The Phu Kham copper-gold operation located in Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited, based in Brisbane Australia, holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining 10 per cent held by the Government of Laos PDR.The 12Mt/y copper-gold concentrator at Phu Kham commenced production in April 2008. Flotation copper and gold recovery from commissioning was consistently poor, due to the high levels of pyrite and problematic secondary and oxide copper species and non-sulfide gangue.The low recoveries of copper and gold from Phu Kham were recognised during the feasibility study design phase. A bulk sulfide flotation regime in roughing produced high recoveries, however a large capacity cleaning circuit was required and there was risk of not meeting saleable concentrate grade specifications. The installed design offered a capital efficient compromise to ensure that a concentrate grade of 24% copper could be achieved at acceptable recoveries.Incremental improvements in copper recovery were achieved by 2011 through conversion of conditioning cells to flotation cells in both roughing and first cleaning and increased cleaner capacity through the installation of a Jameson cell. In 2012 the Phu Kham Upgrade Project was commissioned to increase mill throughput, along with additional rougher and cleaner capacity to increase residence times at the nominal 16 Mt/y throughput. The marginal reduction in primary grind size due to the additional ball milling power also provided a small recovery improvement.This paper presents the development, design, implementation, and performance of the Increased Recovery Project commissioned in April 2013 which targeted the major causes of copper loss from the circuit. Based on fundamental and detailed test work and mineralogical analysis of concentrator streams, an optimised design was developed which has increased copper and gold recoveries by over 5% and 10% respectively. The Increased Recovery Project has positioned the concentrator to process high pyrite ores that were previously considered untreatable, and opened further opportunities for maximising flotation recovery by de-bottlenecking plant regrind and cleaning capacity.CITATION:Hoyle, A, Bennett, D and Walker, P, 2015. "Mineralogical techniques including microscopic methods, reflected and transmitted light microscopy, Cathodoluminescence (CL) and Scanning Electron Microscopy equipped with an Energy Dispersive Spectrometer (SEM-EDS), are useful in determining the quality of industrial minerals. They are essential for studying ores and metallurgical products including the evaluation of physical characteristics of the mineral, paragenetic relationships, associations with possible deleterious contaminants (e.g., sulphides), spatial distribution within the ore zones and liberation characteristics. The methods are inexpensive, and provide quick identification and distinction among the industrial minerals and the gangue minerals in a section. Additionally, SEM is necessary to reveal complex textural sequences and 3-D measurements of minerals and quick semi-quantitative analysis.Common analytical methods include Electron Microprobe Analyses (EMPA) and Whole Rock Analysis (WRA) (commonly with XRF and ICP) for major and trace elements. The EMPA analyses of industrial minerals provide information on the purity of the analyzed grains as opposed to the bulk chemical analyses that may be misleading due to contamination by other associated common “gangue” minerals. These techniques have been implemented for the case studies of wollastonite, V-magnetite and muscovite. Therefore, these methods can provide extremely useful information and lead to the implementation of a successful pilot-testing programme.MINERALOGICAL EVALUATION OF DEPOSITSDespite their considerable and increasing economic importance, industrial mineral deposits have traditionally been neglected by economic geologists, and are only rarely the subject of the detailed analysis widely lavished on metallic mineralization. Moreover, in that they generally represent concentrations of “normal” rock-forming minerals, albeit commonly with particular textural and/or geochemical features, they have tended to fall between the mainstream of petrogenetic studies and mineral deposit research (Grammatikopoulos 1999). For many industrial minerals, little attention has been paid to the factors responsible for their local concentration as large and high-grade bodies. This comparative neglect has particularly been the case for minerals such as talc and wollastonite, widespread in metamorphic rocks, in which they are reasonably interpreted as components of assemblages derived, respectively, from pelitic sediments, ultramafic igneous rocks and siliceous limestones."

500 Folsom Street is part of the new Transbay neighborhood in San Francisco, which is being redeveloped after the 1989 Loma Prieta Earthquake damaged a freeway viaduct; removal of the viaduct created parcels of land available for development. The development consists of a 42-story residential tower with a six-level basement. The slender, core-only structure was designed using performance-based seismic design. Subsurface conditions include undocumented fill, Dune sand, marsh deposits, sand, and clay, all overlying sloping bedrock of the Franciscan Formation. The building is supported on a 10-foot-thick mat foundation approximately 62 to 72 feet below street grades; clay, sand, and bedrock are all present at mat subgrade. Under a portion of the mat, sand susceptible to liquefaction was present. The variable subgrade conditions and potential for ground failure, along with the depth of mat subgrade below street grade, created a challenge for the design and construction team to solve. The ground below mat subgrade needed to be improved to mitigate the liquefaction potential and provide more uniform support. The areal extent and depth of ground improvement necessary to support the mat with an acceptable amount of deformation was determined. Settlement was analyzed and subgrade moduli were provided for design of the mat, with multiple iterations performed to converge between the geotechnical and structural models. Based on the project schedule and logistics, it was beneficial to work from street grade to improve the ground. In order to target the depths below the mat and minimize wasted effort and materials within the depth of excavation, grids of jet grouting were determined to be the most economical ground improvement method; however, it was challenging to install the columns from 65 feet above the top of the target zone. During installation, QA/QC was performed to check that the jet-grouted columns were installed to the design depth and diameter and developed the design strength.

