"INTRODUCTION The act of Congress establishing the Bureau of Mines in 1910 delegated to the Bureau, as one of its principal duties and functions, the study of health and safety in the mineral industries with a view to devising and putting into operation means of conserving the health and safety of persons employed in the industries. One of the first health and safety activities of the Bureau of Mines was therefore organization of a trained force to promote instruction in first aid in the mineral industries. First-aid training has been an important activity of the Bureau of Mines since its establishment. The standard first-aid course requires a minimum of 15 hours of instruction and practice work. A person completing the initial training course is issued an engraved certificate and pocket card certificate; thereafter, only a pocket card certificate is issued for additional training.From 1910 to 1926 first aid was taught by trained Bureau of Mines employees; consequently, only a comparatively few persons were trained. In 1926, however, cooperative first-aid training was initiated, which provided the means to train the entire personnel of mines or plants within a short time in a single campaign. Many mines and plants have taken advantage of the cooperative plan, whereby keymen in a mine or plant, in addition to the initial training received, are given intensive training in first aid by a Bureau of Mines instructor. Those men who show an aptitude for teaching are selected as tentative provisional first-aid instructors. In order to qualify as a provisional instructor, a tentative instructor must, under the supervision of a Bureau of Mines instructor, train a class of at least six persons employed in the minerals industries in the standard Bureau of Mines course in first aid. After it has been determined that the class has been trained properly, a provisional first-aid instructor's pocket card certificate is issued to the class instructor. The first-aid instructor can renew his pocket card certificate each year by training or retraining at least six persons connected with the mineral industries to satisfactorily pass an examination given by a Bureau of Mines representative. After five yearly renewals of a provisional instructor's pocket card certificate, an engraved, permanent instructor's certificate and a permanent instructor's pocket card certificate are issued to the instructor."

WithIn the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the Chicago & Northwestern R. R., the Chicago, Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin CO., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. There are mines now in this field having nearly that output, but these were not planned for such output; in fact, when the shafts were sunk and the machinery installed it was generally supposed that the daily outputs would be only in the neighborhood of 4000 to 5000 tons. "ABSTRACTThe application of failsafe techniques to ask the ""What if"" questions about any process has been well established in the chemical industry for many years. The unusual number of fatalities that occurred in Ontario during 1986-87, prompted Inco management to look at the Fail Safe techniques as a method of improving safety performance.INTRODUCTIONOne of the major areas at any time for potentially disastrous accidents is the shaft, where all men and materials must travel. In April 1987, Inco's Thompson Mine's first Fail Safe Team was established to look at its shaft operations. The initial group of eight people was made up of hourly equipment operators, mine foremen, engineering, maintenance and the superintendent. This group took the name of Shaft Risk Analysis Team or SRAT.The many tasks or jobs that are performed in a shaft prompted the team to divide the work under six major headings; slinging, moving men, skipping, dewatering, shaft inspections and moving materials. Each of these areas contained many different tasks which are interrelated. The only way to understand this interrelationship was to flow chart the steps that actually occur in getting any job done.The flow charting is done by the foreman and operators using existing standard manuals and their experience of what actually takes place. In many cases, it soon became apparent that they had been ""working around"" many problems created by their standards. Fine tuning of these flow charts takes place at the weekly meetings, where input from all involved leads to a better understanding of the actual job being analyzed and its potential hazards. Two major points need to be emphasized in getting good flow charting at a mine:I. It must never be blame oriented or you will never discover how the jobs are actually done and hence you won't know what to improve.2 . All team members must have equal voting rights in deciding how to put the charts together so that they have ownership of the finished product. It is far too easy to end up with amanagement view of the way it should be. Many different techniques or methods are being employed to improve the tasks and reduce the risks associated with any job once the basic flow chart is established. The ones found to be the most useful are highlighted."

