In studies made by the United States Bureau of Mines to determine the causes of explosions in medium-pressure acetylene generators , it was shown that when these are operated at elevated temperatures the acetylene liberated in an acetylene generator carries enough water vapor to heat certain types of carbides to a high temperature , when the acetylene- water vapor mixtures are passed through the carbide . This report contains results of further work carried out to develop an apparatus to show the heating effects or reactivity of various types of carbides in contact with acetylene - water vapor mixtures .

The procurement process for underground construction contracts, in particular those contacts involving tunnel boring machines (TBMs), is subject to many complex and inter-related variables, including national and local politics, public policy, community involvement and media attention û as well as strict environmental and legal requirements. Other restrictions include the time available to adequately investigate geotechnical conditions and viable technical options to determine the best construction methodologies û including selection of tunnel boring machine characteristics and, those construction means and methods suitable for the specific geotechnical and environmental conditions. The latter are, most often, quite imperfectly understood. æGetting it rightÆ implies that an optimal configuration û of machine type, characteristics and associated methodologies û can be found and successfully implemented for a particular project. æFrom the beginningÆ implies that the lack of time issue can be successfully resolved. Within an international context this paper highlights a number of issues of concern which relate to tunnel procurement systems and the ways in which certain key processes are managed during planning, design and construction. The authors argue that there is considerable room for improvement in the way tunnelling projects are undertaken and an approach is discussed which has the potential for substantial gains in cost and schedule and reduction of risk. Savings, however, may only be fully realised if the new methods can be fully implemented by all parties involved. This, we believe, will require the rejection of ætraditionalÆ forms of management and procurement with associated changes in the roles and responsibilities of owner, engineer and contractor. Additionally, risk identification, assessment and mitigation are essential cost and schedule control process which have, to this point, been underutilised by the underground construction industry.

Progressively more stringent emission limits and advances in regulations and enforcement have made air compliance more difficult for metallurgical facilities. This has historically required improved collection and treatment of stack sources. Fugitive emission reductions are now increasingly required to achieve compliance. Typically small in magnitude, fugitive emissions have a disproportionate impact on ground level concentrations, can be visible to the public and can influence workplace health and safety. Moreover, these emissions are complex, as they are spread over multiple sources, distance and time and are affected by various activities and conditions. As such it is difficult to find, define and monitor these emissions and their impacts. This difficulty translates to the design of emission reduction measures and operational requirements. This paper presents an overview or ‘heuristic’ of fugitive emissions management for compliance in existing operations. This includes aspects such as the impact of regulations on project scope, approaches to developing a comprehensive emission inventory, considerations for solution development and the plant’s role in sustaining compliance once achieved. Case studies are presented to demonstrate how portions of this approach have been applied.

This paper presents the results of pilot scale column flotation applications in the two different copper concentrators in Turkey. The Kure Copper Plant is located in the Black Sea Region of Turkey. In Kure, a very fine grinding requirement for an adequate level of liberation makes a successful flotation difficult and consequently the final concentrate can hardly assay above 16% Cu Column flotation tests were conducted at the plant site using two different column types The experiments proved that the grade of the concentrate could be increased from about 14% Cu to 25-26% Cu. Murgul Cakmakkaya Copper Concentrator is the largest copper concentrator in Turkey. Although concentrate production capacity is around 170,000 tons annually with 22-23% Cu content, this figure tends to be much lower than that. In Murgul a Turbo Column of Multotec Company of South Africa was employed. As a result of systematic column flotation tests, the grade of the concentrate was increased from 20.3% Cu to 28.7% Cu.

