It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.

OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. Of major importance is the accelerative growth of the productive ability of our economy. Inadequate consideration of its implications is partly responsible for periodic delays in solving our princi-

Pyrite, as the host mineral in refractory gold ores and concentrates, has been treated by pressure oxidation in sulfuric acid solutions at temperatures above 180°C to liberate gold prior to cyanidation since the 1980's. However, no data is available on the kinetics of pyrite during acid pressure oxidation over the temperature range of 180 to 230°C which is the range employed by most commercial plants. The dissolution of pyrite (FeS,) in sulfuric acid solution under oxygen pressure was investigated at temperatures ranging from 170 to 230°C. The effects of temperature, particle size, agitation speed, oxygen partial pressure, and pulp density were evaluated. The effects of foreign ion addition and the concentration of sulfuric acid were also examined. The apparent activation energy was estimated to be 42.6 kJ/mol in the temperature range 170 to 230°C. The reaction orders with respect to particle size and oxygen partial pressure were found to be -1.5 and 0.5 at 210°C, respectively. Experimental evidence suggests that the kinetics are limited by the surface chemical reaction initially, and then also to some extent by the diffusion of ferrous ions away from the particle surface.

The P.W. Gillibrand Company holds 705 placer and lode claims in the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. These claims contain large tonnages of ilmenite, magnetite and apatite with anomalous quantities of zirconium (zircon), niobium, vanadium and rare earth elements. Stockpiling of heavy mineral concentrates associated with aggregate mining from alluvial pits has occurred since 1984. The limited reserves of material from these alluvial deposits and their relatively low heavy mineral grades caused Gillibrand Company to initiate an extensive drilling and exploration program to develop the hardrock resources of ilmenite, apatite and magnetite.

Teck Metals Ltd. operates an integrated zinc-lead complex at Trail, British Columbia, Canada. Since 1997, KIVCETTM flash smelting technology has been utilized for the treatment of zinc plant residues and lead concentrates. Trail Operations’ furnace uses four water-cooled jackets for bullion tapping. This paper provides an overview of KIVCET bullion tapping for the past 16 years, and discusses successes and challenges encountered with respect to operations, training and monitoring.

"High pressure vapor/solid reactions offer an opportunity for novel synthesis and processing of thin film materials and structures for electronic, optical, and magnetic applications. In this paper we review the use of two high pressure techniques that operate from 25 to 1000 atm (2.5 to 100 MPa) to fabricate thin film oxide structures from Si1-xGex deposited on Si wafers. High pressure synthesis enables temperature-independent control of reaction rates in the oxidation of this multicomponent semiconductor system and hence offers the opportunity to form thennodynamically metastable Si1-xGex<h from the alloy. The thermodynamics of the Si-Ge-0 system are reviewed and a method is described that utilizes selective chemical reduction (via H2 gas) of Si1-xGcx<h to form Ge precipitates in an SiO2 matrix. IntroductionAlloys of Si1-xGex grown epitaxially on Si substrates by chemical vapor deposition (CYD) and molecular beam epitaxy (MBE) have been used to create high performance microelectronic devices1. These devices show improved performance over conventional Si technology because they exploit the Si/Si 1-xGex band-gap discontinuity and take advantage of higher hole mobilities in the Ge containing alloys. While a range of devices based on heteroepitaxial systems have been demonstrated, the Si1_xGex alloys are of particular interest because they are most closely compatable with standard Si device processing. One disadvantage of Si-based materials systems is that they are not typically useful emitters of light. This is important since the use of light (rather than electrons) for transmitting and processing signals into, out of, and within Si-based microelectronics would represent a major technological advance in microelectronics-based communication and computer technologies. Nevertheless, through the use of innovative processing techniques it may be possible to use the Si1_xGex/Si heteroepitaxial system in integrated microelectronic/light-wave technologies."

