THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

Low grade iron ore with phosphorus (LGIOWP), a raw and wasted industrial solid material was used as an adsorbent to remove Pb(II) from wastewater. The effects of initial pH value, adsorptive time, initial Pb(II) concentration, adsorptive temperature and LGIOWP dosage on the Pb(II) removal efficiency were studied. The results show that the Pb(II) removal efficiencies exceed 99.4% and Pb(II) concentrations are less than 0.30 mg/L under the conditions of pH value 7.0, adsorptive temperature 50 oC, adsorptive time 30 min, initial Pb(II) concentration 100 mg/L, particle size <0.25 mm, adsorbent dosage 5 g/L and stirring speed 260 r/min. After Pb(II) removal reaction, the Pb(II) concentrations of wastewater completely accord with the requirement of national discharge standards of pollutants from lead and zinc industries (GB 25466-2010) (TPb= 0.5 mg/L) in China. Therefore, it can be concluded that LGIOWP is a new low-cost adsorbent which is suitable for the adsorption of Pb(II) from wastewater.

This paper compares the predictions of the latest Institute of Makers of Explosives Safety Analysis for Risk (IMESAFR) model versus physical test data recovered from ISO-1 and ISO-2 tests in Woomera, SA. ISO-1 testing included placing 1054 kg (2324 lbs) of ANFO (ammonium nitrate-fuel oil) inside an ISO container on a flat bed truck. ISO-2 testing was identical except the NEW was 4000 kg (8818 lbs). The IMESAFR predictions are based on model runs using the best match available to the actual donor type involved in the test. This type of debris analysis is not the standard output of IMESAFR, as the program is designed to assess the probability of human fatality. However, all of the IMESAFR predictions presented were obtained from the use of the actual model equations and algorithms without adjustment. Test results from ISO-1 and ISO-2 will be presented as well as findings from the comparison between model results and actual explosive results from the ISO testing efforts.

Metallic magnesium is mostly used in lightweight alloys in order to decrease fuel consumption in automotive applications. Several different production processes are currently used worldwide, and the magnesium production scenario is changing rapidly, with Chinese production increasingly dominating the world market. For the purpose of this paper, a novel approach to Life Cycle Assessment was applied, in which Material Flow Accounting and energy-based methods (Embodied Energy, Exergy and Emergy Analyses) are integrated and complemented, with a detailed description of the environmental hazards associated with emissions from all the different processes.

"CURRENT BASIS OF GROUND SUPPORT DESIGN ANALYSIS The current strategy used in determining what kinds of support are needed is based on empirical design charts (Grimstad and Barton, 1993). Figure 1 is an example of the topcut analysis used for a 14 foot wide (4.3 meter) drift, which is the current design width used for topcuts at TRJV mine. The majority of our topcuts are situated in ore of the Type IV and Type III weak rock class categories that necessitate the use of bolts, mesh and 2”-4” of shotcrete. This type of empirical chart gives excellent guidelines for the kinds of support, and it is based on case histories of civil tunneling and mining properties. It is a good starting point for determining the kinds of support needed, but not to the detail needed to optimize the number of bolts, type of mesh, or combination of types or strengths of shotcrete. This report is an attempt to help quantify the safety factor and optimum design parameters to include mesh and shotcrete as part of the design criteria and subsequent safety factor.SAFETY FACTOR ANALYSIS: BOLTS ONLY One type of safety factor analysis used at TRJV for the past 7 years is described as the “dead weight” method, developed by Pakalnis (2008). It involves the support of a conservative “dead weight” of rock held in place by bolts in which the depth of failure is approximated as a wedge whose height is one-half of the span. The failure or dead weight wedge resembles a triangular wedge that must be supported by the remainder of the bolts going through the wedge (see Figure 2).The support capacity of the system is determined by the bond strength of the bolts holding up the wedge, which is in turn based on the RMR. The method assumes the total support capacity is the sum of the individual bolt values defined by either the breaking strength or the bond strength of the bolts (whichever is lower) passing through the failure surface."

This paper presents the analysis, design, and construction of soil improvement for storage tanks foundation support at a site in Tabasco, Mexico. A total of 980 Rammed Aggregate Piers of 12.5 m in length and 0.5 m in diameter were designed and constructed to support four storage tanks. The soil conditions at the site generally consist of loose to medium dense silty/clayey sand to about 8m depth, underlain by very loose to medium dense silty/clayey sand with seams of very soft clay. The use of Rammed Aggregate Piers induced densification of the soil to increase its stiffness and reduce the liquefaction potential to control both static and dynamic induced settlements. Standard Penetration Test (SPT) and Cone Penetration Test (CPTu) explorations were performed prior to and post soil improvement to compare the liquefaction potential and the Factors of Safety associated with the two conditions. Finally, the soil improvement installation rate is presented. Soil improvement using Rammed Aggregate Piers represented a suitable alternative to support storage tanks foundation in potentially liquefiable areas.

