This report presents a U.S. Bureau of Mines study of the flow of arsenic-containing materials in the United States, based on the best data available in 1991, includes a consideration of arsenic as a byproduct of the processing of nonferrous metals, the fate of arsenic in manufacturing wastes, the quantity of arsenic used in products, tile fate of arsenic in dissipative uses, and the useful life of discarded products. Where possible, estimates are given of the amounts of arsenic lost from the materials flow. Arsenic byproduct of mining nonferrous metals. Historically, most U.S. production has been from the states of Montana, Washington, and Utah. The smelters in these states are believed to be the areas of the country where arsenic is most concentrated in the soil, tailings ponds, and waste dumps. Since the closure of the last domestic producer of arsenic in 1985, all arsenic has been derived from imported sources. Historically, arsenic was important in agricultural applications as an insecticide, herbicide, and cotton desiccant. As the environmental movement gained momentum and the toxicity of arsenic became better understood, most of the agricultural uses for arsenic were banned. Beginning about 1975, the use of arsenic as a wood preservative began to grow. After 1980, wood preservative uses became more important than agricultural applications. By 1990, 70% of the arsenic consumed in the United States was used by the wood preservative industry and 20% by the agricultural industry. The major source of domestic arsenic emissions in 1989 was from the U.S. copper processing indus¬try. About 7,800 mt/yr of arsenic was discarded in leach dumps, tailings, and slag. Another 800 mt/yr was liberated to the atmosphere and 1/100 mt/yr was exported in copper concentrates. On the consumption side, 9,200 mt/yr was lost, mostly from dissipative agricultural uses and the disposal of obsolete arsenical products.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. This Section describes four alternative methods for load testing of drilled shafts: high strain dynamic test (HSDT), rapid load test, static load test, and bottom load test. Until recently, static load tests were the only method available for verifying the capacity of a drilled shaft. However, because many drilled shafts carry very high design loads, the static load test was prohibitively expensive. The alternative methods, HSDT, rapid load testing, and bottom load testing are gaining acceptance because of their lower cost and faster implementation. However, these different methods do not necessarily yield the same results. This section describes the load testing methods and the differences that may occur when interpreting the test results.

"Copper–cobalt extraction is a reagent-intensive process resulting in acid consumption greatly contributing towards production costs, which in the current market conditions curtail profitability. Nanofiltration (NF) membranes have become an attractive approach in the mining and minerals industry for product concentration and reagent recovery based on the ability of the membrane to separate monovalent ions from divalent ions. NF membranes can selectively separate acids from metals and salts allowing acid to be recycled as well as the concentration and purification of product streams. Membrane technology in the field of copper–cobalt processing focusses on the concentration of Cu2+ and Co2+ in the pregnant leach solution, recovery of acid from waste streams to neutralization, recovery of valuable metals from waste ponds and process water recovery. This paper aims to provide insight into the potential applications of NF membranes in copper–cobalt processing circuits as well as a brief overview of the effects of process conditions on membrane performance and process development. INTRODUCTION The copper–cobalt industry commonly uses inorganic acids, such as sulfuric acid, in large quantities for primary leaching of copper–cobalt oxide ores and releaching during product purification (Stuurman et al., 2014). This results in numerous acidic intermediate streams containing high metal concentrations and acidic waste streams with low metal concentrations. Acid consumption typically accounts for 10–15% of the operating costs of mines in the Democratic Republic of Congo (DRC) and Zambia (Acid Plant Database, 2015). Due to remote mine locations, poorly maintained roads and cross-border conflict, the cost of sulphuric acid can range between USD 300 and 400 per ton. The pivotal role of acid in the copper–cobalt extraction process has driven many mines to build sulphuric acid plants on site to ensure a reliable acid supply, however elemental sulphur still needs to be imported which faces similar logistical challenges and contributes towards operating costs."

