MiningWatch Canada is the only national independent civil society organization with an exclusive focus on mining in Canada and Canadian mining companies operations internationally. In 2005, MiningWatch Canada collaborated with other NGOs to develop the Framework for Responsible Mining: A Guide to Evolving Standards. The project was the result of a perceived need by NGOs and retailers, particularly from the jewellery sector, for a framework that would set out environmental, social, and governance standards for the minerals sector ?providing recommendations for retailers and others seeking to source or invest responsibly, as well as regulate and encourage responsible mining practices?. This paper is a reflection on the Framework that examines key areas of concern and notes where the industry norms and expectations of civil society have evolved. The paper focuses on developments in social issues related to the UN Guiding Principles on Business and Human Rights, new initiatives associated with financial transparency, the UN Declaration on the Rights of Indigenous Peoples. The environmental components of the Framework that are revisited are waste management, biodiversity, energy and climate change, environmental assessment, mine closure, mercury and seabed mining.

Over the past several years, computerized financial models have been an important part of Newmont's strategic planning process. Two applications will be discussed in this paper: a general purpose financial model of Newmont, and a detailed operational/financial model of Magma Copper Company. Newmont?s general purpose financial model was developed using Lotus 1-2-3. It was designed to aid management in assessing the financial consequences of investment and financing decisions associated with long-term strategic planning by simulating the consolidated effect from individual transactions. Not only is the model capable of assessing the sensitivity of specific decisions to changes in the external economic environment (i. e., commodity prices, interest rates, inflation and exchange rates), it can also evaluate the effect from operating and financial decisions, including changing production levels and cost structures at individual operating units as well as simulating several types of transactions, including equity and debt issues, acquisitions and divestitures. The analysis of Magma Copper Company required the development of a detailed operating and financial model of the Company. The model was developed using IFPS in the corporation?s UNISYS (then Burroughs) B7900 mainframe computer and included separate pro forma financial statements for each of San Manuel-Pinto Valley's mines and concentrators, as well as Magma's smelting and refining operations. The outcome of this analysis was the decision to merge Magma Copper and Pinto Valley Copper Corporation, and to recapitalize the new corporation in order to provide funds for a retrofit and expansion of its Arizona smelter and expansions of its refinery and SXEW facilities.

PrennThe Chairman in opening the session highlighted the current situation in the United States of America where some 85 to 90 per cent of all mining (except for coal) is done by open pit methods, and where some 40 per cent of the coal is mined by open pit. The South African industry is, of course, dominated by the deeper level underground gold mines; however, with the aid of an extensive open-pit technology developed in other countries, South African companies arc continuing to explore possibilities of open-pit exploitation of base mineral, coal and diamond deposits. Several successful ventures are already in operation at Phalabora, Optimum Colliery, Kimberley and elsewhere, and South Africa is undoubtedly benefitting in this regard by drawing on the experience of others.The papers of this session were therefore particularly pertinent, particularly when viewed in conjunction with those presented at an earlier South African conference devoted specifically to open pit mining.Two themes dominated the discussion which followed presentation of the three papers at this session. The first related to the practicability of using the reported techniques as a tool for management, and their acceptability as such to mine management. This was, of course, not peculiar to this particular session, but rather the major point of debate over the entire conference.The second theme concerned the reliability of the initial drill hole data on which any open-pit design must necessarily be based. This gave added emphasis to the problem of practicability, for no management is likely to accept an elaborate pit design unless confidence can be placed in the ore reserve assessment.In noting these two features of the discussion, it should be remembered that all the three papers dealt largely with design and pre-planning; there was an unfortunate lack of papers or discussion on the subject of controlling the day-to-day mining of open pits, and this is an area where the potential impact which can be made by the computer is even greater.In introducing his paper, Mr D. A. Phillips pointed out that it was concerned only with optimization, and that it therefore assumed, firstly, an adequate subdivision of the orebody into ore blocks characterized by grade, rock type, structure, etc., and, secondly, an acceptable forecast of costs and mineral prices in order to generate a suitable profit matrix. However, programs dealing with these problems for both massive, disseminated and stratiform ore bodies are available to Roan Consolidated Mines. The method of optimization which he had described had been used on a region split into 28 000 blocks, for which the program used three hours of C.P.U. time on an IBM 360/40 computer. The computer design had provided a three per cent improve¬ment on a normal design of the same area."

