INTRODUCTION Tunnel boring machines in non-abrasive competent rock with little or no water have set new performance standards in the driving of tunnels. However, when the machines have hit blocky or running ground, they have encountered difficulties. The success of a tunnelling machine is usually due to a thorough geological investigation which accurately describes the rock conditions, a well designed tunnel support system, and a tunnel boring machine designed to cope with these conditions. In some cases machines have had to be modified in the tunnel after the machine had commenced boring, because geological conditions were not correctly anticipated before tunnelling began. The features described herein are not a panacea for all conditons, and some of them, like an auxiliary thrust system that thrusts off a precast invert segment requires pre-planning of work on the part of the contractor. CUTTERHEAD DESIGN Figure 1 shows typical cutterheads of ten to fifteen years ago. Note the large buckets and large openings between the buckets. These large openings were considered necessary to gain easier access through the cutterhead for cutter changes. The standard cutter in those days was an 11 inch or 12 inch cutter with small bearings, and was generally a delicate tool for the duty it was to perform. In the past many coal mining projects commenced without any consideration being given to eventual site rehabilitation. Now that site rehabilitation is assuming greater importance with changing community expectations, and standards are becoming less negotiable, it cannot be ignored in either the development of mine working plans or economic models. The "unspecified" rehabilitation measures associated with many existing projects will be the subject of debate for some time to come yet. It would be wise to plan for the future. Once an agreeed standard of rehabilitation is accepted, good management involves considering practices which will facilitate eventual rehabilitation at least cost. Without planning for rehabilitation, many mines have adopted practices which are likely to result in very expensive rehabilitation measures and impact significantly on the overall profitability of the ventures. With adequate planning, procedures can be developed which achieve the same short term goals without significantly effecting cash flow but with very significant impacts on the final rehabilitation cost. This paper looks at the disposal of tailings and overburden in the coal mining process. The industry has in the past had an obvious preference for the "perceived" cheaper procedures for waste management such as wet disposal of tailings and high dumping of overburden. There are alternatives. The paper discusses the principles which should be incorporated into tailings and overburden disposal systems and identifies viable alternatives.

Full-face blasting rounds have been used to excavate a 4.6-mdiameter shaft at Atomic Energy of Canada Limited's Underground Research Laboratory near Pinawa, Manitoba. Both standard pyrotechnic delay detonators and the newly developed electronic delay detonators (EDD) were used on the project. The full-face blasting technique, employing 89-mm-diameter relief holes and 38-mm diameter blast holes, NG-based explosives, and the regular long period delay detonators, has been standard practice at the site, giving excellent wall control and fragmentation results. The comparison blasts using pyrotechnic detonators and EDDs were carried out to test the operational logistics, timing accuracy and blast results obtained with the latter. The long period pyrotechnic delays ranged from O to 18, with the nominal delay varying between 350 ms and 800 ms. The EDD blasts used the same number of periods, with the respective delay interval between successive periods set precisely at 190 ms and 210 ms for the two blasts. Based on a broad range of critically assessed parameters, the EDD blast results proved to be signficantly superior to those obtained with regular pyrotechnic detonators. The results have been analyzed in detail and the relative merits of the two delay systems have been determined. Alternative designs to derive maximum benefits from EDDs in shaft and tunnel blasts have also been suggested.

With productivty increment. it becomes very important to monitor the underground production environment. This paper presents a multi-level computer monitoring and managing system, which was specially developed for the mine. In this system, TF-200, Industrial Standard Buses (STD) and 32 bytes Super micro-computer were integrated into one body as hardware; Data Base was designed by means of software engineering method in the software development; on maitenance of the system, the parameters are managed concentratedly and data are classified to process; therefore, the ystem gets to the advanced level in China. The system is composed of four sub-stations: Signal Transmission. Data Collection, Data Processing and Image Display Sub-system. Signal Transmission Sub-system(STSS) A frequency-division transmission method is used. Data Collect ion Sub-system (DCSS) Industrial Standard Buses (STD) is used. It can change data from STSS into suitable form for DCSS, Calculate average value every minute, decide alarm and transmit data to DPSS. Data Processing Sub-system (DPSS) The host is a S/120. With UNIX Operation System. the data from DCSS can be classified. stored, displayed. printed, by means of real-time and time-division processing. Additionally the functions of the historic data search and data analysis are provide. Image Display Sub-system (IDSS) The real-time and historic data was displayed for curves and diageams on screens. The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

