"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. Literally hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be dues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations: grinding capacity usually is the greater consideration. Grinding Capacity Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. Factored or ratio estimate based on major equipment costs with probable accuracy in the 25 to 30% range. 3. Budget authorization or Preliminary estimate, based on sufficient project data to

The human lumbar spine is inherently an unstable structure and requires sophisticated neuromuscular control to maintain its stability and for performing physical tasks. As a consequence, it is important to understand the potential health effects on human operators of mechanical stimuli such as shock and vibration.1 Impact applied to a vehicle operator combines the risk of sudden, unexpected load with the mechanical stress of the seated posture.2 Because many work environments contain the potential for multiple, unexpected impacts, it is important to understand how the trunk muscles respond to complex conditions. We believe the results have implications for isolation design and standards development. Methods Muscle activity was recorded during simple and complex impacts, applied randomly and without warning, while subjects sat on an air-suspension truck seat located on a man-rated 6-DOF motion platform (Rexroth-Hydraudyne). Simple (single) impacts consisted of 100 ms quarter-sine jolts in the side-to-side (L and R) and vertical upward (V) directions with peak amplitude at 0.4 g. Complex impacts consisted of combinations of two simple (single) impacts in sequence (LV, RV, VL, VR), separated by 100 ms. Twelve right-handed males (23.7 ± 7.8 years old) were tested without a blindfold under 2 posture conditions (supported while leaning back and unsupported, sitting upright) and 2 seat suspension conditions (present or absent). Each type of impact was repeated three times under each posture and suspension condition, resulting in 84 impacts in total. Surface EMG signals from the left and right erector spinae (ES), rectus abdominis (AR), external obliques (EO) and internal obliques (IO) were recorded and transformed to 25ms RMS values. The response time, defined as the time the muscle activity exceeded the mean + 2 STD of the pre-impact resting period, peak response amplitude, and time were then derived. A mixed-model repeated measures analysis of variance was used to evaluate statistical significance, where type I error rate was set at .05. Results One question we asked of these data was whether there were differences in responses related to simple single strike impacts (L, R, or V) and complex, double-strike impacts (LV, RV, VL, VR). There are 21 possible combinations of comparisons of simple and complex impacts to each other. The differences found are listed in Table 1.

