On the first of July, 2012, the Australian GovernmentÆs Clean Energy Act commenced. From this point, a price of $23/t of CO2-e will apply to facilities that trip the liability threshold. This first part of this paper concentrates on the mechanics of the Clean Energy Future legislation and how it will be applied to the mining and mineral processing industry.The second part of this paper contains analysis of the data presented for typical mine operations. Methodologies for constructing a carbon strategy are also presented. This will entail determining what the objectives of the carbon strategy are, and defining what the strategic priorities for a business should be. An action plan to address the risks identified from the Clean Energy Act is also developed as part of the strategy.Details such as the advantages and disadvantages of opting into the carbon price scheme for liquid fuels are shown. Other considerations such as the ability to acquire permits through the carbon farming initiative or through overseas clean development mechanism projects are explained.CITATION:Allen, M and Holt, P, 2012. "The Jaguar project is relatively unique in that it was evaluated, financed, built and operated to completion within the last ten years, providing the opportunity to holistically review and reconcile expectations against the actual outcomes. It is a case study that allows wider conclusions to be drawn with respect to the risks and opportunities involved with project evaluation and execution.Jaguar is located in the Leonora Mining District of Western Australia and was commissioned in mid-2007 as an underground accessed, single high-grade volcanic-hosted massive sulfide (VHMS) deposit with an on-site concentrator, producing copper and zinc concentrates exported via the Port of Geraldton to South-East Asian markets.The feasibility study (FS) had several iterations (JML, 2005a); the last dated July 2005 was specifically targeted to secure project funding, and summarised the reserves-only portion of the resource and its planned exploitation. The commissioning of the mine was the transition for the owner Jabiru Metals NL from junior explorer to producer and the project was the dominant asset of the company.Jaguar operated through several significant deviations from the linear project plan set out in the FS, including the Global Financial Crisis (GFC), a corporate takeover and disruption to the mine plan from the onset of material geotechnical issues. Whilst the GFC or mining disruption were not specifically predicted in the FS or peer reviews, the generic effects of the events were assessed in the project risk assessment and they influenced subsequent management decisions. In parallel to the internal project-specific risks, the short planned life of Jaguar was a risk to the continuation of the corporate entity which was being addressed by significant investment into brownfields exploration to extend or replicate the project, and ultimately added value such that attracted a corporate takeover.Holistically, the project delivered the returns predicted in the FS, but in a much different guise than was expected. EH-pH diagrams are useful tools in understanding how mineral surfaces react in solution and particularly how aqueous conditions can be changed to enhance mineral leaching processes. However, successful application of these diagrams requires several things be kept in mind to prevent what others have termed ?gross errors? in their calculation and use. The aqueous Cu-S system is used as the basis for explaining the mass-balanced method of calculating EH-pH diagrams with the thermodynamic equilibrium software, STABCAL. This includes a breakdown of the Gibbs? Phase Rule and how it is employed in STABCAL to modify the diagrams. This methodology was then applied to the aqueous Cu-As-S system and resulting diagrams are compared against examples of those generated using the predominant-ion method. The resulting mass-balanced diagram for enargite (Cu3AsS4) is noted to compare well with spectroelectrochemical measurements using Raman spectroscopy and cyclic voltammetry.

BROMO Seltzer blue has gone to war. The blue of the Bromo Seltzer bottle is a product of cobalt, the Nation's No. 1 strategic metal. When the National Production Authority, on Nov. 21, 1950, ordered a 70 pct cutback in domestic use of cobalt, a stab of pain was felt in the hearts of the glass, porcelain enamel, steel, paint, pottery, and electrical and electronic equipment industries. The reason: A full-scale wartime economy with astronomical requirements for jet engines, high velocity projectiles, armor plate, electronic equipment, and the many products needed to win a war. There is little potential comfort for cobalt users in nonessential manufacturing, and the military will be pinched for optimum supplies of the metal. However, if proper measures are taken immediately and current plans are completed, in two years there will be far more cobalt available than ever before. When normal times return, cobalt supplies should be sufficient to meet peacetime military requirements, and greatly expanded domestic requirements that will result from new technological development for wartime but adaptable to peacetime products. A geochemical study of cyanide neutralization processes was conducted at Brohm Mining Corporation to gain a better understanding of the leach pad behavior and to develop a simplified procedure to quantify the attainment of compliance with permitted cyanide neutralization criteria. Such attainment is a prerequisite for off-loading spent ore from the leach pad at the "load/unload" gold heap leach operation. The geochemical study program consisted of size fraction analyses and weak acid dissociable (wad) cyanide analyses for various sections of the spent ore from the actual leach pad. Further testwork included size fraction analyses and wad cyanide analyses on the ore from four 29 foot laboratory test columns which were leached and neutralized with different neutralization treatments in parallel with an actual active leach pad. Wad cyanide was analyzed daily on the neutralizing columns and various parameters were monitored weekly on the influents and effluents during the leach cycle and neutralization period. A comparison was made of neutralized effluent chemistry and porewater extraction fluids, as well as an analysis of the selective adsorption of cyanide on various particle size fractions.

