Homeland of the Republic of China, the island of Taiwan looks on the map like a seal, muzzle pointed south, resting complacently on the emerald waters of the China Sea. Any notion of placidness is quickly dispelled by going to that country where the visitor gains the impression of almost violent busyness in tearing up streets, pushing up buildings and tilling the fields. Driving from the airport downtown to Taipei, the capital city, one sees roads, streets and thorough-fares which seethe with bizarre traffic. From water buffaloes to buses, transportation takes every conceivable shape, size and color in between. The load being transported need not conform in any way to the capabilities of the vehicle. Twenty- foot lengths of pipe may be trans- ported on a bicycle. A family of five may go to town on a motor- cycle. Impossible? Count them. The streets and buildings of the city appear unrestrained, or without margins. Shops do not end at the doorway but overflow with a variety of goods onto the sidewalks and into the streets where the marginal traffic, on foot or on wheels, intertwines unconcernedly with the flotsam from the shops. Signs, dry goods, hardware and the continuous hubbub make the view colorful, lighthearted and fascinating. The island is 230 miles long by 75 miles wide with a central mountain spine. To the east, the mountains descend steeply to the ocean whereas to the west, beyond the foothills, there is a broad coastal plain. Only about 25% of the land is suitable for cultivation but the tropical climate permits several harvests a year. At the same time the mountains, which are high enough to sometimes have snow, offer an agreeable change of temperature. In this setting, society has created an economy that is growing at such a rate on all fronts that it would seem to be fairly bursting at the seams.

The Charleroi Locks and Dam (Figure 1) was completed in 1932 and is located on the Monongahela River, approximately 22 miles (35 km) south of Pittsburgh, in Charleroi, Pennsylvania. It is comprised of a 420 foot (128 m) gated dam, and a 720 foot (219 m) by 56 foot (17 m) land side lock which provides for a 16.6 foot (5 m) vertical lift.

13.1 INTRODUCTION Cyanide is, a generic term indicating the presence of the cyanide ion (CN-). Cyanide is a very common, naturally occurring compound produced by many biochemical reactions. Many plant species synthesize organic compounds which contain cyanide in the form of cyanogenic glycosides (Knowles, 1976). For example, trace amounts of cyanide are present in the seeds and leaves of many members of the Rosaceae (rose) family (Kingsbury, 1964). Many common items such as lettuce, maize, sweet potatoes, kidney beans, (Oke, 1969) almonds, and cigarette smoke contain cyanide. As examples, a recent chemical analysis of chocolate-covered almonds measured a total cyanide content of about two ppm (Steffen Robertson and Kirsten, 1987); and the U.S. Surgeon General (U.S. Department of Health, 1964) has shown that cigarette smoke contains up to 1,600 ppm total cyanide. The chemistry of cyanide solutions is complicated because the cyanide ion forms compounds and complexes with many elements. Some cyanide species are highly toxic whereas others are relatively inert and harmless. Molecular hydrogen cyanide (HCN) is the most toxic form of cyanide. Under most conditions, HCN exists as a gas which readily dissipates or reacts with the environment to form less toxic or nontoxic forms of cyanide. Thus HCN is an ephemeral toxin, and many naturally occurring geochemical processes reduce the HCN concentration of a heap system with time. As discussed below, free cyanide includes the two species, ionic cyanide (CN-) and molecular hydrogen cyanide. Free-cyanide toxicity in man, mammal s, and aquatic species is we1 1 documented (Doudoroff, 1976; Ecological Analysts, 1979; Towill et al., 1978). The lethal doses reported for human adults vary with the type of exposure as follows: • One to three mg/kg body weight if ingested; • One hundred to 300 ppm if inhaled; and • One hundred mg/kg of body weight if absorbed. Acute toxicity of free cyanide to freshwater invertebrates ranges from 0.028 to 2.295 mg/l, depending on species and test conditions. Generally, free-cyanide concentrations greater than 0.1 mg/l are expected to kill sensitive species in freshwater or marine environments (Doudoroff, 1976;

