This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

AMONG the many newer disclosures that have accompanied the petroleum industry's progressively deeper exploratory drilling is the increased frequency with which the operators are encountering reservoirs of which the products at the time of discovery exist wholly or predomi-nantly in the gas phase. The popular term "distillate pool" is most often used within the industry when referring to this type of reservoir, and in this paper the term is used in that sense. These pools have been observed in many different surroundings. In some places the entire reservoir is filled with the wet gas containing its water-white condensible products in the gas phase but apparently with no dark oil or other hydrocarbon liquids in the reservoir. The 8200-ft. horizon in the Big Lake field in West Texas is a good example of this type. At other places the wet, or distillate-bearing, gas may form a large gas cap directly overlying and in contact with an extensive reserve of dark oil. Oklahoma City, Kettleman Hills, the 8500-ft. horizon in the Big Lake field, and many others are examples of this type. There are also many places in which the wet distillate-bearing gas fills nearly the entire reservoir space, while the dark oil occupies only a narrow, bandlike zone, which marks the boundary of the reservoir along its lowest productive contour. The heavier components of these deep pool gases are generally water white in color, a large portion of which are condensible in a conventional oil and gas separator, when operated under pressures of the order of 400 to 800 lb. per sq. in. Although the water-white products recovered in the separator sometimes have end points of 650° F. and higher on standard Engler distillation, they occur only in the gas phase in the reservoir. It is entirely possible that even some small amounts of dark colored reservoir components may occur in the gas phase when the temperature is 300° F. and pressures exceed 6000 lb. per sq. in. Close approaches to these conditions have been encountered in the deepest producing wells. The condensible content of the deep reservoir gases of the many pools that have been tested or produced to date shows a wide variation in both condensible content, per 1000 cu. ft. of gas, and physical character.

A number of wells were drilled at two phosphogypsum stacks, one at P-21 owned by IMC and the other at Agrico's South Pierce Stack. Each well was sampled, and composites representing 5-ft increments were leached with synthetic rainwater to determine the extent of metal and nonmetal migration. To simulate what was occurring in the stack, composite samples were placed in a column, so that the column represented the stack in miniature form. Leaching experiments showed that both metals and nonmetals moved down the column when water was added to the top of the column. Data obtained from P-21 showed that with time the concentration of metals and nonmetals reached equilibrium values. The concentration of Ca, SO4, F, Si, and PO4 were -600 ppm,~1,500 ppm, 32 ppm, 14 ppm, and 22 ppm, respectively. Column leaching of South Pierce material, representing 0 to 55 ft of stack, showed that after 355 in. of water, the stack was near equilibrium values down to the 33-ft level. With continued addition of water, the portion of the stack at equilibrium would continue to increase and eventually reach the values observed for P-21. The test showed that the sulfate concentration of the effluent from the stack would never reach the USEPA standard value of 250 ppm. During the leaching test, it was determined that the permeability of the phosphogypsum in the columns was 0.000103 cm/sec. This number was used in the modeling. The data obtained from the leaching experiments cast some doubt on the practice of entombment now being practiced for closure of phosphogypsum stacks. The data clearly shows that with time, the amount of material leaching from the stack is low in concentration, with only the calcium and sulfate at higher levels. When a stack is closed at an existing operating plant, allowing rainwater to fall on the stack and capturing the solution in the existing pond system would eliminate the need for covering the stack, since with time the closed stack would continue to leach and at some point reach the equilibrium values of the P-21 stack. Entombment means that the leachable material in the stack will always be there and will require monitoring forever. Allowing rainwater to decontaminate the stack may be the best environmental solution to the problem.