"The recent combination of Computational Fluid Dynamics (CFD) and Discrete Element Modeling (DEM) can provide considerable insight into the performance of flotation cells. One area of interest from a fundamental equipment design perspective has been the influence of flotation cell size and the inflow rate on the metallurgical performance of the cell. One of the specific design objectives when increasing the size of flotation cells, or increasing the feed flow to the flotation cell, is to ensure that the feed stream flowing into the cell does not have an opportunity to bypass the mechanism.This paper describes the initial modeling efforts to quantify the inter-relationship of cell size, inflow rates, and feed and discharge box placement, on the retention time distribution of solids in the flotation cell, and the fraction of particles that bypass the mechanism on a size by size basis.INTRODUCTIONThe great majority of newly installed cells in mineral processing plants world-wide are of the cylindrical tank design and this tank shape offers a number of hydraulic advantages over the older style of square cells. Cylindrical cells give symmetrical flow patterns and by careful design of the mechanism and tank internals, the flow patterns generated can concentrate the more intense mixing in the lower portion of the cell to promote good solids suspension and particlebubble contact. Simultaneously, cylindrical tank design gives a more quiescent upper zone for particle-bubble transport into the froth zone. These symmetrical flow patterns are naturally disturbed in normal operation by the slurry inflow and outflow from the individual cells. The challenge for flotation cell designers is to determine the magnitude of these flow disturbances, and to assess whether or when the inflow and outflow rates have a sufficient impact on the hydraulic flow patterns so as to potentially affect the metallurgical performance of the flotation cell."

In considering the preparation of any paper concerning bearing metals, one feels a certain amount of diffidence in venturing into a field which has been capably explored at great length and in great detail during recent years. Many excellent articles have appeared in technical literature, dealing with the general theory of bearings and of bearing metals, the properties of white metals of the tin-base and lead-base types, and of the recently developed lead-bronzes.The justification for this further excursion into the field lies in the fact that it treats a branch of the bearing metal family which has so far received very little attention, and that of a somewhat sketchy nature, in published papers.The author's object is to give some outline of the history, development, present status and possibilities of the cadmium-base bearing metal alloys, particularly those in which copper is the main alloying element.GENERAL CONSIDERATIONS.It is desirable that attention should first of all be given to the general theory, constitution, and necessary attributes of bearing metals, in order that some of the problems met with during the development work may be better appreciated.Despite some evidence to the contrary, it is fairly generally maintained that an alloy for bearing metal use should be of a heterogeneous nature. It should consist of particles of a hard constituent uniformly distributed through a softer matrix.The basic idea is that the hard constituent should actually bear the load and resist wear, while the matrix imparts the necessary ductility and allows the bearing to align itself on the shaft in service.

"In recent years, FFE Minerals has designed, installed and commissioned several large grinding mill circuits. This paper discusses the issues related to the erection and commissioning of large grinding mill circuits. The three circuits discussed are Collahuasi in Chile, Minera Los Pelambres in Chile, and Century Zinc in Australia. These circuits include large SAG and ball mills with both gear and gearless drive arrangements, as well as, both trunnion and shell supported mills. Aspects of these features are discussed with respect to their impact on installation and commissioning. While the normal challenges of mill erection and start-up were experienced, there were also a few unexpected challenges encountered partly due to the large scale of the equipment. An overview of the equipment and design ratings of these circuits is also provided.COLLAHUASIOverviewThe Collahuasi mills were started-up in November of 1998. The site is located in the Andes Mountains at an elevation of 4300 meters. The grinding circuit includes two lines featuring one SAG mill and one ball mill for each line. The circuit features a recycle conveyor around the SAG mills with provision for adding a pebble crusher in the future. The design tonnage of the grinding plant is 60,000 MTPD with an ore BWI of 10.5 kWh/MT.The SAG mills are 32’ x 15’ (1 3’ EGL) with 10,800 HP drives. The drive arrangements are dual pinion through pneumatic clutches. The mills are driven by low speed synchronous motors with CCV variable speed drives. The SAG mills are trunnion supported and use hydrostatic lubrication. Feed to the SAG mills is via a rock-box type feed chute on a cart. The mills discharge on to trommel screens with a bucket wheel to remove the oversize.The ball mills are 22’ x 36.5’ (36’ EGL) with 12,500 HP drives. The drive arrangements are dual pinion through pneumatic clutches. The fixed speed mills are driven by low speed synchronous motors with GE Quadramatic load sharing drives. The ball mills are shell-supported and feature multi-pad bearings with hydrodynamic lubrication. The mills are fed via a rubber lined sump box with feed spout on a cart. The ball mills also discharge on to trommel screens. Twenty-six inch (26”) diameter hydrocyclones are in closed circuit with the ball mills."

