In another situation, Dave Zegeer, the Assistant Secretary of Labor for Mine Safety and Health, whom all of you know very well, would have taken the opportunity to talk with you. In his absence, however, I would like to reference some of his recent comments which may help us to see the issue of mine safety in historical perspective. Dave pointed out that this year is the eightieth anniversary of the Great Earthquake and Fire of San Francisco. The whole world heard about that disaster--it and the 452 people who died in it. In that same year, nearly five times as many people died in coal mines, but no one particularly noticed.

This paper describes the mining methods and operating costs for 1938 at the South Burns shaft, situated in the Cripple Creek district, Colorado. The shaft is operated by Golden Conqueror Mines, Inc., through which portions of the properties of the Acacia Cold Mining Co., The Free Coinage Gold Mining Co., and The United Gold Mines Co. are worked under lease. During 1938, 30,773.61 dry tons of ore averaging $9.59 in gold per ton was mined. Of this, 10,138.439 tons averaging $10.65 per ton was produced on company account, and 20,635.171 tons averaging $9.05 per ton was produced by "split-check" lessees.

The development plan (long-term plan) of El Teniente Mine, Codelco-Chile, includes 100 per cent primary ore, located at increasing depths, which may involve several difficulties related to the application of the current panel caving method, such as a high seismicity level, a coarse fragmentation and ore pass damage. Therefore, it is a strategic priority for the El Teniente mine, to design and to test alternative mining methods, at similar or lower costs to ensure an efficient and safe ore extraction. In this context, the Macrotrench method is developed, as a competitive alternative to the current method. The document describes the panel caving method, the experience achieved in the primary ore exploitation from the geomechanical point of view. It also describes the æmacrotrenchÆ method as an alternative to the current exploitation method. Finally, the comparative advantages of macrotrench in relation to panel caving are presented. The results obtained during the engineering stage include the following aspects:the mining design, the material handling, a geomechanical evaluation of the method, and a comparative analysis.

ABSTRACT: Use of cemented paste backfill (CPB) offers economic and environmental advantages over other backfill methods. However, many operations have limited knowledge of how their CPB behaves in situ. Therefore, to avoid over-pressuring containment barricades, backfilling strategies necessarily tend to be conservative. In situ monitoring at Barrick Gold Corporation’s Williams Mine and Inmet Mining Corporation’s Cayeli Mine has been conducted and factors controlling barricade pressures are demonstrated, including rise rates, binder content, stope geometry, and tailings properties. The application of barricade pressure monitoring on a stope-by-stope basis can increase backfilling efficiency and, thus, reduce stope cycle times, while maintaining optimal safety.

A study was made by the Bureau of Mines of the penetration of selected granular materials in an unconfined state by wedge-shaped tools having dimensions comparable with the dimensions of the particles composing the materials. The output force for larger particles fluctuated radically. A custom-designed integrator was used to obtain work as a function of depth of penetration in the form of smooth curves. The influence of wedge angle, depth of penetration, penetration rate, entry angle, compaction state, and particle size on the force required and the work performed was ascertained. Empirical equations describing force and work as a function of penetration were obtained for each set of experiments.

I know this is, at best, a frustrating period for the coal mining industry. About 20,000 miners have been laid off, mostly in the Appalachian and mid-western areas, and several mines are working less than 5 days a week; however, the industry is experiencing modern growth and, at least, there is the potential for future growth. The coal industry is probably only operating at about 80 percent of its present capacity, and it is certainly capable of helping this country solve its energy problems. Growth, as a rule, does not come easy, and growth in the coal industry is no exception to this rule. Many formidable challenges have to be overcome. As we all know, mining relies very heavily on the earth sciences, which have advanced significantly in the past few years, but we are always working in a changing environment which in most cases is a hostile environment. Large quantities of material are quickly extracted and rapidly moved in, generally speaking, a very confined area. The very nature of the mining business directly and constantly impacts our environment during this period in which the Nation and the world has become increasingly smaller and more concerned about protecting our environment. In addition, growth brings about an expanding work force which is increasingly younger and less experienced.

Bench-scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process employed diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used; one contained 21% P205 and 3.2% MgO, and the other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31-33% P205 and 1% or less MgO can be obtained, with P205 recovery of about 80%.

