There are well recognized procedures for determining the various tensile, fatigue, and other mechanical properties of the common structural materials. This makes it possible for engineers to design structures of various materials which have adequate initial strength to stand the stresses to which they are subjected in service. There is also considerable general information about protective measures suitable for protecting the usual structural materials from the effects of ordinary environments. However, often insufficient quantitative information is available on the combined effects of stress and corrosion to permit the designer satisfactorily to appraise the structure from the stress-corrosion standpoint. This situation is further complicated by the fact that the stresses causing stress¬corrosion failures are usually not the design stresses but rather the residual forming and assembly stresses which are generally of unknown magnitudes. Thus, tests which will rapidly evaluate the susceptibility of materials to stress-cor¬rosion failures are extremely useful. Of particular value are tests which can be applied to built-up structures as well as to simple specimens, since, as mentioned above, residual stresses often are caused by fabricating procedures and assembly operations. Preliminary separation of precious metals by flotation can offer a simplification of the conventional method of treatment of anode slimes. Laboratory flotation experiments show that rich gold and silver concentrate can be obtained with excellent recoveries. THE purpose of this paper is to present the results of an investigation into the possibilities of separating precious metals from anode slimes by selective flotation. The work was carried out at the State Research Institute in Helsinki, Finland. The sample of anode slimes tested was submitted by the Outo-kumpu Co. in Finland. In 1947 the average assay of filtered and dried anode slimes in the Outokumpu refinery in Pori was as follows: Au, 0.50 pct; Ag, 9.38 pct; Cu, 11.02 pct; Ni, 45.21 pct; Pb, 2.62 pct; Fe, 0.60 pct; Sn, 1.00 pct; Sb, 0.04 pct; As, 0.70 pct; Se, 4.33 pct; S, 2.32 pct; SO,, 2.17 pct; SiO2, 2.25 pct. The daily assay naturally varies considerably from the figures presented above. The present conventional method of treatment of anode slimes consists of the steps shown in the flowsheet in fig. 1. As seen from this simplified flowsheet, the present method of treatment involves many steps by which the components of the anode slimes are removed one after another until the main products, gold and silver, may be separated. Editor’s note. The following letter was sent to The Washington Post following the coal mining accidents in January that claimed the lives of 16 coal miners. The Sago Mine disaster in West Virginia and tragic deaths of 19 coal miners nationwide have reminded us that mining coal is still a hazardous occupation. The public outcry has already led to the passage of stronger mining regulations in West Virginia. Improved federal regulations will likely follow.

The paper presents a review of research in the area of explosible coal dust with respect to safety in the underground mining environment. Research over the last several decades has concentrated on generating dust clouds in small scale laboratory explosion chambers to study flammability limits and the physical and chemical variables which affect explosion propensity. The validity of this approach is discussed and the results obtained for a range of coal types compared.

The Regional Connector Transit Corridor (RCC) is the Los Angeles Metro area's ambitious light rail project, running under the city's main thoroughfares, Flower and 2nd streets. When com- pleted, it will alleviate traffic and parking congestion downtown, while connecting thousands of residents living in the bedroom communities of Inland Empire and Long Beach to their jobs there. The rail line of 1.9 mi (3 km), which involves a $1.756 billion (€1.545 billion) budget to construct the under- ground rail line, including three new stations. They are the Grand Av Arts/Bunker Hill station at 2nd and Hope streets, Historic Broadway Station at 2nd Street and Broadway, and Little Tokyo/Arts District Station at 1st Street and Central Avenue, which will offer riders their first "one seat/one fare" ride option from Azuza to Long Beach. Regional Connector Constructors JV is led by Skanska USA Civil West California District Inc. (Skanska), in partnership with Traylor Bros., Inc. (Traylor), to deliver RCC to the Los Angeles County Metropolitan Trans- portation Authority (Metro). PB&A was the structural engineer of record (SEOR) responsible to design the shoring systems for the Grand Av Arts/Bunker Hill Station at 2nd and Hope streets, and Historic Broadway Station at 2nd Street and Broadway. The temporary shoring design for Historic Broadway Station is the focus of this article, and why the project received special recognition as a runner up for DFI's 2021 Outstanding Project Award. Two main challenges are discussed in particular: design of the shoring system considering all construction stages, and design of an underpinning system where the Los Angeles Times Building (Times Building) protruded into the station footprint.

