Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

THE Jones Mine (or Johannes Mine, as it was originally called, from a former proprietor), situated near Springfield, in the township of Caernarvon, Berks County, Pennsylvania, has long been known as a large deposit of magnetic iron ore, associated with more or less copper pyrites, and with malachite and chrysocolla. It occurs in a belt of soft schistose rocks which rest upon the Laurentian gneiss of the Welsh Mountain, and to the northward are soon concealed by the unconformably overlying Mesozoic sandstone of the region. These metalliferous strata belong to the Primal slates of Rodgers, which, in many other localities in this region, include similar deposits of iron ores associated with more or less copper, and often accompanied by chloritic and argillaceous schists, and, more rarely, by serpentine and small lenticular masses of crystalline limestone. To this same horizon belong the iron ores of Boyertown, Fritz's Island, and Roudenbusch, near Reading, Wheatfield, Cornwall, and Dillsburg (all of which are found along the northern border of the Mesozoic belt of * By the kind permission of Dr. F. In the early 1960's the feasibility of mathematical modeling was demonstrated in Northern Rhodesia and southwestern United States, where techniques were developed to use these models in a new approach to aid engineers in the estimation of ore reserves, mine designs, and financial evaluations. These rudimentary models closely followed the manual methods, producing ore reserves and production schedule estimates that were as accurate as the manual methods, yet were many times faster. Mines evaluated and designed using these new tools gradually came into operation during the 1970's and entered the phase at which production scheduling and ore-grade control became day-to-day problems. Management expected the number of operational engineers to be small because small planning engineering staffs had produced the original designs and operated the smaller high-grade pits. Unfortunately, the tools needed by the mine engineer to perform short-term production scheduling and ore-grade control were labor intensive; they had not yet been generally computerized. Several attempts to use the original or exploration model for these two functions were futile. While an exploration model based on data from exploration work proved sufficiently precise for overall mine design and long-term production scheduling, the model lacked the precision required for short-term scheduling and grade control.

The tailing retreatment project rated at 10 000 t/day commenced operations in October 1982. The operation consists of dredging, feed preparation, cyanide leaching and carbon-in-pulp (CIP) gold recovery followed by Zadra atmospheric stripping and electrowinning. For the first two years the operation was adversely affected by excessive cyanide consumption and low gold extraction. Investigations demonstrated that the very fine, or slime, fraction of the tailing was the dominant consumer of cyanide and dissolved oxygen. The plant flowsheet was subsequently modified by inclusion of 80 - 100 mm dia. cyclones for slimes separation and a 31 m dia. thickener for water recovery. Treatment of deslimed feed in the CIP plant has reduced sodium cyanide consumption from an average 1.85 kg/t to 1.15 kg/t. The reduced oxygen consumption by the CIP plant feed has resulted in higher dissolved oxygen levels, frequently reaching supersaturation after 4 to 5 h contact time. This has allowed much improved gold extraction from the existing CIP plant capacity. Gold extraction from the mixed pyritic siliceous tailing has improved from an average U prior to desliming to a current 57%. Investigations are continuing on the recovery of gold from the discarded slimes.

Tax Notes examines the highlights of Mr. Lalonde's budget.IntroductionThe mining industry need not feel slighted in Finance Minister Lalonde's budget of February 15, 1984: the budget offered very little that would have an immediate impact of significance on any sector of the economy. Apart from some welcome announcements for the oil and gas industry to postpone the implementation of certain negative tax changes, the budget was surprisingly scant in terms of definitive tax proposals.While massive revisions in the rules relating to pensions, small businesses, commodity taxation and profit-sharing were brought forward, many of these proposals are set out in White Papers or other documents to be implemented into legislation only after further consultation. Canadians will accordingly have to wait for such promised benefits as increased RRSP and other pension contribution limits."

