"The economic evaluation of a mineral project requires a great deal of diverse information to be brought together in one place. The greatest concern is that there will be an error by omission, so it is useful to have a detailed list of what one needs to know in order to make a thorough evaluation. The list that is presented below is intended to act as a checklist for the person who develops and reviews an evaluation, and as a shopping list for the persons gathering data at the project site.There are varying degrees of detail required at the different stages of evaluation in a project, from the ""quick and dirty"" overview, to the pre-feasibility study, to a full detailed feasibility study, to a due diligence review. This list addresses most of the economic variables in a project and can be used for all levels of studies. Its purpose is to identify a variable or issue and to raise a question, which the reviewer can then pursue in more detail using increasingly more comprehensive checklists for each topic. While developed from the point of view of a new project, this list is equally valid for an ongoing operation."

A method of chemically polishing silver for metal-lographic examination has been developed. The samples are prepared by polishing on 0, 2/0, and 3/0 paper. They are then polished on 600 micro-cut paper, followed by a final mechanical polish on a cloth containing 5µ diamond paste. The samples are then chemically polished in a solution of 100 cc of saturated chromic acid and 5 cc of a 5 pct HC1 solution. The chemical polishing is performed by swabbing with a cotton ball saturated with the solution. During the chemical polishing, the sample is rinsed frequently in running water. Polishing in this manner for 5 min is sufficient to remove the strained material from the previous polishing operations. The amount of material removed is approximately 4µ/min. The surface obtained is flat and free of pits. Fig. 1 is an interference micrograph of a silver surface polished by this technique. If the solution employed is of improper HC1 content, an interference color film will form on the sample. This film can be removed either by swabbing with a cotton ball saturated with ortho-

The effect of QCE series grout has been proven by its application in China. It can be believed that QCE grout has great economic efficiency and will give a push to develop grout material.

"Necessary Qualities There mines are located in out of the way places, where timber is scarce and its price high, the problem of protecting it from fire risk is of considerable practical importance. Scarcity of timber for mining purposes is commonly met with in the more arid parts of the country, where, also, mine timbers are most likely to become dry, and inflammable, and where, therefore, the risk from fire is accentuated. Any effective and cheap method of securing adequate protection of such timber at the lowest possible cost is worthy of careful investigation. The use of magnesite cement has been suggested in this connection.The necessary qualities for any substance for the use suggested above may be summarized as follows: It should be resistant to abrasion, and to impact and structural stresses. It should be durable when subjected to the action of the ele¬ments, and stable to any minor derangements of the base on which it is placed. It must be relatively unaffected by changes in temperature, by the action of water, and should adhere to the material on which it is placed, and it should also be free from shrinkage cracks due to setting up the material, Magnesite cement appears to fulfill the various conditions outlined above.The elasticity of such cement is the outstanding quality which makes it desirable for exterior work. It also possesses the ability to adhere to all materials in a marked degree. Its freedom from expansion and contraction after setting is one of the principal reasons for its adhesive quality. It may be applied to old brick or stone walls, even tho they have been repeatedly covered with paint, and the quality of ad-hearing to wood makes it possible to secure a weather-proof protection to the wooden casings and trim of exterior openings. The quality of adhesion and elasticity is easily proved by applying a 1/2"" layer to a 1"" board which has been first covered with metal lath. Such a board, about 8 feet long, may be repeatedly deflected about 3"" in the center without breaking the bond to the board, or causing any cracks to appear in the magnesia cement. The ability to resist fire as well as the possession of insulating qualities are also desirable characteristics of magnesia cement stucco."

In drier regions of the world, total containment of cyanide liquors for rainfalls less than a specific design value is often required by government regulation. For example, in Queensland total containment is required for rainfalls up to 'the 1% annual exceedence probability. In equatorial regions, where rainfall greatly exceeds evaporation, a total containment requirement is unrealistic and this is recognized by regulatory authorities. Regulatory constraints typically require that cyanide concentrations at an agreed downstream compliance point not exceed a specific value more than a specified fraction of the time. While the excessive rainfall prevents total containment, it does provide substantial dilution. This paper outlines a methodology for assessing the distribution of cyanide concentrations at a downstream compliance point in an equatorial region with limited hydrometeorological data. Consider the hypothetical mine environs depicted in Figure 1. The mine is located near the catchment divide and draws its water supply via a gravity line. Tailings from the process plant are piped to a tailings dam on a sub-catchment below the plant site. The objective is to determine the distributions of cyanide species concentrations at a compliance point just upstream of a major settlement to ensure they do not exceed regulatory limits.