The ability of open pit mines to steepen overall final wall angles allows significant cost reductions as a result of reduced waste movement requirements. Final wall angles are principally controlled by three factors: geological conditions; hydrological conditions; and wall control blasting practices. The first of these factors is not controllable by the mine operator, the second can be influenced to some degree, but the last one certainly can be controlled, hence the current interest in final wall blasting practice at many mining companies. This paper discusses common blasting techniques employed to steepen final pit walls and outlines the attractiveness of moving from small hole high cost systems to the use of full size production drills as a means of reducing wall control blast costs. Attempts to make this change have been limited at many mines by the physical size of the drills and their inability to reverse drill. In the past, pres pi it, pre-shear or trim holes have had to be drilled vertically, at considerable distance from the upper bench toe, with the result that inter-berm face stability is reduced and final wall angles have to be made somewhat more shallow than desirable. The paper concludes with a description of how these problems can be overcome by utilizing the new Bucyrus 39R which has the capability of drilling at a ?15 degree angle underneath the machine. It is concluded that the resulting wall control blast designs will offer large mines improved final wall angles with resulting significant overall cost reductions.

The key objective of forming a cartel is to increase profits to members of the cartel by taking the following action: a) control output; and b) control price. However, while attempting to obtain monopoly profits the cartel members have to contend with costs associated with cartelization and such costs include the following: political costs; the cost of coordinating output and price; organizational costs (such as cheating); and administrative costs (such as the cost of attending cartel meetings). The objective of commodity exchanges is to provide an open, free market where buyers and sellers may openly complete transactions and pricing information can be immediately disseminated. These transactions include the following: a) to provide facilities for "hedging", or transferring price risk from buyers and sellers of physical commodities to "speculators" through the medium of buying and selling futures contracts, and b) taking physical delivery of metal on due dates.

"What is the primary responsibility of geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer — ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geoengineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this article will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face.What is our purpose?A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question “What is our purpose?” I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor ground water levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: Safety. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or ground water."

Recoflo® ion exchange technology utilizes fine mesh resin beads, a fully packed resin bed, and counter-current regeneration. These unique features help to improve exchange kinetics, reduce regenerant consumption, and increase the concentration of strip solutions. Commercially, Recoflo technology has been extensively used in the following areas: the separation of strong mineral acids from dissolved metal salts, the purification, removal and recycle of dissolved metals in the surface finishing industries, and the production of high purity water. In the mining and metallurgical industries Recoflo ion exchange systems have been installed to treat a copper refinery bleed stream at Falconbridge's Kidd Creek plant and to treat a nickel and cobalt bearing ammonium sulfate effluent stream at another primary metal producer's facility. In the first application an APU® Recoflo system is used to separate the sulfuric acid at 200g/L from the dissolved copper and nickel sulfate salts at 80 g/L. The absorbed sulfuric acid is recovered from the resin by elution with water and is then returned to the refinery electrolyte circuit. In the second application a chelating ion exchange resin is used to remove nickel and cobalt at 0.01 - 3.0 g/L from process streams containing 120 - 240 g/L ammonium sulfate. This Recoflo system has been designed to reduce the nickel and cobalt levels to 0.001 - 0.002 g/L while recovering cobalt and nickel at concentrations up to 30 g/L and 15 g/L respectively. Case studies for both these metallurgical applications and other Recoflo processes are presented in this paper.

The Minera Yanacocha operation presents various operating challenges, due to the complex structure of several heaps interconnected with ponds and gold recovery plants. A comprehensive process model has been developed in order to better understand the effects of certain operating parameters on issues such as water usage and inventory. An integral component of the water/mass balance of the process is a model of each heap that describes the flow and chemical behavior based on the individual characteristics of the heap. A computational fluid dynamic (CFD) software framework is used to model the individual heaps. The structure, calibration and validation of the model are described. Several examples demonstrating application of the process heap model are presented for the La Quinua heap. The effects of loss of solution flow to the heap (i.e., pump failure), increased cyanide levels in applied solutions and higher copper head grades on the process operation and balance are investigated with model simulations and compared to the baseline operating conditions. An example of estimating gold production and inventory based on projected heap loading plans is provided.

