Rail, port and shipping charges represent 30 to 50 per cent of landed costs for Australian coal mines selling to Asia. This proportion is higher for sales to Europe, yet it is in Europe where Australian producers are aiming for increased market share. The landed cost of coal to the international customer is the key parameter which determines market competitiveness. The objective of this study is to examine Australian export coal competitiveness in terms of transport distance. The approach used examines world coking coal and steaming coal production and the transport distances between major exporting regions and importing countries. Reference is made to the importance of land transport costs and a comparative approach for emphasising the relative magnitude of this factor is developed. Models developed are examined in terms of Australia's exports and a conclusion is reached that a reduction in rail freight costs would be an effective measure for improving the competitiveness of Australia's coal industry.

During the recent expansion of precipitate copper production at the Chino Mines Division of Kennecott Copper Corporation, Santa Rita, New Mexico, local studies of the dump leaching process were intensified. As these studies progressed it became apparent that a reliable method for locating leach solutions within the dump was required, since the contact between leach solutions and the copper-bearing material would determine, in great part, the recovery of values. In the past, the problem of determining leach solution contact has been attacked by various methods, including destructive testing (dump dissection), indirect observation (such as chloride or dye tracers), and mathematical or laboratory model studies. These methods have not proved completely satisfactory for the studies now being developed. Investigation of methods for in situ observation of leach solutions led to consideration of radiation logging in drill holes, which are petro¬leum exploration and development techniques for locating fluids and measuring porosity in the subsurface. Standard oil field logging equipment was leased, modified, and tested. After successful testing, the equipment was purchased for additional studies. Applications and results of the methods are described in this paper.

"Geo5 Software is gaining popularity worldwide due to its expediency in analysis and design of pile foundation. The analysis is based on various theoretical, empirical and semi-empirical methods available in existing literature and various country standards. Moreover, the ultimate resistance of pile in the software is based CSN 73 1002, Fellenius method, NAVFAC DM 7.2 and Tomlinson method. Due to the specificity in calculation of ultimate resistance, it becomes necessary to validate the results arrived using the software for better accuracy. Furthermore, the above-mentioned methods are not necessarily popular in every design offices. Therefore, an attempt has been made to predict the efficiency of Geo5-v15 software to analyze the pile foundation by comparing it with the results obtained using the analysis based on Indian Standard IS 2911:2010, performed with spreadsheet specifically designed for the same purpose. The accompanying outcome of the comparison and several shortcomings found in the design part associated with the software has been highlighted in the later part of the paper. Besides, the optimization tool present in the software is also described for the more efficient and economic design of pile foundation, hence contributing as practical aid to structural engineers.INTRODUCTIONThe analysis of individual pile foundation and pile in groups can be said to include the three main important parameters – Ultimate bearing capacity, Settlement and Structural Design. The first two parameters are to be evaluated to check the reliability of foundation against ultimate limit state and serviceability limit state. The third parameter includes the analysis of pile against both horizontal and vertical load. This parameter mainly intends to evaluate the size of foundation and the amount of reinforcement. Geo5 is a software which can expediently compute the above mentioned three parameters just by the mere input of the necessary factors. The ultimate bearing capacity analysis in Geo5 is based on various theoretical, empirical and semi-empirical methods available in existing literature and various country standards depending upon the drained and undrained condition of soil (Bowles, 1968; CSN 73 1002,1987; Felenius,1991; NAVFAC DM 7.2,1984; Tomlinson,1977). However, the method mentioned in IS 2911 (2010) is not the same and have slight variations in way of evaluating the parameters which affect ultimate bearing capacity. Therefore, it becomes necessary to evaluate the efficiency of Geo5 with respect to the value of ultimate bearing capacity and therefore, asserting the confidence in the software based method for the convenience of the designs in Indian Scenario. The present study aims to evaluate the efficiency of Geo5 v-15 software in predicting the ultimate bearing capacity of pile foundation. The results of the software are compared with the bearing capacity calculated using IS 2911 (2010) with the help of excel sheet. Moreover, as the software is frequently put under revision, therefore a comparison of this version has also been made with the latest version of Geo5 (2017) to check whether the latest revision has accounted for the discovered shortcomings. The design steps performed in the software is also shown. As Geo5 make use of IS 456 (2000) for the design purpose, hence it can be considered as reliable with respect to the estimate of the third parameter. Furthermore, the optimization process is also shown in the later part of the paper to emphasize the simplicity of the software in economizing the design cost."