The problem of stability of slopes in reservoirs is one of real interest in civil engineering. The problem is whether the valley walls will remain stable or whether they are likely to slide as conditions are changed by storage of water in the reservoir. If major slides are indicated, as on the walls of relatively steep canyons, one must estimate whether they will be so located and of sufficient size as to interfere with operation of the reservoir-as by blocking the outlets, or by displacing sufficient water to over-top the dam in a huge wave. Some cases involve problems in soil mechanics for slides in earth or weaker rock; other locations need the assistance of rock mechanics for slides in harder rock. While this is not a new problem, attention has recently been focused on its importance by the hugh landslide into the Vaiont reservoir in 1963, which claimed the lives of over 2000 people and forced abandonment of the dam and powerhouse. VAIONT RESERVOIR SLIDE Fig. 1 shows Vaiont Dam in Italy which is a double curvature arch, 875 ft high, located on a tributary of the Piave River, north and west of Venice. When completed in 1960 it was the highest arch dam in the world. In 1960 a sizable landslide (some 700,000 cu yd) occurred on the left abutment a short distance above the dam. Following this, the reservoir was held down for construction of a by-pass tunnel through the right valley wall to insure connection with the upper end of the reservoir in event of further slides. In October 1963 a giant landslide occurred on the left valley wall, over a width of some 14 miles (see Fig. 2). Over 300 million cu yd slid into the reservoir, displacing the water and forming a hige wave 700 ft above the top of the dam as it hit the opposite, or right, wall of the valley. The wave then passed some 500 ft over top of the dam, followed down the tortuous winding canyon and debouched into the

INTRODUCTION TO STATISTICS It is necessary now to digress from the direct study of appraisal techniques to consider an important tool for the mineral appraiser. Whenever a great deal of data have been accumulated, such as might be gained through the sampling process discussed in the preceding chapter, the application of statistical methods should be considered. Statistical methods are used for descriptive purposes and for the organization and summarization of quantitative or numerical data. Descriptive statistics covers the tabulation of data, its presentation in graphical or pictorial form, and the calculation of its several descriptive measures. It is not the intent of the brief summary of statistics that will be outlined hereafter to cover the total breadth and scope of mathematical statistics. It is the intent of this and the following chapters to review a few of the statistical concepts that have the most direct bearing upon the problems involved in mineral evaluation. Should the reader desire to go more fully into statistical theory and mathematics, numerous texts and publications are available.

The resource classification methodologies have always been a topic of research and debate. There are both traditional and Geostatistical methods used in practice. Because of the uniqueness of each ore deposit, it seems almost impossible to have a single industry-accepted norm for resource classification. Therefore, some practitioners have adapted the methodologies to suit the deposits they are working on, but many simply use the methods they are comfortable with. Another reason for the existence of varying classification methodologies is the lack of an easy and established way to measure the confidence in the estimates. Therefore, their classification becomes a subject of debate. In this paper, a new approach is offered to classify the resources using a "Resource Classification Index." The approach using this index takes into account the local variation, the spatial data configuration around the block being estimated, as well as the traditional distance measures. A case study for a gold deposit is presented to demonstrate how this new index can be used to classify the resources. The results from this approach are compared to those from two popular classification methodologies.

A Train Performance Calculator (TPC) is an essential tool in railway operations, as a means of acquiring quickly a precise measure of the performance of the system. Traditionally the TPC was used in the form of program for a large computer. By employing an efficient integration algorithm and tailoring the program to suit the computer system it is shown that it is possible to devise a TPC for a mini computer. The resulting low running costs and flexibility of operation makes this a useful design tool. This TPC was developed to study problems associated with a single track railway operation. It was applied specifically to study the railway operated by the Mt. Newman Mining Co. Limited in the Pilbara region of W.A. to transport iron ore from the mine to the port. The TPC was used to calculate the effects of changes to locomotive power, to train size, to the track and to the amount of traffic. Its accuracy was checked by comparing its performance with that of the actual trains.

