Explosives safety requirements in the United States began in 1909 when the American Railroad Institute questioned explosives manufacturers regarding distances necessary to protect employees and property. In response to this inquiry, a group of explosives manufacturers collaborated to study over 200 explosive accidents. This study resulted in the 1914 American Table of Distance (ATD) published by the Institute of Makers of Explosives (IME). The 1914 ATD provided suggested separations between explosives and inhabited buildings, public highways, and public railways.

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Currently, mine plans are optimised by using several criteria as objective functions, like profit, life-of-mine, concentration of some pollutants, mining costs, confidence level or ore resources, with consideration of constraints related to production rates, plant capacities and grades. Whilst this approach is successful in terms of producing high value production schedules, it uses a static opening sequence of the drawpoints and therefore the optimisation is made within the level of freedom left by the original opening schedule, and as a result it is far from the true optimal value of the project. This paper presents a model to optimise the sequence of drawpoint opening over a given time horizon. The emphasis is in the precedence constraints that are required to produce meaningful operational sequences considering the exploitation method (panel or block caving), physics considerations and logical rules. Further on, while it applies the standard approach of maximising net present value (NPV), it considers other targets for optimisation, like the robustness and constructability of the plans. Finally, it applies the model to real data to obtain feasible plans by means of this model. The first tests were done varying the production capacity of the mine.

A DISCUSSION is presented of natural gas production and field processing equipment as now utilized in the gas producing areas of the United States, with reference to use of such equipment in Canadian gas areas. The scope of the paper is confined to a general description of various types and methods of using surface production equipment. The discussion is divided under two general groups: well-head production equipment, and field processing. The first will be concerned primarily with indirect heaters, separators, knockouts, and special versions of this equipment. The second major group includes the field processing equipment for handling natural gas. A delineation should be made here as to the meaning of field processing as used in this discussion. We will limit our term to mean such processing equipment as may be used in producing fields to process gas or its by products in a manner that does not require conventional plant practices either in operation or supervision. This covers such equipment as is necessary to complete preparation of gas for sale to pipeline and/ or is necessary to recover valuable components. Under this heading we will discuss glycol dehydration, solid desiccant dehydration, low-temperature separation, mechanical refrigeration, and desorbtion-stabilization. These are all processes involved in preparing gas for final sale or disposal. They do not include the more conventional and large-scale plant process systems.

Several commercial polyacrylamide flocculants most widely used in Western Canadian mineral processing plants have been analyzed chemically and compared in standardized settling tests as aids to thickening and clarification. Data are included for both dry and liquid-type flocculants. Percentages of active ingredients in these commercial products varied Widely. Performances were compared on the basis of: equal additions of active ingredients, nearly equal molecular weights and nearly equal degrees of ionic character. Based on zone settling velocities and supernatant clarities of siliceous slurries coagulated by lime additions, dry flocculants proved more economical than liquid flocculants. Using these same two criteria, the most highly anionic were more effective than either weakly anionic or non ionic polyacrylamide- type flocculants.

This paper covers briefly the particular field of dolomite and magnesium limestone; certain uses of high-calcium limestone are mentioned only to show more clearly the limita¬ tions of the magnesian rocks. Such a comparison is helpful because magnesium carbonate is essential for some uses; for others it is immaterial; and for many its presence in an appreciable amount is objectionable. Magnesium carbonate, occurring as a rock resembling limestone or dolomite, is described in United States Bureau of Mines Information Circular 6437, Magnesite. Other com¬ pounds of magnesium are described in United States Bureau of Mines Information Circular 6406, Magnesium Compounds (Other Than Magnesite). Limestone, geologically, is a rock composed essentially of calcium carbonate; commercially, however, the term may include dolomite and magnesium limestone.