"The original segmented intercell Optibar succeeded in reducing the magnitude and occurrence of short circuits. It also improved the specific energy consumption of the process. This paper expands the load current source concept introducing a triple segmented bar. This new bar adds immunity to dirt contacts and open circuits. Moreover, it further improves the standard deviation of current densities. As compared with industrial practices this development should accomplish an 8% specific energy reduction. Also, a plant implemented with BBS should be able to work with 12.5% higher process currents than Walker without compromising the operation.INTRODUCTIONIn 2011 the technology based on current mode was implemented at industrial scale. The success of this technology moved CIM Magazine (Lanktree, 2011) to write in the Jan 2012 issue an upfront story of this technological innovation. To cover the story, the technical reporter Graham Langtree was appointed by Peter Braul Editor of the upfront section. The article tells that “More than 40,000 tonnes of copper have been refined in a year-long test run of Optibar Inc.’s new technology at Barrick Gold’s Zaldívar copper plant in northern Chile. The new segmented intercell bars being used in the Compañía Minera Zaldívar refinery have slashed energy costs, reduced short circuits during refining and allowed the production of heftier, purer sheets of copper – gains that all promise to boost the plant’s margins. A copper refining tank house containing the cell circuits typically consumes 2,000 kWh of electricity to produce a single tonne of grade-A copper. Yet, monitoring the energy efficiency of the Optibar technology after increasing the weight of harvested copper sheets, the project’s engineers recorded a 92 kWh-per-tonne cut in energy consumption, a savings of 4.6 per cent. “Today, with the power prices we have, Optibar technology represents a potential savings for the whole plant of US$1.5 million per year,” says Robert Mayne- Nicholls, executive general manager of Barrick Gold’s Chilean operations.”"

The identification of Critical Risks, their associated Critical Controls, and the implementation of processes to ensure their ongoing management can be difficult and resource intensive. Answering the following Critical Risk Management related questions can be challenging: • What is a Critical Risk? • What is a Bow-tie Analysis and when should it be used? • What is Critical Control? • How is the effectiveness of a Critical Control assured, and how is this measured? • Who is responsible for managing Critical Controls? • What are the implications if a Critical Control is not effective? It appears that in the mining industry’s efforts to implement the Critical Control Management Process outlined by the International Council on Mining and Metals (ICMM), instead of embedding an integrated, well understood, value adding process, we have instead created a resource hungry monster that is poorly understood by numerous layers of the organisation.