The results obtained from hatch, flotation experiments on two coals were used to develop relationships between the recoveries of water and solids into the concentrate. When the recovery of non-ash material (RN) for any size fraction is plotted against a parameter X, defined as [x _ Amount of (W) recovered x Collector dosage (C)in the concentrate (cc)(kg/t)] a single "non-ash recovery curve" is obtained. Non-ash recovery curves thus obtained from different size fractions are used to get a unique "modified non-ash recovery curve" for a given coal, using the reduced efficiency curve concept. Similar observations have been noted in the case of recovery of ash material (RA) also. The amount of water recovered into the concentrate is plotted against a parameter "Water Recovery Factor (WRF)," defined as [WRF = T.F.(1+C)] where T is time (in sec) and F is frother dosage (in kg/t). Plotted in this form a characteristic water recovery curve, for a given coal is obtained that may be defined by the following equation: [W4=W_(1 pWRF-e] The above relationships have been verified against the experimental results obtained from three more coals and are found to give satisfactory predicted values.

While production scheduling for both surface and underground mining operations is similar in nature, a rather large array of techniques is applied in solving such planning problems. The techniques consist of both rigid operations research (OR) methods and practical procedures which are not mathematically based. In the following sections, a short summary of some of the techniques that are applicable to production scheduling problems in mineral operations is presented. The techniques discussed are: linear programming, integer programming, dynamic programming, graph and network theory, simulation, and heuristic methods. For an in-depth comprehension of these techniques, the reader is referred to any of the available textbooks on these subjects. One or more references will be listed for each topic to provide a starting point.

"In order to obtain the equipment necessary to automate the equipment it was decided that the Department of Mines and Milltronics would jointly survey the circuit. This survey involved a metallurgical study by the Department of Mines and Milltronics took sound recordings during manual operation, checking in circuit bottle necks and determining the number of sensors that could be applied.The conveyer is driven by 2 PIV drives, each has a variable speed of 3/ 1. The cross conveyer that feeds directly into the rod mill feed chute will contain an automatic sampler and will eliminate the necessity of stopping the belt feeders to take samples. At present, hourly samples are taken from this point and the circuit is upset and cycling results.The Adequate scale is very close to the rod mill to totalize and thereby give a continuous indication and the second purpose is to take a signal from it and control the solution addition to the rod mill.A pneumatic positioner was obtained and put on the scale which produces a 3 tp 15 psi signal which is proportional to the actual tonnage going across the scale. This signal was fed to a bias loader which was mounted on the control panel. From there the operator can set the amount of solution that is wanted by the rod mill. No matter what the feed rate is, the signal coming from the bias loader will follow it automatically. This in turn goes to the pneumatic solution valve (1 ½” ) and the solution goes in with the feed to the rod mill. This is only part of the solution required for dilution since the rest of it is used as a force jet for the feed to the rod mill."

