THE Upper Mississippi Valley zinc-lead district covers an area of some 2000 sq ml located in the southwestern corner of Wisconsin, the north-western corner of Illinois and a portion of eastern Iowa around the city of Dubuque. Commercial deposits of lead and zinc have been mined in Iowa but the major discoveries during the past eight years have been made in Jo Daviess County, Ill, and LaFayette County, Wis. Activities in the state of Illinois are centered about the city of Galena, while those in Wisconsin are located a few miles south and west of the town of Shullsburg.

The study of the mechanical properties of geologic materials was initiated in the Mining Research Section of the Fuels and Mining Practice Division in 1951 as part of a fundamental study of ground stress in Canadian coal mines.1 Early in the investigation of the mechanical properties of geologic materials, however, it was realized that the test results are influenced by the rate and the duration of loading. For this reason, laboratory investigations2,3 were undertaken to study the effect of long-period uniaxial stress on the deformation and failure properties of these materials. A literature survey indicated that work on the time-dependent properties of geologic materials had been very limited in the past.

Retreat longwall method with re-use of gateroad has been traditionally employed in Japan, mainly because of the advantage of higher recovery. But the Miike Colliery has newly introduced the interpanel-pillar system to maximize the production efficiency. The Department of Mining, Kyushu University, in cooperation with the Miike Colliery and the Coal Mining Research Center (CMRC), has conducted research into the optimum design of interpanel-pillar, because this system may be adopted in other coal mines as well. Field measurements of the deformation of the gateroads and of stress distribution in the pillar show that the designed layout of the panel and pillar and the supporting system are proper from the viewpoints of gateroad maintenance and spontaneous combustion in the pillar.

The Santa Fe train station and passenger rail platform were constructed in the downtown district of Fort Madison, Iowa, over a century ago. This landmark building and rail platform were in need of major renovations and rehabilitation in order to restore the site to a functioning railway train station. A multitude of key players from various public and private parties were involved in the design and construction of this project site. Part of the project consisted of constructing the passenger platform. The original design included helical piles to provide foundational support for the platform. Challenges occurred during construction due to the presence of an obstruction in the form of a poured concrete slab in the immediate area where the helical piles were to be installed. The contractor worked with the engineer of record and other consulting parties to value engineer the helical pile design and utilize self- drilling micropiles as a replacement to the specified helical pile system.

The Bureau of Mines conducted a series of field tests to improve the understanding of the support interaction mechanics between fully grouted bolts and coal mine roofs and to help lay the foundation for improved design and evaluation techniques. Strain gauges were installed on 14 fully grouted bolts placed in shale roof rock at four mines in Colorado, Illinois, and Pennsylvania to determine how load was transferred between the bolts and the rock. The results of field tests on elastic bolt behavior compared well with previous laboratory work and numerical models. The field tests showed that the anchorage length of grouted bolts installed in shale was slightly longer than the anchorage length determined in laboratory tests conducted in concrete blocks. The field results produced more variability because of geological variations. Tests run past the yield point of the steel bolt indicate that the yield zone varies significantly and translates down the length of the bolt anywhere from 4 to 22 in.

During 1966, crushed stone production in the United States totaled just over 811 million tons valued at almost $1.2 billion. This represented in- creases of 4 % in tonnage and 5 % in value over that for 1965. Excluding the crushed stone used for agricultural and certain industrial purposes (cement, lime and flux), crushed stone mineral aggregate production totaled 616.3 million tons valued at almost $910 million, also up roughly 4% in tonnage and 5% in value over the 1965 figures. Limestone was by far the most widely used rock variety, followed by basalt, granite and sandstone in that order. Concrete aggregate and roadstone continued as the main uses for stone, accounting for 63% of all tonnage produced in 1966 and 60% of total stone value. Sand and gravel production in 1966 increased 3% over that for 1965. Total 1966 output was just in excess of 934 million tons valued at almost $985 million as compared with 908 million tons at $957 million for the previous year. Excluding the higher valued industrial sands, 903.2 million tons of sand and gravel valued at $891.6 million were used directly as mineral aggregates, representing a 2.9% increase in tonnage and a 2.4% increase in value over 1965.

THE presence of tellurium in copper and, by inference, in copper alloys, has been considered seriously detrimental and has been avoided. In particular, very small amounts of tellurium have been found to produce red-shortness, although the effects on cold-working and ordinary physical and mechanical properties have not been known so definitely. References in the literature are few, but as long ago as 1881, Egleston1 reported that 0.083 per cent tellurium in fire-refined copper rendered the copper red-short and therefore worthless for hot-rolling. In hot-rolling copper cakes containing this amount of tellurium, he found that fine cracks appeared in the cakes on the first pass through the rolls, the cracks opening further in successive passes. When cold, the metal was said to be tough and malleable. A few years ago, during the course of an investigation in our laboratory on copper-base alloys, it was found that tellurium-bearing alloys could be machined much more freely than similar alloys not containing tellurium. The study was pursued further in this direction, and considerable data were obtained, which indicated that certain tellurium-bearing alloys might have properties of commercial interest. The work eventually led to patent protection,2 a wide range of tellurium-bearing copper-base alloys being covered. This article presents results obtained on the effect of tellurium on the. mechanical properties of three copper-base alloys: commercial bronze (90 Cu, 10 Zn), 1.5 per cent tin bronze (98.5 Cu, 1.5 Sn), and silicon bronze (96 Cu, 3Si, 1 Zn).

