Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. The Bureau of Mines, in its alumina miniplant project to investigate alumina recovery from domestic, non bauxitic ores, has conducted research on the use of a hydrochloric acid leaching, gas sparging crystallization technology. An important element of this research is the efficient separation of undissolved, siliceous residue from AICI3 -bearing leach liquors by continuous, horizontal, countercurrent vacuum belt filtration. In an effort to calculate material balances quickly and to predict material balances based on different belt filtration configurations, the perfect-mixing-cells-in-series model (PMCS) for calculating material balances around belt filters was used. Because of the porous nature of the solids, the model produced erroneous material balances. Therefore a reliable model, the shrinking voids model, was developed postulating the presence of an unwashable voids liquor volume that decreases with decreasing liquor AICI3 concentration. This volume decrease postulation is equivalent to assuming that dilute liquors flow more freely, causing more voids liquor volume to become washable. Least-squares based computer programs are provided, which are useful not only in producing material balances from plant data but also in predicting balances for untested configurations using the same feed materials.

"The carbothermic reduction of chromite ore to produce high carbon ferrochromium is among the most energy intensive metal extraction processes performed, due not only to the highly endothermic nature of the reduction reactions but also the very high operating temperatures required for the smelting operation to separate the chrome-containing alloy from the discard slag.KWG Resources and XPS have collaborated over the last 3 years in developing a patented (Winter) processing alternative to the traditional smelting operation in which all processing takes place in the solid state at temperatures many hundreds of degrees lower than those required for liquid processing. Amongst the attractions of the process are much lower capital costs, as well as reduced operating costs, particularly of energy.A techno-economic study on the new process identifies a reduction in overall energy consumption of 70% against conventional processing and approximately 40% lower than the current best practice. By utilising more natural gas than coal based energy sources, the KWG process is able to show an overall 50% reduction in greenhouse gas emissions compared with the most energy efficient current practice. The impact of the new process on future processing is therefore regarded as highly significant, with global energy reductions equivalent to the effect of completely eliminating energy demand from a country the size of Italy.The study concluded that the potential for this process to completely revolutionise the global ferrochrome industry should not be underestimated. Its impact reaches far beyond exploitation of a regional natural resource."

Remarks of Mr. Robert W. Hunt, General, Superintendent, Albany and Rensselaer Iron and Steel Company., Troy N. Y.—In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to' draw conclusions. There are so many circumstances hearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill

Knowledge of the physical and chemical properties as well as the behaviour of the mould fluxes during melting, important in order to improve continuous casting operations. Lubrication and control of heat transfer in the mould are the more relevant functions of these materials. Values of physical properties like viscosity and surface tension at melting range temperatures are required, as much as the thermal behaviour under process conditions. The heat extraction from the liquid steel has an important effect in the final quality of products. Mould fluxes are constituted by different oxides, and may form glasses and crystal phases during cooling. The solidification rate and the chemical composition determine the proportion, type and crystalline morphology, which are responsible of the thermal transfer processes. In this paper, viscosity values are reported in the melting range temperatures calculated by means of the Riboud model and compared with fluidity results obtained by the inclined plane technique. Also the linear expansion of the mould fluxes at high temperatures was determined by dilatometry. The crystallization in two different fluxes was determined by DTA tests and correlated with the basicity index. Crystal phases were evaluated by scanning electronic microscopy on quenched samples at 1300°C. This information is relevant to increase the knowledge on the peritectic steel grades casting process in order to improve its quality. Underground mining operations are sensitive to price fluctuations because they usually perform with a narrow profit margin compared to open-pit mining. Furthermore, the economic evaluations regarding operation are based on estimated or simulated grades rather than actual values. These bring a high degree of uncertainty to the viability of an operation. Hence, mine planning that accounts for uncertainty is crucial for underground mining operations. As an underground mining technique, sublevel stoping has geotechnical, curing time, seismicity, cost minimization, and production requirements. A new mixedinteger linear program is proposed that considers the uncertainty associated with net present value using chance-constrained programming. The net present value (NPV) maximization objective is transformed into a multi-objective maximization problem where one objective is to maximize the mean NPV, and the other objective is to maximize the negative standard deviation multiplied by a scalar called risk or reliability level. The balance between the two objectives was maintained by this scalar and was selected based on the reliability level of the project. A case study was conducted with varying reliability levels, and sequences were generated. It was shown that the expected net present value increased at higher reliability levels, and the overall value of the objective function decreased as the reliability level increased. In other words, the variance component penalized the value of the objective function. Moreover, it was observed from the case study that at lower reliability levels, stope grade order bears similarity to the extraction order.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

This report documents the design, fabrication, testing, and coal mine demonstration of a hopper-feeder-bolter during a four-phase program for the U.S. Bureau of Mines. The machine was designed to increase productivity and safety in under-ground room-and-pillar mining. It performed well as a hopper-feeder for continuous haulage during a coal mine demonstration. Testing in a simulated mine showed that the machine also has good roof bolting capability.

