Increasingly, consideration is being given to the nominal `outcomes' of degree courses in engineering, including mining engineering. These are concerned not only with knowledge and technical understanding but also with capabilities in the professional application of engineering principles to problem solving, multi-disciplinary teamwork, communication and life-long learning. This paper discusses concepts of education, professional formation and training and the associated development of competencies in applying knowledge, understanding and technical insights and skills to new situations. In developing guidelines on preferred attributes and competencies in graduate mining engineers, a survey was conducted of a range of industry personnel involved in selecting graduate mining engineers. The results not only clarified the spectrum of competencies sought but also provided valuable detailed views to assist in defining a mining engineering curriculum. Considering a greater concern with the development of more `well-rounded' graduates, the implications are discussed with regard to teaching and assessment activities and the time demands on academic staff when a `coaching' role is emphasised. In line with international and Australian moves in engineering education, notions on education of mining engineering graduates in Australia are under review. The results will provide continuing challenges to all involved.

Rock characterization for geotechnical purposes using the microhardness technique is discussed in this paper. The concept of rock characterization and its steps are logically developed. The geotechnical properties should be functionally tethered to the technological problems for characterization. The overriding geotechnical concern is rock mass stability. The important factors in this respect are rock properties, structural discontinuities, ground water, field stress, temperature and technological factors. The rock properties are the primary factors and the other factors generally affect rock properties. Of the rock properties the strength and elastic properties can form a basis for rock characterization. The microhardness technique can provide these two properties. Study on coal shows that the microhardness impressions can be used for this purpose. On the basis of this study coals of all ranks can be divided into distinct geotechnical groups. The details of these are discussed in this paper.

The NMBGMR is slowly converting historical data into a relational database using Microsoft Access 97. The purpose of this database is to provide data on districts, mines, and mills in New Mexico to government agencies, public organizations, industry, and citizens to make informed decisions about resource development, resource management, water supplies, environmental impacts, hazard assessment, and waste disposal. Once the data are entered into the database with locations, the data can easily be converted to GIS format for displaying as different map layers.

In the United States nearly 200,000 tons of copper per year are being produced, by leaching waste rock and oxidized copper ore with dilute sulfuric acid-ferric sulfate solutions and precipitating the copper on scrap iron. The flow of solutions is in excess of 80 million gpd. A survey conducted by the U.S. Bureau of Mines in late 1965 at 14 mines in Arizona, Utah and Nevada, showed that with a few exceptions, the solutions contain from two to a maximum of 15 ppm U3O8, and there is strong evidence that these represent equilibrium concentration and not merely an accumulated in-process inventory resulting from recycling the solutions for many years. Consequently, it is believed that uranium could be recovered at a constant rate as long as mining and leaching operations continue. Preliminary surveys and estimates by the USBM indicate a production potential of possibly 1000 tons of U3O8 per year at a cost of less than $8 per lb if the major process streams from most of the large copper mines in the western United States were to be treated. Laboratory research by the USBM showed that the uranium could be efficiently recovered as a specification-grade uranium concentrate by a combination of ion exchange resin and solvent extraction of liquid ion exchange techniques. A joint pilot plant investigation by Kennecott Copper Corp. and the USBM was conducted on solutions from the Bingham Canyon mine to evaluate a new system of countercurrent ion exchange developed during the laboratory studies. In subsequent small-scale continuous tests, recovery of uranium from the pregnant eluate by solvent extraction and chemical precipitation techniques was investigated.

