"The iron ore mines in the Lorraine region of north-eastern France cover a surface area of approximately 3,900 km2 and involve more than 150 cities. A total extraction method was usually used during exploitation, but this technique was sometimes replaced by the room and abandoned pillar technique when it was necessary to protect surface buildings and infrastructure. Rooms and abandoned pillars were initially designed to ensure long-term mine stability. However, this aim was not always reached and numerous collapses occurred in the Lorraine iron basin, either during production or several years after closure. Several subsidence events were identified during a period of one century; the most recent event occurred in 2012. Two groups of events were identified. The first group represents events characterized by sudden surface movement, and the second group includes event characterized by progressive subsidence.Numerous studies conducted during the last decade helped improve our understanding the origin mechanism of spontaneous or progressive (slow) events. These studies led to identifying long-term potentially unstable underground zones (hazard zones), particularly deep zones located under buildings and infrastructure. The latest are currently monitored by microseismic networks. A similar high requirement level is needed for unstable zones without taking into account the kinetics of the subsidence, which is very important for safety. Thus, GEODERIS initiated this study, primarily to acquire a better understanding of the kinetics of the progressive events group and identify the main parameters that could explain why some pillars zones developed a maximum amplitude subsidence on surface within a few hours or days, while it took several weeks to months for others. In practice, the results of this study will facilitate adapting the requirement level of microseismic monitoring system to the kinetics of pillar collapse.To retrieve the real kinetics for each event, historical and sparse documentation was used. Firstly, archives research was conducted, especially testimonies and newspaper articles published during the events. This work helped to gather useful information that sometimes contained a precise description of subsidence duration. The archives research helped to classify some progressive events according to the subsidence kinetics. Secondly, a diagnostic of geotechnical and geomechanical parameters of historic events was realized, combined with a cross analysis of the data. The analysis took into account dimensions of underground workings (e.g., pillar lengths, widths, heights, introduction of a “pillar shape factor”, and stress amount). An original expression was highlighted to connect the pillar geometry to the stress state. The kinetics expression was calibrated to classify the historic events taken into account according to the kinetics of movements. The kinetic criterion was applied to predict subsidence kinetics for the potential unstable zones currently monitored by a microseismic system."

The rocks of New Zealand can be grouped into three main elements: the Early to Mid Paleozoic Western Province, Late Paleozoic to Early Cretaceous Eastern Province, and several overlying Late Cretaceous to Cenozoic sedimentary basins. The Western and Eastern provinces were formed on or near the margin of Gondwanaland, whereas the Late Cretaceous to Cenozoic sedimentary basins developed after the separation of New Zealand from Gondwanaland in the Late Cretaceous.   The Early to Mid Paleozoic Western Province rocks are exposed in Nelson, Westland and Fiordland and include metamorphosed sandstone, mudstone, limestone, and volcanic rocks, intruded by granite batholiths and maficultramafic igneous complexes. The main associated mineral deposits are gold-quartz lodes hosted by Paleozoic greywacke and argillite. Other type of deposits present include: volcanogenic massive sulphide lead-zinc; vein and greisen tungsten and tin; and magmatic nickel-copper sulphide, platinum group element, and magnetiteilmenite deposits. Granite stocks and batholiths, intruded during the Cretaceous, have associated porphyry molybdenum deposits.   The Late Paleozoic to Early Cretaceous Eastern Province includes the greywacke rocks forming the axial ranges of the North and South islands, and a belt of schists in Marlborough, the Southern Alps and Otago. The schists host many shear-zone related, gold-quartz lodes and, in the Southern Alps, lenses of serpentinite with talcmagnesite and nephrite jade. Volcanogenic massive sulphide copper deposits and volcanogenic manganesechert deposits, occur in both the schist and greywacke, and a belt of Permian age ultramafic rocks (Dun Mountain Ophiolite) has associated copper, chromite and chrysotile asbestos deposits.   The Late Cretaceous to Cenozoic rocks are found in a number of sedimentary basins onshore and offshore of the North and South Islands. Many of these basins developed during the rifting of New Zealand from Gondwanaland in the Late Cretaceous. They contain New Zealand's economic petroleum, coal and limestone deposits. Uplift and erosion of the mountain ranges shed gold into rich placer deposits in the South Island.   From the Miocene, volcanic rocks feature prominently on the eastern South Island (e.g. Banks Peninsula southeast of Christchurch and the Otago Peninsula northeast of Dunedin) and northern North Island (Northland and Hauraki), and volcanism continues today in the Taupo Volcanic Zone. The North Island volcanic rocks have associated epithermal mineralisation, mainly gold and silver, but also copper, lead, zinc, mercury, and antimony, as well as deposits of sulphur, perlite, pumice and zeolite. Porphyry copper style mineralisation is associated with subvolcanic intrusive rocks. Erosion of the volcanic rocks has shed titanomagnetite onto the west coast of the North Island forming significant coastal placer deposits. Similarly, erosion of the Alpine schists in the South Island has resulted in placer ilmenite deposits on the coast of Westland.