Kenneth A. Moon (U.S. Army Materials Research Agency)—The authors are to be congratulated for a very interesting and valuable paper. Their discussion of the structural implications of the results shown in their Fig. 5, however, requires a small correction. The model of Speiser and Spretnak with 0 = 1 and z' = 2 is perfectly reasonable for the Ti-O a phase, but Eq. [3] is valid only for solutions sufficiently dilute that the number of empty sites excluded by more than one filled site is negligible. The composition at which intrinsic saturation occurs therefore cannot be deduced from Eq. [3], but but must be decided by consideration of the structural details of the phase in question. In this case, intrinsic saturation is expected not at the composition Ti3O but at Ti2O, because Ti2O has the anti-Cd structurel4 for which each filled octahedral site has two nearby empty sites, one in the hexagonal plane immediately above it, and one in the similar plane below it. The other two models, with ?=1/3 and 1/2, imply a distinction between octahedral sites in pure titanium which is not easy to justify. The problem of extending Speiser's and Spretnak's treatment in a general way to more concentrated solutions will be the subject of a forthcoming publication by the writer. M. T. Hepworth and R. Schuhmann, Jr. (authors' reply)—The authors wish to thank Dr. Moon for calling to their attention the paper by Holmberg which presents the results of X-ray studies of Ti-O solutions ranging from 0 to 33 at. pct 0 and quenched from various annealing temperatures between 400" and 1800°C. Within these ranges, Holmberg found three types of phases: 1) At high oxygen contents (above 25 at. pct) and low annealing temperatures, he found the anti-Cd(OH)2 structure referred to by Dr. Moon. In this structure each titanium atom is in contact with 3 oxygens and each oxygen is in contact with 6 titaniums, the "available" oxygen sites corresponding to every other layer of octahedral sites in the titanium matrix. The limiting composition is Ti2O. However, this anti-Cd(OH)2 structure was not observed for samples containing 25 at. pct 0 or less. 2) For the specimen containing 25 at. pct 0 annealed at 400°C an ordered Ti3O structure was observed. This structure is related to the anti-Cd(OH)2 structure but differs from it by providing only two oxygens adjacent to each titanium atom and thus is consistent with the model represented by Eq. [5] in our paper, with 6 = 1/3, z' = 0. 3) For dilute solutions and for more concentrated solutions annealed at higher temperatures, the structure corresponds to that of the metal with random distribution of oxygens among all the octahedral sites. Thus, it is interesting to observe that the thermo-dynamic indications of ordering in the vicinity of Ti3O can now be supported qualitatively at least by Holmberg's X-ray evidence of the existence of an ordered phase of the composition Ti3O. That is, for solutions with oxygen contents close to that of Ti3O, both the thermodynamic data and the X-ray data are more consistent with models based on the ordered structure of Ti3O than they are with the model which Dr. Moon suggests corresponding to "intrinsic saturation" at Ti2O.

