Of all President Nixon's many legislative proposals, the one that will probably have the most far reaching effect on the mining industry will be the collecting of odds and ends of antipollution programs into the confines of a single independent Federal agency, the Environmental Protection Administration. In addition, the President is asking this Congress to approve shifting some policy and planning to the Commerce Department in an agency that will probably be known as the Oceanographic and Atmospheric Administration. This division will deal with ocean mining policy and future sources of minerals and metals.

This paper sets the scene for the Australian-Asian Pacific Course and Conference on Pyrometallurgy for complex materials and wastes. The relentless presence of competitiveness is rehearsed as the source of the current trends towards continuous improvement and benchmarking. While this might be expected to lead to more spending on pyrometallurgy, the opposite appears to be the case. The paper examines the reasons and suggests that we face an increasing challenge for selective developments that can lead to sustainable competitive advantage - both in mineral and in waste processing.

Modern mill design is a combination of many factors which permit the efficient production of a mineral concentrate from operating, maintenance, and capital requirements. In general, mills should be designed to use the largest possible equipment compatible with the requirements of the ore and the owner's operating philosophy. The paper discusses the major parts of concentrating mills, from primary crushing through comminution, both conventional and autogenous, and the production of a final concentrate. Features of various plants are compared and discussed in the light of operating practice and maintenance requirements.

Christmas Island contains large deposits of phosphate minerals varying from high-grade calcium-phosphate (apatite) to lower grade iron and'aluminium phosphate (crandallite/millisite). The surface material is dominantly C-grade (Fe/Al) phosphate profiling into B-grade, a variable mixture of C- and A-grade ores, before reaching the high A-grade phosphate (apatite) which overlies a limestone Karrenfeld Base formation. A-grade ore is the basic phosphate used for the manufacture of superphosphate and phosphoric acid, whilst B-grade contains amounts of iron and aluminium which are unacceptable for these acidulation processes. Research into methods of separating the finer iron and aluminium phosphates from the coarser calcium phosphates has led to the development of wash-screen processes enabling recovery of 50 to 60%, as A-grade phosphate. Developmental stages included laboratory investigations, mineralogical studies, pilot tests leading the initial 20 tph prototype production unit and the current 100 tph production wash/screen plant, commissioned early in 1970 at Christmas Island.

INTRODUCTION The increasing price of gold and silver over the past 10 years has caused increasing activity in the exploration, evaluation and development of precious metals projects. Many of these deposits are relatively low grade and short lived which makes them economically sensitive to the major project variables such as metal price, capital cost, operating cost and of course, tonnage and grade. These deposits often have a high variability (a coefficient of variation -- o/u -- of 2 to 5) and an intermixing of ore and waste, making ac- curate ore reserve estimation difficult, especially when using traditional estimation techniques. Often, the estimation errors are not the 10-20% that we see in base metal deposits, but the errors in grade and tonnage can be as high as 50%, which can obviously have a very substantial impact on project Recent developments in geostatistics when coupled with a sound geologic under- standing of the deposit can significantly improve reserve estimates of these variable precious metals deposits. Examples will be given of actual deposits where the traditional estimates were significantly different from the mining reality. An attempt will be made to explain the applicable geostatistical tools with a minimum of geostatistical jargon and without complicated formulas. The key to improving the reserve estimates is a clear understanding of the deposit geology and especially the structural controls, the use of local estimation techniques that recognize the intermixing of ore and waste and the effect of selective mining on recoverable reserves, and the use of a global reserve estimation technique to check the results of local estimation. Geologic Controls The vast majority of gold and silver deposits being mined or developed in the western United States would be classified as epithermal deposits. These are formed by hydrothermal fluids (hot water) flowing upward through the rocks and depositing the precious metals as the fluids cool or reach areas of lower pressure or favorable chemical sites. These environments are similar to present day hot springs-type environments with some deposits being clearly associated with surface hot springs such as the Homestake McLaughlin deposit in northern California. These hydrothermal deposits can occur in sedimentary rocks resulting in deposits such as those of the Carlin district or the Jerritt Canyon deposit or the hydrothermal systems can occur in volcanic rocks forming deposits such as Round Mountain, Manhattan or Paradise Peak. The mechanisms of formation were similar in either case with the solution flow controlled by geologic structure and precious metals deposited when the conditions of temperataure, pressure and chemical environment were favorable. The gold and silver hearing solutions travel through permeable faults and fracture systems depositing the metals along these channels. The grades are often highest in the central parts of these conduits (veins) with lower grades in the surrounding rocks. An understanding of the nature, distribution and orientation of these plumbing systems is important to a realistic reserve estimate. The point to be emphasized here is that, good, sound geology in the form of geologic mapping, logging of rotary chip samples and a few carefully logged core holes can signifi- cantly improve an ore reserve estimate.