THE connection between short-range order and thermodynamic activities in binary solid solutions has been pointed out by Birchenall1 who calculated approximate values of the energy of interaction of Zn and Cu and of the degree of short-range order in alpha-brass at one composition and two temperatures. The purpose of this note is to call attention to a somewhat more accurate theory than that used by Birchenall and to extend the calculations to a wider range of temperatures and compositions as a means of testing its applicability. This is an example of the well-known general method of comparing measured thermo-dynamic functions of a system with those calculated from a microscopic model by means of statistical mechanics. In this case, mathematical approximations must be used which make difficult any decision about the validity of the model. Birchenall's statistical method resembles closely that called by Fowler and Guggenheim2 the "quasi-chemical" method which has been shown to lead in certain cases to results identical with those obtained by the method of Bethe.3 The quasi-chemical method has been extended by Takagi4 to give general formulae for the free energy of binary solid solutions based on several lattices at all compositions and temperatures. Specifically, he treats the four systems typified by: I. ß-brass; 2. a- brass; 3. AuCu3; 4. AuCu. IT has been noted in a study of the flow and fracture of nodular cast iron under biaxial stress conditions (complete results of which will be published later) that when this metal is subjected to stress it may undergo a striking density change. Such behavior was first determined by strain gage measurements made on tensile test specimens, and has since been substantiated by other types of measurement. The chemical analyses and mechanical properties of several nodular irons to be discussed here are given in Tables I and 11. Tensile data for iron A was obtained from a hollow cylindrical combined stress specimen of the same dimension as those used by L. F. Coffin, Jr.1 in his investigation of gray iron properties. Standard 0.505 in. solid tensile-test bars were used for irons B and C. On each specimen type, A-8 wire resistance strain gages were used—two diametrically opposing gages in the axial direction, two in the tangential or hoop direction. By subtracting elastic strains from the measured strains, the plastic strains could be calculated. By assuming that radial and tangential strains are numerically equal, a measure of permanent volume change can be obtained by summing the plastic strains. This appears to be a good assumption, since the metal either fractured, iron A, or readings were discontinued, irons B and C, long before necking took place. This calculated variation of volume increase with stress is given for irons A and B in Fig. 1. Data for iron C is almost identical with that for iron B. The volume change indicated by Fig. 1 has been substantiated by a more direct type of density measurement. A method developed by S. G. Fletcher and' Morris Cohen,' and completely described in the discussion of their article, has been used. The accuracy of specific volume measurement has been estimated as 0.00002 cu cm per gram. Essentially the method consists of weighing a sample in air and then immersed in water. Measurements were made before and after straining the material. The results shown in Table I11 were obtained by means of half-size (0.252 in. diameter, 1 in. gage length, 3/8-16 threads) tensile specimens. The only outstanding development in Montana oil or gas fields during 1935 was the extension of the Cut Bank oil and gas field 7 miles southward. This field is now about 20 miles long and 3 to 8 miles wide, with 218 producing oil wells and 39 producing gas wells. Average daily production of the oil field during December, 1935, was about 6700 bbl.; total production for the year 1935 was approximately 2,020,770 barrels. The Cut Bank field in northern Montana is in a flat to rolling glaciated area used mainly for grazing purposes. Oil and gas occurs in sandstones and shaly sandstones in the Kootenai (Dakota) formation of Lower Cretaceous age at depths ranging from 2700 to 3000 ft. Prominent anticlinal or domal structure is not present, but small plunging anticlines occur locally. Strata dip westward from 75 to 200 ft. per mile. The field lies on the western flank of the Sweetgrass arch, a broad gentle upwarp over 150 miles long. Localization of oil and gas appears to be due either to pinching or lensing out of the sandstone beds, or else silting of the sandstones with clay minerals so that porosity becomes low. Within the field offset wells show marked variation in initial production, which suggests that differences in porosity of sandstone is the controlling factor. The gas-producing portion of the field is entirely updip (east) from the oil-producing portion, and the producing horizons are the same. Initial production of oil wells ranged from about 50 to about 200 bbl. per day, and initial open flow of gas wells ranged from about one million to about 37 million cubic feet per day, with an average of 11 million cubic feet. Initial gas pressures were slightly greater than 700 lb. per sq. in. Oil is brought to the surface by pumping. Both rotary and standard churn-drilling equipment are used. In the remaining 14 oil and gas fields but little new activity took place other than the drilling of offset wells and wells in proven territory. Continuation of "acid treatment" of wells in the Kevin and Pondera oil fields led to reconditioning of many old wells and the drilling of a number of new wells within these fields. Acid treatment of the oil-bearing horizon, which is the dolomitized and silicified Madison limestone of Mississippian age, has proved quite satisfactory, and some "bone dry"

Iodine is a soft, lustrous, grayish-black non- metallic element with a density of 4.9. It is the least active of the four members of the halogen family. The other members are, in order of increasing activity, bromine, chlorine, and fluorine. Iodine is a solid at ordinary temperatures, while bromine is a liquid and chlorine and fluorine are gases. Iodine melts at 113°C and volatilizes at 184.4°C to a blue- violet gas with an irritating odor. It occurs in nature only as iodates and iodides or other combined forms. It was discovered by Bernard Courtois in France in 1811, who noticed its presence as an unknown substance in crude soda ash obtained from burning seaweed. Gay-Lussac recognized it as a new element and named it iode, from the Greek word "ioeides or iodes" for violet color (MacMillan, 1970). The world production is not known with any great certainty, but it is probably between 20 and 25 million lb per year, of which about 25% is consumed in the United States. Geology and Mineralogy Iodine compounds occur as a minor constituent as a mineral in the Chilean nitrate deposits and in solution in brines and sea- water. According to the U.S. Geological Survey, it is the 47th most abundant element in the earth's crust. The minerals lautarite, Ca (10,) (calcium iodate), and dietzeite, Ca, (10,) , (CrO,) , (calcium iodate-chromate) are found in Chilean nitrate deposits which are located in Antofagasta and Tarapach provinces on the eastern slope of the coast range in a desert area. Various brines contain iodine compounds. Seawater contains about 0.05 ppm of iodine and some seaweeds will extract and accumulate it up to 0.45% on a dry basis. Some coals in West Germany also contain iodine compounds. The known and potential sources of iodine reported in 1968 are given in [Table 1]. Iodine has been recovered from brines in Java, Indonesia, France, England, and the USSR. Iodine has also been recovered from seaweed in Ireland, Scotland, France, Japan, Norway, and the USSR. The indicated re- serves and future resources of iodine are large but have never been adequately measured. Analysis Iodine as the free element can be detected by the characteristic blue color it gives to a starch solution. Quantitatively it is determined as the free element by titration with standard thiosulfate solutions using starch as an indicator. Colorimetric methods are also applicable.

