Being a portion of the President's Address at New Haven, February 23d, 1875. As I have attempted briefly to show you, gentlemen, the present position of the mining and metallurgical industries of this country offers in several respects most important indications of radical change. This is an epoch for more than one branch of these industries. We are commencing again to export copper; we have shifted the main production of lead from the Mississippi Valley to the far West, besides developing a new production of that metal in Missouri; we have seen the price of quicksilver go up, and the price of iron go down to such an extent as to affect profoundly, on the one hand, the great business of extracting silver by amalgamation, through the Washoe process in this country and the patio process in Mexico, and, on the other hand, the various manufactures employing iron as a raw material ; above all, the manufacture of steel. But the epoch which has occurred in the relative value of gold and silver, in consequence of causes which I shall attempt to explain, and among which the extraordinary increase in the silver product of Nevada is not the least ; this epoch is, perhaps, the most striking feature in the review of our situation. Since my official duties in connection with the mining industry of the Pacific slope and the Great Interior Basin have led me to pay particular attention to this subject, I have thought it not inappropriate to lay before you a somewhat extended account of its history. It is a topic of peculiar interest, because of the general use of these two metals as standards of value in the exchange of commodities. Six or seven years ago the United States Bureau of Mines started development of instruments for the purpose of accurately measuring the vibrational movement of the earth in the vicinity of quarry blasts. For this work a new type of seismometer has been developed. A number of these have been constructed, the accessory field equipment has been assembled, and approximately 200 field tests of actual quarry, blasts have been made. The results of some of these tests have been published 2/ and others are the subject of two manuscripts now in preparation. So far the attention of the investigation has been centered on ascertaining the characteristics and behavior of the ground vibrations. Occasionally, when opportunity arose, measurements of the vibrations occurring in houses or other structures caused by-quarry blasts were made, but without any attempt at direct correlation or interpretation. During 1936 the National Bureau of Standards conducted some experiments to determine the normal vibrations to which the wells and floors of buildings are subject. Cooperation of the Bureau of Mines was requested in measuring the displace-ment. This afforded an opportunity to study the affect of mechanically induced vibrations end make limited comparison with previous records of vibrations from blasting. This paper deals with the experiments made in cooperation with the Bureau of Standards and includes some comparisons with effects from quarry shots. The results are in the nature of a progress report only, and are not intended to draw definite conclusions. These tests were concerned with the determination of the maximum amplitudes of vibration possible in the floors and walls of a typical dwelling when subjected to commonly experienced vibrations. The dwelling tested was obtained by the National Bureau of Standards. It was a large four-story stucco building, 41 ft. south of the southerly curb of Park Road, in Washington, D.C., which was constructed about 1900 and was supported on overburden. The basement floor elevation was approximately that of the pavement of Park Road, Park Road runs east and west; the front door of the house faced north.

One of the critical variables affecting resin bolt performance is the size of the resin annulus, defined as the difference between the hole and bolt radius. The vast majority of the millions of resin roof bolts installed each year in the United States employ an annulus between 0.125 and 0.188 inch. As the annulus size decreases the resin flow around the bolt becomes more difficult, increasing the resin pressure induced by bolt insertion. As the resin pressure increases the loss of resin into bedding planes and vertical fractures in the rock increases. As the annulus size increases the mixing of the resin paste and mastic becomes less efficient. Thus, the lower and upper limits of the optimum annulus size is determined by insertion pressure and mixing considerations, respectively. Previous U.S. Bureau of Mines researchers have concluded that a 0 125 inch annulus is optimal. However, others have recently reported that a 0.095 inch annulus with special rolled deformation (SRO) bolts provide superior anchorage to standard rebar with a very large 0.250 inch annulus, attributing SRD resin loss in weak ground to oversized holes. The effect of annulus size on unit length pull strength and resin loss to fractured rock was investigated. Short encapsulation pull tests with resin annuluses of 0.125 and 0.095 inch resisted an average of 2.25 tons per grouted inch, with no significant variation. However, annulus size has shown a dramatic effect on the magnitude of resin lost to simulated rock fractures. No. 5 standard . No. 6 standard, and No 7 J-Bar rebar were inserted into two different viscosity resin cartridges designed for 4 foot boll encapsulation into a one inch inside diameter metal tube, To simulate a rock fracture, a 0.250 inch diameter orifice was located near the capped end of the tube Resin loses increased as annulus size decreased, with a minimum loss of 35% and a maximum loss of 60% associated with 0.125 and 0.095 inch annuluses, respectively.