THE section delegates assembled Monday morning with the incoming president, W. H. Bassett, in the chair and F. W. Bradley as vice-chairman. The secretary called the roll and urged the delegates to become familiar with the activities of the Institute. He explained the allotment of funds to local sections and the uses to which these funds may be put. He also announced plans for travel by Mr. Bassett and asked the delegates to confer with him as to meetings en route. An invitation was extended for all section delegates to attend the Directors' dinner Wednesday evening. He suggested that local sections hold a meeting once a year under the auspices of each division of the Institute. He further explained the system of choice of publications by members. The question of licensing of engineers was brought up, and the consensus of opinion among the membership was asked for. Because the matter is controversial, no official action has been taken and it was suggested that the' local and State sections act separately in this regard. A. B. Parsons, the assistant secretary, next spoke. In his remarks he indicated surprise that many prominent mining men still did not belong to the Institute, and urged that section delegates make up a list of such prospective members and send it in to the office for study by the New York staff. This paper presents a technique for representing and analyzing random motions and hazardous events in a computer simulated three-dimensional workplace, providing machine designers and safety analysts with a new technique to evaluate ways to reduce operator-machine interaction hazards. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. By simulating motions of an operator's random behavior and a machine's appendage, researchers can accurately identify hazards, and use that information to form safe designs for mining equipment appendage velocity. Validating the model provided improvements in the operator's optimal viewing area, work task- starting positions, and operator's motions for a more accurate random behavior. Preliminary simulation results provided (1) an interesting approach to research data gathering in that there was no need for live subjects and test sites and costs associated with experiments become insignificant and (2) that the model was versatile by showing it was capable of accurately mimicking the range collision forces versus speed, operators' size, and risk behaviors found in actual industrial situations and showed (I) that response time significantly affects the number of collisions experienced by the virtual subject and (2) that analysts must be discerning with the model and not read more From the databases than what the simulation model was designed to deliver. ABSTRACT: This paper contributes to the study of underground structures in argillaceous media, especially Tournemire argillites (Aveyron, France). The basic results obtained over six years in two experimental drifts at the Tournemire site are presented. In situ measurements cover drift wall temperature, humidity and convergence. Delayed convergence represents around 50-65% of the total measured convergence. Analysis of the measurements has shown that delayed convergence is explained by the viscoplastic behaviour of the argillaceous formations. Lemaitre’s rheological model has been extended to the orthotropic case, as Tournemire argillite is naturally anisotropic. The triaxial creep test results on samples at different orientations enabled the parameters of the Tournemire argillite to be identified in terms of orthotropic viscoplastic law. A plane deformation model, using this rheological law and the initial stress field in the site, was developed to interpret the convergence measurements in the drifts. The computed results match the measurements well, especially during the excavation phase. KEY WORDS: Argillite, convergence, time-dependent behaviour, creep, viscoplasticity, modelling. ZUSAMMENFASSUNG: Der vorliegende Artikel ist ein Beitrag zur Untersuchung der unterirdischen Strukturen tonhaltiger Milieus, insbesondere der Tongesteine von Tournemire (Aveyron, Frankreich). Die wichtigsten Ergebnisse, die in zwei Forschungsstrecken am Standort Tournemine