The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

For bituminous and lignite coals the economic picture continued to improve as it has each year since the low of 1961, with production at 480 mil- lion tons in 1964 compared with 1963's 459 million tons. The anthracite industry produced 16.3 million tons in 1964 and 18.3 million tons in 1963. The industry is looking toward a further expansion; among the new developments will be a mining wheel producing 3 million tons of lignite per year in South Dakota. It is expected that electric power generation will continue to provide the market for most of the increase in consumption, with exports second in importance in the expansion. Improvements in methods of mining and transporting coal underground and in strip mines, and the cooperation of carriers in finding ways to reduce transportation costs to distant markets, have made possible these expansions. Research continues to reduce costs of mining, transportation, steam generation of electric power and production of steam for space heating and manufacturing processes, to retain some markets and expand others. Other research seeks to expand markets by developing fuel from coal which will be more attractive than competing fuels, by reducing sulfur and other sources of air pollution. Public relations efforts of the industry are bearing fruit in a greater acceptance of coal as a modern fuel.

The recent study by R. M. Hays(l) prompted the study summarized in this paper. In his Interesting paper, Mr. Hays shows fine results to be attainable by a relatively complex flowsheet on a semi-taconite, a manifestly difficult ore to treat. We obtained a semi -taconite from Minnesota, and treated this sample by wet magnetic separation alone. The device in which the separation was accomplished is the standard pilot-plant, laboratory separator in use at Magnetic Engineering Associates' laboratory (MEA) in Cambridge, Massachusetts. It consists of a cylindrical space which can be magnetized by turning on the magnet of the separator. In this cylindrical space, there is a canister which provides the special configuration of the magnetic field and magnetic field gradients that MEA considers to be required. The ore pulp is made to flow through the canister while the current is on. A portion of the pulp is retained in the canister, and the rest is evolved as a non-magnetic fraction. The laboratory device is cyclic, but it accurately predicts the results obtainable by an Industrial unit of either cyclic or continuous type (moving matrix). The ore tested was 99.5°%o -325 mesh, and approximately 75% -500 mesh. The concentrate from this ore was, therefore, eminently suitable for pelletizing. In passing the ore through the magnet, we had the choice of repeatedly passing the concentrate from the first step through the operation, or of repeatedly passing the non-magnetics. In our experiments, the first method was clearly superior from the stand¬point of the cleanliness of concentrate. Of the many tests which we have made, we think that we have to retain two which

The interactive procedures developed for this purpose are described and implementation considerations are discussed with respect to the mine-power system. Considerations for choosing a solution technique and a number of examples are included. Procedures available include Gauss-Seidel and Newton-Raphson iterative techniques for the analysis of normal operation or balanced faults as well as a non-iterative Z-bus technique for analysis of unbalanced or balanced faults.

