Today, the future of the coal industry is extremely bright because coal can be produced at a cost which makes it competitive with other energy sources. However, the industry has been forewarned that further cost reductions must be made if it expects to remain a serious contender in the growing energy market. Surface as well as underground operations must be improved. The very same elements which affected production a few years ago still exist today and will continue to be present in the future. Improvements in production mining equipment, mining methods and auxiliary equipment have resulted in reduced costs over the past few years. Efforts must be continued toward further reducing costs in areas which have been previously improved and new areas should be investigated for possible improvements. Therefore, new techniques must be developed which will enable the industry to augment its current efforts in reducing the cost of mining. The logical place to begin evaluating the factors affecting production and cost is in the immediate face area where a substantial part of the total cost of mining is incurred. The coal industry stands to gain much through the development of new techniques for analyzing the numerous variables affecting production and by establishing methods for eliminating or minimizing the adverse effect of those variables which can be controlled. Intuition and trial-and-error methods have been the standard means used to resolve many of the factors which influence production. As a result, many elements are overlooked or ignored because their effects on production are not pronounced and cannot be readily resolved.

ONCE it was believed that anthracite or coke were the only fuels generally available and suitable for the generation of water gas, particularly so when this gas was made in the generators of standard carburetted water-gas sets such as are commonly used in the manufacture of city gas. During the past 8 years, practice has changed considerably and it is -now common to find gas plants operating without anthracite or coke and using bituminous coal in the generator. This change in fuel has appreciably increased the marketability and sales of certain coal producers' products; accordingly it is of interest to coal operators and others to know the reason for this change, the present trend in practice and the adaptability of various coals for generation of water gas. This paper briefly discusses these conditions and some of the factors relating thereto. BITUMINOUS COAL NOT IDEAL BUT CHEAPER THAN COKE In spite of many changes which have been made in both process and generating apparatus for using bituminous coal as generator fuel more efficiently, in general it is not an ideal fuel for this purpose. It is supplanting coke because it costs less; it is so much cheaper per ton delivered at the gas works that water gas made therefrom costs less per unit-volume than that made from coke, even though the quantity of generator fuel consumed per therm (100,000 B. t. u.) of gas made is greater with coal. This is the reason why so many city gas plants, as well as others, are using bituminous coal instead of coke.

"DALYs are a measure of the health of a population or burden of disease due to a specific disease or risk factor. It evaluates the time lost because of disability or death from diseases compared with a long life free of disability in the absence of disease. DALYs are calculated as the sum of years of life lost by premature mortality (YLL) and years of healthy life lost in states of less than fully health, i.e., years lived with a disability (YDL), which are standardized by means of severity weights, thus: DALY=YLL+YLD.WHO has established for wastewater use in irrigation (1) the same reference level of health protection as established for drinking water quality (2), i.e., the additional burden of disease from consuming water irrigated food should not exceed 10-6 DALY(Disability-Adjusted Life Years) loss per person per year (pppy). This level of risk means that a single additional case of disease may occur in a population of 1 million, during a life time (70 years). In a individual basis is equivalent to the occurrence of a mild disease during about 31,5 seconds.Such a restrictive risk is almost impossible to be attained in most developing countries which may not be able to afford the cost of wastewater treatment and of other protective measures, even for restrict irrigation.This paper presents proposals to adapt the reference level of risk to local technical, cultural, economical and social conditions of developing countries on the basis of a risk benefit approach."

"In connection with the proposed use of Cordeau-Bickford to fire L.O.X. (liquid oxygen explosives) in well drill holes, the question has arisen as to the effect of very low temperatures on (1) the rate of detonation of Cordeau-Bickford; (2) the sensitiveness to detonation of its TNT filling; and (3) the lead covering of Cordeau-Bickford.The Cordeau-Bickford used in this investigation was the standard 6 mm. size, such as is regularly used in blasting, and was manufactured and furnished by the Ensign-Bickford Company, Simsbury, Conn. All pieces tested were taken from rolls, all of which were from the same melted batch of TNT in order that all the pieces tested might be as nearly identical as possible.Different portions of this Cordeau-Bickford were tested plain (not countered), countered, and double countered. The countering and double countering was carried out by the manufacturer prior to shipment.The determination of the temperature at the instant of making a test was accomplished by the use of a Leeds and Northrup potentiometer and copper constantan thermocouples. Each couple was made from No. 28 B & S gage wire with short junctions. One junction was inserted in a hole drilled by a No. 60 drill through one lead wall of the Cordeau-Bickford to approximately the opposite wall, so that this junction was in the center of the TNT filling while the other junction was immersed in ice water. The potentiometer readings in millivolts were converted to °C. from the calibration curve of the thermocouple wire,"

