For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

The Siwek 20-L chamber is widely used throughout the world to evaluate the explosibility of dusts. This research evaluated the quality of dust dispersion in the Siwek 20-L chamber using Pittsburgh coal, Gilsonite, and purple K dusts. A Pittsburgh Research Laboratory (PRL) optical dust probe was used to measure optical transmittance through the dust cloud at various locations within the chamber. A total of 540 tests were performed, with triplicate tests at five nominal dust concentrations and six locations. The two standard dispersion nozzles (rebound and perforated annular nozzle) were compared. The transmissions corresponding to the normal ignition delay period were used to: (a) determine variations in spatial uniformity of dispersion obtained with both nozzles; (b) make comparisons between the experimental transmission data and those calculated from theory for the three dusts; and (c) make comparisons with transmission data measured in the PRL 20-L and Fike 1-m3 dust explosion chambers. The uniformity of dispersion for the three dusts was similar with both nozzles, despite the differences in nozzle geometry and mode of operation. Transmission data of the three dusts were all significantly lower than those calculated from theory. This was discovered to be, in part, due to significant reduction in particle size that occurred during dispersion. By measuring particle sizes before and after dispersion, values of 60%, 50%, and 20% reduction in particle size (based on the surface-weighted mean diameter) were obtained for Pittsburgh coal, Gilsonite, and purple K, respectively. Transmission data from the PRL 20-L, Fike 1-m3 and the Siwek 20-L chambers indicated comparable results in terms of uniformity of dispersion. However, transmission data from the Siwek 20-L chamber were significantly lower than those of the PRL and Fike chambers. Again, this was attributed, in part, to the significant reduction in particle size that occurred during dispersion in the Siwek chamber. The design of the outlet (dispersion) valve of the Siwek 20-L apparatus charge vessel was largely responsible for the particle break-up. The contribution to particle break-up by the dispersion nozzles and the high level of turbulence in the chamber were found to be minimal. This is a significant finding in that the dust particle size tested for explosibility in the Siwek chamber is considerably smaller than the original dust sample.

OPINION seems widely divergent as to where we stand with respect to future mineral supply. From some quarters we hear that the United States is about to become a "have-not" nation and about to experience the evil consequences such a situation would entail. Others claim that we are still a treasure house of stored-up mineral wealth, the surface of which barely has been scratched. The data to be presented here support the conclusion that neither of these viewpoints is correct and that we are far from exhaustion of those mineral resources that are basic to our industrial economy. However, exhaustion is well advanced in a number of important subsidiary minerals so that we can no longer drift along with the easy-going philosophy that the earth will provide. The time has come when we must recognize the true situation and do something about it.