PREPARATION CONTROL IN UNDERGROUND MINING Selective Mining According to district Depending upon the particular geographic loca- tion or seam characteristics, modern raw coal preparation practices can be used to obtain improved product quality and uniformity. Nevertheless, certain coal markets may require only marginal quality while others may require very high quality, and these objectives may be sought by commencing the preparation of coal underground at the "working face." Under- ground preparation involves choosing those portions of the seam which can be cleaned to satisfy predetermined market requirements involving ( 1 ) maintenance of uniformity in chemical quality, (2) elimination of removable impurities, (3) control of sizes and size ratios, and (4) control of moisture. The methods employed to attain these objectives vary widely with the (1 ) seam under development, (2) mining equipment available, and (3) changing trends in the consuming markets. When a mining property is opened and development progresses from one section to another, the (1) petrography of the coal in the seam does not remain uniform, (2) character of roof and floor are subject to change, and (3) character and prevalence of mineral impurities are subject to considerable variation. The quality of coal shipped to market from any mine depends upon intelligent foresight, planning, execution, and supervision. Mining becomes a highly technical art. The quality of coal as determined by chemical and petrographic analysis is without question one of the most important considerations in the development and life of any coal-mining property. Variations in such proper- ties as volatile matter, ash, sulfur, Btu content, and petrography are of considerable interest, and to a limited extent so are such properties as phosphorous content, free swelling index, plasticity, hardness, pressure formation during coking, and ash composition. The maximum and minimum specifications of these characteristics as established by competitive market conditions place definite limits on the marketability of a coal.

The leach solutions of waste of printed circuit boards (WPCB) may contain a wide range of base and precious metals with different concentrations due to heterogeneity of these wastes in composition. Therefore, selection of a suitable metal recovery method is of practical importance for downstream processing of pregnant leach solutions of WPCB. Sulphuric acid leaching of WPCB in the presence of a suitable oxidant is capable of dissolving base metals as well as precious metals such as silver. In this study, cementation of silver from sulphuric acid leach solutions of WPCB using metallic copper, aluminum and zinc was studied. The WPCB sample was assayed to have a silver content of 694 g/t. A synthetic leach solution containing 20 mg/L Ag in sulphuric acid solution (0.51 M H2SO4) was prepared based on the silver concentration in pregnant leach solutions of oxidative sulphuric acid leaching tests. Total sulphate concentration ([SO4 2-]T) was kept constant using sodium sulphate at 1 M. Metallic powders of copper (-850 +600 µm), aluminum (-425 +45 µm) and zinc (-45 µm) were used in the cementation tests. The effects of metal type (Cu, Al or Zn), dosage of metal powders (above the stoichiometric ratio by up to 2000-fold) and temperature (20-80°C) on the rate and extent of silver extraction from the solution was investigated. The effect of presence of copper on the cementation performance was also tested. Under suitable conditions high silver recoveries (>90%) was achieved using metallic copper and zinc while aluminum yielded the lowest silver recovery (i.e. 40% Ag). The kinetics of cementation by zinc was comparatively higher than that of other metals. Increasing the temperature was observed to significantly enhance both the rate and extent of silver cementation. SEM-EDS studies were performed to characterise the metallic powders after cementation.

