WO a with a thin layer of the blue oxide. Preliminary results on the oxidation of tungsten6 in the temperature range 400° to 500°C indicate that the oxidation does proceed according to a parabolic rate law. Irrespective of the actual rate law that tungsten may obey, it is of interest to compare the results obtained on the oxidation of tungsten in the thin film region with those found when the metal is scaling. A time-temperature study of the oxides formed on both molybdenum and tungsten may indicate whether there exist any peculiarities in the oxide structures of the thin film region compared with those of the scaling region of oxidation. "Presently the global steel production is mainly based on iron ore sourced from high grade hematite deposits. India has large deposits of good quality hematite ore but with the prevailing practice, such deposits are depleting fast and getting exhausted. However, apart from such high grade iron ores, India is also endowed with large reserves of low grade iron ore, such as BHQ (Banded Hematite Quartzite), BHJ (Banded Hematite Jasper), BMQ (Banded Magnetite Quartzite) and Magnetite. In the present situation, it has become necessary to focus attention on upgradation of these low grade ores to produce useable concentrate. It augurs well that already substantial investigation work has been carried out in this respect and a few plants have been set up in India and abroad. One important aspect in this regard is the process route options with optimum yield and grade. Some of these low grade ores, particularly magnetite, are found to contain high phosphorous level, removal of which poses a major challenge. Since the grade is low, substantial upgradation necessitates fine grinding for appropriate liberation. Fine grinding is energy intensive and needs attention to achieve economy in this regard. Large quantity of tailings is generated in the process, wet disposal of which gives rise to a lot of hassles and hence, possibility of dry disposal of the same needs to be explored. The experience of the authors, with regard to aforesaid aspects which has been gained in course of carrying out relevant assignments is presented in this paper."

I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS' COMPENSATION Workers' Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers' Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers' Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers' coverage, as well as Employer's Liability coverage for the master or members of the crew of a vessel.