THE texture of cold-drawn copper wire has been described most often as a composite of [Ill] and [loo] directions aligned parallel to the wire axis.' Hibbard2 suggested that sufficient reduction will result in a single [111] texture and reported that after a reduction in area of 96.4 pct, such a texture was nearly obtained. Other work3-4 has shown that recrystallization within the temperature range of 300" to 1000°C does not alter the texture established by cold-drawing. In general, however, the texture of cold-drawn end annealed copper wire is not as well defined as the deformation texture. In the work reported here it was found that the double-fiber, deformation texture persists even after a reduction in area of 97.3 pct, and after recrystallization the texture is practically all [l00]. The wire used in this work was prepared in the following way. A 3/4-in. diam length of annealed OFHC copper was cold-drawn to a diameter of 1/8 in., a reduction in area of 97.3 pct. Each step in the drawing operation brought about a reduction in area that varied from 6 to 10 pct. Short lengths of this wire were etched in a 50-pct solution of nitric acid to a diameter of approximately 0.01 in. The texture of the cold-drawn specimens was determined with the conventional X-ray transmission diffraction technique using filtered copper radiation. The X-ray beam was directed perpendicularly to the wire axis and the diffraction rings were recorded on a flat film. Fig. la is typical of the photo-grams obtained and reveals that the cold-drawing schedule described above introduces a distinct, double-fiber texture with both [Ill] and [l00] directions aligned parallel to the wire axis. Supplementary measurements with a Geiger-Mueller counter of the intensity of reflection from (111) planes showed that the [111] component was much more predominant than the [l00]. Additional specimens of the drawn and etched wire were annealed in a salt bath at temperatures from 300" to 450°C. The texture of the recrystal-lized wire was studied with the same technique applied to the cold-drawn wire. Fig. lb is an X-ray photogram of a specimen annealed for 1 ½ at 300°C and is typical of those obtained from re-crystallized specimens. The photogram shows that recrystallization of this material is accompanied by the almost complete elimination of the [111] component of the deformation texture. A pronounced strengthening of the [100] component was evident from intensity measurements with a Geiger-Mueller counter. In summary, the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [Ill] and [loo] directions aligned parallel to the wire axis. Recrystallization of such wire at temperatures from 300" to 450°C introduces a texture which consists almost entirely of a [loo] alignment. The Flin Flon Mine has been in production for over fifty years, and current mining is dependent on pillar and remnant recovery. One of the last major blocks of ore, and an important economic entity to the Mine, is the North Main Shaft Pillar. A rock mechanics program was initiated through under' ground instrumentation and other subsequent analyses, to establish the degree of instability as min¬ing progressed. Several studies have been and will be undertaken to evaluate the general stability, and possibly improve the chances of stability during pillar recovery. The North Main Shaft Pillar is immediately bounded by cemented cut and fill supporting rib stopes which inturn are bounded by slag and waste filled stopes. The min¬ing method involves a modified longhole open stoping and slag fil¬ling sequence for each mining block in a general mining upwards scheme.

(From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.

Classification system efficiency (CSE) is a simple metric that can be used to measure and increase ball milling circuit efficiency. It is defined as the percentage of the ball mill energy being used to grind target (oversize) particles. This paper describes CSE analysis conducted for a variety of operations with related improvements in circuit efficiency ranging from 3 to 30 percent. The achievable CSE for any given ball milling circuit is described, providing the means to determine the extent to which every plant can benefit from increasing grinding circuit CSE.

THE electrostatic process of fume precipitation is an excellent example of the successful application of scientific knowledge to an industrial operation. Originally proposed for the precipitation of sulphuric acid mists, it has been extended until at present there is practically no fume carrying gas to which the method cannot be applied. Among the more common applications are: the recovery of non-ferrous smelter flue-dust, iron blast-furnace dust, cement dust, and potash fume. It should be borne in mind that the process is restricted to the precipitation of suspended particles, either liquid or solid, and does not separate gaseous constituents. However, -by proper temperature control, mixtures of vapors having different temperatures of condensation to either solids or liquids may he selectively precipitated. The process consists essentially of subjecting suspended particles, including those too minute to be effectively acted upon by centrifugal or gravitational forces, to such an electrical force that they are driven from the gas stream, acting as a conveyer, and deposited upon a suitable receiving surface. This directional impulse is obtained front the interaction of charged particles and an electrostatic field of definite intensity gradient existing between two dissimilar electrodes, known as discharge and receiving electrodes. In principle, the equipment is equally simple. As shown diagrammatically in Fig. 1, it consists of: (1) A source of high-potential direct current, requiring: (a.) Source of alternating-current energy. (b) Means of transforming from tow voltage to high voltage. (c) Means of converting alternating to direct current. (2) Precipitation chamber having: (a) Transmission tubes for fume-laden gases. (b) Suitably designed and disposed electrodes. (c) Means for affecting removal of deposited solids.