The Zinifex's Hobart Smelter uses the paragoethite process to remove dissolved Fe(III) from concentrated zinc leach liquors. This produces a residue consisting primarily of 6-line ferrihydrite (a hydrated Fe(III) oxyhydroxide), several insoluble components derived from the calcined zinc concentrate neutralization agent and other precipitated phases, such as jarosite and silica. The precipitation of 6-line ferrihydrite in the paragoethite process was studied using a laboratory-scale continuous crystallizer, and the conditions were selected to limit high levels of dissolved silica and jarosite. This approach allowed the reactor pH and the rate of precipitation to be correlated with residue solid-liquid separation, particle size, morphology, residual zinc and sulfate concentrations, and phase formation (e.g., goethite, jarosite, schwertmannite, and 2- and 6-line ferrihydrite). These studies delineated the mechanism of 6-line ferrihydrite precipitation in the kinetically controlled paragoethite process, and its inter-relationship with goethite and jarosite precipitation under conditions where 6-line ferrihydrite is favoured. Unexpectedly, the generation of a more crystalline goethite precipitate with larger "primary" particle size did not produce a residue of improved properties, as bulk aggregates dictate the physical properties of the residue and not the crystallinity. Furthermore, it is difficult to precipitate 2-line ferrihydrite or schwertmannite under existing paragoethite process conditions.

Reactions of gold?phosphino complexes [(AuX)(PR3)] (X= Cl, Br, I; R = organic rest) with Se(SiMe3)2 lead to the formation of gold complexes with chalcogenide bridges. The reaction of the complex Ph3PAuCl and tBuSe(SiMe3) gives the cluster [Au5Se2(PPh3)4]Cl 1. The in situ preparation of the complex [(AuCl)2dpph] (dpph = Ph2P(CH2)6PPh2) by reaction of dpph with Me2SAuCl, and subsequent reaction with Se(SiMe3)2 leads to the formation of [(Au3Se)2(dpph)3]Cl2 2. Reactions of the gold(I) complex [(AuCl)2dpppe], (dpppe = Ph2P(CH2)5PPh2) with Se(SiMe3)2 and InCl3 in different molar ratios lead to the formation of [Au10Se4(dpppe)4]InCl5 3 and [Au4(SeInCl3)2(dpppe)2] 4. The reaction of [(AuCl)2dpph] with Te(SiMe3)2 and GaCl3 produces the isostructural cluster compound [Au4(TeGaCl3)2(dpph)2] 5. From the reaction of Se(SiMe3)2 with [(AuCl)2dppe] (dppe = Ph2P(CH2)2PPh2) and InCl3 [Au8Se4In(dppe)4](InCl4)3 6 can be isolated. The structures of 1 - 6 were determined by X?ray diffraction.

The impact of fatigue is seen not only in its effect on the job performance of haul truck operators but also on the health of the operator and the productivity at the mine site. Its impact can even extend outside of the mine site to the health and well-being of the surrounding community (Fourie et al., 2010). In this paper, a case study of a small, surface mining organization is presented. The goal is to highlight the fatigue risk management system implemented at the studied mine site. Mine safety personnel who were interviewed discuss the changes made to the infrastructure of the mine, to administrative areas such as the number of shifts and the use of vacation time, as well as the implementation of new technology into haulage vehicles. This paper reviews how these changes are supported in the research literature.

Three years ago, at a reception given during the Steel Institute meeting in New York, I heard the remark, "A new formula must be found for foreign investment." This was immediately following the takeover of U. S. Steel's Matilde operation in Bolivia. Recently, at the World Mining Congress in Lima, Peru, the subject of foreign investment was still a lively topic of conversation. The nationalization of the copper mines in Chile and recent trends in the "Third World" have made all but a few extremely wary of investment anywhere other than in the ?stable? countries. Now, the fallibility of this philosophy has been demonstrated in such "stable" countries as Canada, Australia, and Ireland. Yet, nationalization is not new to us. The events in Chile were classified as disastrous to the affected companies, but so were the effects of nationalization to the majors in Bolivia in 1952. Mexicanization of the mining industry in Mexico was considered impractical by many. Now, those who accepted it are finding it to be workable.