The explosive welding of metals is dependent upon the production of a jetting action caused by the collapsing of one metal plate against another. Successful welds are generally accomplished if the yield strength of the metals is in the range of 10,000 to 90,000 psi and the sonic velocity of the metal is greater than the detonation velocity of the explosive if direct contact explosive is being used.' Should the detonation velocity exceed the velocity of sound in the metal it may still be possible to obtain the jetting action and a good weld. However, in most cases where a high detonation velocity is used complications arise because of reflected shock waves which tear the bond apart as fast as it is put together.' Explosive welding of lead presents several problems since its yield strength and sound velocity are very low. Various values have been published3-5 for the velocity of sound in lead ranging from 2000~ to 23004 m per sec. Most of the high-order explosives have detonation velocities on the order of 6000 to 8000 m per sec, which precludes their use. The dynamites have a lower detonation velocity of around 2800 m per sec which is still somewhat too high. Lower-order explosives such as ammonium nitrate (1070 m per sec) must be used to weld lead in the as-received condition if the explosives are used in direct contact. Rather than use low-order explo'sives it was decided to alter the sonic velocity of the lead. The sonic velocity is directly related to the modulus of the material according to the following expression: Fig 1—Interface of explosive weld of lead to steel. Bolling et al. 6 show that the shear modulus of lead single crystals increases from about 0.72 X1011 dynes per sq cm at 300°K to about 0.98 X1011 dynes per sq cm at 0°K, an increase of approximately 3 5 pct. This gives an increase in the sonic velocity of around 700 m per sec. Hence, the sonic velocity of lead at cryogenic temperatures is approximately equivalent to the detonation velocity of the low-order dynamites. We have obtained high-quality lead to steel explosive welds using a 40 pct dynamite in direct contact with the lead. Prior to detonation the lead was chilled with liquid nitrogen (78°K) to increase the strength and sonic velocity. Welds were made while the lead was cold. Specimen sizes were 3 by 6 in. A preset angle of 5 deg with a 0.10-in. standoff at the base was the geometrical setup used. The amount of explosive used for optimum welding of an 1/8 -in. -thick lead sheet to a steel plate was found to be 7 g per sq in. A PETN sheet explosive line wave generator was used to insure a linear detonation front through the dynamite. A photomicrograph of a lead-steel weld is shown in Fig. 1. The typical wave effect that constitutes a good explosive weld is present. When tested in shear, the weld failed in the lead, indicating that the bond is stronger than the lead base metal. Higher-order explosives were also tried without success. We believe this indicates the importance of matching the detonation velocity and the sonic velocity for successful explosive welding. Note Added in Proof. High quality explosive welds of lead to steel have recently been obtained at ambient temperature using a low velocity (1000 M per sec) free running dynamite. "The use of the Electric Pulse Discharge method of materials destruction (EP) for disintegration of materials in an industrial-waste processing are examined. The principles and Experience of the development device of EP-disintegration have been described, the technological efficiency of disintegration of industrial minerals estimated.IntroductionThe Russian scientists have proposed and comprehensively studied the electric pulse (EP) technique which is applied in ores and materials disintegration [1, 2 ]. The different aspects of the problem have been presented by the authors in papers at many international congresses [3-6]. Recently the technique is intensively developed in many countries, and various disintegration installations are exhibited.Crashing and disintegration of ores by EP-method is characterized by high selectiveness of destruction. It provides better disclosure of mineral grains and prevent it from destruction. EPmethod reduces slurry formation. All this provides better mineral extraction at ore beneficiation and improves concentrate quality. It also prevents the product from polluting with equipment metal, inwall and grinding equipment material. The possibility to change the character of dynamic loading allows controlling grain-size composition and getting small-size product in contrast to mechanical method of crashing.The product of EP-crashing is characterized by less toughness and greater specific surface area of grains since the new surface is formed at splitting and chinks extension. The product is of high sorption and reactivity in chemical changes. Open grains of mineral spots correspond to their natural condition and it is of great importance for studying mineral.The principles of the development deviceLong-term studies of the technique carried out by research institutes such as Research Institute of High Voltages (Tomsk), Kola Science Centre of RAS (Apatity), Institute ""Mekhanobr"" (S.Pertersburg), made it possible to substantiate principles of the disintegration installations design, make exploratory stands and technological installations to carry out pilot tests and operations under production conditions. The construction design of disintegrating installations depends on many technological and physical factors. Of all the technological factors, the most significant one is to preserve the liberated product because it is the peculiarity of the EPdisintegration to have high selectivity of disintegration. The preservation of the mono-mineral product liberated from the rock mass means that this product is not overgrinding, which causes the loss of the product with slime in processing, and that the initial natural form of the mineral inclusion is also preserved because it is the size and the integrity of crystals that determines its cost value (precious minerals). On the one hand, it is provided by a stage disintegration technique, with the product classified after each stage, and, on the other hand, by selection of specific conditions of electric breakdown, which ensure high performance of electric breakdown and effective disintegration of material fragments, with the useful mineral inclusions preserved intact, with its size considerably exceeding the discharge gap. These conditions are provided by the appropriate geometry of electrodes, the discharge gap and the screen size due to the material’s nature and grain size."

The objective of this papef is to summarize briefly the practical use of rock mechanics in design and construction of various types of structures. These range from foundation for industrial facilities, nuclear power plants, bridges and dams to tunnels and underground caverns. The use of rock mechanics has varied from performing a few laboratory unconfined compressive tests on core samples to complete field and laboratory tests for underground power caverns. The primary difference between the rock mechanics studies we hare for construction projects and those most commonly found in the literature is that our tests must provide immediate answers to specific questions facing a design or construction engineer. For example, when we make a plate-bearing test we arrive at a load-deformation relationship. We realize that this is not a true modulus of elasticity. Yet, when considering the resistance the rock will provide against forces occurring in a pressure tunnel it is a far more useful value than the true modulus of elasticity of the rock. Another example of this difference in interest is in the use of flat jacks. Many people criticize the use of flat jacks because they measure the stresses in the disturbed zone very near the surface and do not represent the undisturbed stress condition in the rock. However, in actual construction it is frequently those near-surface stresses with which we must cope. We are interested in both the stress conditions present prior to excavation and those as modified by construction of an exploratory adit or drift. Fundamentally, we are interested in the practical application of rock mechanics in the solution of problems of design and construction of civil engineering works.

