It is the purpose of this paper to produce some evidence on the accuracy to be expected from normal assay procedure using the usual first class equipment, and to examine the effect that many assaying inaccuracies have on reported metallurgical recoveries.Generally speaking, the evaluation of the gold content of a mineral ore sample by the fire assay method is a relatively simple process.A weighed quantity of finely ground ore is fused with suitable fiuxes including litharge and a reducing agent to give a button of lead and a quantity of slag. The shower of lead produced by the reduction of the added litharge collects the gold and silver present in the ore, concentrating the values into the lead button.The button of lead, after separation from the slag, is, on heating in an absorbent cupel in a current of air, reoxidised to litharge and absorbed into the cupel leaving a gold and silver bead in the cupel. This bead' is heated in a solution of nitric acid to dissolve the silver, leaving the gold undissolved to be dried and weighed. Knowing the original weight of the ore and the weight of the gold prill the value of the ore is easily calculated.Summarising1. Fusion Process.-Ore plus fiuxes give a slag plus lead button.2. One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. The mining industry has recognised for some time the importance of supporting programs which serve to educate the Australian public about the socio-economic benefits of mineral resource development. More recently, industry leaders have realised that the future development of the industry will depend on attracting sufficient young people to commit to a career in the industry. Apart from lending support to the traditional education institutions in Australia, the industry now has the opportunity to participate in the development of education programs in museums. Whilst historic, mining-related theme parks such as Sovereign Hill and Coal Creek in Victoria serve very effectively the objective of relating past mining activities to the socio-economic development of Australia, there still exists the need to provide a facility which, under the same roof, excites interest in geology, mining, mineral processing and the role of minerals and energy in modern society. The redeveloped Geological and Mining Museum (the "Mining Museum"), which is located in The Rocks area of Sydney, meets this objective. With the central themes of formation and transformation this new Museum, which aims to be the best of its type in the world, will use modern museum exhibit techniques and the resources of the Minerals and Energy Information Centre to educate the community including teachers and school children. In the best tradition of museums, outstanding mineral and other collections will complement a comprehensive range of interactive, high technology exhibits which will include a number of exploratory "hands on" facilities. Australian companies are joining with Government to fund this exciting new museum. There is still a need for industry professionals to realise that a modern "mining" museum is no longer just a repository for objects of mining heritage but is also an important centre which serves as an important educational and public relations interface. The Education Section of the new "Mining Museum", which is linked closely with the new Minerals and Energy Information Centre, will be working closely with appropriate mining-related Tertiary institutions to develop specific career programs aimed at secondary students who wish to pursue a career in the mineral resource industries.

Progressively more stringent emission limits and advances in regulations and enforcement have made air compliance more difficult for metallurgical facilities. This has historically required improved collection and treatment of stack sources. Fugitive emission reductions are now increasingly required to achieve compliance. Typically small in magnitude, fugitive emissions have a disproportionate impact on ground level concentrations, can be visible to the public and can influence workplace health and safety. Moreover, these emissions are complex, as they are spread over multiple sources, distance and time and are affected by various activities and conditions. As such it is difficult to find, define and monitor these emissions and their impacts. This difficulty translates to the design of emission reduction measures and operational requirements. This paper presents an overview or ‘heuristic’ of fugitive emissions management for compliance in existing operations. This includes aspects such as the impact of regulations on project scope, approaches to developing a comprehensive emission inventory, considerations for solution development and the plant’s role in sustaining compliance once achieved. Case studies are presented to demonstrate how portions of this approach have been applied.