The creation of unsymmetrical vertical or horizontal fractures in a producing well will result in a unique distortion of the normal shut-in pressures existing at the four surrounding wells. An electrical model study has been made to show how the shut-in pressures at the wells surrounding the fractured producing well may he used to estimate the size and orientation of vertical or horizontal fractures. The pressure differences at the four surrounding wells are recorded during production from the fractured well. The resulting pressure dato are matched from a table of several hundred possible fracture combinations. The table refers to the figure showing the effective size and orientation of the commercially created fracture. INTRODUCTION The creation of commercial fractures about oil and gas wells has led to considerable speculation as to the size and shape of the fractures. It is important that the size and shape be known in certain instances, especially when pressure maintenance programs are to be initiated. It was shown that if knowledge of a vertical fracture could be found that such information may be utilized in planning a waterflooding or gas cycling program and that in some cases the fractures might be utilized very effectively.' Other work showed that it may be desirable to create "pancake" fractures in certain reservoirs but that they should exist in a desirable range.' If the fractures are too large, they should be plugged prior to initiating a pressure maintenance program. If an irregular shaped "pancake" fracture is created, it is desirable to know the orientation of this fracture because similar but unreported studies have shown that "pancake" fractures may or may not substantially affect the sweep efficiencies and performance of the flooding or cycling program. Consequently, it may be desirable in some instances to estimate the effective size and orientation of the fracture. ANALOG An electrical model was used in making this study. The electrical model consisted of a circular reservoir approximately 8 in. in diameter, 1 in. thick and was filled with a dilute salt solution. A copper band formed the periphery of the reservoir. A vertical fracture was simulated by a copper strip soldered to the wire well located in the center of the reservoir. Vertical copper strips of various lengths and orientation were soldered to the wire well to represent vertical fractures in the reservoir. In studies reported here on vertical fractures it was arbitrarily assumed that two fractures originated at the well and extended out into the reservoir. An electrical potential was imposed between the wire well and the periphery of the tank. Plots of the iso-potentials are shown in Figs. 1 through 9. This model provides the steady-state isopotentials existing in a uniform, homogeneous circular reservoir having a vertically fractured well at its center. The permeability of the fracture is much greater than the permeability of the matrix proper. The effects of gravity are neglected. FROM the primary gyratory crushing plant, described in MacLeod's article, ore is delivered to a large storage or surge bin from which it is carried by two transverse conveyors to the secondary crushing plant. The bin has a useful drawoff of about 13,000 tons, this being slightly over one half of the initial daily capacity of the Morenci Reduction Works. This arrangement provides sufficient storage to permit intermittent operation of the primary and secondary crushing plants without too close a coordination between the two.

The minerals specialist, especially, must be aware of this new force in our lives, as minerals and metals are essential in harnessing the new force, and atomic energy itself is rapidly improving its competitive position in the energy field. Future historians may chronicle December 2, 1942, as the beginning of the Atomic Age. On that day Enrico Fermi and his co-workers at the University of Chicago produced and controlled the first self-sustaining nu- clear chain reaction. Like many inventions, the first application of nuclear energy was as a weapon of war. However, its potential usefulness in man's work and welfare far outweighs in economic importance its destructive use in war, unless its military effect would be considered so great and all-embracing that no major power will hereafter chance a world conflict. Recognition of this potential has generated a vast international effort to exploit the atom for peaceful beneficent purposes. Like its physical manifestation, the advent of nuclear energy has unleashed chain reactions that have pervaded the political, social, and economic environments of the world. The impact of nuclear developments in one of many fields is exemplified by the uranium mining industry. Uranium was discovered in 1789 and in the next century and a half it found only an insignificant use as a ceramic coloring agent; in fact, in the latter part of that period, it was a largely unsalable by-product of the radium and vanadium industries. Most discussions of sustainable development (SD) in mining relate to metal mines in rural areas. Industrial minerals (IM) are closer to urban areas primarily owing to a high transport-cost component of delivered cost. This visibility to large populations overshadows IMs relatively small operation size and generally lower waste volume and toxicity. The IM industry needs to rethink its way of doing business to fit into the SD paradigm. Society and business in general will also undergo significant change to enable industrial SD along the lines of triple-bottom-line accounting with government pushing everyone. The benefit to IM mining from embracing SD is a renewal in their social license to operate and a rebirth of mining as a positively-viewed force in society. This positive view would lead to lower acquisition costs because society would not fight so hard to eliminate nearby mining. This would ease the current exploration woes of the IM industry by opening up new deposits for exploration and more readily allowing placement of mines nearer to markets. The earlier in the exploration process SD is initiated, the better.

Anionic conditioning of phosphate ores prior to fatty acid flotation is a critical step that determines the selectivity, recovers and, hence, the economics of the process. However, the chemical mechanisms operating during this conditioning step are not very well established. In this work, a comprehensive surrey of plant practice was conducted. Then, adsorption on flotation feed and francolite were studied under simulated plant conditions. Different adsorption mechanisms were found to be dominant under laboratory and plant conditions. In plant water, there was sonic physisorption of oleic acid on phosphate flotation feed and francolite, in addition to chemisorption. However, in distilled water under laboratory conditions, only chemisorption was detected. Fuel oil reduces the residual oleic acid in solution after adsorption, which explains the beneficial role of extender in phosphate flotation. The dissolved species in solution arising from the flotation feed or plant processing water are shown to clearly play a major role in determining the adsorption of oleic- acid on the substrates. The study also specifically demonstrates that, for the results to be used commercially, it is important to conduct the tests under plant mixing conditions and with the same plant water chemistry.

