The inadequacy of our knowledge of the coal combustion process has long been recognized. This was expressed very well by Spicer and Finney (1). "The control of combustion processes in industry and the design of the equipment necessary for efficient burning to take place have always been very much branches of an industrial art rather than of an exact science. This has been especially true of the utilization of coal, a substance so hetrogeneous and complex in character that all too little is known about its chemical and physical composition.' During the past several years one branch of coal utilization, that of high temperature carbonization; has made significant advances from being an art into being an exact science. This has been accomplished by the development of petrographic techniques for identifying, measuring, and determining the thermal properties of the organic materials which affect the carbonization of coal and the correlation of this information with a pre-existing standard of coke quality, the stability index.

In order to produce good quality ammonium paratungstate, Sn needs be removed efficiently from the tungstate processing solution. The nascent hydrous ferric oxide has excellent adsorption ability and is often used as an adsorbent to remove metal ions from aqueous solution. In this paper, nascent hydrous ferric oxide is used to remove Sn from tungstate solution. Through experimental, the effects of pH value, reagent amount of adsorbent, reaction temperature and reaction time on the Sn removal are investigated. The study shows that 98% of Sn can be removed effectively from sodium tungstate solution and only 2% of W is lost during process under the conditions of pH 9~12, reagent amount of Fe addition 40 times Sn amount, reaction time 30min and room temperature. As the Fe addition reaches 90 times of Sn concentration in the ammonium tungstate solution, 99% of Sn is removed and APT with zero level purity national standard is obtained.

THE "miracle of production." which was such an essential element in winning the European war, was nowhere more in evidence than in our Western States. In shipbuilding alone the Pacific Coast States -et a mark never before equaled, and in production of war goods of many kinds, both Rocky Mountain and Coast States accomplished more than their proportionate share if measured by population standards. This was only possible because of the building of immense new plants of many types, largely financed with Government money. Their operation has built up payrolls in the West and brought a measure of prosperity which Westerners are naturally anxious to have made permanent. A widespread doubt obtains, however, throughout the nation and even in the Western States themselves, as to whether, and if so to what extent, this may prove possible. The question has been raised as to whether the national treasury has not been raided to stock the Western ranges with a voracious breed of white elephant .

The use of clays to formulate powder coating can improve physical properties, besides a final product with more sustainable characteristics due to the elimination of some additives, which may be substituted for the clay. We investigate the use of a modified smectite clay to formulate powder coating based on polyester resin. Four compositions of incorporated claywere evaluated (0, 4, 7, and 10wt%). Powder coating were prepared in a twin-screw extruder at 105 °C, and characterized by XRD, FTIR and SEM. Tests of flexibility, adhesion and impact strength in accordance to ASTM standards were performed. Diffractograms of the samples showed the characteristic peak of the modified smectite in d(001) * 37°(2h), indicating exfoliation of the clay. Micrographs by SEM showed the presence of lamellar structure for the clay-based powder coating.Mechanical assays were found for all analyzed coatings, indicating that sample containing 7% of clay presents the best performance.

Elemental distribution varies widely in the ores, minerals and beneficiated products depending on the constituents. Accurate analysis of each element present in various beneficiated products is utmost required to assess the grade in view of zero waste technology. Hence, the suitable methods and instrumental technique is of prime importance as the distribution of various elements differs in the beneficiated products. Conventional classical technique of analysis is absolute and due to this, it has not become obsolete. Besides, it is much needed for making standards for various relative techniques. Instrumental techniques comprising of X-ray fluorescence, Induced Coupled Plasma Analyzer, Carbon-Sulphur Analyzer, Atomic Absorption Spectrometer etc. are important for quick and accurate analysis. However, the selection of these instruments depend on the nature of material to be analyzed. This paper highlights the importance and use of various methods/techniques and instruments involved in the analysis of various ores, minerals and beneficiated products. The National Institute for Occupational Safety and Health (NIOSH), as part of a comprehensive program to improve mine safety through the widespread acceptance of careful excavation principles in drifting, have revisited standard drift round design concepts. Although the initial emphasis was on contour row design and providing improved design tools for blasting with de-coupled charges, the focus has broadened into the development of a general gas pressure-based drift round design approach. The concept of a damage radius (Rd) for a given explosive-hole-rock mass combination is introduced. With the damage radius as the basic building block, the blast holes are positioned on the face, beginning with the buffer row, to achieve the desired excavation size, shape and smoothness. The design of the contour row of holes is also performed using a pressure-based approach. The paper presents in some detail the overall approach and the required gas pressure-based design equations.