As the working levels in domestic mines are developed to greater depths and work areas move further from the shafts, maintaining a safe and healthful working environment becomes more difficult. Increased temperature and humidity at greater depths becomes first a factor in productivity and then a threat to the miner's safety. Initially, a miner might develop listlessness leading to reduced productivity and reduced alertness. Continued overexertion can lead to heat stroke and possibly death. Mine ventilation engineers, therefore, must not only provide clean air to work areas, but also must provide cooled air. The following article describes the United States Bureau of Mines (USBM) and Foster-Miller's successful development of a high performance, low maintenance direct water to air contact heat exchanger for mine cooling. While heat problems frequently do not develop until mining operations descend below sea level, problems will arise any time mining penetrates high temperature rock. Hot fissure water will increase the severity of the situation, causing increases in wet bulb temperature - the temperature to which perspiring miners reject metabolic body heat. All energy expended in mining adds to the heat load which must be absorbed by the ventilation air. Just when the cooling capacity of ventilation air is needed most, adiabatic compression (autocompression) of air descending the shaft raises air temperatures 1.3g°C (2.5'F) to 2.94"C (5.3OF)/305m (1000 ft) depending on humidity. Increased temperatures decrease the ability of the air to absorb heat from the mine, and work area temperatures rise. Once forced ventilation air can no longer maintain safe work area temperatures, refrigeration methods must be employed. Many mines now use cooling coils for this purpose. A cooling coil uses refrigerated mine water to cool the air by passing the air through banks of copper tubing filled with cold water. Heat from the air is transferred to the water through the pipe with the aid of fins. Conventional water to air heat exchangers prove troublesome for many mines be- cause of the high levels of dust that are encountered, causing these exchangers to operate at relatively low efficiencies. A more satisfactory approach to work- place cooling is desired - one that offers reduced maintenance and increased cooling efficiency.

The meeting is scheduled for June 24-27 at the JW Marriott Los Angeles Live in Los Angeles, CA. And the conference will offer short courses and plenty of social activities that will provide attendees the opportunity to catch up with each other. Homestake's Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered' the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

For a number of years, from an economic standpoint, the ventilation of the Colorado mine of the Davis-Daly Copper Co. has been a difficult problem. The development through the main hoisting shaft was pursued for a number of years and to a depth of about 2500 ft.( 762 m.)before large bodies of good commercial ore were opened up. This lack of early success in exploration restricted expenditures for ventilation, with the result that the present orebodies were opened up at a depth of 2500 ft., and in country rock f relatively high temperature, without adequate means f supplying the development faces and the stopes with cool or fresh air of low humidity and suitable velocity. During the progress of development, two or three connections were made at higher levels with the workings of adjoining operations, but these were of a makeshift and unsatisfactory character and afforded no means for carrying downcast air from the surface, in anything approaching a direct course, to the working faces. During the latter part of 1917, arrangements were made with. the Anaconda Copper Mining Co., whereby, during the year 1918 and the early part f the year 1919, a crosscut was driven eastwards on the 2500-ft. level of the Colorado shaft and connection was made by means f an up-raise of approximately 200 ft. to a crosscut driven westwards from the 2800-ft. level of the Belmont mine, this crosscut at the top of the raise being driven at Davis-Daly expense by the Anaconda Copper Mining Co. This connection, in conjunction with a No. 11 Sirocco fan installed near the Colorado shaft, provided the Colorado mine with a maximum of approximately 30,000 cu. ft. per min. of relatively fresh air, most of which came in a fairly direct route from the downcast Belmont shaft through the No. 11 fan to the 2500-ft. level stopes. After passing through these stopes and the stopes of overlying levels, it passed through the main crosscuts on higher levels back to the Colorado shaft, which provided the upcast for this current of air. The development of long term plans and schedules for strip mines now faces many companies, especially those developing large properties in the West. The rule of mining the lowest strip ratios first, while delaying equipment acquisitions and recouping investment the fastest, creates the situation where stripping ratios are too high in the latter years of mining operations. A program concept taking life of mine return on investment into account is developed in this paper to optimize mine scheduling and equipment acquisition. In addition, quality considerations (heat content, ash, sulfur, washability) can be considered by including the appropriate blending constraints to meet contract requirements.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. "Pressure oxidation (POX) is one of the most common and reliable methods of processing gold-bearing sulfide concentrates. However, when processing concentrates that contain natural carbonaceous matter, substantial gold losses occur due to autoclave preg-robbing. The latter involves formation of gold chloride complexes under typical POX conditions (high temperatures, high acidity and high ORP) and subsequent sorption of these complexes by carbonaceous matter. Naturally, chloride ion plays a significant role in the process of autoclave preg-robbing; its concentration in POX solution has a well-marked effect on subsequent gold recovery during cyanidation of POX residue. The previous research done by SRC Hydrometallurgy showed that autoclave preg-robbing of gold could be significantly inhibited by the addition of mercury(II) compounds to POX slurry. The positive effect of mercury(II) was well pronounced both at high (>20 mg/L) and low (<5 mg/L) Cl concentrations in POX solution. The successful bench-scale laboratory testing was followed by pilot plant trials at Ore Test Facility in Blagoveshchensk, Russia. The present paper provides the results of these trials. The bench-scale testing results were verified; the optimum oxidizing parameters and reagent dosage were specified. The behavior of mercury (II) at POX pilot plant was found to be in good consistency with industrial practice described in the literature.INTRODUCTION Pressure oxidation (POX) is one of the most common, reliable, and commercially proven methods of processing gold-bearing sulfide ores and concentrates. However, when processing double refractory materials that contain natural carbonaceous matter, POX technology advantages are compromised by autoclave preg-robbing of gold. The latter occurs when natural organic carbon and soluble halides are both present in autoclave feed. Strongly oxidizing conditions of POX (high temperature, oxidation-reduction potential or ORP, and acidity) favor formation of gold-halide (mostly, gold-chloride) complexes, which tend to bond with carbonaceous matter. The exact nature and mechanism of this bonding is unknown, but as the result of this, cyanide is unable to leach gold from POX residue and the precious metal is lost to the tails (Axenov et al., 2014; Dimov, Chryssoulis, & Sodhi, 2003; Fomenko, Zaytsev, Pleshkov, Chugaev, & Shneerson, 2013)."