Any attempt to secure a quick answer will yield a figure that very likely cannot be substantiated, and certainly will not yield information in the detailed form now desired. It will be about 10 years before a completely new estimate can be prepared for the coal reserves of the United States at our present rate of progress, though of course, much information will be available in the interim. We would like to present such information as we obtain in the form most acceptable to the industry, and to that end we are working closely with coal resource committees of the AIME, the National Bituminous Coal Advisory Council, and the Bureau of Mines. DISCUSSION G. H. Cady*—Mr. Averitt's description of the nature of the coal resources investigations of the United States Geological Survey and the progress of this work is very timely in view of the general interest in the subject of coal resources. The Federal Survey is obviously taking the "long view" with respect to the appraisal of the coal resources as part of the preparation of the general geological map of the country and the attendant determination of the quantity of all mineral and fuel resources. It is apparently for regional surveys of the conventional type that the detailed procedures employed by the Federal Survey are applicable. Even if so it is somewhat unexpected to find the same criteria for evaluation will be applied to the country as a whole. The work on coal resources appraisal has been proceeding at various rates in a number of coal producing states for various periods. Undoubtedly since there has been no common practice in the method of appraisal the states each have worked independently and independently of the Federal Survey, and each has adopted certain practices to meet local conditions. I do not know how much consideration has been given by the U. S. Geological Survey to these practices. It seems probable that such consideration might result in important modifications of the standards which apparently have been set up by the Federal group in line with local requirements. It is the practice in some state surveys to present the facts in regard to the occurrence and distribution of coal beds and their variations in thickness down to thicknesses of 1 to 1 1/2 ft in relatively narrow stages up to maximum thickness. It is then possible for any one using such figures to compile quantitative estimates of workable coal at various minimum thickness limits. This is a desirable objective where surveys are detailed and information correspondingIy good. However, vast quantities of coal lie in beds that are relatively thin about which little information is available and the quantity of such coal might affect the final appraisal to the extent of several thousand million, depending upon the minimum limitation observed. Thus in the case of Illinois a difference of 1 ft in average thickness of coal in the coal field would make a difference of approximately 35 billion tons in the estimated quantity present. One is dealing with a very large area and small differences in thicknesses are very irnportant in the overall picture. The estimate of 10 years to accomplish the sort of detailed appraisal outlined by Mr. Averitt is viewed somewhat skeptically and certainly would require many more trained geologists than seem to be available. The requisite detailed mapping and study are very time consuming not only because of the geological field work required, which is difficult in certain seasons, but also in order to assemble data from company and personal files, and to study drill records and cores, and to sample and analyze the coal. Unless the staff of geologists could be increased in the order of several hundred per cent the prospects are that the appraisal of the type suggested will require many decades not just one. The permanent value of such appraisal, however, is not questioned and it should be expedited as rapidly as means allow. Satisfactory appraisal is not easily achieved and will vary from time to time. The main function of a geological survey is to collect and present the facts that will make possible appraisal in terms of existing conditions by individuals, particularly engineers, qualified by training and expcrience for making such estimates. Thickness and character of the coal bed, nature of the overlying and underlying strata, position, thickness, and character of "partings," relationship to other coal beds, and a variety of other factors must be assembled by the geologist in order to present a complete picture of the geological setting. The economic and engineering factors are in general outside the field of geological experience. The geologist should see to it that the pertinent geological facts are available; much more information than simply thickness and depth of the coal beds is essential to meet all the requirements of appraisal in the future as well as at present. With respect to the present demand by engineers and coal mine operators and others for a rapid re-appraisal of the available coal resources, in the light of existing practices and those in immediate prospect, the Federal procedure of systematic mapping and appraisal is scarcely in line. It will be necessary for those particularly interested in having such an estimate made to establish standards with respect to the various factors involved so that the scope of the geological work can be definitely restricted for the various coal fields. There is little use in setting up general standards since no such standards will be applicable to all fields. Thus it is folly to establish a standard minimum thickness to be generally applicable which is one-half to one-third the minimum minable thickness in some fields. The greatest difficulty in appraisal of the presently actually workable coal bed lies in the variation in the importance placed on roof, floor, structural conditions, bedded impurities. sulphur content and other factors that affect judgment relative to the value of a coal bed. It is doubtful whether any appraisal will have universal approval in view of the variable factors involved. For this reason if none other, the facts should be carefully and painstakingly assembled after the manner of a systematic geological survey such as that advocated by Mr. Averitt. Only upon the basis of sucb information can reliable estimates be made in line with selected conditions. Paul AveRitt (author's repty)— In this paper I discussed, but did not define as such, two major phases of our activities on coal, which are closely related, and which normally we in the U. S. Geological Survey see as an integrated whole. It is understandable, therefore, that Dr. Cady should assume that my remarks applied only to the current work on coal reserves with which I am directly concerned. In view of Dr. Cady's discussion, however, I think a brief summary of the two phases of U. S. Geological Survey activities on coal will be appropriate. The long-term function of the U. S. Geological Survey on coal investigations is to make detailed geologic studies, involving the preparation of detailed geologic maps showing the outcrops and correlations of coal beds, direction and dip of coal-bearing rocks, nature and thickness of overburden, location of faults and fold axes, and similar features. Such studies also yield many measured sections of coal and associated strata, which show variations in the thickness of the beds, and the intervals between coal beds. Taken as a whole, detailed geologic studies provide much useful information for mine operators and engineers. As Dr. Cady points out, this type of geologic work is arduous and time consuming, but it provides the basic data that are necessary both in the development of our coal fields, and also in the preparation of coal-reserve estimates, which are discussed in the next paragraph. Current and proposed methods of resource classification relate to the geological, economic and technical confidence in the estimated resource. Geological confidence is, however, only vaguely defined. It is largely related to the level of drilling and sampling, to the geologistÆs perceived level of confidence in his/her work and on the continuity of the mineralisation. Rarely has any real attempt been made to assess how well a deposit has been explored, sampled and evaluated and how accurate or realistic the geological model is for the deposit. This contribution reviews the impact of two of the potential sources of error, ie sample recovery and quality. The first of these parameters is measured during logging and assaying, but is often forgotten during grade and tonnage estimation, and resource classification. Preliminary studies have shown that modelling of this parameter is a valid exercise, which should accompany the evaluation of grade and other economic parameters. The sample recovery factor for an ore block can then be used to reassess the confidence in the block. It could, for example, downgrade the status of a Measured Resource to an Indicated Resource even though standard methods might indicate that the higher classification is applicable. A method is proposed by which this recovery factor could be incorporated into current resource classifications producing a more sophisticated and comprehensive measure of sample quality. A review of the sources of error naturally leads to the assignment of scores to each stage of the evaluation process, depending on the methods used and assumptions made. Sample recovery is one important factor, which is likely to appear at several stages. These scores can then be weighted and combined in a manner resembling that used in the CSIR Rock Mass Classification. This score will then allow the resource estimate to be rated on a scale from 0 to 100 per cent to produce a Quality Control Index (QCI). However, this index must then be modified using an Evaluation Difficulty Index (EDI), which reflects the difficulty of a particular style of mineralisation to accurate resource estimation. This results in the production of a Resource Reliability Rating (RRR), which can then be linked to international classifications, such as the 1999 JORC; 2000 CIM; and 2001 EURO codes. This will permit a more precise definition of geological confidence levels or, combined with estimation error, produce a classification system in its own right. This same rating can also be used as the basis for technical audits of mineral projects.

