The continuing search for faster, safer, and more economical methods of excavating underground openings has led the staff of the Mather mine of the Negaunee Mine Co. directly to mechanical boring of raises and drifts. The mine is located within the city limits of Negaunee and Ishperning in the eastern portion of the Marquette Iron Range in the Upper Peninsula of Michigan. It is owned jointly by McLouth Steel Corp., Bethlehem Steel Corp., Republic Steel Corp., and The Cleveland-Cliffs Iron Co., who also serves as the operating agent. A total of 2,400,000 tons of iron ore averaging over 60% Fe is mined annually by the block-caving method. This provides feed for the Pioneer pellet plant at Eagle Mills where 1,450,000 tons of pellets are produced yearly with the remaining tonnage being sold as coarse ore. Technical staff of Cleveland-Cliffs have long realized that improved methods of advancing raises and drifts were a necessity if underground mining of iron ore was to survive the transition period in the steel industry's requirements from direct-shipping ore to pelletized ores. For this reason, the Mather mine embarked upon an experimental raise-boring program with a prototype machine in 1961. Improvements since that time in equipment and practice have resulted in the acceptance of mechanical boring of raises as a standard development tool and a vital link in the fulfillment of an orderly development schedule. Advancement of large-diameter openings such as main-level drift headings by mechanical methods in the harder, more competent types of rock has developed more slowly in the mining industry due to the need for more compact and portable machinery and improved bit technology. Many of the obstacles have been overcome by the manufacturers, and in March 1967 it was decided to proceed with a program to bore approximately 4000 ft of 13-ft-diam drift in the Mather graywacke footwall rock.

The general principles of the gas-lift will not be described in this paper. Only specific details that have not been fully discussed in previous papers, or results that do not fully coincide with conditions previously described, will be dealt with. The principal points to be emphasized and for which supporting data are furnished are as follows: 1. Gas-lift installations usually have comparatively high efficiencies as compared with standard pumping equipment, when reduced to a basis of barrels produced per horsepower installed. 2. Advantages of high-pressure plants from the standpoint of operating efficiency and for the application of the gas-lift early in the life of flowing wells. 3. Evidence of increased ultimate yield through conservation of gas by the gas-lift. 4. Possibility of development of new equipment to increase efficiency of the gas-lift. 5. Indications of the advantages of repressuring as a means of stabilizing gas-lift wells and as a means of increasing ultimate yields. TyPes of Installation The gas-lift installations of the more important companies in California have been of the central-plant type wherever field conditions would permit. This has resulted in greater flexibility and lower installation costs per well than could be obtained with individual well units. In general discussions of the gas-lift method of production, the installation costs are frequently referred to as being too high for economical operation. If the field conditions are carefully analyzed and the plant designed with the idea of obtaining high operating efficiencies, the installation cost per well can be lowered sufficiently to compare favorably with individual well-pumping units, when the operating advantages are considered. Much greater production per horsepower can be obtained with the gas-lift than is possible with pumping equipment. The sampling and estimating of the orebodies in the mines of the Anaconda Copper Mining Co., at Butte, have been made a part of the work of the geological department. The wisdom of this assignment is apparent, considering the organization of that department, the nature of its records, and the scope of its regular work. In the first place, the district is divided into units of two or three mines each and a geologist is assigned to each group. His trips to all the working places are frequent and he follows the mining operations closely. His notes are graphic and detailed. In the office, he posts his notes on the standard maps and sections and on special maps for correlation purposes. With the approval of the chief or assistant chief geologist, he recommends development work underground and watches its progress. This gives the geological department a precise knowledge of the character of each orebody. Sampling is done by one or two samplers at each mine working under a chief sampler stationed in the geological office. The chief sampler has access to all the office maps and is in frequent consultation with the geologists; his instructions to the samplers are issued with the approval of the chief or assistant chief geologist. Not only is it important that the geologic information be used to direct the sampling but the reports of the samplers and the records kept by their chief are useful to the geologist, who needs them in his work of estimating ore reserves and deciding on recommendations for development work. The sampler, moreover, is at the mine every day and makes a daily report, which keeps the geologist in close touch with the progress of development work. The sampler is attached to the mine office and thus comes under the jurisdiction of the operating department. By plotting fixed carbon against British thermal