The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

ABSTRACT This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

Mineral froth pumping utilising centrifugal slurry pumps is a major engineering challenge for the end users and pump manufacturers due to the undesirable outcome of unstable pump performance. Most of these challenges occur due to incorrect pump selection and suction tank design. The traditional approach is to oversize the pump for pumping mineral froth. New horizontal slurry froth pump designs offer opportunities to improve the mineral froth with challenging (high) Froth Volume Factor while maintaining high efficiency, long wear life and stable pumping performance. This paper examines the flotation process in detail and how froth pumps are designed to handle this arduous process.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This is the second part of a three-part series. The first part was published in the October 2013 issue of Minining Engineering magazine and can be found here at www.me.smenet.org. This paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper, to be publised at www.me.smenet.org on Oct. 14, presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. The Bureau of Mines, in cooperation with the Idaho National Engineering Laboratory, has electroslag melted a V-5Ti-5Cr alloy using a fused CaF2, flux. The alloy is a candidate for use in future fusion reactors. One objective of this research was to evaluate the feasibility of the electroslag melting process in separating simulated radioactive isotopes from the V alloy to demonstrate recyclability. Small amounts of Ca, Y, and Mn were added as surrogates for radioactive isotopes. Results showed that this vanadium alloy can be electroslag melted satisfactorily. The impurities added intentionally were removed or decreased successfully. Among the major alloying constituents, Cr was retained but there were some Ti losses. The latter may be controlled with process refinements. This research suggests that the electroslag melting process could be a suitable method for recycling V alloys after use in future fusion reactors, or for processing other reactive metal alloys with more immediate applications.

"Sulphur deposition on the internal wall of a pipeline is caused by the temperature effect on the solubility of sulphur in the carrier fluid and is not due to particulate sulphur present. Deposition can be completely eliminated by proper insulation of the pipeline to prevent ""cold-spots"" and the resultant temperature gradient necessary for sulphur to precipitate from solution. Friction head losses for sulphur-condensate slurry systems are quite acceptable from a technical and economic standpoint and, in fact, are less than many present commercial slurry systems. Slurry transportation of sulphur in a hydrocarbon pipeline is a viable possibility and promises to have economic advantage over currently accepted transportation modes."

"SUMMARYThe K.M.A. reservoir was discovered to be oil bearing at a depth of 3,719 feet on March 11, 1931. Extensive development, however, was not begun immediately, because the discovery well had a low initial daily oil production, and market conditions for oil were unfavorable. Development of the field progressed slowly for the next 6 1/2 years. In the latter part of 1937, a wildcat well approximately 2 miles southwest of the discovery well was drilled on a magnetometer high and completed with an initial flowing production of 2,016 barrels of 43° A.P.I.-gravity oil in 12 hours. Rapid development of the southwestern part of the K.M.A. field was begun immediately and continued until over 700 wells were drilled and approximately 12,500 acres proved oil productive.Because of the large size of the entire K.M.A. field, this report is limited in scope to the southwestern part only, and the discussion that follows pertains to this area only. The closing date for production statistics is August 1, 1949.The K.M.A. structure is a complex anticline having a maximum closure of 250 feet, and the K.M.A. formation is composed of sediments that grade from limestone through sandy lime and limy sand to sandstone with thin streaks of shale. Two distinct members of the K.M.A. formation, zone I and zone II, are oil productive. Core analyses indicate the average porosity to be 16.5 percent for zone I and 16.1 percent for zone II. A relationship was established from core data, which showed the correlative permeabilities to be 42.1 millidarcys for zone I and 39.5 millidarcys for zone II, whereas the arithmetical averages of the permeabilities were 84 millidarcys for zone I and 216 millidarcys for zone II. Connate water saturations were 17.5 percent for zone I and 20.0 percent for zone II. The porosity-saturation method, using a thickness-correction factor, was employed to calculate the volume c 168.1 million barrels of stock-tank oil initially in place in the reservoir. Analyses of the reservoir oilIn that, although the initial reservoir pressure was 1,750 p.s.i., the original reservoir oil was saturated to only 1,300 at which pressure 1 barrel of stock,tank oil contained 525 cubic feet of gas in solution.A serious decline in reservoir pressure during the 2 years of rapid development alarmed the operators and caused them to consider a cooperative pressure-maintenance program. In the latter part of 1939, the K.M.A. Pressure Maintenance Association was organized, and the gasoline plants in the field agreed to process the wet gas and return the dry gas to leases having gas-injection wells. Approximately 27 percent of the cumulative volume of produced gas had been returned to the reservoir by August 1, 1949."

