A list of permissible mine equipment approved by the Bureau of Mines before January 1, 1937, was published in Bureau of Mines Information Circular 6942.3/ Information Circular 7007,4/ published as a supplement thereto, listed equipment approved. Burin', the calendar year 1937. The present list includes most of the material liven in these two publications, as well as approvals that have been issued up to January l, 1940. Some equipment formerly listed has been omitted because it has become obsolete or is no longer actively marketed. The list now includes electrically-operated air compressors, coal drills, loading machines and conveyors, mining machine, mine ones, rock-dusting machines, room hoists, storage-battery gathering and haulage locomotives and storage-battery power trucks, mine telephones, junction boxes, electric cap lamps, flame safety lamps, electric hand and trip lamps, electric flood lens, flashlights, methane detectors, and single and multiple-shot blasting units. The appendix at the end of this circular lists trailing, cables that have passed tests prescribed by Schedule 2D. When equipment passes the inspections and tests prescribed by the United Status Department of the interior, Bureau of Mines, in published "schedules" or standards, it is formally approved as "permissible" for use in gassy mines, and the manufacturer is then permitted to mark it with an approval plate that identifies it as having been approved by the Bureau. Two of the largest industries in northern Michigan, pulp and paper manufacturing and iron mining, formed a mutually beneficial partnership and collaborative research program to utilize paper mill residuals for waste rock stockpile reclamation. Historically, the majority of the paper industry’s residuals have been disposed of in landfills. The beneficial use of paper mill residuals for mine reclamation provides an environmentally sound recycling solution for the solids generated at northern Michigan paper mills and eliminates the need to strip additional overburden (glacial till) for final mine reclamation. Residuals offer a cost-effective source of organics and nutrients necessary for successful reclamation and waste rock stockpiles offer an economical and environmentally sound solution for disposal of residuals. The goal is to successfully pioneer technical development of paper mill residuals to accomplish vegetation of steep waste rock stockpile slopes and benches to establish a self-sustaining plant community that meets final reclamation requirements. Of the various types of iron mining wastes, rock stockpiles pose the greatest reclamation challenge. Success depends on incorporating sufficient organic matter into the rock stockpiles to produce a growth medium that can sustain vegetation without the need of overburden. This is an ongoing research program that is evolutionary in nature with numerous field trials, greenhouse studies, data collection and monitoring over multiple growing seasons. The program is a combination of innovative ideas and accepted reclamation practices that is proving to be a beneficial and economic approach to paper mill residual management and mine reclamation that will eventually lead from research to standardized reclamation procedures.

The storage capacity of any given tailings storage facility (TSF) is a function of the volume available for the tailings, for which the geometry of the final upper surface of the tailings is most important. One of the advantages that can be obtained from thickening tailings prior to discharge is that the tailings can be stacked at a steeper beach angle than is obtainable with conventional low-density slurries. However, there is at present no universally accepted method available for the accurate prediction of tailings beach slopes. This paper examines the current situation with the objective of putting the quest for a method for the accurate prediction of beach slopes into perspective. The paper references published reviews of the best-known beach slope prediction methods. However, there do not appear to be any independently verified projects or published references to projects on which a Class A prediction has been validated for any of these approaches, and in those instances where projects have been implemented correlation of actual with predicted slopes has been poor - often due to differences between the properties of the tailings assumed in the design and those actually achieved in the field. The author also concludes that flume-scale testing cannot be taken as a reliable indicator of full-scale performance, and suggests that the outcome of any current predictive method should be used by experienced practitioners as only one of a range of indicators in order to suggest a range of slope angles likely to result for any given operation. Practice has shown that it is possible to manipulate beach slopes by changes to the disposal technique, such as limiting the rate of discharge per discharge point and by increasing or decreasing yield stress, but the impact of these changes cannot readily be predicted. There are also newly emerging technologies, such as the injection of a polymer into the tailings at discharge, that will enhance the dewatering of tailings and hence expedite the consolidation of the tailings, that could well facilitate the development of steeper beach slopes. The overall conclusion is that with the current state of knowledge, the accurate prediction of beach slopes is not possible. Furthermore, in view of the inherent variability of the tailings parameters from any operation, it may well be of more value to concentrate on developing an understanding of the means by which the tailings parameters may be manipulated by the operators to achieve a given beach slope than to concentrate wholly on developing a generic beach slope prediction model.