"Researchers at the U.S. Bureau of Mines are conducting research on cable-type ground supports to assess their material and support properties and to provide design criteria for implementing cable supports as a workable roof control system under various underground mining conditions. Much of this work involves laboratory assessment of the material and support properties of cable supports using both conventional and birdcage steel cables. Included in this assessment are single and double cables, effects of changes in embedment length on support strengths, water-cement ratios, use of breather tubes, and pumpability and water-bleeding properties of grouts.IntroductionSince cable supports were introduced in the early 1970s, considerable research has been conducted in laboratories and at mine sites to understand their behaviour. The U.S. Bureau of Mines began a laboratory evaluation project in 1985 at the Spokane Research Center (SRC) to study the behaviour of cables supports under uniaxial loads so that the effects of various cable support components, such as grout and breather tubes, could be identified. Other objectives were to compare the behaviour of various types of cables and grouts and to collect meaningful data for numerical analyses. Pull tests were conducted to determine how cables supports reacted under uniaxial loads and how they failed when ultimate loads were exceeded. Such data are essential for the development of numerical models for analyzing rock mass behaviour when the rock is supported with cables.Test ProgramBecause each cable support can be composed of either single or double cables as well as a breather tube, pull tests were designed to include a variety of samples containing these components. A series of samples containing a single conventional cable, a neat cement grout having a water-cement ratio of 0.45, and no chemical additives was selected as a standard (Table I). Then one component in the system, such as the presence of a breather tube, was changed, and results of tests compared to results obtained for the standard samples to determine what influence that component might have on the behaviour of the support system. If significant changes in test data occurred, they could be attributed to that one component. To control the quality of the samples, the physical condition of the cables and tubes were monitored closely, and compressive and tensile strengths as well as flow properties were determined for the grout used in each test series."

"The concept of geometallurgy has been extensively mentioned and used in the mining industry in the past years. However, each mining firm has a different understanding of what geometallurgy means, and its actual value varies significantly from site to site. Even in the case of properly constructed geometallurgical models, it is fairly common to observe a sub-utilization of the model in the actual operation, because of its low production forecasting capability on the short term. This disconnect between the geometallurgical model and operations is typically caused by a lack of tuning between the original model and the actual plant operation. Also, the absence of procedures and other standards for reconciliation, affects the confidence and the predictive quality of the model. The geometallurgical model should consist of three different levels: (I) adequate capture of information, (II) data analysis and modelling, and (III) development of the block model. Once the geometallurgical in-situ model is finalized, a process model should be developed of the plant at industrial scale, in order to scale up the in-situ geometallurgical parameters from their base or standard condition, to the actual operating reality of the plant. Finally, the stage of reconciliation will close this process, assuring that any deviation between the geometallurgical model and the actual plant operation is not due to lack of tuning, but due to operational issues such as unattended maintenance requirements or poor process control in the operation. The methodology as described in this paper has been applied at several large mining sites in Chile. The paper presents the characteristics of the proposed methodology, and quantitatively describes its benefits with examples from actual operations.INTRODUCTIONIt probably is fair to say that geometallurgy became widely used in greenfield projects in the Andes region during the mining boom of the 90’s, when massive orebodies were studied and developed, and upfront metallurgical characterisation proved its use for accurate economic evaluation including estimates of plant throughput, energy consumption, final product quality and overall recovery. A few examples of such greenfield studies for concentrator plants in the 90’s are Minera Los Pelambres (Antofagasta Minerals, Chile), Minera Escondida, Laguna Seca (BHP Billiton, Chile), and Rio Blanco (then Montterrico Metals, Peru). Large size hydrometallurgical operations such as Cerro Colorado, Quebrada Blanca and Lomas Bayas (all in Chile), also recognised early on the importance and value of relating ore mineralogy, geological characterisation and metallurgical behaviour."

Specific energy is defined as the amount of work required to break a unit volume of rock and is used to predict the performance of mechanical miners. It is obtained from full-scale rock cutting experiments, which require large block samples, experienced personnel and expensive equipment found in only a few research centres in the world. Estimation of the optimum specific energy, at which a given geological formation is excavated at optimum cutting geometry in the most energy efficient manner, from mechanical rock properties to predict the performance/efficiency of roadheaders is the basic aim of this study. The mechanical rock property tests require only core samples, which are easier to obtain and to test. In this context, full-scale rock cutting tests are performed on 23 different rock, mineral and ore samples including sandstone, claystone, tuffite, chromite, trona and copper collected from some operating mines in Turkey. The optimum specific energy values are obtained for each sample. Physical and mechanical property tests are performed on the core samples obtained from the same samples to determine uniaxial compressive strength, indirect (Brazilian) tensile strength, static and dynamic elasticity moduli, Schmidt hammer rebound values, density, and Cerchar abrasivity index. The relationships between the optimum specific energy and the mechanical rock properties are analysed using statistical methods. The results indicate strong relationships between the optimum specific energy and the mechanical rock properties. The strongest relationships are found by using uniaxial compressive strength and tensile strength. The performance models developed in this study are in good agreement with the empirical models previously developed for roadheaders and can be used reliably for prediction purposes. Chemical speciation plays a critical role in many areas of gold processing. These include the formation of HCN in plant liquors, interference by copper in the extraction efficiency of gold, the recovery of adsorbed gold, and the behaviour of plant effluents in the environment. Thermodynamic modelling provides a cost-efficient method of rationalizing and even predicting of chemical behaviour. Unfortunately, because thermodynamic data for cyanide complexes are of poor quality and few are known under hydrometallurgical conditions. Such models are currently of limited use. This paper describes recent work on the thermodynamics of cyanide complexes of a range of metal ions. Data will be presented on the stabilities and enthal­pies (heats) and entropies of formation of a variety of metal ion species determined by potentiometry and calorimetry. Particular emphasis will be placed on the Cu(I)/CN- system.

