This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. Sands are utilized to make molds for metal castings in the foundry industry. Approximately a half ton of sand is disposed of for each ton of metal cast in this country. In Michigan, annual sand disposal amounts to about one million tons. A process has been developed in this study to reclaim sands from a steel foundry. Physical separations are utilized in conjunction with other operations (such as the removal of binder, metal, spruce, washes, etc.) to yield silica and chromite sands with desirable molding properties. Several different separation methods, including electrostatic, magnetic, and various gravitational approaches have been examined. Experimental results are presented. The applicabilities of these separation methods are discussed.

MINING geology, both theoretical and practical, continued to make noteworthy progress during 1938. Mining companies generally, stimulated especially by the improvement in economic conditions during the latter part of the year, extended their workings and developed new ore bodies. Federal and state surveys expanded their search for favorable localities and actual ore bodies, with corresponding enlargement of regional knowledge. Theoretical investigations covered geochemistry of ore deposition, structural control of mineralization, and mineralogy of the ores (chiefly aided by the microscope). More geochemical work is greatly needed: ore searching is still too purely empirical, based on features that have been recognized else- where. "Solvent refining of silicon through using Si-Al melts is a valid method to remove the impurities from metallurgical grade silicon (MG-Si) melt. The thermodynamic behavior of impurities Fe, Al, Ca, Ti, Cu, C, B and P in MG-Si during the solidification of MG-Si was studied based on the available thermodynamic parameters and experimental data. The morphology of inclusions was investigated by Scanning Electron Microscope (SEM). The chemical composition of inclusions in MG-Si and Al-Si melt was analyzed by EPMA. It is found that the amount of white inclusion reduces and most impurities are solved into the Al-Si melts. After solidification of Si–Al alloy using induction heating and acid leaching, impurities can be effectively removed. The solidification of silicon from the Si–Al melt is found to be more effective for purification than general silicon solidification.IntroductionPhotovoltaic energy is one of promising energy resources in a sustainable society because of its inexhaustibility and cleanliness. Although the production and installation of solar cells have increased significantly during the last decade, the cost of solar cell installation is still high. Multicrystalline silicon has now become the main material in the photovoltaic market because of its low production cost and because of the relative high conversion efficiency of solar cells made from this material, which has been studied for a long time [1-3].Electronic grade (EG) silicon (99.9999999% Si) is commonly used as the raw material to produce SOG-Si (99.9999% Si). Silicon produced from the chemical routes restricts the development of solar cells due to environment threaten, high energy consumption and low productivity. Purification of metallurgical grade silicon (MG-Si) is a low cost, environment friendly method. Although several metallurgical processes such as directional solidification, vacuum refining and electron beam melting [4], have been developed, the cost reduction and refining efficiencies for manufacturing silicon is still have to be further optimized.In the purification process, it is difficult to remove boron and phosphorus by the conventional metal refining method. The refining efficiency depends on the segregation behavior of different elements in solid silicon and the liquid phase. The segregation ratios of all investigated impurities were found to be much smaller than the segregation coefficients between solid and liquid Al-Si melts [5]. For instance, the segregation coefficient of B in Si is 0.8 at the silicon melting point (1687K), whereas it is around 0.2 when silicon is solidified from Si-Al melt at 1273K. For phosphorus the segregation coefficient is 0.06 when silicon is solidified from Si-Al melt at 973K°C, which is much less than 0.35 for recrystallization from liquid silicon. Since the segregation coefficient of boron in silicon is 0.8, it cannot be removed by directional solidification."

"IntroductionInco Limited operates nine underground mines on the rim of the Sudbury Basin. These operation s are situated near the city of Sudbury, 589 km west of Montreal, and 363 km north of Toronto. The ores are mined primarily for nickel and copper, and the principal minerals are pentlandite, chalcopyrite , and pyrrhotite. Total ore production from underground is in excess of 51 000 tons per day.The total volume of fresh air supplied to the nine mines is six million cu.ft/min. There are 50 main fans in operation at these mines, powered by electric motors totaling 11 200 kW (15 000 hp).The trend in metal mining during recent years towards mechanization and high-tonnage production methods has greatly increased ventilation requirements. The now of air must quickly dilute and carry away diesel exhaust fumes, dust created by mining operations, and the fumes of the explosives used in blasting. Mechanical ventilation is required to obtain the necessary volume and control, as natural ventilation pressures alone are, for the most part, inadequate and unreliable. In the event of a mine fire or other needs, close control of ventilation is essential.There are two unique heating systems presently in operation at Inco: Creighton Natural Heat Exchanger and Stobie Ice Stopes."

