Successfully managing project development and construction has often been a challenge in the mining industry. This is reflected in the number of projects that have taken longer to build, exceeded their budgets and then struggled to achieve the performance targets so confidently predicted beforehand. This paper outlines the fundamental elements of project management necessary to deliver mining projects on time and on budget, and performing as originally intended. It looks at areas such as the study process, project planning, team selection and structure, project controls, types of contracts used and approaches to contract management.

"Northgate Patino Mines produces a copper concentrate assaying 22% Cu. Moisture content of the product averages 12.5% H20 when dewatering with conventional vacuum disk filters. Recent smelter contracts reflect higher energy costs and increased moisutre penalty charges. This situation forced Northgate to investigate possible alternatives such as rotary dryers and pressure filtration. After laboratory testing, it was found that pressure filtration could economically meet the smelter's requirements. Pilot plant testing was then undertaken and confirmed the laboratory test results. Based on these findings, a model I.S.F. 1500 x 28/22 I.R. In January 1981, a new contract was signed in which the penalty was raised to $1.10 per ton per unit over 8070 . This and the increasing truck and rail costs justified the change-over from vacuum to pressure filtration . The Lasta I.S .F. 1500 x 28/22 was then purchased and installed, and operation of the plant started in December 1981."

Traditionally mining and conservation have been regarded as opposing and mutually exclusive concepts of land use. Often problems are anticipated which cannot be substantiated by facts. In addition, an ill defined time-scale adds to potentially emotive issues. Examples from Australia and elsewhere are presented which illustrate the dynamic nature of the environment and accentuate sequence patterns in plant community development following natural and man-made disturbances. The mining industry generally appears to be aware of the environmental impact of mining and whilst endeavouring to minimise the disturbance, is still orientated towards maximum production.

The regulation of environmental management in the minerals and petroleum industries has been undergoing considerable change over the past decade. In recent years, there has been a distinct trend towards smaller government and increased environmental awareness. Current regulatory systems have generally neither responded to these trends nor effectively dealt with the demands placed on them. There is a need to develop a more effective means of providing assurance to Government and the community that its environmental objectives are being met. These means must also enable industry to have an effective environmental management process.

This paper introduces a practical methodology for analyzing vi¬bration records in view of improv¬ing blast designs and preempting anomalous vibrations. This technique, which is based on empirical data, uses a blasting-efficiency determinator (BED) as an indicator of vibration-energy transmission. The method was tested using data from a blasting event at an open-cast coal mine in the province of New Brunswick, Canada. The results derived from the BED values showed that geology and delay timing were probably the principal factors that induced high-intensity vibration propagation.

Oceana Gold CorporationÆs (OGC) Frasers underground (FRUG) transitioned into production in early 2008. The mine uses a relatively unique yielding pillars mining method that takes its lessons from empirical coal mining practices more so than hard rock techniques. Being a low-grade, flat-dipping resource hosted in the highly structured relatively weak Otago schist in central South Island in New Zealand, meant a number of iterations were undertaken to find the right mix of mining cost and resource extraction. Mining is on the down dip extension of the active Frasers open pit at the Macraes site (that extracts the full shear zone package at a head grade of 1.5 g/t). The challenges for the FRUG feasibility study team was to deliver an net present value (NPV) positive operation that would exist as a coproduct with OGCÆs other New Zealand operations, allowing it to make use of the high throughput low cost refractory ore treatment facility.Key factors in the successful project design were: Net capital costs kept to less than NZ$30 M by realising significant gold revenues from mine development from month four onwards. Virtually eliminating waste development by putting all key capital infrastructure in the low-grade ore adjacent to panels and maintaining the option of extracting this resource on retreat from the mine. Targeting a specific higher grade halo ore package within the entire mineralised shear zone. Applying a mining method that accepted a higher degree of dilution, ore loss and resource loss (in yielding and non-yielding pillars) to the flat-dipping resource. Thus providing an acceptable margin per tonne and resource tonnes mix, as the resource could not support a conventional low-cost caving operation, nor a higher cost room and pillar or open stope and backfill operation. 2008 has seen increasing tonnes and grade performance with a corresponding decrease in cost per tonne and cost per ounce as the mine has reached nominal capacity and is producing an operating surplus. The challenge will be to maintain and improve.

