The name L'brush,l as applied to the parts to be briefly considered in this paper, is not clearly descriptive of the design and function of those parts when the usual definition of the word is applied. In a general way, the brushes to be considered here are the parts employed on certain types of electrical equipment to facilitate the transfer of electrical current between a rotating or moving element and a stationary element. These machines are generally motors and generators of both the slip-ring and commutator types, rotary converters, battery charges, etc. Parts that serve a similar purpose on relatively slow or intermittently moving devices such as rheostats, switches, controllers, etc., are generally referred to as contacts. A few special applications involve the use of current-carrying washers, rollers, bushings, etc. As may be inferred, therefore, the design of these brushes and allied parts is dictated by both electrical and mechanical considerations. In most cases these factors are closely interrelated, and unfortunately many of them are not subject to exact scientific or mathematical analysis. Special Advantages Since brushes operating on direct-current machines must carry the load current, resist destructive action from voltage induced in imperfectly compensated armature coils, and in addition act as a bearing material, maintaining intimate contact with the commutator at peripheral speed, which may be as high as 70 miles per hour it is difficult to obtain in one brush the ideal properties necessary for perfect functioning under all operating conditions. The engineer-designer, therefore, when selecting a brush for a specific application, must choose a grade that possesses the characteristics most adequate to meet the conditions involved. In many cases a characteristic that makes a specific grade of brush the ideal selection for one type of machine may be of secondary importance to some other property when the brush is applied on another machine. Frequently different grades of brushes must be applied to the same type of machines when they operate under different or unusual atmospheric conditions. Completely satisfactory brush operation depends on freedom from appreciable sparking, minimum electrical and mechanical losses, negligible commutator or slip-ring wear, uniform film over the commutator or slip ring, quiet operation and good brush life. The ability to produce special structures, and to combine in widely varying proportions materials that are incompatible, through conventional melting and alloying procedures has been the basic contribution of powder metallurgy to the solution of problems involving brushes and allied parts. This is especially true where current-carrying capacity is a major factor, owing to the limitations of all carbon or all graphite brushes in that respect. The energy situation the world faced during the decade of the Seventies resulted in actions throughout the free world to reduce its dependence on OPEC oil. Many nations heeded the indicators early in that decade and commenced efforts to reduce their oil requirements. Those nations which did not heed these warnings had the message brought to them more emphatically in the last portion of the decade with the further rapid and continuing rise in prices of OPEC oil. Furthermore, the demonstrated unstable nature of large oil-producing countries has made it clear to all free world nations that their energy demands of the future must be provided for by some more stable and assured supply. Now, early in the decade of the Eighties, we see the need for expanded use of coal as an energy supply to be essential. The result in 1980 and 1981 has been a great increase in demand for steam coal worldwide. In essence, a new business for the United States has developed in steam coal export. In the United States, the large growth in foreign demand for our steam coal is now well recognized and documented. A major impediment in meeting this growing demand became abundantly clear in 1980. This impediment is the congestion existing at U.S. coal export ports. With the recognition of this constraint, a plethora of activity has been observed in announcements for alleviating the problem by improving and expanding current export port facilities. In addition to improvement and expansion, an abundance of totally new facilities has been announced in an effort to find ways to meet this large demand in the new business of steam coal export. This is needed; and hopefully, many of these plans will be translated into action. While total implementation of all stated plans is not expected, much of the implementation depends upon large- scale dredging, large waterside ground storage sites, and improved handling equipments in the conventional type of export ports. The time and capital required for implementation is great, and environmental problems associated with dredging are substantial. Host significantly, and unfortunately, implementation that does include dredging our ports will still not permit use of the truly large colliers of 140,000 DWT and greater, which are evolving as the "state of the art" in long-distance sea transport.