The: volatility of a motor fuel is an index to its quality and to the satisfaction that will attend its use as an internal combustion engine fuel. Natural gasoline is concentrated volatility; threfore, it is quite natural that the most important market for natural gasoline should be for blending with less volatile refinery gasolines. Progress in the art of manufacturing natural gasoline, particularly in fractionation, which has made possible the elimination of the fixed gases and lighter hydrocarbons having a tendency to gasify at atmospheric pressure and temperature, has made it possible and desirable for refiners to utilize an ever-increasing percentage of natural gasoline in their finished product. This, in turn, has enabled the industry at large with each succeeding year to supply to the consuming public a better grade of gasoline. While cracking processes and improved fractionation in refinery operation have resulted in higher yields of gasoline per barrel of crude oil refined, natural gasoline has also played a large part in this respect because it has enabled the refiner to cut deeper into the crude and still maintain proper standards of volatility by blending natural gasoline with the product from his stills. There is, of course, with even the present improved grades of natural gasoline, a limit to the percentage that may properly be used. This percentage varies with different grades of crude oil, varies according to the facilities employed at the refinery and varies according to the grade of motor fuel manufactured; therefore it is not possible to say that for a certain predetermined amount of motor fuel to be manufactured in a given area, a certain definite amount of natural gasoline will be required. It is, however, generally conceded, and statistics bear out the statement, that the average gallon of motor fuel sold in this country contains approxi-matcly 11 per cent. of natural gasoline. Isolated cases may be found where in a very few refineries during certain seasons no natural gasoline is used, while in other plants as high as 35 per cent. and 40 per cent, natural gasoline is used in certain grades of motor fuels. Readjustment of the industrial world to a peace basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet be clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this' are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the elimination of industrial accidents, and provision against want in old age or in case of disability will have brought us no nearer to our real goal.

IT IS increasingly evident that the excellence of blast-furnace operation to a great extent depends upon the preparation of the products fed into the furnace. The preparation of these products is carried on largely in the roasting and sintering departments. Prior to the building of flotation plants in Utah and other western states for the treatment of lead-zinc ores, the gravity concentrates received at the Midvale smelter amounted to about 4000 tons per month, containing 24 per cent. lead and 10 or 11 per cent. zinc. This product was about 20 mesh-that is, 45 per cent. of it would be plus 20 mesh and the balance minus 20 mesh. About 1000 tons of pyrite per month, containing 5 per cent. lead and 10 per cent. zinc, was also received. These products were sent to the multiple-hearth roasters for calcining, after which they were sent to the Dwight-Lloyd machines for sintering with other ores. The sintering charge passed over the machines but once. The first flotation products received consisted of a wet, sticky, muddy mass, containing a large amount of moisture, up to 19 or 20 per cent., and it was almost impossible to feed .them with any degree of regularity, if at all, through our standard feeders; but the amount of flotation product received during the first year or so was relatively small and it virtually lost its identity by being mixed with a large amount of jig and table concentrates. As the quantity of flotation products increased, more efficient filtering was accomplished and the moisture greatly reduced. FLOTATION PRODUCTS RECEIVED At the present time the Midvale plant receives about 4300 tons per month of flotation product running 60 per cent. lead and 4.5 per cent. zinc, 85 per cent. of which is minus 200 mesh and contains about 8 per cent. moisture; and 4000 tons per month of pyrite of similar fineness, running about 2 per cent. lead and 3.5 per cent. zinc, containing about 10 per cent. moisture. The lower moisture greatly reduces the difficulties of handling, making it possible to run a 100 per cent. flotation feed on a multiple-hearth furnace without serious mechanical troubles. Bromine is the intermediate member of the halogen family of elements between iodine, a solid, and chlorine, a gas. The name is derived from the Greek "bromos," meaning stench. Bromine is the only nonmetallic element that is liquid at room temperatures with a melting point of -7.2° C and a boiling point of 58.78º C. Reddish brown in color, it dissolves easily in water to yield a red solution. Bromine volatilizes at ordinary temperatures to a red vapor that is very irritating to the eyes, nose, and throat. Density of the liquid is 3.12 and gas weighs 7.59 gpl at standard conditions. As the element is highly active, it exists in nature only as bromide compounds. Bromine was discovered by Antoine Jerome Balard in seawater bitterns in 1826 and first prepared in quantity in 1860. Distribution Bromine is widely distributed in nature and compounds occur in solution in natural brines, in seawater, saline lakes, oil and gas well brines, and in evaporite chloride minerals. The concentration of bromine salts ranges from 60-65 ppm in seawater to several thousand ppm in oil well brines and saline lakes. The distribution of bromine in marine evaporite minerals and in the solutions from which they crystallized was determined many years ago by H. E. Boeke (1908). Theoretical aspects regarding the geochemistry of bromine have been published in numerous papers (Raup and Mite, 1969). Bromine occurs in solid solution in carnallite and sylvite associated in potash deposits; in halite in salt beds; salt in oil shales; and in trona deposits. Its presence is useful as a guide in geochemical exploration. The analysis of small amounts of bromides in the presence of large amounts of chlorides is discussed by W. Schwerdtner (1963). Manganese, iron, and iodine may interfere with the determination. Other analytical methods are discussed at length in the literature (Stenger and Atchison, 1964). Sources and Reserves The sources and reserves of bromine, given in Table 1, appear ample to meet present and foreseeable requirements in all producing countries. With the occurrence of bromine salts in seawater and other brines, the potential for bromine production is worldwide. It has been estimated that 99% of all commercially recoverable bromine is in the ocean. However, actual subterranean brines having a higher bromine content than seawater will continue to be the preferred sources of bromine for the foreseeable future. [ ]

Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

Activated carbons used for precious metal recovery from carbon-in­pulp (CIP), carbon-In-leach (CIL) and carbon-in-column (CIC) circuits often become fouled with Inorganic precipitates (i.e., CaCOa, CaS04, SI02), and adsorbed organics (I.e., petroleum distillates from lubricants, dissolution products from wood) (1,2). These contaminants occlude carbon pore structure, such that diffusion controlled adsorption and desorption (elution) of Au(CN)2-and Ag(CN)2· are lmpeded(3,4l. Thus, after only short exposure to the hydrometallurgical environment, the characteristic carbon activity is reduced(5l. By frequently regenerating circuit carbons, activity losses associated with fouling can usually be minimized. Regeneration typically Involves (not necessarily Is this order): 1) elution to remove adsorbed ionic species (e.g., until they are removed from the carbon pore structure, Au(CN)2" and Ag(CN)2-are contaminants )(6l; 2) acid washing with 3-15% (wt/wt) hydro­chloric acid, to dissolve soluble Inorganic precipitates such as CaC03; 3) neutralization and/or water rinsing to remove residual acid; 4) thermal regeneration at 350-650 °C to remove adsorbed and/or pyrolyzed organ­ics; and 5) screening to remove fine carbon particles produced by Impaction and abrasion in the various stages of the hydrometallurgical circuit (i.e., adsorption, elution, and regeneration). The overall process Is purposed to reopen the circuit carbon pore structure, and to maintain the activity and qualities of virgin (new) carbon(7,8l. While most CIP, CIL and CIC operators regenerate circuit carbons, few evaluate the effect of the process on carbon quality in a systematic way. Process control usually Involves Iterating critical regeneration parameters such as: acid concentration; time frames for acid washing and water rinsing; and temperature and residence time for thermal regeneration. Carbon quality control frequently comprises only sporadic activity tests performed on non-representative grab samples dipped from conve­niently accessed carbon storage bins. So, regenerated carbon quality may vary and (at times) be unacceptable for effective hydrometallurglcal circuit operation. To verify the efficacy of the regeneration process and assure accept­able adsorption and elution rates for Au(CN)2· and Ag(CN)2·, operators should systematically assess regenerated circuit carbon quality. This paper, then, suggests methods for effectively assessing circuit carbon quality, Including: carbon sampling procedures; standardized physical and chemical test methods; and criteria and general procedures for comparative adsorption rate (activity) testing. Also, a two tier quality control testing scheme is proposed, and techniques for presenting and interpreting test data are demonstrated.