units of coals free from mineral matter, and ranging in rank from anthracite to lignite, it is found that the coals of higher rank, from anthracite to the higher rank of the high-volatile bituminous coals, inclusive, can be separated into groups according to their degree of metamorphism by reference to their fixed carbon. Such charts show also that the coals lower in rank can be best separated into groups with respect to B.t.u., especially when plotted on the moist basis, that is, coal containing its natural bed moisture. A tentative scheme for coal classification was presented at the October, 1932, meeting of the Technical Committee on Scientific Classification, of the American Standards Association Sectional Committee on Coal Classification. This scheme was sponsored by Subcommittee IV on Tentative Classification of Coals, under the chairmanship of W. T. Thom, Jr. It proposed the grouping of coals according to rank by reference to fixed carbon and B.t.u., on the basis of coal containing its natural bed moisture but free from mineral matter. This scheme proposed classifying coals into four broad classes: (1) anthracitic, (2) bituminous, (3) subbituminous, (4) lignitic. The anthracitic class was divided into three groups designated as meta-anthracite, normal anthracite, and semianthracite. The bituminous class also was divided into three groups, low volatile, medium volatile, and high volatile. The high-volatile group was further subdivided into four subgroups according to moisture content, as fo1lows: (1) less than 5 per cent, (2) 5 to 10 per cent, (3) 10 to 15 per cent, and (4) 15 per cent and more. The subbituminous class was divided into two groups, group 1 including subbituminous coals having calorific values of 10,500 B.t.u. or more, and group 2 including those with less than 10,500 B.t.u. "Cobalt and lithium recovery from spent Li-ion secondary batteries has been increasingly studied in recent years due to the high value of both metals and the low proven reserves for lithium. The standard method employed until now has been the deactivation and crushing of the batteries, followed by leaching of the L1C0O2 spinel from the battery cathode using acid solutions, such as 1.5 to 2.0 M HC1 or H2SO4, in a temperature range from 120°C to 250°C. Once leached, the cobalt is separated by electrodeposition and the lithium by precipitation, using large amounts of carbonate to bring the solution to alkaline pH values. In the present work, citric-thiosulfate solutions are used for the spinel leach at room temperature, favoring a reductive environment at room temperature, which stabilizes the cobalt(II) as cobalt citrate and lithium(I) at pH 5, and recovers approximately 99% of both metals.IntroductionThe Li-ion batteries industry has become an important economic sector in recent years. This type of battery is the most promising system for energy storage, because of its high efficiency in charge-discharge cycles, and its adaptability to many configurations. The demand will probably increase because of the need for mobile energy sources in many types of devices ranging from cell phones, tablets, and laptops to medical, navigation and sophisticated communication equipment and even in automobiles.One major problem related to the use of these batteries is the method employed for recycling the components, mostly cobalt and lithium. Currently, there are two processes employed on an industrial scale: the Sony/Sumimoto process, used since 1990 [1] and the Toxco Process [2]. In the first case, incineration is used to open the batteries and at same time volatilize the organic solvents. After that, the metals (copper, iron and aluminum) are physically separated. The cobalt and lithium are recovered as oxides and then thermally treated in order to recycle them for new batteries manufacture."

One of the most important contributions to the art of electrolytic zinc production has been the aluminum cathode. This has been used in all major production since its commercial developmerit in 1916. The literature is replete with important contributions, some of which may have been replaced by better ones, but thus far there appears no other metal to take the place of aluminum as cathode material. Credit for this innovation goes to Sherard Cowper Coles, of England. When experimenting on the extraction of zinc from Broken Hill ore at Hayle, Cornwall, in 1893, he introduced the aluminum cathode, and in 1895 obtained . British Patent No. 20073. The reason for this dominant position of aluminum as cathode material in zinc sulphate electrolytes is its unique surface, to which electro-deposited metals usually do not tightly adhere. The metal must be of high purity for best results. It is possible to develop a starting-sheet method by which thin electro-deposited sheets of cathode zinc are made and stripped from a smooth aluminum plate. Such thin sheets of cathode zinc may be used as are the copper sheets in standard electrolytic copper-refinery practice. However, complications arise because of extreme warping of the zinc starting sheet after a few hours of deposition, and thus special arrangements must be made to compensate for this abnormality. Reasons advanced for the ease with which deposits may be stripped from the aluminum surface are: (1) presence of a permanent oxide coating on the metal, (2) failure of aluminum to alloy with the deposit, (3) differences in coefficient of expansion, (4) high position of aluminum in the electromotive series of metals. Of these reasons for nonadherence, which may have some application in general deposition, probably