Pinson Mining Co. operates a conventional mill and two heap leach operations in north-central Nevada. The latest of these heap leach operations, the Preble project, is a low-grade, low-tonnage property made profitable through several innovative capital reduction techniques. Rapid return on investment was a prime factor in design. To facilitate this, fast-track design and construction techniques were employed. The project is a seasonal 1.5 kt/d (1 700 stpd) crush/agglomerate heap leach plant using both clay and plastic leach pads. Construction and startup were achieved through cooperative arrangements between local contractors and in-house construction personnel, with few items put out to bid. An interactive approach to design minimized lost time and construction costs.

The term kaolin is used here, in a commercial sense, for near- white clay deposits which are dominantly comprised of the mineral kaolinite, or for products refined from such deposits. The term "china clay" has been used in the past as a synonym for kaolin, a reference to its first being mined some 3000 years ago at a hill near Jauchau Fu, Jiangxi Province, China as a porcelain raw material. The name kaolin was derived from the Chinese Kauling, which means high ridge. For most modem industrial applications kaolin must be extensively refined and processed from the crude state to enhance whiteness, purity, and other important commercial characteristics. After such processing, kaolin ranks as one of the most valuable of industrial clays, and it is used to some extent in most manufactured consumer products. In 1991, the United States alone produced kaolin valued at $1,072,366,000. It is applied very widely as a pigment, filler, coater, extender, ceramic raw material, catalyst base, electrical insulator, and pharmaceutical. Some more prominent uses include paper filling and coating; paint, plastic, adhesive, and ink pigment; rubber reinforcing agent; ceramic raw material for porcelain, dinnerware, tile, and enamels; catalyst base for petroleum cracking and auto exhaust emission catalytic control devices; cosmetics base; and digestive coating remedy. Those properties of kaolin clay which make it suited to these applications are related to its physical, optical, mineralogical, and chemical nature.

After recalling the principles underlying fire-damp flow in coal and the essential part played by permeability (Darcy's law) in the intensity of flow, a few theoretical and experimental results showing the possible causes and range of variation of coal seam permeability are presented. The study of firedamp flow into gate roads and of residual gas concentrations in coals as a function of the gate road distance, shows that, in French mines, coal seams in a virgin zone have a very low permeability, but they become permeable when destressed by mine workings, in particular overlying workings. This is the case not only in the fractured zone round a mine excavation in which the gas is released, but also beyond the limit of the zone degassed by the excavation. In the floor of flat seams, upward boreholes can be used for predegassing seams that have been relaxed but not degassed, as the result of an overlying coal face. In this respect we shall describe the predrainage experiment carried out in the Marienau district of the Lorraine coalfield. Predrainage can contribute considerably to the reduction of methane emission in the ventilation of newly opened longwall faces. But to be efficient and useful predrainage should meet certain conditions.

"Ontario and Quebec taxpayers will have to dig deeper into their pockets to pay more tax, according to budget papers tabled in these provinces in May 1993. Individuals will be hardest hit, but corporations will also have to ante up in the face of higher rates, reduced deductions, and new taxes.Up, up, and away...Somewhere in the bleak picture of the 1993 Quebec and Ontario budgets, there is a bit of good news for the mining industry.Careful scrutiny reveals:• Ontario will correct a capital tax provision which inadvertently penalizes flow through share issuers;• Quebec's flow-through incentives will be extended to December 31, 1995; and • both Quebec and Ontario will allow deductions for mine site reclamation payments.The industry may also find some comfort in the fact that Ontario's new corporate minimum tax will be profit-based (unlike the federal minimum tax), so that non-producers should not face a liability for this tax. There is some concern though, about Quebec's announcement that the refundable credit mechanism in the Mining Duties Act will be reviewed."

Many articles have been written describing peculiar and particular types of drilling. Little correlation has been made between the character of ground to be drilled and sampled and the type of drilling most desirable for procuring satisfactory samples. In development work, the engineer and metallurgist often desire the recovery of a sample in as physically natural a condition as possible, particularly when the sample must provide material for process tests as well as chemical and physical analyses. This paper describes the results of experimentation in drilling unconsoli-dated materials carrying titanium minerals in the Magnet Cove area, Ark. The drilling was most difficult in that the ground varied much in consistency, and it was vitally necessary to recover a physically natural sample. Ordinary churn drilling recovered a sample that could be analyzed chemically, but the sample was not in its natural state. The problem was successfully solved by utilizing and further developing methods used in the oil and clay industries. In the Magnet Cove area of Hot Spring County, Ark., the titanium minerals include rutile, brookite, ana- tase, leucoxene, and others. They occur in soil, clays, and altered rocks adjacent to novaculite in contact meta-morphic deposits. In preparing titanium minerals for use in the industry, it is necessary to know the physical characteristics of the ore. Also it is believed that the particular physical character of the titanium mineral used is just as important as the chemical character. Brookite and rutile, for example, are the same chemically but differ in crystalline structure. In preparing titanium minerals for market, beneficia-tion is necessary. For the millman to make a satisfactory laboratory test, the sample he uses must be as nearly of the same physical character as he would have from mine run ore. In the past at Magnet Cove, churn drilling had been done on the properties, and assays of total titania had been obtained. It was found, however, that the total titania was indicative merely of the presence of titania but did not tell the metallurgist the character of the material or even give him the slightest indication of what he might expect to recover. When the Bureau of Mines entered the field in the winter of 1947 and 1948, it was therefore necessary that a natural sample be recovered. LIMITATlONS IN ORDINARY PRACTICE The churn drilling that had previously been done had shown that the occurrence of titanium-bearing mineral was somewhat widespread. The samples were, however, completely beaten up and in a finely powdered state. The minerals had been slimed, and such ore dressing tests as were made from the churn-drill samples were found to be worthless. Test pitting and outcrop sampling had provided satisfactory samples of surface ore but did not represent the entire ore body. A quantity of rutile had been produced from the surface residual concentrations in the westerly part of the cove, but production ran into metallurgical trouble as depth was attained. Representative deep samples upon which ore dressing research might depend were needed.