Some attention should be given to definitions. The term "unit operation " may have at least two meanings. One meaning is the merging of titles and the development and operation of the unitized area, as if it were one tract of land held under a single oil and gas lease, according to a definite program intended to accomplish a maximum recovery from the pool as a whole at a minimum of cost. It is incomplete when the royalty owners do not also merge their titles to their oil and gas rights in the area, and is complete when they do. The other meaning is not accompanied by any merger of titles, but the development and operation of the area is in accordance, as nearly as reasonably practicable, with such a program. This second conception may be nothing more than a cooperative development and operation plan, but in this paper it is regarded as more than that. If there cannot be unit operation without a merger of titles, it would seem that the state cannot require unit operation, for it cannot require a merging of titles; but if it may consist in requiring each and all of the leaseholders to develop and operate or to submit to a development and operation according to some such common plan as is referred to above without at the same time requiring a merger of titles, it would seem that unit operation may be required by the state. Whether the states have this power is the subject to be herein considered. If the state can so bind the several lessees, it also can so bind the several lessors. The writer does not know what would be an ideal plan for the development and operation of a pool; but it takes into account the fact that the accumulation of gas and oil is not uniform throughout the formation; that often free gas, highly compressed, occupies the upper portions of the reservoir, the oil with compressed gas in solution coming next in order; that at places oil is not overlain by free gas, and sometimes there are peaks where free gas is not immediately underlain by any oil; and the fact that these substances are held under a uniformly distributed pressure, generally referred to as "rock pressure." It also recognizes that the most efficient utilization of this naturally existing reservoir pressure in the recovery of the oil requires that there be no operation of wells completed into areas where gas only has accumulated, for this diminishes the

This paper describes a series of experiments leading to the development of a method for leaching the mixed ores of the Inspiration Consolidated Copper Co., containing chalcocite and silicates of copper, by the use of solutions acidified with sulfuric acid and carrying ferric sulfate. Iron is added to the solutions and ferric iron is regenerated electrolytically to a percentage high enough to act as an effcient solvent. The decreased yield is partly compensated for by a higher current density. An important problem in modern copper metallurgy, particularly in the Southwest, has been to obtain good recoveries from what are commonly known as mixed ores; that is ores in which the copper occurs partly as oxide and partly as sulfide compounds. The dividing line between mixed ores and ores commonly accepted as concentrating is not definite. In other words, much ore now being concentrated carries considerable copper in non-sulfide form, on which recoveries are not so good as on ores carrying less of these constituents. While treatment by concentration may be commercially profitable on ores carrying oxide copper within certain limits, there are large deposits for which the application of concentration could not be considered, and yet which have not been considered amenable to leaching because they carried too much sulfide. The Inspiration Consolidated Copper Co. has large amounts of such mixed ores, and this paper is an account of the experimental work by which a method was developed for their treatment, and for which a large plant is now being erected by the Inspiration Co. It is not claimed that the method is a general solution of the problem of mixed-ore treatment but it is apparently well adapted for leaching the ores of the Inspiration Co., for which it was designed. The work done has covered preliminary laboratory and test-plant investigation, and a pilot-plant run, extending from March to the middle of December, 1923. Thoroughly consistent and satisfactory results were obtained continuously for more than six months in the pilot plant; and it is believed that the results and probable costs that can be had on a large scale have been definitely proved. The method, however, was designed for local conditions; and while the basic principles are general, there are ores on which it will not work and other ores for which considerable modification may be required.

Indeed, taxes represent a substantial cost of doing business in the minerals industry and often have a significant impact on corporate investment decisions. A good example was the postponement of mineral development in the state of Wisconsin, primarily because of what was perceived to be excessive taxes imposed by that state. In many respects mining investments are no different from other industrial investments. Astute taxing authorities should recognize that geologic endowment is a necessary but clearly not a sufficient condition for mineral investments. The fact that a mineral deposit exists does not necessarily mean that it will ultimately be developed-a point that many taxing authorities fail to recognize. While it is true that ore deposits are not mobile in the sense that they cannot be physically moved to a district having more favorable taxes, corporate investment capital certainly is mobile and flows to ventures which maximize wealth to the firm. In short, higher taxes reduce project yields and tend to drive investment capital elsewhere. The appropriate type and level of taxation imposed upon the mining industry continues to be a very controversial and emotion-charged topic. Mining activities have been taxed at various levels over the years due to widely differing taxation philosophies. Location has also influenced taxation policies, as evidenced by the diversity of tax laws and assessment procedures applied to mineral deposits by the various states. Indeed, mineral taxation varies from state to state, from county to county, and from one mineral commodity to another. Whether or not a given tax is appropriate for a specific mineral deposit, or even an industry, is a difficult problem to assess. First, the type or kind of tax which should be imposed must be considered. Second, it is most important to define a fair and unambiguous base against which to levy the tax. Finally, one must consider the tax rate to be applied to this base. It is the combination of these two components