An investigation was made of the Rehbinder-Kuznetsov pendulum as an instrument to aid in the study of rock drillability and of the effect of surface active agents on rock drillability. The "critical weight", i.e., the pendulum weight at greatest sensitivity, was determined for several solids and it was shown that a change in surface environment changed the maximum value of the apparent hardness but not the critical weight, and the critical weight increased with increase of hardness of the solid used. Using silver halides as the solid material, and solutions of either silver nitrate or the appropriate alkali halide, it was shown that there is a hardness maximum at the zero point of charge of the particular silver halide. INTRODUCTION The development of relative hardness measurement by the method of damped oscillations, or what has been called the pendulum sclerometer, is due largely to the Russian workers P. A. Rehbinder and V. D. Kuznetsov and their co-workers.1,2 The apparent simplicity of the method has led to its use in a number of fields, particularly those where relative hardness has to be determined on a brittle solid. As will be shown, the simplicity of the method belies its complexities. THEORY OF THE PENDULUM SCLEROMETER The operation of the pendulum is quite simple. Make a sharp point such as a diamond, hardened steel or tungsten carbide, as the fulcrum of a pendulum, with the center of gravity of the system below the point of support. The attenuation of this pendulum is a function only of air friction, provided no fragmentation, breakage or other work is performed by the point. However, when the solid surface breaks or disintegrates under the point, and the latter penetrates the solid, part of the energy of oscillation is absorbed in the work of creating new surface, and the rate of attenuation increases. In the case of brittle solids, the point of the pendulum produces fragmentary particles, whereas the point produces plastic deformation in a plastic solid; but in both cases damping occurs. This pendulum damping is a function of the hardness or strength of the solid. Whereas a pendulum oscillating on a hard material attenuates primarily by air friction, in the case of a soft material, the points penetrate the surface of the solid, producing new surface, and the pendulum damps much faster. Thus the attenuation rate is a function of the hardness or strength of a material in both plastic and brittle substances. Russian workers initially used a single support for the pendulum, but this created many problems because of oscillation of the pendulum in more than one plane. A revised version used two points, or sometimes a prism as support, successfully confining oscillation to one plane. The version using two points was constructed and used throughout this investigation, making the recording of the attenuation as a function of time relatively easy. That both points should be in contact with the solid during the damping is implied. Rehbinder (c.f. Kuznetsov2) proposed that the hardness H as measured by this method could be expressed by a quantity which is inversely proportional to the relative initial rate of attenuation of amplitude. where H = hardness parameter (arbitrary units) a, = initial amplitude da/dt = rate of attenuation of amplitude with time. One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. With increasing energy costs and mounting government pressure to adopt low emission, green sources of energy, it has become imperative to develop long-term sustainable underground infrastructures that exhibit low power consumption. Underground mining environments are mandated to have ventilation systems in place to replace polluted air with clean air. Continuously running air ventilation systems have proven to be an expensive solution for this requirement. Ventilation-on-demand (VOD) is a cost effective method for not only reducing energy consumption and greenhouse gasses, but also ensuring the safety and well-being of the miners beneath the surface. VOD is achieved by monitoring the air quality in target areas of the mine, and based on variables such as the number of personnel in the area, the number of emission-emitting vehicles, the air leakage around doors and entrances, dust levels, and other key environmental details, the speed and angles of the fan blades are adjusted to increase or decrease the volume of air flow. For over 40 years, Conspec Controls has been developing systems capable of VOD through the use of controllers, gas monitors and personnel/vehicle tracking equipment, providing inexpensive, reliable solutions for underground ventilation.

Several parameters controlling the reproducibility of tritium determina¬tion in organic compounds by liquid scintillation counting were evaluated by the Federal Bureau of Mines. These included optimum volume of scintillator solution for maximum counting efficiency, reproducibility of counting a sealed commercial standard and comparison with duplicate counts on laboratory-prepared samples. The error introduced by using microliter pipets, optical differences in counting vials, reproducibility of counting organic samples where quenching is a factor, reproducibility of counting laboratory-prepared samples with an added internal standard, optimum ratio of internal standard activity to sample activity, effect of sample volume upon counting efficiency, count rate at which coincidence losses become apparent, and reproducibility of organic compound radioassay by the standard addition technique are outlined. From the evaluation of these parameters, a technique that can be applied routinely to organic compounds containing tritium has been established, and details are included in this report.