"Use of the Bond Work Index to size industrial grinding equipment was widely known. Bond also described its application for measuring grinding circuit efficiency. Bond Work Index efficiency also has been used extensively by industry, but until now without concise standard methods, or a formal guideline, for doing so. The Bond Efficiency Sub-Committee of the Industrial Comminution Efficiency work group of GMSG has produced such a guideline, which is appended hereto. It covers the methods and provides examples of how to calculate the Bond Work Index Efficiency of most industrial grinding circuits. Bond Work Index testing equipment and methods are also provided.Comminution is responsible for a major portion of mineral processing plant energy consumption and operating costs. Bond Work Index efficiency provides valuable means, first, for benchmarking one’s plant performance against others in the broad industry, and hence defining the extent of the opportunity for improvement. Secondly, improvements in circuit efficiency with implemented changes can be quantified and monitored as part of continuous improvement efforts. These two important business activities are thus facilitated, and, in the absence of any other accepted method, otherwise would be lacking without the existence and application of this standard for comparison. While often loosely applied in the past by plant metallurgical staffs, the increased precision offered by this guideline provides much clearer definition of both the conceptual and statistical meaning of these measurements. Even a small improvement can be enormously financially important, but only if differentiated by measurement. This guideline was thus intended to provide industry improved means to differentiate comminution circuit efficiencies. Carbon footprint reduction is coincidental, but nevertheless can be substantial.The next steps are: (1) to establish standard reference testing materials and one or more laboratories to serve as bases for reference testing; (2) to establish the accuracy of relative circuit Work Index Efficiency determinations; and (3), to develop and provide a public data base of industrial comminution circuit Bond Work Index Efficiencies."

"In recent years, the mining industry has been inundated with new technologies and software systems to aid in productivity improvement. Accompanying this increased level of technology and computer systems has been the exponential growth in data sources and sinks for all aspects of a mining operation. This rapid growth in data and technology has evolved through vendor “push” approaches and user “pull” scenarios, the result of which has been that currently, no standards exist defining how data from new technology should be accessed and transferred from surface mining equipment and systems. Consequently, many incremental benefits of the systems have not been realized. This paper will present a discussion of this important issue and introduce a new committee formed to address standards to assist the industry in making effective use of current and future technology. Potential benefits accruing from the development of these standards will be illustrated through the use of a case study at Fording Coal Limited. IntroductionThe mining industry is currently faced with a rapid evolution in the computing-based systems capabilities of mobile production equipment. At the same time, there is a trend toward the introduction of even larger machines, with novel designs or incorporation of new technologies within existing designs. Computing and control technology will be required to operate and acquire knowledge about equipment operation, utilization, and performance. Such knowledge has the potential to lead to enhanced equipment design, more appropriate equipment selection, and optimized equipment performance. The equipment systems will be required to be integrated with mine production monitoring systems, maintenance management software, and a wealth of other information systems to provide a complete understanding of the effects of various factors such as maintenance, equipment design and production on economics (Roman and Daneshmend, 2001). This will lead to a better understanding and implementation of the opportunities to enhance the performance of the mine through interaction of the mine operations."

