This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

In today’s operating environment many conventional cleaner circuits struggle to produce final grade concentrate with acceptable levels of non-sulfide gangue and/or penalty elements. This is primarily due to poor selectivity and the entrainment of gangue, and is further exacerbated by the processing of lower grade ores with more complex mineralogy that require finer grinding for liberation. In new concentrators, the standard approach to cleaner circuit design is to define the number of stages of mechanical cells required to achieve the desired concentrate grade. Residence time is the primary factor to size cells and to determine the number of cells required to attain target recovery. While it is required for recovery, a bank of mechanical cells is not the ideal solution to maximise concentrate grade. Relatively coarse bubble size means slow flotation of fines, requiring long residence times. The combination of long residence times and no froth washing means higher entrainment as the pulp becomes more barren and froth stability decreases down a bank.In recent years, the Jameson Cell technology has been retrofitted into a number of concentrators around the world to solve both cleaner circuit capacity and concentrate grade issues. Jameson Cells have been installed at the head of conventional cleaner circuits to produce final grade concentrate in a single step of flotation using a single cell (referred to here as ‘cleaner scalping’ duty). The experience gained from these installations has provided the platform for the design of improved and simpler cleaner circuits that will perform better and be more robust to operate. This paper analyses traditional cleaner circuit designs and explains the philosophy behind new hybrid cleaner circuits, which use Jameson Cells to produce final concentrate and mechanical cells for a ‘cleaner scavenger’ duty. The advantages of the new cleaner circuit design are demonstrated by a case study from an operating plant. Engineering studies show that the better metallurgical performance can be achieved with less equipment than conventional cleaning designs, reducing capital cost, operating cost, and with more than 30 per cent energy savings.Finally, the paper describes simple modifications to the standard laboratory flotation test procedures which accurately simulate this new cleaner circuit using routine equipment.CITATION:Huynh, L, Araya, R, Seaman, D R, Harbort, G and Munro, P D, 2014. "A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

IN developing a consistent picture of the thermal expansion of the commercial chromium steels, which cover a range of carbon contents, it is desirable to know the expansion in the limiting case of the binary, carbon-free, iron-chromium alloys. We have, therefore, determined the thermal expansion of a series of five special alloys, ranging in chromium content from 3 to 10.5 per cent, with not more than 0.03 per cent carbon, over a temperature range extending beyond the transformation region; this low carbon content enables us to draw reasonably reliable conclusions as to the behavior of the carbon-free system. Moreover, the measure-ments serve to determine the beginning and the end of the alpha-gamma transformation; and they emphasize once more the fact that a transforma-tion temperature determined by any method in which the specimen is cooled at an appreciable rate is apt to be seriously in error, particularly if the metal contains a transformation-retarding element such as chro-mium or managanese. The lag, or undercooling, observed at the ? - a transformation is explained in terms of the influence of temperature on transformation velocity; the rather unusual shape of the ? loop is attributed to a change with temperature and with composition of the distribution of chromium between the alpha-iron and gamma-iron solid solutions. The exact composition of the alloys which were obtained through the courtesy of Dr. W. Rohn, of the Heraeus Vakuumschmelze A-G., is given in Table 1. Determinations of the linear thermal expansion and of transformation temperature were carried out in the vacuum dila-tometer previously described,1 using a rate of heating and of cooling of 3.0° to 3.5° per minute unless otherwise stated. Magnetic susceptibility, which was measured in studying the rate of transformation, was determined with a magnetic balance, which also has been described.2

"Tenova Pyromet has designed a slag flow control valve that throttles the flow of slag in order to control the tapping rate. In addition, the valve has proved to be a reliable tool for closing the furnace during normal operation as well as emergency conditions. The valve makes use of a water-cooled copper element that is hydraulically operated and attached directly to the slag tap-hole. The equipment is compact, simple to maintain, and cost-effective to purchase and install. It can be retrofitted to most existing slag tapholes with minimal modifications.During the development phase, finite element method (FEM) and computational fluid dynamics (CFD) software was extensively used to model predicted operating conditions and to optimize the design. By using CFD, it was possible to understand the flow patterns inside the copper and to optimize these to improve overall performance.The slag valve was installed and commissioned in 2011/2012 on a 12 MW furnace as part of a new mineral wool plant in the USA. It has performed well since its installation despite operating under conditions in excess of the original design criteria. During the first 6 months of operation it quickly became the preferred method of closing the furnace, although the design intent was for occasional use during emergency shutdown conditions only. Since replacing the mudgun as the main method of closing the tap-hole, a few minor changes have been made to the installation in order to cope with the increased heat load and much higher frequency of use."