Few people in the industry today are competent to comment on the O.G. system for vessel covers, but with papers as well prepared as Mr. Bradley's we will soon be well informed. I would like to direct these comments to Mr. Klaes of Ford Motor Company. Mr. Klaes' description of their steaming hood agrees with our experience at Weirton. We have been able to stay within design limits and, as a result, have had few problems with our auxiliary equipment. Our main problem, as with Ford, has been thinning of our vessel cover tubes. At Weirton, controlled circulation, high pressure boilers are in use as heat recovery units above the BOP vessels. The boilers are provided with "off cycle' oil firing equipment. A Venturi type wet gas scrubber follows the boiler to complete the vessel draft system.

IT is desired -to determine the effect of the extent of bank repairs on the final slag volume in acid electric steel-melting practice. It is understood that the repairs stud- TABLE I-Summary of Effect of Bank Repairs on Slag Volume [ ] ied here are necessary and the amount of sand added is that needed to maintain hearth and banks in a satisfactory condition. In this way the effect of repair materials on the amount of slag tapped would be found with a reasonable degree of accuracy. Ten heats were made for this study with careful attention to a uniform charge. The steel was the usual grade B and melting was carried out in a 3 1/2-ton top-charge Lectromelt furnace. Melting practice in all cases was the same-complete oxidation, with recarbonization by means of low-silicon pig iron.

The reduction of copper sulfide and copper oxides originated during artificial tarnishing of copper was studied using potentiodynamic potential/current density experiments. Six copper surface treatments were considered: mechanical polishing; indoor exposure for 7 days; chemical etching in 1.6 M nitric acid; chemical etching and heating at 160°C; and chemical etching and dipping in a 9x10-4 M or 0.9 M potassium sulfide (1(25) solution at 70°C. Cuprite (Cu20) and chalcocite (Cu2S) were the main compounds formed. A linear relationship with the square root of the scan rate (v) was obtained by plotting the potentiodynamic potential/current density for the tarnish dissolution processes. A relationship between potential and current density cathodic peaks was not obtained, according to Müller's model, showing a proportionality factor with the dimensions of a resistance.

The energy output of an explosive is typically calculated using an equation of state and computer applications. Results are reported as weight and bulk strength, either in absolute terms or relative to ANFO. The effect of the equation of state selected and the assumptions regarding the energy calculation are considered and interpreted for the purpose of blast design. It appears that variations in the heat of detonation which result from the selection of the equation of state and parameters associated with it are not sufficient to significantly affect blast patterns, explosive consumption and costs. However variations stemming from the use of "available energy" associated with a cut-off pressure are significant, suggesting in many cases large pattern expansions. The validity of the various approaches is discussed and blast design results based on the energy calculated by the different approaches are presented and evaluated.

Increases in mechanisation and mining at greater depths are leading to additional problems of heat and humidity in many mines. As a result there is now an escalating demand for temperature prediction simulations appli- cable to underground environments. After a brief review of the present situation with regard to world mining and the use of environmental programs, the paper goes on to discuss in moderate detail the mathe- matical modelling of the many parameters that govern the condition of the ventilating air in a mine. The development of a program that gives the temperature distribution for a mine ventilation system is then outlined. The practicality of the program is discussed and the presentation format for users is explained. Simplification of input data requirements and the acquisition of data from other planning programs are an integral part of the commercial application of this program.

An experimental feritic stainless steel with a chromium content of 40 per cent was welded by laser and electron beam (EB) welding processes. These techniques were found to be particularly suited to the welding of this alloy in that the impact toughness of the weld metal and heat-affected zone (HAZ) of the laser welds compared favourably with those of the parent aloy. When the EB process was used, the impact toughness of the weld metal was over 180 J/cm2. Grain growth in the HAZ was minimal for welding with these two processes. Corosion tests, conducted in a solution consisting of 20 per cent sulphuric acid and 100 p.p.m. of potassium thiocyanate, and In a highly corrosive industrial solution, indicated that the laser and EB welds were free of sensitization effects, thus confirming the metalographic results.

