? THE man is always greater than his work.? The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. Most of the reported coal spontaneous combustion events occur in surface and underground mines where low rank coals (i.e., subbituminous and lower for this particular studies) are extracted indicating their high propensities for spontaneous combustion. Low rank coals have high moisture content (15 to 45%) and are capable of absorbing more moisture in dried condition. However, it is hard to induce the initial stage of self-heating process for the low rank coal using the current laboratory R70 testing method — a method widely used in the coal industry. Like a sponge, dry low rank coals can absorb water vapor in the air while the heat contained in the moist air is transferred to coal and served as the required activation energy to initiate the coal self-heating process. In order to prove this theorem and quantify the effects, the R70 adiabatic oxidation testing method has been improved to introduce a controlled moist flow into the coal reaction vessel. Tests using the new method and its setup on low rank coals showed that the initial self-heating process of coal sample can be greatly accelerated by the added water vapor — impossible with the regular R70 method. Once the self-heating is sustained, the removal of air moisture can further accelerate the process.

MANY members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American. mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. VANADIUM was discovered in 1801 by Andres Manuel del Rio, a professor of mineralogy at the School of Mines in Mexico City. Del Rio called the new element erythronium. Later, he decided that this was not a new element but a form of chromium. Not until 1831 did Nils G. Sefström, a Swedish chemist, positively determine that the metal was a new element which he named vanadium, after Vanadis, the Scandanavian goddess of beauty. From 1831 to the 1860's and 1870's, the comparative scarcity and high cost of vanadium restricted its commercial use. Shortly after 1870, more information was obtained on the physical and chemical properties of the element. Thereafter, research on vanadium has dealt largely with its use as an alloying element in steel and nonferrous metals. Vanadium is a widely distributed element in the earth's crust. It is more abundant than many metals but is disseminated in small quantities throughout a great variety of rocks. Relatively few deposits have contained ore of a grade suitable to warrant development for vanadium alone. It is produced in conjunction with uranium, iron, titanium, aluminum, and lead-zinc ores.

"Although the Operations Research technique of Reliability Theory has been applied with marked success in many fields, including the Apollo spaceship programs, the concept of reliability has not been generally adopted in mining and other heavy industries. Of course, reliability, or the probability that a system will be able to operate without a failure for a given interval of time, does not require the same emphasis in mining as in the aerospace industries. Nevertheless, certain aspects of Reliability Theory can be followed advantageously. For example, reliability calculations can determine the best time to overhaul and whether to retain stand-by units.The usefulness of the pseudo-operations research technique known as Replacement Theory is more readily re-cognized by the maintenance engineers in mining and other heavy industries. One of the least complex models enables the optimum Lifetime of an asset to be determined."

A description will be given of an approach to plant process automation based on the strategy of first developing an information system followed by later development of process models. The advantages of this approach over the unit process control will be outlined. Some insight will be given into the risks associated with this method. These risks can be shown to be primarily economic.' Some reference will be made to two Cominco installations in the interests of illustrating the generality of the information systems approach.

Engineering, design and drafting services for inplant changes or improvements as requested by the operating• and maintenance departments.3. Rock mechanics.4. Preparation of plans and layouts required for efficient extraction of the ore as mutually agreed with the mine operating departments.5. Mine planning and long-term schedules in co-operation with the mine operating departments.6. Grade control (long term and short term) and the preparation of ore and waste removal schedules to maintain a uniform grade of mill feed. This also includes the calculation of metal reserves and metal production forecasts.7. Surveying, underground and surface.8. Operations research at the mine site.9. Industrial engineering.10. Chemical analyses and assays.11. Instrumentation.12. Environmental control.A staff of approximately 35 supervisors, engineers and scientists, and 80 technicians, supply the foregoing services. Consulting engineering and drafting firms are used to supply specialized services and technical personnel in-house at Timmins to handle overloads on capital projects under the direction of Ecstall engineers.The operating and maintenance departments depend on the engineering department to supply engineering, design and drafting services for any new facilities or for any planned alteration to existing facilities. To do this efficiently requires a high level of communication and co-operation with these departments. This has been a major factor in developing the present organization of the department shown in Figure 63.The organization is predicated on a strong central technical and engineering resource from which personnel can be assigned responsibilities for different projects, and in different areas, as the work load demands. Job satisfaction is very high because of the variety and challenge in the tasks. Additionally, participation in projects with production and maintenance personnel broadens each technical employee's knowledge of operating and maintenance problems."