THE softening temperature of coal ash, as determined in the labora-tory, has been used for years as an indication of the tendency of coal to form clinker and slag. It has not, however, provided an index of unfail-ing and complete reliability for forecasting the relative performance of different coals, even in the same plant and under the same conditions of operation. A large amount of investigation has been done in attempts to account for this, but practically all of this has been in the direction of studying the chemical constitution of coal ash. Much has been learned, but without much progress toward a better practical application of knowledge to the selection of coal. There has always seemed to be an important factor that eluded discovery. It has long been recognized that the ash-softening temperature as determined in the laboratory had one weakness, in that it represented the temperature at which a thorough mixture of the whole ash of the coal would melt, the mixing having taken place before the heat was applied. This does not, of course, simulate what takes place in practice. With certain exceptions, which will be noted later, almost all of the investiga-tions that have been made, especially the chemical studies of coal ash, have likewise dealt with a mixture of the whole ash in the coal. The present investigation differs from these fundamentally in its approach to the problem. It started from the observation that some clinkering and slagging obviously takes place in a boiler furnace at tem-peratures below the laboratory-determined ash-softening temperature of the coal. Knowing that coal as it is shipped to market is a hetero-geneous mixture of diverse mineral substances, each of which may act independently of the others in the initial stages of clinker and slag formation, it seemed logical to investigate separately the softening tem-perature of the ash in physically separable portions of the coal, and to determine the relative quantities of ash contributed by each portion.

Abstract This paper lists the interests of the Physical Metallurgy and Chemical Research laboratories of the Metallgesellschaft, which were visited by the authors, members of a group of Canadian investigators sent to Germany by the Department of Reconstruction in 1945. The Physical Metallurgy Research Laboratory The following information was obtained from Professor E. Schmid, Chief of the laboratories. It is understood that Dr. Schmid is a former Nazi and was to be removed from his post in November (1945). Aluminium Research The laboratories investigated the corrosion resistance of the high-strength aluminium-magnesium-zinc alloys. The same test procedure as used by V.L.W. was followed and Dr. Schmid co-operated closely with Dr. Brenner on this project. Intercrystalline corrosion was combatted by additions of chromium, titanium, or vanadium, and the work in this field parallels that of Dr. Brenner of V.L.W. * Dr. Schmid reports that Bollenrath and Siebert believe that corrosion difficulties with these alloys can be overcome to some extent by heat treatment. He himself was of opinion that the correct answer lay not only in correct alloying but also in correct heat treatment. The heat treatment involved either interrupted quenching or a change in quenching rate from a solution temperature of 500°C. The procedure is either a slower cooling from solution temperature or an interrupted cooling with a holding period at l50°C. Work had been done on piston alloys, the 11-13% Si, 1% Ni, 1% Cu, and 1% Mg being the favoured material. This is called Lo-Ex and is similar to Mahle 124 or KS1275.

The Bureau of Mines determined average film coefficients of heat transfer for helium flowing through smooth, water-cooled tubes at Reynolds numbers of 5,000 to 25,000, helium inlet temperatures of 1,600° to 2,600° F, average temperature difference across the helium film of 800° to 1,300° F, and heat flux to 215,000 Btu/(hr)(sq ft). Since helium was the only gas used, the ranges of values for physical properties of the fluid are limited--thermal conductivity from 0.15 to 0.20 Btu/(hr)(sq ft)(O F/ft), viscosity from 0.082 to 0.104 lb/(ft)(hr), and Prandtl number from 0.63 to 0.68. Four equations, three of them dimensionless, correlate these coefficients with other properties of the helium--bulk temperature, film temperature, dimensionless parameters based on temperature, and the ratio of wall temperature to bulk temperature.