IN 1933, the monetary metals were produced in a ratio of 6.7 oz. of silver to 1 oz. of gold, the lowest relatively for silver since the period from 1851 to 1865. At the beginning of that period, the virgin placers of California -and Australia began producing almost simultaneously; in consequence, there was an abrupt fall in the high silver side of the ratio that had prevailed through the centuries after America was discovered. The output from the Comstock and other silver-bearing lodes, located a decade after this influx of new gold began, soon restored the production ratio to its former proportion, that is, a relatively large weight of silver compared to gold.

Imbibition and waterflooding tests at reservoir conditions show that conventional tests at room conditions sometimes lead to recovery estimates that are too low. Core samples which are of intermediate wettability at normal test conditions may be strongly water-wet at reservoir conditions. This was found to be true for samples from two of three reservoirs investigated. For the other reservoir, less difference was observed between the wettability of samples at normal test conditions and at reservoir conditions. Samples which became more water-wet at reservoir temperature and pressure also water flooded more efficiently at reservoir conditions. These results show that core analysis tests on intermediate wettability samples should be performed at reservoir conditions to obtain representative data. INTRODUCTION Throughout the oil industry, core analysis tests normally are performed using refined oils and at room temperature and pressure. This procedure has always been subject to question because the possibility is generally recognized that the reservoir environment may influence displacement behavior. Burkhardt, et al,' have performed waterflood tests at reservoir conditions on East Texas cores. They found little difference between results obtained at reservoir conditions and results of conventional flooding tests at room conditions. As they pointed out, however, this situation might not be general since they obtained data on only one rock and crude-oil system. This paper presents data which demonstrate that it is sometimes necessary to perform core analysis tests in a simulated reservoir environment to properly represent the reservoir wettability and displacement characteristics. The work is specifically concerned with reservoirs which were thought to be of intermediate wettability on the basis of conventional test results at room conditions, i.e., core samples imbibed only small amounts of either oil or water and exhibited no decided preferential wettability characteristics. Tests were performed on cores from three such reservoirs to determine their behavior in the reservoir environment. lmbibition and waterflood tests were used to demonstrate the effect of reservoir environment on reservoir rock wettability and displacement characteristics. Results of tests performed at reservoir conditions were compared with results from conventional tests. Imbibition tests were performed on samples from all three reservoirs. Waterflood tests were performed on samples from only one reservoir. Fluid properties for the three reservoirs studied are shown in Table 1. Tests at reservoir conditions were performed using bottom-hole crude oil at reservoir temperature and pressure. The aqueous phase used in these tests was a synthetic brine approximating the reservoir brine composition. Conventional tests were performed at room conditions with refined oils and synthetic reservoir brine. The oil-to-water viscosity ratios were adjusted to the reservoir values. The cores used in all the tests were taken from the reservoirs using either brine alone or a bentonite-car-boxymethylcellulose mud without additives as coring fluids. Previous tests show that these fluids have no significant effect on the wettability of reservoir rock samples.1 The cores were preserved in brine at the wellsite to prevent wettability changes during shipment and storage. Wellsite imbibition tests have been performed on fresh samples from several reservoirs (including Reservoir A) and compared with later laboratory imbibition