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) recently conducted full-scale explosion experiments; these experiments evaluated the strength characteristics of various seal designs used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests were conducted within the multiple entry section of PRL’s Lake Lynn Experimental Mine (LLEM) employing the only currently accepted test method endorsed by the Mine Safety and Health Administration (MSHA) for seal design in American mines. These explosion tests are labor-intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. Therefore, the PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in-situ testing of seals in an operating mine. Two chambers within LLEM and one within the Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from tests in these chambers compare favorably with those from the large-scale explosion tests in the multiple entries. Preliminary size-scaling relationships for predicting the strength of standard seal designs as a function of entry size is also presented. In addition to testing seal designs at the required 20 psi static pressure level, the new facilities also allow for the determination of the seal’s ultimate failure pressure. This new approach shows promise as an alternative evaluation method for improving mine sealing technologies which, in turn, will enhance the safety of the underground personnel.

Kvaerner experience is being used to develop software to design or simulate crushing and screening plants. The model techniques discussed are presently being used for open-circuit plants and are being extended to closed circuit plants. The program contains a library of routines, each representing a piece of equipment or unit operation, which are assembled into one of several open-circuit plant configurations. Routines include gyratory primary crushers; standard secondary and shorthead tertiary cone crushers; single, double or triple deck screens; and stockpiles, feed bins and belt conveyors. The program uses steady-state models to simulate the performance of crushers and screens that have small residence times and quickly reach equilibrium when operating conditions and/or parameters are changed. The dynamic aspect of the total circuit model concerns the storage units within the circuit, i.e. stockpiles and bins, and, in the closed circuit configuration, circulating loads and size distributions. In many cases, just vendor's catalog data are necessary for a pre-feasibility simulation; in other cases, actual plant test data are required to obtain more accurate simulations. The entire plant is shown in a single graphic screen so the user can see all the relevant information he might want, and soft-keys are provided for the user to make on- line parameter changes and observe the effects on storage elements, equipment feed rates and the final product size distributions. The model also reports equipment utilization in percentage, power consumption, and other related operating information, and soon, will be able to report estimated capital and operating costs.

Copper has been used by man for a very long time and unlike certain other metals, it is an essential element for life. Its toxicity arises both from a deficit and excess copper exposure/intake. The focus of the current discussions in countries of the European Union (EU) and in some USA States, is based on the concerns, independent of the scientific facts and the economic status of these claims, of the negative influence of copper and other metals on health and the environment. These discussions have influenced the new regulations of copper in drinking water, and the approach to regulate the appropriate levels of copper in surface water, soils and sediments. To illustrate the challenges ahead for copper, the evidence by which the current US Environmental Protection Agency (USEPA), the World Health Organization (WHO) and EU recommendation and regulations regarding copper in drinking water have been derived is presented and discussed. The gaps between the demands for new standards of health and the environment and the practical scientific tools to achieve these goals are presented, and the need to develop new regulating paradigms is also illustrated. The introduction of methodologies for the regulation of essential elements and acute inorganic substances in drinking water is discussed, as well as the status of the present approach contained in the International Program of Chemical Safety Environmental Health Criteria, (EHC) N° 170. The impact of the possible restrictions on the use of copper in the EU because of health and environmental concerns in terms of the world market for copper is discussed.

