BOLIVIA still remains among the oil countries that have proved oil acreage but no production which is being marketed. No steps have been taken during the past year to provide facilities for transport of Bolivian oil to market nor are any known to be contemplated for 1930. The only active operator to date is the Standard Oil Co. of Bolivia, subsidiary of the Standard Oil Co. of New Jersey. The potential production from completed wells is practically unchanged from the 1928 figure of 6000 bbl. daily. As far as is known, there has been only one completion during the year 1929. This is the Machareti well, which is about 50 km. north of Villa Montes along the road to Charagua. The well is reported at about 250 bbl. daily initial production. The gravity of the oil is not known but is presumed to be about 40" Bé., the average for the region. The Standard Oil Co. of Bolivia has five strings working on various parts of its concession. No new locations have been made definitely. Company Activities There was no change in the situation of American holdings in Bolivia during 1929. The oil rights of an English company, acquired under a special colonization contract with the Bolivian Government, are being negotiated in New York and may mean the entrance of another of the large American oil companies in Bolivia. The Sucre Syndicate sold its holdings to the Standard Oil Co. of Bolivia during the past year. .A local company called the "Aguila Doble" was formed during 1929 to drill a well or wells near the town of Cochabamba on structures mapped by a local geologist. It is reported that the Government is buying about one-fourth of the capital stock of this company for 500,000 Bolivianos (about $180,000). The company has not yet raised sufficieht funds to buy drilling equipment so that no operations have been started. According to the statements published in La Pas, this company has acreage on seven anticlinal structures near Cochabamba. This area lies about 8500 ft. above sea level on the eastern Hank of the Andes Moun-

Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

Introduction This chapter addresses the need for operation manuals, presents an outline as a guide for writing the manual, discusses who should write the manual, suggests how it is implemented and gives tips to potential manual writers. Theory & Purpose of Operating Manuals The primary objective of the operating manual is to provide every operator the benefit of a uniform minimum level of training. This training is not only critical to the safety and efficiency of every employee, but also provides a basis for incorporating future operational improvements into standard and emergency procedures. The manual promotes safety through- out and additionally has a special section devoted to safety. The operator should be able to find information on chemical and physical hazards as well as be exposed to safety procedures for such items as motor lockouts and tank entries. The operating manual will usually reference a separate safety manual or incorporate parts of the safety manual. Safety is also promoted through standardized procedures for operation of equipment. Standardized operation is the second most important reason for the writing of manuals. If equipment is started, operated, and shut down in a consistent manner, then operational efficiency should be maximized. If it is not, then the procedure is adjusted until it is. The experience of many can be condensed into set responses for start up, shutdown, steady state operations, and upsets. Implicit with the standardized operation objective is a minimum level of training the operator will receive by thorough familiarization with the manual. The ability to know the contents of the manual is a basic requirement for operator status. The operating manual serves as a basis for a training program both at the start of the new plant and as new operators are hired or promoted into the job. The operating manual is a collection of at least part of the knowledge that "key people" own and will cushion the loss of key personnel for whatever reason. The manual can only fulfill these lofty goals by being a dynamic document. Manuals must change as equipment is modified and superior techniques evolve. Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

The assay or estimation of the total gold content of an ore presents little difficulty, when circumstances permit of securing a thoroughly representative sample. The general practice has been fairly standardized, and such errors as occur in the results obtained are for the most part attributable to the methods of sampling rather than to those of assaying, while duplicate assays made by skilled workers usually agree closely. When it is a question of estimating the "free" or amalgamable gold of an ore, as opposed to the total gold, there is but little uniformity in the methods employed by different workers, and often equally little in the results obtained when duplicate determinations are attempted, no satisfactory standard method having been generally adopted. The methods in use are of two general types—"panning" and "amalgamation." Panning For the estimation of the value of the visible gold by panning or washing, a weighed sample may be taken, ranging from an ounce to several pounds; a kilogram or 2 lb. is a favorite quantity for laboratory tests, while a prospector often uses a full miners' pan, say nearly 20 lb. or 10 kg. In the case of rich quartz, ground to about 30 or 40 mesh, a Mexican horn is convenient, using 1 to 8 02;. of material, and a 6-in. frying pan is favored by many prospectors in dry districts. Bateas, plaques, and dishes of various patterns are used for the same purpose. With these, fairly close results may be obtained by using for ocular comparison standards consisting of weighed amounts of gold of similar character as regards purity, fineness of division, and the general shape of the particles, which standards are preferably obtained from gold of the same locality, or the same deposit, as the ore or gravel being tested. Men working in one particular district sometimes become surprisingly expert in thus judging the value of an ore by the eye, the weights of both ore and gold being guessed. On the other hand, many have been led to overestimate the value of ore and gravel from unfamiliar localities, where the gold has been very finely divided or of unusually high silver content, and a novice may

