Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), we showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/t of REEs occur in AMD and AMDp, respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits.

Natural fibers presents interfacial characteristics with polymeric matrices that favor a high impact energy absorption by the composite structure. The objective of this work was then to assess the charpy impact resistance of polymeric composites reinforced with one or two layers of batt jute and malva fibers. The results showed a remarkable increase in the notch toughness with increasing layers of jute blankets and malva. This can be attributed to a preferential debonding of the fiber/matrix interface, which contributes to an elevated absorbed energy.

"Construction of the OceanaGold Haile operation’s process plant in Kershaw, South Carolina is currently under way, with ore through the mill expected in late 2016 and commercial production expected in early 2017. The process is designed to treat 6,350 tonnes per day with minor upgrades required to achieve 8,270 tonnes per day. Plant optimization during detailed engineering, combined with a focus on de-risking the process, has resulted in numerous process changes since the initial design. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio operation, whilst identifying potential expansion opportunities. INTRODUCTION Haile Gold Mine is located in Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The last operation employed heap leaching from 1985 through 1992. Since then, the property has been closed and fully reclaimed. Romarco Minerals acquired the property in 2007, and began an exploration program that delineated 2.02Moz. of gold in reserve at an overall grade of 2.06 g/t. OceanaGold acquired Romarco Minerals and the Haile Operation in October of 2015. OceanaGold operates under a risk management philosophy in all aspects of operation, both corporately and at each individual business unit, and has implemented numerous process changes to eliminate or mitigate risks identified in the initial design of the processing circuit, and provided increased opportunity for optimization and expansion. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio Operation, and identifies potential expansion opportunities. INITIAL PROCESSING CIRCUIT DESIGN An extensive metallurgical test work program was undertaken by Romarco Minerals and third party laboratories during the initial design phase of the Haile project [1]. This preliminary test work provided the technical information as a basis of plant design. The initial flow sheet for the Haile processing circuit is shown in Figure 1 (see APPENDIX). The plant is designed to process 6,350 tpd (7,000 stpd) on an annualized basis. The process begins with a jaw crusher followed by a SAG and ball mill grinding circuit to reduce particle size to P80 74 µm. A flash flotation cell treats 50% of the cyclone underflow in the ball mill circuit. Grinding circuit product is sent to a rougher flotation circuit to recover gold-bearing pyrite. The flotation concentrates from flash and rougher flotation are reground to P80 13 µm using stirred media detritors (SMD’s). The rougher flotation tail is pumped to the carbon-in-leach (CIL) circuit for gold recovery. The reground concentrate is pre-aerated prior to being pumped to the CIL circuit. The CIL circuit is a hybrid circuit with eight tanks. Tank 1 leaches the pre-aerated concentrate only, and tanks 2 through 8 leach the combined flotation tailing and tank 1 discharge. The carbon strip circuit is a standard pressure Zadra system, followed by electrowinning, and refining using an induction furnace. CIL tailing passes through a cyanide recovery thickener prior cyanide destruction and then pumped to the tailing storage facility (TSF)."

[Microscopic methods have proved to be valuable assets in the study of low-grade ores. While the chemical assay u a ally discloses tine total content of valuable metals in such an ore, a thorough knowledge of the nature of the ore should form the from which to prepare an efficient means of recovery. In the treatment of low-grade ores, inefficient recovery, as indicated bay the amount of valuable mineral permitted to go to waste in the tailings, is too frequently the rule rather than the exception, As methods of recovery become more efficient, many low-grade 10 mineral A posits suddenly assume o commercial significance, In much of this material the minerals are so finely disseminated and intermixed that identification even by microscopic methods is a difficult matter. The application of microchemical qualitative analysis with the aid of new device described in this paper, will solve many of the problems of identification encountered in the study of low-grade potential ores. In these ores, especially, the limitations of ordinary microscopic methods are liable to become very great. The microchemical tests obtained by applying a standard set of reagents to a polished knoting whether or not a tarnishing action develops, have considerable value but arc far from being infallible. The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

