Currently there exist several explosive quantity-distance (Q-D) rules variously exercised by most countries to protect personnel and property against the effects of accidental explosions. These regulations apply to manufacture, transport and storage of explosive products. This paper reviews the technical basis behind these regulations, as they apply to commercial and military explosives. The characteristics of a blast wave and missiles issuing out of an explosion site and their role in determining the level of damage to a target are discussed. The need for further research on the effect of detonation of charges of non-standard geometry, and under confined conditions such as tunnels is discussed. The challenge in estimating the net quantity of explosives involved and calculation of its TNT-equivalency is also highlighted.

"In 1928, there were 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve.The following chart shows the trend of fatal accidents during the past six years:Of the 47 fatalities in 1928, 30 occurred in the drilling and producing division, 1 in the pipe line and transportation division, 14 in the refining division, and 2 in the sales and marketing division. A comparison of the number of fatalities in each division for 1927, and 1928, is given in the following table:3"

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

The resistance of yielding rockbolts to multiple impact loads was tested by means of a drop hammer. The methodology was based on the ASTM D7401-08 standard as well as the requirements specified for rockbolts by Luossavaara-Kiirunavaara Aktiebolag (LKAB – a Swedish mining company) and the Safety In Mines Research Advisory Committee of South Africa (project number GAP 423). During the tests, the loading force and bolt elongation were measured with a sampling frequency of fs = 19.2 kHz. In order to analyse the phenomena involved, the tests were recorded using two independent high-speed video cameras (600 and 1000 frames per second) and one thermal camera (128 frames per second). The tests demonstrated that all the samples transferred double the gravitational potential energy of Ep = 50.85 kJ from the impact load of mass m = 2825 kg and impact velocity of v = 6.0 m/s without failure. Damage to the bolt-resin contact in the upper anchoring zone of the bolt in the steel tube occurred after subsequent impacts. As a result, the macro-deformed bolt exhibits additional yield, and its operation following the shearing of the resin bond is similar to that of a ‘cone bolt’. Only one test resulted in damage to the threaded bolt rod-nut coupling, during the fourth impact; however, no damage to the bolt-resin contact zone was observed.

Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

IN the present century the coal and manufactured gas industries have been eclipsed in public interest by oil, natural gas, and hydro- electric energy, which have had the benefit of rapid development and novelty. I sometimes wish that our social- order were such that hydro power had been developed first, that the use of gas from coal had never been seriously considered, and that our domestic energy requirements were supplied by other fuels. Sup- pose the manufacture of gas from coal should then come on the scene at the present time with the current plight of the railroads, coal regions, and labor generally, presenting the fact that it could increase the amount of coal mined and shipped by the railroads by some 16,000,000 tons, and increase the coal used at existing u plants five times. Imagine the great public interest that would be manifested; it would supply the cooking and water-heating requirements of a community with a superior character of service at a cost to the customer approximately half that which had obtained previously. Would not such a situation be heralded as the salvation of our country and all help be given it?

This report presents the results of a Bureau of Mines study to identify clays found in several petroleum-reservoir rocks in the Tejon-Grapevine area, Kern County, Calif., and to determine the effect of water sensitivity of the clays on the permeability of the reservoir rocks. The clays in the porous rocks were examined in detail, and the clay-mineral types were identified by differential thermal analysis, X-ray diffraction, and optical and dye-staining methods. Fresh-water damage to the permeability of the oil-reservoir rocks was indicated by a study of 125 core samples from productive formations. The study indicated that, although clays were generally less than 5 percent of the reservoir rocks, they swelled in water, particularly fresh water, and nearly blocked the flow channels through which oil flows to the well, effectively reducing the permeability of the formations. The average permeability of rock decreased from 1,600 millidarcys in air to 620 millidarcys in salt water and 120 millidarcys in fresh water. The dominant clays in the oil-bearing sandstones were members of the montmorillonite group. They were associated with smaller quantities of clays found to be in the mica or illite group. None of the cores appeared to contain clays of the kaolinite group. In the lower section of the J.V. sandstone indications of what appeared to be the mineral sepiolite were noted.

The development of transportation systems for mined materials has historically been characterized by steadily increasing sizes in basic hauling units. This is especially true for open pit mines for which success is dependent upon the economical transportation of vast quantities of material. The depletion of high grade ore reserves has mandated a tremendous increase in the size and complexity of the ore haulage systems necessary for open pit mines, These increased demands were served by rail haulage systems in the early large open pit copper mines while later developed properties opted for the flexibility and lower initial costs of truck haulage. Now, we find the trucks being displaced as large overland belt conveyors tackle the problem of handling these ever larger quantities of low-grade ores with accompanying overburden ratios that can run as high as 10:1 or even 15:1. The basic development of large conveyors with shiftable sections and modular belts has generally taken place overseas, during the last few decades. The coal fields of central Europe proved an ideal testing ground for conveyor innovation because the low density and natural friability of the material created an ideal medium for transporting by belt conveyor. Now these proven ideas are being considered for and implemented into both the soft and hard rock mining industries of the United States.

