Wuerker (University of Illinois, Urbana)—Mr. Mather is to be congratulated for stressing the most urgent need for a program of testing the physical properties of rocks, as they are encountered by the petroleum engineers on their drilling jobs and by the miners on their excavating, roof control and mineral preparation tasks. Another valuable source of information is the Handbook of Physical Constants.22 It stresses the physicist's approach rather than the engineer's procedure. The study of hardness, and rock hardness in particular, is beset with many difficulties. There is no satisfactory definition of hardness yet, and the term hardness is used to describe a number of quite dif- ferent properties. Hardness tests are grouped into static and dynamic determinations. They should be expressed with reference to the mechanical action of the applied force, like indentation hardness, scratch hardness, abrasion hardness, rebound hardness. A discussion of all these various hardness tests and of the special difficulties encountered in hardness testing of such heterogeneous material as rocks is given in the U. S. Bureau of Mines' standard proposal. The more critical student may be referred to the book by D. Landau: Hardness, which is in my opinion the best existing treatise on this subject.

The State Electricity Commission of Victoria (SECV) operates 13 excavators, 3 travelling stackers and 4 mobile slew conveyors in their three open cuts in the Latrobe Valley. The majority of these machines have been designed and constructed to a German design code current at the date of order. The SECV has always ensured that the machines were manufactured and erected to the appropriate standards. The SECV has a policy of having all machines inspected by an independent inspector every two years. These inspections are based on those carried out in Germany. The inspections have been carried out by inspectors from Germany who have the necessary experience to do similar work in German open cuts. Major faults found during the inspections have been repaired, however,the gradual breakdown of corrosion protection system has continued. The structures on some machines have areas of bad corrosion. This, coupled with wear on major mechanical equipment, would require an extensive outage to overhaul the machines. Refurbishment of Hazelwood Power Station will result in higher levels of production and extended life for the station. This will require improvement in the total output from Morwell Open Cut (MOC). To meet this increased coal demand, the open cut equipment will need to operate more efficiently and for a longer period of life.

The release of heavy metals into the environment is increasing among others due to human activities such paint and pigment industries, tanneries, and metal finishing industries. Among metal releases, chromium is notable because this metal is carcinogenic. Thus, the aim of this work is to use an ion exchange system composed of one cationic resin column and one anionic resin column in order to adsorb the chromium (III, VI) from chromium electroplating effluents with the objective of recycling the water. The methodology consists of chromium adsorption tests using the ion exchange resins system with Purolite the 850 (polystyrene matrix, functional group quaternary amine) and Purolite C 150 (polystyrene matrix, functional group sulfonic acid). The contaminated solutions were passed through the columns with the assistance of peristaltic pump. Samples of the outgoing solution were taken in order to control the conductivity and pH and analyze the metals. The effects of the feeding outflow on the chromium adsorption were evaluated. The results show that the quality of the water collected at the end of the process is within the Brazilian standards about the discarding of toxic substances in the environment (CONAMA 357/05). This makes possible the recycling of water into the process and also its discharge in the rivers.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. Wildcat drilling operations in Utah in 1937 added nothing of importance to the commercial oil and gas possibilities of the state, and such operations consisted largely of efforts to reach objectives in wells started in former years. The Standard Oil Company of California, jointly with the Continental Oil Co., completed a wildcat well in sec. 22, 23 S., 11 E., on the San Rafael swell in Emery County, which was abandoned in metamorphic rocks at 4900 ft.; it tested the Pennsylvanian and Mississippian sections and probably ended in Devonian or older rocks. The Utah Southern Oil Company's test of the Cisco structure in sec. 33, 22 S., 22 E., was abandoned at 6715 ft.; it may have been through the Pennsylvanian section at this depth. The Mountain Fuel Supply Co. continued the development of its Clay Basin gas field, and with the completion of two wells in 1937 added 35,571,000 cu. ft. initial daily gas capacity to its reserves. This company constructed 21 miles of 10-in. gas pipe line from the Clay Basin field to its South Baxter Basin terminal in Wyoming, and during the closing months of 1937 delivered 2,225,000,000 cu. ft. of gas through the Salt Lake trunk line.