The standard molar free energy of formation of MOO,was determined between 750o to 1050o C in galvanic cell measurements involving the solid electrolyte Zr0.85 Ca0.15 O1.85. Use of the reference electrodes Fe + FexO and Ni + NiO Provided two independent determinations of FoMoo2. The data may be represented by the equation FMoO2 = -137,500 +40.0T(°K) which is in good agreement with previous CO/CO, gas equilibrium measurements of Gleiser and Chipman. The standard molar free energy of formation of molybdenum dioxide has recently been reported over a large range of high temperatures from the calorimetric experiments of King, Weller, and christensen.' Gleiser and chipman2 have also recently determined ?FmoO2 from 926o to 1068oC in CO/CO2 gas equilibrium measurements. Earlier gas equilibrium studies have been made and reviewed by Gokcen.' Over the temperature range studied by Gleiser and Chipman their values for ?FoMoO2 differed from the calorimetric data by about 700 cal. This investigation was undertaken to resolve this difference and thereby establish the two phase mixture of Mo + MOO, as an electrode of well-known oxygen potential for galvanic cell applications at very high temperatures. The random variable transformation technique was introduced to make probabilistic structural analysis simple for such structures as slopes, dams, foundations, or retaining walls, where two shear strength parameters are required to analyze their stability by deterministic engineering methods. The Gaussian transformation was performed by using the Hermite orthogonal polynomial function. This transforms the experimental histogram into the standard normal distribution, whose mean is zero with a variance of one. Then, the transformed standard Gaussian variable was used for the bivariate normal probability analysis on the structure. The Gaussian transformation technique and the Hermite polynomial functions were chosen because the bivariate joint normal distribution is well-known and easily available for engineers. The binormal probability analysis was made on the probability region of a certain confidence level by superposing the critical line on the same probability region that divides the region into two zones: stable and unstable zones. The critical line was determined from the back calculation of the deterministic engineering method of the structural design. Finally, the probability of structural failure at a desired confidence level was calculated by simply integrating the volume of the binormal density surface above the unstable zone in the probability region. A simple case of slope analysis is introduced to illustrate this probabilistic approach, and its effectiveness and simplicity is demonstrated.

The Bureau of Mines conducted investigations on extracting phosphate values from fine-particle wastes generated during the mining and beneficiation of phosphate ore by leaching dried wastes using a H2SO4-methanol mixture. Although phosphatic clay waste contains up to a third of the phosphate originally present in the ore, recovery of these values represents a significant challenge due to the fine grain size of the material, the particles averaging less than one micrometer in diameter. Waste samples obtained from two Florida producers yielded phosphate extractions of 71 and 84 pct, respectively, when leached under ambient conditions and at a stoichiometric acid ratio of 1.4:l. Elevated temperatures did not improve the amount of phosphate extracted. Undesirable A12O3, Fe2O3, and PlgO impurities were largely rejected; higher grade wastes gave acids that meet established industry impurity standards and lower grade samples yielded acids that marginally fell short of the standard. Separation of the crude acids from the insoluble residues was accomplished via vacuum filtration through either filter paper or commercial filter cloths. Both filtration rates and solids retention were improved by the addition of 0.5 lb/ton of poly(viny1 acetate) (PVAc) or poly(ethy1ene oxide) (PEO) to the methanol-acid slurries. These results show potential for substantially increasing the reserves of an important domestic resource.

Western Mining Corporation has grown from a small gold exploration and mining company, funded by large established mining companies, into a large multi-commodity and multi-national mining company with shareholders who no longer have the same understanding of mining as the founders. Ore reserve calculation methods and reporting procedures have gradually changed throughout the group during this growth. These changes have been led by the newer mines, in particular the Kambalda nickel mines, where the need for more global, less conservative reserves were required to justify capital and forward sales contracts and to inform shareholders of the true worth of their company. This change in attitude to reserves has flowed back to the gold mines and has allowed a better informed management and investing public to plan for the future. Management of the calculation of reserves remains the responsibility of individual mining operations, but a corporate reporting and management structure exists through the office of the Director of Exploration and divisional chief geologists who strive to maintain standards of calculation and reporting. Specialist ore reserve geologists are starting to justify their place in the organisation, particularly at the larger operations. Reporting to the new AusIMM Standards is fully supported, although the amount of supplementary information requested will need to be considered carefully because of the large number of factors that make up even the simplest reserve.

