The Surface Mining control and Reclamation Act (public Law 95-87) (here-inafter the "Act" or "SMCRA") passed by congress in August of 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines, and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations.

This paper, describing mining and milling methods and costs at the Gold Hill mine, is one of a series being published by the Bureau of Mines. Boise Basin, in which the geld Hill mine is located, is in the central part of Boise County, Idaho, about 30 miles by air line northeast of Boise. The mine, owned and operated by Talache Mines, Inc., is at the southern end of the town of Quartzburg. About 115 to 125 tons daily is mind by square-setting and is treated in an amalgamation plant.

"South African mining operations depend on the skilled professionals produced through the tertiary education sector. In geoscience courses at the University of the Witwatersrand, which lead into the mining sector, there has been a significant increase in student intake over the past 15 years. This increase has been characterized by a radical shift in demography: in classes where white male students once formed the majority, black female students are now in the majority. This demographic shift appears closely linked to policies addressing issues of social justice and transformation in post-apartheid South Africa. We document this change and consider the role played by employment equity legislation (as in the Mining Charter) and corporate social investment strategies in the mining industry, notably through bursaries offered to black female students. We also look at the changing needs of the industry, where the critical need for managerial skills, not just technical knowledge, is highlighted through data from surveys of past students and industry managers. Our findings indicate the need for a curriculum adjustment to meet these changing requirements, as well as more rigorous selection criteria for bursars than simply gender, race, and appropriate matric results. IntroductionThe South African economy has historically been linked to mining and the exploitation of mineral resources. South African mining operations are dependent on the professional labour that is produced through the tertiary education sector, with critical thinking, teamwork, and the art of negotiation having been identified as the crucial skills required for this industry (Sideropoulos, 2014). Over the past three decades the South African system of education has gone through a period of dysfunction that it is struggling to rectify (Maphai, 2014). This has impacted on the levels of academic preparedness of students applying for places in higher education. Concurrently, government and university policies have widened access to higher education in response to the need to address issues of social injustice and transformation related to South Africa’s history of apartheid. As a result, the number of students admitted to universities has increased dramatically. In the School of Geosciences at the University of the Witwatersrand (Wits), the increase in student numbers has been accompanied by a significant change in demographics: classrooms which in the past were dominated by white males have given way to classrooms in which black females are often in the majority. This demographic shift is related to legislation such as the Mineral and Petroleum Resources Development Act and the Broadbased Socio-Economic Empowerment Charter, developed to reshape the socio-economic and equity frameworks of the country (Botha and Cronje, 2015). Requirements aimed at transformation in terms of management, skills development, and employment equity, together with corporate social investment (CSI) requirements, have resulted in bursaries being made available to attract students from designated groups, which in turn has increased the number of black students, and notably black female students, taking courses in geosciences. However, due to the economic downturn, instability in the mining industry has recently resulted in the downsizing of some mines, with international investors pulling out of South Africa. This instability resulted in devastating strikes across all sectors of the mining industry (Stewart, 2013) and in Marikana, an important platinum mining area, the strike culminated in a deadly shoot-out between miners and police. The resulting tensions spilled over into the gold mining sector, resulting in further strike action, shaft closures, and retrenchments. These challenges have implications not only for the mining industry in South Africa, but for the tertiary education providers whose graduates would have been absorbed into the mine-related workforce."