The preparation of coal for the commercial market is a study both varied and wide, and can be viewed from many angles and in different ways. This short paper can but touch upon the subject and is intended to discuss briefly preparation plants which in some cases would seem to be quite inadequate. The conditions confronting most operators are similar, inasmuch as the existing plants were not built specifically to prepare a product for the market of today, but rather of yesterday. The tremendous strides made in the field of combustion in recent years require that the product be of the highest grade procurable, and in a glutted and somewhat restricted market the buyer may be more pernickety than otherwise. These would appear to be the conditions of today. Where a mine is operated individually, better all-round results seem more readily procurable than in a consolidated effort where so many different conditions are sure to arise demanding cognizance, and in many cases requiring to be incorporated in the scheme of things. In the case of a number of mines being administered to form a central source, that source not having had anything to do with the bringing into being of the institutions over which it presides, we find some of the mines well equipped with facilities to properly screen and load the coal, while in others the facilities are not so good, but are doing their share towards delivering a product that will pass muster and in such quantities that they can be counted on.

During the year 1878-79, Anton Eilers, who was then interested in the lead smelting and refining business near Salt Lake City, Utah, made a somewhat radical departure from the regular practice at that time, which was to use but little lime in the slag, with a high percentage of iron. Lime was not only a cheaper flux than iron, but it enabled the metallurgist to make a more siliceous slag, an economical advantage in smelting where the smelting companies had to purchase either iron or lime to neutraiize the excess silica, and penalize the ore shippers accordingly. The larger amount of both lime and silica in the slag also made it of lighter specific gravity, and a better separation of the metals and mattes was secured. This change in the formation of slags for lead smelting was brought about by Anton Eilers, prior to the Leadville mining excitement of 1879.. We must also give Mr. Eilers credit for the general introduction of the hollow water-cooled cast-iron jacket for the blast furnace. Again referring to the use of more lime and less iron in the formation of slags, there is no doubt but that it prevents the formation of a great many so-called "sows" in the lead crucible, such as were made in the early history of lead smelting in the Rocky Mountains; these sows consisted of lead, iron, arsenic, sulphur, copper, and other metals, including gold and silver, mixed with unconsumed fuel, and often, after vain attempts to cut them up or melt them to a suitable size for handling, were buried in the slag dumps to get them out of sight. Another advantage derived from the adoption of high-lime slags when smelting ore containing arsenic is the production of less speiss (a byproduct heavier than matte, resulting from careless operation of the furnace, in the lead being driven out of the crucible and sows built up). This speiss, while usually not as rich in precious metals as matte made at the same time, is too valuable to be thrown away; but it is difficult to treat, and it was thrown away or piled on the slag dumps in the pioneer days of lead smelting in this country. THE HIGHLY SPECIALIZED heavy air transport services to mining regions, such as exist in the New Guinea gold fields and in northern Canada, have been even more essential in the development of mines in Peru. Few nations have been con- fronted with greater natural obstacles to transport than has Peru, and without the plane it would have been impossible to get the machinery and supplies for the construction of power plants and mills to many of these interior mines, situated as they are over high mountain ranges, with muleback the principal means of transportation. As the mines within a district become important producers and warrant the expenditure, the mule trail is being replaced by automobile roads to connect with the railway stations and with the airports.