Ladies and gentlemen, I appreciate this opportunity to be with you, and to share my outlook on the future of Federal coal leasing. I'm told that you wanted the best speaker on this subject in the world. Perhaps it's a reflection of these trying financial times, but I'm glad you finally agreed to settle for the best speaker your budget would afford. I have been asked to give you some insight on the status of Federal coal leasing, and how the budget problems facing the Department will affect the coal program. So I've polished up my crystal ball, and I'll try to give you a peek at the future. Before I do that, however, let me first go back in time - to when this Administration took office in 1981. We had a coal program then, after a hiatus of ten years. But that program was untested and - for reasons well known to all of you - did not work well in practice once we began operating the program. We went back to the drawing board and redesigned the program so that it can do what it is intended to do. We've made the program more predictable. That means that when future lease sales are scheduled, those sales will be reflective and reactive to the need to lease coal. On February 26, Secretary Hodel unveiled a framework for resumption of Federal leasing program activities, ending a more than two-year suspension of regional coal sales. The new program will provide the opportunity to satisfy market demand for acquiring and developing new leases, assure the government of fair market value for its coal reserves, and provide a stable supply of coal for this country's energy needs. The new program grew out of the Department's response to recommendations of the Linowes Commission and the Office of Technology Assessment, coupled with a supplemental environmental study. The Linowes Report, issued in 1984, contained 36 recommendations and three Judgments on leasing levels, tract selection, sale procedures, appraisal methods, key statutory and related factors, and organization and management of the leasing program. Major changes in the new leasing program reflect these concerns. We have developed a definition for captive tracts and devised procedures to appraise their value to the adjacent coal or mine owner. Other steps include a coal lease appraisal guide which describes our appraisal methodology and is available to the public. Improvements have also been made in the gathering of lease assignment information to help in estimating the value of potential lease tracts. To improve market analysis, a three-tiered system will be used to ensure that steps of the lease sale decision process are undertaken in the context of coal supply and demand. Regional Coal Teams will thus have the advantage of long range, regional and tract specific market studies to help them determine whether sufficient demand is expected first to warrant the initiation of activity planning, then to set regional leasing levels, and finally to actually offer specific tracts for lease sale. Sale procedures will also be improved in many ways to encourage competition, improve the chances for receiving adequate bids, and to evaluate whether bids represent fair market value. We made additional modifications to the program in response to the OTA recommendations. Regional Coal Teams have been given a larger role in recommending key decisions concerning the amounts of coal to be studied and the actual selection and scheduling of tracts for lease sale. These recommendations will be accepted unless the Secretary can cite an overriding national interest factor, or a governor's request to modify the recommendations. Smaller, more frequent sales will be held, to better judge market conditions and prevent over- or under-leasing. Public participation guidelines have been written, to document all opportunities for the public to comment at various stages in the planning process. We also decided that resource management plans prepared after the passage of FLPMA in 1976 must be completed, in order for a new round of lease sale planning to begin. The BLM will also beef up its procedures for consulting with affected Federal agencies during the planning process, to assure that the purposes and values of those agencies are considered and factored into land use decisions. To assure consistent use of an adequate data base in coal lease decision-making, Regional Coal Teams will develop standards and guidelines for data adequacy, and document the use of these standards. These procedures will also be applied to the unsuitability criteria screening process. Thus, the new leasing system announced by Secretary Hodel: is fully responsive to recommendations made by the Linowes Commission and the Office of Technology Assessment for improving environmental planning and fair market value procedures; gives the regional coal teams a major say in determining leasing levels, and on the timing,

Pebble milling has been practiced in the reduction works of South Africa gold mines for well over 50 years. Originally flint pebbles were imported from Denmark to grind stamp-mill amalgamation-process tailing, which contained a good deal of extractable gold, but local operators soon found that large pieces of ore could be used for the same purpose. The ore is a hard, tough conglomerate in which quartz pebbles are cemented together by a matrix of redeposited silica interspersed with pyrite crystals. The gold, rarely visible, occurs as fine particles mostly segregated at the interface of the pebble and matrix, although a small fraction occurs within the pyrite crystals. There is seldom any gold in the pebbles themselves. Following the usual South African practice in pebble milling, Union Corp. grinds the ore wet in two or three milling stages incorporating classification. The sized broken ore used as grinding media is separated from the main ore stream in the crushing section that prepares the ore for milling. Where the ore channel, or reef, is narrow there is a shortage of large pebbles. In this case primary grinding may be done in ball mills or, more recently, in rod mills, which cost less per ton to operate. The trend, however, is to prepare finer feed for the milling section. This makes it possible to use smaller primary pebbles and eliminates the need for steel. REDUCTION WORKS OF UNION CORP. LTD. Union Corp. Ltd. exercises financial and technical control over a group of seven gold mines in the Transvaal and Orange Free State. In the Transvaal, with one exception. the mines lie 20 to 40 miles east of Johannesburg, in flat or gently rolling countryside. Winkelhaak, the first of several new mines that will be developed by Union Corp., is located in similar terrain in an entirely new gold mining district about 80 miles east of Johannesburg. Table I gives details of milling units for six of the Union Corp. mines, together with the tonnage milled in 1957. Winkelhaak Mines Ltd. is not included, as it did not begin milling until 1958. This reduction plant has no crushing section; ore is ground directly from the mine (autogenously) in 12x16-ft mills. Because these operations are still in development, they are not described in this article. It will be noted that certain reduction works have mills of more than one size in the same milling stage. This came about when plant extensions in- corporated larger units. In the case of Geduld Propty. Mines Ltd., which began milling operations 50 years ago, the primary stage is stamp milling. The reduction works follow a uniform pattern and are usually joined to the main ore shaft. Ore from other shafts is brought by standard-gage railway and dumped into a common transfer bin. The trend is to increase surface storage capacity to enable the crushing and milling sections to operate at a steady rate, independent of fluctuating ore deliveries from mine. Milling and cyanide extraction divisions of new mines are always designed to allow for extensions as mine production increases. The conveying, washing, and screening system of the crushing section is usually laid out in final form, with additional space for more crushing equipment. The crushing sections operate on one shift during early years of mine production; a second shift is introduced when the mining rate warrants it. Ample surge capacity is provided. Crushing and milling is done only on weekdays, as the law does not allow these operations to take place on Sunday in any plants constructed since 1911. The cyanide extraction sections, however, operate continuously seven days a week, drawing on mill pulp gradually built up in the thickeners during the week. Construction and equipment of milling plants follow standard practice. Dilution water is drawn from a large, high-level tank to obtain constant pressure, but gland service water for the pulp pumps is reticulated from high-pressure, two-stage pumps. The mills are equipped with the most up-to-date machinery and are designed to save labor. They compare favorably with milling plants in countries where native labor does not exist, and automatic controls are being installed wherever feasible. Hydrocyclone classifiers have replaced mechanical classifiers in modern milling plants, chiefly because of the saving in capital outlay, maintenance, and building space. The hydroclones are fed from steady head boxes rather than directly from pumps, and dilution water is introduced into these boxes. Tests have shown that in steadiness of operation and separating efficiency cyclones are comparable to mechanical classifiers. but protective stationarv screens are needed to keep the spigots clear. Rubber-lined pumps are used for pulp of about 3 mesh or finer and metal-lined pumps for coarser material. None of the Union Corp. milling plants practices gravity concentration of coarse gold by amalgamation or the use of corduroy blankets. Studies have proved that no economic case can be made for these methods, which complicate the milling process and demand extra precautions against theft.