THE Piceance Creek Basin in northwestern Colorado is believed to contain the richest large deposit of oil shale in North America. The major portion, about 1650 sq miles, is bounded by the White River on the north, the Grand Hogback, which runs from Meeker to Rifle, on the east, the Colorado River to the south, and the drainage basin of Salt and Douglas Creeks on the west. The Basin is a plateau 7000 to 9000 ft high, composed of 3000 ft of the Green River series of Eocene age and surrounded by a steep escarpment of 1000 to 3000 ft. From the escarpment the beds dip gently toward the center. Although oil shale is found in all members of the Green River series, the rich thick beds are found chiefly in the Parachute Creek member. This is normally capped by 100 to 200 ft of the Evacuation Creek, the youngest member of the Green River series. Actually the Piceance Creek Basin oil shale is not a shale, nor does it contain oil. It is magnesium marlstone holding solid organic matter capable of being broken down by heat into gases, some of which can be condensed into oil. The marlstone is resilient nonporous rock, difficult to sample by pick or hammer and moil. Many companies and individuals prospected the Colorado oil shale shortly after the first World War,' see Fig. 1, but because of the discovery of large quantities of petroleum in the late 1920's in Cali- fornia, Oklahoma, and East Texas, interest in oil shale development waned and did not revive until World War 11. In 1944 the writer, employed by the Bureau of Mines, prospected the high grade oil shale in numerous places along the southern outcrop of the Piceance Creek Basin. Several channel samples about 100 ft in length were cut, see Fig. 2. An eight-man crew needed a week to cut a satisfactory channel 80 ft long in the cliff face. The Phillips Petroleum Co., the Union Oil Co. of California and others also prospected the oil shale outcrop. In 1945 the Bureau of Mines initiated a core drilling program for the purpose of obtaining accurate samples from the Piceance Creek Basin. The U. S. Geological Survey set up a program for the geological study of the Basin that is still going on." Until the end of 1951 a total of 31 holes was drilled for core with diamond drills, and, in addition, cuttings through the oil shale have been obtained from 4 gas wells drilled by standard rotary oil well rigs. The cost of corrosion as measured by such cost components as the renovation or replacement of coated steel, or the use of expensive coating systems on steel, is considerable. Extrapolating from figures for the USA would place the overall cost of corrosion for South Africa as a figure of the order of magnitude of something over 1% of the GNP. This is a sizeable amount, of which costs associated with atmospheric corrosion would be a significant proportion. The corrosivity of an atmosphere can be defined as the ability of the atmosphere to cause corrosion in a given metal or alloy (International Standards Organization [1]). The ISO Standard 9223 specifies the key factors in the atmospheric corrosion of metals and alloys, and defines categories of corrosivity on the basis of these factors. Prior to the publication of that ISO standard, Callaghan published the results of his twenty-year exposure programme and his excellent corrosivity map of Southern Africa [2]. The present author published updates of the corrosivity map in 1999 [3] and again in 2003 [4]. The summary of the individual areas of corrosivity around Southern Africa was published in the latter paper, and is reproduced here as the following TABLE 1. Of significance in TABLE 1 are the numerous regions of very high corrosivity (C5 or beyond), particularly the rural West Coast shoreline, the North East Coast (KZN) shoreline, and the coastal cities Cape Town, Durban and Richards Bay. The corrosivity map as published is obviously based on much extrapolation as only a small number of points have been measured. During the past three years further measurements have been made, mostly however at the same sites in order to give greater reliability and to monitor long-term trends with changes in pollution. These two aspects are incorporated in this update. There has become available a greater amount of air pollution data for centres in South Africa than was the case some years ago. In this present paper the pollution data are used to extrapolate the corrosivity over areas where little or no direct corrosivity measurement has been made. This methodology is described in ISO 9223.