In considering the effects of reducing gases on hot solid copper the following conclusions have been reached. (1) Depth of deoxidation of copper heated in reducing gas is greater the smaller the amount of cuprous oxide originally present in the copper, the range studied being from 0.015 to 0.136 per cent. oxygen. It is suggested that the reason for this difference in depth of deoxidation is that, when the copper is low in cuprous oxide, the reducing gas is diluted less by the gas that is formed in the reaction than when the copper is high in cuprous oxide; and the greater the concentration of the reducing gas the deeper the deoxidation. (2) The rate of deoxidation is much mire rapid at the beginning of exposure than at the end, a condition especially noticeable at temperatures around 900° C.; that is, deoxidation is retarded as the depth penetrated by the reducing gas increases. (3) Within the accuracy of the experiments arsenic in copper up to 0.5 per cent. has no tendency to increase or decrease the action of a reducing gas on the cuprous oxide present in the copper. IN 1912 pieces of 0.365-in. hard copper rod 1/2 in. long were heated in a porcelain tube in an electric furnace, while illuminating gas was passed through. The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? Calculations of the temperatures of metal, coke, and gas at any level in the cupola furn~ce can be carried out by means of heat balances, using data obtained from experiments with an 18 in. experimental cupola. The results can, to a certain extent, be verified by means of heat transfer calculations.The curves thus obtained, showing the variation of temperature with height in the cupola, provide a valuable picture of the heat transfer processes in a shaft 'furnace.INTRODUCTIONThe Brown Coal Research Laboratory, of the University of Melbourne, has been engaged in recent years on a programme of iron-melting tests in an experimental cupola furnace.Although the ultimate aim of this work is to develop brown coal char as a cupola fuel, most of the experimental work so far has been with conventional coke. The testing programme was designed to provide information on the effect of variables such as blast rate, metal-coke ratio, and coke size on the overall melting process, e.g. melting rate, temperature of metal tapped, and stack gas composition.However, in many cases data were obtained on conditions inside the furnace by measuring temperatures and gas compositions. The aim of the work described in this paper was to qevelop a method for using this data to obtain information on the processes taking place in the cupola.Very little research has been done on the combustion of fuels in shaft furnaces. Early work on this subject, as well as the initial stages of the Brown Coal Research Laboratory's programme, has been discussed by Evans (1959). Falls of ground have historically been the main cause for fatalities in underground mines. Although recent advances in technology have reduced the number of such accidents, when failures occur they usually result in severe consequences. Risks of rock falls, use of heavy machinery and electrical apparatus, entry to confined spaces, working in noisy and dusty environments, and working on unstable platforms are some of the hazards in ground control operations. Managing these risks requires a management regime involving strict adherence to operational codes of practice and an enshrined culture of safety. These should be subsequently reinforced through active participation of management, systematic training, and stringent internal and third party auditing. Accident reports show that the major contributing factor in most rock fall accidents is the failure to adequately manage known risks due to the lack of a systematic process. OHSAS 18001 (Occupational Health and Safety Assessment Series) is an international occupational health and safety management standard specification to develop occupational health and safety at the workplace. This standard is intended to help mine operators control occupational health and safety risks. Addressing the requirements of OHSAS 18001 can be a complex and demanding task. A comprehensive guide for efficient and accurate implementation of this standard is provided in this paper. The discipline can be used to establish an accountable management system foreground control activities in underground coal mines. The paper also provides guidelines for preparing necessary documents, devising safety policies, procedures, performing risk assessment, and handling instructions. Finally, the paper concludes by providing a sound analytical basis in terms of the creation of a robust safety management system foreground control operations in underground mines. Full benefits of implementing an effective and systematic operational health and safety management system are illustrated. The procedure adopted and prescribed in this paper can be used in all underground coal mines where lack of appropriate ground control practices can create deficiencies in both safety and productivity.

MiningWatch Canada is the only national independent civil society organization with an exclusive focus on mining in Canada and Canadian mining companies operations internationally. In 2005, MiningWatch Canada collaborated with other NGOs to develop the Framework for Responsible Mining: A Guide to Evolving Standards. The project was the result of a perceived need by NGOs and retailers, particularly from the jewellery sector, for a framework that would set out environmental, social, and governance standards for the minerals sector ?providing recommendations for retailers and others seeking to source or invest responsibly, as well as regulate and encourage responsible mining practices?. This paper is a reflection on the Framework that examines key areas of concern and notes where the industry norms and expectations of civil society have evolved. The paper focuses on developments in social issues related to the UN Guiding Principles on Business and Human Rights, new initiatives associated with financial transparency, the UN Declaration on the Rights of Indigenous Peoples. The environmental components of the Framework that are revisited are waste management, biodiversity, energy and climate change, environmental assessment, mine closure, mercury and seabed mining.