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel was all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance.. Some treated their steel with considerable refinement, while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. IN this paper it is proposed to follow the developments in the design of the lead blast furnace at Port Pirie from the time The Broken Hill Associated Smelters Pty. assumed control in 1915 to the present time, with special reference to the development of the system using two superimposed rows of tuyeres as is now in operation. Lead smelting operations first commenced in 1889, when the British Broken Hill Pty. Ltd. started its first furnace. This was followed by installing two more furnaces during the same year and another the following year. In 1892, Broken Hill Proprietary Co. Ltd. acquired the smelting works and combined operations with those at Broken Hill, New South Wales; by 1897, the whole of the smelting operations had been transferred to Port Pirie and thirteen blast furnaces were built to treat the Broken Hill ore production. In 1915, The Broken Hill Associated Smelters Pty. Ltd. took over from the Broken Hill Proprietary and have carried out operations since that time. From its inception, the present company started on a long range program of reconstruction, in which the development of the lead blast furnace has played a prominent part. A definite trend in plant development has been towards the simplification of plant control by a reduction in the number of operating units. The great advantages of technical control which resulted from the very simplified flowsheet established in the continuous refining process stimulated the desire to extend the principle to the smelting operation. Thus in the sequence of furnaces described here, it will be noted that the trend has been towards larger and, of course, fewer units. With each such development it is significant that the operating conditions and metallurgical results have shown steady improvement. Standard Furnace In 1920 there were seven furnaces operating, five of a type subsequently called the standard furnace and two of the original thirteen smaller furnaces, the latter type being used for the treatment of drosses, etc. produced from the refinery section, while the standard type carried out the main, lead-smelting operations. Mining of low grade deposits along with the necessity to design and operate flotation plants with high throughput presents unique metallurgical and environmental challenges that need to be addressed to reduce project risks, improve project economics and to sustain the profitability of operations over the life of a mine. Some of the key challenges include poor recovery of valuables and concentrate quality issues due to complex mineralogy, the need to use poor quality water such as brackish or sea water, reduce environmental impact from the process, integrate flotation with hydrometallurgy to maximize precious metals recovery, escalation of capital and operating costs, use of unproven technology and constant use of larger equipment, high ore variability, worldwide constraints on resource availability and an ever increasing need for reliable metallurgical input to financial models to evaluate economic viability of projects. The need to develop effective solutions to these problems in a short time frame is becoming a key to the success of any new project and for sustaining the profitability of a mining operation. An integrated multi-disciplinary approach to problem solving is crucial with the need for a more lateral thinking along with strategic partnerships and collaboration involving the right players. "Refuge alternatives (RAs) are required in underground coal mines to support life post-disaster. RAs are mandated by MSHA to maintain an apparent temperature (AT) at or below 95°F (35°C) while providing a safe and livable shelter for a minimum of 96 hours. Because strata composition and mine temperatures will affect the final AT within an occupied RA, NIOSH researchers have collaborated with five underground coal mines across the US to characterize the effects of geographic location and seasonal temperature fluctuations on mine air temperature, relative humidity, and mine strata temperatures. The data collected indicates that some mines will experience greater temperature fluctuations than others, based on geographic location. The mine which demonstrated the greatest temperature differential over the course of the year resulted in a mine air temperature that ranged from 53.4°F (11.9°C) to 84.2°F (29.0°C) and a rib surface temperature that ranged from 55.4°F (13.0°C) to 82.8°F (28.2°C). This data suggests that the location and seasonal peak temperature can significantly affect the mine strata temperature, which could lead to a fully occupied RA exceeding the 95°F (35°C) AT limit over the course of 96 hours. The data reported in this paper could be used to examine the heat buildup inside an RA for actual mine conditions. Thermal simulations could be implemented to evaluate maximum occupancy ratings based on actual mine temperatures and strata compositions. INTRODUCTION In the event of a mine disaster, miners’ primary focus is to escape. Should their attempt be futile, they can enter a refuge alternative (RA) to await rescue. In 2008, the Mine Safety and Health Administration (MSHA) mandated that underground coal mines implement RAs within 1,000 ft (304.8 m) of the working face and spaced within one-hour travel distances in outby areas where persons work such that persons in outby areas are never more than than a 30-minute travel distance from an RA or safe exit. These RAs are required to provide a safe and habitable shelter for a minimum of 96 hours and to prevent the apparent temperature (AT) from exceeding 95°F (35°C) [1]. There is concern throughout the industry that in some cases the internal ambient of occupied RAs may exceed the 95°F (35°C) AT limit due to the potentially hot mine atmosphere as well as the metabolic heat generated by RA occupants and the carbon dioxide scrubbing system. The National Institute for Occupational Safety and Health (NIOSH) has conducted tests in its Safety Research Coal Mine (SRCM) and its Experimental Mine (EM) to investigate heat buildup in RAs. It was found that the number of occupants in an RA may need to be reduced based on the ambient mine temperature, which varies from mine to mine [2]. Further testing and analyses were completed to evaluate the mechanisms (conduction, convection, radiation) by which heat is transferred from an RA to the mine surroundings. Additionally, the effects of varying mine strata compositions on the heat buildup inside an RA were studied [3]. The mine strata temperatures will increase due to heat transfer from within an RA. Depending on the mine strata composition, some mines may be more thermally conductive than others. For example, sandstone is much more conductive than shale or coal (i.e. it disippates heat at a quicker rate). All things being equal, the air temperature inside of an RA after 96 hours will be higher for a mine with strata that has low thermal conductivity compared to a mine with high thermal conductivity."