Evaluation of Ellenburger reservoirs in West Texas has been an uncertain matker at best because of the lack of cores and suitable core-analysis method. Large amounts of oil arc produced from sections from which sample cuttings are obtained that contain litile porosity and no oil saturation. It has long been realized that the formation in some areas contained numerous fractures and solulion cavities that probably contained the major part of the oil present but the magnitude of the porous system conltaining oil has been unknown. Diamond coring cquipmene, used in the mining industry lor many years, has been developed for oil-field use to obtain high core recovery in fractured dolomite that is not possible with conventional coring equipment. A 36ft section of the core recovered from a fractured Ellenburger reseivoir waS analyzed by a unique but simple method to obtain the first defmite evaluation of one section of the producing formation. The cores and the method of analysis used are described and the results arc discussed in some detail. Discussion The first successful known analyses of cores recovered from the Ellenburger formation in the Permian Basin area were made on cores recovered with the use of diamond core heads. Conventionul coring methods previously used have had lour core recovery and standard methods of analysis have proved to be inadequate for evaluation of those cores that were recovered. Core Descriplion The Ellenburger formation to be dis cussed was cored using diamond core heads and oil-base drilling fluid. Of the total 103 ft cored to a depth of 8893 ft in the Ellenburger, 99 ft or 96 pct was recovered. The dolomite cores were described as gray to white, crystalline to coarscIy crystalline, with chert and calcite inclusions. Occasional shale partings ? to ¼ in. in width were noted. A small amount of green clay was found in some of the coarsely crystalline material. So intergranular porosity was found by inspection in any of the cores. The core urns highly fractured over most of its length with not more than two continuous feet that failed to contain fractures. The fractures Were nearly vertical and varied in width from those harely visible to as much as one millimeter. AT the joint session of Blast Furnace and Open Hearth Committees, April 7, 1937, at Birmingham, the subject of the quality of basic open-hearth pig iron was so well presented and discussed from so many different viewpoints that it was the general opinion that progress had been made and that such meetings were conducive to the advancement of the art of making pig iron of the right quality for the open-hearth man to produce the most satisfactory quality of steel. It was agreed that there is a decided differentiation between the chemical analysis of pig iron and the "quality" of pig iron. Paul J. McKim said that open-hearth furnace operators frequently make reference to certain types of iron as "bad iron," "dirty iron," "cold metal," etc., claiming that when using these irons, although they are within specified chemical analysis, it is impossible to produce quality steel. Mr. McKim gave a list of the suggested causes of those "certain types" of bad irons that have a thoroughly respectable analysis but a thoroughly disreputable character. Another open-hearth man, P. A. MacIsaac, of Nova Scotia, said that The effects of iron that is below standard in analysis or in that mysterious property called quality, are well known to all open-hearth operators. It has been shown that iron of this type results in the production of steels on which the rejections of finished product run high. What is to be done about it? I would say that the burden of producing high-quality iron should be placed squarely on the shoulders of the blast furnace man, even as that of making good steel is shouldered by the open-hearth man. It is the purpose of this paper to bring out into the open this "mysterious property called quality"; that is, in those "certain types" of basic pig iron that make it impossible to produce quality steels; and at the same time to point the way for the blast-furnace man to be able to shoulder the burden that Mr. MacIsaac and all other open-hearth men and foundry-men have placed upon him. A study including effects of 7) pH value, 2) fatty acid collector, 3) fuel oil, 4) interfering ion, 5) particle size, and 6) operational variables. Test results indicate feasibility of fatty acid flotation under certain restrictive conditions. FATTY acids have been used as standard collectors for floating the matrix1-8 but not the leached zone phosphate ores. After a series of investigations, Davenport9 and Tarbutton10 concluded that the Florida leached zone ores tested were unamenable to fatty acid flotation and must be upgraded by floating the siliceous gangue with Armac-T as collector. The cationic flotation was estimated11 to cost almost ten times as much as a fatty acid process that would ideally give the same flotation grades and recoveries of phosphates. Mineralization: Extensive deposits of leached zone aluminiferous phosphate occur in Florida."= The ore sample used for this work was obtained from the Virginia-Carolina Chemical Corp., Clear Springs area, Florida. The ore is a potential source of uranium and aluminum as well as phosphorus. Since the uranium and the recoverable aluminum are contained in some of the phosphate minerals, an upgrading of phosphate results in a corresponding enrichment of both uranium and aluminum. The phosphate minerals in the ore are primarily pseudo-wavellite, millisite, and carbonate fluorapatite, with a minor amount of wavellite. Quartz and clay are the common gangue minerals, quartz being predominant. Others present in small amounts are ilmenite, hydrated iron oxides, staurolite, monazite, and zircon. Experimental Procedures: After being dried to less than 1 pct surface moisture the material was dry-ground in a Hardinge conical ball mill to —6 mesh. The ground product was classified into 6/20, 20/200, and —200 mesh size fractions. On the basis of Table I, the coarse and fine size fractions were considered as phosphate concentrates, because of their high phosphorus contents. In contrast, the 20/200 mesh fraction, which was low in phosphorus, was used as the flotation feed. All the flotation tests, unless otherwise stated, were performed in a laboratory Fagergren machine under the following conditions: 1) 400 g of solid feed for each test, 2) 2000 rpm impeller speed, 3) 8.9 pH and 4-min conditioning, and 4) 3-min flotation. The procedure used for the quantitative bubble pick-up tests has been described previously.18