The following notes are taken from results obtained on a standard 25-ft. Hancock jig1 tested during regular operation in the Bonne Terre mill of the St. Joseph Lead Co. The object of the tests was to determine the conditions for most effective work, and the nature of products that could be made. The material treated was sized between 9-mm. and 2-mm. round-hole screens, and was constant throughout the experiments. Three products were made, concentrates from the first three hutches, middlings from the fourth and fifth, and tailing from the sixth. The middlings were crushed in one pair of Allis-Chalmers Style B, 30 by 14-in. rolls, and elevated with the original ore to the 2-mm. screens, oversize of which formed the jig feed. While this arrangement was very simple, it gave rise to undesirable crowding of the circuit. Table 1 shows tonnage and assay values of the jig feed and products at the beginning of the experiments, and brings out the excessively large amount of middlings, comprising 63.3 per cent. of the total material fed to the jig. The rolls, being heavily overloaded, did very little crushing, a screen analysis of the product showing that only 27 per cent., or 128 tons, was crushed fine enough to pass to the tables. The remaining 347 tons returned to the jig with 400 tons of original ore. At .times, this overcrowding became much worse, and the tonnage in circuit grew to enormous proportions. Three lithotypes of Phalen coal from Cape Breton County, Nova Scotia, Canada, were subjected to a modified Hardgrove grindability index (HGI) test. The testing scheme differed from conventional (ASTM D-409) Hardgrove testing by, in one case, repeating the test three times prior to removing the -200-mesh fine coal from the Hardgrove mill, and, in a second test, removing fines after each of three successive Hardgrove tests. Only the first stage of the latter testing scheme actually conforms to the standard HGI test. All processed samples were analyzed petrographically by a combined maceral/microlithotype analysis. The increase in the percentage of coal ground to -200 mesh increases through the 60- to 180-mesh fractions for each of the lithotypes for the following two apparent reasons. First, with progressive grinding, more of the oversize material is close to 200 mesh (75 µm), creating a "pool" of particles ready to be ground to -200 mesh, and, second, the removal of fines from the system at each step eases the grinding at the successive step. The fines retained system shows the influence of buffering of further grinding by the particles retained in the grinding mill. The Phalen lithotypes and the series of Central Appalachian coals, evaluated previously by Hower and Wild (1994), differ in that an increase in vitrite and a decrease in trimacerite is observed in successive -200-mesh fractions in two of the Phalen lithotypes. This is the opposite of the trend observed in the slightly lower-rank Central Appalachian coals.

I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

The development of a pilot gold geostatistical ore reserve system proved that geostatistical methods worked well for the routine production of annual ore reserves on gold mines of the Gold Fields of South Africa (GFSA) group, and that the techniques could also be practically implemented, understood and accepted by Survey Department personnel. Many side benefits of the pilot system became apparent, and a variety of useful management information was provided by manipulating the data values that were already captured. It was decided that it was a priority computing project to develop a standard production system (GORS) for routine use by all the GFSA gold mines. Experience with the pilot system enabled detailed functional specifications for GORS to be laid down. These, together with group computing policy determined the terms of reference and constraints for the GORS development. System design could not be finalized until new and appropriate mainframe database software and graphics workstation equipment and software had been found. With these in place the basic system was structured to take best ad- vantage of the interactive features of the workstation, the number-crunching power of the mainframe and the flexibility offered by a relational database and associated 4GL tools. Application sub-systems were developed for data capture, statistical applications, geostatistical calculations, contour plotting and graphical queries. GORS is being introduced to the mines in a phased manner with suitable documentation, training and support structures to enable it to be routinely and effectively used on a day-to-day basis by all group gold mines.

In the second half of the 19th century, bimetallism progressively was replaced by gold standard. After World War I and the 1931-33 depression, gold was mainly reserved for official international transactions and internal use was restricted. Changes since 1971 have shrunk official international use of gold. International payments deficits and surpluses are now financed by Private and official credit, rarely by gold. This historical review covers evolution of: (1) internal and external private use, (2) internal official use, (3) external official use, (4) its role in the International Monetary Fund, and (5) use as unit of account. For this paper I have tried to take a longer perspective than is usually possible, and to look, even if very briefly, at the changing relationship of gold to the monetary system over the last 200 years or so. There are, I believe, some long-term trends, continuing down to the present day. These trends have seen gold replaced by some form of paper assets in one monetary function after another. These past trends may help us to understand where gold stands now, and possibly will throw some light on the future. Because it seems to me that gold in the past has performed various functions related closely or marginally to money, I have divided this rapid historical review into several sections: (1) the internal and external private use of gold, (2) the internal official use of gold, (3) the external official use of gold, (4) gold and the International Monetary Fund, and (5)gold as a unit of account.

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

In China, thin coal seams are rich in resources but are technically challenging. The mineable reserves in these seams account for 20.4% of the total coal resources, while the current production accounts for only 10.4% of the total annual production. Characteristics such as narrow mining space, low level of mechanization, poor working environment, and high cost of mining, restrict the development of mining safety and efficiency. Recently, fully mechanized mining technology has developed rapidly for thin coal seams, the level of yield and efficiency has reached or exceeded the international standard, and some state-owned key coal mines are considering automation of their mining process. In thin coal seams with hard stone bands that contain concentrations of pyrite, a specialized software, LS-DYNA, is used to calculate the rational blasting parameters that are used in the deep-hole pre-splitting blasting. Using this method the hard stone bands are fractured effectively, and hence increasing the coal productivity. In addition, mining advance rate were increased by enhancing the level of fully mechanized equipment and safety improved by increasing gas drainage from the gas outburst prone seam located some 7 m below the coal horizon. At present, thin coal seam mining technology faces many challenges, including the low level of equipment automation, the low advance rate in mixed coal-rock ground, and the large number of the mine personnel underground. By lowering the labour intensity and improving efficiency through automation and other measures, more efficient working faces can be implemented in thin coal seams.