As recently as 1964, the situation in the Australian iron ore industry was chiefly one of potential. The only producer was the Broken Hill Pty. (BHP). That company mined about 5 million tpy from deposits in the Middleback Range in South Australia and at Yampi Sound in Western Australia. No ore was exported from Australia. Now, just five years later, and after expenditures amounting to approximately one half billion dollars, BHP and seven new companies exported about 15 million tons (long tons) of iron ore and pellets as well as meeting Australia's own annual requirements of approximately 8.5 million tons of ore. Early this year, the volume of iron ore on order stood at 328 mil- lion tons to be delivered over a period of 15 years, but Cliffs Western negotiations for sale of Robe River iron ore have boosted the volume to the new high of 466 million tons. All of this has meant a great deal to Australia in terms of new income. In fiscal year 1967 (ending June 30, 1967) exports of iron ore amounted to $52 million; in 1968, $128 million and by 1'972 the Bureau of Mineral Resources expects the value of exports from iron ore to reach $242 million. In achieving the position of major- supplier of iron ore to the Japanese steelmakers, it was necessary to build a great many new facilities, mostly in Western Australia. Three railroads, 70 miles long, 182 miles and 265 miles were constructed. A new port was created at Dampier; Port Hedland was deepened and otherwise improved; both of these ports are in Western Australia. In Tasmania, Savage River developers built an offshore shiploading station that has received the recognition of engineers internationally. At least a half dozen new communities have been founded. The narrow gage railroad from Kalgoorlie to Perth and Freemantle was replaced with a standard gage line.

INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The

The rate of internal sulfidation of austenitic Fe-Ti alloys in H2S-H2 gas mixtures is controlled primarily by sulfur diffusion, with counterdiffusion of titanium playing a minor role. At temperatures below 1100°C, enhanced diffusion along grain boundaries becomes important. The rate of internal sulfidation at 1300°C is approximately equal to the rate computed from the sulfur diffusion coefficient. The diffusion coefficient of titanium in y iron has been determined from electron microprobe traces in the base alloy near the subscale interface. The solubility of sulfur in Fe-Ti alloys has been measured in the temperature range from 1150° to 1300°C. The equilibrium sulfur content is found to increase with titanium content, due to the large effect of titanium on the activity coefficient of sulfur. The Ti-S interaction becomes stronger as the temperature decreases. TITANIUM as an alloying element in stainless steels is an effective scavenger for interstitial impurities, carbon in particular. Titanium is known to form stable sulfides; however extensive thermodynamic data on the Ti-S system are not available. Schindlerova and Buzek1 have shown that the Ti-S interaction in liquid iron is moderately strong. There have been no previous studies of the Ti-S interaction in solid iron. Internal sulfidation of Fe-Mn alloys was the subject of a recent investigation by Herrnstein.2 He found the rate of internal sulfidation to be an order of magnitude greater than predicted from available solubility and diffusivity data. A satisfactory explanation for the discrepancy could not be given. In the present study, the solubility of sulfur in austenitic Fe-Ti alloys was measured using a standard gas equilibration technique. Fe-Ti alloy specimens were also internally sulfidized. The rate of internal sulfidation was measured as a function of temperature and alloy composition. Supplementary electron micro-probe measurements were made to provide additional information on the nature of the internal sulfidation process. EXPERIMENTAL The starting materials were alloys containing 0.12, 0.24, 0.38, and 0.54 wt pct Ti. The alloys were made in an induction furnace by adding titanium to electrolytic iron that previously had been vacuum-carbon-deoxidized. The major impurity in the alloys as determined by chemical analysis was carbon. The carbon content of the alloys averaged about 100 ppm; metallic impurities were presented in concentrations of 50 ppm or less. Specimens were made in the form of flat plates, 0.03 by 2 by 4 cm for the equilibrium measurements and 0.5 by 1.5 by 3 cm for the rate measurements. The experiments were performed in a vertical resistance furnace wound with molybdenum wire and containing a recrystallized alumina reaction tube. In the gas train, flow rates of the reacting gases were measured using capillary flow meters. The source of H2S was a mixture of approximately 2 pct H2S in H2, which was obtained in cylinders from the Matheson Co. A chemical analysis was provided with each cylinder. The H2-H2S mixture was diluted with additional hydrogen to obtain the desired ratio of H2S to H2, and the resulting mixture was diluted with 30 pct Ar to minimize thermal segregation of H2S in the furnace. Argon was purified by passage over copper chips at 350°C and subsequently over anhydrone. Hydrogen was purified by passage over platinized asbestos at 450°C and then over anhydrone. The H2-H2S mixture was purified by passage over platinized asbestos and then over Pas. The samples used in the solubility measurements were analyzed for sulfur by combustion and iodometric titration. The subscale thickness in the internally sulfidized samples was measured on a polished cross section, using a microscope with a micrometer stage. Electron microprobe traces for titanium in solution were made on several samples that had been internally sulfidized. A Cambridge microanalyzer was used, and the known titanium content at the center of the specimen was used as a calibration standard. The procedure for the microprobe measurements will be described further when the results are presented. RESULTS AND DISCUSSION Equilibrium Data. Fig. 1 shows the sulfur concentration as a function of gas composition for three alloys equilibrated at 1300°C. The dashed line is based on data published by Turkdogan, Ignatowicz, and pearson3 for pure iron. The breaks in the curves are the saturation points for the alloys. The fact that the initial slope decreases with increasing titanium content indicates that titanium interacts strongly with sulfur in solution. To obtain information on the composition of the precipitating sulfide phase, the measurements described in Fig. 1 were extended to higher sulfur partial pressures. These results are shown in Fig. 2. (The initial portions of the curves are reproduced from Fig. 1.) The highest PH2s /pH2 ratio used is believed to be below the ratio required for the formation of a liquid sulfide phase. Time series experiments were used to study the approach to equilibrium in the samples. It was found that equilibrium with the gas phase was reached in less than 4 hr at 1300°C.