The increasing population and living standard in urban areas, have been accompanied with the growing quantity and composition complexity of rubbish, which are causing well-known social effects of pollution, while rubbish (solid waste) is a recyclable resource. To convert rubbish into useful materials, the essential measure is to carry out sorted collection of rubbish. The preconditions of implementing sorted collection are presented in the paper. 1 Characteristics of rubbish composition and amounts of recyclable contents are basic condition to implement sorted collection. 2 The existing available technologies of recycling, economic benefit from recycling, and disposal scheme of residual rubbish are restrained condition for sorted collection. 3 Public understanding and support to sorted collection are the key to success. 4 The government policies to be favorable for sorted collection is the pledge of success. 5 The establishment of a steady solid waste recycling market is also a guarantee to implement sorted collection continuously. 6 To establish management system of rubbish recycling as soon as possible. Further, the methods and procedure of sorted collection are discussed in detail and beneficial comments and theoretical basis to promote sorted collection of rubbish in urban area are presented; it will contribute reference value to municipal solid waste management.

(written discussiont).-Professor Sauveur refers to the International Aircraft Standards Board in terns that would indicate his non-familiarity with, the organization and the working of this Board which, of course, is excusable on account of Professor Sauveur's absence in Europe at the time. He implies .that the work of this Board was entirely dominated by American interests, whereas diametrically the opposite was the case. The Board, was organized for the purpose of facilitating purchase in the United States, on the basis of common specifications, by the Allied air, services in the United States, and the Board performed a very valuable service in unify-ing the specifications of Italy, Great Britain, France, Canada, and the United States for such purposes. The proceedings of the Board were car-ried out on the basis of unanimous agreement of the representatives of the five countries and all the members from each of the countries were technical specialists or, had the advice of technical assistants. It would be difficult to find an instance of greater unity of purpose, readiness to' compromise, and efficient production than was shown by this Board, which produced seventy-eight specifications, in the preparation of which representative American manufacturers appeared before the Board.

Peru produced approximately 15,838,610 bbl. of oil during 1938, which was 1,618,406 bbl. below its production during 1937. As in recent years, the entire output of the country came from the La Brea-Parinas, Lobitos-Restin, and Zorritos fields, which are all situated along the northwestern coast. Outside of the proven areas, the drilling of test wells was continued by the Peruvian Government on the reserved zone near Zorritos. Six wells have been completed or are drilling. Of these one is a gas well at 2619 ft. and one is dry at 1415 ft. It is reported that three standard and two rotary rigs are being used. In southern Peru, in the Pirin region north of Lake Titicaca, the Government made a geological study of the National Reserve. In eastern Peru, the Cia. Petrolera El Ganso Azul continued its activities in the montana region, where its first well was reported to have had a show of oil at 1000 feet. There was also renewal of leasing activity in eastern Peru, where approximately 380,000 acres of new leases were filed on near Contamana. This paper describes a method of measuring continuous detonation rates using standard electronic parts, coaxial cable, and a data recorder such as an oscilloscope. Three six-volt lantern batteries or a DC supply power the electronics that cost less than $100. Included are means of showing low battery power, finding the proper voltage scale on the recorder, and test triggering of the recorder. Modifications of the circuit allow for use in the field to measure charges up to 57 meters and for use in the laboratory to measure short charges. The high resistance (8.709 Ohms/meter) coaxial cable is a mass produced, special order cable available commercially. The driver circuit delivers a constant current to the cable, and as the detonation shorts the cable, a change in circuit voltage occurs. Recording this voltage change over time allows determination of detonation rate resolute to the sampling speed of the recorder. An oscilloscope or personal computer with a data acquisition card can easily record the data for analysis. Detonation rates recorded in the laboratory using the coaxial cable and the Bureau of Mines's traditional probes are presented. The system accurately measured the detonation rates of ANFO confined in steel pipe, detonating cord, and unconfined high explosive.