This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

Aluminum and oxygen dissolved in liquid iron were brought into equilibrium with pure alumina crucibles and atmospheres of known H2O and H2 contents to study the reactions: 1—Al2O3(s) = 2 Al + 3 0; 2—Al2o3(s) + 3H2(g) = 2Al+ 3H2o(g); and 3—H2(9) +O = H2O(g). Aluminum strongly reduces the activity coefficient of oxygen and similarly oxygen reduces that of aluminum. Values of the product [% All" • [% O]3 are much smaller than those found in previous experimental studies and are of the order of magnitude of the calculated values. ALUMINUM is the strongest deoxidizer commonly A used in steelmaking, but the extent to which it removes dissolved oxygen has been debatable. The relationship between aluminum and oxygen has not been determined reliably not only on account of the usual experimental difficulties at high temperatures but also because of uncertainties in the analyses of very small concentrations of oxygen and aluminum. The earliest experimental attempt of Herty and coworkers' was followed by a more systematic study of Wentrup and Hieber.' These authors added aluminum to liquid iron of high oxygen content in an induction furnace and considered that 10 min was sufficient to remove the deoxidation products from the melt. Parts of the melts thus obtained were poured into a copper mold and analyzed for total aluminum and oxygen (soluble plus insoluble forms), assuming that the insoluble parts were in solution at the temperatures from which samples were taken. It is conceivable that the furnace atmosphere in their experiments, consisting of mainly air at 20 mm Hg pressure, was a serious source of continuous oxidation and therefore that their oxygen concentrations were correspondingly high. Scattering of their data was explained to be well within the maximum inaccuracy of 10°C in the temperature measurements and errors of ±0.002 pct each in the oxygen and total aluminum analyses. Maximum and minimum deoxidation values, i.e., values of the product [% All' . [% O] differed by factors of 10 to 15; mean values of 9x10-11 and 7.5x10-9 ere reported at 1600" and 1700°C, respectively. Hilty and Craftsv determined the solubility of oxygen in liquid iron containing aluminum, using a rotating induction furnace. Pure alumina crucibles used in their experiments contained the liquid iron which in turn acted as a container for slags of varying compositions consisting mainly of Al2O3, Fe2O3, and FeO. The furnace was continuously flushed with argon, and additions of aluminum and Fe2O3 were made in the course of each experimental heat. The inner surfaces of their alumina crucibles were covered with a substance other than pure Al2O3, containing both iron oxide and alumina. Although frequent slag additions can change the composition of slag in the liquid iron cup formed by rotation, the inner surface of the crucible must depend upon the transfer of oxygen or aluminum through the liquid iron for any adjustment in composition. It is not clear that their metal was in equilibrium with the crucible wall, but it is clear that it was not in equilibrium with Al2O3. Their deoxidation product, [% A].]" • [% O]3, varied by a factor of more than 50; the average values of 2.8x10- and 1.0x10-7 were selected for temperatures of 1600" and 1700°C, respectively. Aside from the experimental determinations, attempts have been made to calculate the deoxidation constant for aluminum indirectly from thermody-namic data. Schenck4 combined the thermodynamic data for Al2O3 and dissolved oxygen in liquid iron by assuming an ideal solution. His calculated values are 2.0x10-15 and 3.2x10-13 at 1600" and 1700°C, respectively. Later, Chipman5 attempted to correct for the deviation from ideality and derived an expression which led to deoxidation values of 2.0x10-14 and 1.1x10-12 at 1600" and 1700°C, respectively. The errors in these treatments originate mainly from inaccuracies of thermal data and uncertainties regarding the activity coefficients of dissolved oxygen and aluminum. When using alternating current submerged arc welding (SAW) to produce pipes from microalloyed linepipe steels, it is critical to balance penetration depth and deposition rates, in order to minimize the number of weld passes while still maintaining good heat affected zone (HAZ) microstructures and properties. A series of bead-on-plate (BOP) submerged arc welds were performed on X70 steel, using different waveform variable settings (i.e., balance, offset and frequency). Weld bead cross-section profile deposition and penetration areas were measured, and both Vickers hardness and Charpy V-notch impact testing were performed. Both single electrode and tandem electrode welds were evaluated.

Despite the fact that mined minerals and gemstones have allowed human beings to continuously improve their standard of living throughout the ages, mining has also been implicated in violent conflict for two principle reasons. The first is that mineral resources have been used or traded to conduct or finance violent conflict from small to large scales. The second is the substantial social, economic and environmental changes that occur in a community or a region as a result of mining activity which can either precipitate or re-awaken latent conflict. A modern complication of mining-related violent conflict is the trend for activists, international NGOs and intergovernmental organisations (e.g. the United Nations) to regard any human consequences of resource extraction in terms of Human Rights violations. Acknowledging but not labouring the Human Rights implications of mining-related violent conflict, this paper explores whether or not there is a relationship between the actual or perceived value of mineral resources and the level of violence that occurs in mining-related conflicts. Key to the investigation is a mapping exercise of mining related conflict from 2005 ? 2012: to see where mining related conflict is happening; to identify precipitant causes of mining related conflict; and, to discover what correlation ? if any ? there might be in the degree of violence and the value of the mineral(s) implicated. Findings of the analysis are presented in this conference paper.