A detailed breakdown of mining costs, available to management on monthly and year-to-date bases, is mandatory for a controlled and efficient mining operation. A simple lump sum reporting of costs may indicate a profit or loss differential, but it does not allow an effective search for areas of possible cost reduction. Moreover, functional reporting is necessary on a timely basis so as to note trends of increasing costs In specific areas, which in turn allow possible preventive action by management. Definitive cost information helps to eliminate the tendency to overlook areas where cost Improvements can be made. A good cost control system points out salient operational weaknesses by: ( 1 ) allowing comparison of functional costs with similar costs of other mines and (2) pinpointing sudden increases over unit empirical costs within the organization. In general, the cost accounting structure is relatively uniform within large open pit mines, but surprisingly some systems will overlook the need for detailed breakout in comparatively high cost areas. In some other systems, unrelated costs will be lumped together, preventing careful analysis of cost accrual.

"This text consists of two parts, comments on "Classification and Reporting of Mineral Resources for High-Nugget Effect Gold Vein Deposits," by S.C. Dominy, P.R. Stephenson and A.E. Annels, Volume 10, No. 3, pp. 215-233, and related comments on some features of the JORC Code.This paper is, in many respects, a very elaborate and valuable account of the problems encountered in the estimation and classification of high-nugget gold deposits. However, in some key areas, it appears to fall short of its objective to help "resolve satisfactorily most issues" and "contribute to improved estimation and classification" (abstract). One must realize that high-nugget effect gold deposits constitute a very narrow field, despite the occasional bonanzas. This is a field of mostly smaller sized deposits, where limited success and a significantly higher rate of failure occur relative to larger deposits of mostly lower grade. This is shown by the six deposits described in the paper. Thanks for contributing to greater understanding of these complex and nevertheless challenging deposits."

Knowledge of the basic properties of rocks-strength, structure, and permeability-is prerequisite for the success of foundation work for masonry dams, large bridge piers, and tunneling as well as for excavation in rock and special underground construction. Strength of engineering materials depends upon texture and structure as well as the environmental conditions to which they have been subjected. Failure in its widest sense implies the transition of a material from elastic to plastic state (yield strength), from continuous to discontinuous state (rupture strength). The compressive strength of a material such as rock is the stress at which a sample, loaded and unconfined at the sides, fails by rupture. Some of the external factors that control strength of rocks are the nature and type of stress, whether uniaxial or triaxial, compression, tension, or torsion. Another important factor is the rate of stressing-whether constant, impact, or gradually increasing. Of the internal factors, the effect of texture upon strength is obvious. Generally, fine-grained rocks have higher compressive strength than coarse-grained prototypes. Among metamorphic and igneous rocks those with better and higher degree of interlocking of their crystals are generally stronger than the ones with poor or lower degree of interlocking. In sedimentary rocks, the degree and type of cementation has a great influence upon their strength. Structurally, the existence of fissures, cracks, and seams of argillaceous or organic materials in a rock specimen will greatly reduce its strength. Because most rocks are characterized by bedding planes, laminations, or foliations, they are anisotropic in their physical properties and hence compressive strength depends on the orientation of the bedding planes to

Reduction bleaching is used to improve the brightness and color of the kaolin pigments sold to the paper and speciality industries. The bleach re¬duces the iron oxide associated with kaolin deposits to a colorless form by the following reaction: Na2S2O42+ 6Fe+3 + 4 H2O -> 2 NaHSO4 + 6Fe+2 + 6H+ (Conley et al., 1964). At present, sodium hydrosulfite is used by the kaolin industry as the reductive bleach. It is often purchased commercially as a liquid solution and added into an acidified slurry. Before the use of commercial sodium hydrosulfite, kaolin plants manufactured zinc hydrosulfite on site by adding zinc dust to sulfurous acid made by passing SO2 gas into water. This process was abandoned in the 1970s due to environmental concerns about zinc in waste waters. In the 1970s, Engelhard patented a process that made sodium hydrosulfate from an iron hydrosulfate (Tiethof, 1978). Difficulties with separating the iron hydroxide byproduct from the bleach and a decrease in the cost of commercial bleach caused the project to be abandoned.