"An analysis of operating costs for underground mining operations in the current global economic climate considers the financial burden for a ventilation system to be in vicinity of 30–50%. These operating costs are often overlooked by management teams in the greater scale of things when looking to save money in the procurement phase. This oversight to operational costs can be as little as the effective delivery of ventilating air to the work zone. One of the biggest opportunities for substantial savings and improvements can be realized in the selection of a quality vent duct that is suitable and fit for purpose. The key component to the selection process for quality products is a solid selection criterion that is followed during the tender process. This allows the management team to filter out unsuitable suppliers and products. The case study identifies some of the key components that were considered in the procurement and selection process for lay-flat ducting products. These included the characteristics and strength of the materials. The selection criteria also considered a ducted performance comparison that offers the best aerodynamic performance with some of the following components. • Airflow at Duct Face (m³/s or cfm), Fan Pressure (Pa), Air Power (kW or hp), Assumed Fan Efficiency, Annual Running Costs, K – Factor or Lambda, Leakage Factor, Joining Method and available Duct Lengths with weights. • Critical components considered were the current Testing standards available for: o Bursting Strength AS 4878.5, Mass AS 2001.2.13, Tensile Strength AS 4878.6, Tensile Strength AS 2001.2.3.1, Tear Strength AS 2001.2.10, Tear Strength AS 4878.7 • Other key considerations were: o Warranty Claim, Damage claims, Local storage / operations, community engagement and relationships, current testing data, previous issues, after sales service with technical assistance, etc. Hidden costs associated with product failures and operational stoppages are often not quantified during the tender process. Buyer beware. INTRODUCTION The largest constraint underground mining operations currently face are their operating efficiencies and electrical costs. The overall cost of an operations ventilation system and its components requires more focus to identify what opportunities exist to maximise efficiency and effectiveness. This tender process may not always be clearly understood and it should be broken down into fewer components to achieve quantifiable results."