the oxide coating has the greatest bearing on the subject of zinc deposition. MAGNESIUM alloy tubing and hollow shapes are finding increasingly wider usage in practical applications today. Square and rectangular tubing and hollow shapes find [ ] greater diversification in use than standard round tubing. Typical applications are roller conveyors, ladder rungs, spools, furniture, tank car loading tubes, athletic equipment, and business machine parts. In general, the amount of tubing and hollow shapes produced represent a minor portion of the magnesium extrusion business. The magnesium alloys in which tubing and hollow shapes are being produced together with typical properties are presented in Table I. MI A alloy is a low cost alloy possessing good welding and stress corrosion characteristics together with moderate formability and corrosion resistance. It is widely used for low strength applications. AZ31 B, alloy is used for moderately stressed applications and possesses good corrosion resistance and formability with fair welding characteristics. AZ61 A alloy has slightly higher physical properties than AZ31 B alloy together with good formabil- [ ] ity and corrosion resistance but slightly poorer welding characteristics. AZ80 A, ZK60 A-F, and ZK60 A-T5 alloys are used where the maximum in physical properties is required. AZ80 A alloy possesses fair corrosion resistance but with formability and welding characteristics inferior to' the other alloys. ZK60 A-F and ZK60 A-T5 alloys, while only recently offered for com¬mercial use, are finding favor due, to the higher permissible extrusion rates. These alloys possess greater toughness than AZ80 A alloy and, while of moderate formability at room temperature, are very formable at 300° to 500°F. Under existing economic conditions, the treatment of gold ores occupies an outstanding position in metallurgical activity. The increased price of gold has automatically brought about a reclassification of old dumps and low-grade orebodies, and many that formerly were considered valueless are now being vigorously investigated and worked. This situation has developed problems that have taxed the ingenuity and ability of metallurgists to the utmost. Some gold ores give a high extraction of gold by standardized methods of treatment; other ores of apparently similar character yield but a relatively small percentage of their gold when treated by the same processes. Surface Contamination The experience gained by microscopic study of numerous gold ores and tailings has shown that there are pronounced differences in the physical characteristics of the minerals composing them, more especially of the gold. Repeated studies of tailings from flotation and cyanidation of gold ores has established the fact that surface contaminations on gold particles are often directly responsible for high gold losses; comparison of gold particles isolated from flotation concentrates and the resulting tailings have showed that the clean gold has been recovered and the tarnished or contaminated gold invariably lost in the tailing. Obviously, it is not possible to make such a comparison of gold ores treated by cyanidation, as the clean gold has been taken into solution; but when the gold found in cyanide tailing has a tarnished or coated surface, one may infer, with a reasonable degree of certainty, that the clean gold has been extracted. This premise is supported by experimental evidence obtained by isolating particles of tarnished gold and exposing them to cyanide solution in small parting cups. In one such experiment, tarnished gold particles picked from a cyanide tailing showed but slight evidence 01 dissolving at the end of 27 days. During the past few years, the Mineral Point Zinc Co. has had under consideration the improvement of various types of gas-filtering apparatus used in the removal of dust from crushing and milling plants, in the manufacture of oxide, and on blast-furnace fume and sintering furnaces. The original equipment of the various plants of the company was, of course, along lines of the standard stationary bag house. These houses required large surfaces, hand shaking, and varied only in the manner of the collection of solids and in the distribution of the gas. , Early in 1908, the first trial of a mechanical bag house was made at Nassau Plant at Depue, Ill. The duty of this installation was on dust-laden gas from a fine-crushing mill. The Printz and Rau bag machine was finally adopted and put into operation. This ingenious machine embodied what were then to us two novel features in bag-house practice: 1. An intermittent crinkling and snapping of the filtering fabric to free the meshes of solids. 2. A reversal of gas flow for a short period by a temporary connection with the suction trunk. This equipment worked fairly well except in cold weather, when we ran into condensation troubles. Had we at that time understood more fully some of the limitations of fabric filtering work, these might well have been remedied. We were impressed by this experience, however, with the efficiency of sudden tension on the fabric under suction. After a study had been made of some of the western blast-furnace houses using the reversal-of-flow feature, experiments were started early in 3 914 with a view to developing an automatic equipment along the best lines of our past experience. The objects sought were: 1. Keeping labor out of the houses for hygienic reasons. 2. Reduction of labor costs. 3. Reduction in size of bag houses. 4. Accessibility. 5. Ability to handle relatively hot gases where required.