For the first time in its history the Institute will hold a meeting in the State of Arizona. A few years ago Arizona stood third in the copper-producing districts of the United States. Since that time, with the development of porphyry mines, the output has gone up with great rapidity until it not only is the leading district, but its output at the present tune is at the rate of nearly double the Montana output; which now stands second in the list. In connection with this development, most interesting departures have been made in methods of mining, concentration and smelting. Principles of mining and metallurgy of the greatest interest will be covered by papers which will appear in the Bulletin and be presented at Technical Sessions, while ample opportunity 'will ,be- afforded for those who go to the meeting to see all the points of interest to them. In addition, members will be well rewarded by the marvelous natural features to be seen on the trip, including the petrified forests, the cliff dwellings on the Apache Trail and the Grand Canyon of Arizona. The electrical specific resistance of rocks in the field is measured by sending a current through a medium of great volume, compared to the electrodes, whose resistivity should be measured. The whole resistance can be determined by the Wheatstone bridge and the specific resistance calculated by a well-known formula. The resistivity of some rocks in place in Germany and in Switzerland is given; first, of a rock near the surface, and especially near electrodes. Practical applications are made in the determination: (1) of the continuity of a conducting orebody; (2) of the surface ares of an orebody; (3) in the detection of a water-bearing fault in a salt mine. Preliminary 'observations are described: (1) on the influence of the depth of ground-water table; (2) on the detection of gas under high pressure in coal seams. The observations in this paper of the electrical resistivity of rocks and soil in place are along the lines of the very interesting method and results of the Messrs. Gish, Rooney, Hotchkiss and Fisher. 1,2 All the work described has been done since 1920. Method Used The very simple method consists in the application to the rock of two plane circular electrodes of iron or brass of a suitable diameter, with the aid of a contact substance, and in measuring the resistivity in a Wheatstone bridge with alternating current of 100 to 400 Hertz frequency per sec.). The Porcupine gold area, located on the Hudson Bay slope of northern Ontario, has produced over $100,000,000 in gold and has paid more than $28,000,000 in dividends, since the first real production in 1912. The character of the ore has been studied by the geologists of the Bureau of Mines of Ontario, the geological staffs of the operating mines, and engineers commissioned to examine properties there. What information the Government has is free to everybody; the geological staffs of the several properties also give to the visiting engineer what information regarding ore deposition they possess, and the author wishes to express his indebtedness to the geologists of the Ontario Bureau of Mines and the staffs of the operating mines for their free discussion of geological questions. This paper is based on the examination of several properties, various petrographic reports, not only on specimens from Porcupine but from elsewhere in northern Ontario, and interviews with Government and mine staff geologists. The petrographic work has been done by Prof. R. J. Colony, of Columbia University. Geological History The geological history of the district may be summarized as follows: The outpouring of great floods of lava accompanied by beds of tuff, flow following flow; the contacts of different flows can be seen in various parts of the camp. This period mas followed by an uplift and the production of the Temiskaming sediments by erosion. Later, dynamic action turned the sediments and underlying lavas on edge; this was followed by the intrusion of igneous rocks—in the Porcupine area the quartz porphyry, which is of such great importance in connection with the gold deposits. Doctor Burrows says: "The intrusions of quartz porphyry have in some way influenced the deposition or location of the gold but it is not likely the porphyry has been the source of the gold-bearing solutions." This statement of Doctor Burrows I indorse. The formation of non-gold bearing quartz veins followed the intrusion of the porphyry. These veins occur along or near the contact of