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing and grinding methods, and costs, at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The, cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the methods employed by the Evans Pipe Co., Uhrichsville, Tuscarawas County, Ohio. "Coal mining in New Brunswick dates from the year 1639, when, as today, coal was produced from the area surrounding Grand Lake near the geographic centre of the province. Current production by N.B. Coal Ltd. is approximately 453,000 tonnes per year and comes from a single, thin Pennsylvanian age seam. The history of development and understanding of the geological setting of New Brunswick coals is discussed, beginning with the work of A. Gesner in 1839. The lithostratigraphic sub-divisions of the Pennsylvanian strata proposed by various workers are summarized and the present hypothesis that only biostratigraphic subdivision is possible is detailed. The Pictou Group, which includes the New Brunswick coals, consists of repetitive sequences of sediments consistent with flu vial and upper delta plain sedimentation. The development of coal mining in the province has progressed from horse-powered stream-bank stripping operations prior to the late 1800s through to the present use of open stripmining techniques utilizing eight walking draglines of various sizes. During the intervening years the introduction and eventual phasing out of underground mining occurred with the near termination of the coal mining industry in the province prior to 1973. The coal seam worked by N.B. Coal Ltd. averages 46 cm in thickness, has never been found to be more than 76 cm thick and has both high ash (12.4 -31.1%) and sulphur (4.9-7.8%) content. The wide variety of coal beneficiation studies and tests completed on New Brunswick coals have lead to the conclusion that a washed New Brunswick coal product could be expected with 10 to 12% ash, 5 to 6% sulphur, and 30,225 to 31,388 1/gm. Recoverable coal reserves, including those in the area licenced to N.B. Coal Ltd. and those licenced, although not yet in production, to both the St. Lawrence Cement Co. Ltd. and Provincial Holdings Ltd. at Lake Stream and Beersvil/e, total 60 million tonnes. At present, coal in New Brunswick is removed from prospecting and staking and all existing and future coal exploration and development will be administered by agreement under the Mining Act. Based on the results of a recently completed drilling project undertaken by the Department of Natural Resources, seventeen coal exploration blocks which carry minimum work commitments will be offered to the New Brunswick Electric Power Commission on a sixty-day first right ofrefusal basis. Those blocks not taken up by the Power Commission will be offered under the same commitments to the private sector."

A working hypothesis is presented herein mineral belts are split as all world oceans opened. Rather than plate tectonics, expansion is favored as the most recent expression of the sequence of convecting systems in the Earth's mantle. Throughout the geological record this sequence has produced similar mobile belts. This similarity lends itself to both stratigraphic classification and the theme of mineralization in mobile belts demonstrated by Y. A. Bilibin. Crustal evolution should, therefore, serve as an important guide in understanding Pacific mineral belts.

"The commercial potential of a silica-kaolin deposit that occurs on the banks of and close to the Missinaibi River in the District of Cochrane, Ontario, is under evaluation by Algocen Mines Limited. The geological features of the deposit, as well as its probable origin, are described. Mineralogical analysis of the deposit samples indicates that the principal minerals are quartz and kaolinite clay; it is estimated that about 20 per cent of the deposit is kaolin clay. The impurity minerals present are: a slightly magnetic Fe-Ti oxide mineral, goethite, muscovite mica, tour-maline, staurolite, anatase and zircon. Laboratory research studies are in progress to develop and evaluate suit-able methods for the separation of silica sand from kaolin. Results to date indicate that good-quality silica sand with an Fe,03 content in the range of 0.012 to 0.025 per cent can be produced. It appears that the clay portion can also be beneficiated to yield products meeting commercial requirements. It has been possible to beneficiate a portion of theetlay to obtain the particle size distribution now specified by industry. However, research is continuing to develop suitable separation and beneficiation methods which can produce kaolin clay meeting all the commercial requirements."

This report describes an experimental method for determining parameters for the rate of reaction of CO2 with solid carbon. The method involves the simulation of a flow reactor by a mathematical model based on a hypothetical multistage reactor which permits calculation of the analyses of effluent gas and carbon consumed as functions of the flow rate and duration of the reaction. The method is applied to experimental data on the reaction of coke with CO2 in fluidized-bed and fixed-bed flow reactors. A method is described whereby two parameters may be determined simultaneously. The method involves a reiterative procedure that finds the values of the parameters that minimize the sum of squares of deviation between calculated and observed analyses of the effluent gas.

The Bureau of Mines conducted laboratory and field experiments to determine tne amount of permeability reduction in uranium sandstone after its exposure to different drilling fluids. Seven polymer and two bentonite fluids were laboratory-tested in their clean condition, and six polymer fluids were tested with simulated drill cuttings added. Sandstone cores cut from samples collected at an open pit uranium mine were the test medium. The clean fluid that resulted in the least permeability reduction was an hydroxyethyl cellulose polymer fluid. The greatest permeability reduction of the clean polymers came from a shale-inhibiting synthetic polymer. Six polymer fluids were tested with simu-lated drill cuttings added to represent field use. The least permeability reduction was obtained from a multipolymer blend fluid. A field experiment was performed to compare how two polymer fluids affect formation permeability when used for drilling in situ uranium leaching wells. For this test, the polymer fluid with the best laboratory results (multipolymer blend) was compared with a commonly used polymer fluid (guar gum) that gave poorer laboratory results. When fluid injection rates for the four wells drilled with the guar gum were compared with those for the four drilled with the multipolymer blend, no statistically significant difference was found.