tests on samples preserved in brine. The comparison showed that the wettability of the preserved cores was the same as that of fresh, surfaced cores at the wellsite.2 IMBIBITION TESTS Conventional imbibition tests were performed on preserved cores using the apparatus and procedures described by Bobek, et al.2 A sketch of the apparatus for imbibition tests at reservoir conditions is shown in Fig. 1. Base and precious metal refineries often produce effluent solution and slurry streams containing between 50 mg/L and several grams per liter of base metals. Metals have historically been precipitated from these streams with lime to produce effluent streams at pH values between 8 and 9. This effluent treatment process generally does not remove alkali and alkali-earth metals or halides efficiently and with more stringent environmental legislation, more sophisticated effluent treatment plants must be considered which could for example incorporate sulphate removal with ultra-filtration, or the SavminTM process, followed by reverse osmosis for the removal of halides. The flowrates of effluents are often high and if base metals can be recovered before neutralization, the revenue generated from this stream can reduce the cost to produce clean water significantly, and in the case where high concentrations are disposed of, result in a profitable operation. As an add-on to an existing the plant the recovered metal is upgraded and recycled to the plant, but the production of a saleable metal can also be considered. Technology selection for metal recovery depends on the composition and flowrate of the effluent, but could incorporate resin-in¬pulp or other ion-exchange technology; precipitation as sulphides, hydroxides or carbonates; or solvent extraction. "There is an expanding interest in synthesizing high quality magnetic nanoparticles, most notably for biomedical applications. Different processing routes have been reported for the synthesis of magnetite and maghemite. However, some ambiguity remains on their precise chemistry, intermediates, and final products, due to the structural similarity of maghemite and magnetite, and the relative ease of redox transitions during synthesis. Here we present the results of TEM, x-ray and electron diffraction, and SQUID studies aimed at characterizing the products from two different reaction systems, thereby clarifying the reaction chemistry. The first system hydrolyzed aqueous FeCh and FeCb chlorides with ammonia in a micro fluidic reactor at ambient temperature; although the reaction product displayed a uniform distribution, it included non-magnetic goethite and lepidocrocite. If the aqueous solutions contained dissolved oxygen, there appeared to be extensive oxidation of Fe(II). The second system thermally decomposed iron (III) acetylacetonate in ether. In prior studies, oleylamine has been reported to serve as both a reducing agent and capping ligand to control particle characteristics; however, our studies revealed little reduction, with maghemite dominating the reaction products.IntroductionMagnetite and maghemite nanoparticles are co=only used in ferrofluids, in medical applications, and in drug delivery. Superparamagnetic properties, along with low cytotoxicity, colloid stability and bioactive molecule conjugation capability, make these nanomagnets ideal for both in-vitro and in-vivo biomedical applications [1]. One of the major constraints on widespread adoption of nanoparticles for these applications is the amount needed. Typical batch synthesis methods produce polydispersed nanoparticles, which require further size selection procedures to isolate the mono disperse nanoparticle population needed for many applications. In order to maximize the yield of usable particles from a synthesis operation, the reaction conditions must be closely controlled. This requires full knowledge of how the reaction conditions control the various aspects of nanoparticle growth. Many methods have been used to synthesize iron oxides, including sonochemical reactions, mechanochemical synthesis, hydrolysis and thermal decomposition. This work examines the latter two methods, focusing on oxidation and reduction of iron."

