Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.

A comprehensive numerical capability for the analysis of Thermal Spray (TS) systems consisting of a three-dimensional compressible, turbulent flow Navier-Stokes model and a multi-phase particle flow model in Lagrangian formulation, was developed. This capability is validated for a set of flow conditions typical for TS. The developed methodology is used for analysis of the JP-5000 TS gun gas and coating powder flow conditions. Modeling and analysis of particle/turbulent eddies interaction is performed. Details of gas flow field, particle temperature, and particle velocity histories, and particle temperature, velocity profiles in the system are presented. For the validation of numerical analysis, the computed results are compared with available experimental measurements. The flow phenomena for different flow parameters are analyzed and explained as the results of gas dynamics and heat and momentum transfer between the gas and particle phases. This methodology can be used for process control and reliability improvement, and has the potential to significantly improve TS gun performance through control of its parameters.

"Computational Fluid Dynamics (CFO) has matured over the past two decades as an analysis tool for conducting virtual experiments with significant time and cost savings. It complements and reduces physical testing. CFO has penetrated the diverse materials industry in much the same way as Computer Aided Design (CAD) did more than a decade ago. As the basic numerical algorithms used in CFO have steadily improved, so have the reliability, consistency and user-friendliness improved significantly, too. Other recent trends have also contributed to the rapid growth and widespread adoption of CFO. In this presentation, CFO applications from several materials processing industries will be presented using case studies. Emphasis will be on metals, glass and semiconductor applications.IntroductionThe term materials processing covers a diverse array of industrial applications and products today. From the continuous casting of steel, to the deposition of semiconductor materials atom by atom, to the extrusion of molten polymers, materials processing applications span an incredible range of length scale, process times, pressures, temperatures and velocities. The properties of the materials themselves, in terms of density, viscosity, thermal conductivity, etc., can be complex functions of temperature, shear rate, chemical composition and time. And the processing equipment may be very complicated in geometric shape.Computational fluid dynamics (CFD), the technique of solving the governing equations of fluid motion and other related phenomena using a computer, has enjoyed widespread and rapid growth, which started in the aerospace and automotive industries. More recently, CFD has also been successfully applied to a great many materials processing problems, in spite of the challenges described in the previous paragraph. The reasons for the growing usage of CFD in materials processing are many. Using CFD to test design options and reduce the number of physical prototypes can decrease the time and cost associated with new product and process development. CFD gives insight and provides detailed predictions of operating conditions in lieu of difficult, intrusive and often expensive experimental methods. CFD can be used as an aid to scale-up processes from lab or pilot scale to full production. Troubleshooting the performance of existing equipment is often carried out with the help of CFD. Determining how an existing piece of process equipment will operate under new conditions, or with new input ,materials, is also a common task for CFD."

Thermodynamic calculations pertaining to the minerals gibbsite, kaolinite, halloysite, and dickite have been hampered by the lack of adequate heat and free energy of formation data. Previous data for gibbsite were highly uncertain, and there were no data for the other three substances. By use of hydrofluoric acid solution calorimetry, the Bureau of Mines derived heat of formation values from the elements and from the oxides for the four substances, and the data were combined with known entropy values to obtain the corresponding free energies of formation. The results show that gibbsite and halloysite are thermodynamically unstable with respect to the oxides (a- alumina, a- quartz, and liquid water) at 298.15° K,, while kaolinite and dickite are only moderately stable (to about the same degree), The instability of halloysite, in comparison with kaolinite and dickite, results in a 60°-lower equilibrium decomposition temperature.

Due to not to being our own sources, some energy sources such as oil and natural gas which are used frequently, are not reliable energy sources for our country. Coal is an important energy source that Turkey also has a certain reserve as many countries have. To be able to use for many years the reserves of this source that comes from fossils, there is a great need to make more investigation and development activities on it. On behalf of using more productively the current sources, briquetting facility is represented that commenced production in The Aegean Lignite Establishment in 2005 which is in Manisa, Soma. This facility is a part of General Directorate of Turkish Coal. This facility is run by Soma Coal Establishment that works in return for royalty in a licensed field that belongs to TKI. As the demand of market for 0.5 mm dust coal diminishes, we had to accumulate and stock unmerchantable dust coal. Besides, we have intermixed 0.5- 1 mm powder coal and 0.1 ? 0.5 mm fine powder coal obtained as a result of washing in coal washer with thermic coal with low price as we could not find a client in the market. In this study, the production stages of briquette coal with high quality produced as a result of pressing by mixing 0.5- 1 mm powder coal and 0.1 ? 0.5 mm fine powder coal with molasse and lime, quality control, and data?s obtained about calories and solidity of products were presented. By briquetting of 0.5- 1 mm powder coal and 0.1 ? 0.5 mm fine powder coal washed in coal washer, it became possible to sell these coals on a high unit price and by providing the demand of coal of the market, we contributed to productivity of our firm. The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