"In the course of developing a new industrial process, information produced at the Research and Development (R&D) stage is critical to determining the technical and economic feasibility of the project. Understanding the fundamental operating parameters for each unit operation in a flowsheet typically comes from historical knowledge of similar systems or by technical development through a robust research program. This approach holds true for processes incorporating fluidized-bed technology. In this paper, the authors will present a practical approach for performing a research study that will allow a process owner to determine if the concept of using a fluidized-bed system can become a reality. Included are discussions of key steps required at each level of the R&D program, and the critical information required for advancing the project to the next stage.IntroductionThe conduct of a research and development program typically starts with a process owner identifying a new industrial need or modification to an existing operation. The owner can pursue this need through multiple routes, including initial in-house development, coordination through an engineering firm, contacting suppliers of key equipment envisioned for the process, or through direct contact with research and development organizations. Where and when the project is conducted is as variable as the number and types of owners who pursue them. Factors that can influence the decision of where to conduct a research program can include the type of process desired, the scale and scope of the project, the location of the project site relative to the R&D options, the experience, capability, and availability of the potential research sources, and the costs to conduct the program. Often, the owner may choose a combination of the available resources to achieve their objectives. In the end, the owner's choice should be based on a thorough understanding of their goals and objectives for the program, and a good understanding of how to measure success while achieving those objectives. Herein, the authors will describe the methods we have typically used to develop the information an owner needs to make an educated decision for investing in a new or modified process."

Rock blasting in the project of “Site Formation and Associated Infrastructure Works at Choi Wan Road and Jordan Valley” is the largest urban blasting project in the history of Hong Kong and also is rare in the world. More than 6.2 million of in-situ rock has to be excavated by blasting. The site is located in the center area of eastern Kowloon peninsula, surrounded by highways, registered cut slopes, high-rise residential buildings, MTR subways and the public utilities. The complex situations bring great difficulties and risks to the blasting works. A bird-view photo of the site is shown on Picture 1.