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous .sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Cave mining is of interest to the mining community as it offers a chance to extract large, deep orebodies with low operating costs and high production rates. It allows for extracting large low-grade orebodies, which may not have previously been considered for mining. Cave mining is done either top down (ie sublevel caving) or bottom up (ie block/panel caving). Both approaches rely on gravity, stresses and weakness of the rock to fracture and achieve a controlled collapse.Block caving starts at the base of the orebody. It progresses upward and across through continuous collapse of the roof. To achieve this, a critical hydraulic radius must be exceeded. This is accomplished by blasting drawbells, through which the caved ore passes to the production level. An entire level above the drawbells (undercut level) is excavated to help initiate the cave. The undercut level ensures the connection between drawbells and achievement of the required hydraulic radius.Conventionally, drawbells are generated by drilling and blasting several times from the production level as well as the undercut level. Mucking between each shot is required to generate enough void space for the rock to swell. The need for several blasts necessitates some downtime between each blast. Also, the cost of developing and maintaining the undercut level can constitute up to 35 per cent of the cost of mining the panel.A new blasting technique was developed to create the drawbells in a single blast from the production level. The technique ensures the connection of the drawbell to the neighbouring ones, thus, the critical hydraulic radius is reached and propagation of the cave achieved without the need for the undercut level. The technique has the potential to reduce the capital cost of a block caving operation, increase its feasibility and reduce time to reach the ore and consequently the payback period. "Pulverized limestone rock dust used in United States underground coal mines to prevent and suppress coal dust explosions must easily disperse by forces of a methane or coal dust explosion. Moisture in the mine environment causes caking of the dust. Colorado School of Mines researchers performed dispersibility tests in a full-size explosion test drift. Tests included conventional, hydrophobized, and rock dust approved for German mines. Conventional and German standard rock dust products partially agglomerate, which may not be effective in suppressing a coal dust explosion, while hydrophobic rock dust retains better dispersibility.INTRODUCTIONA coal dust explosion devastated the Upper Big Branch mine in 2010 resulting in the death of 29 miners, the worst mining accident in the United States since 1972. The explosion propagated through approximately 65 km of active mine workings, but was extinguished in areas that had been properly rock dusted (Page, 2011). Researchers have long studied and established the ability of inert limestone rock dust to suppress coal dust explosions, see Richmond et al. (1975), Cybulski (1975), and Sapko et al. (2000).To be effective, rock dust must contribute to a total inert content of > 80% by weight and 100% of rock dust particles must pass through an 850 µm sieve, while 70% of the rock dust must be finer than 74 µm. This is established in US regulations 30 CFR §75.2. Dry rock dust is a nuisance that prevents mining work downwind from rock dusting activities. To overcome this problem, dust manufacturers have proposed applying the rock dust as a wet slurry or foam. After drying, manufacturers expected the slurry or foam-applied dust to have the same explosion suppression capabilities as dry-applied rock dust.Researchers at the Colorado School of Mines (CSM) designed and built a full-scale, underground Explosion Test Facility (ETF) at the CSM Edgar Experimental Mine in Idaho Springs, Colorado about 20 miles west of the CSM Golden, Colorado campus. To disperse the different rock dust products, researchers produced an air pressure pulse using a mesh array of PETN detonation cord. This method is simpler, more reproducible and safer than other methods considered, including methane-air explosions and a compressed air cannon. The detonation cord blasts produce a wind velocity of 30 to 50 m/s, the minimum velocity at which coal dust explosions can propagate, based on research by Nagy (1981) and Cybulski (1975)."

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding sum¬mers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.!The present report presents analytical data for 4,544 samples, represent¬ing the products of 124 companies. The samples represented in this report were obtained during December 19146, January and February 19-(. As in previous surveys, the companies covered Ly the survey include both large and small suppliers. "In the process of Geologic Hazard Mapping (GHM) for underground coal mining, geologists evaluate the effects of various geologic and geotechnical conditions to assist with optimization of mine productivity and with selection of more favorable areas for future development. The methodology involves correlation of multiple geologic factors (such as overburden depth, proximity to sandstone channels, and areas with weak immediate roof strata) with conditions encountered during mining (roof falls, floor heave, pillar spalling, etc.). Such studies yield maps that identify areas where mining is likely to be difficult and allow mining engineers to foresee favorable and unfavorable mining areas when planning new or expanding mines. To expand the benefits of GHM, work has been done to correlate geologic factors with room-and-pillar mining advance rates. Average mining advance rates are mapped and then correlated to different areas, as characterized by GHM. This process exposes the geological characteristics that have a material impact on mining rates of advance, improving the rates of advance into future mining areas with similar geological conditions. The final result of the work allows mine planners to not only design the mine qualitatively accounting for areas of unfavorable conditions, but also allows the mine planner to more accurately apply rates of advance for mine timing and production sequencing. The use of GHM to predict mining advance rates in unmined areas enhances the benefits of traditional hazard mapping and provides quantitative data that can be incorporated into mine sequencing models.INTRODUCTIONThe role of a geologist in the coal mining industry has evolved significantly over the last 30 to 40 years. Geologic Hazard Mapping (GHM) mapping for coal mines began in the late 1970s and early 1980s (Chase, Newman, and Rusnak, 2006). Since its beginnings, the GHM process has evolved significantly and continues to take on new levels of sophistication. Numerous case studies of GHM application to predict future mining conditions exist in the literature. For example, Artrip, Nelson, and Newman (1993), documents the geotechnical characterization of roof and floor for mining in the Imboden Seam in Virginia where previous mining efforts had been abandoned due to adverse mining conditions. In addition, Keim and Miller (1999) summarize evaluation of geological influences on a longwall mine in West Virginia. In both examples, significant geotechnical and geological information was available, including the opportunity to compare predicted mining conditions against actual conditions as mining progressed."