Discussion: L. T. Campbell Pitt: When Mr Garrett and I discussed the design and construction of plugs and bulk head doors to resist great water pressures in mines about ten years ago, we visualized an emeregeny when there would be no time for site preparation. We could not however, anticipate a problem of such magnitude and urgency as the one described in the paper under discussion. The paper very clearly describes the flooding and the measures taken to save the mine. The complete flooding would have been a national disaster. The account of the combat between man and water reads like the account of a military operation. It was an endeavour which achieved success because there was a master plan, tenacity and, in fact, heroism. The paper is of necessity a long one. In my contribution I will mention some historical facts and factors that I believe have relevance to the flooding and the saving of the mine. It is of great satisfaction to me to have been one of the two initiators of a new approach to underground plug design and construction. The investigation was taken over by a Chamber of Mines Committee which combined our early work with further research and the resulting data had a significant bearing on the West Drie emergency plug designs. The final plug length was correctly based on the requirements to obviate leakage. A plug to have structural strength only would have been very much shorter but so ineffective as to have become a waste of labour, material, and in consequence, wasted the limited time available to prevent flooding of the whole mine. The figure of 75 lb per sq in. sheer stress provided a very ample margin, in my opinion, but under the very difficult site conditions and the limitations of plug material suitable for the very unusual construction, justified such a figure. There must have been considerable temptation to reduce the safety margin due to the urgency to complete and commission the plugs, but it is much to the credit of the directors of this operation that nothing less than a safe design was permitted. In about 1945 Blyvooruitzicht Gold Mining Company, which was then mining in to the West Driefontein area to assist in early development, decided to protect themselves from a possible inrush of water from the latter mine. A bulk head door was accordingly designed and installed on 2 level between 1945 and 1948 at 4,218 ft below surface. Since West Driefontein paid for it, Gold Fields consulting mechanical engineers collaborated with their colleagues of Rand Mines who completed their design after a few modifications were agreed. This door was never used to prevent an inrush into Blyvooruitzicht but the exercise was very useful to Gold Fields when the high pressure doors initially installed on 10 and 12 levels between Nos. 2 and 3 shafts to enable isolation of one section of the mine from another were designed. At that time the capacity of West Driefontein to cope with an inrush of water was comparatively small because the storage in stoped areas and the installed pump capacity were much less than in later years. These doors together with others of the same design were later moved to the lower levels served by sub vertical shafts. In addition, doors to prevent flood water entering the pump chambers on 18 level were installed at each end of that level, and designed for a head of 360 feet so that water would have to reach 16 level before the pumps were flooded. All these doors were called upon to hold water and it is reported that only a small plug in one of the doors and a 4 in. dia flanged pipe joint failed. The lesson is that in these cases the smallest details warrant as much attention as the major ones. That these were the only equipment failures when so much depended on equipment, is very much to the credit of design engineers, both of the Gold Fields head office and companies who supplied both mechanical and electrical equipment. Until I had read the paper I wondered why the policy of isolation by bulk head doors was not continued as the development moved eastward towards the Bank Compartment and particularly when it pierced the Bank dyke. The reasons have been given in the paper. It was unreasonable to expect provisions to be made to counter the remote contingency that the large installed pumping capacity and mine capacity to store water would be exceeded during a peak inrush. When pumps were being considered for West Driefontein, it was decided that the Gold Fields standard underground main pumps at that time of 1 million gallons per 24 hours would be too small. Three alternatives were considered. 1. Very large units that would require underground sub assembly and dismantling of both pump and motor. 2. The largest pump and motor that could be conveyed as a complete pump or motor from surface to the pump chamber. 3. Pumps of higher speed to reduce dimensions and weight. It was decided to adopt alternate 2 because of avoidance of transporting pumps in parts and assembling underground. Alternative 3 was not favoured because high speeds would have introduced problems of more exact rotor balancing. THE COMMITTEE on Production Control of the Institute has accomplished little or nothing tangible during the last year. For this the chairman must accept responsibility and whatever praise or blame goes with it. However, we have all had plenty of opportunity to observe the results obtained by various producing groups in their attempts to regulate production to meet demand dur¬ing the last few years. It would be putting it mildly to say that these have not been such as to inspire confidence in the methods pursued. The present plight of the wheat, cotton, coffee and sugar growers; the oil, copper, lead, zinc and tin producers, to name a few of the unfortunates, suggests a common cause perhaps beyond their control. There is a growing tendency to question as outmoded the theories of laissez faire economics, with its laws of competition, supply and demand, with price as the automatic regulator. The position is maintained that something new should be substituted because these laws no longer work. Many solutions are offered, ranging in the world at large from the planned economy of Russia, with the profit element removed, to the military controlled economy of Fascism, and in our own country from voluntary curtailment to martial law. But one hardly feels driven by any irresistible logic to put his finger on any one of these proposals, and to say this is the one in which I believe. On turning to one's neighbors, one is still more confused by the realization that this intellectual uncertainty is wide-spread. Isolation or cooperation, protection or free trade, the gold standard, bimetallism or managed currencies, de¬flation or inflation, all have their proponents in whose eyes one or the other of these slogans will afford the panacea for all our ills.