Induction times for a variety of minerals have been measured at a particle bed. Electrostatic repulsive forces between bubble and particle generally are of secondary importance in determining the hydrophobic state; nevertheless, the shortest induction times are measured at the isoelectric point of the solid. More importantly, the study shows that the film-rupture mechanism at a polished surface might be different from that at a particle bed. The induction time measured at a particle bed, besides being dependent on the surface chemistry of the system, shows a definite relationship to particle size and density. Theoretical analysis suggests that such a measured induction time at a particle bed should properly be defined as an attachment time which consists of the induction time and the film-displacement time. Thus one portion of the measured attachment time is the induction time, the time required to thin the water film between the particle surface and the gas bubble to a critical thickness so that rupture of the film takes place ('1)' The other portion of the measured attachment time is the time required for the film to be displaced to such an extent that the attachment is stabilized with respect to the upward motion of the bubble and the downward gravitational force acting on the particle ('2)' Further, the present study illustrates that '2 is related to the hydrophobic character of the surface, the rate of film displacement after rupture, the upward velocity of the captive bubble, and, most importantly, the particle size and density.

G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. At the meeting of the Board of Directors of this Institute on Feb. 16, 1915, the 14 members of the Board present unanimously elected Professor Kemp an Honorary Member. The nomination of Professor Kemp was signed by 21 members of the Institute, none of whom are members of the Board of Directors, and recited his qualifications for Honorary Membership in the following terms: Professor Kemp graduated from Amherst College in the class of 1881, and from the School of Mines, Columbia University, in the class of 1884. After serving as instructor in geology in Cornell University for a few years he was called back to Columbia as adjunct professor in 1891, was made full professor the following year, and has since filled that office with dignity and honor. Among the first to recognize they importance of igneous rocks in the formation of orebodies, his studies have contributed greatly to that increase of knowledge of economic geology in which the Transactions of the Institute has had an influential part, and he is recognized both abroad and in this country as one of the most distinguished scholars in geology which America has produced. This recognition is evident in the honorary degrees of Sc. D. conferred on him by Amherst College in 1906, and LL. D. conferred by McGill University in 1913, as well as by election to membership in the National Academy of Sciences, and a corresponding member of the Academy of Sciences of. Christiania, and the Geological Society of. Stockholm. Professor Kemp was a Manager of the American Institute of Mining Engineers from 1896 to 1898, Vice-President from 1903 to 1904, a Director from 1905 to 1912, President and President of the Board of Directors in 1912, and Past President since that time. During these years he has labored loyally for the upbuilding of the Institute, serving on many committees, as well as in the offices enumerated. He has also served as President of the American Association for the Advancement of Science, the New York Academy of Sciences, and on the governing board of the Geological Society of America and the New York Botanical Gardens. His service is not confined, however, to these labors for the good of the profession and his contributions to exact knowledge of geology. In his almost 25 years as a professor in Columbia University there have come under his influence a great group of young men in whom he has inspired unflagging zeal in the search for truth, and to whom he has set an example of unselfish service. The value of such a service cannot be overestimated and in electing him to Honorary Membership the Institute would officially recognize the measure of appreciation which his professional colleagues have long accorded to him.

CONSIDERABLE progress has been made during the last few years in analyzing the action of plastic deformation in metallic crystals. This is due largely to the development of X-ray spectrographic methods for studying changes in the orientation of single crystals, or of conglomerates, as they occur during the process of plastic deformation, but partly to the widespread knowledge of suitable technique for preparing large (single or variously combined) crystals for direct crystallographic observation under stress or in various conditions of strain. These two methods of studying changes in the crystalline structure of metals may of course be used in conjunction with features of mutual support, but unfortunately the advantage of direct crystallographic observation is lost when we proceed to the study of severely cold-worked structures, owing to the occurrence of real or apparent crystalline discontinuities which become more and more complicated as the amount of plastic action increases. Furthermore, the X-ray methods do not appear to be adequate, at least in their present stage of development, to fix definitely the character of structural alteration in the parent crystal lattice by plastic deformation. The principal question at issue concerns the nature of the crystalline particles that remain after plastic deformation. These are generally known in our American metallurgical literature as crystalline fragments,1 and they seem, indeed, to diffract as individuals causing the Hull pattern of a, severely cold-worked metal to resemble the pattern of a fine powder,2 with certain features of preferred orientation among the particles determined by the manner and intensity of cold working.