The heap leaching process has been widely used for recovering different metals since its first application at the end of the 1960s. In Chile, copper production via heap leaching has accounted for between 30 and 40% of annual copper production over the past 10 years. This level of production has been achieved through and supported by the use of a mathematical relation, known as the leaching ratio (LR) or irrigation ratio (IR), which relates operational parameters with metal extraction in a heap leaching operation. This ratio has been used to develop leaching column tests, to scale up results from the laboratory to industrial operations, to design new heap leaching plants, and in metallurgical control and production estimation. In spite of the widespread industrial use of this relation, few scientific studies mention it. This is due to its simplicity and basic theoretical foundations. This disparity between industrial practice and scientific research could lead to operational decisions which lack substantial theoretical support, and to scientific studies which have limited industrial impact. Against this background, several questions arise about the use of the LR: What are the constraints on the use of the LR? Are there practical advantages with respect to reported kinetic models? What is the main reason that industry prefers the use of the LR over kinetic models, which enjoy greater theoretical support? In order to guide its future use, this paper describes the leaching ratio and its current uses and limitations, through a literature review and case studies.

Following World War II, the rapid increase in both military and civilian activity in the area served by the Alaska Railroad stimulated interest in the availability of local sources of nonmetallic minerals that might be used for building materials. Except for abundant sand and gravel and some pumice, the construction industry of the area depended entirely on high-cost imports for building materials of mineral origin. Because continued rapid growth was anticipated, development and use of local sources of such materials was advocated by both military and civil authorities to reduce the high costs of con¬struction and bolster the unstable economy of the area. The U.S. Department of the Interior began a program On included examining the numerous deposits of nonmetallic minerals accessible to the Alaska Railroad to determine their possible use as raw materials for the construction industry. Preliminary field investigations were made by the Geological Survey. The more promising deposits were subsequently examined and sampled by Bureau of Mines engineers, and the samples were subjected to the laboratory tests necessary to indicate the chemical and physical characteristics of the raw materials or their products. Such field and laboratory investigations were conducted on clay, shale, argillite, limestone, gypsum, and pumice taken from various parts of the area. In initial phasees of the work, done irate 1948 through 1952, many of the deposits examined were suitable for proctoring building materials. Results of the work completed during that period have been published in a Bureau of Mines report3 giving general information and detailed data on more than 35 deposits that were investigated.

The present work is concerned with selective dissolution of niobium from Gabal El Faliq concentrate sample by using fluoridefree process. The chemical analysis of concentrate sample revealed the presence of high amount of ZrO2, Nb2O5, Re2O3, and HfO2 assaying 33.6, 1.99, 4.8, and 1.2%w/w respectively. Several economic minerals including zircon, samarskite, fergusonite, and xenotimewere recorded in the studied sample. About 98%of Nb content was selectively dissolved at the optimumconditions of 1:2 concentrate sample: KOH weight ratio, 2.5 h fusion time, and fusion temperature of 550 °C. Organic solvent extraction process using Aliquat 336S in xylene was effectively used for preparing pure Nb2O5 (98.95%).