Due to the approaching depletion of reserves in the Witbank Coalfield, and the fact that the Waterberg Coalfield is as yet under developed, there is increasing pressure to extend the lives of the operating coal mines in the Witbank Coalfield. One potential source of coal is the old pillars, often small and at shallow depth, that were not left with secondary extraction in mind. At face value, some of these pillars appear to be suitable for secondary mining due to their high safety factors. However, it is known that over time, these pillars have scaled and the current sizes are smaller than the as-mined dimensions. It is also known that at shallow depth, the overburden is often less likely to fail during secondary mining, resulting in high abutment loads on the unmined pillars. The paper proposes a systematic method to pre-evaluate those old pillars for the possibility of stooping. The method consists of elements of fundamental methods and newly developed technology. In essence, it revolves around using empirical methods to estimate current pillar dimensions, followed by numerical modelling to investigate the probability of progressive pillar failure and then fundamental methods to determine the limits of applicability of the numerical model.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. INTRODUCTION TO SAMPLING THEORY Before specifically discussing mineral sampling and sampling procedures, let us briefly consider broader and more universal concepts of modem sampling theory. A sample is de- fined as a representative part or a single item from a larger whole, being drawn for purpose of inspection or shown as evidence of quality. In modem theory the sample is a part of a statistical population whose properties are studied to gain information about the whole. The theory of sampling is built around the concept that if enough representative units of a larger overall population are selected without bias, the average value of the units will approximate that of the total population. Modem theory attempts to answer the question of how many samples are enough, given certain limits and constraints, and seeks to apply methods of sample selection and of estimation that provide, at the lowest possible cost, estimates that are precise enough for the purposes at issue. In order to meet these objectives the designer of a sample survey must rely heavily upon statistical theory. Statistics has been defined as the collection, presentation, analysis, and interpretation of numerical data. Statistical methods are primarily concerned with making valid inferences about a population based upon samples taken from the population. For most statistical applications, the total sample is in terms of number of items, attributes, or things; whereas mineral samples are usually in terms of weight or volume of mineral particles. Certain steps are involved in a well designed sample survey without regard to the particular field of application. Because the desired characteristics of an unmined mineral deposit can- not be known other than by sampling, we will consider these principle steps in terms of a mineral sample survey: 1) Clear definition of the objectives of the survey. In the case of mineral sampling this step is so apparent as to be almost ridiculous. However, it is surprising how often the overall objective of a sampling program is overlooked when decisions are made on a day-today basis. 2) Definition of the population to be sampled. The word population is used to designate the aggregate from which the sample is chosen. A sampling program may be designed to determine the grade of a single stope within a mine, the grade of a particular zone within a complex ore body, or the total value and extent of a mineral deposit. Slate is a fine-grained rock that has a more or less perfect natural cleavage, permitting it to be split readily into thin, smooth sheets. According to a definition established by the American Society for Testing Materials, slate is "a microgranular crystalline rock derived from argillaceous sediments by regional metamorphism and characterized by a perfect cleavage entirely independent of original bedding, which cleavage has been induced by pressure within the earth." Origin and Character Slates have originated from sedimentary deposits consisting largely of clay. Such materials were carried by streams and deposited in seas or lakes in successive horizontal beds. Other materials such as calcium carbonate, sand, or gravel may have been deposited over the clays, and the pressure of these superimposed materials gradually consolidated the materials below into bedded deposits of shale. Shale is a stratified rock formed by recrystallization of the clay plus adsorbed potash into the mica, sericite. Shale has neither the strength nor the splitting properties of slate since the mica is fine and the flakes unoriented, and the quartz grains do not interlock. Many shales, however, have been subjected to intense metamorphism. Mountain-building forces ever at work in the earth's crust may crumple, squeeze, and fold the shales. At the same time, accompanying high pressures and temperatures changed the original minerals into mica, interlocking quartz, or chlorite. Both mica and chlorite consist of minute tabular sheets or flakes with perfect cleavage. The intense pressure and movement tend to orient these flakes in parallel positions normal to the direction of pressure. The parallelism of the flakes results in the tendency to split with ease in one direction, which has been termed "slaty cleavage," and which is the outstanding characteristic of slate. Actually, the cleavage is through the cleavages of the individual micaceous plates. The original bedding of the slate is often folded and contorted, and the slaty cleavage commonly cuts across it at sharp angles. Composition MINERALOGICAL COMPOSITION The most abundant mineral in most slates is white mica (sericite), a hydrous silicate of potash and aluminum. It is present in very small flakes recognizable only with a microscope. Small grains of quartz (silicon dioxide) are also abundant and are regularly distributed among the mica flakes. The mica-like mineral, chlorite, is usually present in considerable quantities. Chlorites are of several kinds, the more common being hydrous silicates of aluminum and iron or magnesium. Other common minerals present in small quantities are rutile, clay, hematite, pyrite, carbonaceous matter, feldspar, zircon, tourmaline, calcite, dolomite, and siderite. The general range of the chief constituents is about as follows: Sericite, 38 to 40; quartz, 31 to 45; chlorite, 6 to 18; hematite, 3 to 6; and rutile, 1 to 1 ½ pct. CHEMICAL COMPOSITION Results of many analyses indicate that clays, shales, and slates differ little in chemical composition. Roof bolting in the Pittsburgh Coalbed takes many forms today: coupled partially grouted bolts, fully grouted rebar, passive cable bolts, tensioned cable bolts, and torque tension rebar. The Federal No. 2 Mine of Peabody Energy has recently made a significant advance in longwall headgate primary roof support, with the change fiom an 8 ft long coupled partially grouted bolt to a 6 ft long torque tension system. The coupled partially grouted bolt consists of a 4 ft long 0.804 in diameter rolled deformation bar thread coupled to a smooth 718 in headed bar. The coupled partially grouted bolt is anchored into a 1 318 in borehole with 4 ft of high speed resin. The 718 in diameter smooth bar is tensioned by rotation into the treaded coupler, upon setting of the resin, compressing the immediate roof. The change was initially driven by occasional failure of the coupled partially grouted bolt at the threaded coupler, due to lateral movement caused by horizontal stress. A fully grouted % in diameter torque tension bolt, in a 1 in borehole, was proposed as a cost effective primary bolting for the high horizontal stress conditions. The upper 2 112 ft of the rebar is anchored in fast set, medium viscosity resin and the bottom 3 K ft is anchored in slow set, special low insertion force resin. The lower end of the rebar is threaded with a nut that permits the counter clockwise spinning of the bolt to mix the resin, at maximum rotational torque. Upon setting of the high speed top resin, the nut is spun clockwise to tighten the nut against a metal dome plate. The plate is forced against the roof to compress the immediate roof, A complete headgate entry has been successfully supported with the torque tension system. The mining of the adjacent longwall panel was completed in September 2004. The torque tension system provided a 25% savings over the previously employed coupled partially grouted bolt system.

AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

THE application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous dis-charge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condi-tion often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies consid-erable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, there-fore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially pre-pared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation.

The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condi-tion often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies consid-erable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, there-fore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially pre-pared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation.

THE Cornwall Ore Mines, Division of the Bethlehem Steel Co., at Cornwall, Lebanon County, consists of two separate magnetite ore bodies, approximately one mile apart. The one ore body was an outcrop in which open-pit mining operations were begun in 1742 and continued without interruption. This mine is also served by a shaft for mining that portion of the ore body not recoverable by open-pit methods. The other property had no outcropping and is entirely an underground operation. This mine, cap-tioned No. 4 mine, is serviced by two shafts 220 ft apart. The No. 4 shaft is for hoisting rock and ore, and the No. 5 shaft is for handling men and ma- terials. The shafts are on a catenary curve, closely following the dip of the ore body. Slope of the shafts at the collar is 36", flattening to 26" at the bottom. The footwall at Cornwall is a traprock which varies structurally from solid to highly fractured. Grizzly stations at the top of each chute raise were reinforced by setting timber sills on concrete. Occasionally it was necessary to concrete the entire chute raise. Concreting was done by using 35-yd electric mixers set up in the breaking subs. Sand, stone, and cement were hoisted up through the chute raises to the breaking subs. Late in 1937 it was decided to eliminate chute raises and breaking subs in future development. Haulage levels are 50 ft apart vertically. When ore is below a 40 " dip, slushing drifts are driven normal to the haulages and on 40-ft centers. In a few areas, ore dips greater than 40" and slushing drifts are then placed parallel to the haulage drifts. The Discrete Element Method is a numerical technique suitable for use in modeling the discontinuum behavior of jointed rock. The disadvantage of this method, in its application to analysis of underground excavations, is the necessity to discretize the complete problem domain. Since the far-field rock responds to the excavation as an elastic continuum, it may be appropriately represented by the Boundary Element Method. This exploits the inherent advantage of the Boundary Element Method in representing a quasi-infinite domain in terms of its internal surface geometry and associated boundary conditions. The procedures employed in developing a first-generation coupled Discrete Element-Boundary Element algorithm are described and the solution to a simple problem verifying the performance of the coupled code is presented. A procedure for numerical treatment of installed support systems is also presented.

IN the exploration of a copper deposit by drilling, obvious advantages are to be gained from a distinction between primary and secondary ore.1 Perhaps the chief of these is the aid which such a distinction renders in determining where a given hole should stop. The copper assay, often a sufficient guide, cannot always be exclusively relied upon. Primary ores may extend downward indefinitely and may fluctuate in value independently of depth: if primary ores are consistently lean for a considerable vertical distance, there is little reason to expect that, still deeper, they will increase to the commercial grade; on the other hand, rich primary ores may persist uninterruptedly downward or may come in again below a lean interval. Secondary ores, however, have a comparatively limited vertical extent; in a large way enrichment decreases with depth and finally gives out. It follows then, that when a hole descends from profitable ore into ore of less than the commercial minimum, the practical significance of the situation depends upon whether this decrease results from a decrease in secondary enrichment or is a variation in primary content: if the copper of the ore passed through has been chiefly secondary, little is gained in the average case by extending the hole much below the point at which the commercial limit is reached; but, when copper is chiefly primary, due weight must be given to the possibility that, still deeper, the ore may again improve.

"Triton Mining Corporation acquired the rights to Mina El Limon in Nicaragua in 1993 by international bid. The bid included the gold operations at Limon and an exploration concession of approximately 4000 km2. Triton assumed control of operations and exploration in May 1994.The Limon mine is located in west-central Nicaragua, approximately 100 kilometers northwest of Managua. The climate is tropical, characterized by a wet season from May through October, and a dry season November through April. Gold at Limon is associated with both banded quartz and silicified breccia veins in Tertiary volcanic rocks, belonging to the lower Coyol Group. Mining is from two open pits and one mechanized underground operation. A second underground mine is currently under development for production during 1997.This paper describes the expansion of the milling facility at El Limon from a nominal capacity of 400 tonnes/day, producing approximately 20,000 ounces of gold annually, to the existing 900 tonne per day mill operation. Engineering of the new mill facility was initiated in September 1994 and construction was completed a year later."