The Chestatee mine is one of several well known pyrite deposits in Georgia that are reputed to carry appreciable quantities of copper with the ore. The deposit is? in Lumpkin County on the Chestatee River, 6 miles northeast of Dahlonega (fig. 1). Old records and reports indicated the probable existence of an extensive unmined ore body, but the mine is inaccessible at present. The Bureau of Mines, after studying old maps and records, decided to cor8-drill along the strike of the lense beyond the limits of the indicated old workings in an attempt to extend the possible reserves. The advantageous location of the property indicates that it could become an economic source of pyrite to be used for the manufacture of sulfuric acid. Iron sinter resulting from the roasting of the ores could be sold at a premium in the Birmingham, Ala., area, and the copper content could be extracted to help replace the nation's depleted resources of this metal.

Data are resented on the physical properties of five waxes obtained from fields in Texas and Louisiana in which "parafin" troubles are being experienced. The crude parafin was fractionated into three components, voluble in cold acetone, soluble in boiling acetone, and insoluble in boiling acetone. The acetone insoluble fraction was found to consist essentially of straight chain parafin hydrocarbons in the molecular weight range 525 to 700. Solubilities of the purified high molecular weight parafins were determined in a number of solvents. It was found that in hydrocarbon solvents, including crude oil, solubilities could be calculated satisfactorily by use of ideal solubility relations. In chlorinated, and oxygenated solvents, large deviations from ideal behavior were observed. These deviations could be partially correlated with the internal pressure of the solvent. INTRODUCTION A problem encountered in many producing oil fields is that of "paraffin" deposition. The problem refers to the deposition of material from the crude oil onto tubing, pumping rods, flow lines, or other material contacted by the crude. This problem has been recognized for nearly a hundred years, and numerous investigations have been reported on its causes and prevention or alleviation. One of the more comprehensive of such investigations was published by Reistle1 in 1932. A few of the salient findings of his report are briefly as follows: The term "paraffin" as used to describe this problem refers to the deposit of carbonaceous material which is not soluble or dispersible by the crude oil under the conditions where deposition occurs. The "paraffin" normally consists of high molecular weight paraffin hydrocarbons, both straight chain and branched, resins and asphaltic materials of undetermined nature, occluded oil and water, and possibly sand. In consistency, the deposit may vary from a soft, sticky material, to one which is hard and brittle. Deposits are usually black, although lighter colors are sometimes observed. Under the conditions of temperature, pressure, and crude oil composition occurring in the underground reservoir, the paraffin is in suspension or solution in the crude. As the oil flows to the surface, there is generally a reduction of temperature, pressure, and the amount of dissolved gases contained in the oil. Reduction of temperature and gas break-out were shown by Reistle to be factors causing reduced solubility of the paraffin in the crude. Thus, as the crude containing paraffin rises to the surface and flows to storage tanks at atmospheric temperature, the solubility of the paraffin may be exceeded. Deposition will begin at the point in the system where the temperature of the system falls below its cloud point, and continue as long as there is a further drop in the solution power of the crude for the paraffin. The severity of the deposition as well as the location of the bulk of the deposition, i.e., in subsurface or surface equipment, will depend on the amount of paraffin originally in the crude, the manner in which pressure and temperature of the crude