The attempt has been made to manufacture high nitrogen austenitic stainless steels by pressurized electro-slag remelting furnace with maximum nitrogen pressure of 7MPa. To obtain high nitrogen content in steels, the compound electrodes with different nitrogen sources (FeCrN, Si3N4) were prepared. Using the Si3N4 as the nitrogen alloying source, the silicon contents in ingots were prone to be out of the specification range, and the electric current fluctuated greatly and the surface qualities of the ingots were poor. The surface qualities of the ingots were improved using FeCrN as nitrogen alloying source. The sound and compact macrostructure ingot with the maximum nitrogen above 1.0wt% could be obtained. A series of high nitrogen austenitic stainless steels have been successfully developed by this method. The mechanical and pitting corrosion resistance properties of high nitrogen austenitic stainless steels were investigated. The results show that the steels exhibit excellent mechanical and pitting corrosion resistance properties.

In this study, spent grain was used as an adsorbent for the removal of Hg(II) from aqueous solutions, the process parameters such as contact time, solution pH, adsorbent dose, and initial Hg(II) concentration were studied in batch experiments. The initial adsorption process was fast, 91.08% of adsorption occurred within 5 min and equilibrium was reached at around 30min. Adsorption process was found to follow pseudo-second-order kinetics. The equilibrium data were better fitted to Langmuir isotherm than Freundlich isotherm with the maximum adsorption capacity 41.36 mg/g. The structure and component of spent grain before and after adsorption of Hg(II) were investigated using scanning electron microscope(SEM) and energy dispersive X-ray analysis(EDAX), these analysis also confirmed the adsorption of Hg(II) onto spent grain. The results indicated that spent grain had potential as a new inexpensive adsorbent for Hg(II) removal from aqueous solutions.

This paper will discuss the inherent value engineering associated with the design and construction of approximately 184,000 SF of anchored tieback wall, installed as part of the widening and drainage improvements for KY9 in Campbell County, Kentucky. The total project is 2.2 miles in length. The anchored walls, excavation grading and drainage total to a complete project cost of $28.4 million. This is one of the largest design-build projects undertaken by the Commonwealth of Kentucky. It also features another first for the Transportation Cabinet - the general contractor is responsible for quality control/quality assurance. The project is located just south of Cincinnati, OH and is situated along the east bank of the Licking River. The slopes along this stretch of the river have had a long history of movement and instability. The Kentucky Transportation Cabinet advertised the anchored wall portion of this project to be designed and constructed by pre-approved specialty contractors. The Transportation Cabinet provided the basic design parameters to each specialty contractor. Aspects to be discussed include the site and project history, previous attempts at slope stabilization along existing KY9, the technical proposal and bidding process, and the actual design and construction.

The production of sulphuric acid at Port Pirie by the contact process began in March 1924 with the commissioning of the Electrolytic Zinc Co.'s roasting and acid plant. This plant, operated by B.H.A.S. Pty. Ltd. on behalf of the E.Z. Co., continued to produce sulphuric acid from the gases evolved when roasting Broken Hill zinc concentrate in mechanically rabbled furnaces until September 1954, when the plant was closed down.In this peri9d of approximately 30 years some 600,000 mono tons of 98·5 per cent sulphuric acid was produced, most of which was used for fertilizer production at Wallaroo and Port Adelaide. During World War II 14,400 mono tons of the above was produced in the form of 20 per cent Oleum and railed to the Salisbury Munitions Factory for use in the production of nitro-glycerine, gun-cotton and T.N.T.In the early post-war period various ways of converting at least some of the sulphur in the gases' discharged to atmosphere from the lead sintering plant were considered until, in 1949, it was decided to erect a modern contact acid plant. Much work remained to be done on the roasting plant to produce a gas of suitable grade for the contact process and also on the design of a purification section suitable for the treatment of D.L. gases.The acid section itself, however, was largely of conventional design and it was therefore decided that this would be erected first. To it was then attached a sulphur-burning section to allow it to operate as a "hot gas" brimstone acid plant until the roasting and gas purification plants had been designed and erected. In this way the urgent need for sulphuric acid in the fertilizer industry would be relieved, to some extent at least, as soon as, possible.