From 1980 to February 1991 the Rosebery concentrator purchased ore from Aberfoyle's Que River Mine. Following the termination of the contract the concentrator reverted to treating Rosebery ore alone. Since that time it has become apparent that the circuit configuration employed was no longer optimum for zinc metallurgy. The circuit was designed to treat a difficult, slow floating sphalerite; however, the opposite was now found to be true. The sphalerite is fast floating and the circuit was cumbersome. During 1992 extensive circuit changes led to the provision of a simple open circuit flow sheet. The circuit is now easier for operators to understand and lends itself to improvements in process control. Middlings streams have been minimised, which produces a far more stable circuit. Significantly, it must be noted that the key to achieving potential results must lie in reducing variations within the process. A significant ore characterisation program has been undertaken, providing an insight into the metallurgical compatability of the ore to be mined. Using the information collected in this program, metallurgical recoveries and grades can now be predicted with a geater accuracy. Ore characterisation data suggests that an improvement from a 54 per cent zinc concentrate to a 57 per cent zinc concentrate should be achievable. By understanding the size-by-size mineral assemblage, a strategy for concentrate grade improvement has been developed. The requirements of the customer must in all cases determine the quality of the product. Pasminco is a fully-integrated zinc producer and as such significant gains can result by tailoring the concentrates to suit the Smelters.

A simple field test for detecting the presence of germanium in rocks, coals, and flue dust has been developed by the Bureau of Mines. The method consists of dissolving germanium from the samples by either acid or fusion treatment methods, adding a few drops of hematein or phenylfluorone dye, and extracting the resulting colored complex with carbon tetrachloride. INTRODUCTION Germanium is obtained commercially as a byproduct of zinc production, as a coproduct of base-metal refining from germanium-bearing mineral, and as a recovered product from the ash of some coals. The growing use of germanium in the electronics industry has increased demand for this semiconducting metal to the extent that an intensive search for new sources of supply is necessary.

The New MetroRail City Project was completed in 2007 in Perth, Western Australia. The project included construction of two underground stations, twin bored rail tunnels of 1.4 km combined length and cut-and- cover tunnels and dive structures of about 1 km total length. It is the first major underground construction project within the Perth central business district (CBD). This paper provides an introduction to the project and describes the geology and hydrogeology of the area. Ground conditions varied significantly along the alignment from soft estuarine muds in an area of reclamation to very dense cemented sands and very stiff to hard clays. Deep foundations for the project extend down into the bedrock below the CBD, a Tertiary siltstone/sandstone. Key geotechnical hazards encountered during the project are discussed. The building protection methodology on the project is described, including damage assessment, condition surveys, monitoring and protection of key structures.

The amenability of column flotation for the beneficiation of fluorspar was investigated, and the overall performance of the column, flotation was compared to the performance of the existing conventional flotation cells at the plant. It was estab¬lished that improved grades and recoveries could be obtained by adopting column technology. Acidspar concentrates as¬saying 97% CaF2, suitable for HF manufacturing, can be produced by adopting two-stage column cleaning in place of multistage cleaning by conventional cells. Similarly, metspar concentrates assaying 90% CaF2, suitable for metallurgical applications, can be achieved in a single-stage cleaning by column flotation. This is an improvement over what is now being achieved using the existing conventional rougher and three-stage cleaning cells in the plant. The number of stages, i.e.,four in the acidspar circuit and four in the metspar circuit, including rougher stages, can be eliminated by adopting a three-column configuration. Thus, the cost of production, the complexity of the circuit and the power consumption can be effectively reduced with other attendant benefits.