The potential health effects of quartz-bearing airborne dust in mine and mill atmospheres point to the need for the quantification of quartz content in the source material for determining the source-sink relationships and for choosing applicable control measures. While a standard method exists from a regulatory point of view for the sampling of coal mine atmospheres for determining (i) respirable dust concentrations and (i) the amount of quartz in thesamples, there is no generally accepted standard method for quartz analysis in bulk samples of coal and host rocks. Generally, the bulk sample is reduced to a powder for producing quartz analysis samples. Extensive controls are necessary to ensure representativeness of the analysis samples when these are very minute fractions of the bulk samples. Since the amount of analysis sample is not limited, alternative methods for quartz analysis may also be tried. It is, however, necessary to adopt a procedure which will satisfy several statistical requirements to guarantee representativeness of the quartz analysis samples. In this paper, the important factors in the preparation of quartz analysis samples from the host rocks and bulk samples are discussed. The method developed to prepare the analysis samples is outlined. The results of application of the procedures are presented. The procedure developed for quartz analysis sample preparation is based on sound statistical foundations. The procedure has been validated for reproducibility and homogeneity.

The Bureau of Mines investigated thermodynamic properties of Mn304 (manganomanganic oxide) and Mn203 (manganese sesquioxide). The standard Gibbs energies of formation (?Gf°) of Mn304 and Mn203 from their lower oxides were determined with high-temperature galvanic cells using stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnO, Mn304//Zr0 2//02(g, 0.0112 atm), Pt, with the overall cell reaction 6Mn0(c) + 02(g, 0.0112 atm) = 2Mn304(c), where- 02 refers to indicated partial pressure of oxygen at the reference electrode. Similar measurements were obtained for the cell Pt, Mn304, Mn203//ZrO2//02(g, 0.0115 atm), Pt, with the overall cell reaction 4Mn304(c) + 02(g, 0.0115 atm) = 6Mn203(c). Equilibrium oxygen pressures for the Mn0-Mn304-02 and Mn304-Mn203-02 systems were measured and may be expressed for the respective systems as [23,400 109 P02 T + 11.91 (764.9 - 1,208.6 K) and log p02 = - 11,957 + 9.66 T (968.6 - 1,208.2 K),] where pressure (p02) is in atmospheres and temperature (T) is in kelvins. Standard thermodynamic properties of Mn304 and Mn203 were derived from these measurements and auxiliary thermodynamic data from the literature.

BHPBilliton is a large (US$32bn market capitalization) diversified mining group. Significant organic growth is planned through the development of a number of mining, processing and oil and gas projects, totalling some US$5.2bn over the next three years. The investment standards underpin the capital approval process, and incorporate the requirements for range and risk analysis of key input variables, including mineral resources. Public reporting codes for mineral resources and ore reserves (such as JORC) stipulate deterministic reporting of estimates, but are generally silent on any requirement for range or risk assessment, although they acknowledge the risk and uncertainty in the production of resource estimates. In contrast, public reporting of petroleum reserves allow for the use of either deterministic or probabilistic estimation, and for the latter, mandate the level of confidence required for proven versus probable reserves. Conditional simulation techniques, popular in the petroleum industry, provide an ideal tool forrange and risk assessment of the range of outcomes of key resource parameters, such as tonnagesand grades. Examples of a diamond deposit and of a porphyry copper deposit are presented. The understanding and quantification of mineral resource risk through a technique such as conditional simulation provides quantified information on the potential upside or downside. Under the Communist regime marked industrial progress has been achieved on the China mainland. Within a decade, the country has been transformed from an economy primarily agricultural to one bristling with industrial possibilities. The industrial capacity of Communist China is beginning to approach that of Japan and will probably surpass it by 1962, the last year of the Second Five-Year Plan. The slogan already is Beat the United Kingdom by 1972, a goal which most observers feel will be achieved ahead of schedule. During the early years of the industrialization program in Communist China, emphasis has been placed on basic goods; hence additional time will be needed to make large quantities of the more complicated products. However, regardless of the current stage of industrial development, it is apparent that the necessary forward momentum has been created. The many capital construction projects being brought into production and the additional projects being initiated confirm this observation. The accuracy of Communist China's industrial statistics can be questioned, but their order of magnitude is clear. To properly evaluate the industrial capability of the country, differentiation must be made between the absolute quantities that reflect overall strength and the per capita quantities that reflect living standards. While Communist China is well on the road to becoming a world power, its living standards will remain below European levels for many years to come.

Innovative marine bulkhead design and construction techniques were used in the fast-track design and construction of a high-capacity, deep-water dock in the highly seismic region of Alaska?s Aleutian Islands. The geotechnical investigation and design through construction phases were completed in just eight months. The adaptable OPEN CELL® design, readily available standard flat sheet pile and an experienced contractor were integral to the successful completion of the project. The cost of the structure was determined to be approximately 50 percent of a comparable pile-supported platform dock structure, allowed higher load capacity, rapid construction, less maintenance, and provided substantially more uplands. This paper details the design and construction of this unique and challenging project. The OPEN CELL structure is a vertical flexible membrane system that offers significant advantages over other structure types: ? Its flexible membrane structure is not dependent on toe embedment for stability. ? Poor soil conditions, shallow bedrock, high seismic loads, deep water, scour, etc., can be accommodated due to its adaptable design. ? It has a very high load capacity?capable of several thousand pounds per square foot. ? Allows buried utilities which results in lower cost and reduces freezing conditions ? The sheet pile tail walls can be extended to provide increased global stability if needed. ? Standard sheet pile and connectors with traditional installation techniques allow accelerated construction schedules.