über einen Beobachtungszeitraum von sechs Jahren zusammengetragen wurden, werden hier vorgestellt. Gemessen wurden in situ Temperatur, Feuchtigkeit und Streckenkonvergenz. Von der insgesamt gemessenen Konvergenz sind etwa 50 bis 65 % auf zeitlich verzögerte Konvergenz zurückzuführen. Die Auswertung aller Messungen hat ergeben, dass die zeitverzögerte Konvergenz mit dem viskos-plastischen Verhalten des Tonsteinmassivs zu erklären ist. Aufgrund der naturgemäßen Anisotropie des Tongesteins von Tournemine wurde das rheologische Modell von Lemaitre auf den orthotropen Fall ausgedehnt. Triaxiale Kriechversuche bei jeweils unterschiedlicher Ausrichtung dienten der Ermittlung der einzelnen Parameter des orthotropen, viskos-plastischen Gesetzes. Zur Auswertung der Konvergenzmessungen innerhalb der beiden Strecken wurde unter Beachtung dieses rheologischen Modells sowie des ursprünglichen Spannungszustands vor Ort ein flächiges Deformationsmodell entwickelt. Die Rechenergebnisse zeigen eine gute Übereinstimmung mit den Messungen, insbesondere während der Vortriebsphase. RESUME : Cet article est une contribution à l’étude des structures souterraines dans les milieux argileux, notamment les argilites de Tournemire (Aveyron, France). Les principaux résultats obtenus pendant six années, dans deux galeries d’expérimentation au site de Tournemire, sont présentés. Ces mesures portent sur la température, l’humidité et la convergence des parements des galeries. La convergence différée représente environ 50 à 65% de la convergence totale mesurée. L’analyse de l’ensemble des mesures a montré que la convergence différée est interprétée par le comportement viscoplastique du massif argileux. Etant donné que l’argilite de Tournemire est naturellement anisotrope, le modèle rhéologique de Lemaitre a été étendu au cas orthotrope. Les résultats des essais de fluage triaxial, sur des échantillons à différentes orientations, ont permis de déterminer les paramètres de la loi viscoplastique orthotrope. Un modèle en déformation plane, utilisant cette loi rhéologique et l’état de contrainte initiale dans le site, a été développé en vue d’interpréter les mesures de convergence dans les galeries. Les résultats des calculs sont en bon accord avec les mesures et plus particulièrement durant la phase de creusement. Sam Leber (General Electric Refractory Metals Laboratory)—I think that the authors should differentiate between the curved grains obtained by swaging and the crumpled grains produced by drawing. This can be seen most easily in the transverse sections of Fig. 2d, and is also apparent in Fig. 2c. This difference in structure indicates that the mode of deformation shou1d affect the texture, since the cylindrical texture should be maintained or even increased by the curved grains developed by swaging. Drawing, on the other hand, crumples the grains. This should convert the cylindrical texture into a normal fiber texture. This has been substantiated by a comparison of tungsten wires fabricated by similar drawing and swaging schedules. Although cylindrical textures have been detected in drawn iron wires, they were weak in comparison to tungsten wires which included swaging as part of the fabrication process. It should also be noted that large curved surfaces developed by swaging are concentric with the surface. The postulated (100) surface of these crystals would be confirmed by a (100) cylindrical texture, as was observed in tungsten. The preservalion of the (100) cylindrical texture by swaging would maintain the <100> direction in the radial position required for easy flow. This might provide a partial explanation for the decreased rate of work hardening observed in the swaged wire. J. F. Peck and D. A. Thomas (authors&apos; reply) — The authors appreciate Dr. Leber&apos;s comments on the differences in textures, microstructures, and properties of swaged and drawn wires. The evidence of the prominence and persistence of the cylindrical texture in swaged bee wires seems quite consistent with our microstructural observations and interpretations. We are presently engaged in further work to correlate the development of texture and micro-structure in drawn bee metals.