"The purpose of this research was aimed at increasing recovery of metals from rebellious sulfide polymetallic ores of nonferrous and rare metal deposits. The ores under consideration have common processing features, including textural and structural complex characteristics, irregularity of impregnation and wide range of grain size, up to nanoparticle size, variable complex mineral composition, low content of precious metals etc. This all predetermines the need for advanced processing schemes with deep selective liberation and separation of minerals with intercycle release into rough concentrate and fractional products with the use of multi-stage cycles of individual dressing, based on an optimum combination of various integrated beneficiation and hydrometallurgical processes. The application of existing standard processes does not enable the production of high-grade selective concentrates without reducing the recovery rate due to incomplete separation of fine mineral intergrowths and overgrinding of brittle ore and rock minerals.The combined beneficiation processes for such type of resources, aimed at increasing recovery of nonferrous, rare, and precious metals are based on flotation methods in combination with gravity concentration to produce rich rough collective or selective concentrates, comprising readily floatable mineral fractions. At the same time, hardly recoverable and non-separable mineral associations are released into separate concentrated products for following dressing by individual processes. The proposed combined process provides for successive selective liberation of minerals with release of rich readily recoverable mineral fractions at the preparation and ore beneficiation stages. The hardly recoverable mineral associations shall be released in subsequent operations with the use of dressing, based on a combination of beneficiation and pyro- and hydrometallurgical methods."

"Mine disasters, such as fires and explosions, can create a hazardous atmosphere due to the generation of carbon monoxide (CO). After a mine disaster, contaminated mine air can enter the refuge alternative (RA) as miners enter. Most built-in-place (BIP) RAs use an air delivery system to provide an unlimited supply of breathable air through a borehole which also serves to purge contaminants. In order to determine what levels of contaminants enter the RA, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted testing in NIOSH’s Pittsburgh Experimental Mine using groups of 5, 15, and 30 subjects entering the RA. The experiment used sulfur hexafluoride (SF6) as a tracer gas that was released into the air outside of the BIP RA to establish a uniform concentration. After the human subjects entered the BIP RA, the SF6 levels inside the RA were measured to quantify how much of the tracer gas entered the BIP RA. In tests conducted while the borehole air supply was left off as test subjects entered, interior contaminant levels were less than 3% of the exterior concentration. In tests conducted with the borehole air supply activated as test subjects entered, the interior contaminant levels were measured at less than 2% of the exterior concentration. Considering a mine disaster can result in 10,000 ppm of CO in the mine atmosphere, these percentages indicate that unhealthy CO concentrations that may lead to headaches, dizziness, and loss of judgement can occur in a BIP RA. This information will help mines make decisions concerning air locks, air delivery systems and a determination if purging mechanisms are necessary. INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and enforcement of mine safety standards (MSHA, 2006). Section 13 of the MINER Act specifically directs the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of RAs for underground coal mines. This mandate culminated in the 2009 adoption of changes to the 30 CFR mining health and safety regulations, requiring underground coal mines to provide RAs capable of maintaining a life-sustaining environment for persons trapped underground. Such RAs can be either pre-fabricated or BIP shelters. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe, breathable atmosphere within RAs."

The training program developed at Sierrita over the last twelve months has led to several significant improvements in both safety performance and productivity. Our most easily quantified results have been in truck productivity, where we have also experienced a 6% decrease in truck cycle times. We feel this is due to increased skill levels and awareness on the part of our operators due to our new training effort. The cycle time improvement has resulted in an increase in Truck productivity of 6%. Costs associated with productivity training have been $160,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1,400,000 in savings directly attributable to the increased skill levels of our technicians due to our training effort. As such, this represents a solid, high return investment at Sierrita.

There is a need for concepts and techniques developed specifically for blasting in areas where the rock is loose or highly fractured. Common practice has been to use techniques developed in hard homogeneous rock and reduce the amount and strength of explosive. However, this rule cannot cope with all of the special characteristics of highly fractured rock and has not adequately taken care of the problems of overbreak, gouging, and wall damage. The main problems encountered when blasting in highly fractured rock are controlling the amount of rock broken, minimizing the damage done to the remaining wall material, and adapting blasting methods to rapidly fluctuating ground conditions. In addition, because it frequently needs timber support right into the blasting area, there is also the problem of how not to shoot out the timber when heavy loading is needed in order to offset a loss of impact caused by deflection of the detonation wave off the numerous rock interfaces, and by the absorption of the wave by resilient clay particles. Another consideration is the fact that less attention needs to be directed toward producing satisfactory fragmentation of the broken rock. Those blasting methods designed for breaking hard rock into manageable segments are, as a rule, not needed in highly fractured rock which will usually break along its own numerous fracture lines.

