Introduction Extensive undersea coal-mining has developed on both the east and west coasts of Canada, and at this time some four million tons, or 25 per cent of the total output of Canadian coal, representing a pit-mouth value of $14,000,000 per annum, is coming from coal seams lying under the sea. Of the coal now being mined in Nova Scotia, 55 per cent comes from under the sea, and this proportion is likely to increase. The Province of Nova Scotia is at this date receiving in royalties paid upon coal ?removed from undersea areas a sum exceeding $400,000 per annum. The subject is, therefore, one of special interest to the Mining Society of Nova Scotia and the Canadian Institute of Mining & Metallurgy, and while this paper will deal chiefly with undersea coal-mining in Nova Scotia, an attempt has been made to summarize the development of mining practice in the winning of undersea coal in other parts of the world, with the hope that such a recital may assist in the assessment of local problems. The connection between the mining of coal under the sea and an insular or maritime geography is obvious in regard to Great Britain, Japan, Vancouver Island, Australia, and Cape Breton Island, and also in regard to the curious conformation of Chile; the tendency towards growth of a mercantile marine and naval eminence is equally obvious where coal is mined at tidewater. But, there is the further and less favourable significance that the mining of coal under the sea is associated with poverty rather than with abundance of coal reserves.

This paper describes the U. S. Energy Research and Development Administration's (ERDA) program to develop in situ coal conversion processes, especially gasification, he potential of this technology, the technical directions being explored, and the program strategy to carry the process concepts toward commercialization are emphasized. The geographic location of the U. S. coal resources and a market analysis are described. Commercially successful in situ coal processes could add over a trillion tons of coal to the U. S. coal reserves. The economics of these processes is compared with surface gasification independent studies show this process to be 25Z cheaper than surface gasification for Western coals. The major projects are briefly described. The Linked Vertical Well process is in the lost advanced stage and shows great promise. The last test produced a low-Btu gas averaging 171 Btu per standard cubic foot for average pro¬duction rates of 5.5 million standard cubic feet per day. The other projects are Packed Bed, Longwall Generator, and Steeply Dipping Beds.

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

"THE OBJECT of these notes is to initiate a discussion among the members of our Institution on the connotation of the term 'ore', and to arrive, if possible, at an acceptable definition of the term in the light of its current use by our leading mining engineers, metallurgists, •and geologists.The majority of •authors of well-known modern text-books on subjects dealing with mineral deposits define 'ore' in words which convey the meaning that it is an aggregate of minerals from which one or more metals can, under favourable conditions, be extracted profitably.Many eminent members of the Institution, and of mining and metallurgical institutions in other countries, consider that the term should not be restricted to metalliferous mineral •deposits but can also be applied correctly to certain non-metallic deposits. They believe that the growth, during the twentieth century, in the industrial importance of non-metallic minerals, and the progress made in the mining and the milling of deposits containing such minerals by methods similar to those used for metalliferous mineral deposits, no longer justify the academic restriction of the term to deposits worked for their metal content only."

Practically all the world's lead is produced by sintering and blast furnace smelting, or the Imperial Smelting Process which is a variant of the blast furnace process. Increased coke and labour costs and strict lead emission limits have, however, made blast furnace smelting undesirable in most countries. A change-over to other lead smelting processes providing better working conditions and lower emissions is, therefore,. expected to occur once economic conditions improve and the necessary capital expenditures can be justified. The need for new lead smelting processes has long been evident and a number of new processes have been proposed 'and advanced to various stages of development. One of the new processes is already proven on commercial scale, while several others are still being tested on pilot plant scale.

To increase the capability to predict the effectiveness of a flame arrester in the cooling of hot combustion gases expelled through a flame arrester, the U.S. Bureau of Mines developed an equilibrium. model and one-and three-dimensional transient thermal models of a flame arrester, which were used to predict the temperature evolution within the arrester and the maximum temperature at the external surface of the arrester. The models account for convective and conductive heat transport within the arrester and radiative losses at the exit surface. The gas flow through the arrester is established from an empirically derived relationship between the gas velocity and the pressure gradient across the arrester. Lateral heat loss from the arrester to the enclosure wall is accounted for in the three-dimensional model. The model calculations for maximum outside surface temperature of the arrester showed an approximate agreement with measured values for vent-area-to-enclosure-volume ratios between 12 and 28 in2?ft-3.