Bethlehem, Pa.-At the present time I believe there are 35 electric steel furnaces under construction in the United States, and many more in operation. The United States Steel Corporation, for example, is putting up for one firm a plant of eight electric furnaces. The principal increase in use of the electric furnace at the present time is based on its superiority for making steel for shrapnel and for munitions of war. I understand that electric steel has been found far more reliable and suitable than ordinary steel for these purposes in Europe.

There's a right way and a wrong way to store diesel electric systems and similar equipment for generating on-site power, according to James Frankow, service manager for Allis-Chalmers Corp's Engine Division. In any event, the less storage the better. Many generating sets are stored before installation, especially when new construction is underway. Improper storage, or mothballing, can create initial reliability problems. Therefore; arrange for inside storage with no drastic extremes in temperature or humidity. If engines and alternators are stored in areas other than inside a dirt-free and temperature-controlled building, the unit or engine should be completely covered and protected against the environment. Sampling is an integral part of gold bullion analysis. Gold mining industries sell millions of dollars worth of gold on the basis of analyses. Biased sampling can cause a serious loss in terms of monetary value to a mining company; hence accurate sampling is of great importance. The sampling procedures for gold bullion will be described. Emphasis is given to the most reliable method of obtaining a representative sample from a gold bar. The problems associated with sample preparation will also be discussed.The sampling procedure at the Kalgoorlie Metallurgical Laboratory will be evaluated in the light of comparative results from the Australian Gold Refineries (Perth, Kalgoorlie). The most common sampling practices adopted by different gold mining companies in the Goldfields and Australian Gold Refineries, Western Australia will also be presented.

Inelastic deformation of highly stressed rock in deep mines needs to be quantified in both time and space. Since most deformation occurs by shear, continuous monitoring of discontinuities in the rock from boreholes holds promise. The casing. Al interpretations of shear movements are based on a simple relation between shear displacement and the resulting change in tilt of the sensor. A prototype has been constructed and has undergone laboratory trials with satisfactory results. Underground trials will commence shortly. The instrument as designed has the potential for other applications, both in the civil-engineering and mining industries. paper describes an instrument that is both cheap and reliable, and capable of monitoring such shear movements continuously. A first step towards using advanced control and optimization techniques at Kaiser Aluminum's Baton Rouge Plant has been the decision to utilize digital process control equipment exclusively throughout the plant. This paper describes the philosophy and strategy which has been used to successfully implement this program for both existing plant facilities and plant expansions. Some of the problems that have been encountered include system selection, vendor support, soft- ware development, system security and system reliability. How these problems arose, were overcome and how they can be prevented in future projects is discussed. A key element of the success has been the organization of the technical, engineering and maintenance efforts and also training has been found to be extremely important. Finally, the effect of these experiences upon present thinking is discussed.

