In 1983, a final ruling of the U.S. Occupational Health and Safety Administration (OSHA) specified that chemicals containing >0.1 % of a carcinogenic substance or > 1 % of a substance hazardous to health must be labelled. Amphiboles of the fibrous or asbestos-type must be quantified at levels of 0. I % whereas the status of non-fibrous types is not finally determined at this time. Tremolite and actinolite can possibly be measured to 0.1 % by XRD, but anthophyllite cannot be so measured. Recently the International Agency for Cancer Research (IARC) has designated quartz as a suspected carcinogen, and its quantity must be measured to the 0.1 % level. Thus, it has become Increasingly important to be able to detect and quantify minerals in bulk samples down to low or "trace" levels. It has been found that minerals needing to be quantified can often be concentrated by microcentrifuge and counted by means of polarized-light microscopy. For example, amphiboles in talc samples can be separated by using a heavy liquid (thallium formate-malonate) of density 2.810. Talc floats, and amphiboles sink. After centrifuging, the denser particles are removed from the bottom with a Pasteur pipette and placed in a clean centrifuge tube. Distilled water is added to the tube containing the denser minerals and the tube centrifuged again. After several washings with distilled water, the sample is removed along with a drop of water to a clean glass slide. A drop of 1 .584 refractive index liquid and a cover glass are placed over the dried sample. The slide is scanned for particles greater than 5 um in length and having an aspect ratio greater than 1:3. These are checked for refractive index, sign of elongation and extinction angle to differentiate them from talc particles on edge and other minerals. Amphiboles have all indices greater than 1.584, and talc has all indices equal to or lower than this value. Alternately the heavies at the bottom of the centrifuge tube can be filtered through a nucleopore filter. After the filter has been washed with distilled water and dried, a 1.584 refractive index liquid renders the filter transparent in two of the four extinction positions so that a count of amphibole particles can be made directly on the filter. The refractive index-density method which is so useful for talc powders should be equally useful for other nonsoluble industrial minerals.

Dynamic separators are efficient dry classifiers because new designs during the last 50 years have reduced the by-pass and improved the partition curve. By contrast cyclones have been used as classifiers in wet grinding circuits for 50 years but without serious change and the early problems which were caused by high and variable by-pass, and different mineral specific gravities, still exist. High frequency screens are now used for wet separation and the operating characteristics of closed grinding circuits using cyclones or screens are discussed. Data come from circuits at the Condestable, Cerro Lindo, El Brocal and Catalina Huanca mines in Peru, the Eczacibasi mine in Turkey, and the Apatit mine in central Kola Peninsula in Russia. All classifier data are described by their partition curves and all mill data by their breakage rates. With cyclones the by-pass, d50, and sharpness of the partition curve change as operating conditions change but with high frequency screens the values vary little because the by-pass is low, the sharpness is high, and d50 depends on the aperture size. Data from all plants indicate that lower by-pass and sharper separation improve breakage rates and throughputs. An initial model of the screen is proposed.

"In order to extend the application of fused salts in\the electrowinning and electrorefining of metals, it is necessary to maximise the current density, minimise the voltage drop and greatly increase the area of electrode surface so as to compete with the space-time yield of pyrometallurgical reactions. The various designs of electrowinning cell are reviewed and it is shown that by the application of a modest centrifugal field it is possible to reduce the anode to cathode interelectrode spacing to 4 mm whilst still maintaining a current efficiency of 85-90%.The thermodynamic potential for electrorefining is far less than for electrowinning yet fused salt electrorefining is only applied in limited cases. The reasons for this are discussed and the important design parameters evaluated. It is concluded that by using packed bed electrodes, separated by a diaphragm, the possibility of electrorefining with very low energy consumption can be achieved. Carbothermically-produced metals are always cheaper than those produced by electrolysis but suffer from the disadvantage of low purity. It is proposed that fused salt electrorefining may offer an energy efficient way of upgrading the metal. IntroductionThe majority of metals can be deposited from fused salts (1,2) but as commercial production is restricted to the more reactive elements, it is worthwhile considering the advantages and disadvantages of fused salt electrolysis as' compared to smelting and aqueous electrolysis. The advantages over aqueous extraction are as follows:1) the much higher conductivities and diffusivities result in much lower IR losses and higher current densities can be achieved at modest voltages;2) the elevated temperatures of operation result in larger exchange currents which give rapid kinetics and lower activation polarisation for the electrode reactions;3) the absence of water as a solvent means that it is not necessary to consider the evolution of hydrogen as a competing cathodic reaction. Furthermore, alkali halide salts, often used as solvents in fused salt electrolytes, have high deposition potentials;4) molten salts generally are mutually soluble and, therefore, concentration polarisation effects are minimised."