It is the purpose of this paper to produce some evidence on the accuracy to be expected from normal assay procedure using the usual first class equipment, and to examine the effect that many assaying inaccuracies have on reported metallurgical recoveries.Generally speaking, the evaluation of the gold content of a mineral ore sample by the fire assay method is a relatively simple process.A weighed quantity of finely ground ore is fused with suitable fiuxes including litharge and a reducing agent to give a button of lead and a quantity of slag. The shower of lead produced by the reduction of the added litharge collects the gold and silver present in the ore, concentrating the values into the lead button.The button of lead, after separation from the slag, is, on heating in an absorbent cupel in a current of air, reoxidised to litharge and absorbed into the cupel leaving a gold and silver bead in the cupel. This bead' is heated in a solution of nitric acid to dissolve the silver, leaving the gold undissolved to be dried and weighed. Knowing the original weight of the ore and the weight of the gold prill the value of the ore is easily calculated.Summarising1. Fusion Process.-Ore plus fiuxes give a slag plus lead button.2. The wastewater-treatment system of the Anaconda Mining Co., at its Butte, MT., operation has been physically and chemically characterize modeled on a computer and investigated with respect to alternate systems for economic heavy metal recovery. The system involves lime addition to a mixture of acid underground copper sulfide mine water, acid effluent water from the iron induced precipitation of copper from acid leach solution and basic suspensions of solid effluent from a concentrator plant. Experimental chemical analysis and predictive computer calculations shows that the monosulfllte and disulfllte complexes of transition metals (Iron II being dominant) and alkaline earths are 40% of the total dissolved metal load of both acid streams. The suspended solids (30% by weight) in the basic concentrator slurries are dominated by quartz and pyrite and also contain kaolinite muscovite, biotite and undissolved lime. The mixture of these three streams result's in major reductions in concentrations of Al, Cu, Fe, Mg, Mn, Sir and Zn, and a pH >7 with calcium, sodium, potassium, and sulfate being the major dissolved ions. The treatment system has been simulated in the laboratory and accurately modeled on a computer. The computer program, an altered REDEQL-EPAK, is capable of accurately predicting the amount of lime required to reach a desired effluent water. Preliminary research has indicated the usefulness of electroprecipitation as a means of recovering the valuable metal load and providing an EPA acceptable effluent.

The mining industry has recognised for some time the importance of supporting programs which serve to educate the Australian public about the socio-economic benefits of mineral resource development. More recently, industry leaders have realised that the future development of the industry will depend on attracting sufficient young people to commit to a career in the industry. Apart from lending support to the traditional education institutions in Australia, the industry now has the opportunity to participate in the development of education programs in museums. Whilst historic, mining-related theme parks such as Sovereign Hill and Coal Creek in Victoria serve very effectively the objective of relating past mining activities to the socio-economic development of Australia, there still exists the need to provide a facility which, under the same roof, excites interest in geology, mining, mineral processing and the role of minerals and energy in modern society. The redeveloped Geological and Mining Museum (the "Mining Museum"), which is located in The Rocks area of Sydney, meets this objective. With the central themes of formation and transformation this new Museum, which aims to be the best of its type in the world, will use modern museum exhibit techniques and the resources of the Minerals and Energy Information Centre to educate the community including teachers and school children. In the best tradition of museums, outstanding mineral and other collections will complement a comprehensive range of interactive, high technology exhibits which will include a number of exploratory "hands on" facilities. Australian companies are joining with Government to fund this exciting new museum. There is still a need for industry professionals to realise that a modern "mining" museum is no longer just a repository for objects of mining heritage but is also an important centre which serves as an important educational and public relations interface. The Education Section of the new "Mining Museum", which is linked closely with the new Minerals and Energy Information Centre, will be working closely with appropriate mining-related Tertiary institutions to develop specific career programs aimed at secondary students who wish to pursue a career in the mineral resource industries.

?POWDER METALLURGY? is the production of semiformed or fully formed metal products by compressing metal powders. It had its beginnings in the fabrication of tungsten and molybdenum bars and wire by compression, sintering, and swaging. Powder metallurgy, although still in its infancy with other metals, has shown remarkable progress in recent years. Production of Metal Powders-The first step in any powder-metallurgy process is the production of metal particles of suitable shape and size. Mechanical processes for producing metal powders, as by crushing, stamping, or grinding, are usually not suitable, as the resulting particles may cause laminations and decreased strength in the finished articles. The principal metal powders now in use on a large scale are produced by electrolysis or by reduction of metal oxides by gases.

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. Gas wells have often intersected mining resources, but unconventional shale well drilling has more recently challenged mines to balance the risk of interaction due to higher pressures and larger quantities of gas. Full extraction mining, such as the longwall method, induces ground movement that may influence the casings if wells are drilled within the mining area. The possibility of a casing shear would lead to the risk of unplanned gas migration into the mine. This has the potential to quickly overcome the ventilation system and reach the explosive range which, if ignited, can have catastrophic consequences on the health and safety of underground workers. The utilization of network software to model mine ventilation is a common practice in the mining industry and can assist with a well breach scenario. This work focuses on a well breach in between two longwall panels after second panel mining with gas entering primarily through the gobs of the adjacent longwall panels. Applying the network software Ventsim, a gob zone and ventilation network were created to better understand the distribution of gas within the mine and the limitations and effectiveness of a ventilation system. The model shows both a transient flow simulation and steady state concentrations throughout the mine ventilation system. Using a standard Pittsburgh coal seam longwall ventilation scheme, we find that the system can dilute a significant inflow of up to 700 cfm of methane.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