An investigation was made of the Rehbinder-Kuznetsov pendulum as an instrument to aid in the study of rock drillability and of the effect of surface active agents on rock drillability. The "critical weight", i.e., the pendulum weight at greatest sensitivity, was determined for several solids and it was shown that a change in surface environment changed the maximum value of the apparent hardness but not the critical weight, and the critical weight increased with increase of hardness of the solid used. Using silver halides as the solid material, and solutions of either silver nitrate or the appropriate alkali halide, it was shown that there is a hardness maximum at the zero point of charge of the particular silver halide. INTRODUCTION The development of relative hardness measurement by the method of damped oscillations, or what has been called the pendulum sclerometer, is due largely to the Russian workers P. A. Rehbinder and V. D. Kuznetsov and their co-workers.1,2 The apparent simplicity of the method has led to its use in a number of fields, particularly those where relative hardness has to be determined on a brittle solid. As will be shown, the simplicity of the method belies its complexities. THEORY OF THE PENDULUM SCLEROMETER The operation of the pendulum is quite simple. Make a sharp point such as a diamond, hardened steel or tungsten carbide, as the fulcrum of a pendulum, with the center of gravity of the system below the point of support. The attenuation of this pendulum is a function only of air friction, provided no fragmentation, breakage or other work is performed by the point. However, when the solid surface breaks or disintegrates under the point, and the latter penetrates the solid, part of the energy of oscillation is absorbed in the work of creating new surface, and the rate of attenuation increases. In the case of brittle solids, the point of the pendulum produces fragmentary particles, whereas the point produces plastic deformation in a plastic solid; but in both cases damping occurs. This pendulum damping is a function of the hardness or strength of the solid. Whereas a pendulum oscillating on a hard material attenuates primarily by air friction, in the case of a soft material, the points penetrate the surface of the solid, producing new surface, and the pendulum damps much faster. Thus the attenuation rate is a function of the hardness or strength of a material in both plastic and brittle substances. Russian workers initially used a single support for the pendulum, but this created many problems because of oscillation of the pendulum in more than one plane. A revised version used two points, or sometimes a prism as support, successfully confining oscillation to one plane. The version using two points was constructed and used throughout this investigation, making the recording of the attenuation as a function of time relatively easy. That both points should be in contact with the solid during the damping is implied. Rehbinder (c.f. Kuznetsov2) proposed that the hardness H as measured by this method could be expressed by a quantity which is inversely proportional to the relative initial rate of attenuation of amplitude. where H = hardness parameter (arbitrary units) a, = initial amplitude da/dt = rate of attenuation of amplitude with time. This paper addresses considerations for the use of artificial support of pit walls in surface mines, a new project of the Bureau of Mines. Results to date indicate that a polymer-coated cable with embedded grit could provide good anchorage for stabilizing benches and highwalls, and an electronic method of recording discontinuities in the field is being reviewed and developed for application to mining. The objectives of the work in progress are to define the engineering parameters and evaluate the concepts for artificial supports in order to provide safe working environments when pit slopes are steepened to increase ore recovery and reduce overburden handling.

Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.

Using an automated drill test fooure, the U.S. Bureau of Mines measured the sound power levels produced by a small, pneumatic, rotary roof drill. A series of tests was conducted to determine (1) the relative effectiveness of several drill muffling schemes and (2) the relationship between drill sound power and pneumatic power supplied to the drill. The influence of rotation rate (i.e., airflow) and feed thrust on the penetration rate of the drill was also noted.

Se desarrollaron materiales compuestos de matriz polimérica para toberas en cohetes; con dos zonas: una térmica para soportar elevadas temperaturas de combustión y una estructural que resista los esfuerzos generados. La zona térmica se elaboró con materiales de comportamiento ablativo, probados a temperaturas de hasta 2950°C durante dos minutos, los cuales fueron reforzados con polvo cerámico y/o subproducto de la industria siderúrgica (cerámico 2). Con base en los resultados obtenidos del comportamiento de térmico y de conductividad térmica del material ablativo, se construyó la zona estructural en materiales compuestos fibroreforzados (vidrio y carbono) con matriz polimérica. Los moldes se diseñaron en SolidWorks y se fabricaron por prototipado en ABS rápido y se elaboraron machos disgregables en poliuretano. En la zona térmica se usó un procedimiento de vaciado con vibración con diferentes tipos de matrices (poliéster, vinilester, caucho silicona) y de laminación para la zona estructural. Se evaluó el desempeño mediante simulación de las condiciones reales de operación mediante llama de oxicorte y quemador de ACPM, observando el efecto en la pérdida de peso, espesor, diferencial de temperatura, cambio de propiedades mecánicas, etc.; encontrándose un positivo comportamiento del sistema con matriz de resina vinilester reforzado con polvo cerámico 1 y buenos resultados con cerámico 2, así como una estabilidad en la zona estructural construida con fibras de vidrio y carbono. This paper presents the results of pilot scale column flotation applications in the two different copper concentrators in Turkey. The Kure Copper Plant is located in the Black Sea Region of Turkey. In Kure, a very fine grinding requirement for an adequate level of liberation makes a successful flotation difficult and consequently the final concentrate can hardly assay above 16% Cu Column flotation tests were conducted at the plant site using two different column types The experiments proved that the grade of the concentrate could be increased from about 14% Cu to 25-26% Cu. Murgul Cakmakkaya Copper Concentrator is the largest copper concentrator in Turkey. Although concentrate production capacity is around 170,000 tons annually with 22-23% Cu content, this figure tends to be much lower than that. In Murgul a Turbo Column of Multotec Company of South Africa was employed. As a result of systematic column flotation tests, the grade of the concentrate was increased from 20.3% Cu to 28.7% Cu.