Metal inventories are usually reported in financial statements of mining companies. However, the value of these inventories can be reliable only if the metals in stock are measured within acceptable tolerances. Reliable metal balancing requires accurate mass measurement, sampling, and chemical analysis. Many mining companies are usually unable to validate the accuracy of metals in inventories at the end of their financial year. This is mainly due to poor mass measurement, sampling, and chemical analysis practices. This has an adverse impact on metallurgical accounting and metal valuation. In addition, it puts a lot of stress on external auditors, who have the duty to recommend the approval of the financial statements to the board of directors. Although a full value chain of metal reconciliation includes the accuracy of Mineral Reserve definition and grade control at the mine, this paper discusses the implementation of best practices for mass measurement, sampling, and chemical analysis at processing plants. This is an important aspect of sampling and reconciliation that is required in order to improve the reporting of inventories in the financial statements of public mining companies. Nonferrous smelting processes have been through a rapid transformation since the beginning of 1980. The copper smelting technology has changed from the conventional Blast Furnace process to the Flash Smelting and MIB process. In the field of lead smelting, the technology has changed from the Blast Furnace Smelting to the Direct Smelting such as QSL and KIVCET. In 1992, Onsan Refinery successfully commissioned Direct Smelting QSL technology for lead. The QSL could produce more than 160,000 ton per year of lead bullion from lead concentrate and various residues. Moreover, since the year 2000, the TSL (Top Submerged Lance) Technology utilizing the same Direct Smelting process has been successfully commissioned to treat lead concentrate as well as lead sulfate residue produced from a hydrometallurgical zinc plant. This paper presents and compares the energy flows of lead smelting processes such as a conventional process and the Direct Smelting Processes plotted on the Pb-O-S phase diagram. The oxygen potential diagram suggests how to control the oxygen potential in the fum ace. Also, it describes the recent operational experience in the TSL plant of Onsan Refinery with necessary mass balance of key elements.

"In 2001, the Catholic University of Chile undertook a maintenance benchmarking study of six open pit copper mines having mill capacities varying between 18,000 t/d and 156,000 t/d, and collectively responsible for 58% of Chilean copper production. This paper describes the methodology used to conduct the study, as well as the overall results. Key performance indices were selected to measure the effectiveness, efficiency, and development of the maintenance process. Using a balanced scorecard philosophy, these indicators were divided into client satisfaction, financial, internal process, and learning and growth indices.Maintenance was found, on average, to be responsible for 44% of mine production costs. Percentage planned maintenance of equipment fleets was found to be low by world standards, averaging 35%, 56%, and 44%, respectively, for blasthole drill, shovel, and haul truck fleets. Fleet availabilities were found to be significantly influenced by the percentage of planned maintenance achieved, while maintenance cost per equipment was found to decrease non-linearly with increases in percentage planned maintenance. Investment in technical training (including planned maintenance practice) was found to be low by global standards. The paper concludes that fleet availability and maintenance costs in Chilean open pit operations could be considerably improved by improving and/or developing maintenance planning standards, and investing in training personnel in planned maintenance techniques"

Solution mining followed by solvent extraction-electrowinning (SX-EW) is one possible way to economically extract copper from ore bodies which cannot otherwise be profitably exploited. Published costs for the unit processes of SX and EW are out of date especially in view of the newer reagents now available and the newer circuit configurations, This paper updates the costs for SX-EW in 1985 dollars and also discusses some of the trade-offs which must be made when designing an SX-W plant.

Remarks Of Mr. Robert W. Hunt, General Superintendent, Albany And Rensselaer Iron And Steel Company., Troy N. Y. - In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to draw conclusions. There are so many circumstances bearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill * The remarks of the participants in this debate have been written out by the speakers, and are here given without any attempt to retain the order of the dis¬cussion. Hammer machines are now widely used for underground sampling and exploration. Their application to such work can be divided into two classes - sampling and testing with ordinary drilling equipment to shallow depths of 22 feet or less, and "long hole" drilling with heavy machines and special equipment to depths of as much as 250 feet or more. In the first category hammer drills are employed for either of two distinct purposes: first, as a means of checking the results of grab or cut samples or, in certain types of ore deposits, as a substitute for these methods; and second, as a method of sampling the ground 5 to 20 feet beyond existing faces and thus aiding in the control of stoping operations or in the direction of development headings, as the case may be. The deep-hole drill, in the second category, has proved to be a valuable adjunct to the old established methods of exploring, end developing ore, provided it is employed under natural conditions to which it is suited, handled by men thoroughly familiar with the technique of its operations, and used with its possibilities and limitations clearly understood.