In this paper two optional production processes are presented for reasonable utilization of primary sylvinite in Qinghai province, China. The two kinds of products as chlorine-free potash fertilizers; potassium sulphate or potassium magnesium sulphate can be obtained. In the course of potassium sulphate production, using primary sylvinite from Qinghai salt lake as raw material with impurities such as sodium chloride and insoluble in primary sylvinite, it must be prepared by flotation before being converted into potassium sulphate. This final product has found wide use in tobacco industry in China. However, in some cases Chinese farmers would rather buy the fertilizer of potassium magnesium sulphate than high quality of potassium sulphate. With flotation process which is a little different from above mentioned, the potassium magnesium sulphate fertilizer may be produced by washing one of the flotation concentrate presented as picromerite, while another concentrate containing potassium chloride is treated as by-product.

Questions regarding possible adverse health effects from exposure to zeolites arose when the inhabitants of two villages in Turkey were found to have high incidences of mesothelioma, a disease generally identified with exposure to asbestos. No asbestos deposits are known in the area, but some fibrous zeolites have been found. Further investigations have resulted in conflicting opinions as to whether fibrous zeolites are related to the high incidence of mesothelioma in Turkey. The U.S. Department of the Interior, Bureau of Mines examined the habits of domestic zeolites by scanning and transmission electron microscopy. Only erionite and mordenite particles possessed acicular to fibrous habits. With the exception of a rarely occurring woolly erionite sample, the fibrous zeolites were not dimensionally equivalent to asbestos.

Through the early 1980's, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation of total station systems and their ability to meet the surveying requirements of Bingham Canyon culminated in the purchase of a total station system as the mine re-opened in 1986. This paper presents the procedure for evaluating, implementing and using the total station survey system at Bingham Canyon.

The report on cut and cover construction as assembled by the Organization for Economic Co-operation and Development covered 17 different countries based on a total of just under 400 individual replies of which about 30% of the replies were from the United States. In general, the review of replies to the questionnaire led to the impression that cut and cover construction is a very inadequate method which needed many improvements. This unfavorable judgment, however, resulted in the manner in which questions were asked rather than in the method itself, It can be concluded that the cut and cover construction method has proved itself as an excellent method and that it has reached a high degree of technological perfection, but inadequacies stilt exist, and for purposes of complete evaluation, comparisons with mining tunnelling methods should be carried out. The principal problem in cut and cover construction is the interaction during construction between the construction process and the existing use of the surface and subsurface environment. The greatest impediments to cut and cover construction have little to do with the physical works being constructed, but more with creating a site in which the work can be performed. Utility relocation, traffice maintenance, and protection of existing structures are major problems for the construction contractor, and too frequently receive insufficient attention in preconstruction planning and design. Bentonite is a common name applied to a variety of clays that develope swelling properties when associated with water. Useful bentonite deposits occur in many Western and Southern states. Their origins may consist of the alteration of volcanic sediments or the decomposition of shallow lake deposits. The specific type of bentonite that will be discussed in this review will be only the Western or high swelling sodium type bentonite that is mined primarily in Wyoming. Wyoming bentonite first entered the market in the late 1880's when it was used as an oil absorbing cosmetic. In the 1920's it was discovered that superior binding properties were present which created new opportunities in pharmaceutical, animal feed, and steel foundries. The swelling properties that were exhibited by the high swelling Wyoming bentonites soon led to its use in oil exploration when the rotary drilling process developed a need for multipurpose fluids. Bentonites in general and Wyoming bentonite in particular have fascinated chemists and process development specialists since the 1920's. There exists a long list of industrial uses that has led to hundreds of patents and extensive literature reviews. The binding and swelling properties are developed as a result of large surface areas and high cation exchange properties. Water, being a di polar molecule, attaches to the ionic vacancies and forms a network of tightly held water particles which in turn produces an impermeable seal or a binding characteristic in unconsolidated powder. Newer uses for Wyoming bentonite that once again utilized the binding and swelling properties include the pelletizing of iron ore and a vast array of civil engineering applications including slurry trenching, lagoon sealing, and garbage landfill sealing.

Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. "San Francisco's rapid growth has caused the city to plan for the Transbay Transit Center Project, a visionary transportation and housing project, that will transform downtown San Francisco and the San Francisco Bay Area’s regional transportation system by creating a “Grand Central Station of the West” in the heart of a new transit-friendly neighborhood that will be home to more than 20 new towers rising a high a 1,070 ft. This paper describes the specificities of using advanced diaphragm wall technology, tooling, equipment and installation practices for deep foundation and permanent underground structures. In particular, this paper will emphasize on the urban constraints, geotechnical conditions, and the novel approaches adopted for the construction challenges of the Transbay Transit Center’s Load Bearing Elements, or Barrette PilesPaperThe Transbay Transit Center Project consists of the construction of a new multimodal, five-story Transit Center located in the South of Market neighborhood near the Financial District in San Francisco. The future Transit Center will incorporate nearly 83,000 square feet of retail, a 5.4-acre rooftop park, an extensive public arts program and bus ramps that will connect the Transit Center to a new off-site bus storage facility and the San Francisco–Oakland Bay Bridge. The new facility will accommodate more than 100,000 passengers each weekday and up to 45 million per year. Additionally, the new Transbay Transit Center will replace the since-demolished San Francisco Transbay Terminal, and nearly 20 towers, such as Salesforce Tower, will take advantage of the height increases allowed through the Transit Center District Plan.The approximately $4.5 billion project features a new five-story structure (including two underground stories) and new bus ramps which include a cable-stay bridge. The deep foundations for the pylon of the bridge (Pylon 9) consist of two each 21 ft x 5 ft barrettes (also called Load Bearing Elements in the US) extending more than 180 feet below grade and 10 feet into the bedrock. The barrettes were chosen because of the combination of high loads, significant depth and small footprint. The barrettes are installed using the Diaphragm Wall technology. Nicholson Construction was contracted by Shimmick Construction to install the cable-stay bridge’s foundation elements."

FEW men reach middle life without having had the experience of failure in one or more undertakings; and most of us can look back with gratitude to help or advice given us by friends at critical periods of our lives. If, as men, we ask and take the benefit of such aid, why should we expect our sons to be stronger? A parent can make no greater mistake than to send a boy, however steady and intelligent he may be, off' to school or college, and expect the boy always to cope successfully with all the new conditions and new difficulties that may confront him. This is undoubtedly more the case with a freshman, in his first year at college, than in later years, or than it is with a boy at day- or boarding-school, where the boy receives a greater degree of care and oversight than can be given to the young man entering college; of all periods in life, the youth in his freshman year-fresh from the overshadowing care of home and school-may need judicious advice and timely aid. The change from the restraint of home and school to the freedom of college life is sudden and marked, and it is in this the first year of the boy or young man of 17, 18, or 19 years of age, that some tactful, judicious aid should be near him in his work and course. Some boys go to college so well prepared that they become careless and finally fall behind in their work from over-confidence. Others meet trouble from ambitiously trying to do more than their previous preparation, or physical or mental strength, can sustain. Others fall behind from illness-from injuries-from natural inability to grasp at first, without more aid than comes to them in the regular course of instruction, the higher mathematics-or mayhap the modern languages, or other subjects presented by the advanced curriculum of the present day. MORE improvements have probably been made in the diamond-drill field in the past decade than were accomplished in the entire prior period since diamond drilling was discovered in 1864 by a French engineer named Leschot. True, machines were improved, and new accessories were adopted from time to time up to 1929, but no radical changes were made. The basic principle instituted during the early years of the industry were still in use in 1929. At that time, practically the only diamonds used were "black diamonds" or "carbon." These came from Brazil through a rather round- about route, and by the time they got to the drilling trade their cost was excessive-$175 per carat and even higher at the peak. Perhaps because of this. or perhaps because of increased competition, the industry sought ways to reduce expenses even in the face of constantly increased labor costs due to higher wages and reduction in hours worked. The solution seemed to rest in two things-use of a cheaper cutting medium to replace the carbon diamond and the development of new machines to drill faster and thus produce more hole per shift of operation.