"The influence 6f gravity on the microstructure of unidirectionally solidified Cu-Pb monotectic, Ag-Si and Fe-C eutectic alloys is studied. In order to examine the influence of gravity in a lg environment, both the upward (opposite to direction of gravity) and downward (direction of gravity) unidirectional solidifications are carried out. The results are as follows: (1) For the upward solidified Ag-Si eutectic alloy, the eutectic Si continuously grows. On the other hand, in the downward solidified Ag-Si alloy, the Si grows discontinuously and disperses into the ex-Ag matrix. (2) No morphological difference in the eutectic growth is observed between the upward and downward solidified Fe-C eutectic alloys. (3) In the case of the upward solidified Cu-Pb monotectic alloy, a banded structure, which consists of Pb-rich layers and Cu-rich layers, is observed. However, such a banded structure -is not observed in the downward specimen. (4) The banded structure is not found in the upward solidified Cu-Pb-0.05 mass % Al and Cu-Pb-0.1 mass % Al alloys. In the Cu-Pb-0.05 mass% Al alloy, a fibrous -L 2 phase grows continuously parallel to the growth direction at low growth rate. Only 500 mass ppm addition of aluminum induces the morphological change of the monotectic L2 phase.IntroductionThe influence of gravity on the solidification of eutectic and monotectic alloys has been investigated in microgravity environments [l-9]. The purpose of these studies was to obtain a homogeneous microstructure of eutectic or monotectic alloys, most of which alloys tend to solidify with macro-segregation under gravity. However, in most of the previous experiments, e.g., in free fall systems, in aircraft or in space laboratories, the growth rate was too high to realize a planar solid/liquid interface. This would be due to the limited time for solidification. Thus, it was difficult to examine the influence of gravity on the planar coupled growth of the eutectic or monotectic alloy. In this study, both the downward U.D.S. (unidirectional solidification by gravity) and upward U.D.S. (opposite direction to gravity) are carried out in order to examine the influence of gravity on the coupled growth in a lg environment [l0, 11]. In the case of the downward U.D.S. using the current Bridgman method, the molten alloy must be confined between the crucible and the solid."

THE Woman's Auxiliary now has its own publica-tion, a monthly news letter that is mailed direct to all its members. It is a lively and readable sheet. Any member of the Auxiliary failing to receive it should communicate with Mrs. J. E. Johnson, Jr., 49 Church Lane, Scarsdale, N. Y., and get on the mailing list. The detailed reports of the meetings will hereafter ap-pear in the News Letter rather than in MINING AND METALLURGY. The regular Board meeting held on March 3, with Mrs. Barron presiding, was well attended and the re-ports of the committees, and from local sections, showed a keen interest in the work. of the organization. Steps are being taken to endow a "Mary Young Westervelt Scholarship," libraries are being built up in mining towns, and interesting reunions .are being held by the members in the various local sections. The Auxiliary is filling an important place and doing it well. Women of the families of Institute members not already affili-ated with it would find it pleasant to get in touch.

On an average of at least once a year there comes to the attention of the Institute Headquarters the activities of some individual who represents himself as a member of the Institute, and by a hard-luck story or other means secures loans or advances of money which are never returned. On one or two occasions the Institute has been able to secure the arrest and conviction of these frauds. Recently some individual has been operating in California and defrauded several members of the Institute. He is described as a man of 5 ft. 7 or 8 in. height, decidedly slim, and his weight is about 140 lb. His hair and mustache are gray, eyes blue or gray and he claims to be near-sighted. He is also said to have had a keen, furtive, "Hang-dog" look and claims to have been raised in Bethlehem, Pa. He speaks with a German accent. If a man answering this description presents himself before any members and claims to be a member of the Institute it will be to the good of the profession if he can be caught making fraudulent representations and placed where his ability to defraud will be under control. The most effective means of apprehending persons of this character is the very prompt notification to Institute Headquarters of any persons claiming to be members of the Institute in hard luck. If such persons are asked to supply their signature or photograph or both to be, forwarded to Institute Headquarters for identification this will serve as an excellent check on their operations. Reluctance to comply with such a request is in itself a suspicious circumstance.