As part of a much larger research project, factor analysis was employed to help interpret and compare the geochemical signatures produced by two different sample media; a traditional -80# soil fraction, and a coarse float. Both sample types were collected by hand auger from the extension zone of the Redmoor sheeted-vein complex and analyzed -for 19 major and trace elements. The rationale behind the study infers that the geochemical anomalies produced by wallrock alteration around such targets can be better detected in the lithogeochemical rather than the soil environment, sometimes at considerable distance from their source.

The mining industry is cyclical, but those are more than normal business cycles. In the early 2000s the industry saw the start of China as a game changer for the mining industry which lead to catch phrases like ‘stronger for longer’ and even ‘stronger forever’. Enter the global financial crises and the more recent slow-down in the Chinese economy and confidence that the future is bright has dimmed! This paper looks at the long-term forces that are likely to impact the global mining sector and explain why the industry has an excellent future. However, the industry is not without its many challenges and while demand may be in a prolonged step change, the ability to generate profits will depend on the fitness of each asset and company.The author also discusses the hated terms of ‘boom’ and ‘bust’ and considers how the industry can reduce them, but normally exacerbates them. The ability of the junior sector to raise funds being a primary example and one that remains closed to all but the very best exploration assets. Based on laboratory tests and preliminary field tests of off-the-shelf steel toed rubber boots, a molded sole design was developed to provide increased traction over conventional calendared sole miners' boots. The pattern provided sharp edges perpendicular to both lateral and fore-aft slip vectors. The sole was designed to reduce mud caking. An instep lace-up capability was added to better secure the foot inside the boot. A five month field evaluation compared the prototype boots to the boots the participants usually wear. Although objective slip and fall data showed no significant advantage for the prototype, subjective evaluations made by the participants indicated increased traction for the prototype boots. Approximately 75 percent preferred the prototype to their own boot. Approximately one-third used the lace-up capability. It was concluded that molded soles provide better traction than calendared soles for the underground mining environment.

"In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers’ thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers’ jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. IntroductionAccording to the U.S. Mine Safety and Health Administration (MSHA, 2015a), 37 mine workers were fatally injured in accidents at metal and nonmetal mine sites between October 2013 and January 2015, following a record low of 16 in 2012 and in 2011. In 2014 alone, 29 mine workers were fatally injured at a metal or nonmetal mine site, and 52 percent of these fatalities occurred at a surface stone, sand or gravel (SSG) mine. In January 2015, Joseph A. Main, Assistant Secretary of Labor for Mine Safety and Health wrote to stakeholders in the metal and nonmetal mining community and identified several areas where improvement was necessary to promote the health and safety of mine workers. One area identified was an increased focus on “daily and effective workplace exams to find and fix hazards” (MSHA, 2015b).Hazard detection is challenging in the mining industry, despite the existence of regulation. Mining is a major undertaking involving the use of complex heavy machinery, equipment and processes as well as numerous and diverse worker activities that take place in a dynamic, challenging environment (Scharf et al., 2001). In other industries that are similarly dynamic and unpredictable, such as the construction industry, a large proportion of hazards go undetected (Carter and Smith, 2006). It is critical that miners are able to both recognize worksite hazards and accurately assess the risk associated with the hazards, because their health and safety depend on their deciding whether and how to remove hazards and mitigate risks."

Foreign and domestic companies find the mineral potential of this country's stern public lands, its capital markets, political stability, and "open-door" policy attractive for hard mineral exploration. Traditionally, exploration in the US has been geographically based and responsibility oriented at the district level. The 1970s brought a decentralized approach to exploration as major non-metal companies began to diversify into hard minerals. The emphasis was on capital intensive metal and energy projects involving bulk-tonnages. The recent economic downturn in metals has caused many of the new participants to withdraw from the mineral scene. The surviving companies have shifted their emphasis toward medium scale precious metal projects having high operating margins and rapid return on equity. Exploration expenditures in the United States are now principally focused on gold and silver to the exclusion of practically all other commodities. In the search for precious metals companies have scaled back their exploration efforts and have began to apply new approaches to target selection. The search is being assisted by rapidly evolving conceptual models. The change in orientation has led to numerous new discoveries. The finds are essentially "rediscoveries" that c,-re previously uneconomic. The majority are low-grade surface deposits that have involved low discovery costs and short lead times for development by low-cost mining and beneficiation methods. The emphasis on gold to the exclusion of all other commodities raises questions regarding the direction of exploration in the US for the rest of the 80s.

Gold was initially discovered at Ballarat in 1851. After initial alluvial mining, underground quartz mining commenced in 1853, continuing until 1918. The historic miners were considered to be capable of mining anywhere in the world after overcoming the difficult conditions within the Ballarat goldfields. Whilst mining has changed dramatically since the early 1900s the challenges with underground mining at Ballarat have not. Modern pumping systems cope with the moderate water inflows. However, modern machinery and efficient mining methods influence opening sizes and extraction techniques. In some cases modern techniques have accentuated the challenging ground conditions and complex orebodies that were faced by the historic miners. As the Ballarat East project has progressed towards production, technical challenges relating to geomechanics and mine planning are being resolved resourcefully.