The purpose of this paper is to analyze the behavior of oil securities during the six-year period January 1932 through December 1937. This period was selected because of its varied character. It includes the depths of the depression, the broad and spasmodic recovery, and the recession collapse. The first part of the analysis is devoted to the correlation of a number of economic factors with an index of 13 oil stocks. The second part is a comparison of the different,ial behavior of 6 oil stocks. The relationships developed here are only a few of many that might be considered in a complete analysis. The stock market is regarded as a barometer of business confidence and as such exerts an important influence upon corporate policies, particularly upon industrial expansion. The complex and continuously changing nature of its price structure, the ebb and flow of influences and the effects of impacts require dynamic rather than static analysis. When treated in this way, many of the important fluctuations in market prices and changes in the relationships between securities appear quite logical. The market for oil securities has varied widely in recent years. The Standard Statistics index of 13 oil stocks made a bull market peak of 166.7 in September 1929. The collapse of the boom and the ensuing bear market finally carried the index down to a low of 36.4 in June 1932. From this point oil stocks made an irregular recovery; they reached a top at 139.7 in March 1937, and after maintaining this approximate level through August, declined precipitously to 93.3 in December 1937. The prices of these 13 oil stocks have gone up and down under the influence of numberless variables. These variables are of two kinds, those external to the industry, and those that are solely due to its internal condition. The external factors are political, social, and economic, both domestic and foreign. These are the influences that induce the ebb and flow of all prices in general and security prices in particular. Among the internal factors are the regulation of industry, the development of new reserves and processes, and the disequilibrium due to lack of balance between supply and demand. Some of the simpler relationships are examined in this paper.

"As prices and demand for aluminum metal have increased over the past few years, secondary production has begun to outpace primary aluminum production. However, while recycling of packaging and automotive scrap has continued to increase, aerospace secondary materials remain a largely untapped resource. Shredded or co-mingled aerospace scrap has a high degree of compositional uncertainty due to the prevalence of high copper and high zinc alloy series. Although it is clear that upgrading strategies enable increased usage of aerospace scrap, it is not clear that they would be economic or efficient. Previous studies by the authors have shown that modeling techniques, specifically chance-constrained optimization, provide the ability to evaluate upgrading options in terms of potential aerospace scrap utilization and production cost. Three specific cases are analyzed: a dismantled case, a sorted case, and a shredded or co-mingled case; sensitivity analysis of resulting compositional uncertainty is also presented.IntroductionAluminum recycling has a number of key environmental and economic benefits. Secondary recovery forestalls depletion of non-renewable resources and avoids the deleterious effects of extraction and winning (albeit by substituting some effects of its own). For most metals, the latter provides strong motivation for recycling; for light metals, like aluminum, the motivation is compelling[1]. Fortunately, as prices and demand for aluminum have increased greatly over recent years, secondary production has begun to outpace primary production (Figure 1). However, while the recycling rates of many aluminum products such as used beverage cans and cars have increased over this period, aerospace secondary materials remain a comparatively untapped resource.This untapped resource for scrap aluminum is a very large one; aluminum is the primary aircraft material comprising about 80% of a planes unladen weight[2]. It is used extensively for airframes, landing gear, engine components, propellers, and interior trim. A standard Boeing 747 jumbo jet, for example, contains approximately 75,000 kilograms of aluminum[2]. At an approximate rate of 300 per year, more than 6,000 civil aircraft are forecast to arrive at end-of-life in the next 20 years, potentially creating a large aerospace scrap market[3]. Many military aircraft are already available for possible scrap use, however, most are currently in storage at air force bases around the world[4]. The underutilization of these aerospace scrap materials indicates a lack of economic end-of-life options."