THE past year has been of unusual interest for industrial minerals. It is increasingly evident that requirements for these raw materials move with general economic trends. Thus, with a peak year in the construction, chemical and petroleum industries, the nonmetallic mineral industries have been brought into the complex maze of an economy in which military spending is in the billions and in which the national income and wholesale commodity prices reached new levels. Many industrial minerals are of first rank essentiality in the defense effort and its supporting industries, and since some of these are of limited supply and others dependent on imports, the problems of procurement, distribution and conservation of available supplies make a complicated pattern. Despite some drawbacks and weak spots, the industrial mineral industries have, in general, met the national situation with great credit and many new production records have been set. The general accomplishment in 1951 should be one of satisfaction with confidence for the future. Difficulties, unsolved problems and uncertainties should not obscure the general trend which many consider optimistic. Prices in the main have been upward, in line with the inflation spiral, but nonmetallics appear with some exceptions to be behind the general increases. Labor difficulties have not been serious throughout the year. Retarding influences in expansions and planning have been the uncertainty of the Korean and international situations and a lack of confidence by many in the government economic program and its ultimate impact on the economic structure. It must also be kept in mind that stockpiling, unless all-out war develops, reaches a level and then ceases to be a major sustaining factor in the mineral markets. In accordance with the Defense Production Act of 1950 various control agencies have been set up to establish the desired rate of stockpile acquisitions. The objectives are subject to change depending on availabilities and needs-military, industrial, and civilian. In some minerals there has been disagreement on actual stockpile requirements, and there is some feeling that the needs of defense might be better met if more funds went into the development of new sources of supply of scarce raw materials and more materials were released to industry at this time. Nonmetallic minerals on the strategic and critical list of the Munitions Board as of July 1951 were: Group I; asbestos, some types; bauxite, refractory grade; beryl; celestite; chromite, chemical and refractory grades; columbite; corundum; diamonds, industrial; fluorspar, acid grade; graphite, some types; kyanite; manganese ore, battery and chemical grades; mica, some types; quartz crystals; rare earths; sapphire and ruby; talc, steatite, block; and Group II; bauxite, abrasive; cryolite, natural; diamond dies; graphite, crystalline fines; iodine; mica, muscovite block, stained and lower; rutile; selenium; talc, steatite, ground; zirconium ore, zircon. Details on the current status of stockpiling inventories are not available. The Defense Minerals Exploration Administration has, since April, executed 39 contracts for the exploration of nonmetallic minerals, including twenty for mica, seven for beryl-mica, six for asbestos, three for sulphur and one each for monazite, steatite talc and fluorspar. Total value of these contracts came to $892,059, of which the Government's participation amounts to $689,247. Kaolin of the Georgia-south Carolina "Clay Belt" are used in a wide variety of filler and extender applications. Sane applications specifically require the performance enhancement delivered by incorporating kaolin into the product formulations. Other applications are less specific in requirements for an inert mineral filler. In order to be a feasible candidate for filling and extending, a mineral or mineral product must be generally inert (except where specific interaction with the filled medium is desired), inexpensive, easily handled and transported in a variety of forms, accessible to a broad segment of the desired market, and must exist in sufficiently large ore reserves as to assure production for many years. Of course, more precise requirements are necessary in specific applications of a prospective filler material.

Diesel Particulate Matter (DPM) is considered carcinogenic after prolonged exposure. With increasing use of diesel-powered mining equipment in underground mines, miner?s exposure to DPM has been increasing. Most studies on the issue has been DPM control measures with few studies on diesel exhaust propagation patterns after leaving the tailpipes. This study uses computational fluid dynamics (CFD) to investigate the airflow pattern in an underground metal/nonmetal mine for a single heading. Several high DPM concentration areas are identified in the study and common practices for compliance are suggested. Airflow and DPM distribution are compared between blowing and exhausting face ventilation systems. Suggestions are also provided for the protection of miners in the face area.

