THE British Columbia Coal Control was established in 1946 as a branch of the Department of Lands. Its functions are the administration of the Goal Act, the making of field and laboratory investigations bearing on the delineation and utilization of British Columbia coal deposits, and the dissemination of information concerning them. The Department of Lands in the Province of British Columbia retains and administers many of the Province's resources until such time as they are actively developed under the departments of Agriculture, of Forests, of Mines, etcc. The work of the Control is one of stock taking and appraising. We are picking up where the geological surveys leave off. In an effort to assist in the orderly, scientific development -of our excellent and extensive' ?Coat resources, we are bridging the gap between exploration and geological examination on the -one hand and mining on the other. All coal analyses required in the course of the investigations, together with? those requested by prospectors and others, are carried out in the very modern and efficient laboratories of the Coal, Petroleum, and Natural Gas Control. At its inception, the Coal Control began an investigation of coal seams in the Peace River area, specifically those contiguous to the Pine River valley about one hundred miles west of Dawson Creek. The occurrence of coal in the Peace River canyon, east of Hudson's Hope, bad been known since 1792, but the first record of production is for 1923.

Thirty-five years ago underground coal mining equipment consisted of simple but rugged machines powered by electric motors and hydraulics. The machines were maintained by maintenance personnel armed with a basic knowledge of hydraulics, electricity, and mechanical design. Over the years the the machine has been transformed into powerful complex mining systems. The maintenance burden has also increased. During this period significant advances have been made in maintainability engineering and system design techniques. Many of these innovations and techniques are applicable to the design of underground mining equipment. The objectives of this project were to; (1) determine the extent to which maintainability design concepts and principles have been applied to the design of underground coal mining equipment, (2) try to assess the impact of equipment design for maintenance on productivity and safety, and (3) develop a maintainability design guideline to enhance the design of new or rebuilt equipment. An equipment design review was completed at ten operational coal mines. Interviews were also conducted with mine management, safety, and maintenance personnel to identify machine specific design advantages and problems. Visits were also made to six original equipment manufacturers to discuss the design of their equipment for maintenance. Volume I presents an overview of the protocol used and a summary of the findings. Volume II includes the maintainability design guide for underground mobile mining equipment.

"In 1928, there were 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve.The following chart shows the trend of fatal accidents during the past six years:Of the 47 fatalities in 1928, 30 occurred in the drilling and producing division, 1 in the pipe line and transportation division, 14 in the refining division, and 2 in the sales and marketing division. A comparison of the number of fatalities in each division for 1927, and 1928, is given in the following table:3"

Drum hoists in the 21st century have the same fundamental objective as their earliest 19th century counterpart. And yet a lot has changed in the design of the hoist from those early days of underground mining. These changes are driven by the need for greater productivity and reliability at ever increasing depths without compromising the all important safety demanded by the industry today. This paper reflects on how these changes have influenced design of a modern hoist Director of Engineering, Mike Robotham is a chartered engineer and has been with DavyMarkham for over 30 years. Having completed a craft apprenticeship he later joined the engineering department as a junior engineer. (Canal Zone Meeting, November, 1910.) THE death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its, earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. -His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William Blake, who settled in the Massachusetts Bay Colony about 1630. He was prepared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, lie started the Department of Mineralogy of the World's Fair at New York City. In 1854, 1855 and 1856, he was mineralogist and geologist of the United States Pacific Railroad Surveys of Williamson, Pope, and Whipple, and for the War Department at Washington. His writings, during this period comprise reports on the geology and mineralogy of California and other parts of the Southwest, and constitute well nigh the earliest scientific accounts of the regions described. One of them. was a translation of the Resume and Field Notes of Jules Marcou, of Whipple's expedition. From 1856 to 1859, he was engaged in explorations of the geology and mineral deposits of North Carolina, :and other parts of the country. In 1859, he became editor and proprietor of The Mining Magazine. This was a monthly periodical, founded in 1853 by W. J. Tenny, who conducted it until 1858, when it passed into the hands of Thomas McElrath, a New York publisher, and appeared in May of that year as The Mining and Statistic Magazine, with the name of