Introduction In preparing this paper on Recent Developments in Gold Milling Practice, the idea occurred to me that possibly the best way to deal with the subject would be to take you in thought on a visit to the principal gold mining camps of the Dominion, starting at the east and finishing up in the west, and noting, as we go, the outstanding improvements that have been made in the last few years in the practice of gold milling. Before beginning this tour, I desire to emphasize the debt this country, and particularly our mining industry, owes to that body of trained and experienced men, little heard of, but who, working quietly on their problems, are responsible for these improvements. The metallurgists, to whom I refer, have solved many difficult problems for the mining industry, in connection with the treatment of our complex ores; for instance, the silver-cobalt ores of the Cobalt district, the gold ores of the Porcupine district, the gold-telluride ores of the Kirkland Lake? district, the copper-gold ores of Noranda, the arsenical-gold ores of the Beattie mine, the copper-zinc ores of Flin Flon, and the lead-zinc ores of Kimberley. In doing so, they have maintained the high technical standards of the profession, and the practices thus evolved are noteworthy for their high degree of efficiency. When the price of gold increased from $20.67 to $35.00 an ounce, what had formerly been thought to be a low tailing became almost an ore, so that the metallurgists are now busily engaged upon the problem of putting this railing back in its proper place of being a tailing once more, or from its value, at the present price, of anywhere from 50 cents to a dollar or so per ton, to a few cents per ton. Owing to the changing prices of the metals in the world's markets, still greater improvements in metallurgical practices are imperative. An important contributory factor towards improvement in ore dressing is the aid furnished by the microscope in the examination of ores and mill products. By making possible the determination of the mineral constituents of the ore, their association, and grain size, it gives the investigator a knowledge of his problem, before he does any actual test work. In the Mines Branch laboratories at Ottawa, its use has enabled us to predict how an ore should respond to various methods of treatment.

As many, perhaps more, risen have died from gases and lade of oxygen (known as "after-damp") than have been killed by the blast and hart. Me explosions often are caused by it combination of factors, including concentration of methane in air, formation of clouds of dust, and the presence of a flame or spark. These explosion factors have varied with changes ill milting method and practises over the years, but the basis causes have always been the salve. Understanding of the causes and to acceptance of ways to guard against explosions and their effects have been slow to spread from investigates to officials and Own to bosses and miners. Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

THE {120}(001) texture has been reported in near 50 pct Ni-Fe alloys <0.004 in. thick1,2 and in copper 0.014 in. thick.3 This texture is one of two types of secondary recrystallization textures observed to replace a cube texture matrix and is desirable in Fe-Ni alloys because of its unique magnetic characteristics.1,2 However, the conditions for and mechanism of the {120}(001) formation are not well understood.3 During an investigation of the influence of alloying elements on the magnetic characteristics of 49 pct Ni-Fe alloys with a sheet thickness of 0.014 in., we have observed the growth of {120}(001) secondaries when strong deoxidizers such as aluminum and calcium were present. It is believed that this observation in unique and provides additional insight with regard to the mechanism for {120}(001) texture formation. Three alloys were prepared with electrolytic iron and nickel and contained a nominal 49 wt pct Ni. Alloy A was a straight binary Fe-Ni alloy, whereas intentional additions of 0.013 wt pct Ca to alloy B and of 0.59 wt pct A1 to alloy C were made. Ingots were forged at 1100 C, hot-rolled to 0.150 in. gage, pickled, and cold-rolled to 0.014 in. Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