CONSERVATION of mine timber is becoming in-creasingly important, and the consumer is en-couraged to use treated wood to permit longer life of mine timbers, and attempts are also made to substitute other material for wood. The great diffi-culty in substituting metal and concrete props for wood is the inability of these to give yielding resistance to roof pressure as wood supports do. In Europe, where mine timber costs are somewhat more important than in America, many designs of steel props have been tried, but have been unsuccessful, chiefly on account of inability to give yielding resistances. A metal pit prop that gives the desired effect has been extensively used in European mines and has caused a considerable reduction in accidents from falls of roof. Where mining operations have been sus-pended on account of strikes, conditions were found to be much better where such props were used instead of wood props, and machinery, which would have been destroyed by roof falls had wood props been used, was protected by the use of these yielding metal props. As this prop is adjustable, all the work of adjusting and transferring long props through narrow ways is done away with. It can also be drawn with greater ease and safety than wooden props; when properly used it is practically indestructible. European users have reported savings as against wooden props as high as 80 per cent. It gives audible warning of its working because the sliding action takes place in minute jerks. As the prop yields gradually to pressure its force is taken up by friction between the H sections, and this movement progressively increases the resistance of the prop to the increasing roof pressure. In the early development of the prop, it was designed with two steel members a and b of standard H steel sec-tions of equal dimensions provided with guide claws a' and b', held in frictional contact against each other by two differential wedges, f and g, and a floating link, e. In setting up the prop its two members are drawn out to the required length, the loose wedge, g, is then fitted into the space between the left-hand roller of the link d and the lower member of the prop b, and tapped suf-ficiently tight to prevent any relative movement of the two members from taking place prematurely. The prop is then raised to its intended position and secured in the usual way.

"The development of the SAG Power Index (SPI) Test in Canada has created a new and accurate way to measure ore hardness in a SAG environment. Coupled with the standard Bond Ball Mill Work Index Test it is now possible to determine from these two relatively inexpensive laboratory tests, the amount of energy required to grind an ore from the primary crushed size to the desired liberation size. By testing multiple samples to discover where the hard and soft ore zones are located, the representative hardness distribution for the ore body can be determined and grinding equipment selected that is capable to meet production targets for all mining areas of the deposit.Previously, it was deemed prudent to select up to 50 t samples of ore for Semi Autogenous Grinding (SAG) pilot plant tests and a second 5 t sample for metallurgical pilot plant work. The methods outlined in this paper show how the 50 t sample is no longer required for SAG design because it is better to measure the representative hardness distribution of the ore body than the hardness of a “chosen” representative sample. This is demonstrated to be true by the fact that the lower horizons of an ore zone cannot initially be accessed to recover 150mm pieces, and the bulk samples taken, rarely represent the desired design hardness of the ore. Median hardness will not yield a good result in most cases and a clear understanding of the location and extent of the hardest zones is imperative to achieve a truly successful grinding circuit design.This paper discusses two plants (Kubaka and Agnico Eagle) that have been designed using SPI and Bond with no pilot plant test backup. Both have been very successful in that they can grind design tonnage on the hardest ores in the mine. This guarantees that the mine’s profitability is protected in any mining sequence. It also allows the extra power to be converted to higher throughput on softer ores if additional cash flow is needed. The advantages from the owner’s point of view are dramatic. This procedure will be attractive as well when considering the costs for test work, and the samples for testing. Existing diamond drill core is normally used and this allows the inclusion of data from the deepest regions of the mine. In addition, it is also clear that the decision to use a crusher can now be made at the design stage of a project based on measured parameters and the estimated capital costs of alternative designs."