"Previous investigation 4/ has demonstrated that some of the aliphatic amines are suitable absorbents for 302, This paper reports the results of physical studies of a number of such amines with the object of determining which is most favorable as an absorbent.Monoethanol amine, diethylene triamine, and triethylene tetramine appear to be the most promising of all the amines studied, and most of this report has been devoted to studies of the physical properties of their aqueous solutions, which contain varying amounts of SO2.PURITY OF MATERIALSAll of the amines used were of commercial grade, because the primary object of this research was the investigation of a proposed works process rather than the accumulation of scientific data.The aminoethyl derivitives of ethylene diamine, namely, diethylene triamine, triethylene tetramine, and tetraethylene pentamine, only recently have been produced commercially. The chemistry of aliphatic amines is complex, and these newer derivitives have not been investigated, completely. Chemically pure material is not on the market, and since definite physical standards have not been published, one could not be assured of a pure product even if the commercial material was refined.The compilation of physical constants for the pure amines would involve much time—consuming effort without materially enhancing the value of this paper, as this work was not devoted to the development of fundamental standards."

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

In a recent issue of the Mining Congress Journal, J. L. Gilliland discussed the relationship of air quality criteria, standards, and regu¬lations (1). As he pointed out, The Secretary of the Department of Health, Education, and Welfare is charged with issuing "Air Quality Criteria" which are statements concerning the concentration-effects relationship of an air pollutant. These "criteria" provide the states with a basis for their air quality "standards," which may lead in turn to emission "regulations." He further cites a list of major factors described by the National Air Pollution Control Administration, which must be considered in developing criteria. These are: properties of pollution; responses; measurement methods; exposure parameters; and characteristics of receptors. Although we briefly discuss the first two items, the principal concern of this paper is with the third item, the methods of measurements. In attempting to define responses, it has proven surprisingly difficult to establish a clear-cut cause-effect relationship between air pollutants and impairment of health. It is perhaps not too surprising that the ecological approach currently in fashion seems to be a much more powerful tool in defining cause-effects relationships. Without belaboring the point, we would like to point out that establishing such cause-effect relationships have tremendous legal and financial implications e.g., consider the possible establishment of such a relationship between pollution and inadvertent weather modification.

and eventually we would have trouble. That is, these little localized overstresses may not be important if the structure is loaded a few times, but may be important if the structure is loaded many thousands of times. The existence of localized stress has been demonstrated by direct experimentation with delicate extensometers by the elaborate investigations of Coker. Localized stresses four, five, and six times those that we would get by the ordinary laws of mechanics exist in most of our structures. These stresses, ordinarily, under steady load do no damage but if they are repeated many times may start progressive failure. So far, we have seen no failure that could not be explained by localized high stress at a nick, a crack, a point where one heat treatment stopped and another began, or where there was local faulting, or any one of a dozen causes. In the case of drill rods, the actual distribution of stress must be different from that which any mathematical analysis could predict. It would seem that the spread of damage from the localized overstresses, so far as we can see now, explains the phenomenon known as fatigue. The Ideal Drill Steel By Frank H. Kingdon The essential qualities of a drill steel are: (I), It must be easily forged; (2), the forged bit end must permit easy heat treatment to obtain hardness to resist chipping; (3)) the bar or body must be stiff to resist bending or twisting and yet tough to resist shock and vibration, with resulting breakage, (4), the forged shank end must be easily heat treated to obtain hardness with great toughness. Minor requirements are that the bit and the shank are in alignment with the body; that the shank is of the proper shape and length and the shank collar or lugs of the proper diameter and length; that the hole is free from obstruction; that the striking end of the shank is flat and square; that the bit is of the proper shape, with the cutting and reaming edges formed full and to the required size; that the reaming edges are concentric with the axis of the steel, and that there are no sharp corners at the shoulder where the bit blends into the body. The essential qualities of a bit, are: That its shape be such that maximum cutting speed can be maintained for as great a distance as possible before wear of the gage and cutting edge reduces the speed of penetration to a point where a change of steel is made necessary; that the size or diameter of the drill hole corresponding to the gage of the bit can be maintained with the least possible reduction as the depth of the hole increases, and that the bit can be correctly and readily formed and heat treated.