In today's modem copper electro-refineries, increasingly higher average current densities are being employed. With these increases many refineries are approaching their limiting current density. The nearness of the average operating current density to the limiting current density has placed increasing emphasis on the need to maintain an even current distribution. This paper explores the importance of maintaining even current density and discusses the factors, processes and practices that are necessary to achieve and maintain high quality production at high operational intensity.

Traditionally, quality control of iron sinter has relied on time-consuming wet chemistry. However, the mineralogical composition that defines the physical properties, such as strength or reducibility, is not monitored.X-ray diffraction (XRD) analysis in combination with Rietveld quantification and statistical data evaluation using partial least squares regression (PLSR) has been successfully trialled to determine the mineralogical composition and process parameters such as the FeO (Fe2+) content and basicity of iron sinter within an analysis time of less than eight minutes per sample. The results were compared with wet chemistry data.PLSR does not require pure phases, crystal structures or complex modelling of peak shapes. The analysis is therefore easy to set up and ideal if only one property needs to be analysed. PLSR results show an accuracy for the FeO content of ±0.3 per cent for the samples analysed in this case study.Both the PLSR and Rietveld methods take the full XRD pattern into account and can be simultaneously applied on the same measurement. PLSR was found to be the more robust method if only FeO and basicity results are required. The Rietveld method helps to predict other parameters, such as the compression strength of the sinter, by monitoring all existing phases (eg larnite C2S or silico-ferrite of calcium and aluminium phases).CITATION:König, U and Norberg, N, 2015. Since the MINER Act of 2006, the minimum static load of in-situ underground mine seals has been increased from 20-psi to either 50-psi if monitoring is conducted or 120-psi if left unmonitored. These minimum strength requirements in seals must be designed, built, and maintained throughout the lifetime of the seal. Due to this, it has become necessary to assess the effectiveness of non-destructive testing (NDT) technologies to determine seal integrity, which in this case, are explored using sonic waves and tracer gases. Through both small and large scale testing, two NDT methods will be evaluated for their abilities to determine integrity of the seal. A sonic wave technique to observe a change in wave velocity to identify faults within the seal material. As a NDT method, tracer gases may be used as a potential indicator of a connection between both sides of the seal material through a series of faults and cracks within the material itself. This paper reviews the history of underground mine seals and discusses the overall assessment of sonic waves and tracer gases to serve as NDT methods for estimating the integrity of these seals.

As part of ongoing research to improve mine safety, the Bureau of Mines conducted research on the corrosion of friction rock stabilizer steels in five Missouri lead and iron mine waters. Electrochemical corrosion tests, including evaluation of pitting tendency, were performed on two types of high-strength, low-alloy (HSLA) steels and galvanized steel in four Missouri lead mine waters and one Missouri iron mine water. The tests were conducted at in-mine water temperatures in both air-saturated and deaerated waters. Static, weight-loss corrosion tests were also conducted on HSLA steel specimens in the five Missouri mine waters for 2,900-h duration at average in-mine water temperatures and air-dissolved oxygen contents of 6 to 7 ppm. Corrosion rates determined by the weight-loss tests were roughly comparable with rates determined electrochemically in deaerated waters containing 0.3 to 0.5 ppm dissolved oxygen content. Passivation of specimen (nongalvanized) surfaces in air-saturated waters resulted in very low electrochemically deter- mined corrosion rates. Pitting-tendency was generally higher for both HSLA steels in air-saturated waters than in deaerated waters. Galvanized steel generally exhibited higher tendency to pitting in the deaerated waters than in the aerated mine waters.

"The Bankei-Kitanosawa tunnel that is located in Sapporo, Hokkaido, Japan includes a 450m long section near the arrival point where mudstone which can liquate out natural hazardous materials such as arsenic and selenium exceeding the tolerance stipulated by country as well as weathered mudstone and unconsolidated sedimentary rocks with small overburden and the competence factor less than 1.0 are present. The mucks containing hazardous materials were disposed into the waterproof branch tunnels created from the inside of the main tunnel. The full face early ring closure method was employed to ensure the stability of the tunnel in the low strength rock masses having no stand-up time. As a result, the waterproof tunnels branching off the main tunnel can manage water tightness so as to ensure safety and relief against environmental risks of the hazardous materials. It is also demonstrated that the full face early ring closure method enable construction of the tunnel with a small overburden in the low strength rock masses. In order to overcome the restrictions, the hazardous materials were designed to be disposed into large cross section waterproof tunnels which were newly designed and constructed in high strength and hazardous material free Andesite. The lining for the tunnels was composed of with shotcrete. In addition, full face early ring closure (Sato et al., 2013) was employed to stabilize the tunnel so as to enable safe tunnel excavation in low strength rock masses where a ground arch is deemed unachievable. This paper presents the safe disposal method of mucks which are likely to liquate out natural hazardous materials as well as the full face early ring closure method and its mechanical characteristics."