"X-ray transmission (XRT) sorting has become the preferred recovery technology option in several parts of the diamond-winning flow sheet. In the De Beers Group, applications of XRT are found across kimberlite, alluvial, and marine operations. This is the result of intensive R&D conducted over the years to arrive at a suite of machine embodiments capable of sorting and auditing diamonds across all size ranges.The first applications in the marine environment used the technology in an auditing mode, and served as a useful early predictor of diamond content weeks ahead of sorthouse returns. The same machines are now available with ejection capability to produce high final product grades. The next application was tests on coarse alluvial gravels as an alternative to dense medium separation. The results were very encouraging, and tests are planned for both green- and brownfield kimberlite environments, as well as to explore an alternative to conventional techniques in final diamond recovery. At the Jwaneng mine Large Diamond Pilot Plant (LDPP), the objective is to recover diamonds in the size fraction –45 +25 mm.The technical challenge remains in the finer sizes, for high-capacitymachines as direct alternatives to conventional diamond recovery technologies. This is an area of ongoing R&D and it is only a matter of time before the breakthrough emerges. X-ray transmission fundementalsXRT makes use of X-ray imaging techniques to analyse objects and materials, and has a wide range of applications from baggage scanning for security purposes (Martz et al., 2016), to recycling of waste material (Owada, 2014). During the last decade XRT has been applied to an increasing extent in the minerals processing industry (von Ketelhodt and Bergmann, 2010; Sasman, Deetlefs, and van der Westhuyzen, 2018). Dual-energy XRT (DE-XRT), in which images of the target material are obtained at both high and low Xray energies, allows for elemental analysis and therefore can be used to discriminate between various minerals.A DE-XRT system makes use of a dualenergy X-ray line scan sensor to generate images of transmitted X-rays (Figure 1). Dualenergy refers to the camera, which contains two sensors, one responding to low-energy Xrays and one to high-energy X-rays. Feed material can be imaged either while on the belt, or while in flight."

Artificial neural networks (ANN) are of growing interest in a wide variety of applications. Pattern recognition, speech processing, financial analysis, signal processing and process control are at present the most successful ones. This paper is an attempt to illustrate the potentiality of ANN applied to mineral processing. An introduction to the technology of ANN is first proposed to describe the various components and to explain the various phases encountered in setting up a network. Then examples are given to illustrate the use of ANN dynamic modelling of mineral processing units or plants and in process control.

The Kipoi Central (KPC) copper project is located in the Katanga Province in the Democratic Republic of the Congo and is presented here as an example of an operating mine where the Mineral Resource was initially estimated by uniform conditioning (UC) and subsequently updated to localised uniform conditioning (LUC). This paper discusses the implementation of an estimate run using LUC and compares the results based on resource definition drilling to those obtained by close spaced grade control drilling and actual mill production.UC is a nonlinear geostatistical technique designed for recoverable resource estimation, typically using wide spaced exploration and resource definition drilling. The primary output of UC is the grade, tonnage and metal above a series of user-defined cut-off grades for a particular selective mining unit (SMU) block size. The UC approach is considered to provide a more accurate representation of the recoverable grade and tonnage at SMU support for non-zero grade cut-offs than would typically be achieved by a traditional linear estimator such as Ordinary Kriging. LUC is a relatively new approach involving the post-processing of a UC estimate and is used to spatially present the grade distribution predicted by UC at the SMU scale.This study demonstrates that the calculation of a more accurate and realistic grade-tonnage relationship for small SMU sized blocks is possible at the exploration stage using LUC, provided that the necessary theoretical and practical conditions for implementation of this technique exist.CITATION:Millad, M G and Zammit, M, 2014. In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

"Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) includes 3.34 km of a bored double-deck tunnel under the Bosphorus Strait, at a maximum depth of 106 m from the sea level, and 1 km of twin NATM tunnels on the Asian side. The region’s variable geology, hydrology and propensity for seismic activity, combined with high water pressure and large-diameter/double-deck tunnel configuration, make the Eurasia Tunnel one of today’s most challenging and complex projects under construction. Due to the site’s proximity to the active North Anatolian Fault, the tunnel is designed to withstand a 7.5 magnitude earthquake. The tunnel penetrates through both the Trakya bedrock (on both European and Asian sides) and the alluvial sediments at the bottom of the channel. The tunnel is designed to accommodate differential displacements by introducing seismic/flexible joints at proper locations at the transition zones between rock and soft soils. Tunnel fire is also a significant design consideration for undersea tunnel due to that the rubber protecting it in close proximity of the seismic joint should resist a fire for long term safety and durability. This paper mainly focuses on the design for method of tunnel response analysis in transverse and longitudinal direction against seismic demands relating with the seismic joints. The U.S. Bureau of Mines pioneered the use of borehole deformation gauges and overcoring techniques to measure in situ stress. These measurements provide input to structural mine design and support selection for specific geologic conditions. This paper presents recent stress measurements in a western U.S. coal mine where the orientation of the stress field remained relatively unchanged over distances of several kilometers. The horizontal stress magnitude increased with depth of cover and in relation to major geologic structures. Local variations in roof stress profiles were used to develop generic models relating stress arching to strata stiffness and the inelastic behavior of mine roof.

Economically efficient mining processes can be significantly assisted by the implementation of sensor technologies for the detection of materials and boundary layers between materials inside the stratum. These sensors are meant to facilitate the machinery operator and illustrate furthermore the prerequisites in assisting tools towards fully automated mining equipment. Therefore, project æSensory Identification of Material Type and Detection of the InterfacesÆ (SIMT) aims at the integration of ground penetrating radar (GPR) and geoelectric sensor technology by endowing with them a bucket of a bucket wheel excavator. For this reason, a sensor bucket was developed and tested in the Inden Mine of RWE Power AG. The feasibility of integration and deployment of such sensor technology has been proven effective for the conditions of open cast mining. The main focus of current research lies on developing algorithms to analyse the acquired measurement data from the sensors to automatically detect layers and materials. A computer network receives the GPR and geoelectric measurement data as well as the positioning data of the sensor bucket. The positioning data mainly consists of GPS and encoder information, which is merged with the sensor data by using the UTC time stamp. With the aid of consecutive processes the relevant information will be extracted and provided to the user. The aim of SIMT is to replace material identification, traditionally carried out by the operator, by implementing a continuous operating interpretation system in mining equipment based on GPR and geoelectric sensor technology, resulting in more detailed information regarding the working face during an excavation. This detailed information provides an opportunity for efficient planning and controlling of selective mining of natural deposits, such as the process of lignite mining.