Stibiotantalite is a relatively rare mineral not commonly found in the major tin districts of the world, and its separation characteristics have not been documented adequately in the literature. The investigation described here has been carried out on a sample taken from a commercial tin concentrate containing a significant amount of stibiotantalite which would have to be substantially removed before the tin concentrate was smelted. The sample originated from Greenbushes, Western Australia. A mineralogical analysis was performed on the sample with the aid of the Frantz Isodynamic separator 1 and the results presented in Table 1. A screen analysis was also performed, and the results presented in Table 2. The minerals were found to be substantially liberated.

The paper reviews some characteristic features of feasibility studies and discusses the need for a wide scope at the pre-feasibility stage. The performance of recent Australian gold mines against the predictions contained in their respective feasibility studies is examined, resulting in a recommendation that feasibility studies need to be improved The advantages to be gained from having a feasibility study reviewed by an independent authority are discussed, and some of the reasons for using consultants are listed. Two examples of successful optimisations in the early stages of pre-development studies are described briefly and the benefits achieved are presented. The paper concludes that feasibility studies need improvement to enhance the confidence of investors in the mining industry.

Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

The perlite industry in the United States continued to undergo rapid change and increased competition last year as it did in 2002. U.S. production in 2004 was 510 kt (562,000 st),an increase following five consecutive years of decline (Table 1). Perlite is exported to Canada and to the Pacific Rim. These partially offset imports. Perlite imports from Greece to the eastern and Gulf Coasts of the United States declined by about 22 percent after reaching a record 240 kt (264,000 st) in 2003.But their market remains protected by high rail rates from western U.S. plants. Minor imports of perlite persist by Termolita from Mexico.

The mine plan for an underground longwall mine plan usually requires a longwall panel conveyor that begins operation at its maximum length and gradually shortens over the life of the panel. Current mine plans around the United States require initial panel conveyor lengths of up to 4500 m (15,000 ft) and capacities of up to 3.2 kt/h (3500 stph). Because these conveyors are constantly being moved from panel to panel, their components must be as compact and light as possible, and the design must be flexible enough to be modified as new terrain and conditions are met. In the past, when drive horsepowers or belt tensions were exceeded due to conveyor length, a new flight would be added, including additional belt storage units. In some cases, this led to as many as three flights installed in a single longwall panel. As the longwall retreated through each flight, mining was required to stop during removal of the drives and storage units. This sometimes meant several days of lost production. Intermediate drive technology was developed to eliminate this excessive downtime and still keep conveyor belts, motors, pulleys and other components as small as possible. With intermediate drives placed along the carrying side of the conveyor, belt and motor sizes are kept as small as possible, and only one storage unit is needed. Most importantly, as the longwall retreats through a booster drive station, it can generally be removed in a regular downtime slot and no additional production time is lost.

"Bioleaching offers a potential approach for recovery of rare earth elements (REE) from recyclable materials, such as fluorescent lamp phosphors or degraded industrial catalysts. Microorganisms were enriched from REE-containing ores and recyclable materials with the goal of identifying strains capable of extracting REE from solid materials. Over 100 heterotrophic microorganisms were isolated and screened for their ability to produce organic acids capable of leaching REE. The ten most promising isolates were most closely related to Pseudomonas, Acinetobacter and Talaromyces. Of the acids produced, gluconic acid appeared to be the most effective at leaching REE (yttrium, lanthanum, cerium, europium, and terbium) from retorted phosphor powders (RPP), fluidized cracking catalyst (FCC), and europium-doped yttrium oxide (YOEu). The Acinetobacter isolate, BH1, was the most capable strain and able to leach 33% of the total REE content from the FCC material. These results support the continuing evaluation of gluconic acid-producing microbes for large-scale REE recovery from recyclable materials.INTRODUCTIONAn enhanced recovery, substitute, reuse or recycle paradigm is important for balancing the supply and demand of critical materials (DOE, 2011). The recovery of rare earth elements (REE) from recyclable materials is an important component in this model. REE are used in a variety of modern products. For example, neodymium, europium, terbium, dysprosium, and yttrium are important for applications such as permanent magnets, lamp phosphors, rechargeable batteries, etc. (Binnemans, Jones, Blanpain, Van Gerven, Yang, Walton, & Buchert, 2013; DOE, 2011; Graedel, Harper, Nassar, & Reck, 2013). Cerium and lanthanum are used in glass polishers and additives in fluidized cracking catalysts (FCC)."

This paper describes a design process for piled raft foundations supporting high-rise buildings. The design process comprises an initial stage of geotechnical site characterization using the results of investigation boreholes to prepare a subsurface model and derive geotechnical parameters for raft and pile design from empirical correlations. Following this a preliminary analysis is undertaken using a combination of elastic theory and allowances for non linear behaviour of the piled raft system to assess the viability of such a foundation system and any potential advantages of a piled raft over conventional fully piled foundation systems. Finally, a detailed analysis is undertaken using the GARP8 computer program. Case studies where this design process has been successfully used to design a more efficient piled raft system that has resulted in significant cost and time savings compared to conventional bored pile foundation options are also described.