There are huge benefits for mining operations that have a well-defined maintenance program that is understood and followed across the total operation. But for operations lacking a quality maintenance program, there is equal assurance that nearly every major maintenance problem can be traced to this omission. Few problems will be permanently corrected until such a program is implemented. Definition The maintenance program re-quires the interaction of all mine departments. Initially, the production department will request work and the maintenance department will identify work, principally through preventive maintenance inspection and testing efforts. Maintenance will then classify the new work to determine the best way to respond. Maintenance will plan selected major jobs to enable its crews to carry them out more effectively. Maintenance will schedule the planned work with operations. Supervisors will assign all types of work to their crews then, control the work through effective supervision. As work is completed, maintenance will measure the work using an accurate information system. Next, it will assess overall accomplishments against goals such as performance standards or budgets. In addition, the pro-gram would prescribe a means to evaluate every aspect of the operation as it affects maintenance so that necessary improvements or changes can be identified, prioritized and acted on. Such evaluations should be part of a mine-wide continuous improvement effort. A well-defined maintenance program is one of the best investments a mining operation can make to assure its profitability. Educating the total operation on the pro-gram assures long-term dividends from the investment.

The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines - mining, metallurgical, chemical, civil, electrical, mechanical and environmental - as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies - and hence no two development projects - are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource project&apos;s development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as `doing a feasibility study&apos;. But the principal purpose of a `feasibility study&apos; is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant - they are a prerequisite to the demonstration of a project&apos;s viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of `feasibility studies&apos; and provide guidance to minimum standards and best practice.

The dry grinding and leaching circuits of the Barrick Gold’s new Roasting Facility at Goldstrike Mine in Nevada, USA incorporate well proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available technologies from the perspective of capital, environment and operating costs. Crushing is a two stage process using gyratory and cone crusher. Ore is stockpiled and then reclaimed to two parallel dry grinding mills. The double rotator dry grinding mills include a drying chamber, coarse and fine compartments and utilize a gearless motor drive (GMD) or “wrap-around”. In-circuit product transfer is accomplished with air slides and bucket elevators. Finished product separation is performed by both static and dynamic classifiers with the final product captured in baghouses. Recycle of unfinished product utilizes cascade chutes. The final ground product reports to two 2000 ton roaster feed silos. The two-stage oxygen flu-solids roasters with their associated gas train are the subject of a separate paper. The cyanide leach circuit is a standard carbon in leach system with circular swept screens for interstage carbon retention. The loaded carbon is sent to the existing Goldstrike autoclave plant for stripping and regeneration. Tails, after cyanide destruction, are deposited in the existing tailings dam with tails from the autoclave facility. Throughout the circuit, Clean Plant Design criteria were used to assure environmental compliance, ambiental acceptability and ensure worker health and safety. The commissioning and operation of the double rotator grinding technology has been very successful at Barrick Goldstrike.

Due to the international depletion of reserves of traditional high-grade iron ore, the ore resources available throughout the world, especially in steel mills in East Asia, have changed drastically from hard hematitic to more goethitic ore types, such as pisolitic and Marra Mamba ores. The level of impurities and loss on ignition in iron ore has also been slowly increasing. Finally, the proportion of fine material in the available products has increased considerably for most iron ore fines. This has been found to have significant impacts on sinter quality and sintering performance. Magnetite concentrate is typically high in Fe grade and releases extra heat when oxidised to hematite. The amount of magnetite concentrates is expected to increase due to the recent development of a number of magnetite projects. Some of these magnetite concentrates will end in sinter blends. This will not only improve the sinter quality and but also have a beneficial impact on the fuel consumption of the sintering process. However, most of the concentrates available are very fine, which will negatively impact the green bed permeability and consequently the productivity of the sintering process. Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