Density tracers are a useful diagnostic tool for evaluating the separation efficiency of dense medium circuits. Unfortunately, the full capabilities of density tracers are often not realized in practice due to problems that occur during the retrieval step. To overcome this problem, an electronic monitoring system has been developed to automatically identify and count the tracers as they pass through a cleaning circuit. This technique, which relies on recent breakthroughs in transponder technology, improves the reliability of tracer data by eliminating statistical errors associated with lost tracers. Field tests showed that very accurate counts (>98%) of the transponder-based tracers could be achieved in full-scale trials. In addition, this simple system makes it possible for efficiency tests to be performed very rapidly by a single person in an extremely cost-efficient manner.

Fumes produced during blasting operations in underground mines are defined in this paper by an equivalent contaminant source. The primary goal is to establish a method which would allow all those parameters not measured directly to be determined reliably from field data. The parameters to be identified are the diffusion coefficient , and the position and size of an equivalent source. The diffusion-value is computed from the peak concentrations taken by two monitors located in the drift. The first monitor is placed close to where blasting pollutants join the main stream, while a second monitors is moved downstream a some distance from the first point. The position and size of the dust source and the total amount of dust produced during blasting are determined from the data recorded by only one monitor.

"Data and information from sustainable development (SD) reports can be seen as a promising and easily accessible source for an Life Cycle Assessment (LCA), i.e. for generic Life Cycle Inventory (LCI) data in particular. The reliability and comparability of LCA results crucially depends on the quality of LCI data, that is defined by specific normative requirements. In parallel the GRI (Global Reporting Initiative) provides a set of guidance documents for enhancing the quality, rigor, and utility of SD reporting with specific reporting principles that address similar issues on a company level comparable to LCI data quality requirements on the process level. In order to assess the general suitability of the fundamental reporting principles for LCI data quality purposes selected reports from mining and minerals (M&M) sector are assessed within a detailed analysis."

Blasting vibration information is now commonly used to diagnose blast malfunctions. These range from limiting vibration levels to protect normal dwellings to determining scatter in detonator firing times, and even to rating of explosives in the borehole. Although blasting vibrations have the potential to yield reliable information in all these issues, there are key restrictions on their specific use, which are often ignored. These include all aspects of instrumentation, and sensor layout, as well as methods of analysis. This paper highlights these limitations. It emphasizes the distinction between near-field and far-field seismic recording in terms of borehole dimensions and blast geometry. Several case studies from both underground and open-pit blasting operations are discussed to illustrate and emphasize the essential characteristics of blasting vibrations and their optimal use in diagnosing blast malfunctions.

Continued increase in electric power requirements for mining, brought on by higher capacity mining machines and total mechanization, emphasizes the importance of proper power system design and planning. How effective a mine operates to produce quality coal at low cost depends to a great extent on how well its power system is planned and how well it is maintained. To be planned well it must be adequate to serve all the needs of the mine, it should be safe, there should be a margin for expansion, and it should be easily maintained. In planning a power system for mining coal it is helpful to establish a reliable base for estimating loads. Since most mines are served electric power by utility, power bills for similar mine loads are useful in setting up a base for estimates.

To detect the place and range of fire is one of the key technologies in the extinction of coal mine underground fire. A fire-prevention and extinction research team of Shanxi Mining College have successfully carried out a program detecting the place of fire with radon. In the past four years the authers have done the detecting work in several mines in Shanxi Province, such as Gujao, Xuangang Louan and Ningwu. The place and scope and the trend of underground fire of coal mine can be now exactly estimated. The data and information from detecting provide a reliable basis for drawing up the scheme to extinguish underground fire and extract mineral coal securely. The principle and method of fire detecting based on radon on surface, the data processing and analysis are discussed in this paper.