"Some non-flotation chemicals are added to flotation circuits directly and indirectly to control issues such as scaling and dust in other areas of the operations. Since dosage levels are generally not high, a standard laboratory float test may not be able to determine the effect of a specific chemical on the productivity of the flotation circuit. This paper presents a laboratory testing protocol that uses kinetic float studies to test the effect of normal to extreme doses of antiscalant and dust chemistries (5–100 g/t). Results indicate that this protocol helps to predict potential interference by a particular chemistry on the flotation circuit.RÉSUMÉ Certains produits chimiques ne servant pas à la flottation sont ajoutés directement et indirectement aux circuits de flottation afin de contrôler des problèmes tels que l’entartage et la poussière dans d’autres secteurs des opérations. Étant donné que les niveaux de dosage sont généralement faibles, un essai standard de flottation en laboratoire pourrait ne pas être en mesure de déterminer l’effet d’un produit chimique spécifique sur la productivité du circuit de flottation. "The information presented in this report is a by-product of studies concerning zinc, and is published in response to various inquiries for information as to the suitability of zinc for roofing. It parallels a previous report of the Bureau of Mines on slate roofing.Available Forms of Zinc RoofingZinc is available for roofing in three forms: 1. As sheet zinc which may be used advantageously on roofs with as flat a pitch as 1 in 4; laid with standing seam construction for small roofs and with batten construction for large roofs. 2. As corrugate sheets, in widths up to 40 inches and in lengths up to 8 and feet, available for siding and roofing in industrial buildings (with certain re¬strict ions) and or farm buildings (without restrictions). 3. In the form of shingles.Advantages of Zinc Roofing1. Zinc is a permeant roofing material; that is, when suited to the conditions, and properly applied to a roof designed with the right purlin spacing it will outlast the building and still have a salvage value equal to a least half the original material cost. It is applicable to a wide range of conditions, from the most expensive to the cheapest type of construction, and is not greatly above the cheaper materials in first cost. A permanent roof of simple outline need not cost over $15 to $25 per square (100 square feet), depending upon the method of construction required a corrugated sheet roof for industrial purposes or for farm use need not cost over $15 per square for ordinary conditions. 3. Corrugated zinc sheets have the distinct advantage of being available for re-use and re-construction if handled with ordinary care. 4. Zinc oxidizes to a certain point, building up a strong protective coating which in time effectually checks further oxidation; thus it does not oxidize to the point of destruction as steel does, 5. It is light and easily handled."

Single crystals of iron have been grown from three different lots of Ferrovac "E" of somewhat different chemical composition by the strain anneal technique. Using a technique to seed the crystal similar to Dunn's for silicon-iron, it has been possible to orient the crystals grown in both direction and plane of growth. Crystals having the plane of the strip oriented (100) , (110), (111), (112), (123), and (491) have been grown. The growth directions used have been [100], [110], 45 deg from a [110}, and various others of no specific crystal orientation. The usual dimensions of the crystals were 8 by 1 by 0.08 in. Attempts to grow crystals were about 90 pct successful. METHODS of growing single crystals of high purity iron have been reported in the literature.1-4 However, each of these methods was not completely reliable when used on materials having slightly different chemical composition and in some instances a small number of successes were obtained using identical materials. Except for the method used by S. Dohi and T. Yamoshita,1 it has not been possible to reorient single crystals of high purity iron to give any desired orientation. The method to be described has made it possible to grow single crystals from three different lots of material having different compositions, and to orient the crystals with respect to growth direction and surface. STARTING MATERIAL The material used during this investigation was a vacuum melted high purity iron marketed by the Vacuum Metals Corporation designated Ferrovac "E." Three lots of Ferrovac "E" having the following composition were used with equal success: The compositions listed are those of the as-received material; and they may have been modified before the growth of single crystals. Analysis of heat B just before growth and after growth revealed that the heat treatment prior to growth did not change the carbon content, but the oxygen content was changed from 0.0092 pct to 0.0034 pct and the nitrogen content from 0.0003 pct to 0.0001 pct. After growth of the single crystals, the carbon had dropped to 0.001 pct. None of the heat treatments would be expected to change any of the other impurities very markedly. Heat C would be expected to have a metallic impurity content similar to heats A and B. PROCEDURE Ferrovac "E" iron which had been obtained in bar form having a diameter of about 1 in. was rolled into strip for growing single crystals. By passing the 1-in. bar through a cold rolling mill several times, it was reduced to a strip 0.15 in. thick. The strips obtained were then cut into suitable lengths for heat treating (about 9 in. long), annealed at 925°C for 2 hr in dry hydrogen and water quenched. It was then necessary to bake the strip at 200°C for 24 hr in air in order to prevent cracking during further rolling operations. While it was possible to cold roll the 1-in. bar directly to the desired 0.080-in. strip, the intermediate anneal was used because the strip so obtained produced better single crystals. The strip obtained by rolling the 1 -in. bar directly to 0.080-in. strip produced single crystals having a large number of occluded grains. Experiments showed that the optimum reduction in area by rolling prior to the growth of single crystals was about 50 pct. Attempts to grow single crystals from material that had been reduced less than 40 pct were unsuccessful presumably because the matrix did not possess the critical amount of texture necessary for growth. The strip obtained after the rolling operations had very irregular edges which were ground to give a strip with uniform dimensions. The strip was then annealed at 825°C for 3 hr in hydrogen and furnace cooled. Fig. 1 illustrates the grain size obtained. The recent years have seen many copper smelting operations become uneconomic due to a combination of low metal prices, high energy and labor costs, environmental requirements and high investment costs for modernization or replacement. Since a copper commodity requirement remains, the industry will recover, but many operations will need to determine which processes can offer the best prospect for economic operation and readiness for reliable investment and implementation. Corporate investment decisions involve the judgment of many factors in addition to topical technical aspects. Consideration of plant management and operational aspects are thus included. Taking account of such proven processes as conventional, flash and continuous smelting, plus modified conventional and new unproven processes, this paper gives a systematic approach to aid optimum choice for a modernization or grassroots investment. Actual achievements in energy form alternates, conservation and cost effectiveness are highlighted, and areas of remaining potential for energy saving are discussed.