The most common method of treating mine drainage to prevent water pollution consists of neutralization and aeration. This process removes the acidity, iron, aluminum, and some other heavy metals, but does not render a water suitable for domestic or industrial use because of the high dissolved solids, hardness, and sulfate in the treated water. The Environmental Protection Agency (EPA), has been sponsoring and conducting research since 1966 on the use of reverse osmosis (R.O.) for the treatment of mine drainage. This process has been found to be highly effective in the removal of nearly all the dissolved solids. In addition, since R.O. is a concentrating process, potentials for recovery of valuable heavy metals are possible. This paper is a review of the state-of-the-art on the treatment of mine drainage by reverse osmosis.

In 1950 Kaiser Steel Corporation acquired control of the Utah Fuel Company, a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah. The mines at Sunnyside have been producing high quality coking coal since the late 1890's. Kaiser Steel acquired the coal deposits at Sunnyside in order to supply the necessary coke for its steel plant at Fontana, California. The Sunnyside coal deposits are made up of two mineable beds, the upper and lower Sunnyside seams. Both seams outcrop along the southward facing escarpment of the Book Cliffs. The coal seams dip under the massive sandstones of the Book Cliffs to the northeast at 5 to 22 pct., with the steepest-part being near the outcrop. Mining at Sunnyside up to 1961 had been carried on with room and pillar methods. The deep cover and rotten roof conditions, along with the need of increased tonnage, required a change of mining technique. Numerous ideas were presented, discussed, and economically analyzed. Several people involved in these discussions, with the aid of W.W. II, had been introduced to the European methods of coal mining, namely the longwall technique. The European mines had long been plagued with near similar conditions as those at Sunnyside, particularly the deep cover problem. The longwall method seemed to be working very well under these conditions, and with the extensive studies given longwalling by the Kaiser Steel mining officials, it was decided to give longwalling a try.

Minería sin residuos o Wasteless Mining (WLM) es una innovación tecnológica global que apunta a eliminar los riesgos ambientales generados por escombreras y relaves, por medio de una combinación de los procesos de explotación subterránea por hundimiento y de espesamiento de relaves hasta convertirlo en pasta. La condición ideal ocurre cuando ya existe una explotación a tajo abierto y se migra a explotación subterránea por hundimiento, en cuyo caso el déficit de volumen para alojar el relave en pasta lo suple el antiguo tajo. La cavidad resultante del minado por hundimiento puede contener algo más de 2/3 del residuo generado; el otro tercio se coloca en el tajo pre-existente, en obras subterráneas abandonadas, en un depósito sobre zonas de subsidencia delimitada por pretiles o en una relavera menor. Durante la explotación de mina por hundimiento, hasta extraer 1/3 de las reservas no hay cráter de subsidencia. Entre las principales ventajas de la WLM, el artículo cita: mínimo uso de suelo y quebradas para depositar residuos, bajo riesgo de filtraciones y/o producción de aguas ácidas, bajo consumo de agua, ausencia de vibraciones o polvo por voladura.

"INTRODUCTION For a number of years manganiferous iron ore has been mined on a small scale at Boston Hill, in Grant County, N. Mex. Total production up to 1943 is estimated to be over 793,000 long tons, containing 8 to 35 percent manganese and 26 to 46 percent iron. 4/ During 1941 to 1943 production was estimated to be 206,000 long tons, containing about 13 percent manganese and 37 percent iron. During 1944 daily production was several hundred tons, mostly from a single open pit. Several moderately large deposits have been mined: and many smaller ones have been found.From February to April 1945 geophysical surveys were carried out on Boston Hill by the Division of Geophysical Exploration, in cooperation with District 5, Central Region, Bureau of Mines, to determine if hitherto undiscovered manganiferous iron deposits exist. Field work was interrupted for a total of about 1 month during this period by work on other projects in nearby areas. Previous to the geophysical surveys, a preliminary examination was made by H. R. Joesting to determine if geophysical methods could be utilized in exploring the area. 5/Field measurements were made by L. O. Bacon and J. H. Getz, project geo¬physicists of the Bureau of Mines, under the general supervision of H. R. Joesting. A grid survey of the area, to locate geophysical stations, was made by Paul Russell, Bureau of Mines engineer, who also collected specimens for laboratory tests. Most of the computations and the preliminary magnetic and resistivity maps were made by L. 0. Bacon."