Field criteria are needed to help the prospector recognize a potentially expansible shale, clay, or slate. Certain criteria have proven useful in California even though the physical-chemical mechanisms of expansion are not thoroughly understood. Three conditions must be satisfied before expansion can take place, The raw material must partially fuse at a low temperature (1800-2000°F.), Concurrently a gas must form. The raw material must be sufficiently impermeable to trap the gas within the particle. Low temperature melting, which is controlled by bulk chemical composition, is difficult to assess in the field but most common shale, clay, and slate is suitable in this respect, The presence of organic carbon, the most common source of an expanding gas, is indicated by dark color of the rock, A large proportion of clay-sized particles promotes impermeability; fine grain-size is indicated by conchoidal fracture, The shape of the expanded particle is commonly indicated by the texture of the raw material. Rocks with well-developed slatey cleavage produce accordion-shaped particles; massive rocks tend to form rounded particles. Undesirable materials commonly present with expansible shale include: weathered shale; sandstone and other coarse-grained sediments; and limestone, Weathering, which is indicated by color, reduces or eliminates expansion; therefore, surface samples seldom are representative of the shale found at depth. Sandstone does not expand and will increase the average weight of the finished product, Limestone or particles of carbonate minerals can be actively harmful because they are converted to free lime (CaO) during the firing process, If free lime is present in concrete, hydration will cause expansion of the lime particles which result in surficial ?popouts.?

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

The mineral price assigned in mining project design is critical to determining the economic feasibility of a project. Nevertheless, although it is not difficult to find literature about market metal prices, it is much more complicated to achieve a specific methodology for calculating the value or which justifications are appropriate to include. This study presents an analysis of various methods for selecting metal prices and investigates the mechanisms and motives underlying price selections. The results describe various attitudes adopted by the designers of mining investment projects, and how the price can be determined not just by means of forecasting but also by consideration of other relevant parameters.

In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. "India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. These cities have included Chennai, Hyderabad, Kolkata, Bangalore, Jaipur, Mumbai, Ahmedabad, and Nagpur. Other cities (e.g., Lucknow and Patna) are in the metro planning phase. Metro systems are under construction or partially operating in Hyderabad, Bangalore, and Jaipur."

A property based dynamic model of flotation was built and validated for training purposes. The model is based on the work of the AMIRA P9 project. The recovery of each particle with composition and size is calculated in a given simulation step. The model takes into account machine and operational parameters such as air flowrate and froth height. The model was created using fullscale test data on Pyhlisalmi Cu-Zn-pyrite ore with flotation kinetics of multiphase particles determined. Simulation and validation shows that model can predict the dynamic behavior of the process accurately enough for training purposes.

"Fire fighting in metal mines under the best of conditions is a dangerous, a slow, and a difficult task. Certain gases generated from combustible material burning in restricted areas are poisonous, even in small quantities, and can not be breathed without serious and often fatal results. In addition to poisonous gases, smoke is given off which obscures the vision of the fire fighter and frequently prevents him from gaining access to the fire area. Many fire-fighting crews have had to turn back because their vision was so impaired by the dense smoke that the fire area could not be located and there was danger of them becoming lost in the mine.In mines having mechanically controlled ventilation - that is, mines not dependent entirely upon natural air currents - the gas and smoke can be forced ahead of the fire-fighting crews, thereby facilitating exploration of the mine and saving the time, energy and oxygen of the mine rescue apparatus crews.Where currents of fresh air can be circulated up to points near the fire without danger of seriously spreading the fire, fresh air bases can be established in the immediate vicinity, and a more intelligent campaign for fighting or controlling the fire can be mapped out.Positive air currents through forced ventilation may also result in saving the lives of miners who otherwise might have been trapped in smoke and poisonous gases.It is generally known that comparatively few metal mines have attempted to regulate or control air currents, with the result that when a fire occurs underground, the normal ventilation may be reversed, short circuited, or the air current may be in one direction one minute and in the opposite direction the next; or, generally speaking, the ventilation can not be depended upon, and smoke and poisonous gases may accumulate in any part of the mine or ""drift"" on the fire-fighters or on the miners endeavoring to escape."