9.4-1. Basic principles. DESCRIPTION AND BASIC FUNCTIONS. The concept of inclined skip haulage is not new. The basic idea has been in use at least 400 years. The system is essentially a steeply inclined railway utilizing a hoist to pull the skips to the top or intermediate positions. Inclined skip haulage is often justified where high lifts would require long hauls for other haulage systems. The basic system types are as follows: 1. Single skip, single drum. This system is a single car pulled by a simple hoist system. 2. Balanced skip, single drum. A system utilizing two cars (skips on cables)--one overwound, one underwound-on a single drum. The dead weight of one skip and cable balances the dead weight of the other. As one skip ascends the other descends between two fixed points. 3. Balanced skip, double drum. This system is an elaboration of system No. 2, except the drums may be disengaged from one another to permit the skips to service various loading and dumping points. The preceding are major classifications subject to numerous variations. These variations may be in the skipway, skip design, loading methods, or unloading methods. A few examples follow: 1. The skipway may be standard or special railroad, an overhead monorail or cable, or a ramp for rubber tired vehicles. 2. The skip, per se, may be of varying dumping arrangements (side, bottom, etc.) or could be the box of the vehicle hauling to the skip. 3. Loading may be accomplished directly from the service unit to skip, through an intermediate loading device (e.g., a pocket), or into bins which feed the skip. Loading may be at more than one point. 4. Unloading of the skip can be simple or complex as required. Dumping may be to the haulage unit, to bins and feeders, or to a crusher and conveyor system. Dumping may take place at more than one point.

TO those engaged in the purchase and sale of gold- and silverores, mattes and bullion, the frequent differences in the gold- and silver-contents, as reported by different assayers, is a source of much annoyance and expense. The desirability of uniform methods of assay has long been recognized by certain refiners who specify in their bullion-contracts the method to be adopted in assaying the bullion. One large producer of base bullion employs at each refining-works with whom it has a bullion contract an assayer whose duty it is to see that the bullion is sampled and assayed according to contract-specifications. For the assay of gold- and silver-bullion, standard methods are now generally adopted; the reeult being that differences seldom occur. While we cannot hope for anything near perfection from fireassay methods for ores, mattes and base bullion, as carried out cornmercially, such methods may be made to yield results which answer all commercial requirements, and they will probably be retained for obvious reasons. The object of the present paper is to point out some of the sources of error and to show the importance of more uniform methods of assay and close attention to the details of the work. The sources of error in the assay of ores and mattes are: improper sampling; losses of the precious metals during fusion, scorification and cupellation; imperfect elimination of the base metals on the cupel and imperfect extraction of the silver during the parting in nitric acid. It is not the object of the present paper to enter upon the subject of sampling; but a few remarks may be of value. There has been considerable discussion recently in Colorado upon the frequent differences which occur in the assays of Cripple Creek gold-ores, and these differences have been attributed to various causes. Water is a most remarkable substance. It is essential for life of all kinds. Not only can no one live without water, but man has always needed water for farming, raising animals, manufacturing, transportation, and recreation. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created by man. However, with our growing population and our ever-increasing demand for goods and services, the public, industry, and government at all levels have become aware of the need to more efficiently manage the water resources of this nation. Coal has helped this nation to become the greatest industrial nation in the world. Coal has generated our electricity, run our railroads, and helped arm our nation during wartime. The result has been the highest standard of living in the world, a time of widespread prosperity, and a national defense potential that has delivered the hardware during four wars in this century. The use of water in coal mining is somewhat different than in most industries. With the exception of the small amount of water used in cleaning plants and for fire protection, most of the water encountered in coal mining operations is unwanted since it serves no useful purpose. In other words, it must be removed, otherwise it will interfere with mining operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface. Ditches were often used to drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In June 1992, the Mine Safety and Health Administration (MSHA) published the 'Report of the Coal Mine Respirable Dust Task Group; Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in- mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