Preliminary to an experimental study of selected physical properties of helium and related gases) the Bureau of Mines Helium Research Center conducted a data-gathering literature survey. This report combines the results of the 1961-63 literature search into a usable format. The data accumulated on the physical properties are presented in tables and graphs. The data in the tables were chosen for exact representation and comparison of specific values. An attempt was made to select the most reliable and consistent value available for a given property without extensively analyzing each source reference. The methods of evaluation are discussed later. The graphs show trends and anomalies which may be obscure in tabular form. Legislation introduced for Queensland and New South Wales Coal mines provides different levels of prescription regarding specification of mine seals û generally in relation to capacity to withstand overpressure. In Queensland, the Coal Mining Safety and Health Regulation (2001), Section 341 (d) places a further onus on the statutory ventilation officer to æensure all ventilation control devices at the mine are properly constructed and maintainedÆ and that the ventilation officer æmust ensure a ventilation control device mentioned in the regulation à and installed at the mine meets the design criteria statedÆ for the ætype of deviceÆ. Based on the experience of the author, it appears that risk management and life cycle approach to seals has not been adopted to the same extent as for other aspects of operations. Further, because of the number of disciplines and personnel involved that may influence various factors affecting seal integrity, the opportunity for oversight or unclear allocation of responsibility is considerable. While suppliers can provide explosion or design rated seals, this should only be a starting point for application of the product in a coal mine. Application is often considered by mine planning staff (taking into consideration mine environment parameters such as water, control of gas, spontaneous combustion risk, etc) in conjunction with the colliery ventilation officer, and then construction completed by contractors under supervision of operational staff. After construction, seals often are managed by operational personnel with input from the ventilation officer. Input of the geotechnical engineer into pillar design, roadway opening size, ground support specification and most stable seal location is also required. The need for a customised design approach for each seal site is proposed in order to take into account the many and variable factors that may influence a site so that improved seal performance reliability and predictability can be developed. A program of quantitative as well as qualitative monitoring of performance and triggers for rectification or maintenance action is required, and would provide support to the aforementioned proposal. Many mines rely on visual/audible inspection and periodic bag sampling as the primary means of assessment. Other significant factors such as seal material properties, rib degradation, convergence, floor heave, effects of water on both structural integrity of the seal as well as the air tightness of the seal do not generally receive the same level of attention. Based on the above observations, the author has compiled a reference checklist in regard to the above matters, including aspects of and approaches to mine and pillar design, geotechnical modelling and data collection, civil engineering design, site evaluation and practical options available.

Realizing the great importance and wide application of petroleum and its products for fuel,lighting and lubrication, and the absence of authentic and comprehensive information in the literature on the commercial value of American petroleums, the United States Geological Survey has for a number of years' been making analyses and other examinations of these oils and their products. In 1907 the technologic branch of the Survey began a study of certain economic problems having to do with the natural mineral oils. The prime object of the investigations was to determine the economic value of the petroleums and natural gases in the United States with special reference to the supplies in the public lands, and to ascertain how these resources could be utilized in the industries withleast waste and greatest efficiency. This work, which is now being conducted by the petroleum section of the Bureau of Mines under authority of the act of May 16, 1910, will include the collection at the wells and refineries of information as to the following details: Facilities for handling and storage at the wells. Facilities for transportation, whether by pipe line, rail, or water. Distance to the nearest port or center of industry and time necessary for delivery. Facilities for storage at such point of delivery. Suitability of the crude oil for fuel, or the treatment necessary to convert itmost economically into the best fuel. Best processes of refining or of converting the crude oil into its many products. The examination of these products. The utilization of the by-products and residues of the refineries. The collection of adequate and reliable samples, and the complete chemical and physical examination ofthese samples in the laboratory.