The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today's optimum designs.

Mr. F. W. Gray: It is not my intention to read my paper as it is too long, so I will touch only on the high lights. The Sydney field is the most favourable example of undersea coal mining that exists, and I have not been able to find anything like it elsewhere. The nearest approach to it is a field in England where the Whitehaven collieries are operating, but it has a lot of faults. The net result of these faults so far met with in the seaward advance of the workings has been to increase, by something over 100 feet, the gain in depth of cover, in a distance of approximately three and three-quarter miles. In the Sydney field there are no faults of any consequence. On the east side, the English measures rise. In Australia the sea bottom fell and the cover became too light. On Vancouver Island the coal ran out, and in Japan the seams are steep and contorted. The Chilian fields resemble our own to some extent. An inundation of two collieries took place there some time ago, due, it is said, to the rise workings being allowed to approach the sea bottom too closely in the vicinity of a fault. The Cape Breton undersea field has been proved over a frontage of about thirty miles and has been attacked and penetrated for a considerable distance along that front. We have passed the prospecting stage and now generally use developed land areas as points of attack to win the undersea coal. Of our mining under the sea, it can be said that, with the exception of No. 1-B and Princess colliery, Sydney Mines, no real attempt has been made to win the undersea coal.

The paper discusses design consideration of ongoing works that include structural analyses to evaluate repair strategies for the post-tensioned reinforced caissons, the scheme to repair two leaky joints between caissons, the design of passive fire protection that involved in situ and real scale laboratory tests, and other tunnel systems upgrades.

The development of new stoping methods and more effective control over dilution, recovery and fragmentation depends on improved accuracy in blasthole drilling. The mechanisms and factors which control accuracy are poorly understood. Canadian blasthole stoping and the practices adopted for monitoring and controlling drilling accuracy are reviewed. The techniques and problems associated with blashole set-up and trajectory surveying are discussed. Four new blasthole trajectory survey systems are evaluated on the basis of their performance in recent underground trials. Conclusions are drawn as to the technological developments required so that more precise control over drilling accuracy can be achieved.

This report describes the carbonizing properties of the principal coal beds of Allegheny County, Pa., which rank low in the high-volatile A bituminous classification. Seven coal samples from 3 coal beds were selected for study, as follows: 2 each from the Redstone and Pittsburgh beds and 3 from the Upper Freeport bed. Selection was based on estimated reserves. The samples of Upper Freeport and Pittsburgh coals were satisfactory chemically for producing metallurgical coke. The ash contents of the samples of Redstone coal were moderately high. One of the samples of Redstone coal was high in sulfur content, and it would be difficult to upgrade to meet present metallurgical standards.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

