If there is a single key to managing a mineral extraction company, it is the control of productivity. American labor costs, in general, tend to be in the range of 10%-15% of total costs. American coal mining labor costs, however, exhibit ranges of 30%-60% of total costs. Is it any wonder that the industry finds itself at a competitive disadvantage? When labor costs take as much as sixty cents of every dollar of revenue, there is little room for profitability. The American coal mining industry must set as a long range goal the reduction of labor costs to the 10%-15% range of total costs in order to be competitive.

This report summarizes work performed under USBM Contract No. J0100047 revealing the performance characteristics of a composite-type resilient screen deck. The ability of the composite to perform or compete with steel in noise attenuation and longevity was of interest. Tests were conducted at the River King Preparation Plant of Peabody Coal Company. This facility was chosen because it provided parallel process flow and met standard coal cleaning requirements. Comparisons could be made between the adjacent resilient and steel screen decks under similar operating conditions. Noise reductions of 1-6 dBA were realized in the near field. Although the test period did not determine resilient screen life, indications are favorable for their longevity.

On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

The Chino mine is an open pit copper mine located in southwestern New Mexico, at an elevation of 1890 m (6200 feet) above sea level, approximately 117 km (70 miles) north of the Mexican border. It is owned by Chino Mines Co., a Phelps Dodge Corporation-Mitsubishi Minerals partnership, and is operated by Phelps Dodge Corporation. As part of an effort to maximize production and minimize costs, a computerized truck dispatching system was approved for purchase and installation at the Chino mine in March. 1984. Modular Mining Systems, Inc. was commissioned to install their system, trade named DISPATCH. The system installation was completed and operation began in July, 1985. Installation and operation of the system has presented some interesting challenges and problems, which have been overcome, resulting in increased productivity for the haulage truck and shovel fleets.

The work clone during the fiscal year 1937 will also be summarized.

The three major objectives of this contract were (1) to survey underground diesel-powered mining machinery to determine noise exposure problems, (2) to recommend noise control techniques, and (3) to develop a technique for predicting underground sound levels from surface sound power measurements. The objectives were achieved. The contractor developed information on the severity of the noise problem caused by diesel engines underground and pinpointed the equipment causing the problems. He recommended a number of corrective techniques that can provide relief until long-term solutions are found. A procedure for predicting underground noise levels from above-ground measurements of the machine noise was found valid for several cases tested.

This paper, describing the mining operations at Mount Isa Mines, is one of a series covering mining methods and costs being published by the United States Bureau of Mines. The Mount Isa property has been in operation since June 1931; during this period operations have changed from the production and treatment of carbonate ores to the mining, milling, and smelting of sulphide ores. This change involved revision of ore-extraction methods. Stoping methods have been designed to apply to parallel lodes ranging from 10 to over 100 feet in width and dipping at 50° to 60°. The hardness and strength of the ore and enclosing wall rocks, together with the strength and thickness of the country rock between lodes, have permitted the selection of a sublevel stoping method for mining the sulphide ores.

Recent major floods have inundated Historic Ellicott City, Maryland, resulting in loss of life and property damage. Howard County, Maryland, has developed the Ellicott City Safe and Sound Plan to mitigate the risk of flash flooding in the Historic District, including a proposed stormwater conveyance tunnel. Challenges to overcome include thick zones of saprolite along the alignment, multiple near-surface structures, and minimal rock cover under an active railroad, while minimizing impacts to the public and historic structures. The project will also pursue recognition through the ISI Envision verification process.

Mention of any company or product does not constitute endorsement by NIOSH. ABSTRACT Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. Early adopters of the technology have identified some challenges, which presents an opportunity to explore and improve the integration of mobile PDSs in underground coal mines. The current study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders' evaluations. The study includes considerations for safe technology integration. INTRODUCTION Striking, pinning, and crushing accidents related to mobile machines continue to be a major concern in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) linked 22 of the 75 underground mine fatalities reported between 2011 and 2015 to power haulage [1]. The Mine Safety and Health Administration (MSHA) asserts that proximity detection systems for mobile machines (mobile PDSs) could help to prevent these types of fatal injuries [2]. Mobile PDSs use a collision avoidance technology that allows the mine to establish hazard zones and employ electromagnetic sensors to detect workers equipped with a miner-wearable component (MWC) working near these mining machines. The authors characterize a mobile PDS as an automated technology, because—in line with Lee & See’s [3] definition of automation—a mobile PDS actively “selects data, transforms information, makes decisions, or controls processes” (p. 50). When the system detects workers in the established hazard zones, it issues alerts and slows or stops the mobile machine. Even though a mobile PDS may be a viable and promising safety solution, there are still a number of questions regarding how well this automated technology will fit with mining tasks and conditions. Using a mixed-methods approach, the current study explored factors that influence the fit of mobile PDSs in the underground mining environment.