"At the moment climatic conditions are a primary problem of the exploitation of copper ore. The efficiency of preventive actions in order to improve climatic conditions is connected with the knowledge of changing air in underground excavations. This article demonstrates the analysis of types of ventilation dams which are used in sealing abandoned areas on the maintenance of climatic working conditions in excavations has been conducted at the exploitation in Polish copper ore mines. INTRODUCTION The basis for mining activity performed by KGHM Polska Miedz S.A. is mining copper ores from the deposit lying at depths between 600 and 1,200 m below ground level. Activity has continued since 1963. The copper ore deposit is mined in ‘Lubin’, ‘Rudna’ and ‘Polkowice-Sieroszowice’ mines, where difficult climatic conditions occur. The major factor moulding the climatic conditions in headings is the original temperature of rocks, being the result of geological conditions of the lying of the deposit and the existing geothermal degree. In the faces of present opening-out and preparatory headings, driven from mining areas of ‘Rudna’ and ‘Polkowice-Sieroszowice’ mines in order to open out deeper parts of the deposit, the original temperature of rocks reaches 45°C. Excluding the original temperature of rocks, the following are additional factors affecting the deterioration in the climatic conditions: • thermal properties of deposit rocks, • employed room-and-pillar mining systems, which are characterised by a large surface of exposure of rocks, • using self-propelled mining machines with diesel drive, • a high concentration of mining works, • setting up high-power electrical equipment in headings, • complex structures of mine ventilation networks, • a limited number of ventilating shafts, • constantly longer air-transport routes, • a significant accumulation of water increasing the humidity of supplied air. According to the valid Polish provisions (§21, 2013), the primary criterion of assessment of a climatic hazard is the occurrence at a workstation in an underground mining heading of an equivalent climate temperature of more than 26°C, which temperature is determined according to the following dependence:"

Oil, coal, and gas account for approximately 80% of global primary energy, but only a portion of total airborne CO2 eq (approx. 35% at GWP20 to 65% at GWP100), even though they account for 95% of total measured CO2 emissions. The benefits of these energy sources, as well as their related costs, are not all incorporated in current energy policy discussions. Global greenhouse gas policies must include documented changes in measured airborne CO2 eq to avoid spending large amounts of public funds on ineffective or sub-optimal policies. The authors examined airborne CO2, which is less than half of emitted CO2, as well as reported CH4 emissions and the global warming potential of CH4 as published by the IPCC for coal and natural gas. The surprising conclusion is that surfaced-mined coal appears ‘better for the climate’ than the average natural gas, and all coal appears beneficial over LNG. Therefore, current CO2-only reduction policies and CO2 taxes are leading to unintended consequences and the switch from coal to natural gas, especially LNG, will not have the desired impact of reducing predicted future global warming; in fact, quite the contrary. A large portion of anthropogenic global warming is attributed by the IPCC and IEA to CH4, but it must be noted that CH4 emissions from natural sources and from agriculture account for approximately 40% and 25% of annual global CH4 emissions respectively. Energy accounts for about 20% of documented CH4 emissions. CO2 contributes only approximately 35% of annual airborne anthropogenic GHG emissions after accounting for CH4, over a 20-year horizon. At a 100-year horizon, the contribution of CO2 increases to approximately 60%. Energy policies that do not consider all GHG emissions along the entire value chain will lead to undesired economic and environmental distortions. All carbon taxation and CO2 pricing schemes are incorrect and need to be revised. At IPCC’s GWP20 an approximately 2%1 higher loss of CH4 across the value chain prior to combustion of natural gas versus coal will lead to ‘climate parity’ of coal with natural gas. According to public data, natural gas value chains have high CH4 and undocumented CO2 losses. On a global average, using only IEA-documented CH4 data, natural gas emits approximately 15% more CO2 eq than surface-mined coal, over a 20-year horizon. This difference will increase as the use of shale gas and LNG expands. Investors should support all energy systems in a manner that avoids an energy crisis, including intermittent renewable energy systems where they make sense. If CO2 emissions need to be reduced, one of the most effective ways would be to install ultra-supercritical power plants with CCUS technology. However, the undisputed benefits of increased CO2 concentrations in the atmosphere because of its promotion of photosynthesis and plant growth effects (fertilization) need to be considered in energy policy decisions as well. The authors suggest that future research and development should concentrate on reducing net emissions from fossil fuel power plants and providing cost-effective and reliable new conventional power generation capacity, utilizing clean coal and clean natural gas technology.