Based on a case study of dozer engine records, the author suggests an easy method of deriving useful information for managerial decisions in a step-by-step manner.More specifically, the paper deals with the following topics:• determination of the most economical replacement time,• determination of reliability characteristics,• determination of the number of replacements, and• determination of the number of spares.IntroductionThe mining industry collects a lot of information about every aspect of its activities, an example of which appears in Table I. In Table I , the distribution describes the operating hours at failure of 56 different dozer engines used in severe applications. Besides calculating an average and possibly a standard derivation from the data, little else is derived, at least from a statistical point-of-view.More information can be obtained from these records that could help management in the decision-making process.To illustrate this point, the sample data appearing in Table I will be analyzed in detail by making use of well-known concepts in reliability engineering.Distribution of DataTable I represents a distribution obtained from the recorded hours cumulated from the operators' time cards. The operating hours have been divided into fourteen classes for each 1000 hours of engine running, e.g . all engines scoring an operating time of between 1001 and 2000 hours formed a class , those scoring between 2001 and 3000 hours another one, etc. Generally, the class interval should be a multiple of the equipment preventive maintenance check period.The minimum acceptable sample size should be large enough to ensure that the score in each class interval is at least one. Ideally, the score for each class interval should be at least five so that a chi-square test could be carried out if necessary.The average life of an engine can be found by adding the products of the frequency and the class mark (mid-point) values. Shock wave physics is an important part of air-deck behavior since the bulk explosives in the column impart a shock into the air-deck where the air shock then passes through the air-deck at a rapidly attenuating velocity. Through both high-fidelity modeling and shock physics theory it is shown that the resulting pressure in the air-deck is two orders of magnitude less than the detonation pressure of the explosive. The induced air blast reflects from the bottom of the borehole and this reflected pressure, even though doubled, is still approximately two orders of magnitude less than the detonation pressure. Air-shocks will ring back and forth in the air-deck for a few tens of milliseconds while the adjacent explosive column(s) are detonating. Transmission of the initial shock through the air along with reflections is an intensive energy consuming process. Energy balance results in shock heating of the air and a temperature increase. However, the increased temperature of the air is also orders of magnitude less than that of the explosive detonation products immediately behind the detonation front. Replacing high energy explosives with zero energy air-decks in a blasthole will always have a negative impact on the adjacent rock fragmentation and movement.

"New contracts for 65 million long tons of coking coal valued at over $900 million, over the next 15 years, herald the rebirth of Alberta's coal industry. The industry is optimistic that export orders may reach 20 million tons per annum by the mid-1970's. Coal will be extracted from underground and surface mines and it is expected that the total labour force will double from the present 1,200 men within the next two years. Ali the health hazards associated with coal mining are likely to be encountered and it will be incombent on the Provincial Department of Health to specify the standards which relate to health and environment where no such standards have previously existed. This paper examines some of the problems which are being encountered in setting up an environmental health program and reviews the practicability of environmental monitoring methods, with special reference to respirable dust."

Methods of Coal Preparation Fundamentally, the object of coal preparation is to increase, economically, the value of a fuel by making it more suitable to the uses of the consumer. This can be accomplished in three major ways: 1.Screening or sizing 2.-Mixrng or blending 3.-Cleaning By combinations of any or all of these methods we can prepare coal to meet standard specifications-a process of standardization which is the more desirable the more nearly it approaches the unvarying quality of packaged goods, where the package you buy today and tomorrow is the same as that you bought yesterday. It should be noted that it is readily possible to get good cleaning and still have poor preparation because of faulty screening and mixing, and, on the other hand, it is possible to get a passable grade of cleaning, combined with good screening and mixing facilities.

The compositions of olivine, pyroxene and chromite from the Proterozoic ultramafic complex are analagous to those of cumulate ultramafic rocks of tholeiitic origin, suggesting that the parent magma may have been tholeiitic rather than komatiitic. The complex contains economically significant Ni-Cu sulphide mineralisation. The high sulphide/silicate ratio is best explained in terms of the segregation of sulphides from a large volume of magma, of which all but the ultramafic cumulate fraction has since been eroded. Platinum-group minerals that have been identified include sperrylite, moncheite, native platinum, froodite, merenskyite, michenerite and Pd-rich pentlandite lamellae exsolved from pyrrhotite. They are characteristically found in close association with chalcopyrite, either along the contacts between hydrosilicate and sulphide grains or in cracks within pentlandite and chalcopyrite, which may also be intergrown with galena. Crystallisation from a Cu-rich residual magmatic liquid also enriched in Pt, Pd, As, Sb, Bi, Te, Zn and Pb is postulated.

The culture of safety is very important to coal mining production. About 90% of mine accidents are caused by human error. This paper analyzes the status of China?s coal mining accidents, and accident cause. This paper explains the concept of safety culture, the value of safety culture, as well as the relationships between safety culture and safety behavior, and between safety culture and science and technology. The paper proposes the model of safety culture and the ways to enhance safety culture of coal enterprises. Safety culture and safety production is closely related and are significant to the improvement of mine safety situation in China.