In-Situ Leaching (ISL) process plants are low cost producers for uranium deposits where the geology is suitable. In the 1970s, a three-year pilot ISL program occurred on gold ore from the Ajax Mine, Cripple Creek District, Colorado, using a chloride and iodide solution [1]. The test was halted due to poor results. With gold and silver the international ISL progress has been slow; however the potential for low capital expenditure (CAPEX) and operating expenditure (OPEX) with large low grade deposits is real. Unless the metallurgy has been demonstrated there are significant risks which could be fatal flaws to an ISL gold or silver project. The metallurgy of gold ISL projects is far from simple and it is early days with project development.

High-Mg-content concentrates are usually treated in Jinchuan flash smelting Furnace. Because the viscosities of high-Mg-content slag is very high, the operation of flash smelting becomes very difficult. To solve this problem, the viscosities of the semi-synthesized FeO-MgO-Si02 slag of different compositions were measured. The results showed that when in the slag the weight percentage of MgO [m(Mgo)] is 6-10%, the ratio of the weight percentage of iron to that of Si02, m(Fe)/m(SiO2) is 1.1-1.4 and the temperatures are within 1473?1773K, the slag viscosities increased with the increase of m(Mgo) and m(Fe)/m(sio,). When m(Mgo)<6%, the smelting temperature should be controlled at I 300°C in order to to keep the smooth operation. When m(Mgo» 10%, the temperature should be kept above 1633K. When the content of MgO is higher, a lower viscosity slag ean be produced by decreasing the ratio of m(Fe)/m(sio,). The appropriate ratio of m(Fe)/m(sio,) for Jinchuan flash smelting furnace is about 1.2.

A new explanation of the scale dependency of the strength properties of rock is presented based on the theory of extremes. A review of past work on specimen size strength relationship is followed by an introduction to the fundamentals of the underlying theory of extremes and its relationship to the scale effect on the statistical properties of the strength distribution. It is shown that the weakest link theory is directly related to extremal statistics and properties of strength distributions of rock can be derived as a function of the specimen size. Three sets of Brazilian test data are used to demonstrate the use of this approach.