The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

Jet grouting is a highly versatile ground modification technique that can offer significant commercial and technical advantages over traditional concrete pit underpinning applications. Despite these advantages, jet grouting remains an underutilized technique in the construction industry due to its perceived complexity, cost, and risk. When performed thoughtfully, underpinning by jet grouting offers significant safety and schedule advantages over traditional underpinning approaches. The New England construction market has seen a recent acceptance in the use of jet grout underpinning on congested project sites across a variety of subsurface conditions. The reduction of the cement batch plant footprint due to equipment advances has allowed the use of this technique in urban sites where its use would be previously infeasible. Furthermore, jet grout underpinning has been utilized for support of historic and sensitive structures with generally lower tolerance to settlement than is typically feasible with conventional pit underpinning. Robust, real-time geotechnical instrumentation monitoring systems have helped reduce the uncertainty and further expand the feasibility of jet grout underpinning applications. When properly designed and constructed by qualified and experienced jet grouting contractors, the flexibility of soilcrete for design and construction may be utilized to overcome the many inherent challenges which complicate underpinning and earth retention systems. INTRODUCTION The construction of buildings and infrastructure in our increasingly dense urban spaces often requires excavations below the elevation of existing structures immediately adjacent to the proposed work. Where a proposed excavation system encroaches into an existing structure’s zone of influence, additional measures, such as the construction of an underpinning or excavation support system, are required to safely excavate and minimize the impacts on the adjacent structures. Jet grouting is one method of underpinning that offers significant commercial and technical advantages over many other techniques. Though it was first used to the United States in the 1980s and has grown in popularity elsewhere, jet grout underpinning remains underutilized domestically due to its perceived cost and risk premium. Jet grouting has significant technical advantages over other underpinning methods due to its applicability in a wide range of soil types and its flexibility of design and installation. The jet grouting process is capable of limiting the movement of foundations during construction and excavation to lower thresholds than most traditional underpinning methods (Droof, Furth, & Scarborough, 1995). Its use for underpinning historic and sensitive structures with lower settlement criteria provides additional evidence to its technical utility. Through thoughtful design, adequate planning, and experienced installation, jet grouting can be an appropriate underpinning solution that can provide significant cost and schedule savings.

ELECTROSTATIC methods are used to separate and concentrate or purify granular particles derived from ores or various synthetic and agricultural products. Compared with other separation methods that require many technological refinements, the electrostatic attraction of fibers, grass, and seeds to charged surfaces clan be accomplished under the most primitive circumstances, and the early development of this method of beneficiation seemed very promising. Precise application of the method to provide high selectivity, however, is a complex procedure, and interest in this method declined. During this period Mr. O. C. Ralston initiated a Bureau of Mines research program oil electrostatic separation. It is the purpose of thins publication to describe the development of the electrostatic method of particle separation from the early beginning to the present resurgence of interest. Most of the information for this description bas been derived from references, a few of which were not available for thorough review. Much information has been drawn from the investitions of the Bureau. Acknowledgments Mr. O. C. Ralston, former Chief metallurgist of the Bureau of Mines, began the research program on the subject and did research on the mils literature. Both Mr. Ralston and Mr. H. B. Johnson, former president of the Huff Electrostatic Separator Co., furnished patent references. A critical review by Mr. F. D. Lamb, Research director, and Mr. M. J. For the first time, the idea of sustainable development was recognised at a high political level at the UN Conference on Environment and Development held in Rio de Janeiro in 1992 (UNEP, 1992). Then the governments of the world committed themselves to promote sustainable development in their national activities and international co-operation. In 2001, the European Council approved the EU Strategy for Sustainable Development (European commission, 2011). This complements and supports the EU?s so-called Lisbon Strategy (European council, 2000) on competitiveness. The revised Strategy for Sustainable Development was approved in June 2006. Recently sustainability has had an important role in policy and decision-making while the public awareness towards limits of the environment has been rising. However, the indicators of industrial sustainability satisfy primarily the needs of corporate management and global investors. The information is often broad and non-specific and might occasionally even give a false impression. Moreover, contradictions between environmental, economical and social aspects also point out the unreliability of existing sustainability indexes. Therefore, the current state of affairs serves the interests of neither the industry nor the policy makers. Current corporate sustainability indexes and indicator systems need to be assessed with scientific methods encompassing the identification of their strengths and weaknesses. This requires quantitative and qualitative assessment and synthesis of existing indexes and indicator systems, providing new data on the functionality of existing corporate sustainability indicators. Therefore, the assessment lays the foundation for the development of new, more balanced sustainability index. Our first aim in this multidisciplinary article is to analyse existing global sustainability indexes for process industry. Second, we will introduce a first version of a new sustainability index for process industry, which includes the environmental, social and economic impacts of the plant, as well as legislation aspects.

The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface metal and nonmetal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. Portions of the handbook that should prove most useful to the inspectors include a survey check list, rules for determining if sampling is required, list of most frequently encountered contaminants, list of candidate contaminants and their sampling conditions, interpretation of results, and a procedure for a health and safety inspection.