Markets as used in this report are divided into two components for individual analysis-- (1) supplier markets which include regional Frasch and byproduct sulfur producers and (2) consumer markets which include processors and manufacturers requiring sulfur in their operations The term sulfur as used in this report includes brimstone, native sulfur, elemental sulfur, or sulfur equivalents.

New turbine blades designed to resist ash erosion were tested by the Bureau of Mines in a pilot-scale coal-fired gas turbine. After a total of 1,963 hours, the rotor blades were only slightly eroded; and they had an estimated useful life of 20,000 to 30,000 hours. Changes in aerodynamic design of the blades successfully concentrated the ash at the outer casing, but stepped sidewalls for the rotor drum and wear strips at the bases of the rotor blades are still needed to minimize wear at these points. Stepped sidewalls and wear strips did not adequately protect the stator blades. Ash slightly eroded their leading edges, above the inserts, and cut notches into their trailing edges near the bases. Stator blade life was estimated at 5,000 to 7,500 hours. Blade erosion in these tests was less severe than with previous designs, but more efficient combustors and ash separators are required to reduce the amount and size of ash entering the turbine, to achieve acceptable blade life for commercial operation.

I am happy to welcome you to the twenty-third conference of the National Open-Hearth Committee, and our joint conference with the Blast Furnace Committee, of the American Institute of Mining and Metallurgical Engineers. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

These inspection standards have been prepared for use in the Federal inspection of bituminous and lignite mines. They are a revision of "Tentative Coal-Mine Inspection Standards," published as Bureau of Mines Information Circular 7204 in February 1942 and employed a guide for Federal inspections. Numerous changes have been made in the original standards owing in part to recognition of shortages of some types of safety equipment due to the war, in part because of need of additional standards to cover certain mine conditions' arid' practices, and in part to conditions not foreseen when the original standards were prepared. About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however; failure to carry out the suggestions made in such of the other standards as are applicable may also' lead' to the loss of lives.

Changes in copper extraction from 1960 till today are documented. The top ten changes have been: (a) replacement of reverberatory smelting by high intensity oxygen rich smelting (b) growth of the Outokumpu flash smelting to over 50% of the world's smelting capacity (c) successful development of single furnace coppermaking but only for low slag fall concentrates (d) replacement of the batch Peirce-Smith converter by continuous converting, but only in a few cases (e) increased SO2 capture throughout the industry, mainly-as sulfuric acid (f) development of low initiation temperature `big bight' Cs catalysts for treating the continuous high-SO2 strength gases from continuous smelting/converting (g) complete replacement of reverberatory anode scrap and cathode melting furnaces by the Asarco shaft furnace (h) adoption of stainless steel permanent cathodes and automated stripping technology for electrorefining and electrowinning (i) complete elimination of wire bar casting by continuous bar casting/rod rolling (j) development and adoption of extractants for turning weak impure leach solutions into strong pure electrolytes. It is postulated that the biggest possible change over the next 20 years would be complete replacement of smelting/converting by hydrometallurgical processing. However, this seems unlikely due to copper purity, precious metal recovery, and economic concerns. The increasing value of sulfuric acid to many copper companies gives chalcopyrite smelting/oxide-supergene leaching a nice synergy especially with the energy credits now coming from continuous smelters, and their acid plants.

THE object of this paper is to present the various facts that l1ave been revealed during lengthy investigations into the performance of all types of ropes on different hoisting installations. It then goes on to suggest means by which most of these findings could be usefully employed to obtain more economical rope lives with increased safety. This report summarizes Bureau of Mines contract research on the disposal of retorted oil shale. A data base has been developed describing the physical-chemical properties, geotechnical engineering properties, and natural cementation characteristics of spent shale. Results of field compaction tests and seepage pond tests are presented, along with results of a partially saturated finite element seepage model used to predict infiltration and seepage rates. Preliminary engineering analyses are presented for underground disposal systems, which include material transport methods, and for a surface disposal system, which includes stability analyses.

Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.