SYNOPSIS This paper describes the process adopted for the recovery of gold from a dump originating from clean-up operations at Durban Roodepoort Deep Gold Mine. The gold-bearing dump material was refractory in nature, not being amenable to cyanidation because of the high level of carbonaceous material present. The laboratory tests on the material involved particle-size and chemical analyses, a mineralogical examination of the material, preliminary tests, and optimization of the process for the treatment of the dump material. The preliminary tests included tests on roasting, flotation, pre-leaching, adsorbent-in-leach, and blinding. Of these options, carbon-in-leach showed the greatest potential. The rate of gold dissolution, the rate of gold adsorption by the carbonaceous material, and the ratio of carbon to pulp were then investigated. It was determined that the ratio of carbon to pulp necessary to yield a reasonable gold recovery resulted in a carbon loading that was not high enough for economic elution and regeneration. A process incorporating washing of the carbon with cold acid between adsorption cycles was tested, and reasonable gold recoveries and carbon loadings were obtained. Durban Roodepoort Deep Gold Mine piloted the conceptualized process and determined that it was economically feasible. Two Browns tanks on site were modified, and an acid-wash tank was installed. The capital outlay for the plant was recovered within some 3 months.

As part of the redevelopment of the Royal Brisbane Hospital complex in Australia, a number of antiquated buildings were to be demolished and replaced by newer, modem facilities. Aside from the decommissioning of the hospital buildings, the project called for the removal of approximateIy 24,000 bank cubic metres (bcm) of varying quality rock material. Given the sensitivity of the project, in particular the close proximity of the required excavation to the existing hospital structures (-3 metres at the closest point), and the requirement that these were to remain lily operational during the construction phase, it was initially proposed to use hydraulic rock hammers as the primary means of excavation. Poor production rates and unexpected dif3icuIt rock conditions led to a revision of the excavation methods and a feasibility study on drill and blast practices was undertaken. Subsequent to an initial series of trial blasts to illustrate that vibration and flyrock could be adequately controlled, drill and blast methods were used in conjunction with mechanical methods of rock breakage. This paper reviews the drU and blast processes and the practices which were necessary to comply with the multiple constraints imposed on the project. The project has highlighted that modified drill and blast practices remain a cost-effective method of excavation, even in sensitive areas which are commonly deemed inappropriate for such methods.

El presente artículo señala el plan de exploración e inventario del vanadio en el Perú. El vanadio de depósitos industriales se ha encontrado en los carbones denominados asfaltitas que se hallan repartidos a todo lo largo de la rama occidental de la cordillera de los Andes. Sin embargo, no se le ha encontrado en otras fuentes comerciales como es el caso de los vanadatos del tipo de la vanadinita. En ese sentido, el autor plantea una exploración con sonda diamantina en los filones vanadíferos de la Región Central de la Cordillera de los Andes, ya que se puede adaptar a todas las condiciones que puedan presentarse en el terreno. Para ello, se trabajará sobre una área en la que hay seguridad da encontrcrar buenos filones de asfatitas vanadíferas.

The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western prophyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized - 2.5 + 1.3-cm (- 1 + 112- in.) ores from the Kingston (0.9% Cu) and Centennial (1.6% Cu) mines of Upper Michigan. Concentrates of 4.0% and 7.5% Cu, respectively, were obtained at recoveries of 85 and 80% of the copper in the feed. Eighty percent of the sorted ore was rejected as tailing. Sorting larger fragments improved the separation efficiency. Tests on - 10+ 5-cm (- 4 +2-in.) sized Kingston (1.6% Cu) and Centennial (2.1 % Cu) ore samples yielded concentrates of 4.3 and 4.5% Cu, respectively, with corresponding recoveries of 92 and 91 %. A bout 60% of the sorted ore was discarded as tailing. Porphyry copper sulfide ores also responded to electronic sorting but at a lower separation efficiency. Sorting response was affected by the degree of segregation.

THE Cartersville mining district, 35 miles northwest of Atlanta, Ga., has been of varying but continuous importance in the southern mineral industry during the past century. Noted chiefly for its production of brown iron ore, manganese oxide ores, barite, sienna, and magnesian limestone, the district and its environs have produced brick and tile clays, slate, gold, bauxite, and graphitic schist. Minor deposits of serpentine, sericite schist, copper ore, and red iron oxide have been prospected. The obvious deposits of brown iron ore, together with some associated specular hematite, were mined out years ago, although a little ore was left in the workings. Moderately steady production of sienna reached a peak about 1930, then declined rapidly. Manganese mining passed through a relatively active period from the World War to 1931, but has subsided to a small but rather constant output for the Birmingham market. How-ever, the White Manganese Corporation has prepared for possible increased production by constructing a new washer capable of handling about 300 tons of ore per day. Principal activity in the district proper has centered for some years in the production of barite and magne-sian limestone.

