(communication to the Secretary*).-The paper by Mr. Haas will no doubt be followed with considerable interest, as it covers the power-plant problem in quite a comprehensive way, including not only the usual operating costs but also the fixed charges on the investment, and for load factors ranging all the way from 25 to 100 per cent. and fuel oil ranging from $1.25 to $2 per barrel. The very fact, however, that his paper does cover such a wide range of conditions, makes it the more imperative that any conclusion drawn from his analysis be very carefully considered for any specific case, for in making such analysis the type of prime mover and size must be selected for some one condition which might not be the proper selection had some other condition been assumed as the basic one, resulting in an unfavorable comparison under all conditions except that condition assumed. The Mt Leyshon Gold Mine is located 30 kilometres south of Charters Towers in Northern Queensland. The current open cut mine has been in operation since 1986. In 1992 a feasibility study was completed that recommended an increase in production to over 240 000 ounces of gold per year. This proposal required an upgrade of the processing plant to five million tonnes per year, and an enlarged mining fleet to provide additional ore, and to meet the increased waste removal requirements. The implementation of the mine expansion program during 1993 required the Life of Mine plan to be extensively revised. This required the assessment and management of potential risks associated with the mine design. The updated geological model using the 1992 drilling results along with the actual contract mining and processing costs were used to establish a series of nested optimised pit shells. The total and incremental quantities and costs were then analysed to determine a suitable pit perimeter. The pit and phase plans were then created and used to devise a staged development plan. The block layout plans for each bench were then established from which a detailed life of mine production schedule was created.

An analysts of mining investment from the point of view of financial optimization is presented. The method uses differential equations to describe financial performance rather than the more usual method of modeling mine accounts from year to year. The analysis shows there is a optimum mine life that can be easily determined if certain simplifications are made. Tables are given to facilitate computation of the optimum life.

The deformation of a discontinuous rock is a sum of individual translations, rotations, and strains of the component blocks. These produce opening and slip between blocks along the discontinuities. Rather than attempting to analyze such deformations with a mathematical model representing the geometric and stress/strain properties of all points, for the back-calculation of observed displacements we have produced a novel approach to solve the inverse problem. Using a field of displacement measurements and a map of the system of discontinuities, the method, determines the intrablock and interblock motions by a least squares formulation. In this brief paper we address only two- dimensional formulations. However, computer codes have also been developed for three dimensional problems.

The building of sanitary and storm drainage sewers in urban or environmentally sensitive areas often requires the use of tunnel construction procedures. While hydraulic considerations may require only small diameters, traditional tunneling techniques make small sizes the least economical. Current state-of-the-art techniques using highly mechanized systems of pipe jacking can provide cost effective solutions to the problems of construction of small size tunnels. The characteristics of mechanized pipe jacking allow rapid advances under difficult ground conditions. The basic pipe jacking cycle is used with a variety of excavation systems to permit the contractor to satisfy engineering as well as economic parameters. These characteristics and several of the systems available are outlined.

The usefulness of simulation as a technique for metallurgical process design and optimization studies has been greatly extended over the last few years by the development of a number of general purpose simulation packages. The packages, or simulators, all have the common objective of presenting the mathematical models and simulation methods in a form which is readily usable by plant engineers and metallurgists. To date, most simulators have been concerned with steady state simulation, but packages capable of dynamic simulation are now becoming available. The paper outlines the essential features of versatile steady state and dynamic simulators. Typical applications are presented by considering examples of design and optimization studies. Limitation on the use of simulators are also presented.

Ghana’s physiographic and geologic features are the basis for its long mining history. The Gold Coast colony has been a significant producer of gold. The gold of the Akan forest (Ghana) was a terminus for caravans that plied Saharan trade routes. Now it also produces significant quantities of manganese, bauxite, and diamonds In addition, the country produces kaolinite, silica for glass, salt, and both aggregate and dimensioned stone. Most secondary minerals are consumed locally but some amounts do find international markets. Ghana revised the mining laws and regulations in 1986. These revised laws dramatically increased gold production and improved the country’s economy. The success of these laws spawned imitators in other African states such as Cote d’Ivoire, Mali, and Burkina Faso. Representatives of these countries claim Ghana was their model. Environmental regulations exist but an intensive adversarial atmosphere is lacking. Ghana has also offered the mining industry incentives like accelerated depreciation rates and exemption from import duties on related supplies and capital equipment. The country has also pursued an aggressive policy to restore the nation’s business infrastructure.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