Flotation was introduced in phosphate rock processing in the late twenties and since then it has been an important part of the concentration process. More than two thirds of the rock produced in Florida is upgraded by the flotation process. Since no crushing or milling steps are involved in the material preparation, the flotation plant feed is coarser than in most other mineral flotation systems. During hydraulic processing of the rock, particles in the size range of -14, +150 mesh constitute the flotation feed. This size fraction is further classified by hydraulic sizers, stationary screens and vibrating screens into a coarse (-14, +35 mesh) and a fine (-35, +150 mesh) flotation feed. The flotation techniques for concentrating the fine feed as practiced by the Florida Phosphate producers have been standardized over the years, however, methods for upgrading the coarse feed differ from plant to plant. Size reduction is very energy intensive and is the single most power-intensive operation in mineral processing plants. Research has shown that only a small part of the energy is utilized efficiently. One of the major thrusts of all equipment manufacturers has been to improve this efficiency. Choosing the right equipment to maximize energy utilization in any comminution application has always been the utmost criteria. Due to the high energy cost and depletion of good grade minerals, it is becoming essential to optimize all the subsystems within a given comminution system for the overall economic success of such ventures. Bradley Pulverizer Company of Allentown, Pennsylvania recognized this and started offering its Feeder Controller in 1988 for automatic feed control. After its first successful operation, Bradley made this as a part of all of their grinding system standard offering. It was also recognized that the Feeder Controller was just a beginning and more automation and controls would be required for an overall, efficient grinding system.

The conductivity of a solution is often used industrially to control the salt concentrations of reacting systems, normally using electrodes made of glass fitted with platinised platinum electrodes. When a standard platinum conductivity electrode was used to control the acid fed to the leaching circuit for an ilmenite flotation concentrate at Titania, Norway, a deposit of calcium sulphate (containing some calcium phosphate) covered both the platinum electrode and the external glass fitting, rendering the electrode inefficient in the course of a few minutes. A new electrode consisting of a casing, two measuring tubes and an electrode stem is described and illustrated. A significant advantage of its design is that the useful range of conductivity measurement can be adjusted by adjusting the concentration of the electrolyte in the electrode. It has been in use at Titania for about four years with an electrolyte consisting of 0-1 n HCI. It is robust and demands little maintenance.

A simple, portable helium analyzer was developed primarily for field use. Its utility lies in making preliminary surveys before exact analyses are required. The analyzer is based upon chromatographic principles; that is, separation of gas mixtures resulting from variable retention times of the components with respect to a separation medium (column-packing material). It uses thermistors for sensing detectors, a dry battery as source of power, and a micro-ammeter for indicating helium concentration. The absolute accuracy of the instrument depends upon the recency and care with which the instrument is calibrated with a standard gas. The unknown gas should be analyzed immediately after calibration, and another calibration should be made before another unknown sample is analyzed. The instrument is simple to operate, requiring approximately 15 minutes, after calibration, to determine the helium content of a natural gas sample. Although developed primarily for helium determination, the analyzer possibly can be used for other analyses that can be performed at ambient temperatures.

The Bureau of Mines, U.S. Department of the Interior, is investigating biodegradation of cyanide as a means of decommissioning heap leach operations. Biological oxidation decreased weak acid dissociable (WAD) cyanide in process solutions1from 50 to 170 ppm down to 0.1 ppm. The tests were conducted both in trickling column reactors, using quartz as the growth surface, and in upflow columns, using activated carbon as the growth surface. In addition, exploratory tests indicated that bacteria will destroy residual cyanide in leached ore. A flowsheet has been proposed for closure of heap leach operations in which the metals processing portion of the plant, possibly the carbon adsorption columns, or a collection pond is used as a bioreactor. The cyanide in the process solution is destroyed in the bioreactor and the treated water is used to rinse residual cyanide from the spent heaps. The water is recycled until the effluent WAD cyanide concentration meets discharge standards.