"Himalayan geology poses the most challenging ground conditions almost anywhere in the world, one of the reasons thereof is their evolution as the youngest mountain chains. They are demonstratively rising faster than any mountain elsewhere. The composition is also younger, and consequently less well consolidated than the other older fold belts. This is consistent with the fact that they constitute one of the most active of the plate margin zones rising at a rate that is almost double the Andes, which is in turn three times that of the Alps. Thus, stress conditions (Magnitude and variations) can potentially be more extreme and adverse on a Himalayan tunneling project. Tunnel excavation under the Himalayan Mountains will pose significantly more challenges than an equal length and equal cover drive almost anywhere in the world. These in-depth-tunneling difficulties through high mountainous terrains have posed major challenges for application of traditional drill and blast (D&B) and NATM methods. Handling such adverse geology at any depth is always problematic and generally leads, if not adequately foreseen, to the significant tunneling delays. The author wants to highlight the challenges faced and on the spot solutions adopted while executing most prestigious 273Km long Udhampur –Srinagar- Baramula Rail Link Project (USBRL) in the Himalayas in the state of Jammu & Kashmir, India. The main focus of the paper is on main stretch of USBRL Project i.e. T-80 (India’s 2nd longest railway tunnel & 3rd longest in Asia) where the team of the author has recently completed a 11.2 Km long tunnel and where the train track has gone operational from Qazigund to Banihal. The construction of this stretch posed several challenges akin to highly adverse geological conditions. Executing on -the -spot solutions, the project has been completed successfully. 1.0 INTRODUCTION Construction of Udhampur-Srinagar-Baramulla Broad gauge railway line is one of the Mega projects undertaken by Indian Railways to establish a dependable transportation in the state of Jammu and Kashmir. In engineering terminology, it is a challenging project negotiating breakthroughs against the complex Himalayan geology. The Project which has been operational over last 12 years , stretch by stretch, is in advance stage of construction . The purpose of the prestigious project is to connect the Kashmir valley to the mainland of the state of the country. On the date owing to the hurdles of the tuff terrain, the transport of this part is totally dependent on the surface transport, i.e., through a road which connects NH-1A from Delhi to Srinagar. The altitude of the region varies from 500.00 to 1700.00, ranging through Udhampur to Katra - Reasi –Sangaldan- Banihal-Quazikund-Ananthnag-Srinagar-and Baramulla. The main features of this project are its Pirpanjal Tunnel and T-48 & 49 tunnels which cover the maximum length of tunneling through thick hostile geological conditions, the total length being 138km. Details of Pirpanjal tunnels are shown in Figure-1."

A number of improvements in the techniques of budgetary control have been developed in the 1970's. The most significant of these is zero-base budgeting. This procedure is a marked improvement, because it overcomes some of the key weaknesses inherent in most traditional approaches to budgeting. It incorporates techniques and disciplines which improve the quality of both the budgeting effort itself and the documents that most senior managers will need to evaluate. The end result is a budget that establishes and improves cost effectiveness. This budget is based on resource allocations using cost-benefit criteria and on a system of prioritization for making funding choices. Zero-base budgeting is applied only to costs and expenses that are not conducive to control using industrial engineered standards. Therefore, the benefits attributed to zero-base budgeting will only hold true for administrative, selling, exploration, safety, fire protection and overhead, and other indirect types of costs and expenses. It is in this context that the question of its attractiveness for the mining industry is dealt with.

"A method of sampling and presenting bubbles for imaging for use in full-size flotation cells is described. The device (bubble viewer) comprises a tube attached to a sealed glass viewing chamber. The assembly is first filled with frother-containing water (to prevent coalescence) and the tube immersed at the desired location below the froth. For a few minutes bubbles are collected in the viewer free from slurry and are readily imaged. To reduce bubble overlap and the problem of defining the plane of view, the viewing chamber has a sloped side. Bubbles rise, encounter this slope, spread into a single plane and slide up. This simple expedient virtually eliminates overlap and provides an unambiguous focus plane - the underside of the sloped glass. The bubble image is captured and processed to give size data. The bubble viewer has been employed at several concentrators on different types of flotation cells. Examples of the images are given. The impact of position in the cell and the effect of changing gas rate on bubble size are illustrated. This technique provides a sensitive measure of the effects of process variables on bubble size.INTRODUCTIONDespite the extensive use of flotation in the mineral processing industry, the methodology employed for cell design is largely based on empirical rules rather than on first principles. One of the main reasons for this state of affairs is that the local flow structures encountered in industrial-scale machines are very complex.