In order for the Australian underground coal mining industry to achieve the high productivity rates demanded of it without compromising its good safety record, improved geotechnical monitoring systems are required. One of the main problem areas affecting underground coal mining is the deterioration of previously stable roadways.CSIRO Division of Geomechanics has been working on a NERDDC funded project to develop an instrument to monitor coal mine roof deformation. The instrument which has been developed, Roof Alert, is a self contained, battery powered, intrinsically safe device. It can monitor the magnitude and rate of deformation and give multiple, variable visual alarm signals where preset levels ate exceeded.

"One of the most important wartime activities of the Bureau of Mines was the search for new sources of mineral necessary to the prosecution of the war. Part of that effort was in the form of metallurgical service extended to other government agencies engaged in purchasing and stock piling some of the more critical and strategic materials.Fluorite was one of the materials stock piled by the Metals Reserve Company. The fluorite was usually in the form of coarse metallurgical con¬centrate purchased in the United States and abroad. The material was stock¬piled to insure an adequate reserve of fluorite for the metallurgical industries. The domestic production of metallurgical fluorite containing a minimum effective calcium fluoride content of 55 percent,4/ however, gradually increased until production was at least equal to consumption. The stock-piled metallurgical fluorite, therefore, soon became a surplus commodity.On the other hand, the supply of acid-grade fluorite, containing a minimum of 97.5 percent calcium fluoride and n maximum of 1.5 percent silica,5/ was never entirely adequate. Increased consumption of acid-grade material in the aluminum, petroleum, and chemical industries kept that material on the critical list during the war.Under the circumstances, it was felt that a study of the possibility of producing acid-grade fluorite from the metallurgical stock piles would be of some benefit to the war effort. Consequently, samples of fluorite from several of the Metals Reserve Company stock piles were tested by the Bureau of Mines at the request of the War Production Board.Two groups of samples were submitted for testing. One consisted of metallurgical fluorite purchased from Mexico and stock-piled in the El Paso and Laredo, Texas, stock piles of the Metals Reserve Company. The second group of samples was from the stock piles at Gila, N. Mex.The sample submitted from the El Paso stock pile consisted of about 5,000 pounds of minus 4-inch material. Mineralogically, the sample consisted of fluorite contaminated by calcite, chert, quartz, and small amounts of iron and alumina. Although some of the fluorite was reasonably free from gangue at minus 1-inch, much of it remained locked in sizes as fine as 65-mesh.The Laredo sample was about 5,000 pounds of material from five different piles. The samples from each stock pile, A to E, inclusive, were analyzed separately to determine whether the grade of the material in the piles varied markedly. As there was little difference in the analyses, the samples were combined in proportion to the tonnage represented to make a composite sample for testing. The composite sample consisted of fluorite with small amounts of quartz, calcite, and barite. Most of the fluorite was the dark-colored, opaque variety. A small amount of iron-oxide staining was present, and traces of muscovite, clay, pyrite, and tourmaline were noted. The quartz was present as crystals in vugs, and as finely disseminated grains in the fluorite. The druzy quartz and the calcite were free at minus 10-mesh, but the disseminated grains, some of which were 1 to 15 microns in size, were not entirely free at minus 270-mesh. A petrographic estimate indicated that 65 percent of the silica was locked in the 150- to 200-mesh."

The Bureau of Mines has written a computer program in FORTRAN to facilitate the calculation of concentrations from X-ray intensities in electron probe microanalysis. Philibert's absorption and Castaing's secondary fluorescence corrections are used; no atomic number correction is included. Background and dead time corrections are applied to the data before calculating the relative intensities. Data from any type of electron probe microanalyzer can be used with the program.

Today, large size mechanical flotation cells of 100 to 300 m3 are used in rougher operation in different flotation industrial plants, in Chile and worldwide. However, in spite of the advances in fundamental research and the notable growing in equipment size, with more complete instrumentation systems, there are still a lack of reliable data for industrial flotation modeling and simulation to advance in better control systems design. In this work, a model of a rougher flotation circuit, based on operating variables and parameters fitted from industrial data, obtained in some previous work, is used to develop a set of logic rules in order to aid operating decisions. The simulator was first used to sensitize the effect of changing the froth depth profile on target variables, and then to find out the best profile to reject common disturbances coming into the plant. The flotation circuit simulator was redesigned to incorporate an expert system following the proposed control algorithm. Several tests were performed to evaluate the control responses to different correlated series of input variables, such as feed grade, tonnage, particle size distribution, and solid percentage. Control alternatives are discussed based on the circuit simulator. Keywords: modeling, industrial data, flotation control, mineral processing.