The reality is that in today's world almost half of nearly six billion people on the planet do not have access to commercial energy and the services it brings. Based on UN projections, in 30 years time there are likely to be nearly three billion more people in the world, over 90 per cent of them in countries which are already economically poor. The World Energy Council (WEC), through its 102 member countries, monitors trends and developments and projects future trends. WEC is a non-governmental international body representing all forms of energy and is committed to the sustainable use of energy for all mankind. This paper is based on WEC studies and papers presented at its many conferences and congresses worldwide. Primary energy demand growth is dominated by the developing countries over the next 30 years. The world energy mix is projected to change very little over the next 30 years. Fossil fuel supplies (ie coal, oil and gas) are likely to decline from 77 per cent to 73 per cent, nuclear energy may grow from five per cent to six per cent and renewable energy sources (eg hydro, solar, geothermal, wind, tidal and biomass) could increase from 18 per cent to 21 per cent. World energy consumption is expected to grow by over 50 per cent over the next 30 years. The paper reviews changes in energy demand in the world, particularly in the Asia/Pacific region. Environmental issues are covered, as are developments such as solar energy from space and the status of renewable energy forms. Agendas for action to achieve change are also reviewed.

Two approaches were taken to obtain direct experimental evidence jar the existence oj a jet in the explosion-cladding pvocess: 1) direct observation of the claddirg jwocess by rtzeans ojf kig-h-speed photography using a fvartziiy catnera and 2) use of a plated-surface experiment in contribution with clzetrzical analysis. The framing-camera records showed clearly the presence of a jet it1 the form of what appears to be a line spray. The jet velocity is considerably highev than the detonation velocity arid in vacuum it is almost twice as high as the detonatiou velocily. MaNY reports on metal working with explosives have appeared in the literature during the last few yearsThis paper describes experiments concern- ing the mechanism of the explosive metal-cladding process. It has become increasingly important as a unique method for bonding metals and a typical cladding arrangement is shown in Fig. 1. A theoretical analysis of the mechanism of explosive bonding and a description of the nature and types of bond zones obtained was given by Cowan and oltzman." A further discussion of the basic principles of the process, a detailed description of the different bond-zone types, and extensive information on the properties and the applications of explosively bonded metals was recently published by Holtzman and cowan. " The process is now in commercial use by E. I. du Pont de Nemours & Co. The concept of the existence of a jet during metal bonding with explosives forms a central part in the theoretical analysis of the cladding mechanism described by Cowan and Holtzman When a layer of explosive is detonated on a metal plate that is separated from a second metal plate by a small distance the metal plate in contact with the detonating explosive is accelerated by the detonation pressure. An angle is established between the undeflected and deflected portions of the plate. Subsequently the deflected portion of the first plate collides with the second metal plate.

In, any open pit mine the ability to make accurate production estimations for the shovel-truck system is an important asset. This is true in an operating mine wishing to estimate production under a set of system modifications (i.e. more trucks, fewer loaders, change in roads, etc.), as well as in the pre- mining planning stages of a property. Many different methods have been proposed for solving this problem; some of the methods rely heavily on "rules of thumb" while others are highly mathematical and require access to a high speed digital computer. Analysis of shovel-truck systems with the use of simulation models is a widely accepted technique within the industry. Through the use of such models it is possible to account for much of the inherent variability of the system and thus produce meaningful results. However, simulation studies are expensive. Formulation and setup of the actual simulation model requires a significant commitment of time and energy. In addition, the cost of the necessary computer runs is often of considerable magnitude.