The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operations, and critical in emergency conditions. As was evident during recent incidents at underground coal mines worldwide, communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted, and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act. Evaluating the performance of these systems has proven to be difficult for mine operators, system manufacturers, and regulatory agencies. The MINER Act of 2006 requires operators to improve accident preparedness by developing an emergency response plan specific to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky Feeder Communication Systems ? Fixed Node-Based Communications and/or Tracking Systems ? Wireless Node-Based Communications and/or Tracking Systems ? Medium Frequency (MF) Communication Systems ? Communication System Peripherals Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include Through-the-Earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial, and hybrid technologies To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

With more electronic systems being introduced underground, the mining industry faces electromagnetic compatibility (EMC) issues caused by electromagnetic energy emitted by one device adversely impacting the normal function of another. This paper provides an overview of EMC and electromagnetic interference (EMI) research for underground mining, including a review of EMI in other industries applicable to mining, published EMI research pertaining to mining applications, representative EMI incidences, related EMI legislation in mining, and mitigation strategies.

The Federal Bureau of Mines reviewed the status of tungsten deposits of Utah in 1959. Industrial requirements of tungsten during emergencies have exceeded the domestic supply, and a knowledge of the sources of this strategic element may be helpful in the future. Tungsten occurs as the mineral scheelite in deposits that have been developed or explored on approximately 60 properties in 10 of the Great Basin ranges of Utah, none of which were being worked in 1957-59. Ores from most of the productive areas are similar in that they are contained in tactite deposits on or near the contact of calcareous and acidic intrusive rocks. The tactite ores consist predominantly of the silicate minerals garnet, epidote, and diopside and the carbonate rocks limestone or dolomite. Scheelite, where present, is disseminated irregularly in the tactite. Tungsten ores from Utah mainly have been produced from small deposits worked in World Wars I and II and the Korean campaign. The ores were either hand sorted to a grade ranging from 0.5 to 1.0 percent tungsten trioxide (W03) or were beneficiated in small mills to higher grade concentrates. The largest reserve appears to be in the area of the Notch Peak intrusive in the House Range, Millard County. A large part of the reserve in the House Range is mineralized tactite containing 0.2 to 0.3 percent W03. Research on flotation by the Bureau of Mines has indicated a method of concentrating scheelite in tactite ores that average 0.25 percent W03, with at least 85 percent recovery. The concentrate assays more than 5 percent W03 and can be processed into artificial scheelite ready for industrial use.

The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Cross country belt conveyors are becoming the preferred method of bulk material handling in the industrial complex. Installed cost, maintenance, reliability, simplicity and operating expense enhance this choice, especially when faced with rising cost and questionable availability of liquid fuels. Conveyor flights are getting longer, faster, and higher in capacity, and are being installed in rugged terrain. Rights of way are often difficult to obtain. All these considerations lead up to design aspects well beyond those for in-plant conveyors. This paper points out some of the aspects that lead to the successful design of a cross country belt conveyor system.

In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. Welding is playing an important role in the manufacture of construction equipment as used in the mining industry. It provides design possibilities which are unique to this method of manufacture, and normally makes possible lighter weight but stronger products, which can be a definite advantage to a user. Welding is an industry that has experienced major developments over the past decade, all of which have improved our capability to make better welds and make them more economically. International Harvester Company has been introducing these newer welding methods into its manufacturing plants, particularly those producing construction equipment, just as fast as their value has been proven. This paper discusses how modern welding methods are contributing to the manufacture of strip mining equipment.

One challenge in applying information technologies in Mining is building a business case. In Mine Maintenance, there is a complex flow of information that contributes to making informed business decisions. By understanding those information relationships and the cost of wrong decisions, analysts can estimate the value of information flow. Developers can then ensure that systems deliver key information in an accurate and timely way. In this paper, general maintenance decision-making is discussed, with examples of how model-based analysis can improve the information delivered to decision makers.