The use of uranium metal in non-ferrous metallurgical practice is dis-cussed with reference to its alloying behaviour and chemical activity. It is suggested that the more promising applications are in the treatment of molten metals to combine with impurities. Mines Branch work along these lines is described for copper, zinc, magnesium, aluminum and nickel alloys. It is shown that a cop-per-uranium master alloy (25 per cent U) successfully deoxidizes molten copper without detriment to the electrical or mechanical properties of the product at residual uranium levels of up to 0.8 wt. per cent. Additions of uranium to alpha brass in amounts greater than the lead impurity content were found to remove the deleterious effect of lead on hot-workability. Similar deoxidizing and malleableizing effects were found with uranium additions to nickel. It is thought that uranium forms stable intermetallic compounds with many impurity elements. A significant malleableizing effect can therefore be expected in the presence of other elements besides lead.

Spain is a major producer of dimension stone, which is one of the most important industrial sectors in the northwest of Spain. This justifies the maintenance of these industries, although the technical and environmental requirements for their continuity are increasingly demanding. The main target of this paper is to present a new methodology in order to obtain k-ratio stress values on the basis of flat jack measurements and finite element numerical back- analysis with Rocscience© RS2 software. Continuous iterations were performed to try to find a relationship between the k₀ and the measured stress in the tunnel roof and sidewalls. It focuses on technical aspects of the method for designing mine chambers in the slate industry that were previously mined by open pit methods. The size of the chambers impacts the operating cost, and the dimensioning of a correct support ensures better efficiency and safety. Correct knowledge of the k₀ therefore is critical for the design of the support. The proposed new method entails a simplification of the classical procedure for estimating the k-ratio.

"ANY DISCUSSION of energy today is incomplete without consideration of nuclear energy. In the Maritimes, with plentiful supplies of coal, with relatively easy availabilty of imported oil brought in to the deepwater terminals, with future sources of large supplies of oil and gas anticipated from under our neighbouring continental shelf, and with the Fundy tides, you may question why nuclear energy should be considered. What follows may not give you a specific answer to that question, but it may provide a basis for better understanding. Energy from the sun, from hydraulic sources and from combustion has been available to man from prehistoric times, for thousands of years, but the most sophisticated source of energy, the actual conversion of matter into energy by man, has been developed entirely within the last one-third century, since the discovery of fission in 1939, and the application to generation of electric power has all been done within a generation or less. The pressure of military needs during and after the second world war was largely responsible for the speed of initial development, by funding and focussing the effort needed to develop the basic technology, and in particular materials. The U.S. defence program yielded, for example, the large-scale isotope separation processes for fissile U'35 and for heavy water. The nuclear submarine program yielded zircaloy, a key structural material for the core of the Canadian Candu type reactor."