The project team was tasked with the design and installation of a deep foundation system to support an expansion to a power generating station in Glenrock WY. Cast-in-place piles installed by a fixed mast drilling platform were assessed to be the most efficient foundation system for the subgrade conditions and range of design loads for the project. It was determined that conventional augered, cast-in-place piles could not be installed to the required pile toe elevations. Subsurface materials consisted of interbedded coarse- and fine-grained soils to about 23 ft to 30 ft depth below the ground surface, underlain by carbonaceous shale (claystone) with interbedded sandstone. The overburden materials varied from very soft to medium stiff and loose to dense. The claystone was typically foliated and very weak to weak whereas the sandstone was typically massive and very weak to weak. The site characterization consisted of a variety of field and laboratory programs including soil borings with Standard Penetration Tests, pressure-meter testing, and geophysical testing. A load test program was performed involving the compressive, lateral, and tensile testing of piles ranging from 14-in to 24-in diameter. Compression test piles were instrumented with vibrating wire strain gages. The paper includes a discussion of the regional and local geologic and geotechnical parameters, particularly the results of the various in situ and laboratory test programs. The selected foundation system is introduced. Load test results are then presented along with analysis and discussion of these results with regard to performance of the piles in the claystone.

One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining and in the early days there was insufficient knowledge to really cope with them. The history of mining shows that until the last 50 years, work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high pressure ventilating fans. In early days the miners were not educated as to the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps" which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were as follows: Blackdamp A condition of the atmosphere where a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen and which could contain a combination of any of the mine gases. Firedamp Flammable mixtures of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide.

The Martha Mine is an open cut operation situated in the midst of Waihi town which has been operating since 1987. Since then it has produced some 700,000 ounces (oz) of gold and 4,000,000 oz of silver from an epithermal vein system. It was previously worked by underground methods from 1880 to 1952 to a depth of 600 m producing 5 million ounces (Moz) of gold and 30 Moz of silver. The licensed reserves are scheduled to be mined out early in the year 2001. An additional economic resource of over 750,000 oz of gold has been identified which can be accessed by deepening the pit a further 50 m along the main Martha vein. This would extend the mine life to the year 2007. Applications were lodged on 4 July 1997 for the necessary resource consents, discharge permits and variations for the current Mining Licence conditions. The extension project requires approval from the District Council, Regional Council and the Ministry of Commerce. The consent and permitting process is extensive because of the urban setting of the mine. An approach to keep the extension as similar as possible to the current operations was adopted to give the community and authority confidence in the proposed extension. This paper summarises the extension detail and the permitting requirements it has had to address despite the extension being "more of the same". The permitting process has been exhaustive with little recognition of the standards already achieved in protecting the environment which are recognised worldwide.

The majority of the 100 million roof bolts installed each year in the United States are 5/8 inch deformed rebar fully grouted into a one inch borehole. Commonly referred to as B-Series or No. 5 bar, this system is proven effective and cost efficient in coal mines with average to above average roof conditions. One of the critical variables affecting resin bolt performance is the size of the resin annulus, calculated as the difference between the hole and bolt diameters. The optimum annulus has been proven to be '/4 inch, which provides for effective mixing of the two polyester resin components and incorporation of the plastic film packaging within the cured resin. Glove fingering occurs when the plastic film is forced against the borehole wall potentially interfering with the mechanical interlock of the resin and the rock mass. Glove fingering is not a problem with the optimum '/n inch annulus but has been know to occur with the B-Series 3/8 inch annulus. Laboratory testing correlated the degree of Glove fingering with resin formulation and the bolt head to shaft axes alignment. Glove fingering occurred over 45 % of the grouted length of standard B¬Series bolts. The newly formulated Eclipse B-Series resin when combined with a 1/8 inch offset between the bolt head and shaft axes reduced the glove fingering 70%. The Eclipse system allows the 3/8 inch B-Series annulus to achieve the positive mixing characteristics associated with the / inch optimal annulus systems.