This paper presents best practice data management for monitoring of extensometers in Australian underground coal mines. This work is based on the combined experience of the authors and the available literature. The information and ideas presented herein are a culmination of many years of database development founded from mine site-based ground support design, underground inspections, extensometer data management and data analysis. Each author has more than ten years’ experience as a practicing geotechnical engineer at several operating industry wide research project focused on utilizing mechanical extensometer data for data analytics and machine learning. Principal hazard ground control management plans, stipulated in Australian coal mining legislation, outline the mandatory installation of ground monitoring devices during routine mining activities. After 20+ years of data gathering the barrier to implementing modern data analytics remains the challenges imposed by inconsistent data structure and data quality. This inconsistency is still routinely found between sites, companies and mining regions. Through the relatively simple application of a standardized database structure, the potential to shift from simplistic tracking of trigger levels, siloed at individual sites, to an industry standard method for compilation & comparison of monitoring data is enabled.

STUDY of several severe mine explosions that occurred during the winter of 1907 led to the belief that coal dust was a definite explosion hazard. The Consolidation Coal Co. was a pioneer in the early work to' eliminate this hazard and to combat the dangers incident to poor ventilation and the presence of methane. Maintenance of high humidity throughout the mines was one of the first measures adopted, later to be superseded by rock-dusting. In the twenty years from 1907 on, many safety measures were developed and adopted, and several prizes were won, though the practice was crude by present-day standards. But in 1927, the company went to work in earnest, and organized a Department of Safety with adequate personnel and with authority to enforce all approved rules for the prevention of accidents and the preservation of company property. All plans for new construction work, changes in mining systems, and proposals for the purchase of new mining equipment had to receive the approval of this Department. A set of operating- and safety standards was written to govern the activities of all employees, and physical examinations for them were required.

THIS paper presents in an abbreviated form the chief points of interest in an investigation of the tarnish-resistant qualities of silver alloys, an investigation which has been carried out as a joint research by the Bureau of Mines and the Bureau of Standards and will later be reported in detail in an official publication from these bureaus. In 1923 a Commission of Gold and Silver Inquiry was created by a Resolution of the U. S. Senate to study the causes of the depressed condition of the gold and silver industry. In cooperation with this commission the Bureau of Mines made a preliminary survey to determine in what ways, if any, it might be possible to increase the uses of silver. One of the possibilities indicated by this survey was the development of silver alloys which should be non-tarnishing, or at least less-tarnishing, than the usual sterling silver (copper-silver). The preparation of a rather wide variety of silver alloys and the determination of their behavior under accelerated tarnish tests in the laboratory was therefore undertaken by the Bureau of Mines and Bureau of Standards as a joint investigation.

Effective communication is a sought-after non-technical skill in the health, safety, and environmental (HSE) function and is fundamental in achieving an organization’s safety objectives. While different channels are used to communicate HSE matters, many organizations employ posters, videos, and/ or signs containing images to convey information. Communication through signage and graphical hazard symbols has been regulated in standards, but vast sections of HSE communication are bespoke communications and exist outside the sphere of standards. Effective HSE communication through images requires an understanding of the organizational culture in which the images will be used, as well as an understanding of the semiotics of the images themselves. Creative interpretation within HSE communication can create situations where the message that was received is not the message that was intended, leading to confusion and misinterpretation. This paper is aimed at elucidating the semiotics of South African HSE visual content. It was found that the indexical mode of images was most preferred in visual communication, and text-only designs the least preferred. Senders and receivers of messages differ in their opinions on the complexity of HSE communication.

N OW THAT the war is over it is possible to release data and correct some erroneous statements and impressions relative to the use of manganese-steel armor and helmets, which heretofore have been carefully guarded. The material of the helmets furnished to the English, American, and Belgian armies was invented by Sir Robert Hadfield, Bart., F.R.S., and was described in a paper read by him at the International Engineering Congress in August, 1893. The French helmet was 2 oz. lighter than the English but had a greatly inferior resistance. Tests showed that it was perforable at as low a velocity as 350 ft.- sec. impact of the standard shrapnel bullets. Helmets made of the Hadfield "Era" manganese steel kept out standard shrapnel bullets of the same quality at no less than from 750 to 950 ft.-sec. impact velocity. The respective energies were, in the case of the French helmet, only 0.021 ft.-tons, 46 ft.-lb., and in the British 0.095 ft.-tons, 213 ft.-lb.