Discussed in the paper is the redesigned reserve/resource classification for solid minerals being put forth by the authors to replace the acting Russian classification of 19961. The new version is based on the traditional foundations of former Russian classifications and the principles of the ‘McKelvey box’, both categorizing mineral resources according to the degree of geological assurance and economic viability. Based on these approaches the classification deliberately deals with both reserve and resource categories very similar to those established by the Geneva Accords in terms of definitions implied. The authors proceed from the UN-ECE proposed concept of ‘reserves’ being a part of ‘total resources’ explored in great detail by geological and feasibility studies and economically mineable at the time of reporting. The draft classification distinguishes ‘proved’, ‘probable’ and ‘possible’ categories of reserves depending on the stage of feasibility assessment carried out, i.e. the degree of detail and accuracy with which modifying factors affecting mineability of an orebody are taken into account. The reserves are regarded as a product of feasibility assessment of ‘measured’, ‘indicated’ and ‘inferred’ resources. The portions of them not having been classified as ‘reserves’ are regarded as composed of two classes: ‘subeconomic’ and ‘potentially economic’ resources (or ‘resource base’). All the cells of the classification matrix are provided with traditional for Russia alphanumeric designations and appropriate UNFC codes. The classification scheme recommended is viewed as a step forward in improvement of the State inventory and reporting mineral resources in market conditions, conducive to cross-border professional collaboration in the field of providing reliable information on the mineral rawmaterials base of the world’s economy. Besides, it recommends an easy way to get rid of amethodological error in the UNFC classification scheme where consecutive stages of geologicalexploration are identified with a single inherent degree of geological assurance. "The Clarabelle Mill rock tailings have the potential to generate sulphuric acid through chemical and biological oxidation of sulphide minerals. Current rock tailings assay between 0.80 -1.40 %S, with sulphur occurring principally as coarse pyrrhotite. Acid generation within the tailings area can be substantially reduced by segregating pyrrhotite rich tailings in a submerged storage area and by depositing only low sulphur rock tailings in exposed areas. Laboratory tests confirmed that low sulphur tailings could be produced by flotation at reduced pH with a small xanthate addition. A plant test was conducted to evaluate the production of low sulphur tailings in conjunction with INCO's continuing commitment to environmental protection and progressive decommissioning of the metallurgical site.During the plant evaluation, approximately 5% of the mill rock tailings were reprocessed in a line of 100 tt3 Denver flotation cells. Tailing grades below 0.40% S were easily achieved through operation at pH 6 -7, with xanthate addition (dosages up to 0.02 lb/ton) and 10 -15 minutes of nominal retention time. Froth depths between 1 -3 inches combined with relatively liberal amounts of frother were required to pull the lightly mineralized froth into the concentrate which averaged 11% sulphur and less than 5% mass recovery. In addition, three field lysimeters were each filled with two hundred.ton bulk samples of low sulphur tails (0.35% S), standard rock tailings (0.98% S), and mill total tailings (2.30% S) for long term monitoring. The implications for full scale plant design, tailings area decommissioning, the possibility of increased nickel recovery and preliminary field lysimeter data are discussed."

In order to protect nearby structures during a blasting project, a peak particle velocity limit is often stipulated by a government agency or the owner of a particular structure. At the start of a blasting project, a preliminary estimate for the minimum scaled distance is often determined using a vibration prediction equation before any site-specific data have been obtained. Reasonably conservative assumptions are typically made for the unknown input variables in the vibration prediction equation until site-specific blasting data have been obtained and evaluated. Although this approach is prudent, it provides no assurance that the peak particle velocity values generated during the initial phase of the project will be below the specified limit.

The World Health Organization (WHO) considers contamination from oxyanions, such as selenium and arsenic, a global concern. While their elemental forms are toxic, the aqueous oxyanions are more so. These aqueous forms, which exist at a higher oxidation state, are the most common forms released during mining processes. Many technologies are capable of meeting the governmental discharge criteria for oxyanionic contaminants, but may possess limitations due to redox chemistry as well as the water matrices. An innovative technology was developed that can successfully reduce such aqueous forms generated during mining processes to a level below the discharge criteria. This paper discusses how an understanding of the sensitivities of this novel adsorbent towards these variations in water matrices and redox chemistry can be used to optimize its application.