Herein, the coal-based reduction was proposed to utilize the ferronickel slag of Jingchuan company. An excellent index with metallization rate of 99.22%, iron grade of 77.91%, and iron recovery of 92.79% was obtained at carbon addition coefficient 2.0, reduction temperature 1573 K, reduction time 60 min, the particle size of coal and ferronickel slag − 2.0 mm, and CaO content 15%. The 2FeO·SiO2 was reduced to Fe and SiO2 with the increase of temperature. The CaO could promote the reduction of iron oxide. Most of the sulfides (Fe, Cu, Co, and Ni) in the sulfonium were reduced to metal. The reduction degree increased with the reduction time and reduction temperature. The higher reduction temperature represented the higher peak value of reduction rate and the shorter time of reaching the peak value. The isothermal reduction process included three stages: early stage, middle stage, and late stage. The mechanism function were f(α) = 1/2(1 − α)3, f(α) = 3/2(1 − α)4/3[(1 − α)−1/3 − 1]− 1, and f(α) = 4(1 − α)[− ln(1 − α)]3/4, respectively. The activation energy of three stages was 183.498 kJ·mol−1, 420.077 kJ·mol−1, and 656.619 kJ·mol−1, respectively.

The purity of rare earth products depends on the ability of the reagents used to selectively promote the precipitation of the rare earth elements (REE) from impurities present in sulfuric liquors. The present study aims at investigating the conditions required to precipitate REE, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with a low Al3+ and UO2 2+ and a very high Ca2+, Mg2+, Mn2+, and SO4 2− impurity content. The rare earth sulfuric liquor was obtained in a previous study by the reaction of a rare earth ore with sulfuric acid, pyrolysis at 700 °C/2 h, cooling at 20 °C, and water leaching. The impurities such as Fe3+, Th4+, and PO4 3− were completely removed from the liquor in two consecutive neutralization steps. In order to recover the REE, the purified rare earth liquor was then treated with oxalic acid and sodium carbonate. Rare earth oxides (REO) precipitated with oxalic acid displayed a very high purity (99.2% w/w) and low impurity content. In contrast, the rare earth carbonates precipitated with sodium carbonate presented a comparatively lower REO content (68.5% w/w) and 94.2% of purity, but with a higher content of impurities. Better precipitating conditions were achieved at 60 °C, compared with 20 °C, and under stoichiometric reagent consumption, with REE precipitation efficiencies higher than 96%. The dosage above the stoichiometric condition caused the precipitation of calcium oxalates and co-precipitation of rare earth sulfates when oxalic acid is used, and precipitation of calcium, manganese, and uranium carbonates and also a co-precipitation of rare earth sulfate when sodium carbonate were used. An integrated flowsheet to produce a high-quality rare earth product from rare earth sulfuric liquor containing some impurities is proposed.