Extraction of silica from the taconites of the Wisconsin Gogebic range by high temperature digestion in caustic solutions has been described.1,2 The ores consist essentially of hematite, goethite, and microcrystalline quartz, detailed descriptions of which appear in the literature.1,3 It is the purpose of this communication to describe some results obtained from a laboratory investigation of an alternative method, that of sintering the ore with sodium carbonate followed by water extraction of the sodium silicate produced. This is analogous to the Deville-Péchiney4,5 soda ash sinter process for the production of alumina from bauxites in which soluble sodium aluminates are formed. Raw mixes of the desired composition were prepared from 10.0 g minus 200 mesh samples of taconite and sintered in nickel crucibles in a muffle furnace controlled to within ±10°F of the operating temperatures. The resulting sinters were pulverized and then leached in distilled water with continuous agitation for 30 minutes at 95°C. The suspensions were vacuum filtered and the residues dried, ignited and weighed. Iron assays on the ignited samples were made by the standard dichromate procedure after dissolution in hydrochloric acid. At the meeting of the Board of Directors of the Institute on Jan. 26, 1917, the following actions were taken: Messrs. A. C. Clark, Lawrence Addicks and G. D. Van Arsdale were appointed Tellers to count ballots for Officers and Directors. Messrs. T. T. Read, V. S. Harper, and. E. J. Hall were appointed Tellers to count ballots on revised spelling. The Finance Committee's audit for the year 1916 was approved and ordered filed. The Report of the Finance Committee upon the method of raising this Institute's share of the deficit on the additions to the building was approved and accepted. Upon the recommendation of the Secretary, increases in the salaries of some of the employees were approved. The St. Louis Section received an appropriation of $200 for the year 1917. With the advent of increased environmental regulation and high penalties for non-compliance in many countries, there has grown a need for all industries to assess their risk with respect to environmental compliance and consequently develop management systems which ensure environmental compliance and sound environmental practice. The need to better assess and manage environmental risk has developed rapidly as legal and financial penalties have increased for inappropriate management of the environment. The mechanism that industry has developed to manage risk is through the use of environmental management systems. These environmental management systems are generally based on the principles of total quality management. For example the British Standard BS7750 (Specification for Environmental Management System) shares common management system principles with ISO 9000 quality management systems. The same trends of increased environmental regulation and higher penalties for environmental impairment are now evident in Australia where environmental management systems are now being introduced. With increased penalties for environmental impairment and greater responsibility of managers and directors, environmental management systems are likely to become even more common in Australia. This paper describes some of the influences directing environmental management within the Australian industrial and mining environment, describes the elements of an environmental management system and relates these to the mining industry.

This paper presents full-scale instrumented pile static compressive and tensile load tests to be conducted in the area of Pearl Harbor, Hawaii. Thousands of piles have been installed to support the existing piers and wharves in the Pearl Harbor area. Due to the absence of bedrock within practical depths, most of the piles use combined friction and end bearing. A new 925 feet (282 meters) long and 50 feet (12 meters) wide reinforced concrete wharf supported on pile foundation is planned. This paper will present results of soil investigation, laboratory testing, dynamic load tests during indictor pile driving and static pile load tests. The subsurface conditions consist of soft harbor sediment, young alluvium deposit, volcanic tuff rock formation and stiff old alluvium deposit. The load test piles consist of 20-inch (508 mm) square and 24-inch (610 mm) octagonal pre-stressed, pre-cast concrete pile and instrumented with embedded strain gauges. The length of the piles ranges from about 50 to 125 feet (15 to 38 meters). The test pile program consists of probing, driving indictor piles, dynamic load tests during indictor pile driving and static load tests. The standard loading procedure method was used during static pile load tests.

Vibratory drivers have been used since the 1930s to drive and extract piles. Vibratory pile drivers have the capability of significantly decreasing pile installation time, especially in granular type soils. However, they have not been widely accepted because of the uncertainty in estimating the bearing capacity of the driven pile. When driving bearing piles, the industry standard method for obtaining load carrying capacity of a pile installed with a vibratory driver is to redrive with an impact hammer. The advantage of improved productivity is lost with the redrive procedure. Currently, there is no other method to predict the capacity of these bearing piles installed with a vibratory driver. The Naval Civil Engineering Laboratory (NCEL) is making progress towards being able to estimate the bearing capacity of these piles. This paper describes field testing and corresponding analytical modeling of the vibratory driver-pile-soil system. The following sections describe the development of the numerical model and techniques for collecting field data. A discussion of the prediction of the pile driving process based on field test data is followed by suggestions as to the additional work that should be done to further verify the model to a point where it can be used with confidence.