Colombia is 11th largest coal producing nation in the world, and the world?s fifth largest coal exporter. But while most of Colombia?s coal is mined at large modern surface mines located near the Caribbean coast, there are also underground mines that produce high-grade metallurgical coal. These mines employ traditional hand-loading techniques in a variety of geologic environments, and they have some of the highest accident rates of any Colombian industry. The National Institute for Occupational Safety and Health (NIOSH) has been collaborating with POSITIVA, the primary provider of worker?s compensation insurance to the Colombian underground coal industry, to reduce the economic and social cost of rock falls in these mines. The specific goals of the collaboration are to 1) document practices and conditions in Colombian underground coal mines, 2) identify relevant international best practices, and 3) provide recommendations for developing a national campaign to reduce fatalities and injuries associated with roof falls. NIOSH conducted a survey of seven underground coal mines in four separate coalfields. Five of the mines were characterized by steep dips and weak roof and floor rock. The coal was loaded by hand at all seven mines, though two employed partially mechanized longwall techniques. Wood posts were by far the most common ground support. Roof bolts were not observed in use at any of the mines, and they are unlikely to replace timbers any time soon. While long-term entries generally appeared to be adequately supported, the survey found that less attention was paid to the temporary support that is installed right after the coal is removed. This temporary support is critical for protecting the workers from rock falls, however, because with hand-loading mining methods most of the activity takes place between the permanent supports and face. The study concluded that improving the temporary support in the working faces would be the most effective way to reduce the number of rock fall injuries. The key principle should be that every worker is protected by planned roof support at all times. Ground Support Management Plans, consisting of specific rules about when, where, and what roof support is to be installed, should be the focus of the campaign. Each Plan should be tailored to a specific mine based on the geologic conditions and mining methods in use. The Plan provides miners with clear, simple rules that can be easily understood, while management can easily check to see if it is being followed. Ground Support Management Plans will also provide the campaign with a concrete focus for the necessary cultural change.

"Since the commencement of mining operations at the Cowal Gold Operations (CGO) in 2005, reverse circulation (RC) drilling has been the preferred method for grade control (GC) sample collection. This method was selected because it allowed:for multibench drilling (20 m hole depths for two benches of mining) to aid mine planning increased data density for comparison against the wide spaced ore reserve model angled drill holes to intersect perpendicular to the strike and dip of the shallow dipping mineralisation ability to take two metre sample intervals to enhance the understanding of the mineralisation’s short-scale variability and provide the ability to flitch mine.From June 2008 to December 2013, RC GC was performed using a UDR rotary cone splitter. The field duplicate data over the period displayed strong precision, with a correlation coefficient of 0.94 and an average relative per cent difference (RPD) of 21 per cent for gold. Up to 66.1 per cent of field duplicate data greater than 0.1 g/t fell within ±20 per cent RPD. This is within limits of industry best practice. The Mine to Mill reconciliations over the same period showed the estimated GC grade was 7.7 per cent lower than the calculated head grade (CHG).In December 2013, the Progradex sampling system (PGX) was introduced at CGO due to its advertised ability to capture 100 per cent of the drill cuttings for the complete sample interval, inclusive of fines. Analysis of field duplicate data indicates that since the introduction of the PGX, the sample precision has drifted. From January 2014 to February 2016, the correlation coefficient was 0.92 and up to 51.2 per cent of field duplicate data, greater than 0.1 g/t fell within the ±20 per cent RPD. Over the same 26 month period, the Mine to Mill reconciliation improved to one per cent lower than the CHG. Granulometric analysis of the RC samples collected from the PGX indicated the fines material(&lt;212 µm) averaged up to 22 per cent of the samples mass and following assay determination, the fines material represented a weighted average of 31 per cent of the total gold content within the sample.This paper highlights the:importance of the complete capture of all drill cuttings during an RC drill programinfluence of fines material on the sample quality and accuracyimpact sampling of the fines material has on the Mine to Mill reconciliation performancechallenges experienced in commissioning a PGX system.Citation:Reid, B, 2016. During the investigation of the occurrence of manganese deposits in western United States, the Bureau of Mines collected 2-ton samples from three oxide manganese ores in the Columbia and Elberta Mining Districts, Tooelo and Juab Counties, Utah. To determine the amenability of these ores to standard ore-dressing methods: of concentration, extensive laboratory tests were made. The Wildcat property, one of those sampled, is 7 miles east of Fairfield, Tooele County, Utah. The ore is described as a replacement deposit and occurs along fracture and bedding planes of shale and limestone. Experimental work was done on a sample taken from a stockpile at the mouth of the shaft. The Wildcat manganese ore is intermediate in grade (25.7 percent manganese) and contains clay as the principal gangue constituent. A high-grade product was obtained with high recovery of Manganese by simple washing.