The development of a design-and-construct tunnelling project in Australia from its concept to its construction requires designs to be prepared and reviewed at several distinct stages prior to documenting ‘for construction’. On recent projects the post-tender stages have been variously called 30 per cent—70 per cent—100 per cent; or concept–substantial–final; or system definition–preliminary–critical. The design is reviewed at each stage by the designer’s internal reviewer, the contractor and its independent advisor(s), the owner and its independent advisor(s), the project’s independent certifier, proof engineers and often third-party stakeholders and their advisors. Documentation for each stage often dominates the design effort, at times distracting from design. This paper presents the authors’ experience of this design-and-review process. Comparisons of design budget and actual design spend and design program implications are presented. It is postulated that a subtle change has occurred in our industry that has diminished the value of the design dollar. Is there a better process? The effect of variables on the gold extraction with ammonium thiosulfate was investigated on sponge gold and ore samples. The Effects of CUS04, (NH4hS203, NH40H, (N~hS04' pH, stirring speed and retention on gold leaching rate and thiosulfate oxidation (consumption) have been studied. Almost 100% of gold was leached from sponge gold and over 96% from ore sample at optimum conditions. Trioctylmethyl ammonium chloride was used to recover gold from thiosulfate pregnant solution. It was found that more than 99% of gold was recovered by the extractant diluted with n-octane at 01 A ratio of 1: 1 without the re-adjustment of pH or others. Also, the gold cementation was conducted without de-aeration by using zinc, copper and aluminum powders. The result indicated that the gold was effectively recovered from a solution of low ammonia and copper concentrations and higher thiosulfate concentration. The gold recovery process by using ammonium thiosulfate is an environmental friendly method comparing to conventional cyanidation process.

This is a true story. Names have been changed to illustrate the importance and impact of carbon monoxide risk management in explosive blast projects and the community « Honey I’m not feeling good…” “What is going on Michael?” – – Michael was not answering so Julia, who was on the third level of the magnificent house, hurried down the stairs to check up on him in the basement. Today was day 2 of the construction work of the bathroom, yesterday they had excavated all the space for the shower. She started to breathe heavily as she was approaching the bathroom and saw Michael unconscious on the floor. “Michael!” – Julia immediately dialed 911. She opened a window since the air was heavy and went by Michael to hear him breathe and take his pulse. The paramedics took Michael on a stretcher and rushed him to the hospital. “I’m feeling dizzy” she thought to herself a couple of hours after the incident, and heard Matthew say: “Mom, I’m feeling sick”. Suddenly, she felt like she would pass out and felt in danger but couldn’t move. She desperately searched for her cellphone and dialed 911 but couldn’t speak. The dispatcher sent the firefighters and paramedics to the GPS location that was appearing on the screen and the emergency team was alerted that it was a second call in hours at the same address. When the firefighters arrived, they had to force the door to enter and found Julia in her bedroom on the third floor and Anette and Matthew also unconscious in their bedroom, lying on their respective bed. There was no smoke but on their multigas meter, carbon monoxide (CO) peaked at 1500 ppm on every level of the house, which is abnormally high.

Cone penetration testing (CPT) is a popular and cost effective tool for geotechnical site characterization. CPT consists of pushing at a constant rate an electronic penetrometer into penetrable soils and recording cone bearing (qm), sleeve friction (fs) and dynamic pore pressure (u) with depth. The measured qm, fs and u values are utilized to estimate soil type and associated properties based predominantly on empirical correlations. The cone bearing measurements are highly susceptible to additive measurement noise for sandy, silty and gravelly soils. This measurement noise results in high peaks due to interbedded gravels and stones and low peaks due to softer materials or local pore pressure build-up. To date there has been little progress in filtering this additive noise aside from ad hoc techniques, which include discarding qm measurements and smoothing/averaging qm measurements. This paper outlines a qm filtering technique which attempts to put structure into the estimation problem. In this case, the dynamics of the cone bearing measurements are modelled within a state-space mathematical formulation and a Kalman filter (KF) is then utilized to obtain optimal estimates of qm. The mathematical details of the qm KF algorithm are outlined in this paper along with the results from a challenging test bed simulation.

Richter magnitudes for seismic events were calibrated for use as a Local magnitude scale in the West Rand (WR), Far West Rand (FWR), and Klerksdorp–Orkney–Stilfontein–Hartebeesfontein (KOSH) gold mining areas. Richter magnitudes are currently calculated from seismograms recorded by local surface cluster networks using tabulated calibration values for Southern California, published in 1958. The Richter (1958) model is incorrect for distances of less than 30 km and should be applied only to crustal earthquakes in regions with similar attenuation properties to those of Southern California. When compared to the South African National Seismograph Network (SANSN), the cluster networks, on average, overestimate seismic event magnitudes by approximately 0.1 of a magnitude unit. A calibrated Local magnitude scale was derived by means of a multiple regression analysis between the Local magnitudes reported by the SANSN and the largest zero-to-peak trace amplitudes measured on the cluster network horizontal seismograms, after modelling the attenuation of the seismic waves as these progress from the epicentre to the station position. Magnitudes reported by individual stations for the same event show a significant scatter around the average magnitude owing to the near-surface amplifications of the seismic waves at the recordings sites. Average magnitude should be estimated using as many magnitudes of individual stations as possible to ensure an accurate estimate. Larger event magnitudes should be compared with those recorded by the SANSN.