Water has received little attention as a variable in flotation, even though it is a known fact that water hardness often has an adverse effect on purity and recovery, particularly on the flotation of non-metallic minerals. Because of this fact, process water used in some flotation plants is treated to reduce hardness to an acceptable level. In the laboratory, distilled water is usually used as the flotation medium in order to standardize conditions, whereas in flotation plants locally available water is used. At Rosiclare Works of Aluminum Company of America, Rosiclare, Illinois, where a vein-type of fluorspar deposit was being processed by flotation to make an acid-grade fluorspar concentrate until February of 1968 when the plant was closed, qualitative correlations had been observed between metallurgy and reagent consumption and the seasons of the year. The observed effects were thought to be due to seasonal variations in the quality of Ohio River water used as the flotation medium. Figure 1 shows the variations in total hardness and chloride contents of Ohio River water at Rosiclare for the period September 1964 through September 1967. During this period, the sulfate content varied from 85 to 245 ppm (as Na2SO4), the calcium from 90 to 160 ppm (as CaCO3) and the magnesium from 50 to 70 ppm (as CaCO3). The data in Figure 1 show that the total hardness and chloride contents are highest in the late summer and fall which are usually periods of low water and lowest in late winter and spring which are usually periods of high water.

In the present number of Mining and Metallurgy, issued on the fiftieth anniversary of the founding of the Institute, it appears appropriate to chronicle a few of the interesting incidents respecting its early life. We are fortunate in being able to cull the following notes from unpublished manuscripts of Doctor Raymond and Doctor Drinker, than whom no other members could have written with greater exactness and fidelity. THE seventh decade of the 19th century may be said to have marked an. era in the history of the world. Industrially and .commercially it was marked by the wide application and utilization of discoveries already made, which came to their full effect at this period in steamships, railways, telegraph and cable lines; the standardization of parts in machines, from watches to locomotives; the use of &apos;dynamite, antiseptic surgery, the open-hearth steel process, the compressed-air rock-drill, the electric generator, and the Gatling gun. Through the opening of the Suez canal in 1870 the maritime trade of the world was revolutionized, sailing vessels were supplanted by steamers, while ocean cables and ocean "tramps" brought about far more rapid movement of commerce than had before been experienced. Politically, this period was marked by the sudden birth of the German empire and the beginning of that intensive internal development of the national resources of that empire in preparation for colonial extension and war, the amazing result of which has been made evident by the recent world conflict. Reduction interactions in solid phases are widespread and occur in most complex metallurgical processes. Among these processes, reactions between oxides and carbon have a special importance. The authors conducted experiments for comparison of reduction by different reducing agents of impregnated chromite ores, in which grains of the reducible chromite spinel are isolated from direct contact with the reducing agent by layers of non-ore material. The results of the experiments have revealed that the beginning of reduction is preceded by thermal and impurity order-disorder transformation of the oxide lattice whilst the transformation of the oxide lattice into the metal lattice takes place as a result of removal of oxygen anions from the zone of metal germ nucleation. Since anions are charge carriers, increase of their mobility can be monitored by changes in electrical conductivity of oxides. Respective measurements of electrical resistance of ores of different metals and a number of pure refractory oxides under heating have indicated that the beginning of reduction coincides with the time of drastic (tens of thousands times) increase of conductivity of the oxides. Besides, the temperature of the beginning of carbon-thermal reduction is in line with the Tammann temperature, i.e. the temperature of transition from the predominantly surface diffusion to volume diffusion. Segregation of metals from the oxide lattice occurs as a result of merging of anion vacancies with defect electrons on defects of the oxide lattice. The transformation of the oxide lattice into the metal lattice requires a certain concentration of anion vacancies and inflow of electrons from the reducing agent to the site of metal segregation. Such inflow has no difficulties due to the mixed anion-electron nature of high-temperature conductivity of oxides. Thus, the reduction is not determined by oxygen diffusion, it is determined by oxygen vacancies diffusion whose speed exceeds the speed of oxygen diffusion by orders of magnitude. This determines that the kinetics of reduction considerably exceeds the kinetics of oxidation at similar temperatures since oxidation proceeds by means of mass transfer of oxygen through the layer of the generated oxide.