This project describes the design and testing of large face ventilation systems for oil shale mining. A design data base was generated by reviewing general industry practice, oil shale industry planning, and technical literature. Conceptual designs for seven different systems were developed and evaluated for suitability. A large, free-standing, jet fan and reversible fan with rigid duct were selected for fabrication and testing. The two systems were field tested in a dead-end heading 55 ft wide by 30 ft high and 320 ft long. System performance was optimized using measurements of air flow direction and air velocity. Total system performance was then measured using SF6 tracer gas released to simulate blast fumes, hot diesel exhaust, methane layering and methane from a blasted muckpile. Field testing indicated that both systems delivered similar performance. The jet fan offered some clear advantages because of its mobility, ease of oper-ation and lower power requirement. It also offered some functional advantages in ventilating for methane because of it high average velocity.

"The number of underground work entities operating under reduced dust standards in U.S. coal mines has been increasing since the start of the decade of the 80s and is currently approaching 10,000. The concern for controlling the quartz levels in airborne respirable dust in coal mine has manifested itself in several improvements in equipment selection and operation, face ventilation practices, and dust control procedures. At the same time, fundamental studies have been initiated on determining the source-sink relationships of the airborne quartz dust. The P-7 method is the prescribed method for the determination of quartz in the respirable airborne dust samples from coal mines. Questions have been raised on the reliability of the P-7 infrared spectrometry method for quartz analysis in powders. No specific method has been defined for quartz determination in bulk samples from the mine.In a recent study on the relationship between quartz in the airborne dust and that in the materials being mined, both infrared (IR) and x-ray diffraction (XRD) methods were used on a suite of samples from several coal mines. These samples encompassed airborne respirable dust samples, airborne total dust samples, the oversize fraction from the respirable samplers, ROM samples, channel samples, and chip samples from the face, roof, and floor materials. In this paper, the sample preparation and analysis procedures for the samples are discussed. The data, analysis results, and comparisons of the P-7 and XRD results are presented. The quartz percent determined for the same sample by the two methods are different. In 85% of the samples analyzed, the quartz percents determined by the XRD method are higher than those obtained by the P-7 method. However, there is a strong linear relationship between the results from the two methods. Further, the XRD method indicates an average of 20 percent more quartz than that from the P-7 method. The reasons for the differences in the results and the need for additional studies are explored.Since the enactment of the Federal Coal Mine Health and Safety Act of 1969 and the Federal Occupational Safety and Health Act of 1970, the prevalence of free silica as an occupational hazard in dusty work environments has been a matter of increasing concern. In underground coal mining, sometimes, roof, floor, clay veins and other non-coaly material must also be mined along with the coal. Mining these materials may increase the amount of quartz in the airborne dust (Pimentel and Adam, 1985; Taylor et al., 1984; Colinet et al., 1985). The problem of high quartz levels in the respirable airborne dust is widespread in continuous miner sections. In addition to the need for controlling the silica amount in mine atmosphere, a need for a sensitive, easily performed method for the determination of free silica in airborne dust samples was also recognized."

Throughout October, U.S. producers priced unalloyed 99.5 percent aluminum ingot at 53¢ per pound. Dealers, in last month&apos;s domestic market, were quoting unalloyed ingot at a range of 45.5¢-46.3¢ per pound. Costa Rica recently issued a proposal to Japanese aluminum smelters to participate in an integrated aluminum-refining project which would include bauxite development. The project reportedly would include a 600,000-kilowatt hydroelectric power station, a 600,000-metric-ton-per-year alumina plant, and a 300,000-ton-per-year primary aluminum smelter. Two U.S. firms--Aluminum Co. of Amerjca (Alcoa) and Martin Marietta Co.--and several European aluminum smelters are also said to be interested in taking part in this project. Alcoa conducted a feasibility study for the Costa Rican Government in 1970 and estimated the bauxite reserves to contain 150 million metric tons.