Slow pyrolysis experiments were caried out on samples of coal from north em Natal having a volatile mater content ranging between 10 and 25 per cent by mass and a constant particle-size distribution. The tests were conducted at atmospheric pressure in a helium atmosphere, and ata heating rate of 10 KImin and a final temperature of 1220 K. The pyrolysis products were taken as coke and volatile mater (tar and eight other species), and tMir respective yields were measured. The experimental results were used in the modification of an existing mathematical model and in the derivation of new corelations for some of the parameters of the model, so that the volatile products of a coal can be predicted from ultimate and proximate analyses of the coal. The pyrolysis tests showed good agreement between the model predictions and the experimental results.

Sintering and ceramic bonding in refractory castables take place mainly in the binding system during the first heat-up and in service. Consequently the strength and the corrosion resistance of the hot face layer depend on the sintering ability of the complex mix of ceramic powders constituting the binding system. As a result, the use of nano- sized reactive powders in the binding system mixes would activate the sintering and enhance the ceramic matrix formation at temperatures below 1300°C. Our work presents the experimental data on sintering behavior of binding systems containing magnesium aluminate and alumina nano-powders in the temperature range of 800-1450°C. The results indicated that a ceramic matrix, similar to high temperature fired bricks, could be generated after firing at the relatively low temperatures available in the non-ferrous smelting furnaces.

Sustainable handling of municipal waste and sewage sludge has an important goal to recycle resources without supply of harmful substances to humans or the environment. The gasification mechanism of phosphorus from municipal waste and sewage sludge during the incineration process has been investigated to develop a phosphorus recovery system. Quadrupole mass spectrometer coupled to an electric furnace is applied to study the vaporisation behaviour of phosphorous gas phases from municipal solid waste (MSW) incinerator ash of sludge during solid-state reduction by carbon. Measurements are carried out in vacuum conditions of 2 x 10-6 Torrs and furnace temperature range 573 - 1773 K, at a heating rate of 7.22 K/minute. It has been found that most of the phosphorus is vaporised as PO2, P2 and P4, in agreement with thermodynamic estimation despite a shift in the temperature regimes.

In recent years, wide consideration has had to be given to methods of improving the condition of the mine environment in many coal mines, and significant developments and changes have evolved. Thus even after substantial increases inòair flow rates at the working place (they have increased over three fold in the last generation), environmental conditions have arisen for which it has been necessary to introduce or consider: i) additional ameliorative measures, such as good housekeeping; ii) layout changes: such as Y or Z layouts; iii) homotropal ventilation; and iv) air conditioning. In certain countries, consideration has been given also to: v) additional payments reduced working times; vi) heat acclimatisation programmes; and vii) the use of cold or cooling suits At many hot and humid mines, the principal benefits from adopting (i), (ii) and (iii) have already been realised. It might be taken as the engineer's solution of the case, starting with the assumption that steel is steel, while the tendency for a rail to have transverse fissures may, and probably does, depend, in part at least, on conditions met before it reaches the track. Admitting with the author that "brittleness of fracture in all grades of steel is characteristic of fatigue tests" we may yet look farther back to find out, if possible, why some rails and some steels are more prone to have transverse fissures than others, for it has been found that rails from certain heats of steel developed these fissures under a service which

In this paper fires due to spontaneous combustion in Middle Anatolian Lignite mine (OAL) which is the first fully mechanized underground lignite mine in Turkey, are studied. Since the installation of mechanization (1986), due to spontaneous heating, four panel fires namely, A01, A02, A03 and A04 have broken out. During these fires, the concentrations of carbon monoxide, methane and the velocity of air are measured continuously by the Micro Minos Environmental monitoring system. For each fire, the environment where fire has started is examined and the possible causes of the fire are investigated. Also the precautions taken to extinguish the fire at different stages are described and the importance of the early detection of mine fire are discussed together with the limitations of the monitoring system and the practical difficulties observed during the fire.

A SERIES of papers on the study of austenite grain A size in cast steels has been published recently.'" These studies show that in the as-cast state, the austenite grains are quite large, for they form as the steel freezes at a very high temperature, but a simple reheating above the critical range produces a new set of austenite grains which, in many instances, is finer than ASTM grain sire No. 8. Furthermore, there is no apparent relationship between as-cast austenite grain size and subsequent grain size produced by heat treatment. The as-cast austenite grain size can be determined easily in plain carbon and low alloy steels which produce a continuous grain boundary f errite envelope in the as-cast structure.