The Federal Bureau of Mines examined a low-temperature tar obtained from a small-scale commercial unit for carbonizing North Dakota lignite for products that might be important to the economic processing of the tar. Tie tar may be divided into three distinct parts: (1) Tar acids, 45 volume-percent; (2) tar bases, 1 volume percent; and (3) neutral compounds, 54 volume-percent. It has a boiling range of approximately 150° to 380° C. (the decomposition temperature) and yields 18 weight-percent as hard pitch. The tar distillate up to 365° C. may be separated as: (1) Tar acids, 48 volume-percent; (2) tar bases, 1 volume-percent; and (3) hydrocarbons, 51 volume-percent. The tar-acid distillate, boiling to approximately 265° C., was characterized in some detail; the neutral fractions and the tar bases were less thoroughly examined. In general, as might be expected of a primary low-temperature tar, the lower boiling fractions are less in quantity compared with the usual high-temperature tar. The homologous series of each major class appears to be rather complete, although some components are present in very small amounts. The tar is quite unstable thermally, and might be more conveniently processed by extraction methods rather than by distillation procedures. The neutral fraction of the tar is highly aromatic, and might be considered as base stock for the production of liquid fuels.

Throughout the world, there are typical site issues/constraints that could be considered a regional issue, such as soft, silty soils in alluvially defined areas or organic soils found in former marshlands. In areas of variable topography, earthwork, retaining structures, and slope stability are paramount challenges. A case in point is the uncontrolled strip-mine turnover found in the coalfields of northeastern Pennsylvania where the propensity is for available sites to share critical problematic characteristics – massive grading challenges and the presence of uncontrolled mine fills from historic mining operations. At the site of a speculative warehouse distribution center in Olyphant, Pennsylvania, both of these typical issues were present, the latter of which was exacerbated by the higher-than-average fines content of the fill materials, making them more susceptible to changes in moisture content. To further complicate matters, the onset of site construction was set for late fall of 2021, following excessive levels of rainfall in the northeastern United States over the previous two to three months, which led to significant quantities of trapped water within the mine spoil material. This paper will provide a case study on the efforts undertaken to identify and address the issues outlined above, focusing on the several geotechnical construction techniques required in concert to stabilize the site. Specific discussion will focus on the dynamic compaction program implemented for fill stabilization throughout much of the site, the aggregate pier program that became part of the solution in sufficiently loose and saturated areas, and the implementation of a settlement monitoring program conducted following the placement of up to 29 ft (8.8 m) of structural fill to establish the proposed site grades following the ground improvement work.

Researchers from the U.S. Office of Mine Safety and Health Research (OMSHR) of the U.S. National Institute for Occupational Safety and Health (NIOSH) completed field trials during coal mine rescue contests using simulated gas detectors in place of placards. The gas monitor simulator (GMS) devices replaced static, paper placards to deliver gas concentration data. Eleven teams were observed during the field contest, which was approved by the Mine Safety and Health Administration (MSHA). GMS devices were given to three team members (the captain and both gasmen). Observation of teams revealed that team members changed behavior by acknowledging and sharing information more often while using the GMS. As a result of this research, it has been demonstrated that under the existing contest format, the newly developed GMS device may be used with no adverse impact on team contest performance. Furthermore, when GMS technology advantages are used, contest realism is improved. In the future, competency assessment may be incorporated.

The U. S. Bureau of Mines (USBM) MULSIM/NL modeling technique has been used to analyze anticipated stress distributions for a proposed alternative longwall gate road design for a western Colorado coal mine. The model analyses indicated that the alternative gate road design would reduce stresses in the tailgate entry without increasing stresses in the headgate entry. To test the validity of the alternative gate road design under actual mining conditions, a test section of the alternative system was incorporated into a subsequent set of gate roads developed at the mine. The alternative gate road test section was instrumented with borehole pressure cells, as part of an ongoing USBM research project, to monitor ground pressure changes as longwall mining progressed. During the excavation of the adjacent longwall panels, the behavior of the alternative gate road system was monitored continuously using the USBM computer-assisted Ground Control Management System. During these field tests, the alternative gate road system was first monitored and evaluated as a headgate, and later monitored and evaluated as a tailgate. In mine site revegetation, exotic grasses are more commonly used than native grasses. This is due to unavailability of native grass seed on a commerical scale and lack of information on agronomical aspects of native grasses. This paper lists a number of native grass species that have the potential to grow well on mine sites, and provides some information on their seed collection, processing and germination. Further, it demonstrates via results of a field trial conducted at Ranger Mine spoil the relative performance of ten native grasses and Rhodes grass. It is concluded that (i) some native grasses have similar ability to grow on mine spoils compared to Rhodes grass and (ii) the use of native grasses have added advantages in ecosystem restoration.