Discussion of the paper of B. H. Dunshee, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 30, August, 1913, pp. 1511 to 1531. GEORGE E. MOULTHROP, Butte, Mont.:-The recording for the first time by Mr. Dunshee, in a readily usable form, of the various systems of square-set framing applied in the Butte district is a valuable contribution to mining information. The many different methods of framing employed, due to the individual ideas of superintendents and foremen of segregated companies, have given full opportunity to determine the best framing for the conditions as found in these mines, and the final adoption of a system uniform for all the mines has come about through a study of these various methods and an experience covering a period of many years. The sawed 10 by 10 in. and 12 by 12 in. timbers undoubtedly give the best satisfaction; and the style of framing the sawed timber that under all conditions has given the best practical results is that used in the Anaconda group and other mines, described and recommended by Mr. Dunshee. In this framing the posts have a horn 2 in. high and 6 in. square, the cap end having dimensions of 3 by 6 in. Instead of the framed girt shown in the drawings of the Anaconda group, the 6 by 10 in. girt adopted at some other mines, which fits into the cap and post framing with no other preparation than cutting the timber to the necessary length, fills all the necessary requirements for strength and affects a material saving in timber and labor. This, as Mr. Dunshee states, is without doubt the type of framing which would be adopted as a standard for 10 by 10 in. sawed timbers if sawed timber sets were to be used in the future generally. But saw-timber for the mines was becoming scarce and expensive, and round timber for the square sets furnished an alternative which provided, at greatly reduced cost, material which in every way supplied the requirements of the mining conditions. The use of the round timber with a satisfactory framing makes available a conveniently located and large source of supply which up to this time has served no useful industrial purpose. Particularly is this true of small timber, which is still standing in great quantities in the forests where the trees more desirable for commercial purposes have already been cut and marketed.

"Experiments were conducted to investigate the behavior of the integrated process with a three-dimensional electrode reactor combined with Fenton process for coking wastewater treatment. Effects of initial pH value, reaction time, H20 2 dosage, Fe2+ dosage on Total organic carbon (f OC) removal rate were investigated. The kinetics of degradation of TOC from coking wastewater by three-dimensional fluid bed electrode reactor combined with Fenton process was also studied. Experimental results shows that three-dimensional fluid bed electrode reactor combined with Fenton process had better synergic effect, average 17.4% TOC removal rate was improved within an hour. It was found that TOC degradation in coking wastewater followed a pseudo-first-order reaction kinetic model. The optimum degradation efficiencies of TOC were up to 60% as pH3.4, 3.5 mM ofFe2+ andl.2-1.8ml/L H20 2 in 90min reaction period. Furthermore, the integrated process showed a rapid reaction performance at a low temperature within a short reaction time and remained high efficiencies for TOC removal. Overall, the integrated process was proved feasible for coking wastewater treatment in practical applications.IntroductionCoking wastewater is generated from coal coking, coal gas purification, and by-product recovery processes of coking, which is composed of phenolic compounds, heterocyclic compounds, polycyclic aromatic hydrocarbons, ammonia, cyanide, polycyclic nitrogen-containing aromatics, acyclic compounds, etc. Most of these constituents are refractory, poor biodegradability, toxic and carcinogenic['-31. Currently, coking wastewater is usually treated by different forms of A/O biological nitrogen removal process as the primary treatment process, but the aforementioned processes are not efficient enough to meet the requirements from the National Discharge Standard in China (GB13456-1992). According to the continuous requirement on improving environmental protection for coking industry (revised 2008), increasing wastewater utilization ratio and reducing discharge of effluent in the coke industry has to be implemented for cleaner production and sustainable development. Therefore, advanced technologies need to be developed to treat coking wastewater and reutilize the product as industrial cooling water, which would be one of the best choices to achieve zero discharge of wastewater and reduce water consumption per ton of steel [4-51 . In this study, three-dimensional fluidized bed electrode reactor combined with Fenton process was adopted to advanced treatment of coking wastewater, and the effects of operating conditions, including H2O 2 dosage, Fe2+ dosage, initial pH, and reaction time on TOC removal rate, were investigated. Meantime, study of kinetics of reaction was estimated."