Reliability of the compressive strength of a coal seam determined in the laboratory is often subjected to debate. Effects of the coal seam's inherent characteristics, specimen preparation, testing procedure, testing condition, and a number of tests often result in drastic variation of the strength data. This paper deals with the development of a testing procedure for determination of coal seam compressive strength in the laboratory. Coal samples from two different coal seams were tested. First, the inherent characteristics of each coal seam such as coal structure, Hardgrove Orindability Index (HOI), Slake Durability Index, proximate analysis, and mechanical properties namely Young's modulus and Poisson's ratio were determined to categorize them in terms of their characteristic severity liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes namely; cylindrical and cubical, were tested to determine which shape produced the least variation of data and reproducible strength values. Third, four loading rates within the static testing range (Le. 0.007 MPa/s (1.0 psi/sec), 0.07 MPa/s (10 psi/sec), 0.34 MPa/s (50 psi/sec), and 0.7 MPa/s (100 psi/sec)) were used to determine an ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics were established.

"Pressure exerted on gold producers by regulators, project financiers, and civil society in the wake of the Baia Mare tailings spill in Romania during 2000 prompted most responsible gold companies to sign up to the International Cyanide Management Code for the Manufacture, Transport, and Use of Cyanide in the Production of Gold (the Code). The Code stipulates a ‘cradle to grave’ approach more comprehensive than that applied to any other mining reagent and poses particular challenges for operators who use cyanide-bearing tailings for backfill. This paper examine some of the challenges for Code compliance facing deep underground gold mines that employ backfill technology, most particularly the requirement to demonstrate that the potential migration of cyanide (and its degradation products) from emplaced backfill will not have an unacceptable impact on worker health and safety or on the receiving environment, either during mine life or after closure.Although the Code only contains a single reference to backfill, more careful consideration confirms that most sections of the Code that deal with tailings management are potentially applicable to mines where tailings material is used for backfill. Certain principles of the Code also pertain to aspects of operations, worker safety, emergency response, training, and dialogue with stakeholders relating to backfilling practice.For gold mines of the Far West Rand, the most significant cyanide-related risks associated with backfill operations relate to worker exposure to cyanide-bearing seepage and HCN gas. There is potential for seepage of cyanide-bearing water from backfill to compromise the beneficial use of surface and groundwater, and thus impact on downstream users and ecosystems. However, the extreme depth of mining and the specific geological and hydrological controls on the Far West Rand suggest that the potential environmental risks associated with backfill are likely to be considerably less significant than the cyanide-related risks to the workforce."

THE Magma mine, of the Magma Copper Co., at Superior, Pinal County, Arizona, is 68 miles east of Phoenix and 21 miles west of Miami, Arizona, on highway U. S. 180. TEMPERATURES AND UNDERGROUND WATERS Surface Temperatures.-The average surface dry-bulb temperature at Superior is 72.4°; wet-bulb, 57.4°; with an indicated relative humidity of 38 per cent. The average yearly rainfall from 1921 to 1936, inclusive, was 18.74 in. The maximum condition of the atmosphere is in June, July and August, and the minimum is in January and February. The surface temperatures, of course, influence the temperatures of the down-cast shafts; however, the variation between winter and summer causes a difference of only 2° to 3° in the stopes and working places that are not close to the intake shafts. Average atmospheric conditions are shown in Fig. 1. Rock Temperatures.-Rock temperatures on the deeper levels of tile mine are as follows: LEVEL DEGREES LEVEL DEGREES 2000 109 3200 127 2250 112.5 3400 130 2550 116 3600 134 2800 120 3800 137 3000 124 4000 140 There appears to be no difference in rock temperature for any particu-lar horizon of the various formations or in the vein. Water encountered is always the same temperature as the rock from which it flows, and for this reason it is thought that the water is heated by the rock; not the rock by the water. The country rock apparently has been heated by the various intrusions, perhaps the vein itself, and has not yet had time to cool off. The geothermal gradient (Fig. 2) as indicated by the rock tem-peratures given above is 1 1/2 ° per 100 feet.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. "An electrochemical sensing device for hydrogen in molten metal has now been available owing to the development of the proton conducting solid electrolyte made of ceramics of metal oxide. The structure of the sensor and the theoretical limitations of its applications are discussed based on the electrochemical properties of the electrolyte used. The practical performance of the sensor is reviewed from the results of test measurements at the plants of aluminum and copper melting industries. The effectiveness of the sensor to the process control of continuous casting of copper is also discussed.IntroductionSince the in-line monitoring of the amount of oxygen dissolved in molten metal was realized by using the oxygen concentration cell based on zirconia solid electrolyte a similar method has been expected to be developed for sensing of hydrogen, which is a very important element of gas species in liquid metals, especially, in aluminum and copper. In 1981; Iwahara and coworkers found the dominant proton conduction at a high temperature in some perovskite-type oxide (1). Since then, the effort has been made to apply this proton conducting material as the electrolyte of the hydrogen concentration cell for high temperature use. The hydrogen sensor for liquid aluminum of this kind was first produced in 1991 (2) and released commercially from TYK Co., Ltd. Recently, we have developed the mother one usable at higher temperature such as copper and silver melting processes (3). In this note we discuss their structure, design and applicable limitations based on the electrochemical properties of this new type electrolyte. The performance of the sensor and benefit to use it to control the melting process is also discussed"