It is quite conceivable that the question of using coal or an alternate fuel in the future by large industrial consumers may be decided on the basis of possible profitable utilization of flyash. Accordingly, the Coal Research Bureau at West Virginia University has been attempting to develop new uses for this waste material. This effort has resulted in the development of a process for producing flyash-based face brick and other structural materials which generally exceed published specifications for competitive clay-based materials. These structural materials, containing up to 97% waste coal ash, can be produced from flyash derived from most coals without regard to the physical or chemical properties of the coal ash. Preliminary production cost estimates indicate that face brick can be manufactured at a rate of 9000 brick per hr or more with a resultant gross profit of over $24.00 per thousand brick. Plant payout time for a plant of this size would be only about 1.2 years assuming a market price of approximately $55.00 per thousand, a well established figure for comparable clay brick. With flyash production expected to more than double in the next 15 years, there is an increasing need for a practical and Profitable method for the utilization of large tonnages of this material (see Table I listing total flyash production of utilities in each state of the U.S.). Present industrial and governmental physical and chemical restrictions, particularly for use as a lightweight filler or pozzolanic material, have limited the use of flyash considerably. For those ashes which have met the required standards, utilization is not always assured because of lack of promotion and poor public acceptance. Less than 6% of the total flyash production in the U.S. was sold in 1962. The remainder was dumped in disposal areas at costs as high as $2.42 per ton.' "In the spring of 1927, six members of the American Institute of Mining and Metallurgical Engineers met for dinner at the Chemists' Club in New York to discuss the possibility of setting up a committee within the Institute to further the current interest in the science of steelmaking. Attention to this subject had been crystallized by a symposium held by the Faraday Society in 1925. After a prolonged discussion, ranging from thermodynamics to slag conditioning, it was decided to approach the Institute with the request that a standing committee on "The Physical Chemistry of Steel Making" be set up. This committee proposed to promote scientific and practical papers on the subject, and was designed to cooperate with the Open Hearth Committee of the Institute in bringing scientific developments to the attention of open-hearth operators throughout the country. . . . "As the life of the [Physical Chemistry of Steelmaking] Committee lengthened and general interest in the technical phases of steelmaking grew, it .became evident that there was a distinct need for a book that might serve the open-hearth interests to better advantage than standard texts whose scope is necessarily wide and whose detailed exposition of the open-hearth process is, therefore, somewhat limited. With this thought in mind, the Committee, after some years of consideration and debate, embarked on the venture of writing a manuscript on 'Basic Open Hearth Steelmaking'." The foregoing paragraphs, taken from the introduction by C. H. Herty, Jr. to the first edition, well describe the circum- stances which led to the publication of “Basic Open Hearth Steelmaking” in the spring of 1944. The book consisted of nine- teen chapters contributed by twenty-three authors and edited by the staff of Alloys of Iron Research and T. S. Washburn, H; M. Larsen, and J. S. Marsh with Frank T. Sisco as consulting editor. The Engineering Foundation and the Open Hearth Steel Committee of the Iron and Steel Division, AIME, made financial grants; steel companies and other organizations supported the publication by contributing time and expenses of staff members in their capacity as authors or editors. SEVERAL systems have been investigated by Bates, Wald, and weinstein&apos; to determine the compatibility of pure PbTe with various metals. This was accomplished by experimentally determining the direction of the reaction given by Eq. [I]: The direction of this reaction is very important if alloys of the PbTe system are to be used in thermoelectric generators because the presence of free lead in the matrix, followed by incipient melting in the vicinity of the hot junction, could cause a bonding failure. According to anssen,&apos; the Au-Te system contains only one stable compound, AuTez. The initial alloy which was reacted was therefore of the composition AuTez + 2Pb. Ten-gram samples of PbTe plus 1, 10, 20, 30, 40, 50, and 70 at. pct Au were encapsulated in carbon-coated quartz capsules in vacuo. All materials were of semiconductor (99.999+ pct) purity. Carbon coating was used to prevent reaction of the quartz with any of the alloying constituents (the solubility of carbon in the constituents of the alloys is negligible). Each capsule was then placed in a thermal analysis furnace, melted, and cooled through the transformation region. Thermal arrests were monitored on a strip chart recorder. Each sample was subsequently examined microscopically after standard grinding and polishing techniques were applied. For better contrast between the phases, the samples were etched in Murakami&apos;s etch; however, both phases could be identified without etching. Several of the samples were ground into powder, stress-relieved, and X-rayed in a Debye-Scherrer camera using nickel-filtered Cu-Ka radiation. The phase diagram shown in Fig. 1 indicates that the pseudobinary system exists as a simple eutectic with no measurable (<I pct) solid solubility at either limit. Figs. 2,3, and 4 are photomicrographs of the structures obtained with 20, 40, and 50 at. pct Au, respectively. At higher concentrations of gold (>40 pct) slight divorcement of the eutectic occurred, apparently due to a) the difference in density between gold and PbTe (19.6 and 8.25 g per cu cm, respectively) or b) the nonideality of the liquid as noted by the curvature of the liquidus lines. There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia.