"Samples with contrasting gold mineralization were studied quantitatively prior to metallurgical tests. The AD samples are coarser-grained and characterized by abundant Sb minerals (jamesonite, berthierite, stibnite). The finer-grained MW sample has abundant pyrite and pyrrhotite, with arsenopyrite and galena next in abundance. A large number of gold mineral particles were determined by SEM investigation of hydroseparation concentrates, ranging from 150 to 597 per sample. The grain-size distribution of the gold minerals shows evidence of bimodal grain-size distributions (volume %), with the coarse fraction being most significant in sample MW-1 (maximum ECD=308µm). The coarsest gold minerals in the AD samples range from 139µm to 281µm ECD.The deportment of gold minerals is as electrum, aurostibite, native gold, and a possible new mineral (AuNiSb4). Gold also occurs in nisbite. The gold minerals are dominated by electrum in three samples and aurostibite is next in abundance. The major gold minerals are probably representative of three stages of gold mineralization. The first stage is represented by electrum, which is partly to completely replaced by Sb-rich mineralization forming aurostibite, and the last stage is native gold, often occurring as rims on one or the other earlier gold mineral. The gold minerals are strongly associated with sulphides in the AD samples (55 to 60 vol.%). At the grind used for the hydroseparation the liberated gold mineral quantity (volume %) is also significant, ranging from 65% for sample MW-1 to 30 to 37% for the AD samples.INTRODUCTIONThe Clarence Stream deposit is located 70 km south-southwest of Fredericton and 25 km northnorthwest of St. George, south-western New Brunswick, near the international boundary with Maine (Fig. 1)."

"The Cortez SAG mill liner design was recently modified to improve the mill operating energy efficiency. In addition to the expected benefits, the design change unexpectedly played a significant role of verifying the proposed grinding circuit expansion for the Cortez Hills project as well as illustrating current SAG mill bottlenecks. This paper will discuss the evaluation that addressed operator and maintenance observations, historical PLC data, and “crash stop” observations to calculate charge motion, packing between lifters, and slurry transport through grate and pulp lifters. The performance of the new shell and discharge end liner design will also be discussed as well as their role in the possible grinding circuit expansion.INTRODUCTIONCortez Gold Mines commenced operation in 1969 with its Mill #1 rated at a nominal 2,000 tons per day. Mill #1 was a conventional rod mill/ball mill circuit followed by an 8-stage CIP circuit. In the early 1990s the Pipeline deposit was discovered and subsequently Mill #2 was built to process the increased ore volume. Mill #2, commissioned by mid-1997, was a nominal 10,000 tons per day SABC circuit followed by an 8-stage CIL circuit for oxide gold ore. Operating and commissioning details of this plant have been published elsewhere (Powell, 1998). By late 1998, there was not enough ore volume to support both mills so the smaller, higher operating cost Mill #1 was put under its current care-and-maintenance status. A simplified flowsheet of the current mill is shown in Figure 1."

Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. "It has been suggested that the pre-concentration of ore underground can bring positive economic and environmental benefits to underground mining, particularly at extreme depth. The integration of mineral processing systems for coarse waste rejection and disposal into the underground mining environment has a substantial impact on the economics and operation of the mine. A case study for the integration of underground pre-concentration at Falconbridge’s Thayer Lindsley and Fraser Copper operations in Sudbury, Ontario is discussed, with particular focus on ore evaluation, system design, integration, and impacts on the operation. Conclusions as to the overall feasibility and potential impacts of underground pre-concentration are presented.INTRODUCTIONObjectivesA scoping investigation has been conducted for Falconbridge Ltd on the Fraser Copper Zone and Thayer Lindsley mines in order to develop a better understanding of the operations, and to do a preliminary evaluation of the potential for pre-concentration of the ore underground. The objective was to develop a conceptual design and evaluation of a pre-concentration system for each site. For each of these mines, a high degree of waste rejection was achieved at a coarse particle size with good metallurgical recoveries. The benefits arising from the surface pre-concentration of ore are well documented in the literature (McCullough et al, 1999; Miller et al, 1978; Munro et al, 1982; Schena et al, 1990; Sivamohan & Forssberg, 1991)."