The three-dimensional finite element technique combined with the progressive failure approach was utilized to simulate stress distributions in a mine section which occur in response to a longwall mining operation. Due to the availability of the Cray supercomputer, a large-scale three-dimensional finite element model was developed for the analysis. The Hoek-Brown failure criterion, which describes a realistic behavior of rock masses, was used for the simulation of progressive failure. A comparison of calculated and monitored stresses in the mine has shown that the model gives a good representation of stresses in the mine structure.

The Bureau of Mines, as part of its goal to develop technology that can conserve domestic mineral resources investigated beneficiation methods for recovering phosphate minerals from two Southern Florida deposits with high magnesium content. Chemical analyses of sized fractions indicated that no coarse pebble concentrate could be produced from either deposit. Conventional fatty acid-fuel oil batch flotation tests on two phosphate samples, analyzing 6.8 and 8.5 pct P205, yielded concentrates containing 28.97 to 29.80 pct P20S at recoveries ranging from 72.4 to 76.9 pct of the flotation feed. The MgO content ranged from 1.20 to 1.36 pct. Bubbling S02 gas through an aqueous concentrate slurry, further reduced the MgO content of these phosphate concentrates to 0.5 and 0.8 pct, but with a concomitant loss in the phosphate recovery. Settling characteristics of slimes from both phosphate samples showed a slow settling rate, which is a typical characteristic of other slimes in the region.

Stirred milling of laterites offers possibilities for improving liberation and selective size reduction of soft nickel-bearing minerals in laterites. Batch grinding tests were performed in a Netzsch LME4 stirred mill on a siliceous goethitic (SG) nickel laterite sample (-2000 µm particle size) to evaluate the effect of operating conditions such as stirrer speed, grinding time, pH, solid content, water salinity and charge volume. The target was to produce a -38 µm fraction in the milling product with high nickel recovery and grade. Addition of dispersant (sodium hexametaphosphate) was also optimized with respect to the rheology of the slurry. In terms of stress intensity, the optimum grinding conditions for selective size reduction were: 1000 rpm, 50 per cent charge volume. At higher stress intensity (2000 rpm), Ni recovery in the -38 µm product was higher, but Ni grade was low, due to the breakage of the harder siliceous particles. Decreasing the yield stress by modifying slurry pH or adding dispersant improved the rheological properties of the pulp, but had no great influence on Ni upgrade in the fine product. Modifying water salinity by adding 2 M NaCl had also little effect. The breakage of the +38 µm particles in the feed determined Ni upgrade greatly. Ni grade in the -38 µm product decreased with grinding time, suggesting that the Ni-bearing minerals break first, while the harder siliceous minerals have a lower breakage rate. The breakage rates with respect to sample mass for Ni, Mg and Si indicate that: Mg > Ni > Mass > Si. The optimum grinding time for the highest Ni upgrade was 0.25 min. The Ni grade increased from 0.88 per cent to 1.35 per cent (upgrade 54 per cent), with 24 per cent Ni recovery. Keywords: fine grinding, stirred media mill, nickel laterite, slurry rheology

This paper discusses safety protocols for Kiewit Construction’s Level (3) project. The Level (3) project will cover a majority of the United States, and literally thousands of site operations will be conducted over a wide geographic area under challenging conditions; rivers, roads and other features, both from the surface and often for great and from boring pits. Developing a progressive safety plan for fast-track linear projects using micro-trenching and directional boring techniques requires significant investigation, planning and evaluation. Safety protocols for inner duct installation, to be accomplished with extensive use of directional boring is an essential part of the safety plan for network construction. In light of the shear volume of work and the geographical extent of this project, in many different types of terrain, this paper will identify approaches to safety applicable to fast-track linear projects, whether surface or underground-based. Establishing a safety culture into all aspects of this operation will improve productivity and cut unnecessary expenses. This new approach involves continual improvement and evaluation of hazard analyses, inspection procedures and training.