Geometallurgy - the science of predicting the behaviour of ores along the value chain based on their geological and mineralogical characteristics - has barely moved beyond process minerology studies. These studies typically link process behaviour to the mineralogical and microstructural characteristics of pristine or processed ores in a qualitative or semi-quantitative manner. Eventually, a trial-and-error optimisation of the operation is achieved. However, to deliver on its promise, geometallurgy should progress beyond this current approach to a fully quantitative understanding of process behaviour, including the various uncertainties involved, namely predictive geometallurgy. One of the barriers currently hindering this development is the neglect of most ore characterisation data obtained in geometallurgical studies. This is mostly due to the large extent of this information exceeding the capacity of conventional software. To address this challenge, we developed a data mining platform consisting of an SQL database, an R front-end in-house package, and back-ends to interpret data from several analytical instruments. This platform enables the use of the statistical and data mining power of the R open-source environment for any geometallurgical study. Potential applications range from ore characterisation to process understanding and forecasting, and from geostatistical prediction to operational control and optimisation. The scripting abilities of R allow for the: 1) processing of many streams in loops, thus freeing the user from repeating tedious click-and-drop tasks; 2) computation of virtually any derivate or aggregate quantity from the data; 3) distribution of the work among several processor clusters; and 4) keeping of a log file for the calculations done. This contribution presents the building blocks of this platform, and illustrates with several examples its potential to enable predictive geometallurgy. At Rio Tinto AluminiumÆs Weipa mine, the business improvement methodology Six Sigma is used to deliver measurable, sustainable outcomes for the business. The next step in Rio Tinto AluminiumÆs improvement journey is to implement Lean Manufacturing at all managed operations. The operating environment for mine managers continuously evolves and effective mine managers must be flexible and adaptive to meet challenges. Governance and regulation constantly change in an environment of commodity cycles and finite resources. This increases pressure on the economic return achieved by the operation. As such, effective mine managers must be aware of and manage the operating environment û the broader, issues-based environment not just the immediate day-to-day responsibility of mine managing. This includes delivering on safety, community and environmental priorities. At Rio Tinto Aluminium, part of managing the business is via investment in the area of social partnerships to engage employees and the broader community in Rio Tinto AluminiumÆs commitment to sustainability. The Future Reef partnership entered with the Great Barrier Reef Research Foundation in 2005 forms an important part of Rio Tinto AluminiumÆs climate change strategy. At Pietrafitta, between Assisi and Perugia, ENEL (Italian National Electricity Authority) has for some time been managing a power-station operated with lignite, mined from an open mine on the way to exhaustion. A new plant is under construction which is located in the mine that was filled with tailings, mainly clays, sandy silts, lignite and ashes produced by the power-station. The soil profile is shown in Fig. 1: the thickness of the made ground is around 27 m. The foundation of the new power-station is on 320 t piles, 1.20 m diameter, embedded in the cohesive base formation at a depth of 57.5 m. 2,350 piles will be constructed for a total length of 125 km. It is therefore one of the largest pile sites at present in operation in Italy. [ ]

"The U.S. National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. RAs typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The U.S. Mine Safety and Health Administration requires that these valves vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer, above mine atmospheric pressure in the RA. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: (1) a modified polyvinyl chloride check valve, (2) an off-the-shelf brass/cast-iron butterfly check valve and (3) a commercially available valve that was designed specifically for one manufacturer’s steel prefabricated RAs and had been adapted for use in one mine operator’s built-in-place RA. PRVs used in tent-style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with Title 30 Code of Federal Regulations, or 30 CFR, regulations. The commercially available relief valve did not meet the 30 CFR relief pressure specification but may meet the manufacturer’s specification. Alternative valve designs were modified to meet the 30 CFR relief pressure specification, but all valve designs will need further design research to examine survivability in the event of a 103 kPa (15.0 psi) impulse overpressure during a disaster. BackgroundThe Mine Improvement and New Emergency Response Act of 2006, known as the Miner Act (U.S. Department of Labor, 2006), was enacted in the wake of three mine accidents involving explosions or fire that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the Miner Act includes provisions that target mine safety issues in areas such as emergency response planning; adoption of new technology; training and education; and mine safety standards enforcement. Section 13 of the Miner Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the U.S. Department of Labor to act on the results of such research, as appropriate. These mandates culminated in the 2009 adoption of changes to the Title 30 Code of Federal Regulations, or 30 CFR, mining health and safety regulations (U.S. Department of Labor, 2008), requiring underground coal mines to supply mine emergency RAs and associated components so as to provide a life-sustaining environment for persons trapped underground. Such RAs can be either selfcontained mobile units or built-in-place facilities. The regulatory changes also include provisions establishing requirements for the approval of RAs and their components by the U.S. Mine Safety and Health Administration (MSHA), among which are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One criterion for maintaining a safe RA atmosphere is the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in. H2O), or as specified by the RA manufacturer, above mine atmospheric pressure in the RA (U.S. Department of Labor, 2008)."

This paper describes the incipient heatings that occurred below ground in the High Main and Main seams at the mine between the years 1963 and 1966. The possible causes, effects and activities associated with such heatings are discussed in an attempt to establish the precautions necessary to minimize such occurrences. The assessment of as many "norms" as possible is made to enable the earliest detection and level of activity to be determined.