A new, powerful model is presented that focuses on plant logistics and scheduling aspects of the smelting, converting, fire refining and casting operations at the Horne smelter. This plant complex is the largest custom copper smelter in North America. It handles a wide range of feeds and utilizes a number of proprietary continuous and batch technologies that require good scheduling in order to maximize plant capacity and efficiency. The present model was developed by Xstrata Process Support, in collaboration with the Horne smelter, and uses the Arena® software to evaluate the impact of a number of plant variables on the annual copper capacity of the plant. Model development was carried out by Xstrata Process Support, in collaboration with the Horne smelter, through the effective combination of process chemistry knowledge and detailed knowledge of the plant operation (including all material flows and transfers, as well as information such as operating on-line times, plant stoppages and also scheduled and unscheduled maintenance activities). A number of case studies were then examined, including the impact of anode furnace and casting cycle times on annual copper capacity and the impact of a one-crane mode of operation in the converter aisle, which normally operates with two cranes in service. The model predictions were found to match actual plant results very well. The present modelling of plant logistics and the scheduling aspects were found to add important dimensions at the plant with regard to projections of the real-life plant capacity. As demonstrated in the present case, this type of model and application can have a significant impact on optimizing operations at a given plant. This impact is particularly important in the current market environment, where emphasis is on maximizing plant output and lowering costs. These models can help yield the easily obtained gains that are clearly desirable in these times. Xstrata Process Support has developed Arena models for other operations and is available to explore new applications for a win-win situation at other plants, including mines and concentrator operations.

After World War II Canada?s fledgling iron ore mining industry developed along the ill-defined Quebec / Labrador border near what became the town of Knob Lake and later renamed Schefferville. For about twenty-five years from 1954 to 1982 Schefferville was the epicenter of Canadian iron ore mining and the foundation of the Iron Ore Company of Canada. In about 1982 it all stopped, shut down, the miners moved away leaving behind a mining camp and a ghost town that have sat idle and almost deserted for the past twenty five years. The story looks set to change with new plans to re-establish the former mining operations in the historic mining camp. This paper outlines the proposal to reactivate the direct shipping iron ore operations in the Schefferville mining camp, and specifically the properties in Labrador owned or optioned by Labrador Iron Mines Limited (?LIM?), a wholly owned subsidiary of London Stock Exchange listed Anglesey Mining plc. The Schefferville mining camp is located about 1,000 km northeast of Montreal. There are no roads connecting the area to southern Labrador or to Quebec. Access to the area is by rail from Sept Iles to Schefferville, or by air from Montreal and Sept Iles.

As an occupational culture, mining comes with its own set of rules, agendas and values. Yet mines often also operate in the traditional territories of indigenous communities, with whom specific agreements are negotiated that commit to respect culture, economy and environment. Mines in these locations employ extremely diverse workforces whose value systems often come into conflict in on-the-job relationships. Adaptation of individual worker attitudes and industrial operating culture thus both need to occur if there is to be the negotiation of a workable relationship. This paper will discuss ways that NWT diamond mines have adapted to their workforce, to ensure that rights and cultures of their diverse workforce can be respected. Historically, the concept of culture has been dealt with solely through the forum of ?cross-cultural? workshops. Gibson presents a model of a new type of ?cultural-engagement? workshop based on the top ten cross-cultural conflicts that actually arise at a remote mine-site. This model helps managers, team leaders, and workers to tackle in-mine conflicts that arise based on differing value systems of aboriginal and non-aboriginal workers and management. In addition, Gibson suggests that the concept of culture must be more rigorously applied throughout the mine structure and not discussed only in the forum of the cross-cultural workshop.

Mine waste facilities, and in particular tailings impoundments, are one of the highest risk aspects of any mining venture. There are far too many recent examples of how real and/or perceived physical or environmental impact from one of these facilities has had enormous economic impact on both the specific project and the overall parent mining company. In many cases, such dramatic impacts have followed a period where a due diligence of the mine had been carried out (e.g. in an acquisition, merger or similar) or an internal or otherwise audit had taken place. Consequently, it is suggested that there is a need for an audit/due diligence framework to assist those processes in terms of assessing mine waste facilities. This paper presents a recommended framework for completing either an audit or due diligence assessment of mine waste facilities under a number of typical scenarios. The framework will be of relevance to reviews carried out prior to mine construction, during operations and for mines that have been in a care and maintenance position and are to be re-opened. Concepts of risk management are introduced as an essential part of the recommended framework. The paper should be of value to current and prospective mine owners involved in stewarding an area of significant risk to viability of their mining venture. The paper should also interest prospective lenders to these ventures.