Bird Balls™, the latest development in the ongoing battle at mine sites across North America, help to eliminate accidental avian mortality caused by birds ingesting cyanide leachate. Bird Balls™ are a 4-inch sphere made of high-density polyeth­ ylene (HDPE). They weigh 40 grams and are black in color to provide optimum life in UV intense environments. A floating blanket of bird balls totally excludes birds from a liquid surface. Federal agencies that enforce the Migratory Bird Treaty Act do not specify how to keep migratory birds out of leachate basins. Some state agencies, however, specify that a physical barrier must be in place to exclude migratory birds if cyanide levels are high enough to cause mortality. Industry standards for protecting waterfowl now include Bird Balls™ as well as net­ting, detoxification, and heap leach systems designed in such a manner that no exposed solution ponds or channels exist. Hazing is no longer an option. A bold statement to make? Perhaps, but W. R. Jeffress (1990) covers the subject well when he stated that, "Hazing techniques as a whole have not been effective in excluding waterfowl or other species of wildlife from toxic heap leach solution ponds or tailings impoundments. Research and devel­opment of the new 'Star Wars' hazing techniques, such as laser netting and radar systems, are interesting concepts and will pos­sibly offer an alternative to total physical exclusion or neutral­ization in the future. All of these methods are going to have to be thoroughly tested." For those who may want further docu­mentation, we have included a special reference section cover­ing hazing. R. J. Hallock (1990) stated that, "The Fish and Wildlife Service is particularly interested in migratory birds. In fact, a large portion of our effort, nationwide, is focused on migratory birds. Bird habitats are managed directly through the National Wildlife Refuge System and indirectly through other agency programs. We also have a responsibility to protect birds under the Migratory Bird Treaty Act. Most birds attracted to mine ponds are covered under this Act. The only migratory birds not protected under the Migratory Bird Treaty Act are English Sparrows, Starlings, and Pigeons. Since this is a treaty with five nations, the concept of acceptable losses does not apply. It is not a negotiable situation. There are a few exceptions noted in the Act, including prescribed hunting of selected waterfowl, scien­tific collection, and game bird farming. There is no exception for the loss of migratory birds exposed to solutions of cyanide."

Gold was discovered in the Sierra Nevada by J. W. Marshall on Jan. 2, 1848. The town of Grass Valley soon sprang up and contained several stores in 1849; but the population of the town has always reflected the fluctuations in quartz mining. Gold-bearing quartz was found on Gold Hill in September 1850, and in the next two years most of the quartz-bearing veins in the vicinity were located. At first, the quartz was crushed in mortars with spring poles; the IIuff Co. took out $20,000 in this manner during the winter and spring of 1851. The first mill was put up in January, 1851. In 1866, there were in Grass Valley 248 stamps, crushing 71,420 tons of ore with an average yield of $30 to $35; in Nevada City, there were 142 stamps, crushing 14,200 tons, with an average value of $25. Rut in 1918, only two properties in this region, the Empire and the Korth Star, were producing Since then, there has been a revival of mining in the district and the following properties are being opened up: The Golden Center. In 1852, the quartz miners in Nevada County deeided that "each prospector shall hereafter be entitled to 100 ft. on a quartz ledge or vein and the discoverer shall be allowed 100 ft. additional. Fach claim shall include all the dips, angles, and variations of the vcin." This rule was in force until replaced by the Federal mining laws of 1872; these allowed quartz claims to be 1500 ft along the vein, with all the dips, spurs, and angles, and to have a width of 600 ft. The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.

Segmental tunnel linings are becoming more common in Australia. One current project employing a segmental lining is the City West Cable Tunnel (CWCT) in Sydney. The project has been commissioned by Energy Australia and is currently being constructed by Thiess Pty Ltd. The project includes 1.6 km of tunnel boring machine (TBM) driven, segmentally lined tunnel. The majority of the CWCT will be excavated through Hawkesbury Sandstone. The tunnel is required to carry a 132 kV electrical circuit under SydneyÆs central business district (CBD), between Haymarket and Energy AustraliaÆs City North Substation on Sussex Street. The segmental lining has been designed as a 3.2 m internal diameter, 200 mm thick universal ring with six trapezoidal segments. The design and detailing of this segmental lining presents some noteworthy challenges, including exposure to saline groundwater, and the exclusive use of steel fibres for flexural and tensile concrete reinforcement. This paper describes some of the key elements of the segmental lining design. These include:the case for choosing segmental linings over other forms of tunnel construction;the major design checks required of a segmental lining including ground loading, hydrostatic loading, joint bearing, joint rotation, ram loading and the early strength lifting case;the benefits of using steel fibres over conventional steel reinforcement;the design approach used for steel fibre reinforced concrete;the application of 3D computer modelling in the design;the provision for components including connector dowels and gaskets;the design for passive fire resistance; andthe design for durability of steel fibre reinforced concrete in a saline environment. Segmental lining design requires the application of specialist design approaches. Input is required by the construction team, as the methods of demoulding, handling, transportation and installation impact on the lining design. As the segmental lining is functioning as immediate ground support and also a permanent lining, high standards of manufacture and construction quality control are required to ensure that the 100-year design life is met. The requirement for a watertight tunnel means that detailing and installation of the EPDM gaskets is of importance.

I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner&apos;s B.C. Testimony.1 This table shows that through 1978, 205 respiratory cancer deaths have been observed among white underground uranium miners in the