In order for fiber composite materials to find extensive use in structures, it is necessary to develop techniques for joining these materials. Riveting and adhesive bonding are two possible techniques which have been investigated although the former is less desirable because the low shear strength of most matrices makes this type of joint subject to bearing failure. Welding is an effective means of joining, especially for high-temperature applications where ad-hesives are weak; however, there are significant limitations placed on welding composite materials. The commonly used fusion welding techniques will find less use for joining composites because the two phases are often unable to stand exposure to such a stringent environment. In the case of eutectic composites, fusion welding will completely destroy the controlled microstructure. Solid-state techniques such as diffusion bonding offer potential success with certain design requirements placed on such joints. Since the primary mechanism of load transfer from matrix to fiber is shear parallel to the fibers, little load can be transferred across a butt-welded interface perpendicular to the aligned fibers. Successful joint designs must have a component parallel to the fibers to allow a shear area for load transfer. Configurations such as lap and scarf welds are likely to be successful. This note describes some results of experiments with diffusion-bonded joints in A13Ni whisker-reinforced aluminum. The composite material, prepared by unidirectional solidification of the A1-A13Ni eutectic, is described elsewhere.'-' It consists of aligned micron size whiskers in a matrix of aluminum. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores; and coal mining. Production of coal by surface methods is now approaching 408.2 Mt/a (450 million stpy), amounting to almost 60% of the total coal output. Surface coal mining can be classified into the following five broad categories : Open-pit mining is practiced where coalbeds are extremely thick, as in some western states, or where coalbeds are sharply pitching, as in the anthracite region of the eastern United States. For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. THE composition and quality of finished steel depend upon selection and proportioning of the raw materials of the charge as well as upon control of furnace practice. This chapter deals only with the raw materials of the basic open-hearth process that are important in determining the composition of the steel or slag. They are the metallic charge, oxygen-bearing materials, fluxes, alloying and deoxidizing additions, and certain refractory materials used for maintenance of bottoms. Other refractories, which may affect the slag composition, are discussed in Chapter 3. Wide variations are possible in the type and composition of charged materials but certain limiting relations among the elements of the charge must be observed. Since the process consists essentially of refining by the oxidation of undesired dements, a balance must be established between the sources of oxygen and the elements in the charge that are subject to oxidation (see Chapters 2 and 7). For example, if it is desired to use a high ratio of blast-furnace hot metal to scrap, it is necessary to add an oxygen-bearing material such as ore or mill scale to eliminate the excess carbon and silicon that are present in the hot metal. An example of the opposite extreme is the use of a metallic charge composed entirely of steel scrap. With this type of charge, it is common practice to substitute burnt lime for limestone as a flux and to charge some carbonaceous material such as coke to avoid an excess of oxygen in relation to the elements of the charge that are subject to oxidation. Elements such as copper and nickel, which are not oxidized or eliminated by, any other reaction, may be introduced into the charge only to the extent to which they are permissible in the finished steel. An example of adjustment of the charge for elements of this type is found in the use of steel scrap high in copper. In this case, metallic components of the charge other than the scrap should be low in copper, or a sufficiently high ratio of pig iron to scrap should be charged to dilute the copper from the

The new Algiers airport building is a reinforced concrete building of more than 80 thousand square meters of floor slabs. It is located at Dar-EI-Beida, near the old passenger terminal, about 20 km east of Algiers. The project is designed to receive about six millions passengers annually and leaves the possibility of future extension. Due to the presence of a top layer of compressible soil and great concentrated loads transmitted to the foundations, the building is to be founded on 1730 bored piles of 1.2 meter diameter varying in length between 14 and 28 m. Construction work started in 1986 and was interrupted in 1996 due to financial difficulties when the structure was almost complete. The structure was left unattended for more than three years without any weatherproofing and in 1999 a new firm was appointed to complete the work and hence an evaluation of the existing structure was necessary. This paper describes and discusses the foundation design, construction supervision, site quality control and assessment by the parallel seismic method of the deep foundations built in cohesive soils. The variation in soil conditions and identified geotechnical and hydrogeological problems associated with the development of the area, required a thorough knowledge of the soil conditions. A variety of tests, involving more than 200 locations, were carried out. The ground investigation, pile tests as well as different problems encountered during piles construction, are presented.