We describe a new method of characterising the effect of dissolved materials on the rate of coalescence of bubbles in aqueous media. Single bubbles were allowed to rise to meet the surface of an aqueous solution, and the time of persistence between arrival and bursting of bubble was measured as a function of solute concentration. A laser beam was placed just above the surface of the liquid, with a detector in the light path, so that any disturbance at the surface could be seen as a break in the beam. The arrival of a bubble at the surface could be detected from the behaviour of the trace on an oscilloscope, and when the bubble broke, another significant change in the signal could easily be seen. The time between disruptions was reported as the persistence time. The effect of a homologous series of n-alcohols (C1 to C8) on the persistence time was measured, in aqueous solution. It was found that with increasing concentration of a particular solute, the persistence time increased up to a point, and then declined. However the magnitude of the persistence time was found to increase with increasing numbers of carbon atoms in the molecule. Bubbles of 1, 2 and 3 mm diameter were used. Persistence time increased with increasing bubble diameter, the maximum values observed being of order 100 secs. For a given solute, the persistence (drainage) time increased with increasing bubble diameter. The concentration Cmax at which the maximum persistence time was observed, was found to be independent of the bubble size. It decreased uniformly as the carbon number increased, and was well correlated by the function y1/2 (dy /dc) -2 I dc)-2 . There was no apparent correlation with the surface excess at maximum persistence time.

Moon, chief, Mining Branch, reports upon ore such technique.The Wright borehole-surveying instrument developed at the Homestake mine, Lead, S. Dak., has been described in several publications. 3/ For the benefit of those to whom the publications are not available, the instrument is described here. However, this article will be concerned mainly with the technique developed by the Federal Bureau of Mines for using the instrument.In the use of the Wright borehole-surveying instrument, it was found advantageous to develop a standard practice of operation covering type of film, preparation and care of film, loading film in instrument, placing instrument in container, exposure time, unloading film from instrument, development of film, and determination of dip and strike from film impressions."

Best practice mine sampling should provide a detailed quantification of all potential sources of error at each stage of sampling, sample preparation and assaying.Quality assurance (QA) should include testing for and quantifying potential sampling errors, and should be the basis for establishing ongoing sampling protocols, should set error limits and define quality control (QC) procedures. QA should be within the framework of Theory of Sampling (TOS) but may not involve the estimation of the sampling constant and the application of Gy’s formula.Best practice QC should be carried out efficiently and in a timely and cost-effective manner with regular reporting against the guidelines established by QA.This paper provides an assessment of, and checklist for, current best practice sampling QA/QC with examples from operating gold mines including the QA/QC of underground (UG) reverse circulation (RC) grade control.CITATION:Carswell, J T, 2017. The earliest recorded history in the use of belt conveyors in the United States is in O. Evans&apos; "Miller&apos;s Guide" published in Philadelphia in 1795. Evans defines a conveyor as a "broad endless strap of thin pliant leather or canvas revolving over two pulleys in a case or trough." (Ref. 1) In this definition, pulleys are being used in a bulk material belt conveyor application. Pulleys used in belt drives can trace their origin back to 1200 A.D. In fact, Engineers had considerable experience designing them into drives transmitting greater horsepower than those used in the early belt conveyors. In belt conveyor application, a pulley&apos;s purpose is primarily three-fold, 1) support the belt in directional changes, as designed in the conveyor, 2) transmit driving power to the belt, and 3) guide or train the belt. There are various types of pulleys used in belt conveyor systems and these are thoroughly covered in "Belt Conveyors For Bulk Materials" prepared by CEMA, 1966. For our discussion, however, the most common used in belt conveyors are drive pulleys, snub pulleys, head pulleys, tail pulleys, takeup pulleys and bend pulleys. The drive pulley imparts the driving force to the belt and may be located at the head or discharge end of the conveyor, in return strand, or at the tailor loading end of the conveyor. To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

The Cities Service Company&apos;s Pinto Valley mine and concentrator lie about 6 miles west of the town of Miami, Arizona at an elevation of approximately 4,000 feet above sea level. The concentrator started its first ballmill in July 74 and all six were available by November. Every effort was made to reduce capital costs, consequently, each unit process was studied critically to eliminate excess capital costs without loss of efficiency. Equipment selection was made on the basis of proven dependability and operating costs rather than on low bids. The result is a very workable plant with some important innovations. The concentrator is nominally 40,000 tons per day. The flowsheet is typical with 3 stage crushing, single stage closed circuit grinding, flotation, regrinding of rougher concentrate and cleaning of the rougher concentrate. Coal is a complex heterogeneous commodity that can be mined in a number of ways and needs to be processed to a homogeneous quality that satisfies the customer?s requirements, while attempting to maximize revenues. Only a small proportion of coal is suitable for metallurgical use. Export coals cover a wide range of qualities and some coals can be used optimally in the raw state for energy production. Critical quality parameters vary and can be a combination of heat value, ash, volatiles, sulphur, phosphorus, sizing, amongst others. The level of beneficiation is generally dictated by the washability of the coal, mining contamination, and the target product quality. The steps in the coal chain covered in this paper comprise exploration, mining selections, production, the washing process, and product delivery. Many points of sampling are needed to maximize yield at the correct quality, and some of these will be described in the paper. Keywords coal chain, coal beneficiation, sampling.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