Phosphate production of the Central Florida Phosphate District has been predominantly from the unique and lucrative Bone Valley Formation, with local and minor amounts coming from the underlying Hawthorn Formation. As the Bone Valley is depleted, replacement production will move progressively into areas of total Hawthorn Production. Significant changes in the characteristics and make-up of the deposit dictate required modifications in mining and beneficiation. Failure to tailor technology to fit the deposits of the future will result in vast "reserve" losses. In the Southern Extension of the Central District - two distinct "ore types" exist. These are presently referred to as the upper (high grade) zone and the lower (low grade) zone. The upper zone is somewhat similar to the Bone Valley Formation and will respond favorably to present beneficiacion practices. The lower zone is strikingly different and its response to conventional beneficiation is not acceptable. The major differences are in grain size distribution and mineralogical make-up of these grains. The Hawthorn differs from the Bone Valley by exhibiting lower grades, lower tonnage yield per acre foot, lower pebble percent of product, higher mining ratios, higher slimes (-150 mesh) content and deeper mining depths. Physical characteristic changes include more frequent occurrences of competent bands or lenses of "limerock" which are submarginal in value.

The annual production of mineral and mineral-based wastes in Canada is conservatively estimated to be 400 million tons. Over 90 per cent of this amount is waste rock or mill tailings from the mining and mineral processing industry. The remainder are slags and ashes from the metallurgical industry, and sludges from the chemical industry. Because of impurity content, remote location, or both, most wastes have limited usefulness and, indeed, are a liability in that they must be transported to waste disposal sites and contained therein. Certain mineral wastes do, however, have potential value. Some contain small percentages of metals that may be economically recoverable with price increases; others consist of mineral material that may be used for such purposes as road base, construction aggregate, railroad ballast, and in the manufacture of bricks or blocks. Increased interest has been shown in mineral wastes in recent years. This paper reviews the types of mineral wastes available in Canada, briefly describes a number that have potential value, and notes possible uses and related research by CANMET and other organizations.

Future coal mining systems will be able to cut from crosscut to crosscut where advances could exceed 100 ft. However, limitations arise when ventilating such mining systems. In deep advance mining, there would be no workers at the face to advance ventilation tubing or curtain manually. Traditional methods also provide no means for maintaining face ventilation after the miner backs away from the face. U.S. Bureau of Mines research is studying means to provide effective ventilation at cut depths beyond the current limit of 4D ft. Several innovative ventilation schemes are currently being considered. One such method is the use of a jet fan to ventilate a deep cut. A jet fan is simply a freestanding fan using little or no ducting to direct the ventilation flow. Jet fan testing in a 90-ft entry revealed that higher exit velocities and greater penetration depth occurred when various configurations were used to confine and direct the air flow. Additional testing also indicated that 2,200 cfm of fresh air was delivered to the face? 90 ft distant when a check curtain was used to limit entrainment around the fan. Without this curtain, this quantity dropped to only 1,000 cfm. This testing indicated that a jet fan was capable of providing ventilation to a distant face area. It also highlighted potential problems, such as recirculation at the fan and reentrainment in the jet flow. Despite these potential problems, jet fans may be adequate for ventilating cuts exceeding 4D ft.

Research on roof bolting has developed significant information with respect to the functions that can be performed by properly installed bolts and the methods that can be used to ensure that effective installation has been achieved. The present paper brings together results that are pertinent to the design of a bolting system for reinforcing horizontally stratified mine roof with vertical bolts. The design approach is based on the use of bolts to decrease the maximum bending stress within an arbitrary sequence of roof strata (such as shown by figure 1) in which the only loads are the weights of the individual beds. The use of rock bolts to achieve other objectives, such as to stabilize a fractured rock mass on the periphery of a mine opening (3), is excluded from consideration herein.