AMONG the highly skilled craftsmen of the Renaissance were those who worked with ores and metals. The author of this book, Vannoccio Biringuccio, was a master craftsman in the practices of smelting and of metalworking. Contrary to the customs of a trade, Biringuccio was moved to impart his knowledge to all and thus he has given us the earliest hand- book on metallurgy-in fact, the first printed book dealing with the applied metal arts and the processes of ore reduction. We should remind ourselves that metallurgy is an ancient art and then it fair1y may be said that Biringuccio sought to describe the techniques that had been in course of development since the Bronze Age of western civilization. Whether Biringuccio was a man of learning or a scholar according to the standards of his time we do not know, but today we recognize him as a man of science who gave his wisdom to succeeding generations. It was not until the coming of the Power Age at the end of the eighteenth century that progress was resumed in the science of which he wrote more than two hundred years before. Little is known of Biringuccio's training in his native Siena. It can be surmised that there, as in Florence, where his contemporary Benvenuto Cellini lived, he received his training in the craftsman shops where the industrial arts were taught and flourished alongside the fine arts. Perhaps he and Cellini were acquainted, although there is no mention of Biringuccio in Cellini's autobiography-an omission that Cellini's vast egotism makes understandable. He was the great artist, and Biringuccio was a practical, studious, unromantic figure with no favors to dispense. In the April 1940 issue of Mining and Metallurgy Dr. Smith describes Biringuccio's book under the title of "A Neglected Italian Metallurgical Classic." The article, revised and extended, forms the basis of the introduction to the present volume, and I urge all who take up Pirotechnia to read what Dr. Smith has written in the Introduction. Biringuccio's work is a classic and in its translation Dr. Smith and Dr. Gnudi have brought to bear the high degree of scholarship that it deserves. Dr. Gnudi made the translation at Dr. Smith's request and it was then refined "in the fire" of his scientific knowledge of the subject. The result is a book which the Institute is proud to place before its members and which the Memorial Fund Committee considers it a privilege to publish.

The Rio Tinto - Cerro Colorado operation was the first major cyanide plant built out of South Africa since the Carlin and Corte mills came on-stream in 1965 and 1969. Its flowsheet was presented in the original monograph, "Gold and Silver Cyanidation Plant Practice, " published in 1975, with a brief description of the plant but without the operating costs. The authors have recently received these data and it was believed worthwhile to present them in this volume along with the aforementioned flowsheet. The Cerro Colorado ore deposit is located at Minas de Rio Tinto in the province of Huelva, Spain, approximately 88 km (55 miles) north- west of Seville. The previously mined copper ore bodies lie on either side of the deposit which is mainly copper ore. The crest of the deposit is a capping of "gossan" containing hematite, limonite, gold, and silver. Separate facilities for primary crushing, concentration of copper ores and cyanidation of gold-silver ores are provided. Fine crushing is common to both ores. The run-of-mine open-pit ore is fed from a stockpile via a surge bin and apron feeder to a jaw crusher. After crushing to minus 150 mm (6 in. ), the ore is washed in a rotary scrubber to remove the clay material ahead of fine crushing. Minus 6 mm (1/4 in. ) screen undersize is pumped directly to the grinding circuit with the screen oversize being crushed to minus 19 mm (3/4 in. ) for feed to the primary ball mill; this is followed by two subsequent stages of ball mill grinding to 80% minus 43 microns (325 mesh). Grinding is with water only; no cyanide is used. After thickening, lime is added to the first two of seven Pachuca tanks for conditioning ahead of cyanide addition in each of the five remaining Pachuca tanks. This flowsheet indicates rapid cyanide consumption and the need to maintain a high strength cyanide solution for silver extraction. Agitation for dissolution of the gold and silver is followed by standard CCD practice employing four 67 m (220 ft) washing thickeners in series, with repulping between each thickener. A departure from American and Canadian practice is the use of Stellar filters developed in South Africa for pregnant solution clarification and recovery of zinc-gold-silver precipitates. The precipitate is treated with acid for zinc removal, the sludge filtered in presses, dried, calcined and smelted to produce dore bullion of 900 fineness containing 12% gold and 78% silver.

Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

Discussion by G.E. Agar In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to he done, wet or dry or a combination? On top of that uncertainty the author refers to a simplified "Anaconda" test. No reference is provided for this procedure and in the text the results of the technique are referred to "Denver wet ball mill" results and say nothing of Anaconda results. Reply by H. Nematollahi I think that the method proposed to determine the Bond Work Index in this paper is clearly described in the paper as follows: •The method of grinding is dry (Ref. paragraph I, subject Method description); •The size of ball mill, the quantity and size of balls are noted (Ref. paragraph 1, subject Test equipment); and The test procedure is described in detail (Ref. paragraphs 1, 2 and 3, subject Test procedure). As it is noted in the paper, the test has been worked out under the same condition as Standard Bond Test with ball mill, so dry (screening should be dry also), but using a smaller ball mill and a smaller quantity of sample. Considering the above mentioned points, I believe that the method has been fully and clearly described and it ought to be repeatable as well. The Anaconda test is a method for determination of Work Index and could be done by any types of laboratory wet ball mill (Yan, R.F., et al., cf. References). I applied this method using a laboratory Denver ball mill (Ref. paragraph I subject Determining the Bond Work Index). So the results referred to Denver wet ball mill can be equated the same as Anaconda method.

ALBERT Ladd Colby, who died suddenly of influenza at Torquay, England, on Apr. 30,1924, was born in New York City, on June 26,1860. He was educated in the public schools of New York, at the College of the City of New York, and received the degree of Ph. B. from the Columbia School of Mines in 1881. He continued his studies at Columbia, acting occasionally as assistant to Prof. C. F. Chandler, until 1883. For the next three years he was Assistant Professor of Chemistry in Lehigh University; then head chemist and metallurgical engineer of the Bethlehem Steel Co., at Bethlehem, Pa., occupying the latter position until 1903. As head chemist his active and inventive mind devised several improvements in apparatus for increasing the rapidity and accuracy of the analytical work; as metallurgical engineer, he was, from time to time, in charge of the blast-furnace, open-hearth, bessemer, and puddling departments; he had entire charge of the inspection, assignment, and economic use of all metallurgical materials, and he early gave his attention to the formulation of specifications for metallurgical materials—an activity in which he long held a distinguished part in this country, and as a representative of his own country in England and Europe. He also sewed as expert for his company in patent suits, again laying the foundation for valuable service later as a consulting engineer. In this latter capacity he was excelled by few, if any, contemporaries in the iron and steel industry. His mind was ingenious, thorough, clear, and keen, both in the preparation of evidence and its presentation to the Court. He very quickly appraised the value of evidence, or of an answer to a question, and knew how to secure the infermation, either from the available literature of any language, or by special researches or plant studies. In the executive control of literary research for patent purposes, his long training, infinite capacity for digging through long series of articles in English, German or French, and clear formulation of the vital subject matter for the guidance of assistants, made him invaluable. He was also an adept in collecting information on special branches of his profession. For example, when the science of metallography began to assume importance, he made the first really comprehensive bibliography covering the literature of all siderurgical countries; for the newly formed International Nickel Co. he gathered all the information extant on the subject of nickel steel, both in the literature and in the minds of experts in America and Europe. Backfilling of stopes and other underground openings in the Homestake mine with sand tailings was undertaken primarily to reduce surface subsidence, which was wrecking much of the surface plant and a substantial part of the town, and to make possible maintenance of openings into the top of pillar stopes as mining progressed. The progress of this type of filling has been rapid and the results very satisfactory. Sand is now used in filling timbered stopes, shrinkage stopes, and abandoned drifts and crosscuts. A permanent pipe-line system for transporting sand tailings into the mine by gravity has been installed. The close filling of all stopes has resulted in important benefits other than the two major ones. The ore bodies in the Homestake mine occur as replacements in one distinctive layer of the metamorphosed pre-Cambrian sediments along a group of minor folds that together form a complex anticline that pitches at 35" to 40' to the southeast. The ore bodies are extraordinary for their magnitude. Widths of over 300 ft. have been mined and continuous ore has been followed for over 1200 ft. along the strike on some of the upper levels. Mining has been by shrinkage stoping with square-set mining of crowns and pillars. In the standard plan, shrinkage stopes 60 ft. in the direction of strike and the full width of the ore have been taken up to within 25 ft. of the level above. After filling, the crown has been mined by square-set methods, as have also the 40-ft. pillars between shrinkage stopes. In former days, when the supply of ore seemed inexhaustible, the mining of pillars was allowed to lag far behind because of the high cost. Many pillars were rather badly fractured on the level and in some places between levels. Coarse waste was used for backfilling all stopes, but in pillars it became increasingly difficult to maintain haulageways for the transportation of this fill over the top of the stopes as mining progressed. The cost of maintaining these crosscuts was excessive and in many pillars practically impossible. Therefore it became the practice to fill pillar stopes by tapping the back and sides of the stopes.