A standard technique for heat treating small metallurgical samples where no appreciable contamination from the atmosphere can be tolerated is that of sealing small samples in evacuated fused-silica tubes. Since vitreous silica is relatively impervious to diffusion of gases, even at temperatures approaching the devitrification range, around 1100°C, this simple procedure has been very widely adopted as a standard technique in metallurgical research. The concept of a high pressure liquid jet mill with highly unsteady flow, has been developed and recently patented by Cornerstone Technologies LLC (CsT), for the purpose of micron and sub-micron particle production. The mill accepts feed sizes up to 15mm for some materials and is capable of sub-micron production. Successful material range from precious metals such as silver and palladium to dielectric components and substrates such as Barium Titanate slips, zirconia, titania and silica. The process has also succeeded in adequately reducing the size of materials for both composite and coating uses such as anthracite coal, graphite, chrome metal, wollastonite and more than 100 others. A unique design approach has been taken to highly maximize the energy flux in the mill’s chambers to create extremely high turbulence and destructive cavitation. This is assisted by shock waves, which cause particles to undergo ultra high frequency pressure pulsations, high frequency collisions and then abrasion, shattering, hydro-wedging, and cleaving. Due to these extreme properties the processing occurs in just fractions of a second allowing throughputs up to 1000 kg/h on a machine that would fit inside a 60 cm box. The technical solution and technological advance, as well as the environmental and economic benefits indicate rapid and wide spread acceptance of high-pressure liquid jet milling in modern industry.

In any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly not due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul. "Ore Supply Edwin C. Eckel, in his monumental work on Iron Ores, has but little to say concerning the Pacific Coast deposits. Mining in narrow veins is commonly applied for precious metals, generally carried out to extract gold in underground mines, due to the ore occurrence on narrow veins, mainly up to 2-meter large. The current work presents the implementation of the methodology in a zinc mine located in the state of Minas Gerais in Brazil. The Vazante Mine through the years has always carried out mining on stopes with a thickness larger than 3,5 meters, but nowadays due to the need to reduce the waste planned in its blocks, as well as increase the useful life of mine, mining has been implemented in blocks that are less than two meters. Given this, the challenge is to be able to carry out blasts that does not exceed the operational dilution required and does not generate an impact on recovery, as working with extremely heterogeneous stopes. This study seeks to correlate the main characteristics of stopes and its relationship with the results obtained in the execution of those blasts. Also, it proposes an analysis between the empirical data, and existing theoretical references, creating ideal mining parameters, such as minimum thickness, maximum height, and optimum timing in the blast plan. One of the main challenges for carrying out this mining method is the control of operational dilution, generally pointed out as the biggest difficulty for companies that adopt this methodology, due to the thickness of those stopes, any displacement can make it unfeasible, thus the technical level on carrying out the drilling and loading of these blocks must be impeccable, an understanding of the structural geology of the site is also essential for dilution control. The outcome will be a set of ideal parameters and mining methodology to guarantee the success in execution of these blocks, thus bringing a financial benefit to the company.