Typically, rougher molybdenite flotation and recovery from bulk copper/molybdenum concentrates involves the use of alkalisulfides, Nokes reagents, cyanides, oxidants, and/or thermal treatment to depress copper sulfide minerals. The bulk copper/molybdenum feed generally varies from 0.2% Mo to 1.0% Mo, and with traditional reagents the single-stage rougher flotation recovery of molybdenite varies between 40% and 90% at a concentrate grade of 5% to 10% Mo. With ozone conditioning for copper depression, however, improved separations appear to be possible, as demonstrated by tests with Cu/Mo concentrates from both the Phelps Dodge Morenci Operations and the Kennecott Copperton Operations. Single-stage rougher flotation after ozone conditioning can provide a molybdenum concentrate at a recovery of more than 90% and a rougher concentrate grade higher than 20% Mo in some cases. Subsequent cleaner flotation with additional ozone conditioning resuIts in relatively copper-free molybdenum concentrates containing as much as 52% Mo. Preliminary analysis indicates that, with a multistage ozone conditioning/fotation strategy, the process is technically and economically viable and should be suitable for industrial ap¬plication.

THIS paper reports a study of the reactivity of 950°F and 1650°F cokes as measured by relative rates of reduction of iron oxides at temperatures up to 2200°F. Previous work cited shows general acceptance of the theory that reduction by carbon is a gaseous reaction, and that kind and character of carbon as well as particle size have measurable effect on the velocity of reaction. As will be shown, the data obtained in this study con firm those conclusions. The work was not designed to examine iron oxide reduction equilibrium, but if reaction velocity be defined as the speed with which "a reaction tends to approach conditions of equilibrium," the data here presented may be considered as a study of reaction rates, and the relative degree of reduction to metallic iron as the measure of reactivity.

"INTRODUCTION The Bureau of Mines undertook exploration in the Torlingua district, Texas, during June 1943, at a time when the demand for mercury for war industries was considerably more than the anticipated domestic production. In view of the impressive past production of the mines and the favorable geologic conditions in several underdeveloped areas in the district, the investigation was considered of immediate importance.Prior to initiation of the exploratory program, a preliminary examination of the district was made in August 1942 by A. B. Needham, an engineer of the Bureau of Mines. This examination was followed by a comprehensive geological study by the Federal Geological Survey 3/ and further investigation the Bureau of Mines."

The pumice and pumicite review arrived too late for the June issue. Estimated domestic production of pumice and pumicite in 1992 was up compared with 1991, according to US Bureau of Mines statistics. The Bureau estimate of domestic production of 400 kt (440,000 st) for 1991 turned out to be 401 kt (442,000 st) of actual production, the lowest since 1989. In 1992, the estimated the value of pumice and pumicite sold or used in the United States was $11.6 million, up only $200,000 from the 1991 value. There was an increase in the mine, or mill, average price from the five-year low of $11.44/t ($10.37/st) in 1986 to $26.42/t ($23.96/st) in 1992. Estimated tonnage produced in 1992 was 439 kt (484,000 st). Apparent domestic consumption was 642 kt (707,000 st), up 135 kt (149,000 st) from 1991. Imports for consumption were estimated to be 215 kt (237,000 st) last year. Domestic production supplied 68% of the demand in 1992, with net imports supplying the remaining 32%. This compares with domestic production sup¬plying 53% and net imports supplying 47% of the apparent consumption in 1988. Exports were about 900 t/a (1000 stpy) for the period 1984 to 1988. In 1989, exports rose sevenfold to 7 kt (7700 st) and to 20 kt (22,000 st) in 1990. The Bureau of Mines reported that the amount of pumice and pumicite exported in 1992 was 12 kt (13,200 st). It is assumed that these exports were from the Pacific Coast because imports, mainly from Greece, continued to be a market factor on the East Coast and the Gulf Coast States in the United States.