We are at the beginning of an era of profound transformation and human progress — a new industrial revolution. This “Automation of Everything” era will be brought about by digital interfaces, data analysis and control of the physical world through networks employing the Nokia Bell Labs Future X1 architecture — networks to support the digitization and connection of everything and everyone with the goal of automating much of life. The interconnection of robots, machines, drones, sensors, processing platforms and people through Future X networks will provide transformative tools for the automation and optimization of factories and warehouses, ports, electric grids, transportation networks, food, healthcare, construction, logistics and supply chain, emergency response, mining, and other physical industries. To date, the level of automation has been modest at best. Automating these physical industries — industries that account for 70 percent of the US Gross Domestic Product, for example — has the potential to drive significant increases in the world’s economic productivity.2 Realizing the potential of this next industrial revolution will require billions of wirelessly connected endpoints for high fidelity physical-to-digital conversion, millisecond response times to tightly control and coordinate machines and robots, and intelligent analysis to optimize real-time decisions — tasks beyond the reach of current networks. Increased levels of automation are already being achieved through the use of 4G advanced wireless access technologies. The untethering of sensors and actuators in industrial environments through the low-latency, high-bandwidth, high-reliability, and massive scale provided by 5G wireless access will complete this evolution, providing an unprecedented ability to digitize, analyze, comprehend and manipulate the physical world at a scale never previously thought possible. These new capabilities will enable us to create digital models of the physical world with ever higher levels of fidelity, further enhancing our ability to improve operational efficiencies and increase productivity and worker safety. Doing this will require a dramatic evolution in network architecture toward massively distributed cloud control and baseband capacity to achieve the required ultra-low latency and ultra-high bandwidth for industrial and infrastructure automation services — the Future X architecture. In early 2019, Nokia Bell Labs will publish a sequel to “The Future X Network: A Bell Labs Perspective”. “Future X for Industries: A Nokia Bell Labs Perspective” will explore how the Future X architecture will automate many of the world’s physical industries, including chapters devoted to electric power, cities, rail, mining, public safety, manufacturing, ports, logistics and supply chain, and an overarching chapter devoted to securing this highly automated world. ‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. West Virginia University researchers examined risk and exposure in the roof bolter operator's job and developed approaches for preventing accidents and for evaluating system and human performances that may be appropriate as a general application to improve safety and efficiency in the industry. Using a microanalysis of accident data and underground observations, the researchers classified bolting injuries within one of four work routines: 1) drilling bolt holes; 2) bolt installation; 3) machine tramming, (re)positioning and setting the ATRS; and 4) general face preparation. Time and motion studies were then combined with injury data analysis to develop risk and severity indices, as well as a severity-weighted index that served to determine the degree of risk and exposure by work routine. More than two dozen bolting-related problems were identified as potential situations that could lead to injuries or expose workers during their job. Approaches to avoid these situations were suggested and then applied at six mining operations to evaluate specific problems in roof bolting operations. These suggestions encompassed the three E's of Safety (Engineering, Education, and Enforcement) and emphasized the analysis of worker behaviors that lead to human error accidents.

MOLYBDENUM, one of the more versatile alloying elements in modern metallurgy, was first isolated by Hjelm in 1782. The pure metal is silvery white and softer than steel. It melts at a higher temperature than all other metals except rhenium, tungsten, and tantalum. Molybdenum, a member of group V of the periodic table, chemically exhibits valences in stable compounds of 2, 3, 4, 5, and 6. It is a strong carbide-forming element, and much of its alloying effect in steel is imparted through the formation of carbides. Molybdenum occurs in nature only in combination with other elements. The most common occurence is molybdenite (MoS2), which is widely distributed throughout the world; the few known commercial deposits are the major sources of molybdenun1. The other commercially important mineral, wulfenite (PbMo04), was a major source of molybdenum in the United States during the early part of the 20th century, but with exploration and development of the world-famous Climax molybdenite deposit during the World War of 1914-18, molybdenite soon became the world's major source of molybdenum. In recent years, virtually no wulfenite has been mined. Many copper deposits contain minute percentages of molybdenite; and, since the inauguration during the early 1930's of the recovery of molybdenite as a byproduct of these deposits, they have been an important source of molybdenum.