A number of columbium and tantalum alloys were investigated to determine their suitability for use at elevated temperatures . Columbium-vanadium , tantalum-vanadium , and tantalum-hafnium alloys , and also columbium- 10 wt pct titanium alloys modified with additions of 0.1 to 2 mole pct ZrO2 , TiO2 , ZrB₂ , TiB , ZrC, or TiC were prepared and examined . Workability , tensile properties , and oxidation resistance were tested . Of the columbium alloys studied , the columbium- 12 at . pct vanadium exhibited the best properties ; it compared closely with the columbium- 10 at . pct vanadium alloy studied in a previous investigation.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

In this the available information friction factors and leakage report, on characteristics are reviewed and summarized. The use of Penn State Mine Ventilation Simulator (Volumes II and III of the Final Report) to analyze the sensitivity of the ventilation system to the changes in leakage and friction factors is discussed with examples. In simple ventilation systems, the results of changes in leakage and friction factors can be easily solved and explained by the laws of air-flow. In complex systems, with fixed quantity branches and multiple sections, the effect of changes in leakage and friction factors cannot be generalized. This study points out the importance of good input data for obtaining reliable information from computer analyses and demonstrates the application of simulators to analyze the effectiveness of ventilation systems. An extensive bibliography on friction factors, leakage characteristics and ventilation economics is included.

There is a growing awareness among mining professionals that the human factor plays a significant role in safety and productivity. Since the 1960's, the science of human factors, or ergonomics, has been making inroads into the mining industry, and a considerable amount of research has documented human-factor-related mining problems and solutions. This Bureau of Mines report is directed toward summarizing the application of human factors to improving safety, productivity, and the general physical and psychological working conditions of miners. The aim of this report is to familiarize the readers with the role of human factors in the mining industry and the benefits that can accrue by systematically applying available human factors principles and data. The text contains 10 chapters dealing with human, equipment, and environmental factors. Each chapter builds on the previous chapter; therefore, it is recommended that the chapters be read sequentially However, if the report is used as a supplemental text, say in a mining safety course, chapters can be assigned in any order to supplement other readings.

This report documents the status of a laser-based underground guidance system for tracking and controlling the movements of underground mobile mining equipment. This research is part of a multiple project effort at the U.S. Bureau of Mines to increase mine safety and efficiency by developing technology for computer-assisted mining. Guidance systems, which can track and control the movements of underground mining equipment, are essential during computer-assisted mining operations. A continuous mining machine at the Bureau's surface test facility served as the test-bed for initial development and experimentation of this guidance system. Subsequently, a continuous mining machine in an underground mine served as the platform for in-mine experimentation. The first section of this report includes details of the laser sensors, communication network, and computer hardware. The next section includes experimental results, which show the system capable of accurately tracking and controlling the tram maneuvers of a continuous miner underground. The final section discusses conclusions and recommendations.

Since it is known that lead and lead containing alloys cause great environmental concern and health hazards it is necessary to replace lead in solder materials. Besides the environmental concerns new technologies in electronic packaging require new and improved solders. In most cases the new solders will consist of temary or quarternary alloy systems, the main component will be tin or indium and the second element could be bismuth. silver, copper and gold and to improve certain properties a third element will be added. For a third element zinc, nickel, antimony and aluminum can be considered. This report will concentrate on solders containing zinc as an environmental safe. element.

Quality problems in continuous casting of steel can be identified as they occur by monitoring mold signals (level sensor, thermocouples in the mold walls, friction etc.) and taking appropriate action (such as slowing casting speed, changing taper, changing a clogged nozzle, or later visual inspection of the surface for possible downgrading. Surface depressions and groups of deep oscillation marks form at meniscus and reduce local heat transfer as they move down the mold at the casting speed. This slows shell growth, increases shell surface temperature, and causes characteristic dips in mold thermocouple signals. More importantly, they are also associated with longitudinal cracks. Characteristic thermocouple signatures have been identified for many defects, including sticker breakouts, transverse depressions and deep oscillation marks, narrow-face bleeds, transverse comer cracks, longitudinal cracks, mold level fluctuation defects, and other problems. With the help of computational models, these mold signals should be used to troubleshoot defects, and to take appropriate corrective action. At Trail, British Columbia, Cominco's zinc leaching and solution purification processes include direct pressure leaching of zinc concentrates, leaching of fume from the lead smelter, leaching of calcine and electrolyte purification. These processes have been adapted to match the unique characteristics of Cominco's integrated zinc and lead operations. Recent modifications include changes to the purification process and iron-residue handling circuits. In 1997, a new five-compartment autoclave, complete with ancillary equipment, was installed in the pressure leaching plant. This paper discusses these changes, the current flowsheet and further improvements.