The scaled-distance model for blast vibration analysis is the standard method employed throughout the surface mining and quarrying industries to model Peak Particle Velocity (PPV) data. Although empirical, the method is widely accepted and through the simplicity of its application and ease of graphical verification is set to remain a popular option. The validity of the technique relies principally on the fundamental parametric assumption that blasting data is normally distributed. Throughout the evolution of scaled-distance modelling, this is an issue that has most often been presumed rather than proven (most likely due to the tediousness of the calculations involved). In the few cases when normality has been given some degree of consideration, the result has been the product of a simple visual inspection of frequency distributions: clearly unsatisfactory. However recently the soundness of this assumption has been brought into question, with obvious connotations for blast modelling in general. This paper considers this fundamental issue and seeks to investigate the normality hypothesis within the blasting context through an in-depth statistical analysis of what possibly can be described as an ‘ideal’ blasting dataset. This being a rare case study concerning an opencast coal site in England, where for the entire life of the site every single blast was monitored and recorded through the use of permanent monitoring stations. This has provided a unique ‘total population’ dataset of considerable size from which the assumptions of normality are put to the test.

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation's mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry's condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World's largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country's largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine. M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function ?(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [1 N-hy*(h) = 2(N h) i21 {Xi-Xi+h}Z, h=0, 1, N-1] where N is the total number of samples, Xi is the sample value at the i - th location, X i+h is the sample value at the i +h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2,…., up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any ar¬bitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of onedimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. ? Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity. ?

MANY studies of comminution have been made to ascertain the size distribution of the product and to evaluate the work of comminution in the light of the size distributions of the feed and product. Up to now, these studies have been essentially statistical in character, that is, a certain lot of feed was subjected to comminution in some specified way, and the aggregate product was fractionated into sizes, thereby losing all knowledge of individual relationship of feed to product pieces. Radioactive tracers offer a means to do something in this respect which could not be done before, namely, to follow the rupturing of some particular piece in its normal environment of other pieces. That is, it permits going beyond the usual statistical limitations of size distribution studies to what may be termed a personalized or individualized study. The purpose of this paper is to present some preliminary experiments conducted with this tool. The method employed was to mark radioactively some constituent of a feed. It is possible, of course, to consider the preparation of two lots of material of which one is radioactive and the other is not, and to blend the two ahead of the comminuting step; but to do so is open to the objection that the two preparations may not be identical. Therefore a technique has been chosen that removes this objection by merely taking out a size fraction of a comminution feed, rendering that fraction radioactive by exposure to a neutron flux, and then by returning it to Table I. A relatively simple procedure was developed by which albite, containing sodium, was activated in the M.I.T. cyclotron. The cyclotron makes highspeed deuterons which impinge on a beryllium target, thereby producing a concentrated neutron flux. The mineral was exposed to this flux for 2 hr. This treatment changed enough of the sodium to sodium 24 (14.8 hr half-life, 1.4 mev ß) as to make detection and measurement easy. The nuclear reactions taking place were: 11Na23 (n,?) 11Na24 (irradiation) 11Na24 ß,?,? 12Mg24 (decay) The detailed technique of the experimentation was as follows: 40 kg of hand-sorted, lump albite were crushed to pass 10 mesh. After careful mixing of the lot, a screen analysis was made. The whole lot of material was fractionated on standard Tyler screens from 14 down to 200 mesh. Samples for experiments were compounded from these fractions in accordance with the screen analysis. When it was desired to make an experiment in which, for example, the 28/35 mesh size fraction was to be studied, the blend of size fractions was made as indicated above, except that the 28/35 mesh size fraction was added only after irradiation in the cyclotron. The blended charge containing the activated albite was ground for 2 min in a laboratory ball mill with a steel ball charge of controlled size distribution. The ground product was carefully sized on a set of Tyler screens in a Ro-tap. Each size was analyzed for radioactivity by the use of an end-window Geiger-Mueller counter and standard scaling circuit. This analysis was carried out in detail as follows: a 20-g sample was placed in a Petri dish, packed carefully to obtain reproducible geometric distribution with reference to the Geiger-Mueller tube, and the activity was counted for a 2-min period. Several determinations of the activity of the active size fraction in the feed were made at various times to establish the decay in activity with time. Linear interpolation was used to evaluate the activity that the active size fraction in the feed would have had at any given instant. The ratio of the observed activity in a size fraction of the product to the activity that the active size fraction in the feed would have had at the same time gives the fraction in the product size that came from the irradiated size in the feed. Due to the steep geo-thermal gradient in Bowen Basin area, as underground coalmines reach increased depths of extraction, the Bulk Air Cooling (BAC) requirements will increase as opposed to cooling the workplace using the ventilation means alone. One such mine has already been using a 4 MW surface BAC plant for the last six years to manage the working temperatures with reduced cooling efficiency as the mine expands. Due to the horizontal nature of the longwall mine layout, distances from the working face to intake shafts are rapidly expanding to over 6 km as opposed to the vertical mine layout of a hard rock mine. To improve the positional cooling efficiency, reduced panel pressure differentials, improved rib emission gas management, and intake dust management, small diameter intake shafts were located on the inbye end of production panels and halfway up the development panels with localised mobile small BAC plants. New Mining Safety and Health Administration (MSHA) regulations limit the mass concentration of airborne diesel particulate matter (DPM) or, more specifically, the concentration of elemental carbon (EC), in underground mines. The mine operators are responding by introducing a variety of controls to reduce DPM in the mines, potentially including the evaluation of new maintenance procedures to reduce underground mine vehicle emissions. There is currently a lack of an inexpensive and dependable method to directly measure the DPM concentration emitted from the vehicle tailpipe. To that end, this work demonstrated a simple field portable method for estimating the mass concentration of elemental carbon exiting the tailpipe of a diesel engine using a direct reading photometer. Simultaneous measurements of tailpipe exhaust were made with a Thermo Electron Personal DataRAM 1200 photometer (particulate mass concentration based on light scattering) and by analyzing PM2.5 and PM1.0 samples collected on quartz fiber filters using the National Institute of Occupational Safety and Health (NIOSH) method 5040 (mass concentration of EC via thermal-optical method). Results indicate surprisingly good correlation (R2 ) 0.97) of the two methods when the data are adjusted for relative humidity (RH) and corrected using an empirically generated calibration factor. Although preliminary, it may be possible to implement this method in maintenance shops to monitor emission trends and to compare emissions of various vehicles in a fleet. Such data will be useful for fleet planning to meet new air quality standards.