A PREVIOUS study1 of the relations of impact strength to inclusions showed that the dynamic strength of steel is lowered by the presence of visible counted inclusions, but that other factors comprised in the term "body" have a marked influence. The previous work was carried out on selected steels from a single source, so that the body factor was purposely minimized, but even under these conditions it was found that inclusion counting or the use of the commercial inclusion rating is not satisfactory. The tensile-impact test, however, was indicated as a satisfactory measure of dynamic strength. It was further suggested that the tensile-impact test should be so standardized as to be suitable for use in specifications, and that the hardness factor should be worked out over a sufficient range to admit ready commercial use of the tensile-impact test. In accordance with these suggestions, and in view of the fact that the steels reported in the previous paper were selected and treated so as to have a minimum variation in body, hardness and structure, further work has been performed on a variety of steels which are not limited by these conditions. The word "body" is used here for want of a better term. It is simply a convenient expression which comprises the effect of the various unknown factors that modify the dynamic strength of the steel. Thus at our present state of knowledge, the writers have chosen to consider hardness, structure and counted inclusion content as factors not comprised in the term "body," and such factors as raw materials, process of melting, fabricating, etc. as comprised in the term "body." Numerous grades of steels made in several ways have been taken from different sources and have been heat-treated to varying hardness by normalizing and by quenching and drawing. The mixing of fine ores with fuel and burning under induced draft is called sintering in iron-ore practice and either sintering or roasting in copper and lead metallurgy. The first development of sintering was the Huntington-Heberlein process, in which fine sulfide ores mixed with fuel were charged into a pot and burned under the action of an upcast current of air introduced at the bottom of the pot. Modern development has resulted in two types of machine; the continuous Dwight-Lloyd machine, which consists of heat-resisting grates and a moving beltlike type of hearth constructed of metal, in which air is drawn downward through the bed, and the stationary Greenawalt batch process, which operates in the same manner as the Dwight-Lloyd except that the hearth is stationary. The recent rapid increase in the use of sintering has been the result of two great advances in metallurgical process—flotation and the treatment of flue dust. The Dwight-Lloyd machine is used in many plants for agglomerating flotation concentrates and at the same time reducing the sulfur content to furnace requirements and it has become standard practice to treat iron blast-furnace flue dust by either the Greenawalt or Dwight-Lloyd machine, so that it can be recharged into the furnace. The mining of low-grade magnetite iron deposits and their beneficiat-ing by grinding and magnetic separation resulted in a fine concentrate extremely detrimental to blast-furnace practice. These concentrates are sintered and made into ideal material for blast-furnace use. Incidentally, coke savings of about 400 lb. per ton of pig are reported. Sintering at Evergreen Plant The application to limonitic iron ores is the most recent development of the sintering process. The first plant in the Lake Superior region was erected by the Minnesota Sintering Co., a subsidiary of the Evergreen Mining Co., at Ironton, Minn., in 1924. It is generally understood by workers in the field of the crystal structure of metallic alloys that terminal solid solutions are of two types, the substitutional and the interstitial. In reviewing the literature, the work of Weissl on the crystal structure of the alpha copper-tin alloys was encountered, in which a new type of terminal solid solution was proposed. In brief, Weiss' findings showed that the density of the alloys calculated from the side of the unit face-centered cube on the assumption of simple substitution—that is, with four atoms to the unit face-centered cell—was much higher than the density measured directly. It was suggested that the assumption of four atoms to the unit cube is not valid for these alloys, and that each unit cube contained less than four atoms; in other words, that one tin atom replaces more than one copper atom, leaving some atomic positions unoccupied. Such a structure, if verified, would have far-reaching significance in the study of the crystal structure of metallic alloys. It would indicate a complexity in terminal solid solutions not hitherto suspected and might encourage work leading to the discovery of other alloys of the same type, and perhaps to types intermediate between it and the two recognized types. It is of importance, therefore, to reinvestigate these alloys with respect to the type of solid-solution structure obtaining therein. Materials and Experimental Method The alloys were prepared from electrolytic copper cut directly from the cathode and the high-purity tin furnished by the U. S. Bureau of Standards for the calibration of thermocouples. No analyses for impurities of these materials or of the finished alloys were made, since such impurities as might be present could have only a wholly inappreciable effect upon the data obtained and the conclusions drawn. The alloys were made by melting the weighed copper charge in a graphite crucible under a KCl-LiC1 flux with later additions of NaC1, using induction heating. (written discussion). *-Mr. Kowalke shows that a high resistance millivoltmeter is subject to smaller errors, due to change in resistance of the thermocouple to which it is attached, than is a low-resistance instrument. He uses as examples instruments having resistances of 30 and 2 ohms, respectively. At the Bureau of Standards, resistances above 300 ohms would be considered high and 30 ohms rather low. In the tests on calorized-iron thermocouples, a difference between the first and third calibrations of the couples serves to show changes due to the intermediate heat treatment and only under certain conditions would changes in calibrations due to changes in the wire be detected by ,a recalibration after 1 1/2 in. had been cut from the hot-junction end of the couple and the ends rewelded. The calibration of a couple depends only on the thermoelectric prop-erties of that part of the couple which lies within the region of non-uniform temperature, i.e., the temperature gradient; hence, so long as the temperature gradient falls along wires of similar thermoelectric properties no change in the electromotive force is produced by altering the metals of those parts of the circuit that are at uniform temperature. Usually at the cold-junction end of the circuit, copper leads, brass binding posts, manganin resistance coils, and various other materials form part of the circuit, but so long as all are at a uniform temperature (or if for each junction between unlike metals there is a similar opposing junction at the same temperature) no resultant thermoelectromotive force will be produced thereby. Likewise, if a length of several inches at the hot-junction end of the couple is at uniform temperature, it matters not if this section is unlike other parts of the couple, so long as there is good metallic connection and no source of e.m.f. other than thermoelectric is present. Cutting off part of the hot end of the couple within such a region of uni-form temperature would not alter the e.m.f. of the couple.