Copper and cobalt are generally electro-won from their aqueous sulphate solutions. After optimised leaching of their ores, concentrates or calcine bearing minerals, the leachate is clarified and suitably purified prior to the electrolytic extraction of the metal of pursuit (Pearcy, 2006). Solvent extraction (SX) using appropriate organic solvents and ion exchange (IX) with relevant resins are known purification processes used for copper and cobalt recovery (Stanely, 1970).As zeolites in general and natural zeolites in particular, demonstrate ion exchange properties (Korkuna et al., 2005), an attempt has been made to use Southern African natural clinoptilolite in the recovery of copper and cobalt from their aqueous sulphate solutions. Initially, synthetic Co and Cu solutions were prepared. Preceded by laboratory ore leachate, plant solutions are to be used. AAS, XRF, XRD, Mossbauer spectroscopy and BET were characterization techniques used. Natural clinoptilolite was used as-received as well as acid activated; and cobalt and copper extractions were performed at room temperature.

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferrosilicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker HillMine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

Despite enormous efforts over the last decades there are still many unanswered questions with respect to calculation and modeling of the blast process using appropriate physical laws. Most calculations of explosive charges of a blast design are based on experience, empirical observations or blasting theories with serious shortcomings. This paper presents a new theory for the design and calculation of a rock blast that is based on the momentum. It offers a clear-cut method for the calculation of blast processes. The theoretical results will be compared with on-site measurements by means of a newly developed strain sensor and further measuring equipment. The momentum theory helps better to explain physically the processes of a blast. On the basis of long-term statistical investigations a momentum balance can be carried out with the volume-based blasting momentum and the measurable momentum associated with the muckpile and the remaining rock mass. This type of consideration requires a complex procedure which includes the blastability of the rock masses. Realis tic strain measurements open a new interpretation possibility and judgment criteria for the most probable building damage, the dynamic impact on general types of buildings and also for the blast process itself. The blast-induced stress and the momentum generated could be back-calculated using a geophone profile and the strain sensor. The strain owing to a dynamic impact can be influenced by the changing of the drill-, blast- and shotfiring technique like the until now measured vibration velocity. In this way it is possible today to make a complex preparation, calculation and evaluation of blasts. The new techniques of measuring in connection with the momentum theory bring about an increase of the safety and a clearcut method of improving the blast processes. This procedure offers new possibilities for the precise calculation, simulation and modelling of blasts and resulting vibrations and leads to an increase of the safety as well as economic adaptation of the drill-, blast- and shotfiring techniques to a pre-determined blasting result.

Hydrocyclones are widely used in wet mineral classification applications and can be notoriously prone to wear. The methods currently used for quantifying hydrocyclone wear profiles are mostly twodimensional. In this paper it was attempted to quantify and monitor wear in three-dimensions, using a micro-CT scanner (Nikon XTH 225 ST). Hydrocyclone wear and, more specifically, spigot wear was investigated on a Multotec HC250 (Dc 250 mm, barrel diameter) hydrocyclone. The hydrocyclone is lined by a vulcanised natural rubber compound within a metal shell, with a thermosetting polyurethane spigot and vortex finder. Tests were conducted on the hydrocyclone in a pilot-scale recirculating test setup. The wear rate of the spigot was quantified by measuring the volume change within the spigot over 122 days in operation, using the micro-CT scanner. After 122 days in operation (recirculating feed materials) the wear in the hydrocyclone led to only a 13.67% loss of spigot volume. The relatively low wear rate could be related to the fact that material recirculation led to particle smoothing and a reduction in size, thereby decreasing the wear rate. This also shows the enormous influence that particle shape and size have on wear. The research was conducted with the support of Multotec, NECSA and the University of Pretoria. "INTRODUCTION AND SUMMARYDiscovery of these unusual fluorite deposits was brought to the attention of the Bureau of Mines late in 1951, shortly after the first locations were made. A brief investigation of the deposits by the Bureau revealed seven principal outcrops of fluorite in two areas. The smallest outcrop continuously exposes massive fluorite over an area 25 by 55 feet; the largest outcrop is a similar exposure 180 by 240 feet. The deposits, appear to be sharp-walled, low-angle, tabular ore bodies in granite and are at least 10 feet thick.The Bureau investigation of the deposits included bulldozer strip-trenching, drilling and blasting rock cuts, and channel sampling across three of the largest outcrops. This sampling indicated an average grade of 97.2 percent CaFp and 1.44 percent SiO2.Preliminary metallurgical tests on the ore indicate that it can be concentrated to acid-grade specifications by simple gravity methods. One laboratory test recovered 78.4 percent of the fluorite in a product containing 98.7 percent CaF2, 0.25 percent SiO2, and 0.10 percent Fe2O3."