In recent decades the awareness of environmental issues by the general public has developed at an accelerat- ing rate. This is the result of a number of factors including more scientific knowledge of environments and of the impacts of modern society upon them, higher levels of education, the opportunity for people to travel more, and the success of the various communication media in bringing in- formation to the communities of the world about such environmental crises or threats as the smogs of Los Angeles and London, the Torrey Canyon and Santa Barbara oilspills, Minamata disease in Japan, the spread of the Crown of Thorns starfish, the disposal of toxic industrial wastes into the Upper Rhine, the discovery of high mercury and zinc contents in marine foods in southern Australian waters, and the proposal to mine limestone at Precipitous Bluff in Tasmania.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. Having worked as a consultant for most of his 40-year working life, mostly as a mineral property valuer, the author has seen many poor valuations. Most were valuations of exploration tenements where the selection of the rather subjective, but necessary, geological inputs raised the main concerns. Those valuations involving iron ore prospects raise particular problems due to the special characteristics of such deposits. Iron ore is more like an industrial mineral rather than precious or base metals and Reserves are determined not by a traditional cut-off grade but by customer specifications. This is intended to be an overview/keynote paper on the current state of the growing (yet consolidating) Australian Iron Ore industry. It has now moved beyond Western AustraliaÆs æPilbara Big TwoÆ of Rio/BHPB (with the emergence of the irrepressible FMG and Hancock Prospecting) to include the YilgarnÆs æMidwest ManyÆ (including US re-entrant Cleveland Cliffs through Portman) and projects in other States. Ore types have moved from haematite Brockman to martite-goethite Marra Mamba (including the RobeÆs mesas and below water table Yandicoogina CIDs) and magnetite ore types. There are DSOs and secondary process feed. Mineral valuers have to reflect today upon these and many other determinants of value when choosing the most appropriate methodologies to adopt when technically assessing and valuing exploration tenements containing iron ore. Set against a frame work of the JORC Code (2004) and VALMIN Code (2005), the general valuation issues involved in using the cost methods (eg multiple of exploration expenditure), market methods (eg comparable sales, rules-of-thumb and joint venture terms) and income methods (eg synthetic discounted cash flow (DCF)/net present value (NPV) modelling) are discussed. Relevant factors when valuing iron ore properties are discussed, eg ore type, lump/fines ratio, stripping ratio, water table, impurities and grade, particularly the JORC confidence category of the identified mineralisation. Remoteness and access to existing rail infrastructure is a key consideration.

Most modern buildings involve the construction of a basement, often of several levels, to maximize the floor area ratio. The basement walls are generally designed for excavation retention purposes only, and are infrequently considered as elements which can help to support the structural loads from the superstructure. However, the basement walls can provide substantial stiffness and resistance to structural loads, and may contribute to the overall foundation capacity and stiffness. This paper presents a simplified approach to approximate the overall foundation capacity and stiffness considering the various components of the foundation system, including the foundation piles, the basement floor slab, the basement walls and interaction between each foundation component. The effect of the basement walls in enhancing the foundation stiffness values is examined by reference to the results of finite element analyses which consider a foundation subjected to vertical, horizontal and moment loadings. The approximate approach is found to give results that are adequate for a preliminary assessment of the effects of basement walls on the overall foundation response, without the need for detailed three-dimensional finite element analyses.

An experimental study of the particle charac¬teristics of the magnesium carbonate crystals formed by the reaction between magnesium chloride and sodium bicarbon¬ate at different temperatures is described. The rate of growth of magnesium carbonate crystals for any constant tempera¬ture is established, and this rate of growth is related to the degree of supersaturation at the given temperature. The activation energy calculated using empirical constants de¬rived from the relationship between the crystal growth rate and supersaturation, is indicative of a surface-reaction mechanism.

Inco is currently implementjng a Sulfur Dioxide Abatement Program designed to reduce SO2 emissions from the smelter by 60% in 1994. The new flowsheet includes new equipment for the oxygen flash smelting of Cu-Ni concentrates and for flash conversion of chalcocite. Oxygen smelting and converting technology will lead to a substantial decrease in use of fossil fuels and to generation of high strength S02 off gases suitable for efficient fixation in a new acid plant.