In the United States, the occurrence of underground mine fires/explosions continue to decrease; however, they pose great danger to the miners and any subsequent mine rescue teams and/or fire brigades. Tragically, 19 coal miners lost their lives in 2006 at fires or explosions. Fires/explosions can devastate a mine and cause its permanent closure. It is vitally important to obtain accurate information on the gas content (concentration and composition) of the mine atmosphere after the event so that appropriate action can be instituted to rescue any trapped miners while not exposing the mine rescue teams to unnecessary hazards. Additionally, the fire fighting techniques (spraying water, sealing, etc.) will be dictated by the gas content. Finally, the gas content will determine when it is safe to recover the mine. The gas content of the air can be determined using detector tubes, handheld instruments, portable instruments, or gas chromatographs. No single instrument is suitable for all analyses. Each type of instrument has its advantages and disadvantages. This paper discusses these attributes.

Reaction bath temperature is a major factor in processing liquid metals and in many applications where a balance between process duration and temperature has to be found to run a procedure efficiently. Also extremes of temperature can decrease the output of a process if too cold or even make it impossible, conversely overheating can be detrimental to both the product and furnace integrity. With the help of the new online temperature measurement system very accurate monitoring of the process is possible in contrast to the current routine practice where the temperature is measured periodically with dip thermocouples. The system works with a digital, fiber optic pyrometer, which is embedded in a refractory housing. Installation in the lining is possible below liquid level as nitrogen is blown to keep the system open and to ensure continuous sight from the optical head of the pyrometer to the molten metal through the tuyere. This permanent temperature measurement gives optimal process control with the potential of taking appropriate actions at an early stage enabling proactive process control. Therefore energy savings and even process endpoint detections can be realized.

Control of true steel level in the tundish during casting is desired in order to maintain the correct pressure head and thus provide a stable flow to the mold. Also the control of tundish draining prevents slag carryover and can increase yield at each end of cast sequence. At Steel of West Virginia (part of the SDI Group), it was understood that to be able to measure the true steel running level and control the drain level at the end of casting would be a great benefit during production at their three strand billet caster. This paper sets out to show how an evaluation process was started to find the best method to determine steel level in the tundish and to prevent the steel level dropping low enough to allow slag to enter the mold. Also how the decision was taken and a real time molten steel measurement system was installed and by utilizing the resulting data in the process, how slag in the mold was removed as an issue, how lost production was reduced and how consistent steel level has provided constant casting speeds and improved stream integrity, all leading to realized quality improvements. Other areas discussed within the paper will be the training of operational staff, the difficulties to be overcome when first installing new equipment and how these teething problems were cured by close co-operation between the steel plant and the equipment suppliers. In conclusion the paper will discuss the production improvements achieved, production cost savings at the plant and how the generated data was integrated into the plants process control system.

FirstMiss Gold installed a supervisory control system based on Pavilion Technology's Process Insights neural network software and Oil System's PI data historian. The primary goal of the system was to control the acid preconditioning circuit. However, our first successful control loop was on the limestone feed rate to the neutralization circuit. The information gained by modeling these circuits and the better control provided by the system has resulted in reagent savings of over $80,000 per month.

The U.S. Bureau of Mines has designed, fabricated, and tested a prototype track maintenance vehicle for underground coal mines. The vehicle uses a stiff rotating brush to clean the track so that a visual inspection is possible. It is also equipped to measure track gauge and cross-level. The objective of this report was to describe the track maintenance vehicle and detail the results of investigations into present underground track inspection procedures and cleaning technologies, which led to the development of the prototype. Recommendations are made concerning the integration of components of this prototype vehicle into current track cleaning and inspection systems used in underground mines.

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

In accordance with a cooperative agreement between the Bureau of Mines, United States Department of the Interior, and the Linde Air Products Co., an investigation was made at the Bureau Explosives Testing Station, Bruceton, Pa., to develop suitable test methods for evaluating the performance and sensitivity characteristics of liquid-oxygen explosives. This report presents the results of the investigation. The unique nature of liquid-oxygen explosives necessitated both modification of standard techniques and development of entirely new test methods. The latter requirement was due to the fact that differences exist in the kind of information that must be developed for studying relative safety and performance properties of these explosives compared to that of fixed explosives.

This report summarizes the Bureau of Mines noise-control research program from 1972 to 1982. Each segment of the mining industry--under- ground coal, underground hardrock, surface mining, and processing plants--has different noise-control problems because of vast differences in working procedures, equipment, and workplace design. The Bureau has identified the most serious noise problems in each segment and has developed strategies for attacking these problems. This publication points out the need for noise control in the mining industry, discusses Federal regulations governing worker exposure to noise, and describes the Bureau's overall approach to mining noise- control research. It traces the history of noise overexposure in each segment of the mining industry and discusses the major noise sources. It provides detailed information on noise-control research efforts in the Bureau's major areas of emphasis, including the results of these efforts. Finally, the report discusses the Bureau's future role in research on mining noise control, emphasizing the need to expend more effort on long term in-house investigations into the noise problems that have been identified in past programs as the most serious ones.