This report by the Bureau of Mines, U.S. Department of the Interior, presents several practical and inexpensive types of rock mechanics instrumentation for ground control around longwall panels. Application of these critical parameters, determined by this instrumentation, to the design and modification of rational longwall-mining systems is also discussed. In order to design or select an optimum mine structure or system, realistic and precise values of the design parameters must be determined in operating mines by measuring (1) existing ground stresses, (2) mining induced load transfer, and (3) strata movements as well as deformation moduli and rock strengths. Based on these parameters, rational and realistic criteria for mine design can be established by conducting case studies. It was found that several basic design parameters can be easily measured or determined in situ with simple, inexpensive, and practical instruments such as hydraulic borehole pressure cells, automatic recording convergence meters, automatic recording multiple-anchor-point extensometers, and hydraulic pressure recorders.

INTRODUCTION The early history of the chloride process has been recorded in a chapter of a Bureau of Mines bulletin (9 by one of the inventors of a chloride process, Stewart Croasdale, who is famous for the Pohle- Croasdale Process. The earliest use of chlorine in metallurgy was in 1557 by Bartholome Medina. But apparently even earlier there was knowledge that salt could be used in gold and silver extraction because a treatise, de la Pyrotechnica, published in 1540 in Venice, asserted that silver could be obtained from its ores by a wet salt process. In 1609 a priest, Alonzo Barba, invented a process using a copper vessel and boiling a solution of salt to extract silver chloride ores. The copper vessel was, of course, one of the reactants. This led to the Kronke process introduced in Chile in 1860 which substituted cuprous chloride for the kettle. A major step was taken in Europe in the late 1700's to chloridize roasted silver ores in combination with amalgamation using iron to reduce the silver chloride. By 1843 the Augustan process was introduced. Ores were roasted with salt and leached with a saturated salt solution. The silver chlorides passed into solution from which silver was precipitated by copper. In 1848 sodium or calcium thiosulfate solution of silver chloride was suggested by Dr. John Percy, and the idea was applied in 1856 by Von Patera in Bohemia.

The application of computers to the control and study of mineral processing operations such as grinding, classification and flotation has created an interest in simulation studies of these operations with mathematical models. Evidence of this interest is confirmed by papers presented at the 1969 International Computer Application Symposium held concurrently with the Fall Meeting of the Society of Mining Engineers in Salt Lake City, September 17-19, 1969. Proceedings of this symposium, entitled A Decade of Digital Computing in the Mineral Industry. were edited by Alfred Weiss and published by SME. Two sections of this book are devoted to computer application and simulation of mineral processing operations. In the area of comminution, several papers were presented at the International Computer Symposium. The size-discretized batch grinding model was described, and its application to the simulation of batch grinding, locked-cycle grinding and closed circuit grinding were discussed1. Freeh, Horst and Kellner2 approached simulation using a steepest ascent parameter-fitting technique, while Schoner3 considered the dependence of the elements of the mill matrix and classifier matrix on operating conditions, especially the feed rate.

Rapid excavation includes rapid support and is the central theme of this paper. Over the last few years, enormous strides forward have been made in the excavation and material handling aspects of underground excavation. However, the technology necessary to support these rapidly created openings has lagged behind the other aspects. This paper would attempt to bring you up-to-date on the progress made in bringing ground support using shotcrete into the same productivity rates as the other cyclic operations. Shotcrete has become an acceptable material for temporary and permanent support for undergound openings. However, coarse aggregate shotcrete has been an expensive construction material. It has been confined in the main to difficult ground conditions where conventional methods of support have proved to be even slower and more expensive than shotcrete. There are two main factors influencing the productivity of shotcrete equipment. (1) Structural shotcrete as opposed to gunite requires 40% to 45% rock minus 3/4" in the mix design. Dr. Rossiter W. Raymond, Past President, Honorary Member, and Secretary Emeritus, died suddenly of heart failure at his home, 123 Henry St., Brooklyn, N. Y., on the evening of Tuesday, Dec. 31, 1918. -He is survived by his' wife and daughter. He was one of the founders of the Institute and its second President, his genius was the Institute's guiding spirit for 47 years. Dr. Raymond was one of the most versatile men of the day; an able mining engineer; brilliant professional writer; an editor of the first rank and an acknowledged authority on matters of literary style; a creator in the fields of fiction, children's stories, poetry and music; for more than 50 years the superintendent of Plymouth Church Sunday School. He will be revered by thousands as a loyal friend, generous giver, and admired colleague. His passing marks an epoch in mining and metallurgical literature. A memorial service will he held in the Auditorium of the-Institute Headquarters on Monday, Feb. 17, 1919, at 4.30 P.M.
