During calendar year 1972, the Bureau of Mines was engaged in some 20 major areas of research for the development of new and improved efficient methods of conservation and utilization for petroleum and natural gas, oil shale, and coal. Made up of numerous projects described in this report, the program was carried out through research performed at research centers and laboratories in the field supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Based un this research, 186 technical reports were published by the Bureau or others, and numerous other reports were prepared for Federal agencies, State agencies, and organizations engaged in cooperative research programs with the Bureau.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

THIS REVIEW contains abstracts of the technical literature and patents dealing with the history, development, and commercial application of the Bergius and related processes for the hydrogenation, under greater than atmospheric pressures, of liquid and solid carbonaceous materials such as coal, lignite, their distillation and extraction products, pitches and tars, and petroleum and its distillation residues. An attempt has been made to include abstracts of all the published information on this process and of as much of the captured foreign documents and reports compiled therefrom as could consistently be reviewed during the time allotted for the work. Contact with the current literature and patents and review of the foreign documents will be continued and the information will appear in Synthetic Liquid Fuels Abstracts, which is being issued bimonthly as a Bureau of Mines publication. The material in this review is divided in two sections-literature (part I) and patents (part II)-and each of these is arranged alphabetically by author or patentee with further chronological arrangement under each author or group of authors. Secondary authors and patentees as well as assignees are cross-indexed to the main entry. In serial articles or reports the complete series appears in the alphabetical arrangement according to the author of the first member of the series. Succeeding members as well as secondary authors are entered as cross references; Titles of the journals are used as the authors in anonymous references. By following such a procedure, an author index is not required. However, a detailed subject index and a numerical patent list by countries are given as part III.

This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

Introduction It is the purpose of this paper to discuss a number of the metallurgical improvements in the technology of copper-nickel ore treatment which have been introduced during recent years in the plants of ?the International Nickel Company of Canada, Limited. In common with other ore treatment processes, the procedure for extracting nickel and copper is changing almost continuous! y. These changes are necessitated by reason of changes in ore grades and characteristics, rising material and labour charges, and the constant drive to maximize metal recovery and to minimize production costs. It is not possible to present a comprehensive list of all the changes made, and only a selected number of the improvements in the milling, smelting, and refining operations are covered. It should be clearly understood that some phases of the procedures described have been pioneered by others in kindred fields and due acknowledgment is given to their foresight and efforts. Articles have been published over the years describing the operations of the International Nickel Company plants and the reader is referred to the Engineering and Mining Journal, Vol. 130, No. 9, November 10th, 1930, and to the Canadian Mining Journal, Vol. 58, No. 11, November, 1937, and Vol. 67, No. 5, May, 1946. This Bureau of Mines study is a listing of fuels -related projects that are presently under construction, planned, or proposed by various companies and organizations in the Western United States. The future facilities covered in this report fall into the following categories: coal mines and expansions to existing mines, electric powerplants and expansions to existing plants, coal conversion plants, waste-to-fuel conversion plants, oil shale projects, tar sands projects, potential geothermal facilities, coal slurry pipelines, railroads related to fuels development, uranium mines and expansions to existing mines, uranium mills and enrichment facilities, oil refineries, and natural gas processing plants. The projects are listed by state. Data concerning the company, location, planned markets, process type, initial operating date, capacity, water requirements, employment, current status, and other relevant information are included. Each project has been plotted on an accompanying state map. Due to present uncertainties concerning the fuels industry, some of the listed projects may never he constructed. No attempt has been made to determine the degree of certainty or viability of each project.

Numerical simulation of the fluid flow and heat transfer has been carried out for a waste-heat boiler in an Outokumpu type copper flash smelter. In this boiler, SO2-containing off-gas flows into the waste-heat boiler radiation section at about 1350°C. A fraction of cooler off-gas from the electrostatic precipitator at about 200°C was recirculated into the radiation section, and a small amount of ambient air was leaked into the boiler from the bottom. The computational results show that the flow is strongly recirculating and distinctly three dimensional in most of the boiler, particularly in the radiation section. The hot off-gas cooled down rapidly after entering the radiation section due to radiation. The predicted flow pattern and temperature distribution were in a good agreement with laboratory models and industrial measurements.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. A list of these libraries appears immediately following this introduction.

The endlessly changing pattern of mineral supply and demand offers opportunity to the alert and can bring disaster to the unwary. The discovery of ore bodies, the invention of extractive processes, the provision of new transport facilities, the political stabilization of underdeveloped areas, and many other changes can increase supply dramatically. Such new outpourings of mineral wealth from ore bodies bring fortunes to their developers, and consumers frequently find their competitive positions decidedly improved by new and cheap sources of supply. On the other hand, operators of marginal properties can find competition from newly opened high-grade mines intolerable. Consumers that have depended on the products of nearby, high-cost mines may find new, remote, low-cost supplies advantageous only to their competitors. The invention of new prospecting methods can have spectacular effects. Shortly after World War I the discovery rate of petroleum pools began to decline. The leading prospecting technique of that day, the projection downward of surface reflections of geologic structure, was proving less rewarding. Prophets foretold an oil shortage in the near future. But at that very moment scientists were perfecting the application of seismic waves to reveal underground oil-bearing geologic structures. As these geophysical methods were put into commercial use the whole outlook changed-the problem of the 1930's became how to cope with the surplus from discovery, not how to meet the ever rising demand. Many lead mines were being abandoned as unprofitable about this same time because the penalties charged by smelters for the zinc in the ores and concentrates more than counterbalanced the payments for lead and silver. Analysis of reported injuries for off-highway haul trucks indicated that 42.7% were slip and fall, and of these 34.1% occurred mounting and dismounting the machine. Redesign of the lower steps was concluded to provide the most overall improvement for increased safety and accident reduction. Various existing, innovative and conceptual designs were reviewed and evaluated. The most promising candidate designs were the four-spring supported lower steps and the center tube mounted lower steps. Both configurations proved to be viable designs as they passed successfully human factors and survivability tests conducted at a large copper mine.

This bulletin is the fourth of a series a showing the results of the purchase of coal by the Government under specifications. The work of inspecting and analyzing coal delivered on Government contracts was transferred to the Bureau of Mines by an act of Congress effective July 1, 1910. It had been carried on for several years before that date by the technologic branch of the United States Geological Survey. The purchase of coal on the dealer's statement as to quality or on the reputation of the mine or district producing the coal is gradually being discontinued. At present most coal-purchasing contracts make definite provision regarding the desired heating value of a coal and the composition as shown by analysis. The heating value is usually expressed in British thermal units" and the composition specified is that shown by proximate" analysis. The price to be paid for delivered coal is made to depend on whether the analyses and heating-value tests of samples representing the delivery show the quality to be above or below the quality set forth in the contract. Large coal consumers are beginning to appreciate more and more the importance of the cost of power as a factor in the cost of producing a finished article. The endeavor to increase the efficiency and the economical operation of a power plant calls for an intimate knowledge of the quality of the coal being used. The purchase of coal under specifications insures the purchaser getting what he pays for and the coal being of the quality guaranteed. In addition, the analyses and tests of the delivered coal furnish data whereby the power-plant results can be comprehensively studied and a continuous check maintained on the conditions of operation.

Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

Whether to solve safety problems or to improve productivity and cost, the result has been the same: better explosives products and initiation systems. This process continues at an accelerated pace today due to the tools presently available to the explosives and mining industries.