[Minerals, generally of great geological age, are to a very large extent the material basis of what we know as modern civilization. In most of the so-called civilized world the use f minerals has become such a commonplace that it is easy to se sight of their importance. It was the use of minerals, obably more than anything else, that made it possible for e American people to expand from the Atlantic seaboard the Pacific in a little over one hundred years. As the 1 to use the natural wealth at hand constitutes a funda¬ental element in American life, there seems to be justification for the thought that American geography is largely mineral geography. Of all American environmental reactions, the most striking are those which have come about through the use of the metals and the power fuels. If we turn to the ancient industry of agriculture, we find very little that is unique in North America except those developments which have come about through the use of machinery and transportation, both of which are contingent upon the use of minerals. Practically every crop now grown n North America was grown in some part of Europe before merica was discovered. One can point out exceptions to statement but in general it is true. Introduction A wealth of information exists which deals with electrical grounding, both from a general viewpoint and from a specifically mine-oriented approach. Many parameters must be investigated in order to thoroughly cover all of the variables which govern the performance of electrical grounding systems. The emphasis of this work on open-pit practices re- presents a new development in the field of grounding research, and an exhaustive review of the relevant historical documentation is especially desirable. Grounding System Purposes What purposes are served by a grounding system? The answer is four-fold and may be summarized as follows. First, it must limit potential gradients between conducting materials in a given area (56). When a phase conductor comes into contact with a machine frame, current flows through the equipment, which tends to become elevated above ground by an amount equal to the voltage on the conductor. If a man were to touch the machine while he was simultaneously connected to ground in some manner, his body would also tend to become elevated in potential, possibly to a lethal extent. Thus, the grounding system should provide a low- resistance path for the fault current to return to the source. The maxi- mum potential to which a man could be exposed when touching a machine frame is equal to the voltage drop along the ground conductors inside the power cable, as shown in Figure 1 (54). Since my previous review of the Persian fields, presented in 1929,' considerable progress has been made. The main feature of drilling development has been the delimitation of the Haft Kel field and its extensions. Although the limits have not yet been reached, a productive area of about 40 square miles has already been proved and it is now certain that the field will be of the same order of importance as the Masjid-i-Sulaiman field. Production to main pipe line from Haft Kel was begun in November, 1929, and to date about 4,500,000 tons have been produced. Normal production has continued from the Masjid-i-Sulaiman and Naft Khaneh fields. The search for oil in horizons below the main producing limestone is perhaps the most interesting and important exploratory drilling work in progress. Promising results have been obtained in the first well deepened in the Masjid-i-Sulaiman field with this objective, and the exploration of these lower formations is being continued. In this connection an allied program of geochemical research work on the nature of the oils and oil-bearing rocks of different horizons is at, present being undertaken. Masjid-i-Sulaiman Field Since the Haft Kel field was brought into production in 1929, production from Masjid-i-Sulaiman has been reduced in order to equalize to some extent the producing lives of the two fields. The RICHTER scale is used in classifying earthquake severity. It is an energy scale giving the estimated energy liberated at the source of the earthquake. Earthquake damage on the earth’s surface, for example at the epicenter - spot on the earth’s surface directly above the earthquake, for a given RICHTER number can vary. This depends on the depth of the earthquake focus. Deeper earthquakes will generally cause a lower level of damage at the epicenter but the damage will be spread over a greater area. As mentioned by Randy Wheeler on Blastserve, each successive RICHTER number represents about a 30-fold increase in energy. This scale is open at both ends with “0” RICHTER equal to about 104 Joules. The lowest level detected by sensitive instruments is about 2 on the RICHTER scale or about 107 Joules. The highest-level earthquake detected at 8.9 RICHTER represents a release of about 3 x 101 7 Joules.