"Hydrocyclone modelling and selection procedure is illustrated. Computerized procedure for hydrocyclone cut size determination for grinding and non-grinding applications is described.A standard procedure for evaluating operating hydrocyclones is described in detail. Many case studies are illustrated comparing actual plant performance with the computer simulation output in terms of overflow product size distributions.INTRODUCTION Cyclones are widely used for applications such as: close circuit grinding, backfill, tailings and dewatering. Normally, cyclones are used for very fine separations where screens are not suitable or too expensive. Figure 1 shows the separation size range of various classifying devices. Cyclones are popular because of their low capital and operating cost. Cyclone selection procedure for different applications depends on the amount of information available on the cyclone feed slurry characteristics. Closed circuit grinding applications will be discussed in detail in this paper. The Cut Size:The size of the material in the feed which reports 50% to each product stream (i.e. underflow and overflow), after correcting for the feed solids by-passing with the underflow liquid, is termed the cut size or ""d50c"". This is often used as the criterion and the basis for cyclone design.When the corrected recovery to underflow of each mesh size in the feed is plotted against the geometric mean size in microns on a log scale, the micron size corresponding to 50% recovery is the d50c size."

WHEN I was an undergraduate at the Columbia School of Mines, the mining curriculum was subdivided into two major branches's known respectively as the Metallurgical and the Geological Options, which diverged rather widely as the course progressed. When I duly elected the Geological Option, I believed, I am sure, that this divergence would continue throughout the years. The facts have proved otherwise. The mining industry is a closely knit entity in which the search for its raw materials, called mining geology, cannot be separated from the conversion of these raw materials into marketable form, called metallurgy. The mining geologist searches for materials which the metallurgist can utilize, and only such; and whenever an advance in metallurgy opens the gates for new materials, the geologist's problem is correspondingly modified. No better instance of this relationship can be given than that seen in the Salt Lake region in recent years. Our mineral industry here is of long standing. The three principal tributary districts, Bingham, Park City and Tintic, were discovered in the 1860's and have been vigorously and intelligently developed for many decades. Their production has made the Salt Lake valley one of the world's great smelting centers. The maintenance of this industry has for years depended upon the continual development of new orebodies to take the place of those being extracted. Intensive exploration in the old districts has been supplemented by prospecting in outlying districts of lesser prominence. . Many new orebodies have been discovered, such as those of the Daly West, Silver King, and Judge mines in Park City, the Utah Apex in Bingham, and the Sioux, Colorado Chief Consolidated and Tintic Standard in Tintic. New mines in other districts have been discovered also, but without affecting the dominance of the three major districts. In all cases discoveries, to be of value, had to be of ore amenable to treatment in the available metallurgical plants. This meant that, for the most part, zincy ores, both oxide and sulfide, must remain untouched, and also that ores high in iron and ores high in silica had a fictitious value, either high or low, set by the balance of these