This article presents a simple arithmetic derivation for the relationship between sharpness of classification and circulating load, as well as world-wide industrial data which are compatible with the derived equation. It is shown that the sharpness of classification decreases with increasing circulating load. Based on the evidence available a comparison is presented between the performance of the present-day hydraulic classifiers. In a continuously operated closed circuit grinding system the tonnage and the fineness of the components may be indicated as follows: Eq. 8 expresses the relationship between sharpness of classification and circulating load in closed grinding circuits. If CL = 0, E = 100% according to the definition used. This, however, is a purely theoretical case because any apparatus to be called a classifier must produce the conventional two products. Furthermore, if CL = m, E =0%. In order to visualize the meaning of Eq. 8, the effect of factors d (fineness or percentage of under-size of classifier overflow at size x) and b (fineness or percentage of undersize of classifier sands at size x) should be studied. By the most rigid standard, factor d should be given the value of 100%. By so doing the size of classification is defined as that screen size x through which 100% of the classifier

The activity in exploration and in the acquisition of prospective oil lands that reached such a high level in Colombia during 1936 gained momentum and reached unprecedented proportions during 1937. Both national and private lands were taken up. In the Magdalena Valley above Puerto Berrio, leases on large tracts of private lands are held by Richmond (Standard of California), Shell and Texas. Tropical also owns leases covering a block of acreage in this area near Honda. From Puerto Berrio to El Banco most of the acreage is of national ownership, and concessions covering parts of this area have been granted to Tropical, Socony Vacuum, Shell and others, while applications for additional concessions are pending. Latterly leases on private lands below the Lebrija River have been taken out by Shell and Richmond. In the drainage basins of the Meta and Guaviare Rivers of the Llanos region of eastern Colombia, several of the major companies have carried on geological exploration and it is understood that some private properties have been leased or optioned. Under Colombian law, subsoil rights are reserved to the nation on all lands that passed from Government ownership after Oct. 28, 1873. During 1938, Colombia witnessed greater activity in oil prospecting and development than in any previous year in its history; more wells were drilled, more potential production established, more geological and geophysical work was accomplished, and more leases and concessions were acquired. Many companies, including the Texas, Socony Vacuum, Richmond (subsidiary of the Standard Oil of California), the Shell, and Tropical, contributed to this activity. Probably the most noteworthy development was in connection with the Barco Concession, which forms part of the Maracaibo Basin in eastern Colombia, adjacent to the Venezuelan frontier. There a great deal of preparatory work was accomplished in addition to camp and other construction, 20 producing wells were drilled and work was begun on the construction of a 12-in. pipe line to transport the oil to the port of Covenas, a distance of 260 miles. It is reported {hat 58,000 bbl. daily initial production was established during the year and is awaiting an outlet through this pipe line. Leasing and exploratory operations in Colombia continued active throughout the year; applications were made for concessions covering more than 1,100,000 acres of national lands and, in addition, leases were taken up on large areas of privately owned lands. Life Cycle Assessment (LCA) is increasingly being used as a decision-support tool within mining and minerals processing and metals production. However, a number of initiatives have highlighted the current limitations of LCA to accurately reflect the environmental performance of minerals and metals. These programs include:the Mining, Minerals and Sustainable development project (Stewart, 2001); the United Nations Environment Programmme/Society for Environmental Toxicology and Chemistry (UNEP/SETAC) workshop on LCA and metals (NRCan, 2002); the UNEP SETAC Life Cycle Initiative; and the review of the existing ISO 14 040 set of environmental management standards. Together, these initiatives highlighted concerns relating to the ability of LCA to engage with and support metals recycling, to adequately reflect the impacts associated with products from a multi-product orebody, the ability to adequately reflect the toxicity potential of metals in the natural environment and the fact that resource depletion focuses on mining (and not consumption) as the depleting activity in the life cycle of a metal. Additional impact categories to be included in LCA were also suggested. In this paper we demonstrate how existing initiatives are addressing LCA limitations. Finally we present the state of the art in Life Cycle Impact Assessment (LCIA) for two impact categories:resource depletion; and impacted land footprint for solid wastes.