X-ray absorption spectroscopy (XAS) is a synchrotron-only technique used to determine chemical speciation, providing a powerful alternative to most traditional ‘wet chemistry’ and lab-based speciation methods. XAS is an element specific method that can be used to address a variety of systems, ranging from heterogeneous to homogeneous, polycrystalline to amorphous, and solid to liquid. The strength of XAS in identifying and managing chemical species in tailings and mine waste is demonstrated, with the presentation of highly relevant studies into lead, uranium, chromium and arsenic speciation. "This paper describes the development and some typical applications of Wemco's large-capacity flotation machines, the No. 120 and the No. 144, with volumes of 300 and 500 cubic feet, respectively. During the 1960's, it became obvious that low-grade orebodies would be mined at high tonnage rates - plants and grinding mills would be larger, which would create a demand for larger flotation equipment. To meet this demand, Wemco developed a single-mechanism, 300-cubicfoot cell, having five times the volume of the standard No. 66 cell. The average production rate of the No. 66 cell on porphyry copper ore was 100 tpd per cell; and it was our intention that the No. 120 (300-cu. ft) cell would handle 500 tpd per cell, with at least equal metallurgical results and power consumption per ton. The success and industry acceptance of the No. 120 cell has since led to the development of a larger cell, the No. 144, having a volume of 500 cubic feet."

This Bureau of Mines report presents results of an underground evaluation to determine the respirable dust and gas control effectiveness of a combined (push-pull) face ventilation system for coal mines. The system utilizes both blowing and exhaust curtain, continuous miners equipped with radio remote control, and flight conveyors. Bureau of Mines tests showed a 97% reduction in respirable dust concentrations from the usual cab position on the continuous miner to the remote control operator's position. This allowed the remote control operator to be well within, and the usual cab position to exceed, Federal respirable dust standards. Tests utilizing a safe tracer gas, sulfur hexafluoride (SF6), to determine the face ventilation effectiveness of the combined blowing and exhaust system showed that the system also has excellent methane dispersion capability. Where wide entries permit, this combined face ventilation system and use of remote control can be a very effective method for dust and gas control.

The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

An analysis of screen design options on the operating efficiency of secondary crushing plants has been conducted using a dynamic computer model. The model allows for the simulation of a wide variety of crushing circuits and can be run on either a microcomputer (IBM PC/XT) or a large time-sharing mainframe computer. Size reduction and separation characteristics of crushers and screens are based on standard manufacturer design and performance data. Input/output routines are available in tabular, alarm or strip chart recorder modes to facilitate operation of the program. A number of alternate circuit designs are compared to show the influence of surge capacity, screen size and area, screen deck location, and closed side crusher settings on the operation of a 10,000 ton per day plant. The program is currently in use at Queen's University to teach plant operations and control. It has potential to be a valuable tool for operator training.

"As part of an over-all arsenic management strategy, Inco has developed a novel process that converts a by-product high moisture copper/arsenic sulphide precipitate into a crystalline copper arsenate suitable for the manufacture of wood preservation chemicals.The copper/arsenic sulphide precipitate is atmospherically leached with oxygen and sulphuric acid, producing a crude (blue) copper arsenate precipitate, elemental sulphur, and a copper and nickel containing solution. The blue copper arsenate is dissolved with sulphuric acid, the molar Cu/As ratio is raised to 2, and a crystalline copper arsenate (olivenite) is precipitated by the addition of sodium carbonate. Dissolved copper is recovered using metallic nickel (or matte) and elemental sulphur, to produce a low-moisture (low-arsenic) precipitate suitable for standard nickel-copper processing.The process was successfully piloted at Inco's Manitoba Division between September 1990 and June 1991. The copper arsenate product typically analyzed 43% Cu and 25% As, and the moisture content was about 10%."

For many years, underground workings in the Bou Azzer mine have been challenged by geotechnical problems related to the serpentinite instability. The stage of evaluation of the compression potential is crucial to develop an appropriate drilling method and the choice of non-standard support. This research work presents a retro-analysis of serpentinite behavior in underground excavations at different depths, using a multi-approach method, based on several empirical and semi-empirical and theoretical-analytical methods, calibrated by the observational method. The analysis performed in this work reveals that underground excavations in Bouazzer East and Ait Hmane area would encounter compression problems that were recognized as the most serious from a depth of 300 m because of the effects of lithology and tectonics. Therefore, the Aghbar region has a slightly negligible compression potential. The compressive failure mechanism in this mine, depending on the mechanical strength, is started at induced stress of 9 MPa.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.