"Sustainable development has become an issue of ever increasing importance to the mining industry. The Ernst & Young (EY) mining industry risk radar regularly shows several sustainability elements in the top ten risks, with social license the number three risk in the 2014/15 survey. This is supported by the Fraser Institute survey results of 2013 showing that 36 per cent of responding companies indicated public opposition had affected their permitting and approvals process.Addressing these issues in a strategic way across a mining business that is then translatable to actions at operational level has remained an elusive goal in the industry. In addition the environment and community issues are commonly viewed as somewhat separate from financial and production issues and as a compliance cost rather than a value add. In their Harvard Business Review paper of 2011, ‘Creating Shared Value’, Porter and Kramer outline changes in thinking required for companies to improve their business sustainably through considering the societal issues impacted by their operations and products. Along the lines of ‘doing more with less’ companies’ value chains can be redefined to reduce energy, transport, water or other resource usage leaving additional resource for societal usage and/or reducing environmental impacts. This paper explores the linking of the holistic Five Capitals-based approach with the creating shared value (CSV) concept to help businesses unleash the benefits of innovation. Previous papers have demonstrated the potential for Five Capitals approach to create strategic value through sustainable development. Building on previous work, this paper provides an overview of the current status of holistic approaches to mine management and presents the application of the CSV concept on an African mine currently undertaking capitals-based strategic planning. The paper also demonstrates the value that has been created through utilising this approach and proposes improvements for changing the way the industry tackles and delivers benefits related to sustainability issues.CITATION:Keith, A C, Corder, G and Jones, M, 2016. "Shales are highly anisotropic in their mechanical behavior. The strength ( ??1) of anisotropic shales depends not only on the magnitude of the other two principal stresses ( ??2, ??3), but also on the bedding plane orientations (?) relative to the principal stresses. In this study, the role of the intermediate stress ( ??2) on the strength of shale is evaluated using new data from triaxial compression and extension tests. To understand the failure behavior of shales, we have carried out triaxial compression tests ( ??1 > ??2 = ??3) on two organic rich mudstones, at different confining stresses and loading angles. We first fit the triaxial compression data with Jaeger’s plane-of-weakness model, and find that the model is able to represent the strength behavior of anisotropic shales reasonably well. We then carried out five triaxial extension tests ( ??1 = ??2 > ??3) for a high strength-anisotropy shale, and two extension tests for a low strength-anisotropy shale. Results from the compression and extension tests for failure along the weak plane shows that the role of ??2 is not significant for weak plane failure. However, for the low strength-anisotropy shale, the failure strength of the intact rock (i.e., at ??= 0o and 90o) for compression and extension tests were significantly different. This indicates that for intact rock failure, the role of ??2 is important and cannot be ignored.INTRODUCTIONFor many years, various researchers have studied the roles of ??2 for failure of isotropic rocks. (Mogi, 1967 and 2007; Colmenares and Zoback, 2002; Al-Ajmi and Zimmerman, 2005 and 2006; Haimson, 2009; Ma and Haimson, 2012). The findings from these studies show that the effect of ??2 on the strength of isotropic rocks is generally significant, and cannot be ignored.Since the role of ??2 in the failure of isotropic rocks was recognized, other researchers attempted to extend some of these isotropic failure criteria to anisotropic rocks, but with limited success (e.g., Tiwari & Rao, 2007; Singh et al., 1998; Zhang and Zhu, 2007; Pei, 2008). Smith and Cheatham (1980), on the other hand, conducted true-triaxial experiments on the Green River Shale and used a J2-I1 type relationship to predict the strength behavior, but without considering the effect of the three-dimensional orientation of the weak plane on strength. Therefore, unlike for the case of isotropic rocks, additional studies need to be done to determine the role of 2 on the failure of anisotropic rocks."

Measurements of the settling rates and the rheological behaviour of heavy media formed of fine suspensions in water of each of magnetite, ferrosilicon, and galena have been made. For media ranging from 1.6 to 2.8 specific gravity the settling measurements gave initial settling rates of from 0.5 to 0.01 ?cm. 'Per minute for magnetite; from 4.0 to 0.8 cm. per minute for galena; and from 35 to 1.6 cm. 'Per minute for ferrosilicon. These measurements indicate the ?relative stability of the suspensions and should be helpful in establishing the useful specific gravity range for each medium. Measurements of the consistency of the media were made with a Fann Model 35 rotational viscometer. Aibnormal or non-Newtonian behaviour was observed in the case of each media, the apparent viscosity being dependent upon the rate of shear or the intensity of motion. Measurements were made over the rate of shear range of 10? to 1,000 reciprocal seconds. The apparent viscosities of the magnetite media ranged from 450 down to 4?0 centipoise at 2.30 specific gravity, and from 2,450 down to 700 centipoise at 2.80 specific gravity. In the case of the galena media, the variation was from 40, through a minimum of 6, to 10 centipoise at 2.20 specific gravity, and from 950, through a minimum of 180, to 450 centipoise at 3.6 specific gravity. The ferrosilicon suspensions exhibited apparent viscosities ranging from 42, through a minimum of 5.6, to 9 centipoise at 1.9 specific gravity, and from 160, though a minimum of 35, to 85 centipoise at 2.8 specific gravity. The dependency of apparent viscosity or consistency upon intensity of motion is considered to be of particular significance in applications of heavy media where the medium is in rapid motion.