In 1989, United States mine production of barite decreased 13% while world mine production decreased by 8.6%, according to the US Bureau of Mines. Consumption, sold or used by grinding plants, decreased by 21.2%. And imports decreased by 12.8%. The value of domestically produced barite, fob mine, increased 17.4%, according to the Bureau. The declared value cif US port of all imported crude barite during 1989 increased from $38.10/t ($34.56 per st) in 1988 to $40.27/t($36.54 per st). Nevada continued to be the leading producer of barite with 77% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 75% of the domestic mine production was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass, or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the nonoilfield sector. Of the total consumption used by grinding plants and chemical manufacturers, it is estimated that 80% was used in drilling fluids. The other 20% was used in the non-oilfield sector, including barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1989. The average number of rotary rigs operating was 869, 7.2% less than the average of 936 in 1988. Crude barite imports were down 12.8% from 1988. Imports accounted for 73.8% of the barite consumed (apparent) in the US. China continued to be the leading exporter of crude barite ore to the United States with 63% of total crude ore imports. India followed with 27.4%, Peru 4.3%, Chile 2.9%, and Canada and Mexico, each with 1.1 %. About 97% of the imported barite ore was used in the oilfield sector.

Catalyzed diesel particulate filters (CDPFs) are used for reducing diesel particulate matter (DPM) concentrations in underground mines. The U.S. Bureau of Mines is conducting research on how catalyzed diesel particulate filters perform. Two CDPFs, with two different catalysts, are used on vehicles in two mines. The CDPFs are periodically removed from service and evaluated in the laboratory to determine their DPM collection efficiency, regeneration temperature, and effects on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions. This report summarizes the results of the laboratory evaluation, and the mines&apos; experience with the CDPFs. Both CDPFs have operated over 2,000 h. One was evaluated after 1,646 h; its collection efficiency at one operating condition was 87.3 pct. After 2,135 h of operation it was removed from service because it was damaged. The second CDPF continues to be used after 2,328 h of service. The laboratory evaluation indicated its collection efficiency decreased after 1,584 h of use and its regeneration temperature increased from 405&apos; C to 420&apos; C. The mines&apos; experiences with the two CDPFs varied. While being used on mine vehicles, both CDPFs became plugged with DPM on a number of occasions because of insufficient regeneration. CDPFs are capable of lowering DPM concentrations in diesel exhaust. They can also lower emissions of CO and HC, depending on the type of catalyst used. In this study, the performance of the CDPFs changed with use. Recommendations are given in this report for proper use of CDPFs in mines.

"INTRODUCTION The Southern Cross district in Deer Lodge County, Mont., has been chiefly a gold producer. Most of the production has come from gold-bearing hematite-limonite ores. Some of these ores were mined and shipped to smelters for use as flux in smelting copper ores. A magnetite deposit in the Pomeroy property, containing no gold or other economic nonferrous minerals, was mined from 1921 to 1923, the ore being shipped to smelters for flux.The iron-bearing deposits in the Southern Cross area were examined by Bureau of Nines engineers/ on June 28, 1943, and October 14, 1943. As a result, a Bureau exploration project was recommended; it was conducted during 1944. A magnetometer survey was first made of the magnetite-bearing area at and in the vicinity of the Pomeroy property. Exploration by diamond core drilling was then conducted within this area, and in the Southern Cross and Hold Fast properties. The cyanide tailings dump at the Hold Fast mill was sampled by auger drilling.This report presents the data obtained by the Bureau of Mines exploration."