The objective of metrology in mineral exploration is to derive unbiased confidence limits for masses of metals contained in reserves and resources. Sets of test results for gold and silver determined in pairs of interleaved bulk samples give unbiased confidence limits for the central value of each metal. The same sets of test results show how to verify spatial dependence by applying Fisher?s F-test to the variance of a set and the first variance term of the ordered set. A significant degree of spatial dependence gives a higher degree of precision for the central values of gold and silver. Plotting variance terms of an ordered set against the variance of the set and its lower limits of asymmetric 99% and 95% confidence ranges gives a sampling variogram. Sampling variograms put in plain view where spatial dependence in sampling units or sample spaces dissipates into randomness. The application of statistical methods to test results for sets of ordered core samples within boreholes, and for sets of ordered ore volumes within profiles, plays an important role in defining reserves and resources.

Various morphological parameters that affect the flotation recovery of sphalerite were modelled and optimized using the response surface method (RSM). The effects of roughness value, shape factor, and collector concentration were investigated using the central composite full design method. The results were evaluated by analysis of variance. The optimum roughening time was found to be 25minutes, the optimum roughness value was 2.9071 μm, and the optimum collector concentrationwas 0.001 M. Using these values, a flotation recovery of 98.01% was obtained. Similarly, in shapefactor studies, the optimum grinding time was 15 seconds, the optimum roundness value 0.7421, and the optimum collector concentration 0.0009 M, which resulted in a flotation recovery of 94.30%. The average error between the optimization results and the experimental results was estimated to be less than 6%, and the R2 values were greater than 90%. The study shows that RSM can be effectively applied in finding the economic optimum condition for obtaining maximum flotation recovery with minimum reagent consumption.

Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:

The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

Bio-grouting by means of microbial induced calcite (calcium carbonate) precipitation (MICP) to improve mechanical properties of granular soils has gained much attention in recent years. The biogrouting process offers an alternative and environmentally friendly approach to conventional soil improvement techniques, such as cement. Bio-grouting by urea hydrolysis has been extensively applied to tackle various geotechnical problems. However, it has yet to be applied to improve engineering properties (compressive strength) of a coarse cohesionless material with the aim using it as sand/stone columns within soft and very soft soils. This paper investigates the effect of using light, moderate and heavy biochemical treatments on the unconfined compressive strength (UCS) of coarse sand columns. In addition, the microstructure of the bio-cemented coarse material has been analysed by X-ray computed tomography (XRCT). The experimental results revealed that the UCS could reach up to 200kPa, 1000kPa and 5500kPa for light, moderate and heavy bio-cemented coarse sand columns, respectively. The microstructure investigations showed that the deposited calcium carbonate can be identified using XRCT imaging and can be associated with the gain in UCS values. Various microstructure properties, such as void ratio, dry density and porosity were also identified and compared with the laboratory data.

An automated method of microscopy for determining the pyrite size distribution on two base coals that were crushed to 28 mesh x 0 has been developed. Polished epoxy-bound coal pellets were prepared and examined by a Zeiss IBAS image analyzer utilizing a program developed from provided software. Pyrite size distribution determination is considered a necessary first step in pyrite characterization that could lead to successful predictions, by microscopy, of a coal's theoretical pyritic sulfur removal. Our research efforts to date have indicated that the IBP-S can be a reliable instrument for determining pyrite size distribution in crushed coal. A program was also developed to convert pyrite size data to a weight basis for comparisons to the results from chemical analyses. The problems encountered in our research and their solutions will be presented in the discussion.