"AbstractMeasurement and control systems in minerals processing plants are usually well thought out and designed. The criteria and design parameters have been interpreted correctly.However, these systems often fail to perform satisfactorily or break down altogether as a result of in-plant conditions which are unpredictable and over which the instrument systems designer has no direct control. The foresight necessary to anticipate the problems and allow for them in the systems design can only be generated by experience.This paper lists the most common of these problems and offers practical methods for their solution. The Bureau of Mines since its establishment has always taken an active interest in the utilization of lignite and in the development of the lignite dep'osits of the United States. Extensive lignite fields occur in the west central States, notably in North Dakota, Montana, Wyoming, Colorado, and Texas; there are smaller areas in several other States, some of which are widely separated. The total area of the deposits and the total amount of lignite in these several districts are so enormous that the economic value is seldom recognized. To the people of ·the west and west central regions, however, the larger utilization of lignite, in whatever form it may be, is of fundamental importance, and any new methods or uses that promise to open these great lignite fields for more general and more efficient use deserve careful study. Although these lignite deposits underlie areas of thousands of square miles, their development and general utilization has been rather slow. This is no doubt partly because many of the districts are not thickly settled or highly developed in manufacturing industries, but is largely because lignites, from their peculiar physical and chemical characteristics, are low-grade fuels. Most of the lignites in these areas are imperfectly developed coals; many have a more or less woody structure; some belong to the brown-coal type; and others are darker, denser, and more homogeneous, approaching subbituminous coal. The people living in the regions in which these vast deposits occur, especially in the west central part of the United States, are vitally interested in every effort toward bettering lignite as fuel and aiding its wider utilization.

Measures taken by mining companies around the world to reduce their carbon footprints are becoming increasingly important in the sector securing its social licence to operate. The options for measures reduce to three categories of activity: i) demand reduction by avoiding unnecessary waste of supplied energy, ii) improving the utilization of energy that does have to be consumed and iii) adopting low carbon energy production options?including renewable energy. As well as the environmental imperative, as the prices of electricity, gas and liquid fuels increase, so the economic case for activities i) to iii) gains higher priority, especially in such an energy intensive industry. The specific energy consumption for certain upstream minerals industry operations in Canada is reported to be as follows: underground mining: 99.5 kWh/tonne mined; surface mining: 11.7 kWh/tonne mined; base metal processing: 81.4 kWh/tonne milled; gold processing: 99.6 kWh/tonne milled. Around 508 kWh/tonne (slag) of heat is reported to be available in cooling slag from 1500°C to 25°C; an amount that is simply indicative of the energy intensity of downstream smelting and refining operations. Low carbon, energy saving technology options that are available to mining industry companies lead to projects with return rates that must compete alongside other capital intensive projects considered by mining company boards. Energy projects frequently involve longer payback periods and lower rates of return than those of competing bids for capital, such as those for development of new mineral properties. For energy services companies (ESCOs) that specialize in the financing, construction, and the efficient operation and maintenance of energy projects, the same returns and payback periods may be considered acceptable or even attractive. For the ESCO, the key commercial risk mitigating factor is a securing a long term contract for the supply of energy.

Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

The ore at this new underground operation is a massive sulfide breccia with high copper values. A major highway and electric transmission line pass directly over the near-surface orebodv. The mining method being used is undercut and fill. A continuous miner together with a single boom, hydraulic jumbo is used for the mining. Backfill is a weakly cemented sand-gravel mixture that is pneumatically placed. The ore is treated by conventional crushing, milling and flotation.

During the past few years our possible domestic resources of platinum have attracted much attention . On account of the extensive use of platinum during the World War , and the practical elimination of the Russian supply , the price of this metal rose to new high levels , as shown in Table 1 ; and though it since receded to some extent , the price is now nearly six times that of gold .

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase.