In this study, flotation of fine galena, chalcopyrite and pyrite was performed after grinding with different extent of oxidation-reduction condition adjusted by grinding media. Sodium dithionite and iron ions were added in mill to simulate pulp potentials and iron oxidation species produced by grinding media, respectively. The types and quantities of the metal oxidation species on mineral surfaces were determined by EDTA extractions, while the surface electrical properties of minerals and interaction of different types of metal oxidation species were studied by zeta potential measurements. It was found that the nature and concentration of the absorbed metal oxidation species were dependent on oxidation atmosphere controlled by the iron amount of grinding media. These species interacted with each other and had an important role in determining flotation of fine galena and chalcopyrite as well as activation of fine pyrite by lead and copper.

South Africa is one of the leading producers and exporters of coal globally. A significant amount of the country’s production is obtained from previously mined underground bord and pillar workings. This coal is in the form of pillars and remnants on the roof and floor of the old workings. The good quality coal pillars were left behind as primary support during underground bord and pillar mining operations. Due to the depletion of virgin coal reserves, the pillars and remnant coal are now removed using opencast mining rather than underground methods. However, the secondary extraction of pillars and remnant coal from the old workings using opencast methods entails some serious challenges that have a negative impact on the safety and productivity of the operations, affecting both personnel and machinery. If these risk factors and challenges are managed properly, then the opencast mining operations could remove the pillars safely at recoveries competitive with those of virgin coal operations. In this study we review the recurring challenges affecting opencast pillar mining by means of field investigations and consultations with experts at five opencast pillar mining operations, and evaluate the best practices used to combat these challenges. It was found that each mine has its own unique conditions and challenges.

The atmosphere in part of an air-sealed coal mine was monitored continuously through a drill hole for oxygen content to determine the effectiveness of sealing a mine against the entrance of air and the major force that caused the phenomenon of mine breathing through the overburden. The differential pressure across the seal and the barometric pressure on the outside also were recorded. A general correlation, obtained between the oxygen level, differential pressure, and barometric pressure, indicates that changes in air pressure are the cause for periodic replenishment of the oxygen in the mine. Mine effluent quality was determined by conditions in many sections of the mine and could not be related to the oxygen level at the drill hole.

INTRODUCTION I WELCOME the opportunity to speak on Programmes in Safety. The invitation to do so shows that those guiding affairs of the Institute in this District realize the practical importance of this subject. My remarks are intended primarily for mines having 100 to 400 employees, approximately. With minor modifications, however, they apply also to larger or smaller operations. Others, I hope, will derive benefit from this paper, for they, too, have a part to play in accident prevention; for example, contractors such as shaft-sinkers; manufacturers of equipment; and consultants and designers of mining, milling, and metallurgical methods. These troubled times stress, as never before, the importance of efficient operations in mining. The days are gone when neglect can be afforded. Safe working conditions and satisfied employees are essential for efficient production at reasonable cost. The mining industry of Ontario long has been keenly aware of the human aspects of this subject, and as a whole it has done much to decrease the frequency and severity of disabling accidents. The number of fatalities per 1,000 employees has been reduced from a high of 5 some two decades ago to an all-time low of 0.89 in 1948; the incidence was slightly higher in 1949, being 1.17 per 1,000. The reduction in non-fatal compensable accidents also has been outstanding, frequency having ?been reduced from over 200 per 1,000 employees some two decades ago to 54 per 1,000 at the producing mines in 1949. These statistics demonstrate progress. Nevertheless, the general picture still leaves much to be desired when viewed from two other angles.

While effective in treating refractory sulfide ores, pressure oxidation leaves carbonaceous matter unscathed and able to adsorb gold from cyanide solutions. Barrick Goldstrike's strategy to mitigate this problem is to minimize contact between dissolved gold and native carbon in advance of the carbon-in-leach (CIL) process. Measures currently in use include limiting carbonaceous matter in the plant feed by meticulous blending of ore, controlling the degree of oxidation in the autoclaves and blinding native carbon surfaces with lauryl sulfate. The presence of residual cyanide and thiocyanate in the process water remains to be a cause of premature gold dissolution and loss of gold by adsorption on carbonaceous matter. This cyanide is introduced by water that is recycled from the tailing pond. Of several treatment options considered, oxidation by peroxymonosulfuric acid, also known as Caro's acid, is deemed to be the most effective. Laboratory and pilot plant tests show that Caro's acid can oxidize free cyanide, weak¬acid-dissociable (WAD) cyanide and thiocyanate, resulting in significant improvements in gold recovery downstream. The process requires Caro's acid at 125 % of the stoichiometric requirement and pH in the range of 9.5 to 10 to accomplish the desired destruction in about twenty minutes. A cyanide destruction plant is currently being designed and construction should be completed by the end of 2005.