Diferentes resíduos são gerados pelas indústrias siderúrgicas, dentre eles o resíduo dos trituradores de sucatas (RTS). O RTS gerado pelas siderúrgicas brasileiras se difere dos demais países devido aos materiais que são alimentados no triturador. Assim, o objetivo deste trabalho foi avaliar as características do RTS gerado por uma siderúrgica brasileira. As seguintes técnicas foram utilizadas: identificação e quantificação dos principais constituintes, análise termogravimétrica, imediata, elementar, poder calorífico superior e teor de cloro e metais. Os principais polímeros presentes no RTS foram o poliestireno e o polietileno. A partir dos resultados de análise imediata, elementar e de poder calorífico superior do RTS, verificou-se uma elevada quantidade de matéria volátil (76,22% ± 6,90). Os altos teores de carbono (72,92%) e hidrogênio (9,86%), foram atribuídos à elevada quantidade de polímeros e borrachas presentes no resíduo. O teor de enxofre (0,21%) pode ser atribuído a presença de borracha no resíduo, enquanto o teor de cloro (1,33% ± 0,13) pode ser atribuído a presença do PVC no resíduo. O poder calorífico superior do RTS foi de 30,01 ± 1,22 MJ/kg, de forma que uma avaliação termoquímica mostra-se como uma técnica atrativa para a sua destinação final.

This report describes the results of laboratory studies on leaching of copper ores.tlf These studies are the first step of a program for the investigation of in situ leaching of tabular, metalliferous ore bodies.(2) The basic steps required in the development of an in situ process are: 1. Leachability - the ability to dissolve the metal values from the ore under in situ conditions must be demonstrated. 2. Ore Preparation - the ore must be prepared so that sufficient contact with the solution can be attained. 3. System Design - integrated in situ systems must be designed and studied for engineering feasibility. 4. Economic Feasibility - the economics of the system must be shown to be economically feasible and competitive. 5. Environmental Feasibility - the loss of reagents into the environment must be investigated. 6. Pilot Scale Testing - the feasibility of the system must be demonstrated on a sufficiently large scale. The studies described in this report were concerned only with the first step of the program, viz., leachability. Native and sulfide copper ores from the Michigan copper district were selected as model ores for these studies. Aqueous amnonia solutions were chosen as the solvents to be investigated. This paper discusses briefly the evaluation of chrysotile asbestos deposits in ultramafic rocks. Such deposits are limited to serpentinized peridotite and/or dunites. The purpose of any evaluation is to determine whether a deposit contains sufficient ore mineral to justify profitable exploitation. Dimensions of a mineral zone are established by conventional methods, such as mapping, ground magnetic surveys, diamond drilling or underground exploration. The value of the contained asbestos fibre Is dependent on numerous physical properties such as fibre length, strength, flexibility, as well as the actual amount of fibre present. The determination of grade is difficult. The Quebec Standard Test (Q.S.T.) is used to grade fibre according to the proportionate lengths of fibre present. A method of visual vein counting allows calculation of an approximate percent fibre together with a simulated Q.S.T. Various drilling methods are discussed, diamond drilling is favored. Bulk sampling is required to determine fibre quality. Correlation of visual techniques and laboratory methods are often difficult. Reasons for any variance are discussed. Underground bulk sampling of most potential ore zones is strongly recommended to confirm the viability of the property. Evaluation of slip fibre deposits requires greater reliance on laboratory testing as visual methods are difficult to apply. Cross fibre has greater inherent strength.

The Ernest Henry Mine (EHM) in Queensland, Australia is a Sub-level Caving operation that started production below the previously mined open pit at a depth of 535m. Current Production mining has progressed to a depth of 730m, with planned production mining to extend down to at least 1000m below surface. The inclined nature and geometry of the orebody combined with geological structures provides for challenging mining conditions. Over several years, Ernest Henry Mine has introduced measures to improve outcomes based on observations, monitoring and data analysis. As mining progresses deeper, EHM will continue to proactively take steps to ensure future outcomes are anticipated and mining can continue safely and uninterrupted. The focus of this paper is on the changes in seismic- and stress-driven behaviour of the rockmass experienced at EHM, the ground control measures implemented, and the anticipated future conditions and controls required.