The author presents a history of the development of the Port of Long Beach from its beginning in 1905 to the present construction of a new bulk loading facility. In describing this new facility, emphasis is placed on such aspects as rail car and truck handling, gravity yard, rotary car dumping, bottom dumping, car dumping equipment, feeding and conveying, ship-loader-stockpiler, stockpiling and reclaim, dust control, and construction problems. Development of the Port of Long Beach, Calif. (see Fig. I), began in 1905. In that year private Long Beach interests acquired 800 acres of marshland in the Inner Harbor area and initiated a program of channel dredging and land reclamation. Efforts to establish a municipal port began a short time later and culminated in the opening of Pier 1 in 1911. An event of even greater significance to the port future also occurred in 1911. This was the tideland grant enactment by the state legislature that conveyed to the city of Long Beach all of the state&apos;s rights in the tidelands located within the city boundaries. The grant stipulated that all revenue produced from the tidelands be used for the development of navigation, commerce, and fisheries. During the next 15 years up to 1926, the port&apos;s commercial growth was steady, although relatively slow. During this period, several fundamental steps in the development of a major harbor were accomplished. These included the creation of the Board of Harbor Commissioners in 1917, the dredging of the Inner Harbor and entrance channel to accommodate deep draft vessels, and the correction of a serious silting problem through construction of the Los Angeles River Flood Control Channel. These efforts bore fruit during the ensuing 10 years in the establishment of more than $30,000,000 worth of industrial plants and private marine terminals in the Inner Harbor. Commerce over municipal wharves also increased more rapidly, and it became necessary to start the development of the harbor in a seaward direction. In 1936, oil was discovered in the harbor area, and the first Harbor Dept. well was brought in 2 years later. It soon became evident that the city of Long Beach would receive substantial revenue that, under the terms of the state grant of 1911, must be used in the development of the port. It was further realized that to properly guide and coordinate such development, a long range comprehensive plan was essential. The Board of Harbor Commissions contracted with G. F. Nicholson and J. F. Collins, consulting engineers, for the preparation of such a report that was completed in 1940. The Nicholson-Collins report proposed the development of an East Basin, between the entrance channel and the Los Angeles River, and a West Basin in the area now occupied by the Long Beach Naval Shipyard. Twenty full-size berths were to be provided in the East Basin and more than fifty berths in the West Basin. The report recommended extensive modern terminal facilities for handling waterborne cargo. Attention was given to improvement of the street and highway system to give better vehicular access and to avoid congestion within the port. To a large extent the recommendations of the Nicholson-Collins report were followed in the subsequent development of the East Basin. This development was greatly accelerated by World War 11, with its need for increased oil production and additional shipping facilities. The wartime and immediate postwar construction was largely concentrated on Pier A, with the development of Piers B, C and D following in more recent years. An important factor in the planning of these piers was their dual function as oil drilling sites and cargo piers. The Navy&apos;s acquisition of the West Basin area made it necessary to depart from the Nicholson-Collins plan and find other areas for future expansion. At the present time only one Inner Harbor Port-owned area having protected deep water frontage remains undeveloped. This is the property fronting on Channel 2 in the Inner Harbor acquired in December 1957, from Pacific Dock and Terminal Co. The growth of the port has been in a southerly direction since the construction of the Long Beach Naval Shipyard in the West Basin area. Recent extension of Piers F, G and J into the ocean follows typical port construction methods developed during the expansion of the Middle Harbor during the last 20 years.

This supplement has been prepared to furnish information on amendments to the regulations that were approved by acting secretary of the Interior on June 24, 1946, while this report was in the press. Page 14, item 2, and page 20, item 4, have been amended by the addition of the following footnote: "Pending the development of a satisfactory multiple-shot permissible blasting unit, a blasting unit of Type II, Class A, covered by Federal Specification WB 411, December 31, 1941 (with or without Amendment 2, June 16, 1945), may be used until Decem- ber 31, 1947. Should a satisfactory multiple-shot permissible unit be made available prior to that date, this interim approval may be terminated." Page 14, footnote / has been amended to read as follows: "The use of charges over 1-1/2 pounds and not exceeding 3 pounds is approved pending further investigation. The approval, which may be withdrawn at any time, expires December 31, 1947, unless renewed. For charges over 1-1/2 pounds, the following additional requirements must be observed: (1) Shot holes must be 6 feet or greater in length. (2) Explosives must be charged in a continuous train with no cartridges deliberately deformed or crushed, with all car- tridges in contact with each other, and with the end cartridges touching the rear of the hole and the stemming, respectively. (3) The permissible explosive must be one showing toxic gas omission that will place it in either Class A or Class B."