The high-shear colloidal mixer is generally recognised as the most efficient method of mixing cement based grouts. Only recently however has this technology been applied to the production of cemented rockfill (CRF) for use in underground mines in North America. Traditionally, paddle type mixers have been used to produce the cement based slurries required for the preparation of CRF. While considerable success has been achieved with these mixers, tremendous advantages are attained with the colloidal mixer. The combined effect of the highly efficient mixing action and the ability to mix low water/solids ratios, allows for reductions in the cement content for a given strength requirement. Cement can also be replaced by cheaper fillers such as flyash, resulting in further cost savings. Although large-scale dedicated CRF hatching plants are typical, there is a growing need for mobile plants capable of operating anywhere underground. The compact size and rapid hatching speed of high-shear colloidal mixers has allowed them to be incorporated into skid mounted systems capable of producing and discharging cement based slurries onto rockfill aggregate for the production of CRF. In many cases run-of-mine development waste can be used as CRF aggregate with these slurry plants thereby reducing the cost of waste rock removal. These relatively low cost portable plants have now allowed several mines to economically rccmer isolated pillars and realise positive returns on their investment.

"One of the key drivers of geometallurgy is to define the ore characteristics and their variability to build a geometallurgical model. The inclusion of waste rock properties and their variability is just as important, given that the generation of acid rock drainage (ARD) poses one of the most significant environmental challenges facing the mining industry. Formed through the oxidation of sulfide minerals in the presence of oxygen and water, ARD generation is exacerbated through the regeneration of lixiviates by naturally occurring iron- and sulfur-oxidising micro-organisms. In order to manage the potential risk of ARD pollution, timely, accurate, reliable and robust characterisation and prediction of the ARD potential of waste material is critical from an early stage in the mining process.This study demonstrates the use of the biokinetic-accelerated weathering test developed at the University of Cape Town to characterise the ARD potentials of gold waste rock samples under microbial conditions. These tests are performed in conjunction with standard characterisation tests to provide an indication of the potential for ARD generation under both chemical and biological conditions. Results provided information regarding the relative rates of acid neutralisation and acid generation, with the contribution of specific minerals to the observed behaviour considered through use of a detailed mineralogical assessment. Samples of ash from the May 18, 1980, eruption of Mt. St. Helens Were collected from several locations in eastern Washington and Montana. The optical microscope and the combined scanning electron microscope with energy dispersive x-ray microprobe were used to determine the composition and mineralogical characteristics of the samples. In addition, a quantitative image analyzer was used to examine the particle size distribution, and x-ray diffraction was used to identify major minerals. Both polished sections and ultra thin sections (less than 5 ~m in thickness) were prepared to study the mineralogical characteristics. The use of ultra thin sections provided access to microstructural detail. Mineralogically, the samples ranged from almost totally glassy to almost totally crystalline. Crystal-line samples were dominated by plagioclase feldspar (andesine) and ortho-pyroxene (hypersthene) with smaller amounts of titaniferous magnetite and hornblende. Nearly all the samples contained from less than 1 to 3 wt% free crystalline silica (quartz, trydimite, or cristobalite).

This is a study of 58 fatal haulage accidents investigated by Federal coal-mine inspectors during the period January - June 1951. The information presented in this circular was obtained by analyzing fatal haulage accidents in 33 bituminous-coal producing counties representing 11 States. The physical conditions represent a cross section off producing coal beds. Mining and transportation methods vary, from those of small hand-loading mines to those of large modern mechanized operations. These data are thought to be representative of haulage conditions within the bituminous-coal mining industry and are submitted to follow up the Information Circular 7604 ?Analysis of Haulage Fatalities in Bituminous-Coal Mines - 1950.? Coal-mine haulage ranks second as a cause of coal-mine fatalities, and the problem of haulage safety is complex. It is subject to constant change and is comprised of numerous influencing variables, which are not always obvious. The solution to this problem will not come through the application of any standard formula or mechanical approach since the inherent factors are strongly influenced by the human equation, and the chain of circumstances is further affected by expediency.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A few examples illustrating where water and waste management compliance conflicts have been experienced.