This paper describes the results of testwork for the treatment of Ambatovy laterite by an acid pressure leach process, with recovery of the soluble nickel and cobalt values as mixed sulphide intermediate by precipitation with hydrogen sulphide, and subsequent refining of the mixed sulphide to nickel and cobalt metals. These process development studies were carried out primarily in 2004, as part of a bankable feasibility study for the Ambatovy Nickel Project.

Blockchains are one of the prominent disruptive technologies that are being implemented in several disciplines. The application of blockchains in the mining and mineral industry can provide utility for several processes especially when the industry is undertaking digital transformation. The governing principles of blockchain technology are applicable in undertaking transformation in several processes within the mining industry. This study investigates the applications of blockchain technology within the realms of the mining industry and identifies key areas of implementation. A systematic review of publications on academic platforms relating to blockchain technology in the mining industry did not retrieve a considerable number of articles. Consequently, a thorough review of white papers and articles authored by individuals on use cases within the mining industry is compiled and presented in this manuscript. This paper identifies all the potential areas within the mining industry where blockchains could provide value and improve processes through their implementation. The broad area of implementation of blockchains includes supply chain, traceability in spare parts, contract management, regulatory compliance, and cyber security.

Due to the current lack of sufficient occupational hazards supervisory staff in China, an occupational hazards supervision regulatory framework is proposed, based on the cloud. Data on respirable dust, noise, heat, toxic and hazardous substances and protection facilities are uploaded to private cloud computing data and service centers to build an occupational hazards supervision system. This system promotes occupational hazards governance. Complex reports are generated. Through the establishment of an occupational hazard supervision data threshold, the dynamic regulation of occupational hazards is accomplished. The main characteristics of this approach are low cost, ease of expansion and maintenance, and strong performance.

Over years of exploration the massive and tabular orebodies in the area to the South West of Western Areas Gold Mine had been assessed as containing about 50 million ounces of gold û a world class orebody. Planning initially was for a surface and subvertical shaft system to exploit this area but because of cost, a single lift shaft to an area which could be accessed ex Western Areas was planned to intersect the reef at 2760 metres. It was also planned to mine out the shaft pillar area long before the deep shafts would reach that position. This is not the normal practice in South African Gold Mines. The stoped out shaft pillar was backfilled to minimise movement in the shaft sites. The result of a competitive tender/adjudication process was that Cementation Mining û Skanska won and was awarded the R192 million contract to sink the Main and Ventilation Shafts on 15 June 1995. On 1 April 1999 Western Areas and Placer Dome SA formed a Joint Venture, which now owns and operates the mine on which the South Deep Shafts are situated. This situation prevails today.