ELECTROSTATIC methods are used to separate and concentrate or purify granular particles derived from ores or various synthetic and agricultural products. Compared with other separation methods that require many technological refinements, the electrostatic attraction of fibers, grass, and seeds to charged surfaces clan be accomplished under the most primitive circumstances, and the early development of this method of beneficiation seemed very promising. Precise application of the method to provide high selectivity, however, is a complex procedure, and interest in this method declined. During this period Mr. O. C. Ralston initiated a Bureau of Mines research program oil electrostatic separation. It is the purpose of thins publication to describe the development of the electrostatic method of particle separation from the early beginning to the present resurgence of interest. Most of the information for this description bas been derived from references, a few of which were not available for thorough review. Much information has been drawn from the investitions of the Bureau. Acknowledgments Mr. O. C. Ralston, former Chief metallurgist of the Bureau of Mines, began the research program on the subject and did research on the mils literature. Both Mr. Ralston and Mr. H. B. Johnson, former president of the Huff Electrostatic Separator Co., furnished patent references. A critical review by Mr. F. D. Lamb, Research director, and Mr. M. J. Spendlove, Supervisory metallurgist, Bureau of Mines, College Park Metallurgy Research Center, lifts been of much value in preparing this report.

This study was made to present the mining methods and costs of a uranium mine typical of other mines in the highly productive Westwater Canyon member of the Morrison formation in New Mexico. Four mining methods have been used at the Section 23 mine: the retreat- room-and-pillar method, a sublevel-slicing method (also called top-slicing), the horizontal-cut-and-fill method, and a modification of the ring-drill method. The application of the methods at this mine and at other mines in the area should be of benefit to operators with similar problems. Ore bodies in the Section 23 mine are irregularly shaped and vary in size, in rock strength, in moisture content, and in uranium concentrations; different mining methods are required and mining costs are not constant. A 6-month period of operation at the Section 23 mine was analyzed and mining costs, not including amortization, depreciation, or Federal taxes, averaged about $6.80 per ton.

It is now 35 years since the organization of the first sulfide smelting conference in 1983. Since then, the smelting base metals industry has experienced several changes driven by the necessity to improve economic, operational and environmental performances and resource efficiency and meet the increasing market demand for metals. In this continuously challenging environment, it is relevant to recognize which are the main challenges that the industry will face in the coming years and critically address our preparedness to respond to them. This analysis have to consider not only the effort required from the fundamental research and technology aspects but also how these pillars interact with the drivers behind the base metals industry. This paper discusses some relevant aspects required to continue developing the base metal industry focusing on copper. Aspects such as the need to supporting the generation of fundamental metallurgical knowledge, acquisition and proper use of data with advanced analytics methods, technological innovation to develop sustainable process flowsheet are discussed with emphasis on efforts conducted by Aurubis.

In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

"The aim of the audit was to determine whether the mining project environmental impact assessments (EIAs) in Kenya are undertaken according to international best practice. A sample of 50 EIA reports for the 2007–2016 period was evaluated using 18 criteria in the Environmental Law Alliance Worldwide (ELAW) guidelines. The findings showed that only two criteria were considered ‘excellent’ according to the ELAW guidelines, namely baseline environmental assessment and prediction of physical impacts. Six criteria were found to be ‘satisfactory’, including prediction of social impacts, analysis of alternative options, and impact mitigation. The reports were quite weak in terms of: consideration of all phases in the mining cycle, environmental regulatory framework, prediction of biological impacts, stakeholder consultation and engagement, integration of human right issues, and integration of climate change and cost-benefit analysis. It is therefore recommended that the Kenyan National Environment Management Authority (NEMA) should consider tightening the EIA terms and conditions in the approval of statutory terms of reference (ToR) for full-scale mining EIAs to ensure improved performance of EIA as a tool for environmental protection. IntroductionThe nexus between society and the environment has continued to generate interest because the environment is the source of goods and services that sustain the various needs of human beings as outlined in the UN sustainable development goals (SDGs) (Armstrong and Peart, 2000; Sutton 2004; Chakrabarti 2007; Strange and Bayley 2008). All the five generic categories of societal needs, namely physiological needs (food, water, clothing, medicines, etc.), residential and occupational needs (shelter, transport, energy, etc.), economic needs (tradeable goods and services), leisure and recreational needs (tourism), and cultural and spiritual needs (e.g. sacred resources and ecosystems) (Mwaura et al. 2016) are addressed by the environment. Consequently, a wide range of development sectors have been established around the world in order to address the above needs (Lederer, Galtung, and Antal, 1980; Rammelsberg et al., 2006; Noonan, 2014). All these development sectors rely entirely on the environment for their proper functioning, as shown in Table I."