Potential hlghwaJl mining reserves in Australia are large, but geotechnical and operating conditions are quite different from those where highwall mining has evolved in the USA. In order to achieve safe and effective resource recovery, equipment and procedures should be developed to penetrate 250 m in the Australian mining environment. This paper identifies key auributes to be incorporated in such machinery and methodology. These suggestions are intended to promote discussion on innovations to satisfy Australian requirements for highly productive, safe and environmentally acceptable techniques.

Gold extractions from three refractory sulphide concentrates have been increased by bacterial oxidation with T. ferrooxidans prior to cyanide leaching. Arsenopyrite, pyrite and stibnite were the major sulphide components associated with gold in the concentrates examined. Kinetic oxidation tests were conducted for each concentrate by monitoring iron and arsenic levels in leach slurry. A correlation has been established between the level of bacterial oxidation and gold extraction from cyanide leaching of oxidised residues. High levels of bacterial oxidation have been achieved in approximately 8 days at pulp densities of 20-25/ w/v solids, resulting in 70-90% gold extraction.

An examination of the neutron capture gamma ray method using a 252CF neutron source indicates that this technique may be feasible for process stream analysis of ores. Simulated laboratory experiments were made on iron in taconite and magnetite, and copper and nickel in their respective ores. Satisfactory analyses were obtained for 500-1000-g samples in a combined irradiation and counting time of 100 min. For large industrial size samples this time could be shortened. Based on these experiments, a set of guidelines are given for the use of the neutron capture gamma method in an industrial mill.

Methods for converting WOCl4 to WCle were investigated in small-scale, laboratory apparatus to devise a method for preparing pure WCls suitable for conversion to tungsten metal. Chlorine, COCI2, and CCI4, alone and in combination with various forms of carbon, were tested as chlorinating agents at various temperatures. More than 95 percent conversion of WOCl4 to WCls was achieved with all reagents at 8000 C in the presence of activated carbon. Only CCl4 maintained its effectiveness in the absence of carbon at 800° C. The effectiveness of carbon was found to be related directly to its surface area.

The Hellyer Pb-Zn-Ag orebody in western Tasmania was discovered in 1983, and mine production at a rate of 250 000 tonnes/yr commenced in 1987. Expansion to 1 million/yr will be completed by early 1989. Exploratory development to gain access to the orebody, to provide a 20 000 tonne bulk sample for pilot plant work and to confirm mining conditions and orebody continuity was undertaken using conventional drill and blast techniques and large diesel trackless equipment. A ventilation shaft was raisebored. Development in this phase totalled 2 815 m and provided a sound basis for rapid expansion of the mine.

A novel flotation device, cyclonic static micro-bubble column flotation (FCSMC), was introduced in this paper. FCSMC has been widely applied for fine coal preparation in China, and its application has been further expanded to the mineral processing industry. The FCSMC system features a unique cyclonic structure which enhances the separation performance of the column. In this paper, the cyclonic separation mechanism of FCSMC process was investigated, and corresponding kinetics equations were established to probe the separation principle of this device. Some typical examples of using FCSMC to separate different materials including coal, copper, fluorite, etc., were presented. The writers are to be congratulated for their excellent paper on a subject dear to the hearts of manufacturers of cold rolled sheets. Gary Works produces rimmed steel ingots up to 53,000 pounds teemed 91 inches high in 31 x 84 inch molds. By the writers' definition, this puts us in the small mold category, and a comparison of their adopted melt shop practice with our established rimmed steel practice discloses not a dime's worth of difference between us. This should give comfort to the writers for we at Gary have- never encountered the frequency of white line rejections as described in their paper.

Process development for Eskay Creek began in early 1990 at Lakefield Research, and was initially focused on producing a high-grade/high-recovery concentrate for sale. Owing to the significant base metal sulphide (Cu, Zn, Pb) content of the ore, such a product would have made an attractive feed to a copper smelter, while a gravity and/or flotation flowsheet would have circumvented many of the environmental permitting problems that were anticipated. In the event, it was found that neither gravity nor flotation (nor even a combination of the two) was able to produce a discardable tailing and, in late 1990, attention shifted to the development of a hydrometallurgical flowsheet.