It is only logical and equitable that Property Owners should not be permitted an apparent ability to “double dip” with respect to deductions. A provision like this example should accomplish the task. It will be noted that the example specifically contemplates that the negotiated arrangements will prevail over any requirements of GAAP. Accordingly, if the parties agree to an unusual formula for recoupment, it will not be set aside to accommodate GAAP requirements. Under GAAP, revenues and expenditures are accounted for on an accrual basis. In addition, it specifically prohibits the taking of non-cash deductions, which is in keeping with the concept of recoupment.Although in some ways the example states the obvious and could be considered redundant, its presence, especially in provisions contemplating recoupment, makes it clear to the financial people that there may well be some variations from normal practices dictated by GAAP, while at the same time confirming the availability of GAAP to fill any voids.The accounting profession often makes the caveat that application of GAAP is an “art”, not a “science”. GAAP do not provide a cure-all and can create problems that will have to be addressed. For example, GAAP contemplate that asset costs are to be reduced by investment tax credits, which can cause a problem for a payor with more than one mine."

?POWDER METALLURGY? is the production of semiformed or fully formed metal products by compressing metal powders. It had its beginnings in the fabrication of tungsten and molybdenum bars and wire by compression, sintering, and swaging. Powder metallurgy, although still in its infancy with other metals, has shown remarkable progress in recent years. Production of Metal Powders-The first step in any powder-metallurgy process is the production of metal particles of suitable shape and size. Mechanical processes for producing metal powders, as by crushing, stamping, or grinding, are usually not suitable, as the resulting particles may cause laminations and decreased strength in the finished articles. The principal metal powders now in use on a large scale are produced by electrolysis or by reduction of metal oxides by gases.

Several parameters controlling the reproducibility of tritium determina¬tion in organic compounds by liquid scintillation counting were evaluated by the Federal Bureau of Mines. These included optimum volume of scintillator solution for maximum counting efficiency, reproducibility of counting a sealed commercial standard and comparison with duplicate counts on laboratory-prepared samples. The error introduced by using microliter pipets, optical differences in counting vials, reproducibility of counting organic samples where quenching is a factor, reproducibility of counting laboratory-prepared samples with an added internal standard, optimum ratio of internal standard activity to sample activity, effect of sample volume upon counting efficiency, count rate at which coincidence losses become apparent, and reproducibility of organic compound radioassay by the standard addition technique are outlined. From the evaluation of these parameters, a technique that can be applied routinely to organic compounds containing tritium has been established, and details are included in this report.

In the UK during the 1990s the energy companies had developed a policy of æDash for GasÆ, building large natural gas power stations to produce more than 30 per cent of the UKÆs electricity demand. The price of imported thermal coal was dropping and the electricity generators were putting pressure on the UK coal producers to produce coal at a reduced cost. Imported coal from Columbia, South Africa, America and Australasia had increased their market share in thermal coal sales to over 50 per cent of a 55 Mtpa market. The pressure on the UK coal industry to reduce costs and improve productivity levels from an ever decreasing resource was high. Companies were benchmarking their operations on the imported coal producers and had to realign their organisations, productivity levels and costs to world best practice, not just technically, but in world class organisational management techniques.

A number of improvements in the techniques of budgetary control have been developed in the 1970's. The most significant of these is zero-base budgeting. This procedure is a marked improvement, because it overcomes some of the key weaknesses inherent in most traditional approaches to budgeting. It incorporates techniques and disciplines which improve the quality of both the budgeting effort itself and the documents that most senior managers will need to evaluate. The end result is a budget that establishes and improves cost effectiveness. This budget is based on resource allocations using cost-benefit criteria and on a system of prioritization for making funding choices. Zero-base budgeting is applied only to costs and expenses that are not conducive to control using industrial engineered standards. Therefore, the benefits attributed to zero-base budgeting will only hold true for administrative, selling, exploration, safety, fire protection and overhead, and other indirect types of costs and expenses. It is in this context that the question of its attractiveness for the mining industry is dealt with.

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. The U.S. Bureau of Mines tangentially impacted potential coal-cutter bit shank materials against sandstone to investigate the potential of the materials to ignite natural gas by a friction-generated hot streak. The shank material samples were mounted in a 24-in, 550-lb flywheel, which was rotated at surface speeds of 400 to 900 sfpm. The sandstone was advanced toward the rotating flywheel at feed rates of 1 mil per impact. The atmosphere mixture was 7 vol pct natural gas in air. Three grades of polycarbonate resin, an ultra-high-molecular weight polyethylene, and a zinc alloy (ZA27) were among the potential materials. None of these materials caused ignition of the methane at any of the three test speeds (400, 600, and 900 sfpm), but the above materials do not have sufficient strength to hold a carbide tip during coal cutting. Of the materials having sufficient strength to hold a carbide tip, three nickel-based alloys proved less likely to cause a natural gas ignition than did iron-based alloys such as 4340 (a commonly used shank material for coal cutters).