THE SAMPLING of waste materials containing copper, lead and tin has taken on a new significance within recent years, and is of increasing importance, on account of the entry of some of the copper refineries into this field and the tendency towards consolidations among the smelters. In the past, such material was sold on the basis either of a rough or grab sample or of casual inspection of the lot. The two principal sources of this waste are the processes of fabrication and the scrapping of automobile, electrical, plumbing, railroad and other equipment. In both cases much material can be sorted, salvaged and sold by classification and grade to be melted "as is" or with the addition of new or virgin metal. The increasing care in classifying exercised in the large manufacturing plants tends to increase the proportion of this usable scrap; on the contrary, the increasing use of more complex and special non-ferrous alloys tends to make sorting and grading more difficult in turnings, borings, clippings, etc., and consequently is making sampling of more moment. In tin, lead, aluminum, and zinc furnace by-products such as ashes, drosses, skimmings, etc., the trade practice of evaluation has not varied much. For instance, tin drosses, battery lead, and aluminum skimmings are ordinarily sold on what is called "metallic button" or "metallic recovery" or "metallic yield." Copper and lead waste, however, is being sold more and more on actual copper and lead contents based on sample and chemical analyses. This paper will be devoted chiefly to the sampling of materials suitable only for refining and recovery of one or more of the metals present. The methods described are often based on the fact that but one metal, such as copper, is to be paid for. The loss of volatile constituents in melting does not appreciably affect the final copper result, as the "after-melting" assay can he readily calculated to the "before-melting" basis, but if smelter efficiency continues to increase, so that in time zinc, for instance, may be recovered on a paying basis, the method of sampling dirty brass, for example, will have to be changed also. As a matter of fact, we may expect that improved refining processes will make possible the partial recovery of lead and tin which are now lost.

Copper and lead waste, however, is being sold more and more on actual copper and lead contents based on sample and chemical analyses. This paper will be devoted chiefly to the sampling of materials suitable only for refining and recovery of one or more of the metals present. The methods described are often based on the fact that but one metal, such as copper, is to be paid for. The loss of volatile constituents in melting does not appreciably affect the final copper result, as the "after-melting" assay can be readily calculated to the "before-melting" basis, but if smelter efficiency continues to increase, so that in time zinc, for instance, may be recovered on a paying basis, the method of sampling dirty brass, for example, will have to be changed also. As a matter of fact, we may expect that improved refining processes will make possible the partial recovery of lead and tin which are now lost.

The solid solubilities of the compounds PbS, PbSe, and PbTe have been determined by equilibrating single crystals with two phase alloys. The solubilities were determined by measuring the Hall coefficient of the equilibrated samples. The observed maximum deviations from stoichiometry on the lead rich and the chalcogen-rich side of the phase fields were: at. pct excess Pb at pct excess S at 850°C; PbSe--4 x 10'" at. pct excess Pb at at. pct excess at 800°C; and PbTe-2.8 x 10 4 at. pct excess Pb at 780°C, 10"1 at. pct excess Te at 720°C. The previously developed theory of retrograde solubility has been expanded to include intrinsic disorder in the compounds, and the experimental results are in agreement with the theory. THE solid solubility limits of intermetallic semiconducting compounds are of considerable interest, since many of these compounds have potential use as thermoelements in thermoelectric devices, as infrared detectors, or in semiconductor devices. The solidus curves of a significant number of these compounds have been reported to be retrograde with the maximum solid solubility occurring between the eu-tectic and the maximum melting temperatures. In a previous paper,' equations were derived which permit calculation of the maximum solid solubility of an AB compound exhibiting retrograde solubility. Derivation of these equations was based on the assumption that the compound is a nondegenerate semiconductor at the temperature under consideration, that the defects were unassociated, and that the vibrational contribution to the entropy of the compound could be evaluated by the Einstein approximation. It was shown that at the temperature of the maximum solid solubility The entropy term ASS is composed of the entropy of formation of the solid stoichiometric compound (AS$)*, and the entropy due to deviations from stoichiometric composition which is the sum of a con-figurational term (aS*), a vibrational term (AS,), and an electronic term (AS,). Of the various semiconducting compounds, the solidus curves of Pbs,' and ~b~e,~ have been most extensively studied. The solidus of PbSe has also been determined, but the temperature of maximum solubility has not been accurately established.5129 The present investigation was undertaken to compare the experimental solid solubility data for these systems with the values predicted theoretically. Since the temperature and composition of the maximum solubility of PbSe has not been accurately determined, experimental emphasis was placed on determining the solidus curves for PbSe in the region of maximum solubility, although experiments were also performed on PbS and PbTe at several temperatures. X-ray diffraction studies were also made on carefully prepared powder samples of PbSe to determine the variation of lattice parameter with composition. The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.