The adsorption of gold-thiourea complex onto a cation exchange resin, Amberlite 252, has been evaluated in a batch stirred reactor. The observed non equilibrium saturation capacity was 3.20 meg Au/g dry resin (620 kg/t) whereas the equilibrium ion exchange capacity was only 0.53 meq/g (103 kg/t). The enthalpy of adsorption was 4 -25 kJ/mole under equilibrium conditions and increased to 20-200 kJ/mole under non equilibrium conditions. Under non equilibrium conditions, the adsorption capacity of the resin decreased with increasing temperature and increasing thiourea concentration and increased with increasing gold concentration. This dependence of adsorption capacity on thiourea concentration and temperature may be a useful tool for elution of gold from the loaded resin. Scanning electron microscopy revealed evidence of deposition of elemental gold on the loaded resin under non equilibrium conditions. The proposed mechanism for "adsorption" of gold-thiourea complex onto this cation exchange resin consists of an ion exchange reaction followed by a reduction of the exchanged gold complex to elemental gold on the surface of the resin.

Recent litigation in Pennsylvania between three coal-mining companies and a private water company resulted in the payment by the coal companies of the equivalent of about $500,000 to buy a new water supply to replace that which had been damaged by acid drainage from strip mining. An investigation of the relevant facts indicates that the water could have been treated by spending about $40,000 on equipment and $15,000 yearly for chemicals, labor, and power until the contamination could be reduced about 80 pct. The water company's supply, furthermore, had deteriorated largely by reason of dry weather before stripping was begun by the coal companies. Payment to the water company should not have exceeded $300,000 and could have been as low as $100,000. Strip mining of coal is common in Pennsylvania. The most important objection to it in Pennsylvania is generally acid pollution of runoff water. An outline of the methods, therefore, that could be used to reduce such pollution, to compare acid-contaminated waters, and to treat such waters to make them satisfactory for public and industrial use is worth-while. The watershed of the West P~M Water Co. covers about 4.5 square miles, 20 miles west of Pittsburgh, and has two 90,000,000 gal reservoirs sup- plying about 1,300,000 gal daily for public and industrial use of which 450,000 gal daily are for two railroads. PRICES of quartz sold in the United States in 1938 ranged from $1.15 to $36,000 a ton. This startling variation was due simply to the differences between glass sand and rock - crystal, materials that are virtually the same in composition. It illustrates the complexities in qualities, uses, and values of industrial minerals. It is generally stated that mineral deposits are exhaustible resources which can never be replaced when depleted. This statement is no longer true with respect to certain industrial minerals now recovered in increasing quantities from that most inexhaustible of all sources of supply, the ocean. Salt has long been obtained from sea water, particularly on the Pacific Coast, and reference was made a year ago to the large bromine recovery plant at Wilmington, N. C. Now the Westvaco Chlorine Products Corp. is operating a large plant at Newark, Calif., having a capacity sufficient to recover daily from the ocean raw materials that will produce 60 tons of various magnesium products. Lime is used to precipitate the magnesia from salt-water bittern. The products are chiefly magnesium carbonate for chemical uses, periclase and other refractories, and oxychloride cement for flooring.

The DC arc plasma gasifier concept is currently under development at Mintek for testing the feasibility of producing syngas from waste coal fines and dry steam. The technology is intended for the valorisation of low-grade discard coals into market-quality syngas, which may then be used for largescale electrical power generation to address current grid supply challenges in South Africa. Other potential applications include feedstock for petro-chemical plants, fuel for transportation vehicles, domestic and industrial heating, and others. The proposed concept of a DC arc plasma gasifier was developed based on a plasma torch, metallurgical-based and entrained flow coal gasifiers. The principles of design and operation of the proposed gasifier are based on the concept of the Westinghouse Plasma Corporation (WPC) gasifier where the torches are substituted by graphite electrodes from which electric arc plasmas are generated. The DC section of the gasifier will be designed considering Mintek’s experience in the sealing of the furnace as carried out in the Mintek Thermal Magnesium Process. As part of the building blocks of a full conceptual design, the feasibility of the DC arc plasma gasifier was investigated through testing and modelling of its critical elements as proof of concept. The main activities of this work included pilot scale evaluation of the arc behaviour in the presence of dry steam, modelling of the temperature distribution within the reactor and explosibility studies on three different coal dust samples. A high purity electrolysis solution is essential for hydrometallurgical zinc winning processes. For this reason ferric iron containing compounds such as jarosite are precipitated as iron and impurity collector during the calcine leaching. Jarosite thus forms a chemical waste and creates environmental problems. This research contributes to the development of a wet jarosite treatment process, where less contaminated jarosite is produced which can act as an iron source. The present work studies jarosite precipitation kinetics and the uptake of zinc cations in batch and continuous experiments. The distribution coefficient for zinc in continuous experiments is constant for a wide ratio of zinc over ferric ions in the solution. Addition of NH, + ions in batch experiments accelerates the conversion rate equivalent to the driving force increment. Addition of 50,2-ions above the stoichiometric ratio increases the conversion rate less then could be expected from the increase in the estimated driving force. Zinc ions tend to retard the conversion rate. An increasing reaction temperature increases the conversion rate. Below 75 ?C the conversion rate approximates zero.