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

Judging from the progress made in August 1989, drilling and raise boring of a 400-m (1312-ft) pilot hole at the Elura mine of Pasminco Ltd. in Southeastern Australia, an observer would never guess that the project had been delayed nearly a year. Moreover, two pilot holes had been abandoned in previous attempts. The challenge was to drill a 93-mm (3.66-in.) H size exploration hole between Elura's 400- and 800-m (1312and 2624-ft) levels. The hole needed to be kept within a 300-mm-diam (12-in.diam) target cylinder over the 400 m (1312 ft) distance. The deviation restriction of the initial core hole was necessary to precision ream a pilot hole to 330 mm (13 in.) and then raise bore a 6-m-diam (20-ft-diam) shaft, planned as the primary men and materials access between the two levels. Core was not really necessary to gain an accurate geological picture of the steeply dipping formation. Rather, the core barrel was used because it tended to drill a straighter hole. Using rock bits in the steeply dipping formation would have simply aggravated the problem of deviation. The core barrel and diamond bit optimized the probability of a straighter hole. However, on the first two attempts to drill the pilot hole, the bit was out of the 300-mm (12-in.) target cylinder within the first 50 to 60 m (164 to 197 ft), and the holes were abandoned.

Warrego copper ore characteristically contains 0.05-0.2% bismuth, which on upgrading produces a concentrate of approximately 1.3% bismuth. Early smelting of this concentrate (1973) was accomplished in a flash furnace (eliminating 92% of the bismuth in the con- centrate) and Top Blown Rotary Convertors (eliminating 85% of the bismuth in the matte). However 1.3% bismuth was considered the max- imLun bismuth level that could be treated. Geological evidence indicated that the bismuth level in~the copper ore would increase and that the bismuth level in the Warrego ore would be 0.3-0.7% bismuth. Treating these ores would produce a copper concentrate with bismuth levels far in excess of those accept- able to the smelter and still produce low bismuth content blister (limit 0.03% bismuth).

Bulk carriers, freighters, and tankers are the three classes of seagoing vessels engaged in transporting mineral commodities. However, vessels in these classes are not wholly devoted to mineral commodity transport, as seen in tables 16 through 22. Bulk carriers move considerable tonnages of agricultural products as well as crude minerals, their concentrates, mineral fertilizers, and the like. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to non mineral goods, as well as carrying mixed mineral commodities and non mineral commodities. They include general cargo ships, full container ships, partial container ships, roll-on/roll-off ships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Table 16 shows the distribution of the world's merchant fleet by vessel type in terms of the number of vessels, their gross tonnage, and their deadweight tonnage. The increase of nearly 1.5 % in the number of vessels between 1990 and 1991 compared with a 2.7% growth in gross tonnage and a nearly 2.3 % increase in deadweight tonnage points to an increase in the average size of vessels. Of the four categories of vessels reported, all showed increases in number and in deadweight tonnage between 1990 and 1991 except for "other," and on the gross tonnage basis, all groups registered increases. Although physical characteristics of vessels such as size, draft, crew requirements, type of propulsion system, ratio of gross tonnage to cargo tonnage, and fuel costs have undeniable influences on shipping industry performance, problems of and changes in the quantity and types of materials moved also significantly affect the shipping sector of the world economy, and thus have a bearing on the minerals sector of that aggregate. Unfortunately, comprehensive global data reflecting changes in these critical variables are not published.

"The applicability of a hydrocyclone model to simulation of the cyclone banks in a multi-stage sandplant circuit producing mine back fill has been demonstrated. The model ha~; been used in conjunction with a modular computer program for circuit simulation in order to study the effect of changes in the operating conditions. It has been shown that weight recovery to sand fill increases as feed percent solids decreases, and, to a lesser extent as pressure drop across the banks increases. An increase in apex diameter also causes an increase in weight recovery. Increased weight recovery must, however, be balanced against sump an1l cyclone capacity and dilution of sand fill by fines. The predicted results from circuit simulation were in good agreement with plant data.The model has been found to be applicable to widely different ores."

THE plan of organizing a summer class of students of the School of Mines, for the practical study of mining and miner's work, received at the outset the following cordial indorsement : I have thought over the plan proposed by you of taking the students to the mines during the summer, and of having them actually take part, under the direction of skilled workmen, in all the various kinds of mining work; and of using them as a carps of engineers to make Inside and outside surveys, particularly with a view to the detailed study of the geology of the mine. I have no hesitation in saying, that if the students have been previously instructed in the theoretical part of their studies, by lectures and practice during the winter, the plan would be an admirable one. Of course experience will suggest modifications of detail. From the work you have done at our mines this spring, I feel sure that you would be perfectly competent to carry out your plan, and I shall gladly aid you in any way I can. "Yours, sincerely, T. B. Coxe." The plan of the proposed summer school thus indorsed by Mr. Coxe was adopted by the trustees of Columbia College, and an appropriation of one thousand dollars, or so much thereof as might be necessary, was voted for the experiment. A volunteer class of thirteen students was formed, and the first summer school was held at Drifton, in July and August of that. year (1877). The following extract, from an editorial notice in the Engineering and Mining Journal, of August 11, 1877, will give an idea of the 'organization of the school and the work required of the students. "The students, on reporting to Professor Munroe, were divided into squads of two or three men each, and on Monday, July 2d, were assigned to the Care of skilled miners, selected for the purpose by the mine boss, for instruction in gangway work. Half of the students worked in the morning and the other half in the afternoon, one squad at a time with each miner. The times of going and coming to and from work were so arranged that each student spent four to four and a half hours in the mine each day. In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service.