A mine planning system comprises all elements necessary to carry out the full range of mine planning activities from exploration to operations control. The application of computers as part of a mine planning system has great potential for increasing the efficiency and quality of mine planning and reducing its cost. The introduction of computers to mine planning in open cut coal mines has been hindered by the cost of processing the large databases associated with large coal deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/ mini-computers until recently have not had the capacity to store the volume of data or the processing capability required. Recent hardware developments have cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with open cut coal mine planning, incorporating them into a single system using a common database. The MINEMAP System is a hardware and software package tailored specifically for mine planning of open cut coal mines and is an example of such a system.

PURE metallic tantalum, from a practical standpoint, is one of the newer developments in the metal field. Although it was used as filament in incandescent lamps in 1906, only within the last five years has the metal been available in sufficient quantity and suitable form for more general application. In addition to corrosion-resisting properties and high melting point, the metal has an ability to withstand unusual amounts of cold working. It affords some striking demonstrations of block movement during plastic flow.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and, therefore, only assist in recalibrating the operators' vision when major deviations occur. An image analysis system was developed by IMC Fertilizer to improve the accuracy and precision of the composition estimation process. It still relies on the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. Background The search for a quick and inexpensive technique for estimating phosphate flotation stream composition continues. There have been attempts at using "wet chemistry," nuclearmagnetic resonance, neutron activation, X-ray diffraction and other techniques reported on in the past several years. None of these have yet found its permanent place in the flotation plants of the Florida phosphate industry. IMC attempted to use wet chemistry to provide 7.5-minute estimates of final concentrate insol and tailings BPL. This was aborted after 36 months of plant operation due to the high operating costs for chemicals and an operator. There was also no significant economic improvement in the plant's operation. Another factor was the necessity to limit these crude analyses to only a few process streams, which were insufficient to achieve improved plant operation.

Our everyday lives--everything we see or do-are organized and influenced by this versatile metal. Our industries, our farms, our homes, and our transportation-yes, our vocations and avocations, or luxuries and necessities-all are dependent upon smelting iron and making steel. Take away iron and steel and soon our vaunted civilization would revert to a primitive existence. These metals, often in crude forms, have been known for thousands of years. Down through the ages, until about one hundred years ago, steel was made laboriously, and at high est, in small batches. During those years, methods of manufacture did not change very much. Over long periods of time only warriors, royalty, and wealthy people could afford to use articles made of iron or steel. History has recorded that the nations which were expert in iron and steel manufacture, and had access to rich iron-ore deposits, were the leaders in war or in peaceful pursuits. At the end of the 18th century, thirteen struggling American colonies had broken not only the political shackles that bound them to Great Britain, but also many of the economic bonds. They had showed their skill, Yankee ingenuity, and energy by making iron and steel articles for their own use. After the Revolutionary War, more and more hardy American pioneers pushed westward through the Allegheny Mountain passes and down the rivers into the fertile Ohio River and Kentucky country. Demands for articles made of iron increased. The iron industry on the east coast grew and prospered. As this trend continued, iron industrialists moved their plants westward to be near the large deposits of high-grade coal in western Pennsylvania, eastern Ohio, and nothern West Virginia. They also desired to use the local iron ores and water resources of those areas. Blast furnaces and ironworks were built in the Pittsburgh, Youngstown, southern Ohio, and northern West Virginia districts. In 1810, the United States produced 53,908 gross tons of cast iron and 917 tons of steel. A novel process is being developed for metal recovery from waste electrical and electronic equipment involving a leach reactor coupled to an electrochemical reactor. Metals such as Ag, Au, Cu, Pb, Pd, Sn etc. are dissolved from shredded electronic scrap in an acidic aqueous chloride electrolyte by oxidising them with aqueous dissolved chlorine species. In the electrochemical reactor: (i) chlorine is generated at the anode for use as the oxidant in the leach reactor, and, simultaneously, (ii) at the cathode, the dissolved metals are electrodeposited from the leach solution. The extended Butler-Volmer equation was used to provide predictions of the electrode potential dependences of partial current densities and, hence, total current densities, current efficiencies and alloy compositions for acidic aqueous chloride electrolytes containing Ag(I), Au(III), Cu(II), Pb(II), Pd(IV) and Sn(IV) species, together with dissolved chlorine. With judicious choice of kinetic parameters, the predicted total current density ? electrode potential behaviour of such solutions was in good agreement with experimental data for a rotating Pt disc electrode. Reduction of dissolved chlorine at a Pt rotating disc electrode exhibited mass transport controlled behaviour, in agreement with Levich?s equation over the potential range 0.3-0.9 V (SHE). This could form the basis of a linear sensor, possibly using a microelectrode for measurement and control of the dissolved chlorine concentration in the efflux of leach reactors and inlet to electrowinning reactors in the envisaged process.