Troughs or launders are probably the oldest machines used for ore concentration, and their development was suggested no doubt by the natural segregation and stratification of materials that take place in the bed of a stream. Trough washers for coal cleaning were first used in France and Germany about one hundred years ago and have been used in some form or other ever since. The early launders were intermittent or batch machines, and only comparatively recent developments have made them continuous. The chief disadvantage of early launder systems as applied to coal has been that when a satisfactorily clean coal was produced the loss of good coal in the refuse was excessive. Other disadvantages have been the large quantities of water and the great lengths of troughs necessary to treat moderate tonnages of feed. One of the most widely used types of trough washers is the Rheolaveur, which has been developed in the last 25 years. Fig. 1 shows a more or less standard arrangement for fine coal. In this there are four trouglis placed one below the other and sloped a few degrees from the horizontal. Rheo-boxes or draws are provided at intervals in the bottom of the trough for the removal of material deposited from the stream. These draws are spaced substantial distances apart. Some of the rheo-boxes are provided with upward currents of water to modify the horizontal current stratification. In operation it is the function of the first two troughs to remove all refuse material and permit only clean coal to be discharged over the end. In order to accomplish this, large quantities of coal are drawn through the rheo-boxes. The third and fourth troughs are used to recover the coal discharged through the boxes of the first two troughs as a middling product and to discharge a clean refuse. The middlings are returned to the first launder and are usually about equal to 40 per cent of the raw coal being fed to the launder. In considering launder processes, one would reason that the conditions of extreme crowding under which stratification takes place in a flowing stream should effect complete separation in a single pass down a launder.

For years the geographical isolation of the Southern iron-ore district from the great producing centers in the North and East enabled it to meet its conditions and solve its own problems without regard to the practices and policies of other districts, but during the past few years distances have been shortened, practices and wages are being standardized, and these changing conditions have brought new problems to the South. Development of Pig Iron in the South The development of the pig-iron business in the South was very slow during its early years, gained speed rapidly in the latter part of the nineteenth century, reached its peak in 1918 and was on the decline before the depression that began in the latter part of 1929. The first blast furnace in Alabama was built at Cedar Creek in 1818, the year before the state was admitted to the union. In 1830, Daniel Hillman was sent from Tuscaloosa to found an iron works in Roupes Valley, where rich pockets of brown ore were numerous. He built a forge on the site of what later became Tannehill furnace and called it the Roupes Valley Iron Works. There pots, pans, plows, and horseshoes were made of metal from his Catalon forge; shaped by a large hammer operated by water power. Daniel Hillman died in 1832 and the ironworks lay idle until 1836, when Col. Ninion Tannehill bought the property, rebuilt the forge and, using slave labor from his plantation, operated and enlarged the works. By 1845 he had built two crude furnaces and did a flourishing business in ovens, skillets and kettles, which found a good market all over the South. In 1855, the plant was sold by Colonel Tannehill to Moses Stroup, an experienced ironmaster from Pennsylvania. He tore down the old furnaces and built a new plant, the ruins of which stand today (Fig. l). This furnace plant operated continuously until it was destroyed by Northern troops in 1865. It was never rebuilt, so that the shell in the picture is the same furnace that made many tons of guns and shells for the Confederacy during the war period.