The adsorption process of Pb2+ from aqueous solutions by spent grains modified with Imol/L NaCI solution was investigated. The effects of solution pH, contact time, adsorbent concentration, initial Pb2+ concentration, particle size on Pb2+removal were also studied. The initial adsorption process was rapid and 90.35% of Pb2+ adsorption occurred within 30 min. The absorption equilibrium was obtained at 4h. When pH was 5.5, Pb2+ concentration in aqueous solutions decreased from the initial content of 20 mg/L to 0.0 I mg/L after 5 hours by application of IOg/L adsorbent at 25?C, Pb2+ removal efficiency reached up to 99.95% and the Pb2+ remaining in aqueous solutions was under China Sanitary Standard for Drinking Water (GB5749-85). Adsorption data fitted well with Lanf+muir and Freundlich models. However,Langmuir isotherm model was better to descnbe Pb- adsorplion than Freundhch model, mdlcatmg that the applicability of monolayer coverage of Pb2+ on the surface of adsorbent.

Some people in the mining-engineering field mistakenly believe that mine-water management primarily revolves around the treatment of mine waters that fail to meet applicable water-quality standards. While water-quality control is undoubtedly important, it represents only a fraction of what constitutes comprehensive site-wide, minewater management. A more holistic perspective recognizes that it also involves mine dewatering to maintain safe and workable conditions, securing sufficient water supply for operations, strategically handling surface water within and surrounding the openpit to prevent issues like flooding, developing robust post-closure plans to mitigate long-term environmental effects, and proactively minimizing any adverse impacts on local communities and ecosystems. This article provides a brief overview of topics that fall within the concepts of mine-water management. The focus is on openpit mines, as they are generally larger than underground mines. The management of mine water is highly dependent on local and regional climate such as tropical, desert or temperate climate. Each climatic setting has its own unique challenges, but there are also commonalities.

Abstract -The Captain North Extension deposit consists of five sulfide lenses hosted in cherty and chloritic metasediment that is bounded by quartz-eye rhyolite and laminated rhyolite . Lens 2 consists of sphalerite and galena with silver-rich tetrahedrite in chert. Lens 3 contains massive pyrite, with chalcopyrite and minor gold, gradational to minor pyrite in a chloritic metasediment . The other lenses are unexplored. The sulfides occur as beds, fracture infills, and disseminated grains. Reserves are estimated at 207 555 tonnes grading 7.38% Zn, 2.76% Pb, and 91.81 g/t Ag. The deposit is isoclinally folded, dips steeply west, plunges 50 degrees south, and is faulted out to the north, where drag folding has reversed the plunge. Minor cross-faults contain talc and sericite. High sphalerite but low pyrite abundances result in poor responses to standard electromagnetic techniques. Lens 3, which contains more pyrite than Lens 2, responds better to induced polarization and allows detection. Geochemical anomalies are found in a nearby swamp and stream, but an impervious till cover inhibits the development of soil anomalies.

This paper outlines the type of water-bearing formations encountered in the Prairie Sediments and describes a method for effectively sealing these zones in order that shaft-sinking operations may be carried out with safety. Details are given of the procedure for carrying probe holes ahead of the shaft bottom. These probe or grout holes are employed for establishing a series of overlapping grout covers around the proposed shaft excavation to safeguard against large inflows of water during sinking. The pattern and length of grout covers cannot be standardized, and each cover needs to be specially designed to suit the varying ground conditions. In order to provide effective protection through the Prairie Sediments, the number of holes in any one cover would not be less than 8, and possibly as many as 64 would be required in certain zones. The length of covers would vary from 100 ft. to 250 ft. Emphasis is placed on the need for obtaining accurate geological and water information from exploratory holes, drilled in the shaft vicinity, in order to effectively plan all grout covers.

The word adapt means "to change so that one&apos;s behavior will conform to new or changed circumstances." Applying this definition to process controllers suggests that an adaptive controller can change its behavior in response to changes in the dynamics and disturbances of the process. In the minerals industry there are many control cases where adaptive control will provide superior control as compared with more traditional PID (proportional, integral, derivative) control. A typical plant uses as many as 100 to 200 control loops for lprocess regulation. Therefore, the task of initially tuning and then periodically retuning these controllers is a formidable problem, During the time the controllers are "un-tuned", product quality may deteriorate and unstable operations may result. Adaptive controllers are capable of tuning themselves, thus avoiding this problem. The computers commonly used in distributed control systems are easily capable of implementing adaptive controllers. In addition to the possibility of using the control computer to implement adaptive controllers, many distributed control systems will offer adaptive control as a standard feature in the near future.