New discoveries of gas in the southern counties featured the petroleum industry in West Virginia during 194;. Drilling for oil increased slightly over 1944 and a small increase of initial production resulted. Out of 28 wildcats drilled, there were 16 gas discoveries and 12 dry holes. No commercial oil was found in the 28 wells.

The physical and mechanical properties of coal play a important role in the planing and design of coal mines. However, due to the complexity conditions in situ and the influence of unknown factors, it is hard for people to evaluate the physical and mechanical properties of coal directly. In this research, uniaxial compressive stress was used to change the attribute of coal samples, and the ultrasonic measure technique was used to evaluate the physical and mechanical properties of coal. The results of laboratory test showed that there was a strong relation between uniaxial stress and velocity of ultrasonic wave. Sensitivity analysis with numerical simulation was used to define the relation between the physical-mechanical parameters of coal and ultrasonoc wave. With the dynamic analysis module of FLAC, three elastic and plastic models were built to model the coal samples. The modeling parameters were changed pro rata, and the correlation of coal and ultrasonic wave properties were summarized and presented. The result from this research will be base for further analysis of caving behavior of coal.

Money... not many subjects are as personal or as emotional. Hessiod said it well in 700 B.C. "Money is life to us wretched mortals". Are you getting paid enough? Does your company reward its top people? Does coal or copper pay more? Production or engineering? How is the synfuels industry going to influence mining salaries? Do high salaries attract and retain the best people? Do modern compensation systems ensure fairness or destroy entrepreneurial spirit? With our tax system and high standard of living why are we so salary conscious? Salary is not only important for what it can purchase but it is also a yardstick, measuring how well we are doing. We all need money to pay the bills and maintain our standard-of-living, but once we reach a certain point the psychological ramifications become more important than the purely practical side. Even necessary payments like the mortgage and the car are a function of our egos. Are our choices of cars and homes based on simple transportation and shelter?

[On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. That accident rates :lave not undergone the expected beneficial chance in California's experience is apparent in the words of a Bureau of Mines report:4]

"Although many factors play roles in the estimation of recoverable reserves, smoothing effect and conditional bias are considered major geostatistical issues in the estimation. This paper introduces measures for smoothing effect and conditional bias, and provides insights into their relation to the estimation of recoverable reserves. Both smoothing effect and conditional bias are intrinsic to the information effect and kriging estimators. For a given level of drilling information, however, it is possible to identify the optimal search radius that minimizes conditional bias. Furthermore, it is also feasible to define variance correction factor for reduction of the smoothing effect from exploration block models. Both of these components are key to the accurate estimation of recoverable reserves. IntroductionThe accurate estimation of recoverable reserves is critical to decision making in different phases of feasibility study and mine planning. Much attention for improving the methodology of estimation has been focussed on the effect of the change-of-support (Parker, 1980; Dagdelen, 1996). For example, it is essential to make a volume- variance correction to the estimate of multiple indicator kriging (Hoerger, 1992). When the size of block, b, in the geostatistical model differs from that of selective mining unit (SMU), v, a volume-variance correction is warranted for the prediction of recoverable reserves.Most mining plans and decisions are made prior to the availability of high density blast-hole samples. In most mining operations, the true SMU grade Zv is unknown at the time of selection. Instead, the selection is based on the estimate Z v**derived from high density blast-hole samples within the deposit G. Nevertheless, the estimate Z v * of recoverable reserves in the stage of mine planning is derived from exploration data. At the end, the production result must be reconciled to the estimate Z v * . In other words, the selection is based on Z v** from blast-hole samples, while the final production figures are reconciled to Z v * from exploration drilling. For a given preselected cutoff grade z0, the actual mining panels will consist of the units having the estimated grade Z v** =z0 rather than the true grade Zv =z0. The difference between Z v** and Zv is usually of less concern."