Detailed visua1 examination of outcrops was used to ob-tain data on the lateral extent of shale breaks. Thirty vertical exposures belonging to maritie, deltaic and channel depositiorral environrrrents were exatmind, surveyed and photographed. The dimensions of the outcrops ranged from 356- to 8,240-ft long and 25- to 265-ft thick. Shale breaks were found to extend laterally for significant distances. and in some sands terminates by joining other break v much more frequently than by disappearance. Consequently with regard to flaw, a gross sand consisted of both continuous and discontinuous subunits. The degree of continuity of shale breaks as well as the occurrence and spatial distribution of discontinuities were different for the three depositional environments. Statistical eva1uations were performed to determine the confidence level with which estimates derived from outcrops can be applied to reservoir sands. Results of these evaluations revealed that: (I) the lateral continuity of shale breaks in marine. sands is si~nificatit, and the estimates of lateral extent can he applied to reservoir sands with a high degree of confidence (80 to 99 per cent of the shale breaks continued more than 500 ft, with a confidence of 86 per cent); and (2) the tendency for adjacent shale breaks to converge upon each other over small distances in deltaic and channel sands is highly significant (62 to 70 per cent of the shale breaks converged in less than 250 ft, with a confidence of 50 per cent), hut the probable magnitude of the resulting sand discontinuities cannot yet he predicted with adequate confidence. INTRODUCTION Almost all of the efforts devoted to characterization of the variable nature of reservoir sands have been focussed on permeability variations. Among the widely used concepts that have emerged from these efforts are those of stratified permeabilities, random permeabilities, and communicating and noncommunicating layers of different permeabilities. This study is concerned with the presence of interbedded shales and silt laminations. These features are impermeable or only slightly permeable to flow. Therefore, knowledge of the extent to which they continue laterally and the manner in which they terminate within the bodies of gross sands is important for proper description of reservoir flow. Initial field observations made on outcrops revealed that shale breaks and the relatively thinner silt laminae have impressive lateral continuity. They appeared to divide sand sections into separate individual sand layers. Although most of the layers were continuous across the total lengths of the outcrops, some were discontinuous because the- bounding shale breaks converged. Furthermore, the discontinuous layers appeared more prevalent in channel and deltaic sands than in marine sands. Based on these initial findings, a detailed investigation was carried out to determine, quantitatively: (1) the degree of continuity of shale breaks in marine. deltaic and channel sands; and (2) the frequency and spatial distribution of discontinuities in the three environments. PROCEDURE The procedure used to obtain field data from outcrops included visual examination, surveying and photographing each outcrop. The photographs were examined carefully and important outcrop features were traced, measured and recorded. The selection of outcrops for this study was made on the basis that each outcrop should be exposed clearly to permit detailed visual examination of vertical lithology. and it should also be sufficiently long (over 200 ft) to provide useful data on the lateral continuity of lithology. Identification of the depositional environment for each outcrop was made on the basis of bedding characteristics, vertical sequence of lithology and the presence of indicative sedimentary features. Whenever possible, hand specimens of associated shales were collected to determine depositional origin. Almost one-half of the outcrops used in this study required environmental identification; the remainder had already been identified by previous investigators. Several photographs of each outcrop were usually required to cover the entire length of the outcrop. These photographs were taken from one station or several, depending on the terrain, size of the outcrop and distance to the outcrop. A Hasselblad camera, with a standard 80-mm lens and a 250-mm telephoto lens, was used. The telephoto lens permitted photographing outcrops as far as two miles away. Slow-speed films were used. either Panatomic-X or Plus-X. The final operation conducted in the field was that of surveying the outcrops. The distance of an outcrop from a point of observation was determined by a triangulation method using the plane table. The measured distance was then combined with the angle of view of the camera lens to establish a scale to be used on the photographs. Films were processed using standard processing techniques and 4.5X enlargements made. The enlargements of each outcrop were butted together to form a single panorama. Slides were also prepared on several outcrops; these were used whenever greater magnification (wall projection) was required to bring out maximum lithologic detail.
